I live downtown here in

justin's district and I believe
[9:24]
that man who brought forth a I

don't know what you ould call

it brought forth some substance

that would eliminate or outlaw

a gas blowing leaf blowers.

I feel really strongly about
[9:40]
this.

I want to explain I live in a

to three rather large apartment
[9:47]
buildings and on different days
[9:48]
of the week these maintenance
[9:51]
crews come through and they
[9:52]
blow these things and it's so

disruptive air polluting, noise

polluting.

It's a senior citizen complex.

I mean it's driving these

people myself included

When I was 14 I took two busses

into downtown santa cruz to

sweep the floors of a large

drugstore and two years later I

got a job sweeping the alameda
[10:49]
county fairgrounds from
[10:50]
midnight till 8:00 in the
[10:50]
morning.
[10:53]
My point is what's wrong with a
[10:54]
broom?
[10:54]
I mean these guys are just
[10:57]
blowing this stuff up in the
[10:57]
air.
[10:58]
You can see the dust particles
[11:02]
and in the noise is just beyond
[11:05]
reasonable.

you got to do something about
[11:08]
this as I understand it, these
[11:09]
things were supposed to be put
[11:12]
to bed as of JANUARY 1st,

DECEMBER 31st, whatever you

want to call it.

apprenticeship opportunities

from joint labor management

health care for these workers.

This is going to guarantee

going to increase the local

hire here locally.

occurred recently in santa cruz

on monday the twenty seventh

the city county and chp

officers displaced homeless
[13:37]
people on coral street highway
[13:38]
one the levy and the park they
[13:38]
destroyed destroyed their
[13:41]
survival equipment including
[13:42]
any tents, tarps, sleeping
[13:45]
bags, warm clothes, food and
[13:46]
medicine they could not move in
[13:46]
time.
[13:49]
These sweeps happened in the
[13:50]
middle of a stretch of nights
[13:51]
that were so cold that the
[13:53]
emergency shelters were open
[13:57]
and full nd just before a week
[13:58]
brain hey also happened to
[13:58]
just three ays before the
[14:01]
point in time counts which for
[14:01]
anyone who doesn't know is a
[14:04]
visual census of the homeless
[14:05]
population in santa cruz.
[14:08]
These sweep's were brutal and
[14:09]
put so many people's lives at
[14:12]
risk destroying their survival
[14:13]
equipment during some of the
[14:14]
coldest, harshest, wettest
[14:16]
nights of our year in what was
[14:17]
clearly an attempt to force our
[14:20]
homeless population to hide
[14:21]
before the point in time
[14:21]
counts.
[14:22]
We all know that sleeping
[14:25]
encampments doesn't make people
[14:25]
any less homeless.
[14:28]
It just traumatizes them
[14:29]
physically and mentally and
[14:29]
sets any progress.
[14:32]
They believe that displacing
[14:33]
homeless people is obviously
[14:33]
ineffective.
[14:36]
A waste of ur taxpayer money
[14:40]
and so cruel especially when
[14:41]
they have nowhere else to go.
[14:41]
Our shelters are full.
[14:44]
I urge you guys to do anything
[14:45]
in your power to take resources
[14:48]
meant for sweeps like this and
[14:48]
put them towards literally any
[14:51]
kind of support for homeless
[14:51]
people.

They said that there were seven

arrests taken that day.

They said that they was just

three days before the point in
[15:18]
time out.

I am a really concerned citizen

that it seems like santa cruz
[15:23]
city as well as santa cruz
[15:26]
county might be on purposely
[15:27]
messing with the point in time
[15:27]
count census.
[15:29]
There is both sheriffs, chp and
[15:30]
police there that day on the
[15:33]
monday the 27th actively
[15:34]
displacing people, putting
[15:38]
people in jail right before a
[15:39]
time count.
[15:42]
I am really, really concerned
[15:43]
that there is a process of
[15:43]
making people hide.
[15:47]
I think making eople hide is
[15:47]
one of the most ehumanizing
[15:50]
things that this county does to
[15:53]
our homeless folk.
[15:54]
I have friends that can't call
[15:55]
the ambulance because they're
[15:57]
afraid that the ambulance
[15:58]
coming to where they are
[15:59]
residing is going to out them
[16:00]
and they are going to be back
[16:01]
on to the streets.
[16:02]
I have friends who are
[16:04]
terrified.
[16:05]
I have friends who are
[16:08]
sleeping, sleep deprivation,
[16:09]
displacement are some of the
[16:10]
most cruel tortures that you
[16:12]
can put humans through and we
[16:13]
have a process across the
[16:16]
entire county of regulatory
[16:17]
torturing our homeless
[16:17]
residents.
[16:20]
These are community members.
[16:21]
They pick up trash, they talk
[16:24]
to kids, they talk to adults.
[16:25]
They are playing music in the
[16:26]
courtyard.
[16:28]
They are sharing their
[16:29]
information.
[16:29]
These are active members of our
[16:32]
community that our police and
[16:33]
parks and rec officers are
[16:36]
actively torturing.
[16:37]
This is not ok and it's a waste
[16:40]
of money sweeping people does
[16:41]
not make people get into
[16:41]
services.
[16:44]
The shelters are full.
[16:45]
The winter shelter is full.
[16:46]
there's no reason to continue
[16:48]
torturing people and spending
[16:49]
so much money on a high police
[16:52]
force that show up in mass and
[16:52]
makes mass arrests.

Sweeps are just purely torture
[16:56]
and interrupting the point in
[16:59]
time count by making people
[17:00]
hide should be illegal and
[17:02]
should be investigated.

psychological mayhem that it's

causing and the physical

aftereffects it's it's sad and

I think we I think santa cruz

county has a better way a

moderate medium path that that
[18:03]
does encourage people to seek
[18:07]
services but doesn't crush them
[18:07]
to the point where they can't
[18:10]
even make a decision about
[18:14]
things and happy although I do
[18:15]
appreciate the women's shelter
[18:15]
when it's open and when it's
[18:18]
not soldier capacity like the
[18:22]
two nights ago and then in a in
[18:26]
a parked two blocks away and
[18:26]
get woken up at 3:00 in the
[18:29]
morning lightly by santa
[18:29]
observatory.

They've always been very polite
[18:34]
to me when they were still
[18:34]
three in the morning and it's
[18:38]
freezing out and where do we
[18:38]
go.

they have no answer.

No answer so we just stay there

and then we get rousted again

at 7:00 in the morning like
[18:52]
they wait a bit.

I'm here to urge you to enact

an emergency moratorium on
[19:31]
lithium battery using best

facilities in santa cruz
[19:32]
county.

Weld county staff works with
[19:35]
new leaf energy and independent
[19:38]
industry experts to identify
[19:38]
where we want best facilities
[19:42]
developed and safety regulation
[19:43]
that actually protect the
[19:43]
safety and health of our
[19:44]
community, our agricultural
[19:47]
infrastructure which is very
[19:47]
precious and our natural
[19:49]
environment.
[19:50]
I also urge you to establish an
[19:51]
advisory committee of
[19:53]
independent professional
[19:54]
industry experts to advise the
[19:55]
county board on appropriate
[19:58]
siting and regulation that
[19:59]
could and should be more
[20:00]
restrictive than current
[20:03]
regulation the movement that
[20:03]
questions the wisdom of
[20:06]
investing long term in lithium
[20:07]
battery using best facilities
[20:10]
is growing orange county just
[20:10]
passed an emergency moratorium
[20:13]
on test facility development in
[20:14]
unincorporated county land
[20:14]
pending a thorough
[20:17]
investigation of appropriate
[20:18]
siting and regulations in
[20:18]
NOVEMBER.

In JANUARY of twenty twenty
[20:22]
three, leaf energy pulled its
[20:25]
plans to build the best
[20:26]
facility next to a church and
[20:27]
immediately adjacent to six
[20:29]
schools in a dense residential
[20:29]
area of staten island in
[20:32]
NOVEMBER of twenty twenty for
[20:33]
another best developer withdrew
[20:34]
its plans for a grid scale
[20:37]
facility in the town of
[20:37]
catskill in new york state new
[20:41]
leaf energy's proposed seahawk
[20:41]
facilities within several
[20:42]
hundred feet of dense
[20:43]
residential neighborhoods

surrounded by multiple nearby
[20:45]
schools pinto park precious
[20:49]
agricultural land a protected
[20:49]
riparian zone two lakes one of
[20:52]
which is part of a clean water
[20:52]
reclamation project that
[20:53]
irrigates parker valley
[20:56]
farmland a proposed new
[20:56]
residential development and a
[20:59]
proposed new regional park and
[21:00]
active fault line runs through
[21:00]
the property.
[21:01]
The facility sited on it is
[21:04]
surrounded by acres of fuel in
[21:07]
the event of a wildfire I.
[21:08]
I agree that energy storage is
[21:11]
a critically needed resource to
[21:11]
achieve a carbonated electric
[21:15]
grid and I agree with the
[21:15]
concept behind it but it must
[21:17]
not be done at the cost of our
[21:19]
safety and our precious
[21:19]
environment and agricultural
[21:20]
land.

I urge you again to please put
[21:24]
an emergency moratorium in
[21:25]
place to give us all time to
[21:26]
think through this process.

I need to voice my concern

about the best facility going
[23:10]
90 meter road the planning of
[23:13]
it newly energy is telling you
[23:14]
that the battery system they
[23:17]
intend to use is safe, that it
[23:18]
is lithium ion phosphate not
[23:20]
lithium ion.
[23:24]
this type of battery can also
[23:25]
experienced a thermal runaway
[23:25]
incident.
[23:27]
It is not one hundred percent
[23:28]
fallible.
[23:32]
It will burn at a higher
[23:35]
temperature which means what it
[23:36]
will tell you many good things
[23:39]
about the next gen technology.
[23:40]
They themselves have said that
[23:44]
their best should be in an
[23:44]
industrial commercial zone
[23:47]
location minto road is neither
[23:47]
of these orange county just
[23:52]
passed a moratorium on any
[23:52]
besse in their county.

There is other battery tech

This effort has changed the way

we welcome each baby into our

county, planting the seeds of
[25:34]
opportunity from the very
[25:35]
beginning to date we have
[25:38]
opened over eleven thousand
[25:38]
babies at eleven thousand
[25:42]
accounts for babies across the
[25:42]
county with approximately 50
[25:45]
percent from south county and
[25:45]
thirty percent from santa cruz
[25:48]
and the remainder from the rest
[25:49]
the jurisdictions.
[25:50]
Through our annual surveys we
[25:52]
have seen a meaningful impact
[25:53]
on families aspirations and
[25:56]
expectations for their
[25:57]
children's futures not only
[26:01]
about 36 percent as they meet
[26:02]
those families now expect their
[26:02]
children to complete alesi
[26:05]
master's degree and increase
[26:05]
compared to previous years.
[26:08]

collaborative community

investment made possible

through strong partnerships

with organizations like the

county health service agencies,

I was amazed to see they had

the wrong fire department

listed on their application.

Maybe that's why our valley

fire district didn't know about

Maybe that's why they didn't

similarly to do a directive a

resolution to have our county
[32:18]
reach out further and
[32:19]
persistently.

The california department of
[32:23]
toxic substances and cal epa to
[32:26]
help our county with testing
[32:30]
our soils in this county that
[32:31]
begins about a mile or two from
[32:34]
osland.
[32:35]
There is no good reason for
[32:38]
santa cruz to not do at
[32:38]
monterey county is doing and
[32:42]
availing itself of taking
[32:42]
advantage of the services that
[32:45]
this state offers without
[32:46]
charge as reported in the last
[32:50]
meeting by montrezl officials,
[32:51]
the toxic plume blew north and
[32:53]
northeast during part of the
[32:57]
fire.
[32:58]
These chemicals are extremely
[33:01]
toxic and even after the fire
[33:05]
stops reading epa fact sheet,
[33:06]
lithium ion batteries can
[33:09]
spontaneously ignite explode in
[33:12]
the toxic gases of particulate
[33:13]
even after the fire is out.
[33:16]

consistent source of funding to

fulfill this mandate and we can

see denigration of our ability

to get reimbursed through

medicaid now going forward.

these services and then finally

our ublic, this information is

going to be really helpful.

grants, you know, I know from

community for behavioral health

dollars.

It takes a lot of work to seek

these grants and to meet the

But as it relates to the crisis
[42:42]
program, suicide prevention
[42:42]
task force healing the streets
[42:46]
we've been able to do this
[42:47]
really valuable work because of
[42:47]
the hard work of our team.
[42:50]
So thank you to the behavioral
[42:50]
health division and health
[42:54]
services agency for all of us,
[42:54]
really good work.

it just goes to show, you know,

provided to 346 unduplicated
[44:14]
participants.

I'm just really goes to show
[44:17]
that this is this is doing a
[44:17]
lot for a lot of people who are
[44:18]
struggling in our community.
[44:20]
And so I look forward of
[44:21]
continuing to support these
[44:24]
programs and seeing how they
[44:25]
can, you know, provide help for
[44:26]
people in our community and
[44:28]
then item number forty nine
[44:31]
this is davenport water tank
[44:32]
and I just want to thank the
[44:33]
staff for their hard work on

This is an example of a project
[44:39]
that came in below that
[44:40]
estimated cost and so I just
[44:42]
want to continue to see us

bring these types of projects
[44:44]
forward and also just you know,

this critical water source for

the residents of davenport
[44:51]
700000 gallons I believe that
[44:52]
we use as backup storage for
[44:55]
the towns ater supply.

So really grateful that we have
[44:59]
this going on for the residents
[44:59]
of davenport.

He's been a paramedic leader

and he's currently standing up

lab at watsonville hospital so

that they can start doing
[46:35]
procedures there.

I think he'll be a wonderful

addition and I thank him for

Jonathan is a dear friend of

wonderful person just graduated

from ucsc and will be a

students that we've trained

information on a refinancing
[51:07]
opportunity for the
[51:11]
redevelopments accessor agency
[51:14]
tax allocation bonds currently
[51:18]
the redevelopment success
[51:22]
agency has five series of
[51:23]
outstanding bonds.
[51:27]
They're secured by the former
[51:31]
tax increment maicon.
[51:32]
Ok, sorry I'll talk a little
[51:34]
bit louder.
[51:35]
The bonds are secured by the
[51:36]
former tax increment of the
[51:39]
redevelopment agency and you
[51:42]
can see on the screen of the
[51:45]
maturities range from twenty
[51:49]
thirty to twenty thirty six the
[51:50]
bonds that are eligible for
[51:53]
refinancing at this moment are
[51:54]
two series of bonds issued in
[51:57]
twenty fifteen series a and b
[51:58]
and a twenty sixteen series
[52:02]
only the twenty fifteen series
[52:05]
and the twenty sixteen bonds
[52:05]
have sufficient savings to make
[52:06]
refinancing economical at this
[52:14]
time this slide summarizes the
[52:14]
existing interest rates on the
[52:18]
outstanding bonds estimated
[52:18]
interest rates on the
[52:21]
refinancing how much nnual
[52:22]
savings we anticipate as well
[52:26]
as the total annual saving.
[52:27]
S you can see that the average
[52:29]
reduction in debt service is
[52:30]
expected to be seven point five
[52:32]
percent or a total of almost
[52:33]
eight point eight dollars
[52:36]
million because this will
[52:37]
reduce the amount of tax
[52:40]
increment or are what we call
[52:41]
our etf redevelopment property
[52:44]
tax trust fund funding required
[52:45]
to pay debt service on the
[52:47]
redevelopment successor agency
[52:48]
bonds.
[52:51]
Those savings get distributed
[52:52]
among the different taxing
[52:56]
entities in accordance with a
[52:56]
formula the county gets
[52:59]
thirteen point two percent.
[53:00]
County districts will get three
[53:03]
point five six percent.
[53:04]
That's like the library
[53:06]
district and then the schools
[53:07]
and colleges and other special
[53:08]
districts will get the
[53:11]
remainder.
[53:11]
So we're anticipating those
[53:15]
will benefit by about seven
[53:16]
point three dollars million.
[53:17]
The county will benefit by
[53:22]
about one point five million.
[53:23]
The process of dissolution of
[53:25]
redevelopment requires the
[53:26]
successor agency to first
[53:29]
approve the refinancing and
[53:30]
then it will go to the
[53:31]
consolidated oversight board to
[53:33]
approve the refinancing.
[53:35]
Then it is presented to the
[53:35]
department of finance and they
[53:37]

management project before I get
[58:02]
going, I'd like to welcome

I've had a chance to meet both
[58:09]
of you and your staff and we're
[58:10]
really looking forward to
[58:10]
working with you on all things
[58:12]
transportation in your
[58:13]
districts looking forward to
[58:16]
this this term as of today
[58:20]
we're here again present on the
[58:21]
24 25 patient management
[58:24]
project and it'll consist of a
[58:25]
brief project funding overview.
[58:28]
we'll talk a little about the
[58:29]
project locations and some of
[58:29]
the roads that are in the
[58:32]
program and then finally we'll
[58:33]
end with our recommended
[58:35]
actions.
[58:36]
Ok, just to cover the project
[58:39]
funding a little bit.
[58:40]
This project in particular is
[58:40]
leveraging several funding
[58:43]
sources to provide a robust
[58:44]
paving project for the twenty
[58:47]
twenty five season that
[58:47]
integrates multiple sources of
[58:50]
similar work into a single
[58:51]
project which increases bid
[58:51]
competition and lowers the
[58:55]
overall cost of the work the
[58:55]
project this project in
[58:58]
particular is largely funded by
[59:02]
major d which is which is the
[59:03]
first funding source primarily
[59:03]
dedicated to a local road
[59:05]
paving.
[59:06]
We've been putting out projects
[59:09]
with measured since it passed.
[59:10]
They passed in 2016.
[59:11]
Our irst project came out in
[59:13]
twenty eighteen and we've
[59:14]
delivered a project every
[59:14]
single year.
[59:17]
I will note that we don't do
[59:18]
work in every district every
[59:18]
year.
[59:21]
Sometimes we some we work at
[59:22]
the supervisor's offices we opt
[59:25]
to save money for a larger more
[59:28]
meaningful project or sometimes
[59:29]
the funding gets used for other
[59:32]
projects as well but largely
[59:33]
we're trying to keep this on
[59:36]
local road resurfacing.
[59:37]
So within this project there is
[59:40]
an rtp grant which is it's
[59:40]
federal regional surface
[59:41]
transportation grant which gets
[59:44]
exchanged to state dollars and
[59:47]
and again we're using local
[59:48]
measure d on that is our local
[59:51]
match.
[59:52]
and then in addition this
[59:53]
project has a couple of other
[59:55]
elements where we're partnering
[59:56]
both with county parks and the
[59:56]
county sanitation district to
[59:59]
integrate some of their paving
[1:00:00]
work into this project and we
[1:00:01]
try to do that on a year to
[1:00:03]
year asis.
[1:00:04]
Sometimes it's with other
[1:00:04]
jurisdictions.
[1:00:05]
For instance, last year we
[1:00:07]
partnered the city capitola
[1:00:08]
when we're doing paving work on
[1:00:11]
the boundaries of the county,
[1:00:12]
we'll talk to our neighboring
[1:00:13]
jurisdictions to see if they
[1:00:14]
want to go on with us as well.
[1:00:15]
Ok, so with that we're going to
[1:00:16]
go into the project locations.

District one we're working in
[1:00:30]
the live oak and socal area
[1:00:31]
district two we're going to be
[1:00:33]
in the seacliff district three
[1:00:34]
We're going to be on swanton
[1:00:37]
district for the very southern
[1:00:38]
part of the county ruggie lane
[1:00:41]
and murphy's crossing and
[1:00:42]
district five funds were used
[1:00:45]
for the mountain charlie storm
[1:00:46]
repair and I'm going to go into
[1:00:49]
each of those in detail here.
[1:00:50]
The district one you can see
[1:00:53]
we're doing a lot f work in
[1:00:56]
lubbock kind of the story
[1:00:57]
behind hat's going on here is
[1:01:01]
the portions that stretch as
[1:01:01]
you can see in the photo there
[1:01:04]
on socal avenue, the frontage
[1:01:05]
road, the pure water socal
[1:01:08]
project came through and did a
[1:01:09]
pipeline and we're required to
[1:01:12]
resurface half of the road that
[1:01:13]
was affected by their project.
[1:01:14]
We're going through the same
[1:01:17]
corridors and picking up he
[1:01:17]
second half of the road so that
[1:01:20]
we can have full road projects
[1:01:21]
through all those main
[1:01:24]
transport corridors going to
[1:01:25]
update the striping green bike
[1:01:26]
lanes, enhanced striping for
[1:01:28]
safety.
[1:01:29]
So we're going to end up with a
[1:01:30]
lot of great large stretches of
[1:01:33]
roadway to this also doing some
[1:01:33]
kind of more traditional
[1:01:36]
measure neighborhood work in
[1:01:37]
the lifeboat area near
[1:01:40]
rodriguez and many district two
[1:01:43]
and west again leveraging
[1:01:44]
partnerships.
[1:01:47]
We have county sanitation this
[1:01:48]
winter is working on several
[1:01:51]
trenching for main replacements
[1:01:52]
in this neighborhood.
[1:01:55]
So what we're doing is as a
[1:01:55]
requirement of their project
[1:01:59]
they would be required to repay
[1:02:00]
certain of these streets.
[1:02:03]
Instead roads is taking their
[1:02:04]
funds and adding measure d to
[1:02:06]
that and getting a large
[1:02:07]
neighborhood resurfacing
[1:02:10]
project in seacliff and this is
[1:02:11]
the third seacliff area project
[1:02:12]
we've done with measure d and
[1:02:15]
it will pretty much it's the
[1:02:15]
last major area of seacliff
[1:02:16]
that we haven't gotten yet with
[1:02:16]
the program.
[1:02:19]
So this will pretty much make
[1:02:21]
seacliff hole when we're done
[1:02:22]
district three very excited
[1:02:25]
about this one.
[1:02:26]
So you spoke about saving funds
[1:02:29]
for future work and district
[1:02:30]
three has been patiently saving
[1:02:33]
funding for five to six years
[1:02:34]
to enact this project which
[1:02:37]
will get that section of green.
[1:02:38]
There is four and a half iles
[1:02:41]
which the portion north of that
[1:02:45]
was done in I believe 2010 or
[1:02:45]
2011 and that was a full paving
[1:02:49]
job that did a pretty good ob
[1:02:49]
on that section.
[1:02:50]
But the remainder of the road
[1:02:52]
has been needing work for some
[1:02:53]
time and we're going to go
[1:02:54]
through and do a major repaving
[1:02:56]
on all of that.
[1:02:59]
So excited about that other
[1:03:00]
major goals here.
[1:03:00]
District four has been wanting
[1:03:01]
us to repave murphy's crossing
[1:03:04]
for a long time roky lane as
[1:03:08]
well and we were able in 2023
[1:03:13]
to obtain a grant svp grant to
[1:03:14]
through the state and we're
[1:03:15]
going to leverage that with
[1:03:18]
measure funding for the local
[1:03:18]
match requirement on that grant
[1:03:21]
and we're going to be able to
[1:03:22]
do a full death recycle and
[1:03:24]
repaving for murphy's crossing
[1:03:25]
and a full repaving for ruggie
[1:03:26]
lane.
[1:03:26]
So that's going to leave those
[1:03:28]
major ommute routes in great
[1:03:29]
shape.
[1:03:29]
District five as mentioned
[1:03:33]
before we had an emergency on
[1:03:36]
mt. Charlie that pretty much
[1:03:37]
major section of roadway just
[1:03:40]
slid down the hill to hold the
[1:03:41]
whole mountain moved and
[1:03:44]
district highest priority was
[1:03:45]
to get this community made
[1:03:48]
whole again.
[1:03:49]
So we did a temporary repair.
[1:03:50]
Unfortunately there weren't any
[1:03:53]
disaster funds available for
[1:03:53]
this project so maitre d had to
[1:03:56]
be used to make that work.
[1:03:57]
We're continuing to seek
[1:04:00]
funding to replace that.
[1:04:01]
If we're successful then those
[1:04:04]
measure funds would go back
[1:04:07]
into other needs for district
[1:04:07]
five.
[1:04:08]
Another partnership we have
[1:04:11]
here is county parks.
[1:04:12]
They wanted to resurface moran
[1:04:15]
lake parking lot had a similar
[1:04:16]
partnership that worked well in
[1:04:16]
2023.
[1:04:19]
We did their until lake parking
[1:04:19]
lot addition to the green
[1:04:23]
valley path that we're doing
[1:04:23]
there.
[1:04:26]
And so this again we're able to
[1:04:27]
deliver a lower unit cost for
[1:04:30]
them in terms of teel and
[1:04:31]
striping and having that work
[1:04:34]
in our project but more work in
[1:04:35]
our bid which also lowers our
[1:04:38]
unit cost so works out well for
[1:04:39]
everybody in the work is
[1:04:42]
overseen by people that are
[1:04:42]
used to watching steel and
[1:04:43]
striping go down so we know
[1:04:44]
what to look for.
[1:04:45]
With that I'll turn it back to

always wondered how you decide
[1:06:56]
where this these paving areas
[1:06:59]
are going to be.
[1:07:02]
I would really like to see the
[1:07:03]
measure g money focused on
[1:07:07]
improving maintaining the
[1:07:09]
critical evacuation routes in
[1:07:14]
our districts.
[1:07:14]
It's great for the people in
[1:07:15]
seacliff.
[1:07:17]
This is their third project.
[1:07:18]
What about the other areas of
[1:07:22]
district to also think it is
[1:07:26]
not right that the county is
[1:07:29]
helping so creek water district
[1:07:30]
repair the damage that their
[1:07:33]
pure water sokal project has
[1:07:34]
done on this local avenue
[1:07:35]
frontage road.
[1:07:37]
It is significant and they've
[1:07:38]
done repaving there and they've
[1:07:41]
done repaving in other areas
[1:07:42]
but I don't think it's right
[1:07:45]
for the county to have to go in
[1:07:48]
and clean it up and I don't
[1:07:49]
think there's room for a bike
[1:07:49]
lane there.
[1:07:52]
It's very narrow.
[1:07:56]
So those are my concerns.
[1:08:00]
I am happy to see that the
[1:08:01]
county is working efficiently
[1:08:04]
with the parks department to
[1:08:07]
help pay the parking lots and
[1:08:08]
some of the county parks.
[1:08:12]
I would like to add the aptos
[1:08:15]
village parking lot aptos
[1:08:15]
village park parking lot to
[1:08:19]
that it is in very serious
[1:08:22]
disrepair and that's a very
[1:08:23]
popular park.
[1:08:26]
It's the hub of the events that
[1:08:27]
go on on JULY 4th and other
[1:08:30]
events.
[1:08:31]
So it really needs work and I'd
[1:08:34]
like to see that next year's
[1:08:35]
list if we continue this great
[1:08:38]
park partnership with parks.
[1:08:39]

you look at it we need to be

evaluating projects for all the
[1:09:59]
ramifications that damage state
[1:10:03]
courts and if there is so much
[1:10:07]
damage hey shouldn't be taking
[1:10:11]
place and I agree with that

This just doesn't seem right at

The whole project seems

deceptive and harmful to the

the gutter and making sure

The only thing I've ever had

county county folks do is you

know, they they think me when

So I do understand people in

the county farther down and

urban and rural settings with

regards to glassblowers but

those sorts of things MAY not

necessarily apply for all of us

So I just want to make sure

that we have the tools and
[1:12:09]
resources, especially if the

county is not going to be able

to step in paved oads and and

clear roads and maintain them

and so on for us to be able to

maintain the marcellus anyways

year and we'll discuss the fact

that we should really be
[1:12:56]
spending three times as much if
[1:12:56]
we wanted to actually be

maintaining the pavement index
[1:13:00]
in our county that we we'd like
[1:13:00]
to.
[1:13:03]
But that said, you know, we an
[1:13:04]
we can take the moment to
[1:13:07]
celebrate some of the questions
[1:13:08]
were raised about soko creek
[1:13:10]
water district and their
[1:13:11]
project and I think that we did
[1:13:12]
politely request that they
[1:13:14]
resurface the entire road and
[1:13:15]
they politely declined.
[1:13:18]
And so, you know, not wanting
[1:13:19]
to get into some nasty dispute
[1:13:22]
over that.
[1:13:23]
You know, we're moving forward
[1:13:23]
with with this and just
[1:13:24]
spending the measured money to
[1:13:26]
resurface the roads.
[1:13:27]
But I mean as the picture
[1:13:30]
demonstrated, we're not redoing
[1:13:31]
the whole roads.
[1:13:32]
So that's got to mean that we
[1:13:34]
can do close to twice as much
[1:13:35]
for only doing half of the
[1:13:35]
road.
[1:13:35]

So just to clarify what's going

and of course then there's
[1:14:13]
other construction work
[1:14:14]
happening in the area like the
[1:14:15]
chanticleer rail bridge that
[1:14:17]
I'm sure also being impacted by
[1:14:18]
construction which is not the
[1:14:21]
water district's full.
[1:14:22]
So it'll be great to have that
[1:14:24]
on these roads and standard
[1:14:25]
condition for that for the
[1:14:26]
whole whether the road going
[1:14:27]
forward and of course new
[1:14:31]
striping and everything to how
[1:14:35]
the published question and how
[1:14:36]
we decide how these roads are
[1:14:36]
chosen.
[1:14:39]
I mean I think it's fair to say
[1:14:40]
that given the limited budget
[1:14:41]
we often start with what's
[1:14:43]
needed that for any given year
[1:14:47]
and in this case the obviously
[1:14:47]
the pure water so-called
[1:14:51]
project sort of created this
[1:14:52]
need that was at the top of the
[1:14:55]
list and then I think it's fair
[1:14:56]
to say that then we move out
[1:14:59]
geographically from there,
[1:14:59]
right?
[1:15:00]
I mean is it because of the
[1:15:02]
sort cost of picking up
[1:15:03]
relocating all the equipment to
[1:15:06]
a different part of the county
[1:15:07]
I mean typically the way these
[1:15:10]
conversations go between you
[1:15:10]
guys in my offices.
[1:15:11]
Ok, well what is the next
[1:15:14]
immediate area to where we have
[1:15:15]
to be working that we could
[1:15:18]
address in a cost effective way
[1:15:19]
to speak a little bit to sort
[1:15:19]
of the costs associated with
[1:15:21]
trying to do work in different
[1:15:22]
parts of the county and the
[1:15:25]
savings of doing work in one
[1:15:26]
place or general area?
[1:15:26]
Sure.
[1:15:29]
Yeah, that's a very good point.
[1:15:30]
I will say that, ou know, just
[1:15:33]
from he outset maitre d was
[1:15:34]
passed in the bucket of
[1:15:37]
measured money the way it comes
[1:15:38]
to us from the rtc it's in the
[1:15:40]
neighborhood of safety and
[1:15:41]
resurfacing bucket.
[1:15:41]
The moneys are always intended
[1:15:44]
for neighborhoods.
[1:15:45]
This is an area that we were
[1:15:46]
very shy on in that we didn't
[1:15:49]
have enough money for for that
[1:15:49]
for a couple of decades
[1:15:50]
actually a better part of a
[1:15:52]
couple of decades.
[1:15:53]
So ah we did put out a survey
[1:15:56]
to ur communities after
[1:15:57]
measure d was passed in and
[1:16:00]
neighborhood resurfacing was a
[1:16:01]
high priority in that survey
[1:16:04]
and so our concept has been to
[1:16:08]
put a project out and in each
[1:16:12]
district as as fast as we can
[1:16:12]
really starting from the most
[1:16:13]
heavily used roads in our
[1:16:16]
neighborhoods and then sort of
[1:16:17]
working our way out from that
[1:16:18]
I'm a great example is
[1:16:20]
justified.
[1:16:21]
You know, we started with a
[1:16:22]
project in boulder creek.
[1:16:25]
We moved on to felton, we moved
[1:16:26]
to ben lomond and then with he
[1:16:27]
very next year we went back up
[1:16:28]
to boulder creek and we started
[1:16:29]
doing roads that were more on
[1:16:31]
the extremity and so we started
[1:16:32]
in town cause I'm down in
[1:16:35]
district two we did work down
[1:16:36]
in la selva as well as
[1:16:36]
seacliff.
[1:16:38]
We've also done some work out
[1:16:39]
in the korologos area which is
[1:16:40]
also in district two as well
[1:16:43]
and again focusing on town core
[1:16:44]
areas and then working our way
[1:16:47]
out from that and as supervisor
[1:16:50]
kind of alluded to it doesn't
[1:16:51]
make a lot of sense to do a
[1:16:52]
road here and they have to pick
[1:16:54]
up everything, remobilize nd
[1:16:55]
do a road a mile or two away
[1:16:59]
and on not and so we when we do
[1:17:01]
create a project we do look at
[1:17:02]
opportunities within an area
[1:17:05]
where we can get stuff that's
[1:17:06]
really close to each other and
[1:17:06]
adjacent.
[1:17:09]
And so that's the basic concept
[1:17:10]
Again, we work very closely
[1:17:10]
with each board member to
[1:17:13]
identify where those areas are
[1:17:14]
and it's informed by a number
[1:17:17]
of different factors.
[1:17:18]
Mint condition is one of them
[1:17:21]
obviously but neighborhood
[1:17:22]
advocacy areas that we know are
[1:17:25]
heavily traveled at he most
[1:17:26]
people use we're really trying
[1:17:27]
to get the most bang for our
[1:17:29]
buck for our communities.
[1:17:32]
And then I also know that the
[1:17:33]
majority of our arterial major
[1:17:36]
collector resurfacing is funded
[1:17:40]
through the state and federal
[1:17:41]
grants that we go for through
[1:17:41]
the rtc and you know these are
[1:17:44]
roads like so help drive
[1:17:45]
freedom boulevard, bear creek
[1:17:49]
road, sokal san jose road
[1:17:49]
summer roads these are the
[1:17:50]
roads that carry the vast
[1:17:53]
volume of our commute traffic
[1:17:53]
and those are resurfaced with
[1:17:57]
other funds and we as much as
[1:17:57]
possible we try to keep
[1:18:00]
majority in the neighborhoods.
[1:18:01]
Yeah, that's right.
[1:18:02]

The consolidated call for grant
[1:18:07]
that our rtc puts out every
[1:18:08]
couple of years we will have
[1:18:08]
one this year right at the end
[1:18:12]
of the year and in the past
[1:18:12]
we've resurfaced alba and
[1:18:15]
jamison in the fifth district.
[1:18:16]
Some of those funds we have a
[1:18:17]
project moving forward for
[1:18:20]
sokal san jose road with use
[1:18:23]
those funds and so that's
[1:18:24]
definitely another major
[1:18:25]
probably the primary source of
[1:18:27]
funds for as was mentioned at
[1:18:30]
the escape routes or evacuation
[1:18:31]
routes rather and some of those
[1:18:34]
other materials.
[1:18:35]
I just one other point to note
[1:18:36]
is that we do have to have a
[1:18:45]
local match for those larger
[1:18:45]
grants as well.
[1:18:46]
And so that's becoming
[1:18:47]
increasingly difficult for us
[1:18:48]
to find a local match.
[1:18:48]
Hence why we're using some
[1:18:49]
measured funds to match for
[1:18:50]
murphy's boogie down in south
[1:18:50]
county.
[1:18:50]

a as a candidate and now the
[1:19:06]
new supervisor local road
[1:19:09]
resurfacing has been a huge
[1:19:10]
issue and there's a lot of
[1:19:11]
deferred maintenance and so I'm
[1:19:13]
eager to continue to work with
[1:19:14]
you to help address these
[1:19:14]
needs.
[1:19:16]
I absolutely support the
[1:19:20]
decision of my predecessor to
[1:19:21]
allocate our measured funds to
[1:19:24]
do the temporary road fix on
[1:19:24]
mount charley.
[1:19:25]
I visited mount charley road
[1:19:29]
several imes and that was a
[1:19:29]
real disaster for those
[1:19:32]
residents.
[1:19:33]
So thank you for your efforts
[1:19:34]
to, you know, get in there and
[1:19:36]
provide that temporary road.
[1:19:37]
I know it's providing a lot of
[1:19:38]
relief.
[1:19:40]
I do hope that fema will
[1:19:41]
someday reimburse us for those
[1:19:44]
costs and those dollars would
[1:19:45]
then be able to be reallocated
[1:19:48]
to address other district needs
[1:19:49]
and so will, you know, keep our
[1:19:52]
fingers rossed and hope that
[1:19:53]
that that MAY happen someday
[1:19:55]
down the line.
[1:19:56]
And I also want to just
[1:19:59]
reiterate that in the next
[1:20:00]
fiscal year I anticipate that
[1:20:03]
our annual measured allocation
[1:20:04]
will resume and that will be
[1:20:04]
able to spread pavement
[1:20:07]
management program more broadly
[1:20:11]
across the fifth district.
[1:20:12]
I do think that it's important
[1:20:13]
for community members to
[1:20:14]
understand that this pavement
[1:20:15]
management program it's a
[1:20:18]
critical way that we address
[1:20:19]
road maintenance but it's not
[1:20:20]
the only way would you be able
[1:20:23]
to speak o other ways that we
[1:20:24]
address road improvements on
[1:20:26]
more on an ongoing basis here
[1:20:27]
in the county?
[1:20:27]
Sure.
[1:20:31]
So in addition to our pavement
[1:20:32]
management project, our annual
[1:20:34]
pavement management project, we
[1:20:35]
do have our annual maintenance
[1:20:37]
road maintenance program which
[1:20:38]
is run by and large by our
[1:20:42]
operations team up in your area
[1:20:42]
we run out of our feldon yard
[1:20:45]
in the north ounty crew.
[1:20:46]
They create a plan every year
[1:20:49]
that involves regular ditching,
[1:20:50]
regular culvert maintenance,
[1:20:53]
regular roadway surface
[1:20:53]
repairs.
[1:20:57]
The mowing program is under
[1:20:57]
them.
[1:20:58]
And then of course these are
[1:20:59]
the folks that are out there
[1:20:59]
doing all of our storm patrol
[1:21:02]
during, you know, inclement
[1:21:02]
weather and keeping everything
[1:21:05]
open as best as possible.
[1:21:06]
And so it's a robust program
[1:21:07]
this year we'll be presenting
[1:21:10]
that year board as part of our
[1:21:10]
budget and and it's an
[1:21:13]
extensive program is much
[1:21:14]
larger than what this pavement
[1:21:15]
management project is comprised
[1:21:18]
of throughout the county and
[1:21:18]
throughout the 600 miles that
[1:21:21]
we're responsible to maintain.
[1:21:22]

mountain road because it's been

a long time coming and it's

really just grateful for for
[1:22:21]
that and then also just want to
[1:22:22]
express my appreciation around
[1:22:22]
your willingness o engage with
[1:22:26]
us as relates to smaller issues
[1:22:29]
like potholes and trends.
[1:22:30]
It MAY be a little dangerous
[1:22:33]
and just appreciate the the
[1:22:34]
willingness to work with us to
[1:22:35]
try to address other issues as
[1:22:37]
well just being there and
[1:22:40]
finally I just knock on want
[1:22:41]
this next atmospheric river
[1:22:41]
doesn't take out more roads
[1:22:45]
because it's about to hit us on
[1:22:45]
thursday.

It looks like it's going to be

a big storm so hopefully we can
[1:22:49]
be prepared for that as well.

allocation for his year to
[1:23:04]
amend his budget for the

seacliff area so

I used to ive there.
[1:23:13]
That's where I raised my
[1:23:14]
children and I think that's a
[1:23:15]
wise choice.
[1:23:20]
However, I live in a rural area
[1:23:21]
Many of my constituents live in
[1:23:22]
a rural area.
[1:23:24]
It is the number one problem
[1:23:25]
that all of us in the rural
[1:23:27]
areas face are roads that fail
[1:23:28]
every year because they're not
[1:23:31]
properly maintained.
[1:23:32]
So to the extent that as
[1:23:36]
somebody in the audience said
[1:23:39]
that we can keep our roads that
[1:23:40]
are evacuation roads and good
[1:23:41]
repair I think of eureka canyon
[1:23:44]
for example that is in horrible
[1:23:44]
condition and needs to be
[1:23:47]
repaired and I know monu can't
[1:23:48]
really talk about that because
[1:23:49]
his parents live up eureka
[1:23:50]
canyon road.
[1:23:52]
But I have many constituents
[1:23:55]
and many friends that live up
[1:23:55]
there in it.
[1:23:56]
We need to fix it at some
[1:23:56]
point.
[1:23:59]
So I'm hopeful that we will do
[1:23:59]
that in the future.
[1:24:00]
My own road trout gulch road,
[1:24:02]
the upper areas are in horrible
[1:24:06]
condition and I've driven it
[1:24:07]
with the road crews and have
[1:24:07]
identified areas that were
[1:24:10]
actually storm damage from
[1:24:11]
years past.
[1:24:12]
So I know those are on the list
[1:24:14]
now but they hadn't been and so
[1:24:17]
I was concerned that it took
[1:24:18]
sort of me bringing it to the
[1:24:22]
attention of the crews sort of
[1:24:25]
years after some of those
[1:24:26]
slides and washouts had
[1:24:29]
occurred.
[1:24:33]
So I actually look forward to
[1:24:34]
spending more time with the
[1:24:34]
road crews and going out and
[1:24:36]
taking a look around with my
[1:24:37]
own eyes with them so that we
[1:24:38]
can make sure that our rural
[1:24:41]
areas are well represented in
[1:24:41]
the future.
[1:24:45]
Can can we talk about for a
[1:24:45]
minute some of the the grants
[1:24:48]
that we get because I
[1:24:49]
understood that some were
[1:24:50]
coming through the rtc that
[1:24:52]
might have been redirect to the
[1:24:57]
metro budget and then of course
[1:24:57]
that concerns me given the poor
[1:25:01]
condition of our roads.
[1:25:01]
I was wondering if either one
[1:25:04]
of you could speak to that.
[1:25:08]
Sure, I'd be happy to do so.
[1:25:08]
The the great opportunities
[1:25:11]
that we have at the rtc is
[1:25:12]
typically for funding that
[1:25:15]
comes to them by formula
[1:25:16]
through the state and also the
[1:25:19]
federal government and then the
[1:25:19]
rtc takes that money in turn
[1:25:23]
and makes all the local
[1:25:23]
agencies compete for the money.
[1:25:26]
And so it's a highly
[1:25:27]
competitive process as you
[1:25:27]
could imagine.
[1:25:30]
We're competing with all the
[1:25:31]
other local jurisdictions.
[1:25:32]
That's the city of santa cruz,
[1:25:33]
city of watsonville city
[1:25:34]
capitola city of scotts valley
[1:25:38]
but also metro gets to get in
[1:25:39]
there and compete with with
[1:25:41]
road money as well.
[1:25:42]
And there's several nonprofits
[1:25:43]
that are allowed to get to come
[1:25:46]
in compete for those funding
[1:25:46]
funds as well.
[1:25:50]
And so like I said, it's a
[1:25:51]
highly competitive program.
[1:25:53]
The it's like a bianna program.
[1:25:54]
They they try to be what they
[1:25:56]
do is they kind of save up all
[1:25:58]
the money that come to them by
[1:25:59]
formula and then once every two
[1:25:59]
years sometimes it's once every
[1:26:01]
three years they cobble a bunch
[1:26:02]
of different funds or sources
[1:26:05]
together to what they call the
[1:26:08]
rtc consolidated grant program
[1:26:09]
and we have to o really hard
[1:26:12]
after this money to even get 50
[1:26:13]
percent of it.
[1:26:14]
And I will say that as an
[1:26:16]
example let's say there's
[1:26:17]
twenty million dollars
[1:26:17]
available.
[1:26:19]
We feel like the county should
[1:26:20]
be successful.
[1:26:21]
We need at east 50 percent of
[1:26:23]
those funds we have around
[1:26:24]
fifty percent of the population
[1:26:25]
and then the unincorporated
[1:26:28]
areas we have the worst pci out
[1:26:29]
of any of the local
[1:26:32]
jurisdictions and we have the
[1:26:33]
most road miles and lane miles
[1:26:35]
and the most challenging
[1:26:36]
terrain to maintain as well.
[1:26:40]
And so when we get 50 percent
[1:26:41]
or more we feel like that's
[1:26:43]
fair.
[1:26:44]
There's if you look at the past
[1:26:45]
couple of decades of these
[1:26:46]
competitions, there's been
[1:26:47]
plenty of times where we've
[1:26:48]
gotten less and I will say the
[1:26:50]
rtc gets to compete for that
[1:26:51]
money too as well.
[1:26:52]
So it's highly competitive
[1:26:54]
process.
[1:26:55]
We work really closely with
[1:26:56]
with our board members and that
[1:26:58]
because you guys all sit on
[1:26:59]
that on that commission as well
[1:27:02]
and we go hard after money, we
[1:27:03]
try to do the very best we can
[1:27:06]
to balance our assets so that
[1:27:06]
we're getting benefit
[1:27:07]
throughout the entire 600 mile
[1:27:10]
road network nd so we'll look
[1:27:10]
forward to that.
[1:27:11]
I think the next one is coming
[1:27:14]
this fall.
[1:27:15]
I think the call will come out
[1:27:15]
in AUGUST or SEPTEMBER sometime
[1:27:18]
usually the grants are due in
[1:27:19]
OCTOBER, NOVEMBER and in
[1:27:21]
DECEMBER they you know, they
[1:27:22]
announce their awards and they
[1:27:23]
try to line it up with the
[1:27:25]
information that they're
[1:27:26]
required to submit to the state
[1:27:26]
for the tep program and that's
[1:27:29]
really just a part of the
[1:27:29]
package.
[1:27:30]

and in terms of the nonprofits
[1:27:34]
that are competing for the
[1:27:37]
money who like who are they
[1:27:38]
what I like like santa cruz
[1:27:41]
county for their complete

streets sometimes the friends
[1:27:45]
of the rail trail, you know,
[1:27:46]
local transportation advocacy
[1:27:49]
groups.
[1:27:49]
Yeah.
[1:27:53]
And ah ah well this is a longer
[1:27:53]
conversation maybe that I can
[1:27:56]
help with you later but ah the
[1:27:57]
grants awarded points based on
[1:28:01]
how the station you know bike
[1:28:04]
lanes they had a scoring's
[1:28:05]
system that has several
[1:28:06]
different categories you know
[1:28:08]
that they weight the scores on
[1:28:09]
it's it's really fairly
[1:28:09]
organized.
[1:28:10]
They have kind of traditional
[1:28:13]
application that they've had as
[1:28:14]
do so we'd be happy to share
[1:28:16]
with you past applications and
[1:28:17]
sort of what their program is.
[1:28:21]
Ok, and then I MAY ave
[1:28:22]
mentioned this once before but
[1:28:25]
I would like to again formally
[1:28:28]
think trustee theresa bond from
[1:28:29]
the los gatos saratoga's school
[1:28:29]
district.
[1:28:32]
She and I worked together to
[1:28:32]
get some fema money actually
[1:28:36]
released from the usc partment
[1:28:36]
of education.
[1:28:37]
I was trying to get it for the
[1:28:40]
parro parro kids at para middle
[1:28:43]
school and I was not successful
[1:28:44]
because they were already
[1:28:46]
giving us money for the repair
[1:28:47]
of the middle school.
[1:28:48]
However, we were successful in
[1:28:51]
bringing a hundred ninety five
[1:28:52]
thousand dollars to the mom and
[1:28:55]
charlie community to the school
[1:28:55]
district so they could give
[1:28:56]
alternate transportation during
[1:28:59]
that time and probably still
[1:29:00]
using that for the kids there.
[1:29:03]

roads as part of the metros

kind of some there are things

that they want to accomplish as
[1:29:38]

reason was on highway seventeen

washouts are built back up and
[1:30:23]
there's a lot of pothole
[1:30:23]
repair.
[1:30:27]
It's it is starting to come up,
[1:30:27]
back up out.
[1:30:31]
But I'll second you know, back
[1:30:32]
up the eureka canyon to be
[1:30:35]
repaired as well at some point
[1:30:36]
But I want to thank you guys

for the work that you guys

brought here today from the
[1:30:41]
parks.

Now charlie, the seacliff
[1:30:46]
repairs all the bike and
[1:30:47]
pedestrian infrastructure, the

[1:32:18]
administrative analyst in their
[1:32:21]
office and together we're here
[1:32:21]
to provide an update on our
[1:32:24]
community indicators hese
[1:32:25]
measures are what we use to
[1:32:29]
track progress on the county's
[1:32:29]
strategic plan at a very high
[1:32:30]
level.
[1:32:33]
This update that you're going
[1:32:34]
to receive today reflects
[1:32:36]
feedback from the county's data
[1:32:37]
and equity team as well as the
[1:32:40]
circle on antiracism economic
[1:32:44]
and social justice and we're
[1:32:44]
here to gather broad input
[1:32:45]
before we finalize these
[1:32:47]
updates.
[1:32:49]
So let's start with an overview
[1:32:49]
of what we're going to cover
[1:32:52]
today.
[1:32:56]
So I want to emphasize that
[1:32:56]
we're really here to listen to
[1:32:59]
you and gather your thoughts
[1:33:00]
and hear any feedback you might
[1:33:01]
have to ensure that the revised
[1:33:04]
indicators reflect the county's
[1:33:05]
priorities and in particular
[1:33:07]
the board's priorities.
[1:33:09]
So let's begin with why we
[1:33:12]
track these indicators in the
[1:33:12]
first place.
[1:33:16]
The county's mission is to be
[1:33:17]
open, responsive and data
[1:33:20]
driven community indicators are
[1:33:20]
an essential part of any
[1:33:24]
strategic plan.
[1:33:24]
They measure our results.
[1:33:27]
They help us align with our
[1:33:28]
partners in the community and
[1:33:31]
they hold us accountable by
[1:33:31]
aligning these indicators with
[1:33:32]
our board approved initiatives
[1:33:35]
we ensure that efforts across
[1:33:36]
county departments and partners
[1:33:39]
are working together
[1:33:39]
efficiently and effectively.
[1:33:43]
Now let's take a look at how
[1:33:44]
these indicators were
[1:33:46]
originally structured in twenty
[1:33:47]
eighteen to twenty twenty four
[1:33:50]
strategic plan.
[1:33:51]
So back then when the original
[1:33:55]
indicators were developed in
[1:33:56]
twenty nineteen we had a total
[1:33:59]
of twenty five measures spread
[1:34:00]
across five focus areas we
[1:34:03]
attached a handout to the board
[1:34:04]
item that listed all of the
[1:34:07]
twenty ive measures in case
[1:34:08]
you wanted to take a look at
[1:34:11]
what they were they were really
[1:34:11]
far reaching ithin each of
[1:34:14]
those areas.
[1:34:14]
These indicators had been
[1:34:15]
helpful in tracking our big
[1:34:18]
picture trends and in
[1:34:19]
particular in the area of
[1:34:22]
homelessness where indicator
[1:34:22]
was tied to the board adopted
[1:34:23]
housing for healthy santacruz
[1:34:26]
framework.
[1:34:27]
We've been able to see the
[1:34:30]
indicators reflect the work and
[1:34:30]
results in that area and see
[1:34:35]
some improvement over over time
[1:34:35]
we've learned that tracking to
[1:34:37]
many of these measures can
[1:34:38]
create challenges.
[1:34:39]
So why are we making these
[1:34:42]
changes at this time to the
[1:34:43]
community indicators?
[1:34:47]
Let's discuss the main reason
[1:34:48]
and I'm going to turn it over
[1:34:48]
to sven.
[1:34:48]
Thanks, nicole.
[1:34:50]
Good morning, board.
[1:34:54]
So our new indicator's are
[1:34:55]
revising and increasing our
[1:34:55]
focus.
[1:34:58]
We know that when people are
[1:34:59]
presented with too many choices
[1:35:02]
they become overwhelmed and
[1:35:03]
that can lead to a lack of
[1:35:06]
focus and a lack of action.
[1:35:07]
Most of our reports were
[1:35:10]
unconnected to measures that
[1:35:11]
tracked in other county reports
[1:35:14]
and so there was often a lack
[1:35:15]
of alignment and one thing the
[1:35:18]
board had mentioned last time
[1:35:19]
we were here on the strategic
[1:35:22]
plan was how we connecting to
[1:35:22]
other board initiatives and
[1:35:25]
priorities.
[1:35:26]
Finally we receive feedback
[1:35:26]
that the indicators needed to
[1:35:29]
reflect the experiences of all
[1:35:30]
communities in the county,
[1:35:33]
particularly those were
[1:35:33]
historically underrepresented.
[1:35:37]
this aligns with our county
[1:35:38]
equity statement and helps us
[1:35:41]
think about what it means for
[1:35:41]
all of us to belong.
[1:35:45]
So let's look at the proposed
[1:35:45]
streamlined indicators and how
[1:35:46]
they align with county
[1:35:49]
priorities.
[1:35:50]
We've reduced the number of
[1:35:53]
indicators to eight one per
[1:35:57]
focus area making it easier to
[1:35:57]
track progress and drive
[1:35:58]
action.
[1:36:01]
Each indicators directly tied
[1:36:02]
to an existing county
[1:36:05]
initiative ensuring alignment
[1:36:06]
with board approved plans and
[1:36:10]
instead of tracking, for
[1:36:11]
example, multiple housing
[1:36:14]
related indicators separately
[1:36:15]
we focus on we're focusing on
[1:36:18]
one year housing units added
[1:36:22]
which tracks our allocation
[1:36:22]
from the regional housing needs
[1:36:25]
assessment is key to meeting
[1:36:26]
and is also key to meeting our
[1:36:27]
goals in the housing for a
[1:36:29]
healthy santa cruz county plan
[1:36:33]
especially in terms of building
[1:36:34]
low income and very low income
[1:36:37]
housing.
[1:36:38]
I just note that this indicator
[1:36:40]
is also easier to grasp in
[1:36:41]
terms of its communication
[1:36:45]
power rather than some of our
[1:36:46]
other indicators around, you
[1:36:49]
know, spending thirty percent
[1:36:52]
of your income on housing.
[1:36:53]
It's it's just a little bit
[1:36:56]
easier for people to understand
[1:36:56]
and understand the connection
[1:37:00]
between housing units added and
[1:37:04]
meeting our housing goals.
[1:37:05]
Another example on this page as
[1:37:08]
you take a look at the other
[1:37:11]
indicators on here is nstead
[1:37:11]
of tracking multiple
[1:37:12]
environmental related
[1:37:15]
statistics, we're focusing on
[1:37:16]
greenhouse gas emissions which
[1:37:19]
is really the core metric put
[1:37:20]
forward in the climate action
[1:37:22]
and adaptation plan.
[1:37:27]
And then if we're looking at
[1:37:31]
our health indicator previously
[1:37:31]
when we tracked multiple
[1:37:35]
indicators it often made it
[1:37:36]
difficult or obfuscated the
[1:37:39]
story behind the data and by
[1:37:40]
focusing on one high impact
[1:37:43]
metric we can understand a
[1:37:44]
little bit more about our
[1:37:45]
community and the narratives
[1:37:47]
that are underneath here.
[1:37:48]
So if you look at adults who
[1:37:51]
have a routine checkup, this is
[1:37:52]
an important ndicator linked
[1:37:54]
with our community health
[1:37:54]
improvement plan.
[1:37:55]
Adults who have a routine
[1:38:06]
checkup are more likely to
[1:38:06]
maintain good health in
[1:38:07]
general.
[1:38:08]
If you look at the countywide
[1:38:08]
trend here, santacruz county
[1:38:09]
residents have better access to
[1:38:09]
health care than other
[1:38:10]
california residents on average
[1:38:11]
when we disaggregate that
[1:38:15]
number by region we can start
[1:38:16]
to see a more nuanced story and
[1:38:18]
so regular checkups in south
[1:38:22]
county are less prevalent than
[1:38:23]
in other regions of the county.
[1:38:26]
We know in general that adults
[1:38:27]
with inflexible work hours go
[1:38:30]
to the doctor less.
[1:38:31]
We also know that fewer adults
[1:38:31]
will access these kind of
[1:38:33]
safety that preventative
[1:38:34]
services if they think there's
[1:38:37]
any risk that they're their
[1:38:38]
family might be put at risk of
[1:38:41]
deportation.
[1:38:42]
So this really helps us focus
[1:38:45]
on intentional potential
[1:38:48]
unintentional and goals that we
[1:38:52]
might put in place to not only
[1:38:53]
raise access to health care for
[1:38:53]
everyone but to try to help
[1:38:56]
folks in south county increase
[1:38:59]
that access faster and I'll
[1:39:04]
pass back to nicole to wrap up.
[1:39:07]
So in terms of what we planned
[1:39:08]
next so the next step is to
[1:39:11]
integrate these indicators as
[1:39:12]
part of our strategic plan
[1:39:15]
refresh process ensuring they
[1:39:16]
become a core part of how we
[1:39:19]
measure success and what that
[1:39:23]
looks like is in this fall we
[1:39:24]
are going to be using these
[1:39:25]
indicators as part of our
[1:39:27]
community outreach to help us
[1:39:31]
define what success looks like
[1:39:31]
within each measure.
[1:39:35]
This outreach will also allow
[1:39:35]
to develop meaningful,
[1:39:39]
measurable targets within each
[1:39:40]
indicator that align ith the
[1:39:40]
board approved initiatives in
[1:39:43]
county priorities.
[1:39:44]
The final set of indicators and
[1:39:47]
targets that we're going o
[1:39:48]
take all of your feedback and
[1:39:50]
all the feedback from this
[1:39:51]
engagement process will be
[1:39:54]
brought back to this board next
[1:39:55]
spring of spring of twenty
[1:39:58]
twenty six ensuring that we
[1:39:59]
have a clear roadmap for
[1:39:59]
tracking and improving
[1:40:02]
community outcomes.
[1:40:03]

here includes the new
[1:40:47]
conditions under which a whole
[1:40:51]
nation is subquery.

Maybe there needs to be an

update on the update from that
[1:40:59]
family security regarding I

don't expect an answer but just

So it's quite weird.

It doesn't seem to be that MR.

Trump is appreciative of the
[1:41:53]
environment and it's so much so
[1:41:54]
that that it's just it's mind
[1:41:58]
blowing and you know, the lack
[1:42:01]
of inclusiveness you little
[1:42:02]
things like with the military
[1:42:05]
like trying to to isappear the
[1:42:08]
contributions that black
[1:42:09]
americans made during world war
[1:42:13]
two and native americans and
[1:42:16]
people from the lgbtq community
[1:42:20]
namely alan turing for example
[1:42:21]
we wouldn't even exist if it
[1:42:24]
wasn't for alan turing and
[1:42:25]
native american people that
[1:42:28]
allowed the situa where we
[1:42:32]
could talk in secret and you
[1:42:33]
could hear the japanese and we
[1:42:34]
could defeat the japanese at
[1:42:36]
the battle of midway.
[1:42:37]
So all these little things here
[1:42:40]
we have a federal government
[1:42:44]
here that doesn't appreciate
[1:42:44]
our native american community
[1:42:45]
doesn't appreciate
[1:42:48]
inclusiveness whatsoever,
[1:42:49]
doesn't appreciate black
[1:42:49]
people.
[1:42:52]
It's so weird and they don't
[1:42:52]
appreciate the environment of
[1:42:55]
which we all depend on.
[1:42:56]
I mean obviously no what no one
[1:43:00]
here wants a bowl of salad ith
[1:43:00]
cobalt nickel in it.

So I on't know where we're
[1:43:07]
going with a great many of
[1:43:08]
things and I'm quite worried

indicators what is the reality
[1:43:49]
and then homeless people are
[1:43:54]
being rounded done and what
[1:43:58]
little belongings they have are
[1:44:01]
being taken from them that's
[1:44:01]
like you know, stealing
[1:44:04]
somebody is sheels homeowners
[1:44:08]
house they get in trouble but
[1:44:09]
the officials can steal from
[1:44:12]
the homeless and get away with
[1:44:15]
that inclusiveness.
[1:44:16]
How are people on the house
[1:44:20]
included in the housing?
[1:44:21]
They're not not included in the
[1:44:25]
world to the country and we now
[1:44:27]
have country that's run by
[1:44:32]
billionaire plutocrats and so
[1:44:32]
there is going to be more and
[1:44:38]
more poverty anyway.
[1:44:43]
It just seems like a lot of
[1:44:46]
rhetoric and I'm thinking of
[1:44:51]
food, not bombs, money spent.
[1:44:52]
I'm reading from news by the
[1:44:55]
world weapons in one week it's
[1:44:58]
enough to feed all the people
[1:44:59]
for a year when millions of
[1:45:03]
people go hungry we could say
[1:45:06]
on houses well each day how can
[1:45:07]
we spend another dollar on the
[1:45:10]
war more than 25000 people die
[1:45:13]
because of hunger every day.
[1:45:14]
If you feel that people need
[1:45:18]
more food than bombs, we invite
[1:45:21]
you to call us today food not
[1:45:22]
bombs.
[1:45:25]

It's clear that you're
[1:45:53]
continuing to make progress on
[1:45:56]
refining our approach to
[1:45:57]
addressing big countywide
[1:45:57]
goals.
[1:45:58]
And so I appreciate you
[1:46:01]
bringing us to us after
[1:46:04]
reviewing the indicators I did
[1:46:08]
have a couple just suggestions
[1:46:09]
for things that might be
[1:46:12]
missing.
[1:46:13]
The first is, you know, through
[1:46:16]
my role leading large health
[1:46:16]
and human services
[1:46:17]
organizations and partnering
[1:46:19]
with the health community, it
[1:46:23]
seems like there's a very
[1:46:24]
vulnerable population that is
[1:46:28]
struggling with both mental
[1:46:28]
health challenges, untreated
[1:46:32]
substance use disorder and
[1:46:32]
homelessness and it's kind of
[1:46:36]
this trifecta that's very
[1:46:36]
expensive.
[1:46:40]
it impacts our jail systems and
[1:46:40]
public safety.
[1:46:41]
It impacts our health care
[1:46:44]
systems often it's a mandate of
[1:46:47]
the county to provide these
[1:46:48]
safety net services.
[1:46:51]
And so as they think about, you
[1:46:52]
know, these indicators and
[1:46:54]
health and wellness, I'm not
[1:46:55]
quite seeing how we're
[1:46:58]
targeting that really sort
[1:46:59]
vulnerable high risk and
[1:46:59]
expensive population and it
[1:47:02]
might be helpful to to consider
[1:47:07]
amending that one to put this
[1:47:10]
or something in here adding an
[1:47:11]
indicator really to to target
[1:47:14]
that area because while I
[1:47:18]
completely support the routine
[1:47:19]
checkup indicator that's that's
[1:47:20]
really important that that's
[1:47:22]
for folks who were able to get
[1:47:22]
to a routine checkup.
[1:47:23]
It's certainly not for the
[1:47:26]
folks who are cycling through
[1:47:29]
our systems.
[1:47:33]
I had a question about one of
[1:47:34]
them.
[1:47:37]
You know, we know that seniors
[1:47:37]
is the fastest rowing
[1:47:38]
population in our county and I
[1:47:41]
recognize that under the focus
[1:47:44]
area county demographics you
[1:47:45]
have indicator population by
[1:47:48]
age but that one seems less
[1:47:52]
measurable or I mean it's very
[1:47:53]
measurable but like what are we
[1:47:54]
trying to impact with it?
[1:47:55]
I think that maybe it's more
[1:47:57]
like the vulnerability of our
[1:47:57]
seniors or the needs of our
[1:48:00]
seniors are being met.
[1:48:01]
You know, with a lot of these
[1:48:02]
others I can see how measuring
[1:48:05]
housing it's added shows that
[1:48:05]
we're doing something or
[1:48:07]
measuring families living under
[1:48:08]
the poverty level shows that
[1:48:09]
we're doing something.
[1:48:10]
But measuring population by age
[1:48:11]
mean people are aging.
[1:48:12]
We know that's happening.
[1:48:13]
So what are we trying to do
[1:48:14]
with the aging opulation?
[1:48:16]
I think what you intend is to
[1:48:17]
provide more supports for them.
[1:48:20]
So I think that's something to
[1:48:20]
consider.
[1:48:24]
And lastly, kind of a question
[1:48:31]
around just overall there's a
[1:48:32]
lot f resiliency work being
[1:48:35]
discussed as a county.
[1:48:36]
There's a lot of work, you
[1:48:37]
know, recognizing that natural
[1:48:40]
disasters are more frequent and
[1:48:40]
it's making our community more
[1:48:41]
vulnerable.
[1:48:44]
I don't know where or how in
[1:48:45]
these buckets that's reflected
[1:48:47]
in the focus areas but I'm
[1:48:50]
wondering if you know, as you
[1:48:51]
look to refine these things, if
[1:48:54]
you sort of consider the
[1:48:55]
impacts of the environment and
[1:48:59]
climate change on the wellness,
[1:49:02]
the health and wellness of our
[1:49:03]
residents, I think that might
[1:49:04]
be something to to factor in.
[1:49:07]
So so those are my comments and
[1:49:08]
don't know if you have any
[1:49:08]
reflections on the question
[1:49:09]
that I yeah.
[1:49:13]
We have similar thoughts
[1:49:14]
questions about areas that ay
[1:49:17]
not currently be alive or
[1:49:18]
visible in our in our current
[1:49:21]
strategic plan that through
[1:49:22]
engaging with you and engaging
[1:49:26]
with the community MAY emerge
[1:49:26]
as a particular area of focus
[1:49:29]
that we need to draw and
[1:49:30]
highlight and maybe there's
[1:49:31]
something that's currently in
[1:49:34]
the plan that is less important
[1:49:38]
to kind of call out now.
[1:49:39]
So we're going to be making
[1:49:41]
those refinements starting here
[1:49:42]
with you all this is the start
[1:49:45]
of the process to try to figure
[1:49:46]
out where we're headed in terms
[1:49:49]
of updating the strategic plan
[1:49:50]
So I think we'll have
[1:49:52]
definitely a better idea and
[1:49:53]
more information after this
[1:49:57]
fall.

reduce the number of total
[1:50:30]
indicators that we're looking
[1:50:32]
at and also really make sure
[1:50:32]
that they're linked to policies
[1:50:36]
that the county can implement,
[1:50:37]
you know, dairy ways as we're
[1:50:40]
looking at these indicators we
[1:50:44]
should be inspired with
[1:50:44]
policies and programs that'll
[1:50:45]
help drive them in the right
[1:50:47]
direction.
[1:50:48]
And so to that extent we really
[1:50:49]
want them to be as direct as
[1:50:51]
possible.
[1:50:51]
I definitely share some of the
[1:50:52]
concerns raised by supervisor
[1:50:58]
martinez around some of them to
[1:50:59]
start with some that she
[1:51:02]
mentioned absolute something
[1:51:03]
related to homelessness and
[1:51:06]
mental health.
[1:51:07]
I mean in many ways that has
[1:51:10]
been a relative success story
[1:51:11]
in recent years.
[1:51:12]
How are we going to measure if
[1:51:14]
we're continue to be on track
[1:51:15]
with that would it just be the
[1:51:18]
population experiencing
[1:51:19]
homelessness as measured by the
[1:51:23]
point in time ount what we
[1:51:23]
should I mean maybe we should
[1:51:26]
be tracking shelter beds and
[1:51:27]
temporary housing units as
[1:51:30]
opposed or in addition to just
[1:51:34]
over traditional housing units
[1:51:35]
Again, because we're taking
[1:51:35]
shelter beds and temporary
[1:51:36]
housing units, we can all get
[1:51:38]
together like oh jeez, we
[1:51:38]
really haven't made any
[1:51:39]
progress on this.
[1:51:40]
Maybe we should make it easier
[1:51:42]
to add temporary housing right
[1:51:42]
in here.
[1:51:43]
Several policy options to do
[1:51:49]
that.
[1:51:52]
So on like on population by age
[1:51:53]
Yeah, we know the trends.
[1:51:57]
So how are we going to measure
[1:51:58]
our success and we probably
[1:52:01]
don't have I mean other han
[1:52:01]
creating more housing to create
[1:52:05]
more opportunities for first
[1:52:05]
time homebuyers or families who
[1:52:06]
live in our community, we don't
[1:52:08]
have all that much impact on
[1:52:12]
the overall demographic trends.
[1:52:15]
But one measure that occurs to
[1:52:17]
me four or eight would be the
[1:52:20]
percentage of seniors reporting
[1:52:23]
willingness or social isolation
[1:52:24]
something about the quality of
[1:52:28]
life for ur seniors and of
[1:52:29]
course that is going to have
[1:52:29]
direct linkage to their health
[1:52:34]
outcomes as well or dynamic
[1:52:37]
economy families living below
[1:52:38]
200 percent of the poverty
[1:52:41]
level.
[1:52:41]
And I certainly understand that
[1:52:45]
it's important to have this
[1:52:49]
visibility into the people
[1:52:49]
experiencing poverty in our
[1:52:52]
communities at the same time
[1:52:53]
this is sort of an endemic

challenge to our two major
[1:52:57]
industries that we have here
[1:52:59]
tourism and agriculture and I
[1:53:00]
provide a lot of high paying
[1:53:01]
jobs.
[1:53:01]
They provide a lot of low
[1:53:04]
paying jobs and therefore we
[1:53:08]
need a population to do those
[1:53:12]
jobs and they're not having an
[1:53:12]
easy time getting growing their
[1:53:16]
wages.
[1:53:17]
So this isn't just one of those
[1:53:17]
measures where it's like ok, so
[1:53:18]
what should we do about this?
[1:53:20]
Should we be like trying to
[1:53:23]
increase the local minimum wage
[1:53:24]
or are we putting all these
[1:53:27]
requirements on business or
[1:53:27]
something else?
[1:53:28]
I mean maybe if we just
[1:53:31]
measured drop job growth by
[1:53:32]
income level within the county
[1:53:35]
we would have a better sense of
[1:53:36]
where we were making positive
[1:53:37]
gains as well and other things
[1:53:39]
like whatever that is education
[1:53:43]
and health care in addition to
[1:53:43]
understanding, you know,
[1:53:50]
whether the tourism and
[1:53:51]
agricultural industries are
[1:53:55]
sort of emaining flat or or
[1:54:03]
not or growing in the last one
[1:54:03]
is the strong start score
[1:54:06]
thriving families?
[1:54:06]
It's another one.
[1:54:07]
It's a little bit squishy.
[1:54:08]
I was looking into what the
[1:54:10]
strong start score entails and
[1:54:14]
it seems like it's a collection
[1:54:14]
of things healthy birth weight,
[1:54:18]
adequate prenatal care, higher
[1:54:18]
parental education level,
[1:54:19]
stable housing, access to
[1:54:22]
health care sorry those last
[1:54:23]
two stable housing and access
[1:54:26]
to health care those a sort of
[1:54:26]
like other indicators we
[1:54:27]
already have in terms of
[1:54:29]
overall number of housing units
[1:54:30]
that we're adding or regular
[1:54:31]
checkups.
[1:54:33]
My insurance is like this is
[1:54:34]
it's because it's an aggregate
[1:54:37]
number that we probably all
[1:54:38]
don't know how it's aggregate
[1:54:39]
at the top of our head.
[1:54:41]
It might therefore be harder to
[1:54:42]
have a direct correlation to
[1:54:45]
the things the county is doing
[1:54:45]
to improve it.
[1:54:48]
Maybe something along the lines
[1:54:52]
of child care cost burden again
[1:54:52]
we have just a very clear
[1:54:53]
understanding of child are
[1:54:57]
affordable in our community is
[1:54:58]
that supporting people in
[1:55:00]
raising healthy children?
[1:55:01]
Those are my comments and a
[1:55:04]
clarification.
[1:55:05]
Are you looking I mean we sort
[1:55:08]
of this is a brainstorming
[1:55:08]
session.
[1:55:09]
Are you are you looking at more
[1:55:11]
like a motion on what you an
[1:55:12]
today?

We're just taking your feedback

and thoughts to incorporate and
[1:55:16]
think as we refine these and
[1:55:20]
work towards engagement later

Ill try to get to the point
[1:55:39]
with a number of the areas
[1:55:39]
where I have a little I have
[1:55:40]
some suggestions on a
[1:55:42]
comprehensive health and
[1:55:42]
safety.
[1:55:43]
One of the things I think might
[1:55:46]
be and I know we're trying to
[1:55:47]
constrain this and not add too
[1:55:50]
much but you know, recidivism I
[1:55:51]
think is something that is
[1:55:54]
measurable and the people
[1:55:55]
really want to see it reduced
[1:55:55]
and santa cruz counties are
[1:55:58]
people who are going the system
[1:55:59]
just ending up in a vicious
[1:56:02]
cycle within the system or do
[1:56:02]
we have programs in place that
[1:56:03]
are actually supporting those
[1:56:06]
people so that when there is a
[1:56:07]
system they actually come out
[1:56:09]
and move on to have a more
[1:56:09]
sustainable life?
[1:56:10]
I think that's something that a
[1:56:12]
lot of folks want to see and I
[1:56:13]
think that's something that's
[1:56:17]
measurable attainable housing
[1:56:21]
with a section I have a little
[1:56:21]
bit of I guess my main concern
[1:56:24]
is that historically or at
[1:56:25]
least in the past a couple of
[1:56:28]
the past housing cycles we have
[1:56:29]
not been meeting are very low
[1:56:32]
and low housing levels.
[1:56:36]
And so for me what's the
[1:56:36]
biggest concern is that we meet
[1:56:39]
our market rate and we count
[1:56:39]
towards, you know, increasing
[1:56:43]
the number of units added and
[1:56:44]
we move into our next cycle and
[1:56:44]
we meet our market rate.
[1:56:47]
We're not meeting a very low
[1:56:48]
and low and so it'll seem like
[1:56:51]
yes, we are building housing
[1:56:52]
but then it's like housing for
[1:56:52]
home and we know that the
[1:56:55]
housing that we need to to
[1:56:56]
exploit is for a lot of folks
[1:56:58]
who are working ithin these
[1:56:59]
lower sector industries in
[1:57:00]
terms of the incomes that
[1:57:03]
they're able to generate.
[1:57:03]
So like are we building
[1:57:04]
farmworker housing?
[1:57:05]
We're building housing for the
[1:57:06]
people who are in the tourist
[1:57:07]
industry.
[1:57:07]
And so I think t's really
[1:57:09]
critical that that's kind
[1:57:10]
broken apart.
[1:57:11]
And so maybe if it's
[1:57:11]
sustainable housing and we look
[1:57:21]
at the number of units that are
[1:57:22]
being built in those different
[1:57:23]
income categories rather then
[1:57:23]
lumping them all together,
[1:57:24]
it'll give us a better sense of
[1:57:25]
building the housing that's
[1:57:26]
really going to be supporting
[1:57:26]
county workers, our small
[1:57:27]
businesses and the people who
[1:57:28]
we know struggle the most to
[1:57:28]
find housing in this community
[1:57:33]
I think to supervisor martinez
[1:57:34]
and konings point around
[1:57:34]
environmentally I'm going to
[1:57:37]
jump sorry a little bit but
[1:57:38]
down to a sustainable
[1:57:40]
environment something really
[1:57:42]
needs to be added in there
[1:57:44]
around environmental resiliency
[1:57:48]
and as we've seen the impacts
[1:57:49]
on fires and floods and also
[1:57:53]
storm action, you know, how are
[1:57:54]
we actually measuring how
[1:57:55]
resilient we're going to be
[1:57:57]
moving forward under a changing
[1:57:57]
climate?
[1:57:58]
And I know you know, we're
[1:58:00]
working on our sea level rise
[1:58:01]
adaptation plan and we have a
[1:58:04]
number of things in the works
[1:58:05]
that I think that there's an
[1:58:06]
opportunity for us to
[1:58:08]
inrporate that into sort of
[1:58:09]
when we're looking at how we're
[1:58:11]
making a more climate resilient
[1:58:12]
community that we can see
[1:58:15]
reflected in this reliable
[1:58:19]
transportation.
[1:58:20]
I think it would be nice to add
[1:58:23]
something in there around just
[1:58:27]
bike lanes and alternatives to
[1:58:28]
to cars because as we're
[1:58:32]
building out the rail trail as
[1:58:32]
we're you now, building more
[1:58:35]
like 60 lanes, it's something
[1:58:36]
that we can track in terms of
[1:58:39]
how we're providing more
[1:58:39]
opportunities for people to get
[1:58:43]
out of the cars and onto other
[1:58:43]
forms of environmentally
[1:58:47]
friendly transportation and so
[1:58:47]
something around that would be
[1:58:50]
i think an added benefit and
[1:58:51]
then as it relates to dynamic
[1:58:54]
economy, I'm not I'm not sure
[1:58:55]
how to express this but I think
[1:58:58]
something will be worthwhile.
[1:58:59]
I mean I think we look at total
[1:59:02]
employment but also tracking
[1:59:03]
businesses over time who's
[1:59:06]
coming into community leaving
[1:59:09]
as things get more expensive we
[1:59:10]
do you see that there's you
[1:59:11]
know, small businesses are
[1:59:13]
shutting down.
[1:59:14]
When I look around in the city
[1:59:15]
of santa cruz in my district
[1:59:17]
there's so many vacant
[1:59:18]
storefronts and so if we're
[1:59:20]
able to track our maintaining
[1:59:21]
small businesses and supporting
[1:59:22]
small businesses is going to be
[1:59:25]
really critical to ensuring
[1:59:28]
that, you know, we're we're
[1:59:28]
we're a business friendly
[1:59:29]
community for small businesses
[1:59:32]
and we're not just losing them
[1:59:33]
left and right.
[1:59:36]
So that concludes my comments

just wanted to share those
[1:59:40]
thoughts with you all today.

The thing is these plans are

tedious and the staff is so, so

busy that I understand

connecting these goals to what

people are working on.

So that we can actually have a
[2:00:17]
product at the end of the year
[2:00:20]
to show what's guiding the work
[2:00:23]
and it's a tremendous amount of
[2:00:24]
work for not only staff but
[2:00:25]
also for people in our
[2:00:30]
apartments.

So under comprehensive health
[2:00:34]
and safety certainly what
[2:00:37]
supervisor martinez said
[2:00:38]
regarding mental health is very
[2:00:43]
important to me.
[2:00:44]
We have people I think more
[2:00:47]
than 70 almost 75 people died
[2:00:51]
last year on the streets the
[2:00:51]
fentanyl epidemic and just
[2:00:55]
exposure to the elements for
[2:00:59]
our homeless, our own house
[2:01:00]
population that are gravely
[2:01:03]
disabled needs to be a priority
[2:01:04]
for our county.
[2:01:07]
We have the ability to help
[2:01:08]
those people and we're not
[2:01:14]
doing it unless you under
[2:01:18]
attainable housing.
[2:01:23]
I look forward to a report
[2:01:24]
coming in front of this board
[2:01:27]
regarding any projects that are
[2:01:31]
out there, any property that we
[2:01:32]
could convert to housing not
[2:01:33]
only in the community but also
[2:01:37]
as a county.
[2:01:38]
You know, I as looking I had a
[2:01:42]
report by the developers who
[2:01:43]
were going to be working on the
[2:01:45]
par three course I understand
[2:01:46]
that's now fallen through.
[2:01:47]
But there had been a big
[2:01:49]
element there for not only
[2:01:53]
seniors but for families that
[2:01:57]
are low and moderate income and
[2:01:58]
we we need o help these things
[2:01:59]
get nderway more quickly.
[2:02:03]
So under reliable
[2:02:04]
transportation, this was a
[2:02:07]
constituent request to ask
[2:02:07]
about the pavement condition
[2:02:12]
index in relation to
[2:02:15]
walkability and bike lanes and
[2:02:16]
I see that it says neighborhood
[2:02:19]
walkability score but no other
[2:02:20]
information there.
[2:02:23]
and this was a resident who
[2:02:24]
lives in seacliff who's a
[2:02:24]
community leader.
[2:02:27]
There's no way to easily get
[2:02:28]
from seacliff over chapters
[2:02:28]
village.
[2:02:30]
It's just not safe.
[2:02:31]
So she was hoping that somehow
[2:02:34]
that could be woven into this
[2:02:40]
plan county wide sustainable
[2:02:41]
environment since we did have
[2:02:48]
the battery the best facility
[2:02:52]
have the fire I it's to me it's
[2:02:53]
not just about reducing
[2:02:56]
greenhouse emissions but it's
[2:02:56]
more about energy safety at
[2:03:00]
this point like how are we
[2:03:03]
going to store energy in a way
[2:03:04]
green e need green energy.
[2:03:07]
We can produce it needs to be
[2:03:08]
stored and transmitted very,
[2:03:08]
very safely.
[2:03:12]
So if that can be woven in I'd
[2:03:15]
appreciate it and then under a
[2:03:16]
dynamic economy thank you to
[2:03:18]
supervisor cummings.
[2:03:22]
This is one of y really
[2:03:23]
something that 'm very
[2:03:23]
interested in is bringing more
[2:03:26]
money to our general fund to
[2:03:27]
the ig.
[2:03:28]
So to the extent that we could
[2:03:29]
have a very comprehensive plan
[2:03:33]
about how we can spur our
[2:03:34]
economy and hold on to
[2:03:37]
businesses, important
[2:03:41]
businesses and increase those
[2:03:42]
businesses not just in the
[2:03:45]
retail way but but investments
[2:03:49]
in companies that are tech
[2:03:50]
companies or green tech
[2:03:50]
companies or et cetera, et
[2:03:51]
cetera.

I think I'd like to see a nice
[2:03:56]
plan about that woven in which
[2:04:00]
I think are things that you
[2:04:01]
probably already working on.
[2:04:01]

is a healthy, safe and more

affordable community that is

culturally diverse and
[2:04:31]
economically inclusive and
[2:04:31]
environmentally vibrant.
[2:04:35]
You know, I feel that
[2:04:36]
appreciate that all the work
[2:04:37]
but I feel the brunt of it is
[2:04:39]
how do we get there right out
[2:04:40]
the steps that we take to get
[2:04:43]
there, the direction that we
[2:04:44]
take to get there, you now,
[2:04:46]
things like that are solid,
[2:04:47]
right?
[2:04:49]
Like everybody needs a decision
[2:04:50]
requires billions of equity.
[2:04:53]
You know, we talk about
[2:04:54]
affordable ommunities yet you
[2:04:57]
know, we don't have things like
[2:04:58]
payment assistance the way the

city wants it does.

So those are the things that

unit chief and by agreement
[2:06:31]
your county fire chief chief
[2:06:32]
wilson today will be giving a
[2:06:35]
presentation about the creation
[2:06:35]
of the county of santa cruz
[2:06:38]
county fire department or
[2:06:39]
advisory group.
[2:06:42]
I think historical context the
[2:06:43]
county fire protection for
[2:06:43]
santa cruz county has primarily
[2:06:47]
been provided through a
[2:06:47]
cooperative agreement with the
[2:06:50]
state of california cal fire
[2:06:51]
since 1948.
[2:06:51]
The agreement was originally
[2:06:55]
signed by the county of santa
[2:06:56]
cruz in 1945 or the creation of
[2:06:59]
the lakeway I think one of the
[2:07:00]
longest standing cooperative
[2:07:00]
agreements with the state of
[2:07:02]
california for fire protection
[2:07:03]
to help advise the county fire
[2:07:05]
department.
[2:07:06]
The county used to have a board
[2:07:09]
appointed commission which was
[2:07:10]
dissolved last calendar year at
[2:07:12]
the recommendation of those
[2:07:13]
commission members with the
[2:07:14]
recommendation to create a
[2:07:17]
departmental advisory group
[2:07:18]
which is being what what is
[2:07:21]
being recommended today for
[2:07:21]
your board.
[2:07:22]
With that I'll toss it over to
[2:07:25]
chief wilson to walk us through
[2:07:25]
some of the operational
[2:07:26]
procedures related to the
[2:07:27]
governance of the departmental
[2:07:32]
advisory group.

So I'm going to run through

partially part of the
[2:07:37]
presentation and then turn it
[2:07:40]

Ok, so the purpose of the fire
[2:07:46]
department advisory group is to
[2:07:47]
provide insight to the gst on
[2:07:51]
the matters related to county
[2:07:51]
fire.
[2:07:52]
We have a very diverse
[2:07:55]
community in our county and
[2:07:55]
making sure that those people
[2:07:58]
and constituents in csa forty
[2:07:59]
are protected and promoted will
[2:08:00]
be the primary responsibility
[2:08:02]
of this group.
[2:08:06]
The term of this group will be
[2:08:06]
once the board approves a
[2:08:07]
written notice that it's been
[2:08:11]
adopted and then an estimated
[2:08:11]
termination date of DECEMBER
[2:08:14]
31st twenty twenty six and the
[2:08:18]
director of general services
[2:08:18]
will have the ability to extend
[2:08:21]
that term with notice to the
[2:08:25]
board governance and operations
[2:08:29]
this this group excuse me would
[2:08:32]
not operate under the brown act
[2:08:33]
so it would not be under the
[2:08:36]
rules of the brown act it would
[2:08:37]
operate ithout formal bylaws
[2:08:41]
but the director of general
[2:08:41]
services would oversee and
[2:08:44]
determine terminate determine
[2:08:45]
necessary procedures and
[2:08:48]
conduct the conduct of the
[2:08:48]
business of this group.
[2:08:49]
And there are some county code
[2:08:53]
section noted there but I will
[2:08:54]
not read those out for you
[2:08:56]
there in the presentation
[2:08:57]
membership the membership of
[2:09:00]
this board would either be a
[2:09:01]
resident from santa cruz county
[2:09:04]
or somebody who works within
[2:09:04]
santa cruz ounty.
[2:09:05]
At no point in time would there
[2:09:07]
be less than five appointed
[2:09:11]
individuals to this group.
[2:09:12]
It is the initial invitation
[2:09:15]
for this group will be those
[2:09:16]
former members of the fire
[2:09:17]
department advisory commission
[2:09:20]
and that will allow for there
[2:09:21]
to be some continuity and
[2:09:22]
understanding of what county
[2:09:23]
fire is and how it works the
[2:09:24]
gst and then from there it
[2:09:27]
would move forward if you if
[2:09:28]
someone was interested in
[2:09:32]
requesting membership they
[2:09:32]
would do so through the
[2:09:34]
director of general services
[2:09:35]
either an electronic or written
[2:09:36]
format at which they would be
[2:09:38]
evaluated to see if they have
[2:09:42]
the the understanding of the
[2:09:43]
topic being discussed by the
[2:09:49]
group.
[2:09:50]
So the terms of the membership
[2:09:53]
there are to serve the term of
[2:09:53]
the group.
[2:09:56]
However, the idea behind the
[2:09:57]
group is that it will be
[2:09:58]
adjusted as needed.
[2:10:00]
So some examples I have of
[2:10:01]
their topic is finance and
[2:10:05]
budget.
[2:10:05]
It would probably be someone
[2:10:06]
who has a background in finance
[2:10:09]
and budget within a county so
[2:10:10]
we can do forecasting and have
[2:10:12]
good transparency there.
[2:10:13]
we completed the master plan
[2:10:14]
which was approved by the board
[2:10:15]
last year.
[2:10:16]
The next step is the strategic
[2:10:17]
plan.
[2:10:17]
So moving forward with the
[2:10:20]
strategic plan, people that
[2:10:21]
have a background in that have
[2:10:24]
seen what strategic planning
[2:10:25]
and how it is implemented so
[2:10:28]
that might be a retired fire
[2:10:29]
chief that was within the
[2:10:29]
county or one of your districts
[2:10:32]
or somebody with some
[2:10:32]
historical knowledge and then
[2:10:33]
there is the potential for
[2:10:36]
reorganization within county
[2:10:36]
fire.
[2:10:37]
So would also be bringing in
[2:10:39]
people that have participated
[2:10:40]
in a reorganization within the
[2:10:43]
county that maybe is under the
[2:10:46]
lefko recommendation so that
[2:10:47]
county is getting a good
[2:10:51]
understand of what needs to be
[2:10:51]
done.
[2:10:55]
Subcommittees there will be the
[2:10:56]
ability for subcommittees.
[2:10:59]
This will be at the director of
[2:11:00]
gsd termination of a
[2:11:02]
subcommittee is needed to be
[2:11:09]
formed meetings they will be
[2:11:10]
held as needed virtually or in
[2:11:14]
locations across the county as
[2:11:15]
previously stated we have a
[2:11:16]
very diverse county.
[2:11:17]
It's geographically small but
[2:11:20]
also geographically large.
[2:11:21]
So if you're up in boulder
[2:11:22]
creek and you need to go to a
[2:11:25]
meeting in watsonville as some
[2:11:26]
of us know that is a trek.
[2:11:29]
So virtual meetings will be an
[2:11:30]
option o that we are affording
[2:11:32]
that opportunity for everybody
[2:11:33]
who's on the group to
[2:11:33]
participate.
[2:11:36]
There will be no quorum
[2:11:37]
requirement and the director of
[2:11:41]
justice will facilitate those
[2:11:44]
meetings.
[2:11:45]
The notice of the meetings will
[2:11:48]
be posted on the county fire
[2:11:48]
department web page.
[2:11:49]
Seventy two hours prior to the
[2:11:52]
meeting and an email to all of
[2:11:53]
those that are to attend would
[2:11:56]
be sent out with the
[2:11:56]
understanding that they would
[2:12:00]
respond within 48 hours they
[2:12:00]
were going to be attending to
[2:12:01]
make sure that we have a viable
[2:12:03]
meeting wasting individuals
[2:12:07]
times the notices of meetings.
[2:12:10]
The second part here is
[2:12:11]
inviting the public.
[2:12:12]
These meetings necessarily
[2:12:15]
won't always be public facing
[2:12:16]
meetings but there will be the
[2:12:19]
opportunity for public to have
[2:12:19]
input.
[2:12:20]
We want to make sure that we're
[2:12:22]
being transparent with the
[2:12:23]
decisions being made with the
[2:12:24]
gst and county fire to the
[2:12:26]
constituents of csa forty eight
[2:12:30]
and they will be hosted agendas
[2:12:31]
meetings would all be posted on
[2:12:34]

that MAY arise from those
[2:13:11]
meetings is anticipated that
[2:13:12]
will have the fire department
[2:13:15]
advisory group submit a annual
[2:13:19]
report detailing the roles, the
[2:13:20]
objectives, some of the
[2:13:20]
accomplishments that we've had
[2:13:23]
the departmental advisor group
[2:13:24]
accomplished over the past year
[2:13:27]
that this report will be
[2:13:28]
submitted to the U.S. Director
[2:13:30]
on an annual basis including
[2:13:31]
attendance.

We do anticipate setting the

attendance reports to the
[2:13:35]
county board of supervisors to

show the frequency and maybe

some of the objectives that

department advisory.

anticipate utilizing the county

goals with that that kind of

don't see how it can be

as needed and expect any

members of the public to to

know to go to the website and

really hindered their ability

to actually have open dialog

related to county fire.

So the recommendation that we
[2:24:18]
do have today for your board is
[2:24:19]
that this body not be a brown
[2:24:21]
act governing body large in
[2:24:22]
part that this is not a
[2:24:23]
decision making body.
[2:24:25]
This is a really, truly
[2:24:26]
advisory body that's going to
[2:24:30]
be helping chief wilson and I
[2:24:33]
come to this oard here to make
[2:24:33]
recommendations.

So from the perspective of
[2:24:37]
being an advisory capacity and
[2:24:38]
not a decision making body is
[2:24:39]
the reason it's being
[2:24:41]
recommended for a non brown act
[2:24:42]
component.

So I do see a map that's been

identified.

ground to shoot another

advantage for advisory

committee is they can meet

legislature to exempt

of the other big advantages is

which many of our commissioners
[2:25:26]

as opposed to everybody get in

I think this one has a bigger

the meetings occurring should
[2:26:31]
not be on its normal date or
[2:26:33]
outside the normal cadence.

So we would continue doing that
[2:26:38]
process and in the question was
[2:26:38]
talked about the application
[2:26:39]
process, we would put a
[2:26:42]
formalized application link on
[2:26:42]
the web page so that
[2:26:45]
individuals can complete an
[2:26:49]
application and it's not
[2:26:50]
uniform as if that answers your
[2:26:57]
question, I guess the only
[2:26:58]
other thing I do know the
[2:27:01]
concerns that are being brought
[2:27:02]
up by members of the public and
[2:27:04]
I was very concerned with
[2:27:05]
moving away from the
[2:27:05]
commissions and moving towards
[2:27:08]
advisory boards.

I do think that one of the
[2:27:10]
things that you all have shown

is you know, a level of
[2:27:16]
transparency and I think it MAY

be important for us to when the

don't think it's something that

needs to come to the board but

we at least know who is on that

advisory body and so people are

curious about who's actually

speaking to all we can have
[2:27:33]
confidence to say these are the
[2:27:36]
people who serve on that board
[2:27:36]
in providing their expertize

and advice.

I think that in addition to the

kind of the attendance just

having a whether it's an annual

report that comes during the

an update on what the group's

doing, how it's been going

because you know, there is some

concern from folks around the

reduction of transparency and I

think as we embark on this new
[2:28:06]
way of writing, you know,
[2:28:07]
allowing for committee members
[2:28:10]
to that advice to our
[2:28:10]
department heads, it is really
[2:28:13]
important we're understanding
[2:28:14]
how this process is moving and
[2:28:17]
the level of transparency that
[2:28:18]
people can find some comfort
[2:28:19]
around us moving in this
[2:28:21]
direction.

So I'll support what's coming

before us today.

change and I guess I mean I'm

glad that we are able to

benefit from their expertize as

we transition to this new model

and you know, even before you

fire there was a lot of
[2:30:32]
interest in the oversight of
[2:30:32]
fire service who delivers fire
[2:30:36]
service through our county and
[2:30:37]
particularly throughout the
[2:30:40]
fifth district and I understand
[2:30:40]
that you're exploring other
[2:30:44]
changes to that structure
[2:30:44]
through lefko.
[2:30:48]
How often do you imagine
[2:30:51]
reporting to the board on your
[2:30:52]
exploration around potentially
[2:30:53]
transitioning the county fire

to an independent district?

And also how could community

So lafta is a public body that

I know that we are working on

the path here to do a

We will obviously work the

would just hope is that there's

hearing from the public as far

as some concern is I think not

really necessarily so much to

this particular small change

but but really related to the

larger picture of fire in our

community and obviously just as
[2:32:59]
an increasing risk the
[2:33:03]
reflection we've seen on
[2:33:03]
insurance rates, it's just I
[2:33:07]
think it's an issue that's on
[2:33:08]
everyone's mind more and more
[2:33:08]
and obviously ever since the
[2:33:11]
fires to first of all to the to
[2:33:15]
the question of creating an
[2:33:15]
independent special district,
[2:33:19]
obviously as I mentioned the is
[2:33:19]
kind of leading that
[2:33:22]
investigation of course is a
[2:33:23]
public agency as well.
[2:33:26]
We have public meetings
[2:33:26]
generally speaking we're
[2:33:29]
talking about like a year long
[2:33:30]
process a year and a half, two
[2:33:31]
years.
[2:33:34]
What what should the public
[2:33:35]
keep in mind as far as how long
[2:33:35]
this investigation is going on
[2:33:38]
to to potential shift and how
[2:33:41]
they can be involved?
[2:33:45]
So currently the lefko process
[2:33:46]
to for the feasibility tudy
[2:33:49]
looks to be about 12 to 18
[2:33:53]
months and that would tell us
[2:33:54]
where we're going to go at ur
[2:33:57]
last meeting it was about a two
[2:33:58]
to three year to possibly four
