[10:31] So that is where we're at with the Blackwater Soil Conservation Board.

[10:35] They have met and they will be presenting a ranking to us.

[10:43] Everybody on this board has been very supportive of the program and what we're trying to do

[10:48] to conserve a very important part of our way of life and, of course, our economy.

[11:01] I'm sure everyone saw this on the news and it has to do with our brothers and sisters in Pensacola.

[11:06] But the governor was in town yesterday morning and announced the $9 million job growth grant fund grant

[11:12] that went to the city of Pensacola, for the Port of Pensacola, for the bird arm project,

[11:17] for maritime dominance. I just want to congratulate them, and I want to thank the governor for

[11:23] his support. Secretary of Commerce Kelly was in town yesterday to announce that as well,

[11:28] and I just want to point out that it goes to show that not only do solid applications

[11:33] make a difference in communities receiving those grants, but also the strong relationships

[11:38] with those individuals that actually make the decisions.

[11:41] We'll move on to proclamations.

[12:45] principles established by the American Disabilities Act have advanced accessibility, equity and

[12:52] inclusion for more than 36 years, creating stronger communities where barriers are

[14:12] One of the pieces that we think is so very important is that we are forward thinking

[14:17] that people with disabilities have been part of our communities for a very long time

[14:22] and that we'll all be part of the community at some point in time, whether it be today,

[14:27] tomorrow, or in the future, because we will all have at some point in time a family member,

[14:33] a friend, a colleague who may need something that would be related to somebody with a disability.

[14:40] And so as we think about what we do today in our planning, in our development,

[14:46] in our workforce to make sure that we remain a space that's welcoming of everybody

[14:52] that makes it possible for everybody to participate in what we do.

[14:56] And so it's wonderful to continue to see those opportunities.

[15:00] Take place. I know that I was at the commencement speech that you gave on behalf of folks over

[15:08] at Pensacola State. And so when that occurred, it gave that opportunity for those individuals

[15:14] to have their next chances in the workforce. What you're doing over here at the Santa Rosa

[15:21] campus is another example. We've got veterans who have more chances in the world because

[15:26] as we've done more things, all of the parks,

[15:29] all those pieces that we keep putting together

[15:31] to give those opportunities.

[15:33] But we can only continue to do it

[15:34] as we collaborate together towards those opportunities.

[15:37] Right now we've got voting going down,

[15:39] just down the hall, down the hall,

[15:41] down the parking lot from here and other places.

[15:44] Those have accessibility,

[15:45] our courtroom says accessibility.

[15:48] We look at how we make places inclusive,

[15:50] every place where we are makes that opportunity

[15:53] for people to be included and participate

[15:55] throughout our region and what we do here in Santa Rosa County.

[15:59] And we appreciate your partnership.

[16:01] At your stations, you have both our regular flyer

[16:08] and you also have our equipment flyer.

[16:11] So if you meet persons in your districts

[16:13] or you call your offices and that they need assistance,

[16:17] our services at the Center for Independent Living

[16:19] do not cost our taxpayers directly any funding

[16:23] We already receive funding in order to do the services.

[16:27] We'd love them to donate more dollars.

[16:29] We welcome everybody to do that because we can do more services, obviously, with more dollars.

[16:34] But we want to make sure that every person who does need a service gets what they need.

[16:38] And so that's part of what we do.

[16:40] And then if somebody needs equipment or to try something to see if it would help them be more effective in their job,

[16:46] their workplace, their recreation, et cetera, we have opportunities for them to try things as well.

[16:51] We sell nothing.

[16:53] Our job is to help make sure that people with disabilities

[16:55] can live their lives as fully and extensively

[16:59] as they choose to.

[20:55] Mr. Therrien has lived a century marked by hard work, resilience, and commitment

[21:01] to both his family and his country.

[21:04] During World War II, he faithfully served in the United States Army Air Force from 1944 to 1946

[21:12] as an airplane and engine mechanic station in Okinawa.

[21:16] Following his military service, he built a distinguished career as a licensed electrician

[21:21] with the General Electric Company while raising a loving family alongside his wife Shirley

[21:27] with whom he shared 64 years of marriage.

[21:31] The route is life. He has been an avid gardener, fisherman, hunter and outdoorsman. Above all,

[21:37] he is most proud of the family he has nurtured and the service he has given to his nation.

[21:43] Congratulations on this extraordinary milestone and best wishes for continued happiness and

[28:36] Today brings me to this board to demand accountability for Kerry-Smith, not for the antics of

[28:42] sign-stealing, but a separate legal matter that blatantly is a breaking of Florida state law.

[28:52] A Santa Rosa County Board or County Commissioner absolutely cannot use their official county email,

[28:59] county office, or county issued phones for election campaign purposes.

[29:04] Under Florida election law and ethics statutes, doing so is a strict violation of the law.

[29:09] The legal prohibitions misuse of public resources, Florida Statue Section 104.31 explicitly prohibits

[29:21] any county officer or employee from using their official authority or public resources

[29:28] to influence a vote or affect the outcome of an election.

[29:32] Government property cannot support a political campaign candidacy.

[29:40] No campaigning in government buildings.

[29:43] Candidates are forbidding by section 106.15 from soliciting or accepting political campaign contributions inside any government-owned building.

[29:54] criminal penalties using public-gray sources for-

[30:00] Political advertising, campaign coordination, or election engineering, constitutes a first

[30:07] degree misdemeanor under the state law.

[30:13] It doesn't matter whether this is with or without

[30:16] permission. The law is very clear. Mr. Smith was made aware of his criminal action when

[30:22] he first posted a video on social media. It was acknowledged by myself and other citizens

[30:30] that this was against Florida state law, as well as on Tuesday in the BOCC meetings, some citizens also brought this to light.

[30:40] His failure to remove this illegal evidence of his criminal activity leads a fidelity to him, possibly assuming he is above the law

[30:49] and has special treatments due to his seat in this county.

[30:59] Tuesday the citizens brought this information and other information and failure to act on

[31:05] appropriate manner makes you an accomplice by not reprimanding him.

[31:11] He also needs to be brought before legal counsel, by legal counsel for election violations

[31:20] which is also a problem in this area.

[31:23] I'm requesting that the action against Mr. Smith and against those violating the

[31:29] law be dealt with in writing filed to the state attorney and the office of

[31:33] election integrity to put this matter where it should be in the land hands of

[32:24] the phone and FaceTiming while he pulled up screaming at her that she was breaking a rule.

[32:36] She left church, dropped her car off, got in her truck because it cannot sit there

[32:40] overnight.

[32:43] And then he has his sign on his truck that he leaves here that he comes home from church

[32:49] to pick up.

[32:52] So pot, column, kettle, black, because you've been violating all kinds of laws and violations.

[32:59] Enough is enough. We're sick of this. We are citizens. We pay your pay. We elect you in office.

[33:07] When are you going to do something about it? You are elected officials and you need to do something.

[33:13] If it was your job and you was a boss, you won't want your employees doing things like that.

[33:18] Then we need to do something about it and stand up for your citizens.

[35:01] So Congressman Petronas stood here and one of the first words out of his mouth was he was campaigning for a governor and named the person that he was campaigning for.

[35:11] for. Very, very unneeded. Certainly, let the Congressman come by and tell you in his view

[35:21] what's going on. I'm fine with that. But he stood here actively campaigning for somebody

[35:28] when we were told, the little people, that there's not supposed to be any campaigning

[35:33] up here. Since the campaign broke out,

[35:39] and I'm going to tell you, I don't want to

[35:40] but I am going to do it just to prove a point.

[35:45] Congressman Petronas, until just recently,

[35:49] didn't even have an office in his district.

[35:52] He's been in office for two years.

[35:56] He doesn't live in the district.

[35:58] It's well documented that he has a spot

[36:02] over somebody's warehouse.

[36:06] I can only find one significant vote that he made.

[36:09] He voted to protect people in Congress to not release their names of the ones that had done ill to other folks.

[36:19] He's done such a pitiful job for the veterans at one of the largest veterans organizations,

[36:27] endorsed John Franklin, and came out with a very strong letter about his lack of effort towards them.

[36:39] It was distasteful and unnecessary what occurred.

[36:47] The chairman not only allowed it, encouraged it, and participated with it.

[36:55] And I'll add one other comment to that.

[37:00] As we're trying to have a meeting in here, he stood outside the doors,

[37:06] And he got to talking so loud that I got up one time and said could you please move away from the door?

[37:13] And that wasn't good enough five minutes later. I couldn't hear what you guys were saying

[38:45] All water-related agencies will be working together to pretty much push

[38:55] lower rainfall data on all these grants.

[39:02] So all these grants that we get, HMGP, whatever, all these grants that we get

[39:08] for water-related projects are going to be subject to eligibility requirements.

[45:41] You know, you saw on Tuesday we had, I think, two different situations where we said something about following up with people.

[45:48] We followed up and got the gentleman in answer within two hours.

[45:51] I know every commissioner up here does the same thing and I know staff is listening as well.

[45:55] So we certainly do take people's concerns and comments to heart and we keep track of them.
