[1:30] attorney, and city manager. And I have my mayor's report. It is on the uh

[1:45] ahead and go to the city manager for her report. I believe she has something

[1:55] to see the city of Tony and trying to get him on. Um, are you very firm? I'm

[2:08] So, we know who we're letting in. Um, got a few things to report out on. I'll

[2:15] just start. Uh the West End Festival is cross over

[2:19] and was a great success and Niger is here and we'll present on that in a

[2:24] moment. Um and just obviously just from city manager's office, thank you to her

[2:32] for an amazing event and for public works and PD

[2:41] and planning and administrative services manager and everybody who spent a lot of

[2:46] time manning our city booth. Um the city booth, the event is fantastic.

[2:53] Music and art aside, actually having so much public input and ability to reach

[3:00] out to the public, to the community through our city booth, it's just very

[3:05] exciting. Just in the time I was there, there were there was a constant steady

[3:10] stream of people coming out and wanting to know more about all the great

[3:14] projects we're doing. So that's exciting and had a lot to say. Um

[3:20] on other city business, we did have an initial meeting with Woodson Engineers.

[3:24] We're going to bring um a contract to you for them for the architecture

[3:30] engineering for the by trail. Um we issued an RFP and um that is who came

[3:37] out on top after all the interviews. So we'll bring that to you probably at the

[3:41] next um city council meeting. Um I would tell you about the general plan

[3:47] update but you were all there so you know about that outreach um which

[3:52] happened last week. Uh we're going ahead to do our outreach to the businesses

[3:57] this week. We'll be um fanning out several employees hitting different

[4:03] areas of the city and bringing the business survey and encouraging them to

[4:07] attend the business presentation on the general plan update which is happening I

[4:15] believe next week. Let me just double check that. Um

[4:21] I like from 10 to 1. Um what else? Um yesterday we did a big

[4:30] presentation to the TAMC board on the bike trail regarding the use agreement

[4:35] that we would like to enter into um with TAMC again for the bike trail which is

[4:41] going into the corridor that Tami owns. The presentation went well and we have a

[4:46] very quick close session at the end of the meeting on that. Should just be a

[4:50] five minute update at most. um surf bus constructions.

[4:57] We are going to have a they are going to have to have three consecutive days of

[5:02] closing down player between California and Dante September 20th, 21st and 22nd.

[5:10] Um there's some handouts on the table showing exactly the location and the

[5:14] time. Um and then just other other projects

[5:19] that have moved ahead with great strides the last week is the street maintenance

[5:24] project. This is the rehabilitation of um the parking lot in front of city

[5:31] hall street the end of contracasta player and possibly California's an

[5:39] addon. This is basically the result of that pavement management index study

[5:44] that we keep doing we did a while back and these

[5:49] are the streets that were determined to have the most need. We're um we have

[5:56] issued an RFP for that um which is quite a process and we are lined up to issue

[6:02] the RFP for the um the uh storm water improvement project

[6:09] over the next week or two as well. So we're doing that through planet bids

[6:13] which is a new way both um administrative services manager and the

[6:18] planning manager have and the city engineer have been very involved in

[6:22] actually getting those plans and documents and bids backs and everything

[6:27] online on planet bids and it's a really good way to reach out to more um

[6:33] respondents. Um

[6:36] what else? I think that's about Oh, the Sand Dollar Shopping Center driveway

[6:42] as part of the MST Surf Bus. A few years ago, we determined that when the surf

[6:48] bus comes through, it would behoove the Sand Dollar Shopping Center where Costco

[6:53] is to expand the exit way so that there's an extra turn lane. So, that

[7:01] work is expected to happen. It's actually started. It's expected to be

[7:05] completed this week. So we're not paying for that. The sandbox shopping center is

[7:09] sort of feedback that aware of feedback. >> Um

[8:19] decided to attend my um first conference of the uh of the uh special districts

[8:26] association. They had a a conference. I attended that on um our firm's dime. And

[8:34] uh it was interesting to see what uh many of the cities and local other city

[8:42] service providers um uh consider to be important and to sort of compare that

[8:48] educational experience for new um special council, special district board

[8:55] members to to those that city council members and city staff enjoy as we go to

[9:00] the league of California cities conference.

[9:03] and conferences and events. And I I I must say overall um I I am um encouraged

[9:11] and have renewed appreciation for the the quality of work and preparation that

[9:18] goes into many of the materials that city council members get at the League

[9:23] of California Cities/Cal Cities conferences that you attend. Um, I think

[9:29] uh it was an interesting experience to to see that that other conference and

[9:34] perspective and to see sort of from the the flip side what your your fellow

[9:39] agency members um experience and of course so many of you serve in in

[9:45] similar in in in roles of support and um for those kinds of organizations. So

[9:50] that was interesting. Um, I also did want to just note one um small cleanup

[9:55] item. Um, in uh prior reports out from two council meetings ago, we should have

[10:01] just mentioned and and reported out that the uh direction had been given to deny

[10:06] a claim from a a John Kaza um regarding a a relatively small issue that occurred

[10:14] um in uh uh um in [clears throat] Sam City and uh details are available

[10:20] through the city clerk's office, but that's been referred to carrier uh will

[10:26] be addressed through uh George Hill. Um so that's just one small cleanup item

[10:32] and uh heard wonderful things about West End and look forward to uh hearing

[11:40] something came up on the agenda about the arts committee and selecting of the

[11:45] muralists and to me I heard there was some controversy but I was I was rather

[11:50] surprised but in any case I wasn't here so I really can't speak to what the

[11:54] controversy may have been but I reviewing mirrorless I was trying to

[12:01] think of some analogy that might make it more simple or clear why we were

[12:06] recommending neon curve So friend of mine was a heart transplant

[12:11] recipient at Stanford. He had a team of doctors, a cardiologist, an internist is

[12:17] cracker, heart transplant surgeon. Well, they were all doctors. But again, we

[12:21] want a heavy hitter that was the heart transplant surgeon. So in this situation

[12:29] um given the large scale of the vertical mural the two people on the list to be

[12:37] considered Leon Kerr and Julie um that's where the comparison analogies between

[12:45] the two end that they're both mirrorless as it goes vertical or up in scale and

[12:51] that's where Leon excels. So you get a hip transplant, a solar transplant.

[12:58] Well, how many have they done? Well, if you want a large vertical mirror, then

[13:04] there's one person in the world in the world and that is Leon Kerr. So then I

[13:10] heard somebody made analogy. Why do you need somebody that's famous? Well, we

[13:14] don't need anybody that's famous. We simply want the person that can do the

[13:18] best mural on a large vertical scale. And that's where we came back to Leon

[13:25] Ker. So if you try to give them some objective objective uh ratings on

[13:32] various categories of what they do and how you would assign them some numerical

[13:37] objective rating. Well then it goes right back to Leon Kirk who has done the

[13:43] most large vertical mirror perhaps in the world. Leah who has done it in scale

[13:50] and has been recognized by his peers by other muralists by the general populace

[13:56] at every performance if you will that he does he generally wins all three. So and

[14:02] again our goal was to get the best mirrorless, the

[14:07] best artist, somebody that would make you all incredibly proud and going

[14:11] forward in the future that you would look at and be like, "Oh my god, can you

[14:14] believe what he has done?" Well, we come right back to you. Leon would make you

[14:20] all incredibly proud and you can pat your back yourself on the back for years

[14:25] to come and say, "Yes, I was the part of the process that got the best grill for

[14:47] Festival. I thought it was great. It was awesome. Um, I like the layout. I like

[14:57] one suggestion, it would be getting that flow from the from the park onto

[15:04] Redwood, right? Because Redwood's closed, park is closed. That kind of

[15:08] feels like I know that's probably a logistical nightmare, but just a

[15:11] suggestion moving forward. we could like connect that loop. Um,

[15:17] the other thing, my favorite subject. So, I just wanted to read this for you

[15:23] guys.

[15:27] August 31st, 2026, Florida Governor Ronda Santis has ordered the removal of

[15:33] flock cameras and other automata automated license plate readers from all

[15:38] state highway right away within 30 days. The directive issued by the Florida

[15:42] Department of Transportation on August 31st, 2026 revokes all existing permits

[15:47] and bans future installations on state roads due to concerns over privacy

[15:52] misuse and the exponential increase in surveillance deployments. While the ban

[15:57] applies strictly to stay maintained roads, many local law enforcement

[15:59] agencies have voluntarily extended the removal to their jurisdictions.

[16:04] Jacksonville Sheriff's Office, Loosa County, and several other departments

[16:08] announced they would discontinue the LPR programs entirely, citing the state's

[16:12] decision and public concerns. So, I only bring this up because you

[16:16] guys know this is my favorite topic. It's a growing trend. So, now we've got

[16:21] a state, at least for the time being, on state roads banning the flock cameras on

[16:26] the license plate readers altogether. Um, a lot of other cities,

[16:30] municipalities across the country are doing this, too. city councils, they're

[16:34] taking them down. So, I just wanted to bring that up to you guys. Hopefully,

[16:38] we'll follow suit. >> Thank you for coming.

[19:03] of the public can see the presentation that was given to everybody who showed

[19:08] up. We then would take all your comments including safety and look at them and

[19:13] bring back at some point you revised things. So this was of course just the

[19:18] guiding principles but it all come back to you. So with input this is not

[25:15] » Welcome, Naja. >> Thank you, Mayor. Um, Terry, can you

[25:18] bring up the present on top of it? First of all, I apologize for my voice. I woke

[25:24] up this morning with the most annoying allergies. I don't know what is blooming

[25:28] this time of the year, but if I have to stop for a second, it's not that I don't

[25:33] want to speak to you. Um, first of all, I think I want to begin with saying

[25:38] thank you to all of you, to I know Mark is not here, but public works, to PD, to

[25:43] all of city staff for going through this experience. Um, it's and I know this is

[25:48] no secret, but it takes a lot to put together an event like this. And I could

[25:53] not do it alone. It is so far mostly a solo effort, but I'm also really really

[25:58] lucky to have a network of people and support system who just make things run

[26:03] smoothly, who keep track of payments, applications, and all of the things that

[26:07] um go into hosting this event in the back. I'm also really happy um about the

[26:14] dynamic that we had in this room, just people speaking up and saying, "Hey, we

[26:17] love the experience." because of course there's a big part of this event that we

[26:21] can quantify and that we can kind of track and see through the years um in

[26:26] close collaboration with you Vika about where do we want to take this event but

[26:31] at the end of the of the day the experience that every single person has

[26:36] walking through the footprint is what matters most and very often that is the

[26:40] hardest part to quantify for me as an organizer. So getting these snippets of

[26:45] community feedback from different places has been incredible in the last week and

[26:49] a half since we um closed out on Sunday night and it's been consistently great

[26:55] and that is just the best feedback that I can receive that people come and enjoy

[27:00] this event. Now that being said of course in terms of infrastructure and

[27:04] planning and we'll get to this there is there are a couple things that we would

[27:06] like to address in 2027 um but I want to start with um a couple

[27:11] of baseline facts. August 22 and 23 was the event. Very obviously um you asked

[27:18] about attendance numbers. The attendance numbers on paper are a little lower than

[27:22] we had last year and I'll get to that in a second. However, one other really

[27:27] important metric is how long people remain in the footprint. And I think one

[27:32] thing that we've seen this year is I think we called it the flow was great.

[27:36] Um every area of the footprint was consistently visited. Last year, I think

[27:42] we had this moment of great peak influx of people with a nationally almost

[27:47] internationally known headliner, but it also felt like that may not be

[27:52] the right demography or the right type of people, the right time in the day to

[27:56] really benefit the arts community to really benefit the city to really get

[28:00] people to experience the festival as as a whole experience and not just one

[28:04] music act. So, there's really two numbers that I look at. one is the the

[28:08] hard cut um just over 10,000 attendees across those two days. But I'm also

[28:13] looking at um what is the revenue that our food vendors report, right? People

[28:17] who stay in the footprint longer don't buy one beer and leave. They stay and

[28:21] they linger and they spend time. Um I talked to almost every single art vendor

[28:26] that was there um in the two days and in the time after and the consistent

[28:31] feedback was we had really good communic conversation with people. we made really

[28:36] good sales and it felt a lot more consistently busy than it did last year.

[28:42] And so that's that's what I'm looking at at other than the net attendance number.

[28:47] » Um we are within budget which is also

[28:51] always a good thing to mention. Um it's been um an interesting experience this

[28:56] year. I think we can all feel the strain economically that is just a a given

[29:01] right now. Um, we see that in the businesses that we collaborate with and

[29:05] we try to keep the vendor fee low enough for our artists, our our vendors to

[29:12] participate reasonably and not break their budget to to spend two days at our

[29:18] event. Can you

[29:22] just click through this? Right. So, just for you to experience a little bit

[29:27] after, it's always hard to capture moments with photography only, but

[29:31] Carrie, if you want to just keep clicking through those slides, we I've

[29:34] tried to put together a little bit of the impressions um that we've had um our

[29:39] artists, our community. One thing that I want to mention is that

[29:43] we saw, again, my comparison is last year, we saw a lot of the kind of

[29:48] impromptu creativity. Um there is this guy that you see on the right bottom um

[29:53] called Triapose. He has this funny little tricycle setup with a an instant

[29:59] camera in it and he just rides around and takes pictures of people

[30:03] » and it was such we had a couple of those coming up. People juggling on the

[30:07] street. Um kids just sitting there and painting sidewalk chalk murals on this.

[30:13] It it was just a really great atmosphere.

[30:16] » Um all in all because that popped up. I also want to mention that we had really

[30:21] positive coverage in local media. Um, we had the Montter County Weekly, we had

[30:26] the Montre Herald reporting, but we also had several of our social media don't

[30:32] take it too seriously pages. I think I've seen one page refer to the West End

[30:37] as Coachella for people who remember what Blockbuster is.

[30:41] And but and and but it was but the whole article that

[30:45] they wrote about it was so incredibly positive. And of course they say that

[30:50] you know in a halfserious tone but we had we we didn't see that last year. And

[30:55] that's again an indicator just for our community to um to see how it was

[31:00] perceived. We talked about visitor flows. We talked about art vendors that

[31:05] reported um very positive turnout. Of course we had excellent weather. that

[31:10] always helps for the general mood. But just an observation that I had and

[31:16] that many of my volunteers had and that many of our attendees or partners made

[31:20] was that people were genuinely joyful. >> And again, this is really hard to

[31:25] quantify, but I think there was a lot of this um just this atmosphere of making

[31:31] it work and making it into a positive enjoyable experience. Um that begins

[31:35] with vendor setup. If I I see vendors helping out the their neighbors, setting

[31:40] up their canopies, those easy ups are such a nightmare to set up and take down

[31:44] with one person, even two. And I saw a lot of that collaboration just

[31:48] happening. Um visitors asking around, staying to chat. So there was a lot of

[31:54] that really positive spirit and I think that was carried into the music acts

[31:58] too. I want to add that the majority, vast majority of her music acts were

[32:03] Montterrey County local bands. It was very wellreceived within both media and

[32:09] the community. Um, the mix was great. All our artists did really, really well

[32:14] on stage, even the newcomers. That's always a little bit of a are they going

[32:18] to come through? And they all did. Sound worked well. Um and we resolved our

[32:24] major 2025 hiccups of portaotties which um is my personal

[32:31] um and if you want to go to the last page Carrie um

[32:36] learnings for 2027 we're going to have a very detailed debrief with city manager

[32:41] with PD with public works just to make sure that we're all on the same page and

[32:45] we address every single little thing that is to be improved in 2027.

[32:51] The couple biggest concerns for me um was just general access and event

[32:57] logistics. Um there was a minor in minor hiccup with the sidewalk chalk because

[33:04] one color sidewalk chalk didn't last through the night for some reason. So

[33:08] some of the vendor had trouble finding their booth. One big issue is parking.

[33:13] Um that is something that we are resolving with MST. We have a shuttle.

[33:18] It was incredibly well used. Um, but it's just a thing that deters people and

[33:23] I there may not be a straightforward solution for us to find 1,700 parking

[33:28] spaces somewhere. Um, but that's definitely something that I would love

[33:38] sponsoring outreach is is one thing that um I just want to restructure a little

[33:42] bit, but all in all, I think the general skeleton of the event is a really solid

[33:46] one at this point. And again it was received really really well. And I think

[33:51] the last thing that remains for me to say is thank you. Um again waiting for

[33:58] my big visual here is to say thank you again. Um there there are so many moving

[34:05] pieces in putting this together and this year was one where it just seamlessly

[34:09] clicked and I have no illusion that that is not a solo job but it is a group

[34:13] effort and I'm really grateful that I have from city council from you

[34:19] mayor from all your team been really fun.

[34:32] » Um, I just wanted to tell you that I also went around to some of the booths

[34:36] and spoke to some of the vendors and they were very, very happy with the

[34:40] price that they paid and they were also happy with the amount of people that

[34:45] were coming through and the amount of money that they made.

[34:49] Um, some were repeat, some were first time,

[34:52] » you know, but they were all very happy and so were some of the attendees that I

[34:56] spoke with. So, thank you for all of your hard work and effort that you put

[35:00] forth to make this another successful event. Thank you.

[35:06] » Do you um I'll comment. So, um I I found out

[35:12] that we had one vendor who comes all the way from Washington DC.

[35:16] » Yes. >> So, a part of this vendor. Yes.

[35:18] » And um so that was kind of cool. And I believe she's with a museum there. Um

[35:26] and um um yeah, she the only comment she had was she said, "See my permit. It's

[35:34] [clears throat] we're as vendors, we're supposed to have it posted." And she

[35:38] said, "I'm the only one who does it." So, but yeah. So, you probably heard

[35:43] that. I think that uh I I walked through and I noticed that the artwork was a lot

[35:50] lot uh better original uh work. So, that was uh really good. So, a unique uh port

[35:57] that was being shown and I made my yearly purchase as I do. So, um I still

[36:07] have to pick it up, but yeah, it it was good and that the flow was good. Um uh I

[36:14] think the food booths maybe more food booths had be brought in but and then

[36:20] that they were located differently so we didn't have the uh congestion of crowds

[36:26] like people back to back you know so there was um you had spaced them out so

[36:31] that was great for the flow so and congrats on another successful Weston

[36:41] » yeah um yeah it was a wonderful event. Um, a couple [clears throat] of comments

[36:45] that I also heard were was about the food being spread out. It that was like

[36:51] a really that was a great the footprint that you you made there

[36:57] with the food. Um, I have to compliment you on the whoever

[37:02] did the sound. It was here and now because you were actually able it it

[37:07] when the music was playing nothing was conflicting and you were actually able

[37:11] to if you unless you were right in front of the stage or the speaker you were

[37:15] able to hold a conversation with people and that was that was actually

[37:19] outstanding. So compared to the year before it was really nice to be able to

[37:23] talk to people um regardless of where you were unless you were standing right

[37:27] in front of a speaker. and I'll make sure to pass that on because they were

[37:31] very excited to do this event because it's in it it's their backyard and I

[37:36] think they did an amazing job. >> They did do an amazing job. So, thank

[37:41] » And I was serving with the C program on Sunday. Um we had a blast and I would

[37:48] love to tell you that three times different women stopped me and said,

[37:53] "We're so glad Cert is here. We felt really safe this year." And um you know

[37:59] I said well it's a lot more than just cert there's a whole lot of people here

[38:03] making it safe but it was wonderful to hear that and the biggest question I got

[38:09] is how do we get home? We we took a bus in but there's no shuttle back. We don't

[38:14] know how to get home. >> Like some some people said we walked

[38:18] from Pacific Grove. We're too tired to walk home and Yeah.

[38:24] » Yeah. So I think it was a little confusing. I wasn't really briefed at

[38:28] the outset on how to answer that question, but we worked it out.

[38:35] shuttle communication about the shuttle with the public was a little

[38:42] found out we had shuttles and how they would find out about the special

[40:17] Back when I was running for city council in in 2020 and I was having a meeting

[40:24] with the police association, one of the questions they asked me,

[40:29] "What do you think of the West End celebration?" I says, "I think it's

[40:32] great. We need to have it twice a year. Can [clears throat] that happen?"

[40:37] [laughter] I know it's a lot of work,

[40:40] but I suggested that. The only thing I bothered me this year was since Post

[40:47] Noals is closed, we only have one beer vendor.

[40:54] So last year, in the last couple years, we've had different types of beers that

[40:58] we can drink and one of the beer stations kept

[41:03] running out. So maybe we get more beer vendors next

[41:08] year or something like that. Maybe we can get it where it's free.

[41:13] But I I mean I would like to see that. I'd like to see it happen more if they

[42:14] case, Jerry was here at the inception of West End and it goes back to the 18 year

[42:19] 2000. And so Jerry was there at the very beginning as was Gregory Hawthorne. And

[42:26] so Gregory really did uh term and came up with renaming that part of Sen City,

[42:33] the West End. And so going back to that chapter, there was really three

[42:39] chapters. So there was the initial west end. So let's say that was over 10 years

[42:44] and that was really back to the Gregory Hawthorne era and the bra for a long

[42:49] time and it became more successful. Other people said, "Gee, this is so

[42:52] successful. I would like to run it." And so Greg says, "Well, I run it for free.

[42:57] It's been all volunteer, but if you want to have your hand and run it," then they

[43:01] would run and say, "Well, this is a lot of work. I should be paid to run this.

[43:05] So at theception, it was not any less busy. In fact, we had Friday night

[43:10] music, we had uh other events to fundraisers. Uh so we had several other

[43:16] layers of the West End at different iterations. So the current West End, in

[43:22] fact, you could say it was really is a more stripped down version than it was

[43:26] for the first 15 years. So you had the Magnini reign which was much more music

[43:32] centric and now you have again we're using the new consultants but you may

[43:37] want to and it could be helpful to look at what happened for the first decade

[43:41] and what happened in the second decade and now we here we are again today. So

[43:46] there's, you know, look at what was the best in the first 10 years, which went a

[43:50] lot of wonderful things, and what really worked in the second 10 years, a lot of

[43:54] wonderful things, and what we're replicating now. So I think histronics

[43:59] uh would be fun to review because a lot of lot of really fun things that brought

[44:04] the community together were done and created starting with Friday night

[44:08] music, starting with other fundraisers, uh Big S fashion show. So nevertheless,

[44:16] so we had a lot of fun community- based things that were much more organic that

[44:21] came out from really Jerry Blackwell and Greg Cthor. So to Jerry Blackwell and

[44:28] the Gregory, thank you. >> Thank you.

[44:35] » Um parking parking was brought up in the

[44:40] overview. Parking is not only an issue for the people that are coming to the

[44:43] festival. Parking is an issue for some of the people that live here, like

[44:47] especially for us over on Dia Street because we have people that like to just

[44:51] drive in and think they can park in our spots. So, you run out to the store, you

[44:54] come home, hey, somebody's parked in my driveway. Um,

[44:59] probably not an issue for the organizer. probably more of an issue I think we

[45:03] need to discuss with the city manager or the chief about finding a way to maybe

[45:08] at the at a at a minimum getting some of those barricade signs that's say toway

[45:12] zone that we can throw up in front of our driveways.

[45:16] Um I think that would help kind of mitigate that. That was and like I said

[45:22] the event I loved it. It was good. I think the way the layout was with the

[45:26] food being more spread out, it took away that giant conglomeration that usually

[45:32] happens right there at the main stage where

[45:35] you can't can't get through typically in past

[45:39] years. So, I like that that didn't happen. It was good for

[49:03] been a mentor to me has always had an amazing vision for Sam Sely. He um saw

[49:12] the big p he sees the big picture and the little picture. He was um often on

[49:19] my make case about small things called broken windows based on a study from was

[49:24] the '9s that said you fix a broken window you actually improve crime in the

[49:29] neighborhood because it changes how people feel about where they live. And I

[49:34] think about that comment every day when I'm working. It's the small things

[49:38] matter as much as the big things as we move our city forward. We're doing all

[49:43] these big things, much of many of which um Vice Mayor Black as well as yourself

[49:50] were part of 25 years ago, the bike trail project, poster trail projects,

[49:57] the you know reimagining the art park, etc. And these these projects as they

[50:05] move forward just have Jerry stem all over them that so do that every time we

[50:10] fix a part. So, just wanted to add that. >> Thank you, Vivica. And uh I mean just

[50:18] this weekend just you talked about fix the broken window. I sent Vivica some

[50:24] some pictures or message or some photos. So, I see these little stickers like on

[50:31] the city sign or on the um the welcome to San City sign. So there's like

[50:37] somebody's posting political pictures up, right? So I I mean just to look at

[50:43] the little things or to drive around the city and look at the signage is there,

[50:48] you know, is there somebody tagging u sign? So this is the little things that

[50:53] we want to do. We want to keep our city uh we don't want to have that in our

[50:58] city because if you let it go neglected, you know, it just gets worse. So, it's,

[51:05] you know, just touching on what he said there. Um, at this time, I'm going to

[51:11] just stop and I'm going to ask the council if they'd like to say anything.

[51:33] I'd like to say thank you as well and I appreciate Jerry's support for the few

[51:37] years that I've been on the council. It meant a lot to me. And um uh for me uh

[51:46] we have a couple things here. We have uh um some cards um and uh I put in some um

[51:55] some thoughts in there. But um I've known Jerry for a long long time but and

[52:03] prior to uh city council many years ago working in the trade. So um um and

[52:12] everyone I talked to Jerry would always start h work and just at work work

[52:18] Jerry's carpenter as labor. So I just I would notice Jerry he was always happy.

[52:25] He'd hum songs and he'd hum a song and I'd see him do it here up here on the

[52:31] council where he's, you know, it just starts humming and it just gets in your

[52:36] head and I I'm an observer. So while I'm

[52:42] running around, I'd see Jerry here working here and I'd see carpenter here

[52:46] and carpenter here. Jared started off the humming be the next carpenter would

[52:51] be humming that were singing the song to the next one. was very contagious. But

[52:58] um so when when uh Jerry came um with me and um our past mayor uh and David

[53:08] Pandergrass, we um David Pandergrass asked me, "Who do you think would be a

[53:14] good candidate for council?" And so I said, "Well," I said, "Uh you know,

[53:19] Jared Blackboulder, I think, you know, we should talk to him." and we talked to

[53:25] him and kind of got him to come on board. And uh uh Jerry, you know, just

[53:32] he was a strong advocate for the city and an excellent leader and um

[53:42] a excellent person, an excellent council member. And he, you know, um once when

[53:49] Mayor Fandress left, I bet Jerry missed him. Jerry's gonna be my right-hand man,

[53:56] but especially with his height. I mean, gosh, have Jerry by my side and a a

[54:01] hulking tower of a guy, you know, Jerry is pretty powerful. So, um, uh, and it

[54:09] has been my honor to work with Jerry, uh, for

[54:13] as long as he's been here on the council, and he's been, um, always, uh,

[54:19] you know, good Christian and, um, a good heart and, uh, a good advice, you know,

[54:26] good advice, a good advisor or counselor for the city. So, um, I'm just honored

[54:34] I've been honored to serve with him. So, with that, uh, I'm going to stop there

[54:40] and, uh, I'm going to open this up to public comments. So, if anyone would

[54:44] like to come up, if you know Jerry or you want to, his daughter is here and

[54:48] or, uh, uh, his son-in-law, if anyone would like to come up and say anything,

[55:05] sorry. I've been in public service. I've been

[55:09] working for cities for 24 years and I've worked closely with city councils for

[55:14] all of those 24 years. And um I left the city where remain unnamed uh where

[55:23] there wasn't really a great rapport communication with our city council and

[55:29] I didn't feel like they really liked us very much. So I come here and it's

[55:33] really very different and I texted you a story earlier and I'm going to share

[55:38] that. um had an item and Jerry was asking some questions that are what

[55:45] you're supposed to do as city council members. I took zero offense to it. It

[55:49] was actually very light compared to what I was used to. But your dad called me

[55:56] the next day to check on me because he was concerned he was too hard on me and

[56:01] he just wanted to make sure that he didn't harm anything by asking those

[56:07] questions. And I can't tell you how much that meant to be. It was just so kind

[56:13] and so considerate. And he has been and is one of my favorite people in general.

[56:21] He made me happy when he was here. I loved his songs when he would come sing.

[56:26] He honestly brought me joy. And so I miss not seeing him as much. I'm so glad

[56:32] you're here. But I had to say that. Thank you. Okay.

[56:43] » right so um so I arrived on the scene in about

[56:49] 2000 and u s city had let a request for proposal for water cuts to get water

[56:57] meters so they had a water bank and so many they said well let's learn request

[57:03] proposal we're sitting on this water and they say well maybe we should just hold

[57:06] it keep the business why keep the best use it. So why the city got the request

[57:10] for proposal? I think there were about 33 responses and one of them uh we won.

[57:17] So it was use it or lose the water and so I think you had two years to use the

[57:23] water. So we then did use it. So we built the 430 and 440 Ortiz units and

[57:30] those were two live work commercial mixeduse buildings and unbeknownst to us

[57:36] they were the first mixeduse live work buildings in Monterey County. So we went

[57:41] to get construction on them said you know no sorry no can't do there's not

[57:46] another mixeduse building in Monterey County. So you're around peg square hole

[57:52] so uh can't do it. The long story short is we self-funded fine we built but

[57:59] Jerry was also one that was also awarded water credits and so he was also trying

[58:04] to build an excuse project or live work but nevertheless he he was unable to

[58:12] secure financing so he did ultimately build but out of that um I had a lot of

[58:18] chapters with Jared this is all pre- del plan uh pre west end So he was there at

[58:25] the inception of West End and probably it was probably 2002 when the first West

[58:31] End. I'm not sure might have been one might have been three but I think it was

[58:34] 2002 but anyway it was Mr. Kelly and it was Mr. Blackwelder and it was Mary

[58:39] Hawthorne. Those were the three people that were moving and shaking uh and

[58:45] shaped Sand City as we see it today. So again, historical perspective, 2020,

[58:51] hindsight. Uh Jared was there at all these pivotal moments and then we just

[58:55] take for granted today. Oh, West End. No, no, no. Jared was there at step one

[59:00] of West End. Oh, the Del plan. Jared was there at pre and at step one of the del.

[59:07] Oh, cool. They have live work style places there and get it through the the

[59:11] approvals to get No, Jerry was there to help get a live work style through the

[59:17] planning process when there were no guidelines to do it. So he saw a lot of

[59:22] things in Sand City from their inception that we today just take for granted. But

[59:27] again, over his 26-year period here, [clears throat]

[59:31] he did so many so many things that that were community- based that helped

[59:36] individual homeowners that helped me and uh to be able to spend time with Jared

[59:43] was always, always, always very, very nice. I always look forward to seeing

[59:48] Jared and he always had a big ready smile and we always picked up just like

[59:53] the same old friends. It was we just always picked up my mom for three months

[59:57] I come back. It was again just picking up where we left off. He was that type

[1:00:01] of friend. He was warm and welcoming and always a help. So Jerry, thank you.

[1:01:04] A person like that. You're representing the people in the town you live. And

[1:01:11] that impresses me through, you know, I'm an old man. I've been around for a lot

[1:01:16] of elections and a lot of people even when I lived up in the Bay Area election

[1:01:20] time nobody came around knocking on doors letting you know who you are and

[1:01:24] what you are you know and I was impressed by that even though I didn't

[1:01:29] get sidewalk in front of my house but that's what I requested but you know we

[1:01:34] talked about because of the the property lines and all that but yeah he is one of

[1:01:40] two people that actually knocked on my door and says hi

[1:01:45] running for city council would, you know, and that impressed me. Then he'd

[1:01:51] come in the store and we'd a lot. [laughter]

[1:01:54] » But yeah, I'd throw that in. >> Thank you for your comment.

[1:02:09] » Sure. I I I would just add um I would echo the comments you heard at the

[1:02:16] beginning um that Jerry had a a wonderful way of being

[1:02:23] tough on issues and having strong opinions while still being uh respectful

[1:02:32] and finding ways to express them in in very constructive ways. And I I think

[1:02:36] that that's something that some governments uh sometimes lose lose track

[1:02:44] of and that they they mistake some public officials and some leaders,

[1:02:51] you know, mistake um expressing themselves with anger with

[1:02:58] um with being tough on issues and really hunkering down and and having strong

[1:03:03] views on things. And and I really appreciated that in council meetings,

[1:03:09] Jerry on some policy issues and some legal issues would really express

[1:03:14] himself strongly and vigorously. Um but but always in ways that um that he found

[1:03:23] ways to be respectful and and I think really constructive. And and the other

[1:03:28] thing that I think does stand out is um his combination of experience, life

[1:03:35] experience and business experience did seem to really compleate complement

[1:03:42] um the the the skills of other council members and and help meet the moment.

[1:03:49] Um, we've talked at different times about how this has been such a a period

[1:03:54] of of growth in different ways for the city and new opportunities for the city.

[1:03:59] And it does seem like his combination of characteristics and life experience

[1:04:05] um was really timely in helping meet that moment.

[1:06:02] whereas Jerry Black Walder represented the city of Sand City on the region

[1:06:07] Monterey board of directors for nearly a decade from January 20th 2017 to July

[1:06:14] 5th 2026. And whereas before he served on the board, he was part of the

[1:06:20] construction crew that built the last chance Merkantile.

[1:06:24] And whereas he has served on the personnel and finance committees

[1:06:28] providing valuable guidance on labor negotiations,

[1:06:32] personnel matters, employee safety particularly during CO 19 and the

[1:06:39] pandemic and provided sound advice on operational and financial matters. And

[1:06:45] whereas during his tenure on the board, region Monterey expanded and enhanced

[1:06:50] its solid waste management infrastructure, including two landfill

[1:06:54] modules, six and seven, the upgrade of materials recovery facility, also called

[1:07:02] MURF, and long-term uh landfill disposal

[1:07:07] capacity, all have one of the lowest rates in the region and the state. And

[1:07:13] whereas Jerry Black Welder understood common challenges of construction

[1:07:17] projects and thus was able to provide practical input from his experiences

[1:07:24] aiding capital improvements and facility development. And whereas Jerry also

[1:07:30] cultivated exceptional working relationships and demonstration

[1:07:34] demonstrated a strong commitment to collaboration, environmental

[1:07:38] stewardship, and effective public service. said whereas he was a valued

[1:07:44] member of the board whose thoughtful leadership, genuine kindness and

[1:07:49] dedication to regen Monteray's mission earned the respect of his fellow

[1:07:53] directors and left a lasting impact on the organization and [clears throat]

[1:07:58] community. And whereas his input was consistently insightful, practical, and

[1:08:04] often delivered with a light sense of humor.

[1:08:10] Now therefore be it resolved that the board of directors of region Monterey

[1:08:15] hereby commends and expresses its appreciation and best wishes to Jerry

[1:08:20] Black Welder passed and adopted on the 21st day of August by the board of

[1:08:26] directors and uh Kim Shirley board chair and Philip Mel Sheriff he is the uh

[1:08:33] general manager of region and I've talked to every one of them because we

[1:08:37] all serve on different boards and they have asked about your dad so much and

[1:08:43] miss missed him uh at the meeting. So, I wanted to go ahead and present this to

[1:08:49] you. And this is just uh from the council

[1:08:55] and u I'll come down and give you a hug in a second, [laughter]

[1:08:59] but we'll have uh Audrey. >> So, one of the other things we did,

[1:09:05] Shannon worked super hard on this. we um created this amazing book. It's kind of

[1:09:11] instead of a plaque like you would often get when you retired, it's a plaque with

[1:09:17] photos. So, we were able to kind of go >> Yes. This is when there's an article

[1:09:23] from when he was originally um elected. >> And so, then you can go through and

[1:09:28] there are a ton of photos. Look at that one. And so we just thought this is like

[1:09:35] a great thing for him to have and for you guys to have and we just love him.
