>> Item
[0:29]
number five.
[0:31]
>> Move.
[0:32]
>> Second.
[0:33]
>> We have a motion
[0:34]
to adopt the minutes by
[0:35]
Everett. Second by Dorner. Is
[0:36]
there any discussion
[0:37]
on the minutes as presented?
[0:38]
Seeing none. All
[0:39]
in favor say aye.
[0:40]
>> Aye.
[0:41]
>> Those
[0:42]
opposed? We have actually
[0:43]
adopted the minutes. On
[0:44]
to item number six. Finally,
[0:45]
general consent agenda items.
[0:47]
The Healthcare Center Board
[0:48]
of Trustees Resolution 50,
[0:51]
2025 to commend Kathy Karlkamp
[0:52]
for more than five years
[0:53]
of faithful service
[0:54]
to the people of Sauk County.
[0:56]
>> Motion.
[1:00]
>> Second.
[1:01]
>> Is there any discussion
[1:02]
on the general consent agenda?
[1:03]
Supervisor Klitsky?
[1:07]
>> I was just
[1:08]
curious why we didn't have the
[1:09]
signed copy from our board
[1:11]
of trustees meeting instead
[1:13]
of the unsigned one
[1:14]
in the packet.
[1:16]
>> The signed copy
[1:17]
for the resolution on this.
[1:23]
>> Oh, okay. Thank you.
[1:25]
>> Thank you. Any other
[1:27]
questions? Seeing none. All
[1:29]
in favor
[1:30]
of the consent agenda,
[1:31]
please say aye.
[1:32]
>> Aye.
[1:33]
>> Those
[1:34]
opposed? And I do not see that
[1:36]
Kathy is here, so we'll make
[1:37]
sure that that gets passed
[1:43]
along onto item number seven.
[1:44]
We do not have any scheduled
[1:45]
appearances. Number eight,
[1:46]
public comment. I do not have
[1:48]
any registration forms
[1:50]
at the front. Is there anybody
[1:51]
here
[1:52]
from the public that cares
[1:55]
to speak? Last chance. Seeing
[1:57]
none. Public comment is closed.
[2:00]
Item number nine,
[2:02]
communications. We have a thank
[2:03]
you note in Granicus
[2:06]
from the people helping people
[2:09]
for the generous donation that
[2:11]
was received through the
[2:12]
counties association. Is there
[2:13]
any other communications?
[2:16]
>> No, there are none.
[2:18]
>> On to item number 10,
[2:19]
appointments
[2:20]
for workforce Development
[2:21]
Board of South Central
[2:22]
Wisconsin. Todd Lisanski is a
[2:23]
new appointment citizen member.
[2:25]
It's a three year term
[2:27]
effective today and running
[2:30]
through September 19, 2028.
[2:32]
>> Motion.
[2:33]
>> Second.
[2:34]
>> Motion by Supervisor
[2:35]
Spencer, seconded by
[2:36]
Supervisor Dorner,
[2:37]
to approve the appointments Is
[2:38]
there any discussion? Seeing
[2:40]
none. All in favor?
[2:41]
>> Aye.
[2:48]
>>Those opposed? Motion carries.
[2:51]
Item number 11, there are no
[2:53]
bills. 12, no claims. 13, no
[2:55]
elections. 14, no
[2:57]
proclamations. On to item 15
[2:59]
reports. County clerk Becky
[3:00]
Everts.
[3:02]
>> I have nothing.
[3:05]
>> Administrator Wilson, can
[3:06]
everybody hear me?
[3:09]
>> Because I'm way
[3:10]
on the end here this time. So
[3:13]
just two brief things. As
[3:14]
everybody is aware, Mr.
[3:15]
Desmond has decided
[3:16]
to leave us
[3:18]
for greener pastures in
[3:19]
Marathon County.
[3:21]
>> Well, they're pastors.
[3:22]
>> I promise. I was nice to him
[3:25]
the whole time he was here, but
[3:27]
he will certainly be missed.
[3:28]
He brought a level
[3:30]
of professionalism back
[3:31]
to the corp Council office that
[3:32]
I think has been missing for
[3:34]
some time. I know. I graciously
[3:35]
appreciate his help,
[3:37]
his picking up the phone,
[3:39]
his answering an email. You
[3:40]
will be truly missed,
[3:42]
but definitely wish you well.
[3:45]
And then secondly, the
[3:46]
administrator's budget will be
[3:48]
presented to the finance
[3:50]
committee next week on
[3:51]
Wednesday. I just want to make
[3:52]
an announcement because I hear
[3:54]
there's a rule rumor going
[3:55]
around that the administrator's
[3:56]
budget is not funding the
[3:58]
healthcare center. Just so you
[3:59]
are all aware,
[4:00]
that is not true. There is a
[4:01]
budget
[4:03]
for the healthcare center to
[4:05]
operate and continue operating
[4:08]
in 2026. So I just want that
[4:09]
kind of out there
[4:13]
before we get to the 24th. So
[4:14]
if anybody has questions,
[4:15]
definitely give me a call.
[4:16]
But it is funded
[4:17]
in the budget.
[4:21]
>> Thank you. County Board
[4:23]
Chair report. Brian, I'm sure
[4:26]
we'll get another opportunity,
[4:27]
but I do want to thank you
[4:30]
for coming here. You
[4:31]
know,
[4:34]
obviously when I first got
[4:36]
on the board in 2018, we had
[4:38]
Deb as an interim and then we
[4:42]
got. Eventually got you. So
[4:43]
it's. It was a smooth
[4:48]
transition, but no, we do.
[4:50]
It's just been nice
[4:55]
to have your levity
[4:57]
in the room kind
[5:00]
of helping keep things
[5:01]
on an even plane. And always
[5:02]
being the voice of reason,
[5:04]
even if we didn't agree
[5:06]
with you all the time,
[5:07]
you were always very succinct
[5:11]
about what the law was and we
[5:12]
appreciate that. Thank you a
[5:13]
lot.
[5:29]
We did
[5:31]
put the WCA donation on. I just
[5:32]
wanted to remind folks, but
[5:34]
of course, Organicus, of the
[5:35]
contribution that was made
[5:38]
for the conference. $500
[5:41]
to people helping people.
[5:43]
Reverend Bill was beside
[5:44]
himself and just really pleased
[5:47]
that we did that. We also had
[5:49]
an opportunity to attend a
[5:52]
second graduation class where
[5:54]
what were there, eight or nine
[5:55]
folks that successfully
[5:56]
completed the program,
[5:59]
which includes sobriety,
[6:00]
getting their certificates so
[6:02]
they can go
[6:03]
to work somewhere. So that was
[6:04]
a fantastic opportunity, and I
[6:06]
think that they're doing a
[6:08]
great job over there. There.
[6:13]
Sunday, the big show starts.
[6:15]
There's a corporate meeting
[6:19]
for Wisconsin counties
[6:21]
association in the afternoon.
[6:22]
There is some festivities
[6:23]
in the evening if you want
[6:25]
to come over early.
[6:26]
Otherwise, the main event is
[6:27]
on Monday morning. So we're
[6:29]
looking forward
[6:30]
to seeing everybody there
[6:33]
at WCA next week. Last
[6:35]
on my list, per the board
[6:36]
rules, when we make board rule
[6:38]
amendments, those proposed
[6:40]
rules changes are presented
[6:41]
to the board. They're not here
[6:44]
for discussion this evening.
[6:51]
Oh, so the rules change that
[6:52]
says that the supervisor
[6:54]
proposed the rules changes gets
[6:56]
5 minutes to speak
[6:57]
about the proposal. So am I the
[7:02]
sponsor? Who's the sponsor
[7:04]
of this listed on the chart?
[7:06]
Oh, it's listed on the chart.
[7:07]
So if anybody, I guess, wants
[7:08]
to speak
[7:10]
about specifically any
[7:11]
of their proposals, we may do
[7:14]
that. Otherwise, if there is
[7:15]
nobody wants to speak
[7:16]
on this evening, we would ask
[7:18]
that you relay your comments
[7:22]
to. Well, it would have been
[7:23]
to Brian. Is Nick going
[7:25]
to be taking those or Lisa?
[7:27]
>> Probably both of them.
[7:29]
>> Both of them, yeah. Please
[7:30]
consult with them. You know,
[7:31]
talk. Understand what those
[7:33]
were. And I'm sure if you want
[7:34]
to talk to any
[7:35]
of the e. L committee members,
[7:36]
some of the determinations they
[7:37]
made and why, we're glad
[7:39]
to talk about those as well.
[7:40]
Is there anybody who wants
[7:41]
to speak
[7:42]
on a specific proposal
[7:44]
in front of the committee? All
[7:46]
right. Knowing that next month,
[7:48]
Let the games begin. We'll have
[7:49]
that on the agenda. Perfect.
[7:52]
>> All right, thank you. Item
[7:53]
number 16, there is no
[7:55]
unfinished business. Item
[7:57]
number 17, new business. Item
[7:59]
A. Executive and legislative
[8:01]
committee and public works and
[8:02]
infrastructure committee.
[8:04]
Resolution 512025 to approve a
[8:06]
property maintenance management
[8:07]
agreement with the city of
[8:09]
Baraboo for the UW Platteville
[8:10]
baraboo Sauk county campus.
[8:12]
>> Motion.
[8:13]
>> Second.
[8:14]
>> Motion by supervisor Spencer.
[8:15]
Second by supervisor Spencer.
[8:16]
Feel like I have an echo.
[8:19]
Supervisor Spencer T. Do you
[8:20]
care to speak
[8:22]
to your motion?
[8:23]
>> No, Mr. Chairman. Thank you.
[8:24]
>> Supervisor Spencer, do you
[8:25]
care to speak
[8:26]
to your second?
[8:27]
>> No, I believe Terry said it
[8:28]
all.
[8:30]
>> Well, thank you for being so
[8:32]
precise and thorough
[8:34]
in your comments. Is there any
[8:36]
other supervisor who cares?
[8:37]
Speak to the resolution
[8:39]
before the board. Seeing nobody
[8:41]
in the queue before you is
[8:43]
Resolution 512025 to approve a
[8:45]
property maintenance agreement
[8:46]
with Steve Baraboo for the UW
[8:48]
Platteville Baraboo campus.
[8:49]
You may vote
[8:50]
on the resolution now.
[9:11]
All right, we have
[9:12]
29 in favor two
[9:13]
in opposition,
[9:14]
nobody abstaining. Resolution
[9:15]
51, 2025 has passed onto Land
[9:19]
Resources and Extension
[9:20]
Committee. Resolution 52, 2025
[9:22]
to authorize participation
[9:24]
in the county Conservation
[9:25]
Aids Grant program.
[9:26]
>> Motion.
[9:27]
>> Second.
[9:28]
>> We have a
[9:29]
motion by Supervisor Kinsman,
[9:30]
seconded by Supervisor Lohr.
[9:31]
Supervisor Kinsman, do you care
[9:32]
to speak to your motion?
[9:33]
>> Thank you, Mr. Chairman.
[9:34]
This is something we do a lot.
[9:38]
We're getting cost share and
[9:40]
we're going to use it for dock
[9:41]
on Lake Redstone.
[9:43]
At our boat launch, they took
[9:45]
out the dock because it was
[9:47]
in poor repair. And we're
[9:50]
seeing if. If it was missed and
[9:52]
it is. So we're going
[9:54]
to use these funds
[9:56]
to replace it. Thank you.
[9:57]
>> Thank you,
[9:58]
Supervisor Lord.
[9:59]
>> I care
[10:01]
to speak to your second. Thank
[10:02]
you.
[10:03]
>> Are there any other
[10:04]
supervisors who care to speak
[10:05]
to Resolution 52, 2025, seeing
[10:07]
nobody in the queue and hands
[10:09]
not flailing wildly
[10:10]
about the room
[10:12]
for your consideration is
[10:14]
Resolution 52, 2025
[10:16]
to authorize participation
[10:19]
in the county Conservation
[10:20]
Aids Grant program. You may
[10:21]
vote
[10:22]
on the resolution now or now.
[10:32]
Lindsay's not playing
[10:33]
with him tonight. How do you
[10:39]
vote? We
[10:41]
have 31 supervisors in favor
[10:43]
with nobody in opposition.
[10:45]
Resolution 522025 has been
[10:48]
adopted. That brings us to
[10:54]
Resolution 53, 2025
[10:56]
to adopt the 2025, 2045
[10:58]
Hemlock County Park Master
[11:00]
Plan as appendix to the Sauk
[11:01]
County Comprehensive Outdoor
[11:02]
Plan.
[11:03]
>> Motion.
[11:04]
>> Second.
[11:05]
>> Motion by Supervisor
[11:06]
Kinsman. Second by Supervisor
[11:07]
Plivka. Supervisor Kinsman, do
[11:08]
you care to speak
[11:09]
to your motion?
[11:10]
>> Thank you, Mr. Chair.
[11:12]
You have the conservation
[11:14]
plan. It's pretty self
[11:15]
explanatory,
[11:16]
but we have a nice little park
[11:18]
with very little infrastructure
[11:19]
in kind
[11:21]
of an underserved community.
[11:22]
So this is the plan to kind of
[11:23]
spruce it up a little bit.
[11:26]
>> Thank you.
[11:27]
Supervisor Plivka, do you care
[11:29]
to speak to your second?
[11:30]
>> No. Thank you, Mr. Chair.
[11:32]
>> Are there
[11:33]
any other supervisors who care
[11:34]
to speak to Resolution 53,
[11:36]
2025? Seeing none
[11:39]
before you is Resolution
[11:43]
532025 to adopt the 2025, 2045
[11:46]
Hemlock County Park Master
[11:47]
Plan as an appendix to Sauk
[11:49]
County Comprehensive Outdoor
[11:51]
Recreation Plan. You may vote
[11:52]
on the resolution now.
[12:19]
We have 31 in favor. Nobody
[12:20]
in opposition. Resolution 53,
[12:24]
2025 is passed on
[12:25]
to resolution 54, 2025
[12:27]
to enter
[12:29]
into a land use agreement
[12:30]
with the Wisconsin Department
[12:31]
of Natural Resources, allowing
[12:33]
Sauk county to design and
[12:35]
construct the great Sauk
[12:36]
State Trail on certain real
[12:37]
estate property located in
[12:40]
Devil's Lake State Park.
[12:41]
>> Motion.
[12:42]
>> Second.
[12:43]
>> Motion by Supervisor Krieger.
[12:44]
Second by Supervisor Polita.
[12:45]
Supervisor Krieger, you have
[12:46]
the floor. Thank you.
[12:48]
>> This actually mirrors the
[12:52]
process or the agreement that
[12:54]
we had with the DNR
[12:56]
for segment one and segment two
[12:57]
of the Great Sauk State
[12:58]
Trail. This deals
[13:00]
with the entrance and or exits
[13:02]
from both sides of the park.
[13:04]
Gives us the ability to go out
[13:06]
for bids to.
[13:09]
For designing the trail
[13:13]
on that real estate, and then
[13:16]
also, in essence,
[13:17]
gives us control
[13:19]
over construction after that.
[13:21]
We do not have the dollars
[13:23]
for construction
[13:26]
at this point. You know,
[13:27]
that will have to come. Just
[13:28]
like it did
[13:29]
for segment one and Segment
[13:30]
two. How the two segments are
[13:33]
connected along a preferred
[13:35]
rail corridor is the job
[13:39]
of the dnr. Thank you.
[13:40]
>> Thank you.
[13:42]
Supervisor Plifka, do you care
[13:43]
to speak to your second?
[13:44]
>> No,
[13:45]
thank you, Mr. Chair.
[13:46]
>> Are there
[13:47]
any other supervisors who care
[13:49]
to speak to. 54, 2025.
[13:51]
Supervisor
[13:52]
Stealing.
[13:57]
>> Marty, is there any
[14:02]
design, formal design,
[14:04]
from the end of the trail in
[14:09]
Badger to Baraboo?
[14:12]
>> Is there any approved design
[14:14]
yet?
[14:15]
>> No.
[14:19]
>> Okay. Supervisor pepper.
[14:21]
>> Thank you, Mr. Chairman. Is
[14:22]
there any idea what this is
[14:24]
going to cost?
[14:25]
>> I believe Marty spoke
[14:28]
to the fact that the. This
[14:38]
allows us to go out
[14:40]
for business bids
[14:44]
for the design portion
[14:45]
of it.
[14:46]
>> We do have some residual
[14:49]
funds, but certainly, you know,
[14:51]
that type
[14:52]
of movement will come back
[14:53]
to the full board
[14:54]
for approval. But we'll know
[14:55]
what we need once we go out for
[14:56]
bids and have those results
[14:57]
come back.
[14:58]
>> Thank you. Are there any
[14:59]
other supervisors who care
[15:00]
to speak to Resolution 54,
[15:01]
2025? Seeing nobody
[15:02]
in the queue
[15:03]
for your consideration, is
[15:04]
Resolution 54, 2025 tender
[15:05]
into a land use agreement
[15:06]
with the Wisconsin Department
[15:07]
of Natural Resources, allowing
[15:09]
Sauk county
[15:10]
to design and construct the
[15:11]
Great Sauk State Trail on
[15:12]
certain real estate property
[15:13]
located at Devil's Lake State
[15:15]
Park. You may vote
[15:17]
on the resolution now.
[15:28]
>> All right. We have 31
[15:34]
supervisors in favor
[15:36]
with nobody in opposition.
[15:39]
Resolution 54, 2025 has passed.
[15:43]
There's something
[15:44]
with your machines.
[15:46]
So the pads are updated. So
[15:53]
that's what's going on. All
[15:55]
right. From Law Enforcement and
[15:57]
Judiciary Committee, we have
[15:58]
Resolution 55, 2025
[16:00]
to approve a request to apply
[16:02]
for Cooperative county and Ho
[16:03]
Chunk Nation law enforcement
[16:05]
program for tribal trust lands
[16:07]
within Sauk County.
[16:08]
>> Motion.
[16:09]
>> Second.
[16:10]
>> Motion by
[16:11]
Supervisor Alexander. Seconded
[16:12]
by Supervisor Pepper.
[16:13]
Supervisor Alexander, do you
[16:14]
care to speak
[16:15]
to your motion?
[16:16]
>> Thank you, Mr. Chairman.
[16:17]
This is an agreement with the
[16:18]
Ho Chunk Nation to provide
[16:19]
police enforcement and
[16:20]
cooperation
[16:22]
with them so they can apply
[16:23]
for funds to do that work that
[16:24]
we're doing already.
[16:26]
>> Thank you, Supervisor
[16:27]
Pepper. I'll speak to your
[16:30]
second chairman. I didn't hear
[16:32]
you. I talked over you. I know
[16:33]
that's rare.
[16:34]
>> No, thank you, Mr.
[16:35]
Chairman.
[16:36]
>> You're good.
[16:37]
>> All right.
[16:38]
Thank you. I can't believe I
[16:39]
gave him two cracks at that.
[16:42]
All right. Any other
[16:43]
supervisors care to speak to
[16:45]
Resolution 55, 2025, seeing
[16:47]
nobody in the queue
[16:48]
on the floor
[16:50]
for your consideration is
[16:52]
Resolution 55, 2025 to
[16:54]
to approve a request to apply
[16:55]
for Cooperative county and Ho
[16:57]
Chunk Nation law enforcement
[16:58]
program for tribal trust lands
[17:01]
within Sauk County. You may
[17:02]
vote on the resolution now. We
[17:09]
have 31 supervisors in favor.
[17:11]
Nobody in opposition.
[17:15]
Supervisor 55, 2025 has passed.
[17:17]
That brings us to item D from
[17:19]
Public Works and infrastructure
[17:21]
committee. Resolution 56,
[17:24]
2025, approving the county aid
[17:25]
for bridge construction OR
[17:26]
Wisconsin Statute 82.08.
[17:28]
>> Motion.
[17:29]
>> Second.
[17:30]
>> Motion by Supervisor Pepper.
[17:31]
Second by Supervisor Dorner.
[17:32]
Supervisor Pepper, you have the
[17:33]
floor.
[17:35]
>> Thank you, Mr. Chairman.
[17:36]
This is a program that we get
[17:37]
in every year with the state
[17:40]
of Wisconsin. We cost share
[17:42]
with our townships and help pay
[17:43]
for a percentage
[17:45]
of their bridge projects. And
[17:48]
it helps everybody out. Thank
[17:49]
you.
[17:51]
>> Thank you. Supervisor
[17:52]
Dorner, do you care to speak to
[17:53]
your second?
[17:54]
>> I would just add
[17:55]
that we also cost share
[17:57]
with the villages. This is
[17:59]
true.
[18:02]
>> All right. Any other
[18:03]
supervisors care to speak to
[18:06]
Resolution 56, 2025, seeing
[18:08]
nobody in the queue. Four year
[18:11]
considerations. Resolution
[18:12]
56, 2025, approving the county
[18:14]
aid for bridge construction
[18:15]
under Wisconsin Statute 82.08.
[18:18]
You may vote now. How
[18:27]
about that? We didn't have
[18:29]
anybody stuck. 31 in favor.
[18:31]
Nobody in opposition.
[18:33]
Resolution 56, 2025 has passed.
[18:36]
Passed. And that brings us to
[18:39]
Ordinance 5, 2025, an amendment
[18:41]
to Ordinance Section 6 of the
[18:42]
Sauk county ordinances related
[18:44]
to county highway access
[18:45]
control. Do we have a motion
[18:47]
to adopt?
[18:48]
>> Motion.
[18:49]
>> Second.
[18:50]
>> Motion by
[18:51]
Supervisor Pepper. Is there a
[18:53]
second? Second by Supervisor
[18:55]
Spencer. Supervisor Pepper, do
[18:56]
you care to speak
[18:58]
to your motion?
[18:59]
>> Thank you, Mr. Chairman. If
[19:01]
I try and explain it,
[19:03]
I'll mess it up. So if you have
[19:04]
any questions. I do believe the
[19:05]
highway commissioner is here
[19:09]
tonight. So thank you.
[19:11]
>> Supervisor Spencer, do you
[19:12]
care to speak
[19:13]
to your second?
[19:15]
>> All I can say is that this
[19:18]
will allow them
[19:19]
for access control onto county,
[19:21]
Beatty and other things
[19:23]
where 12 was turned over
[19:26]
to county trunk BD and stuff.
[19:30]
This will give the county more
[19:31]
control of access points
[19:36]
to the highway. So I hope I
[19:38]
didn't mess it up too bad.
[19:39]
>> And before I go
[19:40]
to Supervisor Dorner, just
[19:42]
for the record, everybody,
[19:43]
technically this was actually
[19:47]
done years ago. We're just now
[19:48]
getting around
[19:49]
to the paperwork, which is
[19:50]
somewhat common when we do
[19:51]
highway transfers with the
[19:52]
Department of Transportation.
[19:53]
Supervisor dorner.
[19:55]
>> Thank you, Mr. Chair.
[19:56]
And maybe just clarification
[19:58]
from our highway commissioner.
[20:00]
This just applies
[20:04]
to county trunk highway bd.
[20:06]
>> Is that correct, Pat?
[20:08]
>> Thank you. Any other
[20:11]
Questions regarding Ordinance
[20:12]
5, 2025? Seeing nobody
[20:15]
in the queue
[20:17]
for your consideration? Is
[20:19]
Ordinance 5, 2025 an amendment
[20:20]
to Ordinance Section 5, 6
[20:21]
of the Sauk county ordinances
[20:22]
related to county highway
[20:25]
access control? You may vote
[20:32]
on the resolution. Now we have
[20:33]
31 in favor with nobody
[20:34]
in opposition. Ordinance
[20:36]
Ordinance 5, 2025 has been
[20:40]
adopted. Brings us to item 18.
[20:41]
We don't have any referrals.
[20:42]
Item 19. Any new agenda items,
[20:44]
particularly those that may be
[20:47]
serious policy implications,
[20:49]
please
[20:50]
through the board rules,
[20:51]
direct them
[20:53]
to the administrator. On
[20:54]
to item number 20.
[20:55]
>> Motion.
[20:56]
>> Second.
[20:57]
>> Motion
[20:58]
by supervisor Klitsky. Second
[20:59]
by Supervisor Spencer B
[21:00]
to adjourn. All in favor say?
[21:01]
>> Aye.
