[1:13] proclamation of the city of

[1:14] Satellite Beach, Florida.

[1:15] Whereas, in 1872, the

[1:16] Nebraska Board of Agriculture

[1:17] celebrated a special day

[1:18] to be set aside

[1:20] for the planting and nurturing

[1:21] of trees, and recognizing the

[1:23] important role of trees

[1:25] in our lives, and whereas,

[1:26] this holiday, called Arbor

[1:28] Day, was first observed

[1:30] with the planting

[1:31] of more than a million trees

[1:32] across the nation by 1885 when

[1:34] Arbor Day became official, and

[1:36] whereas, Arbor Day and other

[1:38] tree-planting festivals are now

[1:41] observed throughout the nation

[1:42] and the world

[1:43] on varying dates depending

[1:45] on best tree planting times,

[1:46] and whereas, trees and urban

[1:47] forests can be a solution

[1:48] to combating climate change

[1:50] by reducing the erosion

[1:51] of our topsoil

[1:52] by wind and water, minimizing

[1:54] flooding and stormwater runoff,

[1:55] cutting heating and cooling

[1:57] costs thereby conserving

[1:58] energy, moderating the

[2:00] temperature, cleaning the air,

[2:01] producing life-giving oxygen,

[2:03] absorbing carbon dioxide,

[2:05] improving water quality,

[2:07] and providing habitat

[2:08] for native wildlife, and

[2:10] whereas, the City of

[2:12] Satellite Beach is committed

[2:13] to being proactive in

[2:15] preserving its unique coastal

[2:16] environment, protecting its

[2:18] shoreline,

[2:19] building and increasing tree

[2:21] canopies, expanding native

[2:22] landscaping,

[23:11] if they were there at 10:30,

[26:29] were two policemen standing on

[26:31] dogs run off leash. They turned

[26:32] around, walked off. I'm going,

[26:42] long as they are uphill and you

[26:44] have somebody

[26:46] to police the activity.

[28:00] to ask these instructors

[28:01] to volunteer to come and start

[28:03] teaching classes for

[28:04] instructions. I think it would

[28:06] be a great program

[28:08] during the summer months

[28:09] for kids after Christmas,

[28:12] implement a class where they

[28:13] can learn how to take care

[28:15] of those new puppies,

[28:18] learn how

[28:20] to get them trained, make them

[28:22] stay, sit, follow, you stay

[28:25] on that leash. And that's the

[28:28] utmost thing, is staying on the

[28:31] leash and not pulling them

[28:33] around. As that woman was

[28:36] pulled around at Canova and we

[28:38] saw what that happened.

[35:28] the dogs

[35:30] on the leash type thing.

[35:31] Catching the dog pooping

[35:33] on the beach in person is about

[35:34] as elusive as catching a dog

[35:35] pooping on the beach.

[35:41] So that was a little more

[35:42] problematic. But the off leash

[35:43] to me is one of the main things

[35:44] that I think frightened people

[35:46] for all the reasons that were

[35:48] stated before. So we're going

[35:49] to be very mindful of that. So

[35:50] our officers are going to be

[35:51] actively patrolling initially

[35:53] issuing warnings that there's a

[35:54] repeat violation

[35:55] of the given citations. And

[35:57] then to answer your question,

[35:58] if you do see a violation,

[36:00] just like with anything else,

[36:01] you can call the non emergency

[36:03] number. We prefer that

[36:04] for a violation of a dog

[36:05] on the beach. And if there's

[36:07] not someone in active patrol,

[36:08] then one of our patrol officers

[36:09] will be assigned the call just

[36:10] like they are now for dogs

[36:12] on the beach complaints. And

[36:13] they'll respond to that

[36:15] location and then take the

[36:16] appropriate enforcement action.
