[0:32]
hey outboard members I've been provided
with a copy of the minutes of the last
[0:37]
meeting emotion will be entertained to
approve and accept the minutes of the
[0:42]
regular meeting of May 20th
23. and there are no
[0:49]
deletions or reflections
[0:54]
sure
[1:05]
Mr Hammer yes Mr Karate yes Mr Bruno yes
Mr facto yes Mr Randall yes
[1:16]
addresses
[1:20]
Mr Garson oh
wanted to come this evening and provide
[1:25]
some updates it's been on a little while
since you have all seen me
[1:30]
so um you know had some good news to to
report
[1:35]
posted the 2022 zba minutes received
those in their completion in a corrected
[1:41]
form
and was able to post all those up in the
[1:47]
previous months uh cleaned up some
postings on the site with the help of
[1:52]
Kevin we went through it was
noted that it was becoming clutter
[1:57]
cluttery and uh
some of the things like um for instance
[2:02]
there was like no planning board meeting
for June I had it scheduled to keep that
[2:08]
message up for all of June conceptually
or ideally it only needed to be up for
[2:12]
the first week because it would have the
planning meeting would have happened
[2:16]
that first week or whatever so um you
know little Corrections like that we put
[2:21]
into place
uh posted the music in the park parks
[2:25]
flyer you know that's all been updated
took the old one down posted the new one
[2:29]
that barb provided and uh still waiting
on some more I believe 175th events but
[2:37]
you know been posting minor things as as
I get it everything has been open up
[2:43]
in a timely manner
uh he did
[2:49]
approved uh last month there was an SSL
certificate which is the secure site
[2:55]
license certificate that was renewed uh
with approval of Kevin uh May 26th uh
[3:04]
in June it was informed to me that there
was some systems here at the town that
[3:10]
were having problems layer 8 was
contacted I worked with layer a on that
[3:14]
the
I'm not sure what the current status of
[3:19]
any of that is but the end decision from
layer 8 was that they were going to move
[3:23]
their email migration
and they had me contribute some of those
[3:28]
uh things that they needed from my side
I put those in place immediately and
[3:34]
responded back I haven't heard so I
don't I don't really know what the
[3:39]
status of that is
um we also communicated about the the
[3:45]
domain name which was part of the the
Old Homestead uh
[3:53]
subscription that
was approved months ago by Kevin to be
[3:59]
moved to an account just for Skyler
Falls that was done
[4:03]
Larry wanted to actually uh take over
the the domain name into their account
[4:09]
or into whatever they wanted to put it
in unfortunately that can't happen after
[4:14]
a migration that's not or a transfer
that's not my rule that's the
[4:20]
organization that monitors all that so
I I notified them of that but that's not
[4:26]
a problem I in the next few days I'll be
actually giving Kevin the information
[4:31]
and a sign off and layer actually can
have full access to the Skylar Falls
[4:36]
account that we created just for that so
they I mean they can still transfer
[4:40]
after 60 days if they want but there's
no no need to do so
[4:46]
uh
other than that
[4:51]
you know one of the the nice things it's
an issue it was a problem
[4:57]
um it's still being worked on but one of
the nice things is reg reached out with
[5:01]
a concern or an issue where he actually
found that the SSL certificate was
[5:04]
having a problem
and while the town has had issues before
[5:09]
where they said oh it's coming up
insecure and stuff I've never been able
[5:13]
to actually witness that because I can't
log in with the previous IT vendor they
[5:18]
wouldn't allow me any access privileged
access
[5:21]
what was nice about this situation is is
I could get in with Reggie's permission
[5:25]
and examine what the problem was
and in this case there uh what was
[5:32]
determined and it's in the vendor's
hands of the SSL cert and the and the
[5:37]
site software is that Firefox not Chrome
or Edge which is another version of
[5:43]
Chrome
um or any really any of the other
[5:46]
browsers but Firefox has a specific
issue
[5:51]
and it tailors itself with security
software so specifically like McAfee or
[5:58]
ecent in my case my company uses ESET I
don't have the issue because ESET passes
[6:04]
this identity concern that Firefox has
where other security software like
[6:10]
McAfee evidently has a concern and it
and the concern is simply that
[6:16]
there's a certain amount of data points
that it needs to validate for the
[6:21]
certificate to be valid
there's different versions and Brands
[6:25]
and it's all very technical but the
point being is that
[6:29]
according to firefox's standard
um it's not thinking that there's enough
[6:34]
points of validation
so we are still working on that uh thank
[6:40]
you reg for the opportunity to actually
fully look into that situation and have
[6:45]
access to be able to actually evaluate
it other than there's a problem because
[6:50]
as I uh had noted I went to all my
resources like digicert they have a
[6:55]
thing where they validate your SSL cert
and we got all check boxes saying
[7:00]
everything is good
so now
[7:05]
on to the uh less comfortable aspects of
what I'm here for tonight I had asked
[7:12]
Kevin for an opportunity to speak after
watching the last
[7:19]
um meeting the
work session
[7:23]
um of this town board
so
[7:27]
I was not impressed nor really
appreciated
[7:32]
anything that was said by certain
individuals of the Town board
[7:38]
I had a couple questions I would like to
ask of certain Town board members
[7:43]
just to get on record maybe an ID or
concept
[7:47]
of you know evaluating their concerns a
little bit more
[7:52]
by Ken Vern can I ask how many times do
you check your email have you ever
[7:56]
checked your Skyler Paul's email no
Mr perotti
[8:02]
I don't bother because that doesn't work
half the time
[8:05]
and you know that how somebody's
everything I hear from you what you hear
[8:09]
okay listen I'm not here to be
questioned neither are any of us we got
[8:12]
you got a five minute period to speak so
how about it okay thank you
[8:16]
I I you don't have to answer them I'm
just asking sure
[8:20]
do you ever check your email okay
how many times have
[8:26]
the board the ones I've specifically
mentioned karate Sherm and Vern how many
[8:32]
times have you guys reached out to me
with any concerns complaints or problems
[8:37]
outside this venue I personally never
have myself but we have through the
[8:43]
board through Kevin
and
[8:48]
I'm sorry Pat the way I look at it is I
am not happy with your services I'm not
[8:55]
going to pull any strings
I don't feel that things should have to
[9:00]
go a year and a half
to get things right
[9:05]
when you're a professional company
[9:09]
that's where I'm at
that's how I feel I have nothing
[9:13]
personally against you I don't like how
your company has handled the situation
[9:18]
here at the town I do that's where I'm
at I appreciate that I will address that
[9:23]
specifically what I appreciate that the
that the town and the board has allowed
[9:28]
me to do over this time is back in
January when the original concerns came
[9:33]
up there was uh the point that you know
I wasn't updating the site and wasn't
[9:40]
doing a lot of great things with the
site there was no content it wasn't
[9:43]
being updated and so on and so forth the
board had given me an opportunity to
[9:48]
prove myself and over the following
months through many hours of work and
[9:53]
following up with individuals I
obviously was able to capture that data
[9:58]
but the good news is is that I hope that
the public can actually see that the
[10:03]
problem really is at Northeastern
computer or myself personally but the
[10:07]
problem is actually with the the talent
itself
[10:11]
getting the content and the reason I
know that and I appreciate all the
[10:15]
information that you got Kevin you're
very busy this is not a fault but be
[10:20]
through your busyness it took Kevin over
three months to actually get me his
[10:24]
updates that he wanted for the site
that's just a fact to date I still
[10:29]
cannot get from Donna the actual 2023
meeting minutes and Kevin has sent at
[10:35]
least a half dozen requests and myself
now that has actually costed the ton of
[10:40]
money because I've actually come down
here with Kevin and actually did that
[10:44]
so what's been proven is is that I will
put in the effort and time and I have
[10:49]
and I know that's very uncomfortable to
hear
[10:51]
but the point being is if people don't
want something to succeed the
[10:56]
contribution is is they're not going to
succeed can I answer one of your things
[11:00]
yeah sure okay and you might not want to
hear this you came in last year and
[11:06]
downloaded all my minutes that I had on
my on my computer
[11:11]
Kevin was in my office with you and me I
was on my way out the door and you put
[11:16]
in it is yet to be on the website over a
year actually they've all been there for
[11:22]
2020. well they're not there right now
or they haven't been they have been for
[11:28]
months and it was actually validated by
Kevin himself about four months ago in
[11:32]
March
and the point being is I'm not even I
[11:35]
didn't talk about 2022.
I'm actually talking about 2023 January
[11:40]
February because the website hasn't been
up and running we I can't get on that
[11:44]
website okay there's training that needs
to be done
[11:49]
but I can't get you to email me what to
get to the website anyone can go to the
[11:54]
website right now again this is a
perfect example if you want to find a
[11:58]
problem you're going to find the problem
so you're fine you're making excuse and
[12:03]
finding problem the site has been up
there's other people on this board that
[12:07]
have went to this site Kevin talks to me
all the time about the site
[12:11]
Barb has been on the site
um The Code Enforcement officer's been
[12:16]
off the site
that Sam has been on the site he asked
[12:21]
me to pull some stuff up and down
so the point being is
[12:25]
the site's been up and I'm supposed to
do training but you guys are talking
[12:30]
about leaving the service so that's
perfectly fine I don't think you'd
[12:35]
probably want training at this point I
mean that's just a cost that doesn't
[12:38]
seem necessary so what I basically came
to to just to clear up to understand
[12:43]
because there was also an individual
like MD from the town
[12:48]
that contributed some idea that I would
be able to stay on and and work with a
[12:56]
new company and stuff like this I will
do exactly what my contract which I
[13:00]
don't actually have a yearly contract to
sign but I will still abide because my
[13:05]
company always does by exactly what my
contract says I will continue to support
[13:09]
this town the site will continue to be
maintained by my company until you guys
[13:14]
find someone else which you've stated
you're looking for
[13:19]
but I will say
upon being notified that I'm no longer
[13:23]
part of it I will give all the data
that's the the database tables and all
[13:29]
of the files that are underneath the
public directory over to them
[13:34]
but I'm not going to work for this other
company to help build out a new site for
[13:38]
another
organization it's offered that that was
[13:42]
brought up if I would do that
I won't do that but I will give you guys
[13:48]
everything that is yours and I will make
sure it's in a very Universal form and
[13:53]
I'll support you till then but I was
very disappointed
[13:56]
that individuals who don't even access
the resources
[14:01]
are taking people's words for it not
even knowing the underlying concerns of
[14:05]
problems
and yes you can't know everything but it
[14:09]
is the town council's responsibility to
then go and do research and beginning
[14:15]
and get a beginning understanding of
what's going on
[14:19]
and that should start with at least a
conversation
[14:23]
you know uh I'm the one that brought you
here in the first place and we I think
[14:28]
we've all been patient for the last year
and a half of whatever it is and I'm
[14:33]
just seeing where things haven't worked
out okay I agree so at that point I
[14:37]
think it's time instead of spinning our
Wheels to move on which is what we're
[14:42]
doing and I appreciate what you've done
uh
[14:47]
that's all I want I I agree and like I
said I will support you guys to the end
[14:52]
and you know so I I agree though it's
it's obvious that
[14:58]
it's not gentlemen exactly exactly so
but
[15:06]
um I just have a question like if when I
went on right now I still showing that
[15:11]
that issue exists on our website and
it's on my phone it's not just a can't
[15:18]
be just a Firefox down here because this
is my phone okay so that's an issue on
[15:24]
the website itself and that's been going
on for a couple weeks now I I do
[15:29]
apologize because I did say two weeks
last time we were here for the work
[15:33]
session and it was going into the second
week
[15:37]
because it has been since the previous
two so it wasn't a full two weeks
[15:42]
um as far as the training
you know that would I think solved a lot
[15:47]
of issues
um I guess you know so that I wasn't in
[15:52]
the middle of it and trying to juggle
your schedule with their schedule I
[15:56]
asked that you reach out to them I know
that Sammy has reached out to you a
[16:01]
couple different times and I don't know
what happened there where you just
[16:05]
didn't hook up or whatever and I know
um our codes enforce them out so I also
[16:09]
won the training so that he could get on
there because there's a bunch of stuff
[16:13]
that he needs to put on there
um one of the things that I talked to
[16:16]
Donna about you're right I've talked to
her several times over the last couple
[16:19]
of months but um Donna was under the
impression that we were going to get the
[16:24]
training so that we wouldn't have to pay
you 15 minute blocks as long as I took
[16:28]
if she had the access to put the minutes
on and that stuff on her own actually
[16:35]
we'll be paying you like 15 minute
blocks or whatever it is you know how
[16:39]
long that took
um
[16:42]
last time I was able to go on there you
did get my message up but I didn't see
[16:47]
any of the updates on the projects that
I had sent here there's a whole um new
[16:54]
page I know you said you were working on
that I cannot get on this thing but
[17:00]
um
that that had all the updates of all the
[17:03]
major so what's weird is and again this
is this is good information to have I'm
[17:08]
not sure do you have Android or Apple
that's Apple okay so Apple
[17:14]
that must be Safari browser so maybe
there's an issue with Safari I'm
[17:18]
actually on the site there's a little
lock and secure and I'm here right now
[17:22]
right so there's there's something going
on but obviously then because you're the
[17:26]
administrator that wouldn't make a
difference on one of us
[17:31]
no not at all I'm just asking because I
don't know everything yeah no I agree so
[17:37]
I just wanna but what I can tell you is
uh all of your projects and I believe I
[17:42]
sent you a notification of when they
were up but they're underneath resources
[17:46]
and there's a page called capital
projects and all of them are there from
[17:50]
the Morrisonville water district
Improvement
[17:53]
to the Macy Lane uh Rickson Avenue
Recreation splash pad and Highway garage
[18:01]
floor and water containment system
and that's under capital projects you
[18:06]
say yes resources
so that's where resources is where jceo
[18:11]
the CBD Grant careers in media are
there's also a capital projects page now
[18:17]
and that's where all of those updates
were and I believe per your request
[18:22]
because we didn't want to just put them
on the supervisor page right I didn't
[18:25]
want them on supervisor place I didn't
want to fill up that first stage like
[18:29]
overwhelming information
um yeah and then um the other question I
[18:36]
I had I I never get any
um feedback
[18:40]
I heard through rumor that should should
the motor mve job opportunity or Meo I
[18:47]
guess
should that be pulled yeah you can take
[18:50]
that one down because it got filled
about two weeks ago or two or three
[18:54]
weeks ago okay yeah I just there was no
um
[18:58]
no work to pull that it was just on
there yeah no if you take that one down
[19:03]
because all those jobs have been filled
now up at the highway garage
[19:10]
now Patrick in terms of
the minutes of 22
[19:16]
and 23.
and I tried to access them and couldn't
[19:21]
obviously
so the uh can we get the 22 back up yeah
[19:28]
the public underneath public records
right down okay I am you can see that
[19:33]
there's the regular meeting agendas yep
uh that's all for 2022 well from October
[19:39]
of 2022 to tonight
uh regular meeting minutes for February
[19:45]
of 2022 through December 27th
so those are the regular meeting minutes
[19:50]
for last year that was requested the
only thing I have from the planning
[19:54]
board that was ever given to me was a
planning board agenda for April 4th of
[19:59]
2023.
I have no meeting minutes for any of
[20:03]
those
I have a zoning board of appeals meeting
[20:06]
agendas for this year but no minutes
but up there is the full list of 2022
[20:13]
meeting minutes for zba after being
corrected that I received his name
[20:19]
thanks
[20:26]
uh I probably get 40 to 50 emails a day
all right
[20:32]
I get him before school an employer I'll
Track Betting
[20:37]
airborne
Tom Skylar Falls Idaho and maybe it's
[20:42]
because I'm just old and don't I'm not
capable but I've never gotten any
[20:47]
notification anyway of other than I
guess if I went on I don't even know
[20:53]
what my email address is I get calls
from people I get texts from people
[20:58]
yeah that that actually had to be set up
on your phone remember we're set up I'll
[21:04]
make one you can't get it I don't think
it was said I thought you had nothing
[21:06]
more to do with emails I I first off
setting up any of that even on the
[21:12]
computers here I did it once yeah this
is back
[21:17]
August of last year but other than that
we had issues because some of those
[21:22]
never even worked I didn't have
privileged access that's your I.T
[21:27]
company you need to have admin access
for certain things certain things that
[21:31]
were going on the way it was configured
stuff like this I've never had that I
[21:35]
tried to set it up to the best of my
ability on all the systems that I could
[21:38]
believe it or not the older systems work
better
[21:41]
I set it up on phones for the people who
were here that had their phone that
[21:45]
wanted me to set them up I think I set
it up for you reg I set it up for you
[21:49]
Kevin when we took pictures
but that's an I.T responsibility
[21:55]
and I was told
stay back and also
[21:59]
uh part of the new contract to my
understanding with layer eight I was
[22:04]
told that emails
like that's that's them they're it's
[22:07]
going with Microsoft or something like
this well I guess I just think it's an
[22:11]
unfair question because you're asking
Vern if you ever checked his email I
[22:15]
never checked mine I can't get them I
mean where else am I going to get them
[22:18]
right you ever get any
so actually uh besides for Mike who was
[22:23]
uh gone during the winter time when I
actually handed it out everyone was
[22:27]
given a piece of paper that actually was
like a letter that had your login
[22:32]
credentials and all of the server
information
[22:34]
it was handed out actually at the board
meeting
[22:39]
I don't know whatever happened to that
yeah
[22:42]
mine was working until that last issue
with layer eight and it quit working
[22:49]
no
I can't really blame you for an email
[22:52]
you've got nothing more to do with it
[23:04]
I think two or three days with them to
try to get the information they needed
[23:09]
and the domain was part of it because I
was getting told from them that you
[23:13]
didn't want to give the name once I
talked to you you said you had no
[23:17]
problem doing that you just wanted us to
sign up for him a waiver of liability
[23:22]
that you no longer were in charge of it
and had the domain and uh
[23:28]
there's one other thing
very specifically to what you just said
[23:32]
I I can provide the board with the email
from that I had with Brian but it was
[23:38]
never that I was unwilling it was that I
was uncertain if that was going to be
[23:42]
transferred because that that's the
website it's not used internal to hear
[23:46]
it was just for the website but that's
also at the same email that I had stated
[23:51]
that it doesn't really matter because
the town owns the account now it was
[23:55]
moved from Rick Potter's account and we
put it into your own so I said once that
[24:01]
transfer is done I'm gonna have at it
like so it never was an unwillingness
[24:07]
um
I just want to make that clear no I got
[24:10]
several texts and emails back and forth
from us saying that you're willing to do
[24:14]
that as long as you're relieve the
liability before Oh the other thing is
[24:18]
you said you wanted something in there
you wanted your passwords removed so
[24:21]
that you couldn't have access
and that would protect you in case they
[24:27]
said okay because you had to have any
Privileges and a password yeah so I knew
[24:32]
it would come to me but those are two
things but uh yeah they've been uh they
[24:37]
had me plug in some
I I believe it's uh account validation
[24:42]
or verification for Microsoft so the
process I started I I don't know what
[24:48]
yeah you were supposed to send me the
domain and the domain information or the
[24:55]
house or excuse me the user word and
then I asked you to send me the password
[25:00]
separately in a text so that all that
information was in one electronic email
[25:06]
first off I I
I I understood what they were saying
[25:10]
there and the password will be brought
to you in text separate or even but it
[25:15]
was going to be a paper and that's
exactly right it was yeah just so that
[25:18]
they didn't have the full somebody
hacked it they didn't get the full keys
[25:22]
to the kingdom exactly right there I
mean on that too and I know they've been
[25:27]
waiting on that so that they can do
whatever they got to do and then if if I
[25:30]
can just to finally address your last
concern there term which was again I
[25:36]
will only state like
you obviously became aware that you had
[25:41]
an email address uh it's also posted on
the website
[25:45]
if there was any concern or you needed
it hooked up to your phone
[25:48]
even if it wasn't me that was going to
do it
[25:51]
you could have reached out right and
asked the question
[25:57]
seriously I mean I just assumed that so
that is it fair to say that you don't
[26:02]
visit the website
because it has been posted you know what
[26:06]
the last time I looked at the website it
said unsecured website and I said
[26:12]
well guess I'm not gonna go on this
remember and I never went back
[26:16]
I'm just being truthful
[26:20]
mine does the same thing instead of my
computer down here
[26:24]
um if
it works on Android what do you got
[26:27]
purple iPhone too anybody got an Android
hey does yours come up on your hands so
[26:34]
it's something my iPhone stuff then all
right and like I said I don't understand
[26:39]
all the computer Windows stuff so I just
looked at that and said it's not coming
[26:45]
up yeah and again I use the validation
tools that I have they gave thumbs up I
[26:51]
have screenshots of those and also like
I said my systems work fine
[26:56]
um we test with
the latest versions of like Edge and
[27:01]
Chrome
um some companies go as far as to State
[27:05]
like your best put on a website best
user experience if viewed in Chrome or
[27:10]
Edge
um
[27:12]
there's not usually a need to do that
this is kind of a weird situation though
[27:17]
because you do get that warning which
kind of is a halter to say hey what's
[27:21]
going on
um it's it's very weird I have not
[27:25]
experienced a specific issue before so I
have reached out to the vendor
[27:30]
now that I actually have data I was able
to take screenshots was able to validate
[27:35]
someone reached out
I have sent that on they are looking
[27:39]
into it and working on it so and that
started in just two days
[27:45]
a less important question
[27:49]
the Facebook page that you set up under
town of Schuyler Falls
[27:55]
that's operational who is the
administrator of that well you actually
[28:01]
bring up a very good point
um right now so if I presented this back
[28:07]
to the board a while back the old
website or the old Facebook page Rick
[28:13]
podiker was the sole administrator of
his account got hacked and we've lost
[28:18]
access
could the town work to get access back
[28:23]
yes that's a lengthy process
um probably costly with lawyers getting
[28:29]
involved to send certified letters or
whatever what we chose to do is create a
[28:35]
new one at this time I am still our
company is the only one I have I
[28:41]
actually this was a while back and it
was only verbal no no written
[28:45]
communication I had to talk to you
briefly about like needing to get more
[28:49]
people on there we maybe talked about
adding your personal Facebook account
[28:53]
what it is is the way Facebook works is
you take your personal Facebook account
[28:58]
like it's it's your identity it's kind
of like your username
[29:02]
and that gets attached to a business
page so like the Skylar Falls page
[29:09]
the only problem is it's got to be
accepted and it's got to be accepted in
[29:13]
a certain amount of time so there should
be more than just my company on there
[29:19]
um so Kevin I think that would obviously
should be at least you but I was
[29:24]
thinking uh the dish was off of just how
some stuff goes maybe Barb would be a
[29:29]
backup or someone on the town board like
there should be Multiple List I best
[29:35]
practice is at least three people but I
don't have three people to
[29:41]
assign it to
[29:45]
all right but right now you uh you're
like the administrator yeah right yeah
[29:50]
oh you know and then we make posters you
got no problem giving us that so we can
[29:55]
figure out what the heck to do with that
yeah
[29:59]
you might notice that the town meetings
that are being recorded on this
[30:06]
all of a sudden don't appear on our
Facebook page
[30:11]
there's many people that
not to be critical of you Mr donut but
[30:17]
there's a lot of people who rely on this
to watch an official more an official
[30:23]
site right here
that the child board is responsible for
[30:27]
so
are you involved in that at 100
[30:33]
um
and I can take full blame on that
[30:36]
because it seems to be a touchy subject
on cost
[30:40]
but it requires me to log into that
system right there it's also in in flux
[30:45]
because of uh the transfer of
I.T companies but with the way normal
[30:51]
process is whether I'm here physically
sometimes I've been here physically and
[30:54]
done it so I'd rather have to come down
or I would remote in remotely with
[30:59]
permission
and so that hasn't been done yeah though
[31:04]
the way that we set it up is after the
meeting I plug it into my office I leave
[31:09]
it up and open so you can go in on it so
I've been doing that right along so
[31:13]
maybe it was an oversight you know on
here and that you weren't pulling it off
[31:17]
anymore
[31:20]
I assume you were still doing that so I
just know that there was questions about
[31:25]
the amount of time spent
well I never hit you with cost unless
[31:30]
you I'm running through yeah okay
you know because the first time I closed
[31:35]
the book and you're like no I can't do
it once you close it it shuts it down so
[31:38]
that is that is correct sometimes I
leave it open and plug it in and that
[31:44]
way you said you could remote so along
this cost of that and pulling that is
[31:48]
not a not a factor I can do that after
this meeting tonight when he plugs it in
[31:52]
oh great how much does it cost
[31:57]
whatever time it takes for for YouTube
to upload I create a custom
[32:03]
page front
it usually takes depending on how long
[32:08]
these meetings last between 15 minutes
and 30 minutes to do for each meeting I
[32:14]
think there's three meetings that need
to be posted
[32:19]
Richard I I looked at the meeting the
other day uh
[32:22]
on YouTube that was posted or that you
took
[32:27]
as I said Richard donor
it was posted by the Rick Hazen maybe
[32:34]
do you have the word professional award
session and I
[32:38]
and a meeting
did he share it or something or I don't
[32:43]
know it came up oh I know what it is
see there's as you know deck there's two
[32:49]
sites yeah one of them is called you had
named it s f times
[32:55]
the asset times
is public
[32:59]
so when he ends up posting a meeting on
S F times
[33:04]
it can be shared anyone can share it
so I think that's what you mean it could
[33:11]
be I mean it's a public site the
difference is is you can definitely tell
[33:16]
the two videos apart because this has a
360 view yes 180 up top and a split move
[33:22]
180 below where with his camera he's
pointed it towards us there's a smaller
[33:29]
viewing angle and then he directs it so
you can easily decipher which ones are
[33:33]
Pub the the town sponsored ones versus
which ones are not they didn't need in
[33:38]
any case let's get an alcohol that's
what we want it's getting out there all
[33:45]
right
so
[33:47]
once again there was concern of cost is
there a concern of cost
[33:52]
he just brought up a concern of problems
so how much is it you told someone to
[33:57]
take what's the cost if the contract was
100 an hour
[34:03]
and if it takes
how long it specifically takes me
[34:06]
there's no guarantee how long can you
tell me how long you're going to talk
[34:09]
here tonight it's around 15 to 30
minutes
[34:13]
per video
you're talking there's three videos that
[34:17]
were behind them so an hour and a half
maybe if you're if you're saying am I
[34:22]
going to give you an actual number here
no because I can't all part of it so
[34:26]
well but like you're saying so our work
session our last work session was two
[34:30]
and a half hours I think
it's a pretty lengthy one yes
[34:36]
so you're talking 250 dollars
no no no it doesn't take not how long
[34:43]
the video is it takes it takes about 50
it depends on how fast yeah and the
[34:48]
internet connection can upload it to you
so it's only a fraction of like 15
[34:53]
minutes to 30 minutes to get it uploaded
and get everything attached to it so no
[34:57]
it's not the length of the meeting oh
okay but the length of the meeting
[35:01]
determines how big the file is which
determines how long it takes to push it
[35:06]
up okay so why is it something that we
could do from here to get it on the site
[35:12]
just like our minutes remember we talked
about that and it was going to cost yeah
[35:17]
we don't have any admin credentials
right now well the good news is is
[35:21]
YouTube again if you have an account
with YouTube I can give you permission
[35:26]
and you guys can post it yourself
and that actually has nothing to do with
[35:30]
the website whatsoever so right if you
want to post
[35:34]
go for that that that I mean that's
using YouTube Just like Facebook if
[35:38]
anyone wants to do the posting of the
meeting minutes that I put on Facebook
[35:42]
or on the website until you get the
training and credentials of that so
[35:46]
which which you want uh gladly take take
the copy of the PDF agenda
[35:53]
and put it over on Facebook I can give
anybody that wants to give me their
[35:57]
Facebook credential well that wants to
be accepted
[36:01]
to the Schuyler Falls page I can give
you access and you can be posting your
[36:05]
own material so you set that up for the
town
[36:10]
that's correct and YouTube as well right
so
[36:15]
is there
as long as you're saying you give us
[36:19]
that so the way it works is again you
have a personal account so you sign up
[36:25]
for a YouTube account sure and you can
sign up for a YouTube account and then
[36:29]
my personal account which I I don't ever
need to give you credentials for I'm the
[36:34]
one that set up the Skyler Falls page so
that I send you an invite to join that
[36:40]
as an administrator I give Sherm or reg
or Mike or Vern Donna uh the access to
[36:48]
from your personal account to that page
and then as an administrator you have
[36:53]
the right to remove people you have a
right to remember to add new people you
[36:57]
can remove videos add videos
[37:01]
but there's no there's no like single
credential that I give you guys to give
[37:06]
get access
nor is there that way for Facebook it's
[37:10]
it's you take your personal account I
invite you and then you never have to
[37:14]
share any credentials it's it's much
more secure
[37:18]
that's how they do it today
[37:30]
and we'll gladly gladly do that
all right so if I contact you'll put a
[37:37]
couple of us on
as admin could I go on now I'm
[37:42]
experienced I don't care who it is
okay did you have a website before
[37:54]
you know I had a website
[37:57]
no he took it over
the qualifications are high there
[38:06]
so
please be a stickler am I to post the
[38:11]
videos and spend the money or am I just
going to show somebody
[38:15]
what do we want to do because this is
this is also a point of contention on on
[38:20]
how fast material gets up is if I have
to ask for permission or approval every
[38:25]
time there's obviously a delay right but
you didn't have to before it was our
[38:30]
verbal that you were just doing that's
why I continue to leave it open on my
[38:34]
little round table back there every time
we had to meet
[38:40]
is there anybody that doesn't want it
both
[38:43]
okay go ahead and catch yourself perfect
as far as I knew I thought there was
[38:48]
something going on with it
now getting back to the email thing
[38:53]
quick question for you who is doing
email now because I was in
[38:59]
Vermont Hospital in intensive care for
the three weeks when you did the
[39:04]
training
I'm not even been set up
[39:08]
don't have a cool who to set up you
they're saying you're not doing that
[39:12]
anymore they're saying somebody else's
Foods
[39:16]
I don't know I don't know what the
current status is I I have submitted per
[39:22]
layer AIDS request specific information
that says that's transferring if it
[39:27]
hasn't yet
then I guess it would still be me but I
[39:32]
I I don't know that's
I can add you I can give you
[39:36]
instructions and if it doesn't work
that's going to tell you
[39:39]
that it's not on my server anymore
because that means it would be
[39:42]
validating with someone else's but again
until they get that
[39:47]
admin information that we had discussed
about a week week ago or so
[39:52]
um that was what I understood later
[39:57]
yeah that's that should not be linked
down for the actual transfer of email
[40:01]
that's just it's a happiness the domain
so when you're saying you can copy to
[40:07]
copy the what the emails and
I they don't have they
[40:14]
haven't told me anything about what
their plans are I have no idea again I
[40:20]
can't I can't speak to
so I just know you were working with
[40:24]
them for two or three days like yeah
what I did was uh they first approached
[40:28]
me about the SSL cert
I assisted by re-pushing that out
[40:33]
and it semi worked but they still were
seeing something that they didn't want
[40:38]
to see
so I said I'd push it out again
[40:42]
upon pushing it out again I created
another issue and that took another day
[40:49]
full day to resolve so that's when I
notified you that
[40:54]
attempting to to push this certificate
out multiple times was forcing it out
[40:59]
multiple times was was just not not
working so that's all I did with them
[41:05]
was certificate and they gave me a
validation code to plug in so that
[41:11]
Microsoft could validate that skyr falls
truly wanted to go to Microsoft accounts
[41:18]
so a lot we're I'm still having that
issue and I think you get that
[41:25]
message and yeah we're gonna go on an
unsecure
[41:31]
whatever it is I was told by and that's
the first I'm hearing about I asked
[41:36]
layer eight layer eight had said
all the emails are working they just
[41:42]
they're going to transfer it off that's
what they said hey whose name is that
[41:45]
certificate in yours earlier
[41:51]
the only thing that's has my name on it
is the technical contact
[41:56]
um in the information
[42:01]
but no it's actually the person is Kevin
because he's
[42:07]
but yeah it says Skype the company
[42:12]
so Vern if you would like you can reach
out to me we can schedule that we can
[42:17]
get it set up on your phone
gladly gladly will do that
[42:22]
um phones I I don't really have a
problem with I I guess the question
[42:26]
would be is that is that overstepping I
don't know
[42:30]
um I know I can't work on any of the the
town systems because of the security it
[42:36]
requires enhanced security and I've
never been able to get that so you get
[42:41]
weird issues like certain folders aren't
created like delete box and stuff or
[42:46]
sent or junk mail
um so it doesn't work well so that
[42:50]
should be any Town owned system should
be done by the IIT company but I can
[42:56]
assist easily with any other with phones
or with personal systems so as far as
[43:03]
the domain information that's needed you
can take care of that tomorrow so I can
[43:08]
then it'll be on layering then I can
hold them under the thumb
[43:13]
they're telling me they need that stuff
to go on and go there you go so the
[43:19]
company you can take care of I'd just
like to say thanks for cooperating with
[43:22]
Larry yeah that was super helpful for
sure yeah I think they've been very easy
[43:29]
and very good to work with so
[43:32]
our first conversations once I got
jumped on board I appreciate everything
[43:36]
you do with them
um but yeah
[43:39]
uh Howard go ahead where are we as
apartment heads as far as still getting
[43:45]
training for the website are we on hold
are we still going forward with that
[43:51]
well being that
um
[43:55]
he's in a middle of a transfer
um
[44:00]
I don't know is that something you need
if it's something you need immediately
[44:04]
and you can work something out with that
to get what you need to get on there
[44:11]
um I don't have a problem one on the
board but I don't have a problem with
[44:15]
what a half hour probably 20 minutes
maybe
[44:27]
you know what I'm saying all right
that's what we had talked about in
[44:31]
previous conversations is probably a
half hour
[44:35]
worker training to get somebody up to
speed on using their part for the
[44:40]
website and I know you've always had a
concern about
[44:44]
how much privilege to give them so that
they don't do something somewhere else
[44:49]
that may take you three hours to fix so
yeah
[44:55]
right so you know but to get him so that
he can use it and put some information
[45:03]
on there in some of his forms and some
of that stuff
[45:14]
we take training now with that will that
go forward after the transition that the
[45:20]
training would be the same for them
website after that depends on uh the
[45:27]
carrier and what they set up for a
website so I can't answer that because I
[45:33]
have no idea whether you know uh errors
would be the same as what what parts is
[45:41]
right now you'd have to have the
definite details in order for that to be
[45:47]
is everything the way I understand yours
is all programmed more like a programmer
[45:53]
one that just I'm going months back now
when we're looking at everybody and you
[45:58]
ended up staying on uh that was one of
the differentiations
[46:03]
you remember great yeah let me just
summarize real quick a lot of websites
[46:08]
including like North Shore which you
guys were looking at before they use a
[46:12]
WordPress template WordPress is a a
basically an underlying site that you
[46:19]
can be customized and
this site is not that this site is very
[46:24]
specific to government organizations
right and their needs and it's more on
[46:29]
the programmer side of things you have
to understand it to do it where the
[46:32]
other is more like a
lack of a better term because I'm not a
[46:36]
an engineer in this stuff but more like
a windows program if you click in
[46:41]
templates right yeah click and play so
it's easier and everyone's here for the
[46:46]
lay guy or girl could use then
somebody that
[46:50]
knows Dallas
[46:54]
yeah it's very specific to the vendor so
yeah
[46:58]
well is anybody got anything else no
I appreciate you coming in and
[47:04]
appreciate everything you did so far
thank you for your time and
[47:08]
we'll be in touch with you all ready
thank you
[47:19]
all right so that was our addressee um
after the last work session we did
[47:25]
decide to
um because of the
[47:28]
the ask of the residents to do public
forum at the beginning
[47:34]
so that's next if anybody for public
forum has anything they'd like to ask
[47:40]
again I highly advise if you're going to
ask the board questions that you have a
[47:46]
written responsible down so you can hand
it to us so that we can get the
[47:51]
information
or questions to your information
[47:57]
sheet questions or we can have a
resolution to enact that yeah I don't
[48:01]
have to because I looked at it through
it and uh there is there is no other
[48:07]
than our agenda there is no time in here
that says that we have to do anything
[48:13]
in a particular order all the states in
there is that we do allow for all the
[48:19]
form
and that was uh the Revolutionary fast
[48:23]
right
so like I said it's always an open for
[48:26]
discussion right now what's open for
discussion this change
[48:31]
yeah we've all we did is changed the
agenda the agenda was posted right on
[48:36]
the website but then I I had made a
statement at the work session it was my
[48:42]
request that any residents
they might attend a meeting and gain
[48:48]
information and at the end of the
meeting they might
[48:51]
want to address the board about things
they've learned during the meeting
[48:56]
so I was hoping
that
[48:59]
the audience would be open to address
the board at the beginning
[49:04]
and at the end
or or one or the other if they want to
[49:09]
address the board at the beginning of
the meeting
[49:13]
they they might prefer to address the
board at the end of the meeting there's
[49:17]
an option for that in the guidelines
right yeah
[49:22]
H and I are still in there the the
second address see if it's from the same
[49:27]
person Shawn just has a vote from them
perfect okay okay all right good so we
[49:34]
didn't have to change anything that's
why we didn't have to do a new
[49:36]
resolution because when we did the rules
we had never put in there specifically
[49:43]
when they apply okay so we can change
the order yeah and we'll see how it goes
[49:50]
so again is there anybody for a public
phone
[49:53]
well I'd like the suggestion that Howard
made last time at the work session that
[49:58]
if you're unable to stay for the whole
meeting that you put a sign up sheet up
[50:02]
there and allowing the speak and keep
the public forum at the end yep there is
[50:07]
a sign up sheet up there did you sign
that to speak tonight for the bikes on
[50:12]
yeah so that's that's what that's there
for that gives us an attendance and if
[50:18]
you want to speak that's why I looked at
it before I went out and see if it
[50:21]
written on there but other than your
names but yeah if you got something
[50:25]
specific that you want to address I
covered that last me also saying that at
[50:32]
least I don't if I don't know who you
are at least I can call you by name
[50:36]
I didn't say hey you or whatever you
know so so if I could so Richard you're
[50:44]
you're basically saying the way it's
always been
[50:48]
I think that was done by resolution was
that addresses like like pack as long as
[50:54]
you sign up or sign a paper and say you
want to address the board you can come
[51:00]
in before we all sit here for the whole
meeting and you have a specific thing to
[51:05]
address the board
you address the board and then if you
[51:08]
want to leave that's fine I know back a
hundred years ago when I was on the
[51:12]
board what the problem was is that
people prefer to
[51:18]
be able to talk in the beginning that's
why we had said well if you had some
[51:21]
specific one to talk about absolutely
and that way you don't have to sit
[51:26]
through the whole meeting because some
people don't want to go through this in
[51:31]
the in the beginning of nine o'clock at
night right because they want to they
[51:35]
want to come in and hear the meeting but
they don't want to hear all the
[51:39]
the public forum so after the meeting
and then it goes to public forum if they
[51:44]
don't have anything to address the board
with they can get up and leave they're
[51:47]
not going to miss any part of the
meeting right so it's always been that
[51:51]
anyone can address the board
just write it down and that way too like
[51:56]
Kevin was saying we can we can know
ahead of time that Richard donor is
[52:01]
going to ask such and such
if we want to the sooner we know about
[52:05]
it the more we can research and have an
answer for you
[52:08]
instead of you know like I ran out the
cuff and then you say I don't know the
[52:12]
answer Kevin's done this before he
doesn't know the answer he's not going
[52:16]
to give you the wrong answer and he
won't get the answer until the next
[52:19]
meeting anyway so
so I guess we're back to the beginning
[52:23]
here
was it your
[52:26]
misunderstanding of how we did stuff why
we were asking to do it prior
[52:33]
because we've we've always allowed that
as a Gussy the only thing we ever asked
[52:37]
is an addressee is that you give us your
name
[52:41]
and some kind of subject you don't you
know we've never held anybody to the
[52:45]
subject matter but again a name so we
can say hey I do have you know several
[52:51]
addresses at one addressee or three
addresses and then they talk just like
[52:55]
Mr Garcia if you look at the agenda in
the night that's what he asked that's
[53:00]
why he's under aggressive
no I didn't know that you could sign up
[53:04]
prior to the meeting you don't even have
to sign up the way it was all you had to
[53:08]
do is let one of us know you know what
I'm saying
[53:11]
yeah let the Town Park know so because
she does the agenda so if you let Donna
[53:17]
know she had the information ahead of
time to put the right people on there in
[53:22]
their names
and then my head's up on what's talking
[53:25]
about is nice and I've always said I
don't want to sit up here while somebody
[53:30]
fires 15 questions at me especially if
they don't give me time to answer you
[53:34]
know sometimes it's been a past practice
in here by some people when they're
[53:39]
doing that that they want everything out
on the record well I'll tell you right
[53:43]
now I don't take shorthand I don't maybe
nothing you don't either I was going to
[53:48]
say other than Donna she might be the
only one develop you know record that
[53:51]
that fast so I always say hey please if
you're going to do that give me a
[53:56]
written response to all those as your
questions are and then I will do my best
[54:01]
to find you the answers but if you just
want to sit here and fire stuff out of
[54:05]
me I can't answer that because you know
I can maybe remember two or three in a
[54:10]
row when we get into five six seven and
eight I'm going to lose what the first
[54:13]
two or three were and I can't write that
fast so but yeah you know it's either
[54:18]
way
uh this board apparently doesn't matter
[54:22]
to them because I discussed that at the
work session whether they want to move
[54:26]
the public forum up front uh really it's
no
[54:31]
no matter to me or where you want to do
it and I know we're never going to
[54:35]
please everybody because
like Sharon said some people just want
[54:40]
to hear the meeting and that's what
they're here for because a topic that's
[54:43]
being brought up they're concerned about
or would like information on and some
[54:48]
people are here just because they have
an issue that they would like to ask the
[54:52]
board and get a response so it's a half
a medium you know we're never going to
[54:57]
get everybody to be totally happy but
like I said it was at the uh the
[55:03]
response that we had got from the people
that do show up down here to the town
[55:07]
meetings and she's the same people that
care
[55:11]
enough to show up and and find out
what's going on they they had asked to
[55:17]
do the public forum at the beginning so
it was a simple agenda that's all it was
[55:23]
at this time
but it
[55:26]
we can leave it the way it was if
everybody's in agreement in the audience
[55:30]
that you know
you can always do like I say the
[55:35]
addresses and then we can do the public
forum at the end but either way it's
[55:39]
coming it's letter H and I
[55:43]
sorry
[55:47]
so where we're at well no I actually I I
think it's just a general
[55:52]
opinion of
the audience I mean we're here today
[55:57]
because of you guys I mean so whatever
whatever works for you but we kind of
[56:02]
try to want to work it with everybody so
other than Rock who had
[56:08]
that was his concern Jason said dad I
don't want to sit here all night so I
[56:12]
can be hurt
um
[56:15]
5 000 people in this town
hear from everybody
[56:19]
it's not uh um this is not a major
concern that I get with that phone ring
[56:25]
enough in the other room I'm just trying
to
[56:29]
please the committee that shows up here
every day for each of the work sessions
[56:34]
and their regular one for me so there's
always been addresses forever since I've
[56:40]
been here to address these and and if
like if somebody comes in and wants to
[56:46]
ask Mike about a road they called ahead
of time and this way Mike can do his
[56:51]
research and address it and it's always
been that way in public forum normally
[56:57]
because people want to hear what's going
on in the meeting and then they talk
[57:01]
about well I you know I heard this blah
blah blah but addresses have always been
[57:06]
there public forum has always been there
not that it can't be changed but now you
[57:10]
have addresses public forum
same thing
[57:19]
so what's your pleasure
[57:23]
you could sign up in advance I'd like to
see the public forum stay at the end so
[57:28]
if you have any questions about what
happened at the meeting you don't have
[57:32]
to wait 30 days to ask that question
right
[57:36]
just throw that as a general question
without anybody else got any opinion on
[57:40]
it
I bite my tongue sometimes I agree about
[57:45]
Richard because
a lot of what I asked is brought up from
[57:52]
the meetings
[57:57]
for some yes there are some instances
public form and there's going to be some
[58:02]
instances addresses yeah but I agree
with letting you guys know as soon as
[58:07]
possible ahead of time if it's an
addressee try to so you can get the
[58:11]
information so like I said um one of the
biggest I guess was Jason because Jason
[58:18]
Goes if I got a question on resolution
21-86 and you're already done the
[58:25]
resolution and then you do public forum
at the end I don't ever get to tell you
[58:29]
my opinion of it or you know so like I
say but uh in that case he can still
[58:36]
asked to be addressed at the beginning
of the meeting yeah so no go ahead go
[58:41]
ahead no it's how many days ahead should
somebody call or bring a letter in or it
[58:46]
would I don't want to speak for Don
because she doesn't agree but we usually
[58:49]
finish the agenda about 24 hours in
advance it'd be nice to know like before
[58:53]
24 hours and it's a little more than
that because we won't close at four
[58:57]
o'clock so you know if you give it the
business day
[59:06]
no because you know we can always answer
it Rick and a lot of times to be honest
[59:11]
with you I don't have all the answers
you know what I mean so I might come
[59:15]
here use my ass on my might tell you
that hey I gotta research that right it
[59:20]
should be like that yeah I gotta
research it before I give you a definite
[59:23]
I don't want to give you that wrong
information I'd rather make sure that
[59:26]
and I hate I hate to put our town
attorney on the spot like that without
[59:30]
him having a chance to uh refresh his
recollection or do any research so you
[59:35]
know it works out much better if we do
have a responsible or written response
[59:39]
so something simple actually you know
what I mean but some of the stuff that
[59:44]
like when Mike MD was firing question
after question that's the question I'm
[59:49]
like I can't some of that I know some of
it I don't know I'm real not a big Tech
[59:53]
guy but that's where it's nice where
they write it down and I'll do my best
[59:57]
book
does that work for you by the way okay
[1:00:03]
not well like for instance Pat Garza how
long ago did you know
[1:00:10]
Thursday yes about a week in advance and
he's you know kind of a business
[1:00:14]
associate 24 hours works for you though
yeah I mean it works yeah for him yeah
[1:00:20]
we don't do the agenda agenda yeah we
have to put the agenda
[1:00:25]
no best cases okay we try to get the
agenda out 24 hours in advance if it's
[1:00:30]
not you know practical because we're
still working on some or you know
[1:00:36]
computer issues or technical riches we
can still as long as we did our due
[1:00:40]
diligence and tried to get it up in a
timely for him to be honest with fashion
[1:00:44]
yes they like they would like it up 24
hours in advance but things happen and
[1:00:49]
they realize that in life so
I've had that you know it's no one has
[1:00:54]
hit me on almost Five Ghost hit me on a
couple different times where you know I
[1:00:58]
wasn't up 24 hours in advance and
whether or not we can still continue
[1:01:02]
with a meeting or a work session and
it's been through our lawyer and it's
[1:01:07]
been through the association of towns
lawyers and they said it's long as
[1:01:10]
you're doing your due diligence it was
never intended to stop Town business and
[1:01:16]
I've canceled meetings because it wasn't
up there because of the information I
[1:01:20]
had right here saying that's where it's
not good by hearsay was you had to have
[1:01:24]
it there 24 hours in advance if you
don't you can't have the meat well that
[1:01:29]
is not the case you you can't play that
game and say well oh yeah we're busy or
[1:01:34]
whatever you know you have to be
realistic you have to show that you hey
[1:01:38]
I did this for you now or that or
whatever or you know we have
[1:01:42]
documentation that the computers are
down to something but now for the most
[1:01:45]
part these things are always going to be
up 24 hours in advance so I think as
[1:01:49]
long as you give us a day notice that's
all anybody would ask for that's fair
[1:01:54]
enough thank you I appreciate that yeah
I also look at it as a courtesy thing
[1:01:59]
too where if I have one question 24
hours is going to be good
[1:02:03]
if I got to come in here with 20
questions for you I would want to give
[1:02:08]
you a little bit more time to prep so I
would say three or four days ahead and
[1:02:11]
get into you if you want if you want the
answer that night yeah give me a little
[1:02:17]
bit of time to get the information if
like I said I don't know at all numbered
[1:02:21]
oil I learn every day so if you want the
information that night yeah I would try
[1:02:27]
to get it in and give us enough time to
look it up if if not and you just want
[1:02:32]
the information whenever we can give to
you three or four or five days later
[1:02:37]
I'll get there and if I can't there are
things that I have been asked that I
[1:02:42]
can't even answer and other people can't
answer and I'll tell you that too I just
[1:02:46]
you know I'll tell you I just don't know
them we can't find out what 100 is
[1:02:50]
supposed to happen in that case so you
know but if we can I would definitely
[1:02:56]
get it for you I know the board will
work for it too
[1:02:59]
so we'll go back to the same way if that
was meant
[1:03:02]
thanks
so we will change that
[1:03:08]
no other nobody else
[1:03:27]
all right
um I got a couple Communications I'll
[1:03:30]
take care of those
um during my time so we don't have to
[1:03:34]
spend a lot of extra added time so I'll
move right to a monthly reports
[1:03:40]
um can I get a motion to accept the
monthly reports okay by the burn
[1:03:47]
so I ain't ready to beat you by about a
tenth of a second I'll give it to right
[1:03:54]
Mr Hamel yes Mr Karate yes Mr Bruno yes
Mr facto yes Mr Randall yes okay
[1:04:01]
receipts
um
[1:04:04]
town clerk 900
and 15 dollars
[1:04:09]
uh Marcel water
[1:04:13]
242.23 Woods Mills water 282.39
[1:04:20]
Justice Barber
1772 dollars
[1:04:26]
Justice van orwick
1326 dollars cash receipts
[1:04:33]
uh Charter Communications seventeen
thousand ninety two dollars and 36 Cents
[1:04:41]
uh Clinton County uh Treasurer 28 059.73
[1:04:48]
again Clinton County uh Treasurer 55
000
[1:04:55]
849.25 uh niceculva 595 they sponsored
bootleg
[1:05:03]
um for August uh our 175th anniversary
uh they did that last year too also so I
[1:05:11]
want to thank them and I won't want to
go through that whole thing so can I get
[1:05:15]
a motion to accept the receipts I'll
move
[1:05:19]
uh
[1:05:23]
and Mike
roll call
[1:05:28]
yes Easter Friday yes Mr Bruno yes Mr
facto yes yes
[1:05:35]
okay there were no
um meeting minutes for the planning
[1:05:38]
board or the zoning board last month
there was but they did their drafts and
[1:05:43]
they haven't approved gotcha next time
because they didn't have meetings so I
[1:05:47]
stand corrected uh the preliminaries
have not turned into finals that I had
[1:05:52]
their meeting to approve the previous
minutes
[1:05:57]
oh
[1:06:04]
um okay councilor councilman under
Department reports
[1:06:09]
yeah I got a question Kevin
um the
[1:06:12]
house up there on Flat Rock Road and
[1:06:17]
whatever uh single Street I see now
there's metal piled up in piles with
[1:06:24]
some type of ratchet straps
hook to it is that us pulling that stuff
[1:06:30]
out or is that individuals coming in
there and pulling stuff out of there
[1:06:34]
because if it is and that's our
responsibility of that land and they get
[1:06:39]
hurt
it's probably not a good source to have
[1:06:43]
them in there doing it I don't believe
I know we haven't taken over that
[1:06:48]
okay it's still private by the
individual who owns the property and as
[1:06:54]
far as us going out there to do anything
we have not to my knowledge unless
[1:06:58]
somebody knows something that I don't
know so that's probably them trying to
[1:07:02]
get some of the metal together and maybe
Salvage it I know
[1:07:06]
that I told the Portsmouth who's been
working on getting that cleaned up so
[1:07:10]
maybe they are filing better to get
stuff together
[1:07:14]
um that has had a couple court dates
with it so I can't
[1:07:19]
rent a lot of information because of the
report proceedings but uh
[1:07:24]
do you go to auction yeah
[1:07:29]
so whoever purchased it
[1:07:36]
I think the county says 30 days before
they take it over so
[1:07:43]
I can access who owns the new property
yet so so did a county take that
[1:07:48]
property over or was it actually
encumbered in by the county for back
[1:07:53]
taxes and then
I've been told that somebody bought it
[1:07:58]
for
like I noticed that it was listed in the
[1:08:03]
paper for back taxes that was public
information so I don't mind saying that
[1:08:06]
on the record because it was probably
[1:08:10]
I never heard one way or the other what
had happened or if they had paid the
[1:08:14]
back taxes on it I couldn't tell you for
sure because we're reading that time
[1:08:18]
period between the auction and the
releasing of the public information
[1:08:23]
I went to the auction and people did bid
on it oh my Geo know if I was awarded no
[1:08:29]
now you have to wait for it uh
the county to approve the sales on them
[1:08:34]
right
but you don't know if it was awarded is
[1:08:38]
what I'm saying that somebody actually
did take him yeah none of them are
[1:08:41]
awarded at the actual auction right
[1:08:46]
no because you're gonna have to have a
cashier's check or whatever
[1:08:50]
[Music]
all right so still being worked on thank
[1:08:55]
you it's a very good day there are
several that are good
[1:09:03]
okay I've got a few things
[1:09:10]
I was contacted by a resident
and he wanted to come down here and file
[1:09:16]
a Freedom of Information Form
regarding
[1:09:21]
the situation with our playground
panelism
[1:09:25]
and
I'm looking at it I'm looking at the
[1:09:30]
police report on it
in this instant occurred in March of 21.
[1:09:37]
now I brought this up various times at
meetings
[1:09:42]
here we're in a window over two years
we had a 63 thousand dollar claim
[1:09:51]
against the insurance company which they
paid off
[1:09:55]
however
no just one of you talking about
[1:10:00]
everyone
what do you mean well I was trying to
[1:10:06]
see who you're talking to but go ahead
thanks
[1:10:10]
anyway
the work isn't done
[1:10:14]
the guys got them part of the money most
of the money
[1:10:18]
and the contract which he
had prepared is not even signed by him
[1:10:25]
his signature is not on this document
so what kind of business dealings is
[1:10:33]
this anyway
with this particular contractor
[1:10:37]
I spoke to Mr pratty a little bit about
it
[1:10:40]
I wasn't sure about the date looking at
the police report
[1:10:45]
over two years
the taxpayers dollars
[1:10:50]
are in the hands of someone else right
now
[1:10:54]
and I'm demanding something to be done
with this
[1:10:59]
this is ridiculous
how many contractors would do this
[1:11:05]
and why are we tolerating this
[1:11:09]
any answer yeah
happened during Colvin
[1:11:13]
so the playground
equipment wasn't actually
[1:11:20]
able to be received until late last
October and that was actually two months
[1:11:26]
ahead of schedule
okay
[1:11:28]
um I have had several Communications and
you didn't have to get the Freedom of
[1:11:33]
Information you could have just asked me
and I would have gave you the whole
[1:11:36]
folder but um anyways right now we're
waiting on uh Miracle equipment and I've
[1:11:44]
had several emails this year
the first date they were supposed to be
[1:11:50]
working on it was April because we went
into the winner so there was no way to
[1:11:55]
tear that down and put the new stuff up
in the winter so April was first date
[1:12:01]
that they had or tentatively set and
then I went to Maine
[1:12:05]
and then I went to Jewel
and now shortly we'll be in July I just
[1:12:10]
got a second email
and he forwards uh Larry the company we
[1:12:17]
hired forward the emails to Bob or
Robert at Miracle equipment when he
[1:12:24]
requests hey when are you gonna be able
to come down do we have a hard date
[1:12:30]
because the last hard date we had was
June 19th and his crews are all they've
[1:12:36]
been in 52 different towns
of the United States not just here
[1:12:42]
there's been a 52 because they're
Miracle equipment's all over I know that
[1:12:47]
their office is out of Vermont they've
been at 52 towns already since spring
[1:12:52]
and year
so until they can give Pat a hard day
[1:12:57]
to get here decided off it's not on
Larry's end of things the money that was
[1:13:04]
spent was for the equipment
so they wanted half of it up front to
[1:13:10]
pay for the equipment and Pat has been
storing that
[1:13:15]
his expense in time and taking up his
warehouse for the town because when you
[1:13:22]
asked if I want delivery of it here
it's big stuff and we didn't have a
[1:13:28]
place and I'm sure Mike didn't want me
to start and figure out so he's he's
[1:13:33]
been holding on to that stuff he wants
to get it out of there as soon as he can
[1:13:37]
when you buy from Miracle equipment this
is sole source
[1:13:42]
So when you buy from Miracle equipment
because that's what the stuff was and
[1:13:47]
that's what the insurance company has
sent it's all taxpayers money if you
[1:13:51]
want to get down to it that way but this
has been an insurance plan okay so it
[1:13:55]
wasn't like we took revenue from
the individuals in the town this is an
[1:14:00]
insurance plan it's been said
half of the money was paid for in the
[1:14:05]
contract to purchase the equipment and
get it here the other half is for
[1:14:09]
installation of the equipment that will
be paid at the end of the job okay when
[1:14:14]
you buy from Miracle equipment they're
thing is that when they bring two to
[1:14:22]
three employees from Miracle equipment
to make sure that it's set up the right
[1:14:28]
way that was this tension the right way
torque the right way and they care so in
[1:14:34]
the cost of buying Miracle equipment
playground equipment
[1:14:38]
it's built in that you get two to three
people to help set the stuff up it's in
[1:14:45]
the cost of the playground apparently
don't pay extra for it
[1:14:48]
so there was a question a month or so
ago if we hired a contractor that don't
[1:14:54]
know how to put it together why did we
hire the contractor and that's what I
[1:14:59]
asked Pat and how it goes that's not on
me he goes we'll we'll come put it
[1:15:03]
together he goes but you already paid
for when you buy medical equipment that
[1:15:09]
is part of the price of the equipment is
they come out to make sure they tension
[1:15:13]
everything Target right and that it's
safe and also box up the warranty
[1:15:20]
that way they can't stay we can't they
can't say to us you throw it together
[1:15:25]
and then we're not warrantying it
because it wasn't done correctly so
[1:15:31]
that is another question you just asked
me that's where we're at
[1:15:36]
um I can show you the emails back and
forth the ones forward what's confusing
[1:15:41]
Kevin this says
if you remember right when this happened
[1:15:48]
you are just going to award
the work to this particular contractor
[1:15:54]
I insisted it go out to bid okay
so he bits this
[1:16:01]
then he Subs it out someone else
because he's not really qualified to do
[1:16:06]
the job so then all of a sudden now we
have another contractor involved
[1:16:12]
so you didn't listen to anything
this is wrong it's over two years
[1:16:19]
it's ridiculous he did not sub the
workout to anybody it is part of the
[1:16:24]
cost of the playground equipment is they
come out to make sure it's put together
[1:16:29]
correctly I at the end of that I just
stated that that wasn't the case okay I
[1:16:36]
don't tell Miracle equipment what to do
I don't even tell Pat Leary what to do
[1:16:40]
okay
um all I do is find out the information
[1:16:43]
okay and again
yes it was a long time yes you are
[1:16:49]
correct when I contacted the insurance
company the insurance company uses surf
[1:16:55]
roll normally they lose them and they
couldn't get anybody to come up here
[1:17:00]
into our area
so after a month or back and forth
[1:17:06]
the insurance adjuster asked if I could
find somebody locally here that would do
[1:17:11]
the work I called around to everybody
not just him and nobody does vandalism
[1:17:18]
repair here
as far as Leary's
[1:17:24]
when Pat found out about it he goes I
will help the town out he goes I do not
[1:17:29]
do vandalism but he goes because you
know the talent I will help you he goes
[1:17:35]
I don't do it I don't put my name out
there that I do vandalism work because
[1:17:39]
nobody around here does but he goes I
will
[1:17:42]
take care of the playground equipment
for you if you can't find anybody else
[1:17:47]
so I contacted the insurance company
they were fine with that they cut the
[1:17:51]
check
okay
[1:17:54]
and to be honest with you again I learn
every day
[1:17:59]
if we'd lock the check in a checked form
and gave it directly to Mr Leary
[1:18:06]
then there would have been no issues at
all
[1:18:09]
but being that I didn't want a 60
something thousand dollar check hanging
[1:18:13]
around I had Mary put it in the general
fund
[1:18:17]
once you put it in the general fund then
it is considered part of revenue for the
[1:18:24]
town
that's why we had to put it out to bid
[1:18:28]
not we didn't have to because I
contacted several lawyers and our lawyer
[1:18:33]
even contacted the association of the
town they said that's a gray area
[1:18:37]
because it's an insurance shop
it wasn't really factors money that was
[1:18:42]
you're using to fix this it's insurance
money but they said so that there's no
[1:18:47]
issues and nobody can complain about
like you just did they said put it out
[1:18:52]
to bed and then there is no compliance
because then you satisfied everything
[1:18:56]
that you have to by the Comptroller's
office
[1:18:59]
and that's exactly what I did I put it
out the bit again that was Leary was the
[1:19:04]
only one that bit on the project
and he was awarded that contract
[1:19:11]
so again that's where we're at
[1:19:20]
okay I'm not an old cap why can't we
or somebody on our end get a hold of
[1:19:26]
this company and say hey it's been two
years is there any possible way you can
[1:19:31]
give us an approximate answer to when
you are going to send some of your
[1:19:36]
personnel here so we can get this taken
care of and that's why he keeps on
[1:19:39]
forwarding the emails to me okay and I
have that in on the emails but he's he
[1:19:45]
forwards exactly what he goes to Robert
that way he he know it's not just the
[1:19:51]
email Pat's saying that's right this is
the email he sent it to the company and
[1:19:55]
like I told you there's been a 50
something different and I'm not saying
[1:19:59]
that why could we
act ourselves
[1:20:05]
to see what they're going to give us
direct for an answer
[1:20:08]
instead of going through Pat which Pat
is busy too Pat's tied up with the seven
[1:20:14]
businesses he's all kinds of Titans
right so why don't we get a phone number
[1:20:18]
a contact number get a hold of somebody
there or an email and say hey this is we
[1:20:23]
are the town of Schuyler files we are
the problem we are the ones with the
[1:20:27]
problem we would like this equipment
taken care of for our children in the
[1:20:31]
town
and the taxpayers can you please give us
[1:20:35]
a direct answer or approximate answer oh
when you're going to be here yeah and
[1:20:40]
and again I have been in on those emails
so
[1:20:44]
that is the answer that we would get
that as soon as we can schedule it
[1:20:49]
matter of fact they were talking like I
said the week off starting the week of
[1:20:54]
June 19th the last time he just sent me
one two days ago that he had said him I
[1:20:58]
didn't get in the middle of that one but
he goes yes he goes I understand because
[1:21:02]
even Mr Leary said I'm getting pressured
by the town
[1:21:07]
to get this thing done so I really could
appreciate a date and that's what he
[1:21:12]
said he goes as fast as I can get caught
out where you are on the list they're
[1:21:17]
still catching up from Colvin everybody
is yeah and you know what it's like
[1:21:22]
trying to hire help so I I can't tell a
private company
[1:21:28]
we can go ahead and do it without them
[1:21:36]
we already paid for it why did you want
to do that yeah and then something
[1:21:40]
happens and they're not going to stand
behind them at all and we're going to
[1:21:44]
have the lawsuit on us so like I said I
mean I can jump up and down until I'm
[1:21:48]
right in the face but it's not going to
make him more time in the day you know
[1:21:53]
what I mean so as long as we're not
getting jumped by any other than I I can
[1:21:57]
send an email to that effect are we
still in the order of the lesson that
[1:22:01]
you are getting the work done because
I've seen the emails from April on it
[1:22:06]
and he does I was hoping and that's what
he'll say I was hoping to get there by
[1:22:11]
June 19. the last one he was hoping to
get here by the end of this week so now
[1:22:16]
we're down to weeks so
[1:22:20]
I don't think it I don't know
so yeah I mean that was part of the
[1:22:27]
contract it would be better to even I
mean I know Mr facto wants to get it
[1:22:31]
done ASAP but you have to have that Park
closed for two weeks to three weeks and
[1:22:37]
with everything coming up is that a
great idea how about the Woods news
[1:22:42]
would would there anything be anything
stopping that
[1:22:52]
but I don't I don't believe and I don't
know what they need to do I don't set up
[1:22:57]
playground equipment but I don't believe
that we'd have to close the whole part
[1:23:01]
we might have to ribbon off a section
that they're working on at that point in
[1:23:06]
time
um I don't want to call them up I grew
[1:23:10]
again and honestly Donna you you and I
see how many people use that every day
[1:23:17]
every day
okay but uh like I said I hate to close
[1:23:23]
the whole thing down
there are times that we can we close it
[1:23:27]
like when we're Mowing and rewacking and
stuff like that so somebody will get a
[1:23:30]
stone in the eye or something but other
than that we try to keep it open at
[1:23:34]
least during the day hours
okay
[1:23:37]
here I'll just yeah put it back in the
file okay thank you
[1:23:42]
yeah like I said all you had to do is
ask them to file you didn't have to have
[1:23:47]
the Russian no that was the file yeah
okay
[1:23:52]
okay
[1:23:58]
a more pleasant thing to ask about now
is this
[1:24:03]
this parade activity and the spending of
ten thousand dollars for everything
[1:24:09]
going on here
and my question is
[1:24:13]
the naming
of the Grand Marshal for the parade
[1:24:19]
now I've heard that a couple of people
on this board it's never been discussed
[1:24:25]
at a board meeting
have already came up with naming
[1:24:30]
a Grand Marshal
of this parade and I fee I had a couple
[1:24:36]
of names myself that I wanted to put in
consideration for that
[1:24:42]
and
all of a sudden I hear recently that
[1:24:47]
the board has already decided who the
Grand Marshal is
[1:24:51]
we've never had a work session
we have never discussed this ever
[1:24:58]
and I think it should be a town board
decision we're spending ten thousand
[1:25:04]
dollars on all this activity
most of it is down here in this section
[1:25:10]
of town
where I live Salmon River Road area
[1:25:14]
there's nothing going on up there at our
Salmon River bark there's no musical
[1:25:20]
events going up there
why is that
[1:25:24]
as a board we're spending ten thousand
dollars on these activities but nothing
[1:25:29]
up there everything here
and then to take it a step further and
[1:25:35]
hear this
about someone has been named already
[1:25:40]
for Grand Marshal
of this anniversary
[1:25:45]
and it should be a town board discussion
it shouldn't be one or two people on the
[1:25:53]
town board making a decision
oh we're gonna name this person or this
[1:25:59]
couple in this case
and I think it's wrong I think it should
[1:26:03]
have been a town board decision that we
should have talked about
[1:26:09]
prevents that's quite an honor
if there are a few other people in this
[1:26:16]
town who should be considered for that
and I was quite annoyed when I heard all
[1:26:25]
of a sudden oh
one or two people on this board have
[1:26:29]
named someone
that's not right this is a town board we
[1:26:35]
all have a voice in this
that's upsetting that someone I won't
[1:26:41]
mention names
we all know who they are but that's fine
[1:26:46]
but who is the single person on this
board to make the decision of that
[1:26:52]
magnitude
and that's why I'm upset over it I don't
[1:26:56]
think it's right
okay so to answer your question
[1:27:02]
the board did not make that decision
okay that was the committee that made
[1:27:08]
that decision book committee
the committee that's been working on
[1:27:11]
175th we've had multiple times that
we've asked not only the residents of
[1:27:17]
this town but this town board to get
involved with 175th anniversary we have
[1:27:22]
had three meetings already I remember
right uh and we've been working through
[1:27:30]
all the details
honestly
[1:27:38]
I was one of them but the committee that
was volunteer meeting
[1:27:44]
are you going to sit there and let me
speak or are you just gonna it should
[1:27:48]
have been a town board decision together
then where have you been I want to ask
[1:27:52]
you that where have you been Reggie and
what have you been working on and why
[1:27:56]
would I all of a sudden wait a minute
I'm asking you a direct question where
[1:28:01]
have you been I wasn't when it comes to
organizing this thing dog's number okay
[1:28:06]
yes you worked and uh we can play the
teacher
[1:28:10]
and what have you done so far for
when I pushed for some of the activities
[1:28:17]
at Salmon River Park that would die you
all of a sudden there's no power there
[1:28:22]
yeah exactly well you know what they
make generators that are real quiet you
[1:28:26]
can real quiet you cannot
get a band
[1:28:31]
to play or the generator because it's
too much fluctuation then I'm not going
[1:28:37]
to burn out their equipment running on a
generative I've asked okay that's the
[1:28:43]
reason that I did a
River Street because that does have it
[1:28:49]
and it's in close proximity to keep
everybody in the same area
[1:28:53]
several people have them working on this
burn has been working on it Mr Friday
[1:29:00]
has been working on it charm has been
working on it and I have been working on
[1:29:05]
it okay
and they all knew about it just as you
[1:29:09]
did
that's why I asked where have you been
[1:29:11]
and what have you done what have you
asked me
[1:29:15]
I just asked you a question
who made this selection
[1:29:22]
Department
yes I want you were yep
[1:29:26]
why did why didn't you include the rest
of the Town board in it because it was
[1:29:32]
done at the committee level
and all of us have been working on this
[1:29:36]
thing you know there's
never was a question if you had an issue
[1:29:43]
like that all you had to do I don't know
about it until two days ago so I heard
[1:29:47]
it so you didn't know that we're gonna
have a Grand Marshal because that's the
[1:29:51]
it would say you found out and that's
when you're high again stay involved get
[1:29:57]
involved with the town listen if it's
okay with the town board
[1:30:13]
that's a part on questioning Kevin so
all you had to do was get involved
[1:30:20]
everybody else on this board our next
work session we can all submit names
[1:30:27]
and let's talk about it well I'm not
doing that I'll tell you that flat out
[1:30:31]
right now why is because we have already
asked and have already accepted so that
[1:30:37]
that horse has left the bark
that was a mistake on your part not a
[1:30:43]
mistake of my part oh sure sure it was
this thing okay let's move on something
[1:30:49]
else that's fine you can pick up
something else Reggie that you don't
[1:30:53]
like but get involved that's all I think
it should have been a town board
[1:30:57]
decision
okay do we noted
[1:31:02]
you've said that before yeah I only
noted that you think that all you had to
[1:31:07]
do was get involved period just get
involved
[1:31:12]
with her deal
okay a couple other minor things okay uh
[1:31:19]
Mike this kind of concerns you actually
two of them do
[1:31:23]
um I had a call from Jack gloat
and as you know he owns a property at
[1:31:30]
the beginning of Macy Lane and there was
some ditching done there
[1:31:35]
uh probably prior to you taking over you
know when they put ditches in on the
[1:31:41]
west side of Macy Lane
[1:31:44]
in front of the apartment buildings
there's a dish I'm
[1:31:50]
Mike are you familiar with what I'm
talking
[1:31:53]
uh yeah amazing
but what right the ditching on the West
[1:32:00]
Side amazing Lane with Colbert pipes
that were put in there years ago
[1:32:06]
his request is he would like to know if
he could get them on the east side and
[1:32:13]
in front of his apartment buildings
his claim is is that a multitude of
[1:32:19]
water is going down onto its property
and he'd like to ask about that
[1:32:29]
well what do you know incriminating me
or dogs
[1:32:33]
not at all not at all Mike I've already
talked to the gentleman I said I'll do
[1:32:38]
the best I can but
[1:32:42]
it up
yeah that's fine okay that's all but
[1:32:46]
that's uh he's talking about an
overwatching the driver accepted like
[1:32:49]
that to begin with it but it's been
nothing but a right you know a swamp
[1:32:53]
anyway
and now he wants me because I'm in the
[1:32:57]
seat now right by it right and I I don't
know I mean it's okay so I'm not aware
[1:33:04]
of it I mean what you're talking about
so what is it can you expand upon it and
[1:33:10]
so that the rest of us know what's going
on
[1:33:12]
okay
on Macy Lane and like you said it's a
[1:33:16]
high water table area
on the west side of Macy Lane there were
[1:33:21]
Culvert pipes put in in front of his
apartment complex there on the west side
[1:33:28]
on the east side
there's there's no ditching or there's
[1:33:33]
no culbert fight I don't even know if
that East Side was built at the time
[1:33:37]
yeah you know for sure but I think Mike
what do you want just before me is your
[1:33:43]
help because it's Town property
that's why
[1:33:48]
and he was wondering if he could get
culverts in there I I believe I'm not
[1:33:54]
promising anything
so would you take it I don't know why
[1:33:57]
that wasn't done properly
at the time right right it's very I
[1:34:03]
don't even I don't know so where again
I'm still alive
[1:34:24]
the other side above the swamp and I
don't know how that he got their mother
[1:34:29]
to end to begin with because it's always
been swamp
[1:34:42]
um
[1:34:53]
it's not just the runoff on the road
[1:35:01]
where I'm going with that the week three
the whole
[1:35:05]
[Music]
[1:35:12]
I don't know unless you
a 10-foot ditch I live there there if
[1:35:19]
you get to the wooded area before you
get to the houses there's been a ditch
[1:35:22]
there for years yeah but where he's
talking about the ground level is it
[1:35:27]
Road level in the winter time between
the first and second house the water
[1:35:31]
runs right out in the middle of the road
creates nothing but ice yeah because
[1:35:34]
your guys run into it every day
from the property now the properties
[1:35:42]
right down the road and it creates
houses all the way down and it's if it's
[1:35:47]
if it's 100 150 feet you're lucky that
he's the ditches would have to be it'd
[1:35:54]
be halfway from the second between the
first and second one to this side
[1:35:58]
because there is a ditch already there
in the world further down in the wooded
[1:36:03]
area
[1:36:07]
part of the ditch yes it's ordinary but
it's a drainage ditch because it fills
[1:36:11]
up every spring because the culverts
they have to come hang out all the time
[1:36:15]
yeah
no but we do
[1:36:19]
Macy Lane that's town
from Iris yeah yeah but if you if you're
[1:36:26]
ditching her a long air settlement
issues
[1:36:31]
yeah no I know what you mean it all
comes to our cellular
[1:36:36]
but Macy Lane both sides
on the other side of the County Arizona
[1:36:42]
boundaries it's it's cellophone
[1:36:49]
or something all right like well let you
hook into that because that's your Forte
[1:36:54]
I mean you're elected Highway
superintendent and you take care of the
[1:36:58]
roles that you see fit so no I didn't
know I just wanted some background so I
[1:37:02]
had no idea you know exactly the best I
can I told him that I don't know why
[1:37:07]
he's brought up here yeah I mean we
could have worked on a work session
[1:37:36]
yeah I mean because it's been an issue
forever since he since he put them
[1:37:41]
places there because we've never ever
had water issues there about divorce so
[1:37:46]
why he Jennifer was to make why he never
got in through all the building codes
[1:37:52]
and put his own Culver's in into ditches
to the town
[1:37:56]
is beyond me now they want to put all
the problem on the highway department
[1:38:02]
it wasn't there before okay the other
issue
[1:38:07]
is
was brought up at a work session so now
[1:38:12]
I'll talk about it uh the situation with
that used trailer enclosed trailer
[1:38:19]
now is that an issue that's
done dead or
[1:38:24]
I it's it's sight not it's not
completely dead because I don't have one
[1:38:31]
but there's been talk that maybe we can
just purchase a new one then we don't
[1:38:36]
have to worry about
an older one I mean there's all used I
[1:38:42]
mean we everybody can get used things
you know but um
[1:38:48]
it's that's something that we grew we're
going to bring up later on
[1:38:52]
if we're gonna maybe get a new one
you know nothing against Mr don't know
[1:38:58]
I'm sure I don't know and and not it's
not just Mr Donuts because I've been
[1:39:02]
working hard myself trying to find a
real good used one or you know get a new
[1:39:08]
one
you know so it's like
[1:39:12]
it's not dead yet but if there's a you
know if there's any kind of a
[1:39:17]
possibility of getting a new one I can
help Mike on that why not
[1:39:21]
um I get called a New York state
comptroller's office and I did talk to
[1:39:25]
our guy Kevin out of Glens Falls and
being that we're not buying it from
[1:39:34]
another town
or a dealer
[1:39:38]
because you're gonna have to prove so
there's no
[1:39:43]
even look like it's in you know issues
of impropriety and you're not favoring
[1:39:48]
one resident in the town all right that
you would have to would like us to do
[1:39:55]
is to go online and find
three at least two three nature quotes
[1:40:02]
uh two other Continental trailers
roughly the same year and the same size
[1:40:10]
I went off
and I in I imposed on our town historian
[1:40:16]
again and so I always thank her because
she worked on it for a whole day trying
[1:40:21]
to find
a continental trailer
[1:40:24]
that was roughly about the same size in
the same year we can find a lot of
[1:40:30]
trailers out there
he suggested that it be the same type
[1:40:35]
and make
because if worse comes to worse then try
[1:40:40]
to find something that's at least
comparable but he goes you're gonna end
[1:40:45]
up with issues on not anything you
shouldn't say issues the thing that you
[1:40:50]
would have to look at at that is to make
sure that and I'm not a trailer sales
[1:40:54]
guy that whatever trailer you compare it
to is roughly the same quality
[1:41:00]
okay and that's subjective depending on
who you are if you buy
[1:41:05]
they're from a municipality
even if we were to buy it at an auction
[1:41:11]
because there is a clause in there for
auctions right
[1:41:16]
and it was on an auction and we were the
highest bidder then okay you're good
[1:41:22]
that way
or you have to have
[1:41:25]
three quotes again
from a municipality
[1:41:32]
and it doesn't have to be the bed
because it's under that dollar threshold
[1:41:37]
and it was one thousand one dollar tag
and four thousand nine hundred ninety
[1:41:42]
nine dollars am I remembering that right
I know you got it right there but once
[1:41:46]
you hit that threshold
then you have to have three quotes okay
[1:41:50]
and that's where Covenant of
controller's office is
[1:41:54]
you do your due diligence if you're
going to do that but he goes you want to
[1:41:58]
make sure that there is no look of
impropriety that you're not favoring
[1:42:03]
just one resident or doing them a favor
by getting yeah and that was never the
[1:42:08]
fact I know that I'm just saying that's
that's
[1:42:12]
right when you call them they're going
to be blunt with you and tell you
[1:42:15]
exactly what you have to do that we
needed we needed all the research that
[1:42:20]
you've been doing one of the things that
we found out and I was gonna bring this
[1:42:25]
up at a work session but uh you know you
brought it up uh one of the other things
[1:42:30]
we found out is that the 2005
Continental is
[1:42:35]
is no longer
[1:42:38]
it's discontinued okay
they have a new company that started out
[1:42:44]
and don't ask me what year it was all
right uh but they don't make that
[1:42:50]
company or whatever that made the
Continental then no longer exist
[1:42:55]
I don't know Parts wise if that is going
to be an issue for this thing
[1:43:00]
tires like I said we can buy tires
um
[1:43:05]
it was also discussed
um that we make sure
[1:43:12]
um
I thought that we should make sure if
[1:43:15]
we're going to continue with it that we
have a New York state inspection done on
[1:43:19]
it so that we know it's all
ready to hit the road and there's no no
[1:43:25]
issues that way so but no final decision
has been made okay I'm in the middle of
[1:43:31]
trying to get the
the best solution that we can and that's
[1:43:37]
up to Michael you know like I said on
some parts of it just he still wants to
[1:43:41]
go with a used trailer or cold weather
no uh
[1:43:46]
the three new bids that you gave me
four months ago three months ago the
[1:43:52]
quotes that you gave me there was like
the the lowest one was 7 700 so we're
[1:43:58]
about four grand away from Vita brand
new one so that's a board decision
[1:44:03]
and kind of like you whether you want
something used or you want something
[1:44:07]
that's you know uh it's nothing to do
with you are against you no and I don't
[1:44:13]
want you it doesn't make any difference
I can sell that pretty yeah and I know
[1:44:16]
you can too it's just and I appreciate
what you're trying to do yeah it's just
[1:44:21]
it's a nightmare on our end yeah yeah
it's a yeah it's a nightmare uh one
[1:44:27]
person complains that you know we did
something wrong yeah and and
[1:44:33]
you you know how I get hammered every
month in here so thanks for bringing
[1:44:39]
that up okay it was you know I mean it's
fine yeah it was brought up at a work
[1:44:44]
session and just created
[1:44:48]
and I really didn't know that either no
because like I said I I just found out
[1:44:53]
all that information I just called I
told you guys that I would find out if
[1:44:57]
we could do it because I knew that was
going to be a nightmare because it was
[1:45:00]
yeah private sale okay no matter who we
were trying to buy it from but it had
[1:45:05]
been a lot simpler if I could have or
Barb that came up with another
[1:45:11]
Continental trailer the same year in the
same size and that's that's what he said
[1:45:15]
you can find two more of those yeah and
they're comparable and he even said that
[1:45:19]
he goes don't take it don't forget to
take into consideration if that trailer
[1:45:23]
is down in Ohio and it's going to cost
you uh 800 bucks to get enough here then
[1:45:28]
you can use that as harder if you're
reasoning to say well this one's right
[1:45:32]
here you know elements save them
they're not there to
[1:45:38]
to see your own they're just there to
help you especially when you fall down
[1:45:42]
and ask for their help most of the time
that's what I get from him he goes he
[1:45:47]
goes you're you're you're too honest you
make this a lot of work there you go
[1:45:51]
most towns we wouldn't even call down
for something like that they would just
[1:45:54]
do it I said well I gotta watch the lie
that keeps an eye on me here so I got to
[1:45:59]
make sure I do it right okay so with
that being said though I don't we
[1:46:03]
shouldn't hold you you know up up if
you've got somebody that you can
[1:46:08]
purchase it don't yeah don't feel like
you can well it's been sitting in the
[1:46:12]
backyard I'm going to move it up front
put a for sale sign yeah yeah that's why
[1:46:16]
I learned it up yeah I've been working
hard with him because I don't want him
[1:46:18]
and if I can get something in the
interim buying two other coins yeah that
[1:46:25]
are comparable that they think is will
work for us we did our due diligence and
[1:46:30]
they still work out if not then like I
said I'm gonna leave that to the full
[1:46:34]
board and like decide whether
we know that it's about because we don't
[1:46:40]
we buy a Mustang contract and we buy
them sales tax so it's about four grand
[1:46:45]
more to get a Brand number so
nothing against yours so I'll let them
[1:46:52]
decide okay
[1:46:58]
no so all righty I do have well I'll
tell you
[1:47:04]
I do have one thing actually I'll bring
it up to Sam again
[1:47:09]
um
reference to the pickleball court
[1:47:12]
that is got a spot at it pretty
good-sized spot and it's really
[1:47:17]
dangerous and this thing is really
starting to get used a lot again
[1:47:21]
um we should do something about it I
don't think it's anything you can do
[1:47:24]
Mike it's a special kind we looked at
that last year didn't we yeah
[1:47:29]
boy they're really starting to use it
and it's getting worse so I don't know
[1:47:34]
what the heck we can do with it
um I want to say the contractor uh but I
[1:47:39]
did I I know there's a local contractor
that now has an asphalt machine or what
[1:47:46]
do you call grinder with the asphalt or
they can take it down and then just put
[1:47:51]
a nice layer on top and then we would
have to have it naturally repainted and
[1:47:55]
restriped again it's not even painted
it's like a
[1:47:59]
it's like the football it's like a
rubber eye stuff yeah they slip down on
[1:48:02]
it so um I'll get with Sam
and
[1:48:08]
see if
it's his Park money we're going to be
[1:48:13]
spending so
um let me get with Sam and see what he
[1:48:18]
wants to do
and then at the very least maybe we can
[1:48:23]
get an estimate on what it will cost
to drying that thing out and uh research
[1:48:30]
it shouldn't have did that I mean you
and I looked at it Mike was out there
[1:48:33]
he's looked at it it's whatever that was
they put down for tarmac it did not like
[1:48:42]
that last half inch it's just crumbling
and breaking away so but it's kind of
[1:48:48]
dangerous so yeah sooner we get that
done better
[1:48:51]
all right so I'll get with Sam and then
maybe uh yeah I'll throw you on to come
[1:48:55]
anyway so why don't we get a hold of the
company and put it down and ask them
[1:48:59]
what they for research for Uh Oh you
mean like on a warranty you don't even
[1:49:05]
not a warranty say hey you guys did this
job yeah but that's been more or less
[1:49:09]
they put that in way before I got it
yeah
[1:49:26]
under the bus you guys you guys sorry I
didn't realize it but uh whatever that
[1:49:31]
last
little half inch was I know that there
[1:49:36]
is a local company that does have a
grinder maybe we can grind that down it
[1:49:39]
might be cost effective for you guys to
go back out there and do it again
[1:49:43]
you know what I mean and then
um I'll get with Sam because I know you
[1:49:47]
guys did not put the stripes on and all
that stuff
[1:49:51]
but just in that one little area so I
went yeah it was going to be the paint
[1:49:55]
or whatever they used no you should have
reacted in some other spot no it's
[1:49:59]
almost like uh
the the stones are coming up you know
[1:50:03]
what I mean like there wasn't as much
asphalt as should have been in that mix
[1:50:07]
and
all right again I don't do Paving for 11
[1:50:11]
but uh yeah you know maybe we can what's
the top coat they call it
[1:50:16]
armorical maybe we can do an armor coat
which is a
[1:50:21]
finer and more dense from what I
understand is it not as long as long as
[1:50:27]
to me
that should be all cut out and taken out
[1:50:31]
no no I mean that after it's ground yeah
then yeah yeah some kind of harmful
[1:50:37]
instead of just a regular basketball
Road asphalt on it harder mix it's a
[1:50:42]
tighter mix right
all right I'll check with Sam on that
[1:50:46]
and then I'm going to make uh Sherman
committee at one since you brought me
[1:50:50]
another issue
all right move forward on that now I
[1:50:54]
know you brought it up you had people
out there and look at last fall so um
[1:50:58]
yeah we'll we'll go with that
[1:51:05]
I'm done sure
anybody else
[1:51:11]
nah that was good
[1:51:15]
[Music]
and I don't need anything else to work
[1:51:19]
man
all right thanks everybody
[1:51:24]
um Mike you got anything out through
your highway or did we cover you no no
[1:51:28]
I've got I got some stuff go ahead we've
been cutting shoulders here and we're
[1:51:32]
trying to get a couple roads ready to
Pace I've been cutting shoulder and
[1:51:35]
brush on them
I brought in an agreement for the start
[1:51:40]
of the year you know hopefully gentlemen
will figure out
[1:51:44]
I want you to let me pave there
and I'd like to probably do some more
[1:51:49]
Paving later
August you know or October all right
[1:51:53]
maybe you brought that up Michael why
don't we
[1:51:55]
um
because I made copies
[1:51:59]
so why don't we let them pull board in
on this thing yeah look at it again
[1:52:06]
tonight I don't know if they'll be ready
to give you a decision tonight but at
[1:52:11]
least but whatever they can ask
questions and it's uh as far as um the
[1:52:17]
chips money for the
um
[1:52:20]
the highway
[1:52:23]
oh did you make them too you got it I
got one yeah
[1:52:29]
so you made them all Cottage yeah I'm
used to doing that all right
[1:52:35]
now let's do it
[1:52:39]
should be the same before yeah I just
gotta make sure I give you the right one
[1:52:43]
now
yeah
[1:52:48]
235 all right here I think you don't
want a beach there now
[1:52:53]
[Music]
[1:52:59]
10 cents
all right so
[1:53:03]
looks like uh basser and RAM you're
looking at our bathroom and sulfur I
[1:53:09]
will tell you that
uh if we do bathroom sofa we're over the
[1:53:13]
chips tonight
[1:53:16]
um so I don't know can I ask you this
we don't normally do partial sections or
[1:53:21]
roads but you're you're really you're
pretty close to your chips fund would be
[1:53:25]
200 000 I think that we got from them
with the 235 thousand
[1:53:30]
so
um
[1:53:34]
how much would you not be able to do I
know it's so much of I know you get this
[1:53:38]
from the uh Quarry so is that that's
probably too hard to ask you a question
[1:53:42]
to figure out how much it yeah sulfur
you could actually yeah
[1:53:48]
and I can but most important
now it's July you know
[1:53:57]
if I could if you'd let me do basser and
RAM
[1:54:01]
that's that's a hundred thousand though
so that gives me more to play with it
[1:54:07]
maybe we can pick up the other road
with more later
[1:54:15]
not my resolution usually he comes to
the board and he has what he wants to do
[1:54:19]
for the year you guys signed the
contract he can't change it without your
[1:54:24]
okay so okay
usually it's usually
[1:54:30]
no no that's what I'm saying as far as
tonight
[1:54:33]
um
see and I knew that too but it was just
[1:54:38]
I knew we didn't have a resolution for
it so
[1:54:41]
um and Mary said when are you looking
out
[1:54:45]
how much 200 000 yeah of testimony it
was like 203 or something like that I
[1:54:51]
got it in my desk online
um
[1:54:55]
so like I say it's
when would you actually
[1:55:01]
I'm hoping the end of next month
all right and how much how much lead
[1:55:07]
time do you need to give the core and
and it's not just a quarry because you
[1:55:11]
have to let the other challenge
right no I understand so we all truck
[1:55:16]
together how much lead time do you uh in
a couple weeks at least all right yeah
[1:55:22]
so if I can get you a decision from this
board on what will you go for the July
[1:55:28]
is that yeah yeah that way you can get
this done you know at the end of August
[1:55:34]
or the middle of August maybe the first
or definitely by the first week
[1:55:38]
Donna say in it too yeah I can't do this
twice it's got to be well no the
[1:55:44]
agreement is between the board and the
New York state law for
[1:55:50]
tips funding it has to be in agreement
so you can't you can't do more than what
[1:55:55]
we allow but we can come back and do a
resolution to finish this but maybe we
[1:56:01]
can hook this thing up if we can find
some other fun I I need to talk to uh
[1:56:05]
Mary and find out what you have in your
accounts and if you're well and once I
[1:56:12]
do that
um I can see if you're willing to
[1:56:16]
transfer or anything line item transfer
anything to make up the thirty thousand
[1:56:21]
dollars difference definitely something
else
[1:56:24]
but I'm not right now I would say you
know the 99 definitely is a this board
[1:56:31]
wouldn't have a problem with it I don't
want to speak for everybody yeah but uh
[1:56:35]
situation on some different lines I'd
like to set it at that for the year yeah
[1:56:40]
so we can't actually vote on it until we
get that paperwork correct she's going
[1:56:44]
to have a resolution yeah okay so it's a
contract you can bring it up again in
[1:56:48]
the work session so I can further well
that's what I was hoping is that we'll
[1:56:54]
have the unanswer totally to add our
next work section then we have he's into
[1:56:59]
the second one like I usually do because
the first work sessions like three or
[1:57:04]
four days when I was our meeting yeah so
there's not a lot that I need to yeah go
[1:57:10]
to work session for whatever I know how
to correct the paperwork
[1:57:15]
[Music]
towns that got a
[1:57:21]
collaborate together we'll have an
answer earlier in July because we got an
[1:57:25]
early meeting wow
easy resolution to change that move that
[1:57:31]
so you've got a resolution right now you
change it to the 18th week ahead of time
[1:57:36]
now you want to change it to the 17th
[1:57:41]
so yeah so it's early next month yeah
either way it's only a day off one way
[1:57:49]
or the other way it goes yeah so that's
that's kind of priority I mean you don't
[1:57:55]
mind but the um yeah we've been changing
you know some rotted culverts and stuff
[1:58:00]
like that too and ditching how'd you
make out what the one and what smells it
[1:58:04]
looks like it's all back together yeah
that turned out real nice
[1:58:08]
real nice I don't know a couple more
knew about that one but we were up there
[1:58:12]
real bad I was up there putting the hero
signs up and uh one of the line trucks
[1:58:18]
went right through our call work going
into the Mills Park yeah right through
[1:58:23]
the axle so we end up getting some real
good service uh shared servers from
[1:58:27]
carliesta County yeah and we're gonna in
turn trade
[1:58:32]
a couple trucks service from scholar
Falls
[1:58:35]
for their Manpower and their expertise
you know I mean all in the shared
[1:58:40]
service so it's it's it was worth every
they brought up excavator or something
[1:58:46]
like that yeah that's our first thing I
told Carl
[1:58:53]
hey that was a lot of two and a half or
three foot covert up there 30 30 inches
[1:58:58]
30 inches of 80 feet man it was a lot
that's an awful stretch so
[1:59:04]
it actually I think it's the biggest one
I've ever done since I've been with him
[1:59:08]
I'm glad that
went well that they were able to help us
[1:59:14]
with uh
what else you got
[1:59:19]
um
uh the the new the new loader came in
[1:59:25]
everything on it is really nice
but there's been some kind of
[1:59:30]
typographic error from the recopy of
like last October or November of last
[1:59:36]
year
when we were going to start to put in
[1:59:40]
the order for that new loader
of course it didn't even go at the end
[1:59:45]
of 2022 but January this year in dead
and gentlemen proved everything
[1:59:52]
while there was supposed to be an exact
rewrite of the contract
[1:59:56]
from the first one
to January of this year
[2:00:02]
and
there wasn't there was a mistake
[2:00:06]
there's two little levers that run the
bucket
[2:00:10]
should have been a joist there
and that's I don't know
[2:00:15]
you guys probably understand what I'm
talking about but
[2:00:18]
you need a joyster there was a type
error in the contract
[2:00:23]
because it was almost been identical
from 2022 written up
[2:00:27]
the dish to this year is in January
so we're in the middle and everything
[2:00:32]
looks real good
John Deere's
[2:00:36]
working real hard to rectify it
with the talent
[2:00:42]
um
so basically if I understand that when I
[2:00:46]
was talking to him up there that day and
then with you after yeah you got three
[2:00:51]
joysticks on that yeah well the third
one is the third one is for the utensils
[2:00:55]
yeah if you play solar machine not when
you don't need unless it's a little
[2:00:59]
Widener and then there's two joysticks
individual for raising and lowering the
[2:01:04]
bowl or for curl in the bucket it's very
1960. and they want most of your guys
[2:01:10]
want just a single yeah
yeah so it's you know it
[2:01:16]
has to be done John Deere is going to
rectify it
[2:01:20]
best they can they say you tell you tell
your timeline how long you're going to
[2:01:24]
be fixing them
well when when things get situated
[2:01:29]
it's going to be almost a two-day
process and they'll be coming down here
[2:01:34]
and it'll end up be just like from the
factory are they letting you use it now
[2:01:39]
yeah yeah
so that's something they can retrofit to
[2:01:43]
the machine we got yeah yeah just like
being at the factory when it's done
[2:01:47]
they'll just take out the triple and you
know move it to yeah the one you need
[2:01:52]
yeah is there any more cost time yes
it's thirty five hundred dollars
[2:01:57]
but
there there is going to be
[2:02:03]
I'm not sure but they're doing all the
labor
[2:02:06]
because of the
of the misunderstanding the type error
[2:02:10]
error from one contract to another now
on your old contract
[2:02:15]
yeah was it thirty five hundred dollars
more than this one I
[2:02:20]
do you have copies I I gotta I'd have to
go back and look
[2:02:25]
I think I'd be looking at that because
if you ordered it and you got X number
[2:02:29]
of dollars that they told you it was
going to be they shouldn't be charging
[2:02:33]
you 3 500 or more for their mistake yeah
yeah see but then again I'm gonna admit
[2:02:40]
slice perfect for the camera and
everything
[2:02:44]
in January when they read read
wrote the contract was supposed to have
[2:02:50]
been the same as in 2022
I didn't find line Beckett
[2:02:57]
Soul you know and I'm guilty as hell I
was just gonna say that because I'm not
[2:03:03]
perfect whatever has to be done you need
to do it you know
[2:03:08]
yeah it's the same thing with the fire
truck I feel I feel this iron once you
[2:03:13]
initial that that's why they build it is
to whatever you've initial when you go
[2:03:19]
through the final
[2:03:29]
as is so um though the one thing that I
did talk to
[2:03:35]
is there any other salesman or can we
use his name
[2:03:38]
no I'm sure no he's willing to come here
anytime so when I talk to Jesse he said
[2:03:44]
that there was a 500 increase to that
loader from
[2:03:49]
year to year so I'm lying to you it was
for the the service the uh extended
[2:03:57]
contract Service no not the service
that's another one we're gonna look at
[2:04:01]
that information too
um
[2:04:04]
it was a 500 increase for the five-year
extended warranty that's built into the
[2:04:10]
contract so he took the 500 off
the price of the machine because we've
[2:04:16]
got the five feet because he made his
shot
[2:04:19]
that was in there and the amount the
same time
[2:04:26]
um question that actually
you had last time with the service
[2:04:34]
and Ken I did speak to him about that he
sent me two calls
[2:04:38]
a three-year quote was a little over
five grand
[2:04:41]
five year quote was doing to Sahara or I
should say hello it was right nine
[2:04:47]
thousand
but that includes
[2:04:50]
the work for driving them out here he
goes you're better off to do that than
[2:04:55]
to do the regular service plan that they
do where they you have to pay I think
[2:05:00]
it's
150 175 an hour even while he's driving
[2:05:04]
all down here yeah that's the whole
Syracuse so this one is all inclusive so
[2:05:09]
to speak it pays for
all normal stuff anything that isn't
[2:05:15]
normal
our extended warranty is going to pay
[2:05:18]
for us so basically the guys up there
wouldn't have to touch this thing for
[2:05:21]
five years they would do everything the
warranty work to the service of it that
[2:05:27]
includes the oils the Lubes the
natural your weekly greasing or whatever
[2:05:34]
you're gonna have to keep up on it but
they'll freeze it
[2:05:37]
um the filters air filter everything
in is in that service contract
[2:05:43]
to break that up
it's probably well worth the 1500 bucks
[2:05:48]
I mean this on the front rear end axles
Because by the time yeah when they drain
[2:05:53]
the fluids up and replace it by the time
we buy all that stuff and then
[2:05:58]
you know I don't know what the
difference is I I can get uh
[2:06:03]
estimates or whatever
cost to do that well we we do the we do
[2:06:10]
the same now at the fire station it's
all talking about that way no liability
[2:06:16]
back on anybody and
that guarantees that again your warranty
[2:06:22]
they have to warranty it because they're
doing all the service on it so they
[2:06:26]
can't say we didn't know the guy Jesse
was very good about it he goes hey you
[2:06:30]
know we understand stuff goes wrong if
you if you have to you know replace a
[2:06:35]
bolt or
bushing or bearing it or whatever he
[2:06:40]
goes and you do it he goes or whatever
or cable he goes whatever he goes the
[2:06:45]
state the guys want to do it he goes it
doesn't stop you under the the extended
[2:06:51]
warranty
you're doing it he goes we still trust
[2:06:55]
you to do that because matter of fact if
you tell us a cost or whatever the park
[2:06:59]
is
going to pay for your labor but we'll
[2:07:01]
pay for the park if you guys it's
something simple where you don't want to
[2:07:05]
wait four or five days for somebody to
come down and do it for something simple
[2:07:09]
it goes we'll work with you guys damn
well we'll write it down that we okay
[2:07:15]
so I I think it's well worth getting it
myself and I would do it for the full
[2:07:19]
five years but we'll have to do a
[2:07:23]
I think that one is under goods and
services and I think I'm
[2:07:28]
as long
that and that's sole service Full Source
[2:07:32]
I think that's a good way for doing that
one for that dollar amount but uh I'll
[2:07:37]
check what Ollie is when I get
everything I'll send you guys all the
[2:07:42]
um both emails of three and five year
warranty and then if we want to do it
[2:07:49]
under a resolution I just don't know
he said it wasn't like we had to do it
[2:07:56]
and decide right now before we took the
machine but he got it better sooner than
[2:08:00]
later because don't let it carry on for
months that's all for the service
[2:08:04]
contact because they know it's brand new
and they know that right now they'd be
[2:08:08]
the only ones working for those prices
so
[2:08:12]
of course comes the worst that'll be
July but hopefully you don't need
[2:08:15]
anything
I'll get everything together for
[2:08:19]
everybody
[2:08:23]
I jumped in the middle of you again I'm
sorry Michael go ahead no that's all
[2:08:27]
right that's um
that covers that that was priority I had
[2:08:31]
to get that out
all right so that begged a a question
[2:08:35]
from this board
3 500 I know even as a department had he
[2:08:43]
can okay
um
[2:08:45]
so you know like is there any questions
with the board for Annie no
[2:08:52]
no I don't want this done before we go
through that way
[2:09:00]
hook it up
okay perfect
[2:09:07]
all right
well yeah I I a matter of fact can call
[2:09:11]
me this morning
Jesse
[2:09:14]
and of course tonight I got it Mary's
not here so she can't fax him the tax
[2:09:19]
exempt yeah you've got a hold of me too
he I don't yeah so I told him done he
[2:09:27]
got it he got it yeah I told him that we
don't use a tax
[2:09:31]
certificate we send a voucher out with
our tax and our TIN number on it so he
[2:09:35]
was good yeah that's what I you know but
he called today so we gave it to you
[2:09:40]
yeah good because he didn't call me back
because I told him I said man he's not
[2:09:45]
there I said but there's a couple other
real good health helpers you know
[2:09:55]
all right so that's perfect we've got
that taken care of
[2:09:59]
um and I don't know why
[2:10:02]
okay
[2:10:06]
um
safety and code cell phones
[2:10:17]
um
layer 8 is supposed to be giving me a
[2:10:22]
new quote because a quote that I had
before was from CIT you got those
[2:10:28]
initials right uh CTS
easy
[2:10:33]
so uh like I said as soon as they get
back to me
[2:10:38]
they usually work
and quote me but I think through somehow
[2:10:44]
through Spectrum for that so
um
[2:10:49]
I'll find out matter of fact I'll make
myself a note
[2:11:00]
I think we were down uh five
as long as nobody on the board
[2:11:11]
what else you got Emily that was it
boy you were easy
[2:11:18]
uh Town Club nothing
like uh it's even easier accessor uh I
[2:11:25]
want to speak Forum but I'll say that he
just got the equalization rates and the
[2:11:31]
equalization array
um where we came in we're right with
[2:11:36]
everybody else so as far as doing a uh
no assessment and going to 100 assessed
[2:11:43]
value like Italian the state wants us to
do
[2:11:47]
um
we really don't see where
[2:11:50]
between him and I where it's gonna you
know make a big benefit
[2:11:54]
on the other hand
if we do a full assessment value right
[2:11:58]
now that would be your new assessment
and even though that housing bubble
[2:12:03]
starting to collapse right now and sorry
with the high prices it's not like like
[2:12:08]
uh happy it's going to be higher than it
was but this it's not at that that
[2:12:12]
Medium
so
[2:12:15]
um as far as that goes we'll visit it
again in September
[2:12:20]
um
and like I told you we're right with
[2:12:25]
everybody else 75 78 77 percent up to
the equalization rate was worth it
[2:12:32]
matter of fact I won't mention the
account but one of the other towns after
[2:12:36]
talking to Gary and knowing that we held
out all the way through he's like I'm
[2:12:41]
not doing anything this year because
there are towns that have dead three
[2:12:46]
assessments back to back the last three
years and even though the towns don't
[2:12:52]
take everything
they're not talking badly about them I
[2:12:56]
will our assessor will tell you his
feelings about uh the school districts
[2:13:01]
will suck up every new bit of assessed
value
[2:13:05]
[Music]
and utilize it or the towns are a little
[2:13:09]
uh more
we don't need all that they will take it
[2:13:14]
up
so uh that's what I got to say on that
[2:13:19]
um
playing board I got nothing dog control
[2:13:23]
I will tell you uh
close and busy I've called them on a
[2:13:28]
couple for some people that called me
and dogs I just know that he's been out
[2:13:32]
running around chasing some matter of
fact he also called down here to get a
[2:13:37]
license number so he could uh deliver
the dog to the owner and they were
[2:13:41]
reunited so he's been uh he's been busy
uh
[2:13:48]
her attorney was excused tonight
before you get to me historian yeah let
[2:13:55]
me just talk a little bit of History I
think I've seen more people coming in
[2:13:58]
with questions about history just
because it's summertime and people are
[2:14:02]
thinking of things
and we had actually somebody stopped in
[2:14:07]
many times they asked about the
mid-1800s which we don't have a lot of
[2:14:11]
information on I did get a thank you
note
[2:14:14]
um
[2:14:17]
somebody said um let me quote
history has to be saved and near the
[2:14:23]
front line of savings history and
included a 20 check which goes into the
[2:14:27]
town of cell of all his costumes
so anyway that was good
[2:14:34]
then legally
and legally we're obligated to have
[2:14:38]
somebody in the historians
[2:14:42]
as we go forward
um and Kevin will talk about this shirt
[2:14:47]
all the other things said and to mess
around with
[2:14:51]
in terms of quite messing around you've
been doing a lot of work
[2:14:55]
but I do have some flyers too so
anything you know I put stuff out here
[2:14:59]
as you as Kevin talks about the music
probably in the 175th so which is a
[2:15:07]
history animation
all right thank you
[2:15:15]
I'm sure
[2:15:20]
my hand needs out just to get it out of
the way
[2:15:24]
get back
okay so FEMA
[2:15:28]
um finally gave me a copy of everything
that changed and what they said we
[2:15:34]
didn't
[2:15:37]
come up with for a good enough reasons
or as I didn't have to change it because
[2:15:41]
they wanted us to do our own lidar and
hire somebody to do that but they did it
[2:15:46]
did take
several web
[2:15:51]
Zoom meetings that we had for the
supervisors and local supervisors that
[2:15:57]
were affected by this this new FEMA map
for the 1A flood stage and
[2:16:06]
they did accept that we put in a
challenge to it when we put in the
[2:16:10]
challenge we're supposed to hire
somebody and give them like
[2:16:14]
dot
that this is why they're wrong they
[2:16:18]
didn't make us go that far they took a
lot of our our experience in our history
[2:16:24]
of where the flights had been
and more areas they did affect and they
[2:16:31]
shrunk back
quite a bit of area that they were going
[2:16:36]
to consider to be one of one a flood
zone again this is something that far
[2:16:42]
hardcore over the last almost two years
now when this first came out because
[2:16:46]
it's been back and forth between FEMA
and us and the state
[2:16:50]
for quite a while
and I figured that FEMA being FEMA is
[2:16:56]
going to say yep we appreciate it have a
good day this is your map but they did
[2:17:00]
they honestly they they worked with us
so this is again
[2:17:05]
a copy of the compromises Michael
um
[2:17:11]
and what they did pull back on which
again I appreciate their help with this
[2:17:17]
I appreciate everything you're listening
to us uh Kelly Donnie was in on that at
[2:17:22]
uh
emergency services that helped with some
[2:17:26]
of the data and some of the stuff that
we needed to show
[2:17:31]
you here we never had a emergency
management issue there so
[2:17:36]
um I I couldn't stop all of the property
that they were looking to but we did cut
[2:17:42]
back a ton of it and a ton of it just
here in the village alone because
[2:17:46]
originally they had the 180 flood State
all the way up to Alexander's church
[2:17:51]
over here
incorporated or part of it all of like
[2:17:54]
the Red Cross building over there is
nice of Columbus all right so we got him
[2:17:58]
to pull it back put away as I said you
know we've got to go down 22b and dump
[2:18:02]
back in you know this other Bridge so we
never had it that 100 year flood so
[2:18:09]
um that's I want to give you that update
uh one on some of it this is important
[2:18:14]
to the town
for retail of homes and it's important
[2:18:19]
to the resident because
[2:18:24]
before this thing gets made official and
everyone little property owners were
[2:18:29]
aware of this not only from a letter
from us down here at the town for me
[2:18:33]
on behalf of the board and from FEMA if
they get insurance before it becomes an
[2:18:40]
on paper then they get grandfathered in
as a cheaper rate than it will be after
[2:18:47]
it is a final map then they'll go and
say okay here we go and this is
[2:18:53]
so again
did the best they could for them I
[2:18:58]
didn't get all everything that I wanted
but
[2:19:00]
I got I did help so
[2:19:04]
um this is the monthly on Friends of the
North country
[2:19:13]
that's on the 200 did you get a copy
though
[2:19:17]
you got one yeah
three of them I got them
[2:19:25]
okay so anyways
um
[2:19:31]
it's our mother report there's still not
a lot different from the last month
[2:19:37]
they're still working with the uh I'm
not mistaken you know 13 property owners
[2:19:43]
so they'll work the way through this at
some point in time I'm gonna have to go
[2:19:47]
over there and do a site visit and I'm
also going to have to do
[2:19:51]
um
[2:19:55]
dive into a folder
[2:19:58]
they haven't asked for any money yet so
we're not even we're not close or
[2:20:04]
they're what
again once they ask for money that's on
[2:20:07]
our end to work with them together to
make sure we don't have it here more in
[2:20:11]
five days I got dinged on the other one
for that one that they did back in 2017
[2:20:17]
so
anyways
[2:20:20]
work in progress everything still
working
[2:20:41]
yeah
okay I think we killed this enough that
[2:20:45]
Reggie brought it up
I'm gonna deal with this but that's a
[2:20:49]
couple of the emails back and forth uh
on the playground equipment unless
[2:20:53]
you've got any questions yeah
[2:21:03]
uh okay
Donna did some checking too with Val
[2:21:07]
over at the town of Plattsburgh just to
get some preliminary work done ahead of
[2:21:12]
time if we do go into edu's we haven't
decided what we're going to go
[2:21:18]
um
they do have the program and to
[2:21:24]
bill
over there at the town of Plattsburgh
[2:21:30]
um if we do it by meter we only do it by
um edu they naturally redo the alpha one
[2:21:38]
is the only one you do here right yeah
the other two are the amazing Lane and
[2:21:43]
what's the mouse
[2:21:58]
software so
um basically
[2:22:02]
they're they're able to do that
um as far as if they had to do a
[2:22:09]
software update
because of ours then we would be
[2:22:13]
responsible for the software update but
right now she believes that it will work
[2:22:18]
and if we do have to do a software if we
decide to go to uh edu's from Monticello
[2:22:23]
we'll do that and again they would do
the billing at that point over there
[2:22:29]
so just some FYI so I'm still working
through the trials and tribulations on
[2:22:35]
that water project
[2:22:39]
um
music in the park
[2:22:42]
we ended up because of the torrential
downpours that we had on the 24th uh
[2:22:47]
rescheduling that one that was put out
on the website
[2:22:51]
um and it was all on Facebook
and it was put on
[2:23:05]
he sent me another date already to play
so he's he was agreeable
[2:23:13]
uh just back in another night and doing
it so we'll either do a Friday or a
[2:23:18]
Sunday so we'll have until I guess a
regular Saturday whatever weekend that
[2:23:24]
is and I think he's looking for a date
in July uh that he gave me if I remember
[2:23:28]
right right number
um we'll have it either a Friday and
[2:23:32]
Saturday that weekend or Saturday Sunday
depending on the date it is but he he
[2:23:37]
didn't charge us for in the contract he
could have charged us a certain amount
[2:23:41]
even if we canceled that he's dead a lot
and he's got a couple more to do for us
[2:23:47]
I was willing to work with us on that
hopefully
[2:23:50]
last year as soon as you've never he
should have knocked down Woods because
[2:23:54]
we didn't have that problem anymore last
year but we did this year
[2:23:58]
um so all the the dates are filled as of
this time all the Saturdays so uh July
[2:24:05]
1st will be the next one two tell String
Band uh Saturday July 8th uh kicking up
[2:24:11]
dust country we'll be there
[2:24:16]
um Saturday July 15th uh John Chino
uh Saturday July 22nd is town meeting
[2:24:22]
that was there were one that we had last
year and they had a good following
[2:24:29]
um Saturday
uh July 22nd
[2:24:34]
uh was like I said take down meeting uh
Saturday August 5th is model 97. uh
[2:24:43]
Saturday August 12th is a bootleg ban in
um
[2:24:47]
you might have heard us talking earlier
uh I asked nice scopa which is the
[2:24:51]
officers Resurgence Union up at um the
State Office of services Union
[2:24:57]
for docs they
sponsored Blue Lake last year I asked if
[2:25:02]
they do it again this year so they
contributed the 595 for blue leg band so
[2:25:07]
that doesn't cost us at all and I
appreciate their uh continued support
[2:25:12]
they've been great to us
uh Saturday August 13th tunes of time
[2:25:17]
that's DJ that's Nick is doing that that
night
[2:25:21]
um
Saturday August 19th is Neil Gillespie
[2:25:28]
and it's a country uh one man guy where
he had a heck of a fall in last time too
[2:25:34]
uh last year and then Saturday August
26th Tuesday times karaoke now um
[2:25:40]
nickel probably do our MC for the 175th
also I think he is open I just want to
[2:25:48]
see something right but uh he's been
really great to the town and there's
[2:25:54]
Flyers back here the whole list which is
posted around if anybody has a place
[2:25:59]
they want to post them and then we also
put out individuals so this is for uh
[2:26:05]
two tall String Band for Saturday and
then kick enough dust country on the
[2:26:10]
following side
so we're kind of have individuals every
[2:26:13]
writing two weeks in advance too okay uh
marshmallow Waters finishing up the rest
[2:26:20]
of the band paperwork
[Music]
[2:26:23]
um probably after talking to everybody
yeah
[2:26:27]
it should probably be done no later than
our July meeting
[2:26:32]
to get that ban out so we'll have that
paperwork ready for a resolution or I
[2:26:38]
don't need a resolution
[2:26:41]
um paperwork delay for July and I'll
keep everybody up to date on that like I
[2:26:47]
said that's the construction loan
uh basically
[2:26:54]
Mason Lane
um like I talked about during the work
[2:27:00]
session they
oh everybody I talked to uh suggestion
[2:27:06]
we read bid it
um without a seven day period but like a
[2:27:10]
30-day start work period so that's what
we're going to do with that and I'll get
[2:27:15]
everything together on the engineer side
of things to make sure that that goes
[2:27:22]
out so again we're going to re-bid that
project and I'm just waiting for uh
[2:27:29]
Barton La Judas and Laberge to
get me a new contract everything else
[2:27:35]
should be pretty simple because it
hasn't changed in a month and a half
[2:27:38]
other than that was one of the big
things the start date so same thing with
[2:27:43]
the garage floor we'll put that out
there and we'll do a
[2:27:49]
really I don't don't hold me for 30 days
because I'm going to talk to the
[2:27:53]
engineers but that's what the
contractors and most of the and what I
[2:27:57]
hear would like to see first started so
yeah I'll talk to them about it and then
[2:28:02]
I'll get back to the board before I do
put it out there to let you know
[2:28:06]
um
[2:28:14]
um
[2:28:16]
that's
why it's bad just still moving
[2:28:22]
and
um 175th anniversary
[2:28:26]
so
um 175th anniversary we're moving along
[2:28:30]
on that
um
[2:28:37]
oh might work on uh
the petting zoo and uh
[2:28:44]
the wagon rides
um I put way too much on Barbie again
[2:28:49]
putting out stuff but uh she um I I
again had her
[2:28:55]
um
got the lesson with Katie Bell on
[2:28:59]
the parade and how they do it so we
didn't have to reinvent the wheel and
[2:29:05]
those have been out a couple weeks now
just about so we we've got some coming
[2:29:10]
in already
[2:29:14]
as far as
the
[2:29:18]
things that we're going to do we're
looking at uh food and food vendors
[2:29:24]
I'm thinking the two parties wanted to
do and I say parties the Democratic
[2:29:29]
party the Republican Party were thinking
about selling some type of food items
[2:29:35]
there for fundraisers that day
I got a phone call from Sean up at the
[2:29:41]
landfill from Casella's and when she
found out how big this was he uh because
[2:29:47]
I really don't want to compete against
the town nor do I want to compete
[2:29:52]
against account
so he goes uh if you're willing to
[2:29:57]
accept us coming down here we'd like to
help
[2:30:00]
so they he's already pledged that
rather than setting up up there that
[2:30:06]
they usually do he's got a couple bouncy
house things and he's already got a 30
[2:30:12]
by 60 uh tent I wouldn't have to a lot
of stuff that we the committee's been
[2:30:19]
working on
um that we were gonna yeah
[2:30:27]
so again with the help of Casella and
any other business in town that wants to
[2:30:33]
help out it's making this thing
better all the time with less cost on
[2:30:39]
our so um again I'll let you guys know
as we move forward what is going to
[2:30:46]
happen but basically uh Saturday the
parade will start at noon uh
[2:30:54]
two o'clock which is two hours they get
a parade in King it'll last an hour and
[2:30:58]
a half so I want to make sure we can
start the ceremony too early so at two
[2:31:03]
o'clock will be the serum opening
ceremony
[2:31:07]
um from two to six we're gonna be the
Town Hall open and historian's office
[2:31:12]
open uh vendors outside and uh vendors I
mean the Boost of the local businesses
[2:31:19]
and
[2:31:22]
that'll go until
like I said six o'clock two to six and
[2:31:27]
then from six to nine it's gonna be
bootleg down in River Street Park
[2:31:33]
and then we're working on uh seeing if
we can't pull off a fireworks show at 9
[2:31:39]
30 that night
that is not 100 yeah it's all gonna boil
[2:31:44]
down to cost
so is that going to be a sponsor deal
[2:31:48]
with the fireworks
yeah now
[2:31:53]
um if if some local businesses want to
help
[2:31:56]
that would be great
[2:32:00]
I think I can call from the office down
here so let's listen for it but I have
[2:32:05]
had already a couple contact me
that would like to go in so
[2:32:13]
it's um they can do that I just can't
call them up and say hey can you
[2:32:18]
come so it looks like right now
um we might have another couple thousand
[2:32:24]
from somebody else that's willing to
donate and as soon as I find out
[2:32:28]
the chuck put that out everybody but I
don't wanna
[2:32:32]
it's something that I'm untied
[2:32:38]
um
Mike helped me there too and uh
[2:32:42]
gentleman we spoke to thought he could
put on a pretty good show for around
[2:32:46]
five thousand
two thousand on the way to divide
[2:32:53]
let's see what happens
[2:32:56]
it's gonna be safe out there because all
the vendor people well it won't won't be
[2:33:02]
till 9 30 at night
[2:33:06]
for Sunday
yeah but I don't know if they're gonna
[2:33:10]
go all the way back to the tree line
like that the boobs that's something
[2:33:14]
that I'll talk to the spiral cat
and you can tell me
[2:33:20]
yeah we asked that too I talked too much
about that already so we'll see we'll
[2:33:27]
see how it all goes
huh didn't you say Casella was going to
[2:33:31]
provide food
[2:33:34]
kind of mentioned
[2:33:46]
they want to help a lot and
I do appreciate it they've been a great
[2:33:50]
neighbor I mean yeah at times we have to
put up with a little snow and he's good
[2:33:55]
about letting me know now and give me an
email at the recap and drawing another
[2:34:00]
well or recapping another one because
that's usually when you get that methane
[2:34:03]
smell but uh they have they have oh my
three and a half years here on Everson
[2:34:11]
from the parks or the the pump drags to
everything I mean they donated either
[2:34:18]
equipment or Manpower or items so
I can't think of enough so it looks like
[2:34:26]
like I said things are going pretty good
Rick podiker called me today he's got
[2:34:32]
some more information on some things
uh he's been helping out with 175th
[2:34:38]
um that area five kind of legislator so
I appreciate the help he's given us too
[2:34:45]
and another business is in town too
[2:34:51]
and he's been married
oh yeah well Mindy said like I said
[2:34:57]
earlier she's been sitting on the
committee so she's been
[2:35:00]
you know checking on on all things too
like
[2:35:04]
got candy machines the popcorn machine
and stuff like that remember something
[2:35:09]
to me before about checking stuff on
tail around all my first tent and stuff
[2:35:12]
you still want me to or
um that that kind of fell on my lap by
[2:35:18]
Friday I took a phone call from Sean and
he offered me a bunch of different
[2:35:23]
things
and um definitely like you said you go
[2:35:27]
if you I want to do everything we can to
support the Cannabis and we don't want
[2:35:31]
to
yeah
[2:35:33]
I have any issues because I'd much
rather be a part of this so yeah he he
[2:35:39]
already has rented a 30 by 60. so hold
don't don't go I think that that should
[2:35:46]
be good I was going to talk to the rest
of everybody in the committee to see
[2:35:50]
whether they wanted another one or not
looks like the only way we can get the
[2:35:55]
other one is probably out of Malone
[2:36:18]
so I think we'll be good then I want to
thank Mike for the third round stuff
[2:36:23]
he's going to let us use some picnic
tables how much are the fireworks
[2:36:28]
we talked about
five about 5007 would be a good show it
[2:36:34]
was a good show for about five minutes
[2:36:41]
yeah when I checked indicator Bill and
again I don't like saying what they
[2:36:46]
right but yeah I did
Steve I want to thank cable fire
[2:36:51]
department and their members for uh
helping us with our event because I
[2:36:56]
didn't have to reinvent the wheel
they gave us everything they do for
[2:37:00]
their field day every year and they
didn't have to
[2:37:04]
including their parade list and all of
that so everybody's been over backwards
[2:37:09]
to help this thing go off good so
um I can't think you know like I said I
[2:37:15]
can't thank everybody enough for
pitching in and helping out and
[2:37:18]
everybody that's good they're parts so
far whatever that is it has been
[2:37:23]
it's not me
everybody that's making this thing come
[2:37:28]
together so it's looking pretty good it
looks like we'll have a good time but I
[2:37:32]
think that's what we're we had discussed
with about five five thousand when we
[2:37:37]
talked to how many of those I can put a
pretty good show on today Mindy said she
[2:37:42]
will do your fireworks
[2:37:45]
all right I'll get with you after well I
appreciate that thank you very much
[2:37:50]
that's really nice to get so um I'll get
with you separately on what your
[2:37:55]
donation will be and I really do
appreciate it
[2:38:02]
and that's exactly what I'm talking
about everybody has been over backwards
[2:38:06]
to help with this thing
oh
[2:38:11]
that's great that's great
we have copies of the letter that was
[2:38:16]
sent out to a lot of commercial people
that are probably certainly a lot of
[2:38:19]
people that don't haven't gotten this in
terms of retails you know small business
[2:38:24]
owners and also we've got the forms for
being in the parade performance for
[2:38:29]
volunteering and being in the festival
and so that'll be here okay if you have
[2:38:34]
people that you've been passing out to
just let me know and if there's people
[2:38:37]
perfect we can send it out too perfect
so like I said we mailed out and so all
[2:38:43]
of that stuff included to the
dignitaries that we've invited and we
[2:38:47]
invited about what the denomination
where you know like I said uh we did
[2:38:52]
invite the closest three supervisors
surrounding Our Town awesome
[2:38:57]
um and uh legislators that uh are around
our account it did not officially invite
[2:39:03]
the board because right yeah the boys
the more knows
[2:39:10]
they should be here it's the town's
150th anniversary and public officials I
[2:39:16]
would hope that we we all try to be here
and support
[2:39:19]
um there's going to be a lot to do that
day and it looks like they're I don't
[2:39:23]
know so like Barb just suggested if
anybody wants to volunteer or do
[2:39:27]
anything to help the forums are back
there if they know somebody or may think
[2:39:32]
they know somebody that wants to attend
and we may not have invited them
[2:39:39]
get it to them
get it to him I still need to do a lot
[2:39:43]
of outdoor outside publicity that you
know we wanted to have a little bit more
[2:39:47]
firmed up before we and I'd like to have
like you said I like to have exactly
[2:39:52]
what's going on before we start getting
really big but this is exactly what's
[2:39:57]
going on that day but preliminarily I
can tell you what we did and we're
[2:40:02]
opening up our work so oh it's 100
huh
[2:40:13]
all right
[2:40:16]
now I know what your donation is going
to be but thank you very much I do
[2:40:21]
appreciate that
so
[2:40:24]
you can get a hold of
uh done and tell them we're all set for
[2:40:29]
doesn't it
um
[2:40:31]
have them come up here and look
[2:40:35]
we'll go through what the setup is going
to be if he sees any issues or any
[2:40:39]
concerns
but they go they go so high Often by the
[2:40:44]
time they come back down there shouldn't
be anything
[2:40:49]
we'll have the fire department here
anyway
[2:40:57]
all right
[2:41:02]
thank you
[2:41:05]
so all right
so
[2:41:13]
[Music]
[2:41:17]
okay
[2:41:22]
um unfinished business I will tell you I
did contact uh Marshall Lee and mass I
[2:41:28]
need to talk to Tyler he is reaching out
to see what's going on and how long and
[2:41:32]
why it's taking so long to get aeds but
again when I talk to the other vendor uh
[2:41:39]
she was like I don't know how you get
them from that price much less finding
[2:41:42]
them right now because uh there was a
recall with one of the aeds with
[2:41:47]
uh makers and that did for uh crimp on
all of the others because then
[2:41:55]
everybody was going just to not so
there's only a couple of them out there
[2:41:59]
uh he's gonna let me know what's going
on and how much longer he think they
[2:42:06]
think it's going to take to get those
aeds one for here one for up at the
[2:42:10]
highway garage
uh gas
[2:42:13]
uh we talked about the non-ethanol gas
Sands will go into Stewart's and
[2:42:18]
purchasing it over there
so he gets a car goes over there and
[2:42:22]
gets the gas and
marks the can appropriately because it
[2:42:27]
was funny because one of the girls today
was like what when am I supposed to fill
[2:42:32]
the tractor up so at least they're
asking if they don't know so it looks
[2:42:36]
like we're saving money there
that's it for our finishing this I have
[2:42:41]
a new business I got really none
um resolutions yeah
[2:42:48]
do we replace the last person that did
that including there
[2:42:54]
oh my bad
um now
[2:42:59]
um we do need to hire a new
remember that underneath on this uh I
[2:43:06]
knew
housekeeping company for the the town
[2:43:10]
hall
we no longer have the one that we had
[2:43:14]
so
we did call around when I say we head
[2:43:20]
down to do that called around a couple
of our towns and um
[2:43:24]
let's see if we can't get a lead on one
of them
[2:43:28]
if not then I'd say we put it out to bed
and see what happens
[2:43:34]
I'll at least contact who we can from
other towns and see if they're willing
[2:43:39]
but a lot of them are like
they're they're people that they just
[2:43:44]
hire we on the other hand
want insurance and the whole night when
[2:43:51]
they're in there
it makes it a little bit more difficult
[2:43:54]
because if they don't have a cleaning
company nobody wants to apply
[2:43:59]
not really because they're uh
yeah they're they're on a payroll but as
[2:44:04]
uh uh W9
I wonder if we heard somebody just for
[2:44:08]
another Bureau like for the record
[2:44:12]
I mean building in grounds yeah
[2:44:18]
because you might not get a company to
accept it is as we've been without a
[2:44:23]
cleaning company for a month and a half
now yeah and as you can see I mean
[2:44:28]
Sheila mostly Sheila goes around with
the bags
[2:44:33]
I've cleaned toilets Sheila's cleaning
time I will not go into the men's room
[2:44:37]
I'm sorry
on that one uh
[2:44:41]
but we shouldn't have to I mean I I
swept and mopped out there the other day
[2:44:49]
company and I'm like no I'm just
tripping into what I got to do I'm not
[2:44:55]
I help out where I can we all do I mowed
and we whack this whole property the
[2:45:00]
other day other than the fields
[2:45:06]
yeah so um we all kind of chip in and do
our part but we are going to have to
[2:45:11]
find somebody
could I ask you that you look into like
[2:45:16]
work on or somebody because this place
is
[2:45:21]
yeah yep we're not only one I'll tell
you that
[2:45:26]
um
the more it rains the more they want to
[2:45:29]
come in yeah
yep again it's been so wet that uh
[2:45:34]
they're coming in there's a little tiny
straight across and we were it was
[2:45:38]
pretty good when we you know he had some
stuff to spray yeah so uh
[2:45:43]
I can do that that ain't gonna that is
not gonna be a major expense
[2:45:50]
I think it's something to do with not
having a cleaner I can have working come
[2:45:54]
over and spray around the foundation of
the building yeah
[2:46:03]
the oil business is done and
[Music]
[2:46:06]
um
he didn't want to go out and get his own
[2:46:10]
insurance on his own because if he's
only got us for a client it's going to
[2:46:16]
counterproductive for insurance
so um
[2:46:21]
that's why I think Mike had a good idea
Kevin you probably should try to look
[2:46:24]
into something I don't think you're
going to get a company and what we're
[2:46:28]
what we're paying come in here yeah is
that a little bit of monitors yeah
[2:46:32]
before I get a hold of
Morgan or whatever is there anybody that
[2:46:38]
wants me to put this out the bed
for one time I think you'll put it up to
[2:46:43]
bid it's going to be another month it
will be but I'm just saying I don't want
[2:46:46]
to hear everything coming up
[2:46:50]
Orchid or whoever the bug thing before I
get yelled out for that I I can I can
[2:46:59]
one time thing it's going to be way
under what a department head I can do I
[2:47:04]
can do it legally but I just don't want
to hear any complaints about it so does
[2:47:08]
everybody go with me finding out who I
can get a hold of let's get a hold of it
[2:47:12]
yeah oh yeah find somebody there's not
many questions
[2:47:33]
good
all right so I'll take care of that
[2:47:39]
um the house cleaning
are you good if we can find somebody
[2:47:45]
that does another town or do you and put
out the bid only if we can't find
[2:47:49]
somebody
[2:47:58]
it doesn't really matter as long as they
got insurance and some companies are
[2:48:02]
just individuals what if we just put
somebody on like we said
[2:48:06]
it didn't Alaska I didn't have insurance
right you just said he didn't have it no
[2:48:10]
no no he yeah he had a company they had
the company had Insurance that's what
[2:48:14]
happens when I was cleaning here on
payroll and this time somebody worked
[2:48:22]
you've saved us a bunch of money
what about Micah what did he get
[2:48:28]
75 dollars yeah because you get it once
a week
[2:48:39]
I can
check this weekend I don't know how that
[2:48:46]
if I put them on a payroll I gotta have
uh Civil Service item form so let me
[2:48:53]
talk with Mary and find out what we can
maybe put it under yes
[2:49:11]
yep
I don't even know what that is
[2:49:18]
oh there are uh jobs
[2:49:24]
and if they do good
right
[2:49:29]
yep all right
who wants to get a hold of
[2:49:35]
ETS I'll do it thank you I got enough to
do
[2:49:46]
there you go
good job
[2:49:51]
you got it all right let me know how you
make out I'll let you know could that be
[2:49:56]
supervisor all right
[2:50:04]
okay I think that's it unless Mike had
something else is something else because
[2:50:09]
you just wasn't making it anything else
yeah
[2:50:13]
all righty
[2:50:19]
Network resolution
okay the first one resolution
[2:50:25]
23.60 a motion by whereas the code
enforcement announcer has found
[2:50:30]
everything in compliance with Earth
Waste Systems Incorporated junkyard be
[2:50:36]
it therefore resolved that the town
board approves the renewal of Earth with
[2:50:41]
Earth Waste Systems Incorporated junk
yards license
[2:50:47]
uh effective immediately June 30th under
discussion
[2:50:52]
um
of 2024.
[2:50:56]
so can I get a motion
motion
[2:51:00]
variety
[2:51:15]
any further discussion
all right local
[2:51:22]
history yes Mr Bruno yeah Mr Randall yes
proof power this is pretty impressive by
[2:51:30]
the way our students the Earth I've ever
seen yeah I got one question for you I'm
[2:51:36]
on something I'll do it after though
there's something that came by my
[2:51:43]
my office
[2:51:48]
uh 20 resolution 2361.
uh motion by whereas in the 2023 budget
[2:51:57]
monies are appropriated for a deputy
Town Clerk and whereas the town clerk
[2:52:02]
has the authority to appoint her own
Deputy town clerk be it therefore
[2:52:07]
resolved that the town of scholar Falls
authorizes the
[2:52:12]
18.17 an hour wage to be paid to
counseling Russell uh Deputy town clerk
[2:52:19]
who will be acting in absence of the
Town Court
[2:52:24]
can I get a motion
well first of all Let's uh why are we
[2:52:28]
doing a resolution even on this
she is hired as the deputy town clerk
[2:52:36]
our town clerk isn't going to be here at
1817 should go to her automatically we
[2:52:41]
shouldn't need resolution for us well
she needs to get on the payroll at one
[2:52:45]
point and that's what uh the bookkeeper
wants a resolution so that this way
[2:52:56]
yeah
not a paid position
[2:53:00]
yes yeah so she's already in the system
yes
[2:53:04]
it shouldn't be an issue but just so
that
[2:53:09]
it's all been approved by the border now
um
[2:53:15]
I think where you get confused if I'm
not confused
[2:53:20]
but I think that
Mary was thinking on this is normally we
[2:53:25]
do an organizational meeting we appoint
all of our appointed all right codes and
[2:53:31]
all that at that point in time your
salaries are all part of that that one
[2:53:36]
resolution in January but being that
this is not January I think that's why
[2:53:41]
she just wanted on the record that this
is what her appointment is and that the
[2:53:47]
pay the pay was approved in the
organization we just didn't have anybody
[2:53:53]
in it we just never paid anybody not
okay Downs never paid in the last so
[2:53:59]
many years but
we're going to
[2:54:04]
was anybody named that position in the
organizational meeting no
[2:54:09]
not that I don't know
[2:54:13]
right now Sheila Martin is one of my
deputies Yeah in our town we can only
[2:54:19]
have one deputy
so she's gonna I appointed her two or
[2:54:27]
three months ago but we had to have as
it has to go down to civil service
[2:54:31]
okay
because she was already an employee no
[2:54:38]
just because that's how civil service is
huh really we should have had a um
[2:54:45]
a first and second in this before we got
the discussion but we're kind of way
[2:54:49]
past that point so did somebody get
are we in discussion now yeah yeah but
[2:54:55]
I'd rather have a first and a second
before we keep going yeah yeah
[2:55:07]
so do I get a motion so we can keep
going with this and then we decide
[2:55:11]
whether we want to do
I'll make emotions
[2:55:21]
like karate all right keep going that
way you can keep going at least they're
[2:55:25]
legal here
yes sir thank you okay
[2:55:31]
um
[2:55:33]
and it's been mentioned to me just this
week regarding this let me just bring
[2:55:39]
the point a couple of people made to me
on this
[2:55:45]
due to the fact that this particular
appointee
[2:55:50]
is a candidate
or town clerk
[2:55:56]
these two people in our town are saying
to me they're feeling that it's kind of
[2:56:03]
creates a conflict
because
[2:56:08]
it kind of is interfering in the
election process
[2:56:12]
is that
it's giving a clear advantage in an
[2:56:17]
election
is coming up this year by appointing a
[2:56:22]
candidate
to this position
[2:56:28]
So based on that
uh
[2:56:34]
I mean if we we were appointing two town
clerk Deputy Town clerks and the other
[2:56:40]
one was the other candidate
I would vote Yes
[2:56:46]
but the point is her being a candidate
for town clerk this is going to give her
[2:56:52]
an advantage a possible advantage in the
election this year now and that's the
[2:56:59]
point that's the point I'm making saying
what you're doing is just uh doing her
[2:57:05]
salary I'm appointing her and you can't
there's nothing you can say that I can't
[2:57:11]
appoint my own deputies
I'm not being no don't take money
[2:57:17]
personally no I'm not but the money part
is what you're you're going to be
[2:57:22]
um voting on not who my Deputy is so
you're so you're now gonna have two
[2:57:28]
deputies no I will not have two bills no
the first one is not going to be
[2:57:32]
definitely no I can't we found out that
I can't have two deputies
[2:57:39]
so that's my point I've made my point
it's the way I feel
[2:57:45]
certainly nothing personal against this
person at all not at all
[2:57:52]
but it's got everything to do with
election this fall
[2:57:56]
someone running for this position
that's all thank you
[2:58:01]
so the decision has already been made
you're appointing this person that's
[2:58:05]
your prerogative she's appointed okay so
all we're talking about is approving the
[2:58:10]
salary rate wage which we already did in
January you've appointed for yes you you
[2:58:16]
did the salary in
the United States right so this
[2:58:20]
resolution is only saying that we're
going to pay this person to you our
[2:58:25]
appointed 18.17 an hour just please
don't take this personal now sure
[2:58:34]
bye don't you think to be in your best
interest to abstain from this vote
[2:58:40]
upstairs
once again don't get it doesn't it has
[2:58:46]
nothing to do with Sonic Jump
[2:58:53]
I don't understand why he should have to
since this is a money line not a person
[2:58:58]
and you might very well be right for
that's it you know what that's a good
[2:59:03]
point I'm going to tell you something
the reason why I didn't even think this
[2:59:06]
should go to a resolution is exactly
what we're talking about now you guys
[2:59:09]
are making a big political deal out of
it it's not it's already been approved
[2:59:14]
in January Shiva as a state law that
Donna gets to appoint this the uh Deputy
[2:59:20]
I don't even know why we're talking
about it but there's a resolution I'll
[2:59:24]
I'll have to uh rescind my motion right
[2:59:51]
but I just want you to be well I don't
understand that the only thing you're
[2:59:57]
you're this resolution is doing is okay
in this hour we've already approved
[3:00:02]
not not the individual that I made that
very clear how do you think makes an
[3:00:07]
advantage for
in this position
[3:00:11]
well
basically
[3:00:16]
she will gain experience for the
position she's running for that's why I
[3:00:22]
feel that way and if she doesn't get the
election and it's all burned up well
[3:00:27]
let's put it this way I was going to do
she's appointed
[3:00:32]
she was going to start before the caucus
right and
[3:00:37]
I said that I'd wait until to find out
what happened at the caucus well will
[3:00:43]
she continue on uh with zoning board of
appeals yeah yeah she can if okay if she
[3:00:52]
does
she's running through your position yes
[3:00:56]
if she does get that position then this
would be a benefit for the town to have
[3:01:01]
her training at the same time but where
would the fairness be to her opponent
[3:01:09]
and once again I don't want to get deep
details on this at all and then again I
[3:01:15]
don't see where why we're making this a
big political thing I see what your
[3:01:19]
point is
this girl has been appointed two months
[3:01:23]
ago
let's start with we shouldn't even
[3:01:26]
discussing the appointing the person we
should not be just not part of that's
[3:01:30]
not what we're doing under resolution we
are voting on 18 and 17 cents an hour
[3:01:36]
right you don't even need a name there
take the name out of there and don't
[3:01:39]
even leave it there if you want to write
another resolution
[3:01:42]
well but you you just vote on the 1817.
that's all we're doing basically we've
[3:01:47]
got to stop and make change person
involved
[3:01:50]
no
[3:02:00]
not because then Mary can't send it down
to Civil Service oh okay do you want to
[3:02:05]
change it to the to be able to pay her
deputy's town clerk
[3:02:09]
that's what I was watching in the
absence take that name out of there try
[3:02:12]
to be as honest as I could yeah and you
were painfully honest so if that works
[3:02:19]
better let's all right I'll make that
motion
[3:02:23]
authorizes the 1817 an hour wage we paid
to the deputy town clerk who will be
[3:02:28]
acting in the absence of the town clerk
sound better red aren't you gonna have
[3:02:34]
to put her aren't you gonna have to name
her no no I mean you've discussed
[3:02:39]
putting her on the payroll
[3:02:43]
I mean
[3:02:47]
it
boils down to the town we don't get to
[3:02:52]
tell the town clerk
Hoover Deputy Camp workers it's her
[3:02:58]
appointment so
when we send it down a civil service
[3:03:02]
they're going to want a name on there
well of course yeah of course
[3:03:06]
well we're talking about the 18 dollars
and 17 cents an hour for the resolution
[3:03:14]
if
any of us didn't like it up here there
[3:03:17]
would be nothing we could do about
it you know what I'm saying other than
[3:03:22]
the hourly wage which is already in
our organizational mean
[3:03:28]
and been approved so we've already
plugged it once so why do we have to
[3:03:33]
approve it again and the discussion is
can I just say say one more thing yeah
[3:03:37]
for 12 years
and I remember when I appointed some
[3:03:42]
someone as my Deputy Town coach was
Deputy Town Court we went to pay her and
[3:03:47]
it was a matter of
um double dipping so she couldn't get
[3:03:52]
the salary Sheila has been acting as my
Deputy town clerk when I'm not here
[3:03:57]
doing handicaps
and um well she does she doesn't really
[3:04:02]
she nobody goes into my computer I'm
going to train this person in my
[3:04:07]
computer because I'm going to be gone
I may not I'll be gone
[3:04:12]
I know when I have to be here and when I
don't have to be here I'd like to so
[3:04:17]
then there's somebody here from the town
yes for the town
[3:04:23]
and I have not paid it's been in a line
item for 12 years and nothing's come out
[3:04:29]
of that line item for 12 years
so is everybody good with it corrected
[3:04:36]
how many hours will she be working I
have no idea when I'm gone
[3:04:42]
I could
not like
[3:04:47]
for six hours a day times four 24 hours
30 hours a week I don't know no I work
[3:04:53]
30 hours you work 30. so she'd probably
be working 30 when you were gone no she
[3:05:00]
doesn't have to be here every day no
I'll go back to her schedule and I'll go
[3:05:05]
with my I don't know why we're
discussing this this is something we're
[3:05:09]
going back to that person again and we
should not be discussing this person
[3:05:12]
it's nothing to do we've already
disgusted you're right
[3:05:19]
we should be saying 18 17 an hour
and it's already been answered that no
[3:05:26]
one knows how many hours she works and
we work one day this week and she might
[3:05:29]
work four days next week
so we have to vote on the 1817 an hour
[3:05:41]
is there any other discussion
[3:05:46]
then I guess we'll go
[3:05:52]
wait a minute let me back up did you
actually pull your motion do we need
[3:05:58]
somebody else no if we're not going to
put her name in it just we're just going
[3:06:01]
on audit okay and make the Motions we're
all call Mr Hamel yes Mr perrotti yes Mr

regular Town board meeting scheduled for
[3:07:07]
Tuesday July 25th for Tuesday July 18th
and whereas there are scheduling
[3:07:14]
conflicts with some of the council
members be it therefore resolved that
[3:07:20]
the regular Town board meeting that was
rescheduled for Tuesday July 18 2023 at
[3:07:26]
6 PM be rescheduled for Monday July 17th
2023 which is the regular schedule work
