[1:03] Thank you, vice mayor.
[1:04] >> Vice Mayor McAllen: thank
[1:07] you, city clerk.
[1:09] The boards and task force.
[1:11] We will spent a few minutes.
[1:13] The council will make
[1:13] appointments at the conclusion
[1:17] of the interview for each board
[1:22] or commission.
[1:23] And here we go.
[1:25] We will start with the airport
[1:25] advisory commission.
[1:28] There are two openings and we
[1:36] will start with james howard.
[1:36] >> hello.
[1:37] >> Vice Mayor McAllen: okay.
[1:38] James will be with us online.%
[1:40] go ahead, MR. Howard.
[1:46] You have two minutes.
[1:47] >> one of the reasons I'm
[1:48] interested in getting on the
[1:51] board, I spent 35 years living
[1:54] near the airport, and I have
[1:56] also got experience as an
[1:58] executive with a fortune 500
[2:00] company for 20 years and then as
[2:02] a business owner for additional
[2:04] 11 years.
[2:09] And I've looked into many of the
[2:11] airport issues and growth and I
[2:14] think that my experience brings
[2:17] to the table some unique
[2:22] capabilities with problem
[2:25] solving, analytical experience
[2:28] and overall board membership.
[2:38] I would like to see a vision for
[2:39] growth, recognizing to the city
[2:41] of scottsdale, this is a
[2:43] significant asset, and it
[2:45] employs a lot of people.
[2:48] It has a lot of revenue and
[2:50] there's a lot of changes that
[2:51] are happening, including with
[2:53] the F.A.A.
[3:00] The ability for the city to work
[3:02] with the F.A.A. And integrate
[3:04] the changes they are making with
[3:07] what the city is capable of
[3:10] doing as the landowner is a --
[3:16] is an interesting dynamic and I
[3:17] think I can bring some
[3:21] perspective to the table.
[3:22] >> Vice Mayor McAllen: okay.
[3:22] Thank you.
[3:25] And MR. Howard, I
[3:27] my apologies,
[3:30] you do need to stay your address
[3:32] and how long you have lived in
[3:32] scottsdale.
[3:34] >> sure, I have lived in
[3:34] scottsdale 35 years.
[3:42] My address is 13462 north 93rd place.
[3:43] >> Vice Mayor McAllen: okay.
[3:44] Thank you very much.
[3:48] And our next person up for
[3:50] airport advisory commission is
[3:54] cooper nelson.
[3:54] >> hello.
[3:55] >> Vice Mayor McAllen: okay.
[3:57] MR. Nelson, you will need to
[3:59] state your name, your address,
[4:02] and how long you have lived in
[4:03] scottsdale, as well as any
[4:05] education and employment or
[4:06] volunteer experience that
[4:09] relates to the airport advisory
[4:09] commission.
[4:10] Please go ahead.
[4:12] You have two minutes.
[4:12] >> okay.
[4:13] Okay.
[4:15] My name is cooper nelson.
[4:23] I live at 7111 east tiara buena
[4:24] lane, parent 207.
[4:27] I lived in scottsdale for a
[4:28] little over two years now.
[4:31] I have flown out of the airport
[4:32] since I was 13.
[4:34] I have been nighing there
[4:36] flying there for
[4:37] seven years.
[4:39] I worked at the airport for over
[4:40] two years.
[4:42] I'm currently ramp operations
[4:45] manager at american airlines.
[4:47] I believe I'm interested in
[4:47] serving.
[4:48] My family has been in public
[4:50] service since I was a little
[4:51] kid.
[4:52] My grandfather was the state
[4:54] senate majority leader in
[4:55] oregon.
[4:57] He chaired the ways and means
[4:57] committee.
[4:59] My grandmother was a public
[5:01] servant her entire life.
[5:03] My mother was a journalist for
[5:04] the last 15 years.
[5:06] I believe that public service is
[5:08] necessary and I feel that this
[5:10] is the best opportunity for me
[5:13] to apply my skills to help my
[5:14] city.
[5:16] I think had the airport means
[5:20] something to me, specifically,
[5:26] due to being around it, and I want
[5:28] to protect it and see it grow
[5:29] and see it develop.
[5:30] I feel that my primary goal
[5:32] would be to continue to improve
[5:34] public perception of aviation.
[5:38] I feel that as long as we
[5:39] we
[5:42] continue to have positive public
[5:45] perception, we can improve our
[5:46] parent and bring positive
[5:46] development to the space and
[5:48] have our typical resident
[5:49] understand how much of an asset
[5:52] it is to our city.
[5:55] And I think as we continue to
[5:57] involve them in either events
[6:00] that at our airports, overall
[6:03] just informing our constituents
[6:05] on what an asset this is, and it
[6:07] belongs to all of us, we can
[6:08] continue to improve our space
[6:12] and continue to develop this
[6:12] asset.
[6:15] That's -- I think that's it.
[6:16] >> Vice Mayor McAllen: thank you
[6:18] so much, MR. Nelson.
[6:20] >> mm-hmm.
[6:21] >> Vice Mayor McAllen: okay.
[6:27] Our next person is -- I'm sorry,
[6:31] is sean olivier.
[6:33] You have two minutes.
[6:36] >> hello, my name is sean
[6:36] olivier.
[6:37] It's okay.
[6:38] I live across the street at
[6:42] third avenue loft, so 731 east
[6:42] third avenue.
[6:45] I grew up in the area since
[6:45] 1974.
[6:47] I have been in and out of
[6:49] scottsdale since then, grew up
[6:50] in paradise valley.
[6:52] So what -- are you okay with me
[6:52] reading this?
[6:56] So why I'm interested in serving
[6:58] is it's -- the scottsdale
[6:59] airport has been part of my life
[7:01] for decades and I have lived
[7:03] here almost my entire life.
[7:07] I grew up around aviation, my
[7:09] father was an aerospace engineer
[7:12] and I worked in aerospace
[7:14] engineering, and it -- I worked
[7:16] at a company called flow
[7:17] dynamics which was in the
[7:20] scottsdale airpark for many
[7:20] medication
[7:25] ,many years.
[7:26] It's now where barrett-jackson
[7:28] is there.
[7:30] We were at gate 6, and we had a
[7:31] fuel hangar and all.
[7:33] And the skills and experience I
[7:35] bring I'm bringing a combination
[7:36] of aviation experience and
[7:37] business operations that
[7:40] directly fits this commission at
[7:44] flow dynamics, we did aerospace
[7:47] engineering for mostly military
[7:49] applications, and I had a lot of
[7:51] firsthand experience with
[7:52] everything from operating our
[7:54] airport facilities, fuel
[7:56] operations, safety compliance,
[7:59] as well as aviation customers.
[8:01] My broader career adds
[8:02] operations management,
[8:04] procurement, contracts,
[8:06] budgeting, vendor management and
[8:08] regulatory compliance.
[8:11] I also understand aircraft
[8:12] component from the ownership
[8:12] side that.
[8:15] Allows me to evaluate issues
[8:16] financially and from the airport
[8:18] and the community perspectives.
[8:21] And my primary goals and
[8:23] priorities would be to have a
[8:25] balanced data-driven stewardship
[8:27] to protect safety and the
[8:29] airport capacity, support
[8:30] responsible businesses and
[8:31] revenue growth and remain a good
[8:33] neighbor to the surrounding
[8:33] communities.
[8:35] And I understand there's a lot
[8:38] of future growth in the
[8:40] scottsdale airport area and it's
[8:43] going to be tough challenge to
[8:45] balance out keeping everybody
[8:50] happy and I want to be a part of
[8:52] that and assist my community.
[8:54] Thank you, I appreciate that.
[8:59] I also have mark unterbach, who
[9:01] is unable to participate in
[9:02] today's interviews and is
[9:03] interested in being appointed to
[9:04] the commission.
[9:06] With that, the next candidate is
[9:20] amanda wigal-schlosser.
[9:20] Close?
[9:23] And you will come over here,
[9:23] amanda.
[9:24] >> good afternoon.
[9:26] Thank you so much for having me
[9:26] here.
[9:32] My name is amanda
[9:33] wigal-schlosser.
[9:36] I live on east pine valley
[9:37] drive.
[9:38] I'm also a business owner for 20
[9:39] years in the scottsdale airpark.
[9:41] Part of the reason I decided to
[9:42] apply for the commission is
[9:44] because I have lived in my
[9:47] second home with my business in
[9:48] the aircraft park for over 20
[9:48] years.
[9:51] And I've loved the expansion,
[9:53] but I also see some constraints
[9:55] that it's putting on the smaller
[9:56] businesses.
[9:58] A lot of the additional space is
[9:59] being harder to find for the
[10:01] small businesses and it's also
[10:02] affecting lease
[10:04] leasing rates for the
[10:05] small businesses.
[10:06] So if appointed, I would like to
[10:09] be one of the small business
[10:11] voices that helps show the
[10:12] balance before just looking at
[10:14] data and maps and all of the
[10:17] expansions that we can really
[10:19] look at these changes and make
[10:20] sure they're equitable for the
[10:22] spaller businesses, the --
[10:24] smaller businesses and the
[10:25] larger businesses and the
[10:26] homeowners all around.
[10:27] >> Vice Mayor McAllen: great.
[10:27] Thank you so much.
[10:28] >> thank you.
[10:29] >> Vice Mayor McAllen: with,
[10:31] that just a reminder, council,
[10:34] we have two openings and I will
[10:36] begin with COUNCILMAN Kwasman.
[10:38] Your vote?
[10:45] >> Councilmember Kwasman: my
[10:50] vote is for sean paul olivier.
[10:51] >> Vice Mayor McAllen: you get
[10:53] two votes.
[10:53] Sorry.
[10:56] >> Councilmember Kwasman: and
[10:58] amanda wigal-schlosser.
[10:58] >> Vice Mayor McAllen: thank
[11:00] you.
[11:02] And COUNCILWOMAN Whitehead.
[11:02] >> Councilmember Whitehead:
[11:06] sean olivier and amanda
[11:08] wigal-schlosser -- I'm just as
[11:10] bad as you as pronouncing her
[11:10] name.
[11:12] She knows who I'm talking about.
[11:14] Schlosser.
[11:15] Thank you.
[11:16] >> Vice Mayor McAllen: okay.
[11:19] And then COUNCILMAN Graham.
[11:20] >> Councilmember Graham: i
[11:22] will vote for the same two.
[11:26] >> Vice Mayor McAllen: and
[11:26] COUNCILWOMAN Dubauskas?
[11:27] >> Councilmember Dubauskas:
[11:35] same.
[11:36] >> Vice Mayor McAllen: and
[11:45] COUNCILWOMAN Littlefield?
[11:46] COUNCILWOMAN Littlefield, do you
[11:53] hear me?
[11:55] I have a feeling that's her
[11:55] calling back maybe.
[11:57] With that, there are enough
[12:00] votes for majority; is that
[12:00] correct?
[12:01] >> Clerk Lane: vice mayor, if we
[12:04] can get your vote just for the
[12:04] record.
[12:05] >> Vice Mayor McAllen: I'm so
[12:07] the record, mine are for the
[12:10] same sean paul olivier and
[12:15] amanda wigal-schlosser.
[12:18] And with that, it looks like
[12:21] sean paul olivier and amanda
[12:23] wigal-schlosser are appointed.
[12:28] Thank you.
[12:28] Okay.
[12:30] The next commission is actually
[12:33] the board of adjustment the
[12:35] board of adjustment is a quasi
[12:38] judicial body that hears
[12:40] variance requests and
[12:41] interpretation in decisions and
[12:43] decides on administrative
[12:46] decisions or zoning
[12:47] requirements.
[12:49] Julian anderson has withdrawn
[12:50] herself from consideration.
[12:55] There is only one vacancy.
[12:57] >> oh.
[12:58] >> Vice Mayor McAllen: there is
[13:00] one vacancy and there is one
[13:00] nominee.
[13:03] That being said, the nominee is
[13:06] ed peaser who is here in the
[13:06] audience.
[13:07] If you would like to come and
[13:09] speak also, ed, your name, your
[13:24] address and your qualifications.
[13:25] >> thank you, vice
[13:27] vice mayor.
[13:29] my name is ed peaser.
[13:32] I live at 8413 east rosewood
[13:33] lane in scottsdale and I have
[13:35] lived there at that address for
[13:39] 60 years.
[13:41] The reason I'm interested in
[13:43] serving is because I currently
[13:45] serve on the design review board
[13:48] and my -- I was appointed into
[13:50] DECEMBER of 2023, and my term is
[13:53] up in DECEMBER of 2026.
[13:55] And I decided that I wasn't
[13:58] going to reapply for that board,
[14:00] but as a citizen's volunteer, my
[14:03] desire to serve the city in some
[14:06] way, in any way that my
[14:07] qualifications allow is
[14:10] something I desire.
[14:14] As far as my experience, I
[14:17] completed 31 years as a city of
[14:18] scottsdale employee, and after
[14:20] my requirement, a chose to
[14:21] continue to serve the city
[14:26] through volunteer work on boards
[14:26] and commissions.
[14:29] With a 58-year background in
[14:32] construction and a 42-year
[14:33] background in building codes and
[14:36] zoning ordinances I was selected
[14:38] to serve six years on the
[14:40] building advisory board of
[14:40] appeals.
[14:42] My last four years, I was
[14:43] CHAIRMAN Of that board.
[14:46] In 2023, I was selected to serve
[14:49] on the design and review board,
[14:52] and so I do have board
[14:53] experience.
[14:56] And honestly, with my historical
[14:59] knowledge of scottsdale as a
[15:01] 60-year resident, I thought
[15:03] applying for the board of
[15:04] adjustment made a lot of sense.
[15:06] As far as my goals and
[15:08] priorities, I guess my first
[15:09] goal is to be sure to attend all
[15:11] the meetings.
[15:13] And, you know, honestly to see
[15:14] that everything that comes
[15:16] before the board is -- is
[15:18] recognized and to study and
[15:21] research all applications made
[15:23] to the board so that a decision
[15:25] could be made in a fair,
[15:28] knowledgeable and logical
[15:29] manner.
[15:30] And that's all I have.
[15:31] I appreciate the consideration.
[15:33] I'm happy to answer questions if
[15:35] you have them.
[15:36] >> Vice Mayor McAllen: thank
[15:36] you, ed.
[15:37] And no questions?
[15:39] With that, there's one opening
[15:40] and one candidate.
[15:43] And I will start to my left with
[15:45] COUNCILWOMAN Whitehead.
[15:45] >> Councilmember Whitehead:
[15:48] so I move to appoint MR. Peaser
[15:50] by acclamation.
[15:52] >> Councilmember Dubauskas:
[15:53] second.
[15:54] >> Vice Mayor McAllen: okay.
[15:57] All in favor.
[15:58] [Chorus of ayes]
[15:59] >> Councilmember Graham: can
[16:00] I add a few remarks.
[16:05] A couple remarks about
[16:07] MR. Peaser.
[16:08] When I first stepped my toe into
[16:10] service for the city council,
[16:12] when was that 2012?
[16:14] I was appointed to the building
[16:17] advisory board of appeals and ed
[16:18] peaser was the staff liaison at
[16:23] that time for the -- for
[16:25] B.A.B.A., building advisory
[16:27] board of appeals.
[16:28] He shaped my knowledge of so
[16:30] many issues that I had no prior
[16:31] appreciation for and so I'm --
[16:33] I'm excited for MR. Peaser to
[16:35] serve on the board of
[16:37] adjustments.
[16:38] >> Vice Mayor McAllen: thank
[16:40] you, COUNCILMAN Graham.
[16:42] I served on the development
[16:43] review board with ed, and also
[16:45] as a former city employee
[16:46] together.
[16:47] so congratulations, sir.
[16:48] You are appointed.
[16:49] Next, we have the development
[16:50] review board.
[16:52] There's one opening.
[16:53] The purpose of the development
[16:56] review board is to review and
[16:57] approve architectural design and
[17:00] layout of proposed development
[17:00] plans.
[17:02] This includes site planning and
[17:03] the relationship of the
[17:05] development to the surrounding
[17:09] environment in community.
[17:10] Special qualifications, as
[17:11] specified in the scottsdale city
[17:13] code, the development review
[17:15] board membership consists of a
[17:17] city councilmember, a planning
[17:19] commission member, and five
[17:20] public members.
[17:23] Three of whom shall be
[17:25] architects, environmental
[17:26] scientists, landscape architects
[17:28] or persons otherwise qualified
[17:31] by design background in training
[17:32] or experience.
[17:34] And two of whom shall be land
[17:36] developers, builders or
[17:42] contractors.
[17:43] Candidate kasera has withdrawn
[17:44] from consideration.
[17:48] There is one vacancy and two
[17:48] nominees.
[17:51] Nominee joy hunt is unable to
[17:52] participate in today's
[17:53] interviews, but is still
[17:55] interested in being appointed.
[17:58] And then we also have whitney
[17:59] warman here.
[18:01] Is whitney warman here?
[18:04] No?
[18:05] >> electronically.
[18:06] >> Vice Mayor McAllen: oh,
[18:06] electronically.
[18:07] I'm so sorry.
[18:08] My apologies.
[18:10] So nominee warman, if you would
[18:11] please state your name, your
[18:13] address, how long you have lived
[18:14] in scottsdale and please include
[18:15] your qualifications.
[18:18] Thank you.
[18:19] >> great.
[18:20] Thank you.
[18:23] I live at 7422 east princeton
[18:24] avenue.
[18:26] I have lived here for -- lived
[18:28] in scottsdale for ten years.
[18:30] I am a licensed architect and
[18:32] currently working at a company
[18:33] called smith group.
[18:35] I have over 15 years of
[18:36] experience.
[18:39] My background also extends into
[18:41] landscape design and urban
[18:41] planning.
[18:42] I have designed and built a
[18:45] range of different projects from
[18:47] high rise multifamilies to small
[18:48] restaurants, museums, cultural
[18:50] centers and even single family.
[18:52] And I also volunteer for the
[18:54] board of american institute for
[18:55] architects.
[18:56] With my background, I understand
[18:59] how cities function on a
[19:00] multiple of scales I'm
[19:02] well-versed in the planning,
[19:04] development and design process.
[19:07] In my profession, I focus on the
[19:08] intricacies of how building
[19:09] environments can shape
[19:11] successful cities by creating
[19:14] places that foster connectivity,
[19:16] a sense of place, and engagement
[19:18] with our community.
[19:21] I have invested myself in this
[19:22] community, both professionally
[19:24] and personally.
[19:26] I renovated my own home.
[19:27] I have also worked with other
[19:28] scottsdale residents to invest
[19:31] in their own properties and
[19:32] renovating their homes.
[19:34] I was also the project architect
[19:37] for the scottsdale museum of the
[19:37] west expansion.
[19:40] So I have a -- I have a very
[19:42] deep appreciation for what makes
[19:44] this city special and a real
[19:46] passion for maintaining its
[19:48] culture and what it means to
[19:49] live in the desert.
[19:51] So, you know, a significant
[19:51] opportunity for the growth of
[19:55] scottsdale is elevating our
[19:56] pedestrian-scaled design, how we
[19:57] plan our streets and development
[19:59] has a direct impact on whether
[20:02] our spaces are inviting, safe,%
[20:04] worth coming back to, worth
[20:06] investing with residents, and
[20:09] with visitors, tourists, you
[20:09] know.
[20:10] So this board has a real
[20:12] opportunity to uphold high
[20:14] quality and maintain standards
[20:16] for what it means to be a
[20:20] thoughtful, desert responsive
[20:21] design.
[20:23] Scottsdale holds a very special
[20:24] heart for me.
[20:25] You know this board plays such
[20:27] an important role and I really
[20:28] want to be a part of that, give
[20:31] back to my community.
[20:32] I understand that since I do
[20:34] work at smith group, that there
[20:36] MAY be a rare occasion that I
[20:38] have to excuse myself, but I
[20:39] still hope you will consider me
[20:43] for allowing this opportunity to
[20:45] further serve my community.
[20:45] >> Vice Mayor McAllen: thank
[20:45] you.
[20:47] >> it would be an honor to lend
[20:48] my expertise.
[20:49] >> Vice Mayor McAllen: thank
[20:50] you, MS. Warman.
[20:51] COUNCILWOMAN Littlefield, are
[21:01] you on the line?
[21:04] Mary ann, it's the mayor, I'm
[21:05] here.
[21:06] >> Vice Mayor McAllen: oh, okay.
[21:10] Next in line would be COUNCILMAN
[21:10] Graham, then.
[21:11] You have a question.
[21:15] Go ahead, MS. Warman, councilor
[21:16] kwasman has a question for you.
[21:18] >> Councilmember Kwasman:
[21:18] thank you.
[21:20] Thank you, MS. Warman.
[21:21] Appreciate your application.
[21:22] I saw that you were -- you
[21:24] mentioned earlier that you were
[21:30] involved had with I.A.I. --
[21:32] A.I.A.; is that correct?
[21:33] Yes, that's correct.
[21:33] >> Councilmember Kwasman:
[21:33] okay.
[21:34] So my question is and this will
[21:36] kind of go into -- I don't want
[21:38] you to see this as a -- as a
[21:40] question about political
[21:40] allegiance.
[21:41] I don't care who the PRESIDENT
[21:41] Is.
[21:44] I want to know kind of how your
[21:46] thought process on the
[21:46] architectural style at the
[21:48] federal level, just to show how
[21:50] that would affect the city
[21:51] level.
[21:55] So the A.I.A. Opposes the
[21:57] PRESIDENT's -- the PRESIDENT's
[21:59] plans of -- I forget what the
[22:01] name of the cliche, is it's the
[22:02] making architecture something
[22:05] again, but really pushing for
[22:07] classical architecture in the
[22:08] federal districts and I want to
[22:10] know if that's something that
[22:11] you personally would agree with,
[22:12] if you had that type of -- if
[22:13] you had that type of authority
[22:15] to vote on it, and how that
[22:17] would -- how -- where you see
[22:19] something that is uniquely
[22:19] scottsdale.
[22:22] What does that mean to you?
[22:24] >> yeah, that's a great
[22:24] question.
[22:27] And it's definitely been in a
[22:27] debate.
[22:29] You know, I mean personally,
[22:31] I'm -- I'm about time and place.
[22:33] You know, what makes sense for
[22:34] the particular facility and
[22:37] where it's located.
[22:39] so you know, putting a
[22:42] hierarchy, design aspect
[22:43] overarching that is supposed to
[22:44] encompass everything, I don't
[22:46] know if it's necessarily
[22:46] appropriate.
[22:49] It could be very appropriate for
[22:51] these conditions, where, you
[22:52] know, it's -- what does it mean
[22:54] to be american, right?
[22:56] What does it mean to design for
[22:56] america?
[22:57] You know, and I think it really
[23:01] lends to our innovation for the
[23:04] future and we should be
[23:06] designing what is going to lend
[23:07] us to be a leader in the future.
[23:09] If that's classical design,
[23:10] that's great.
[23:11] That's great.
[23:13] If that's more futuristic
[23:14] design, that's great too.
[23:15] I'm definitely more open to
[23:18] what -- what the community
[23:20] wants, what the you know, what
[23:21] the leadership wants.
[23:22] It's not really my personal
[23:25] state on what buildings should
[23:25] be done.
[23:27] It's working with the community
[23:29] and in order to pull what they
[23:31] believe is -- is best for them,
[23:34] but then also bringing in my
[23:36] expertise to help foster what is
[23:39] going to help us be successful
[23:40] from my experience.
[23:41] >> Councilmember Kwasman:
[23:43] thank you very much.
[23:49] Appreciate the elieu sedation
[23:52] and the question.
[23:53] >> Vice Mayor McAllen: with that
[23:55] I will go to the mayor for vote.
[23:57] We have one opening and two
[23:59] candidates.
[24:04] Mayor, your vote?
[24:13] >> Mayor Borowsky: joy hunt.
[24:19] -- I'm sorry, whitney warman.
[24:21] >> Vice Mayor McAllen: MR. Graha
[24:21] m.
[24:22] >> Councilmember Graham: i
[24:24] have been hearing some council,
[24:27] is that COUNCILWOMAN
[24:28] Littlefield.
[24:31] Is that her casting votes?
[24:31] >> Clerk Lane: I don't believe
[24:33] she's on right now, COUNCILMAN.
[24:33] >> Councilmember Graham:
[24:38] okay, I will do MS. Warman.
[24:39] >> Vice Mayor McAllen: councilwo
[24:39] man dubauskas?
[24:40] >> Councilmember Dubauskas:
[24:42] whitney warman.
[24:43] >> Vice Mayor McAllen: MR. Kwasm
[24:44] an.
[24:49] >> Councilmember Kwasman: joy
[24:50] hunt.
[24:51] COUNCILWOMAN Whitehead.
[24:51] >> Councilmember Whitehead:
[24:52] whitney warman.
[24:53] >> Vice Mayor McAllen: and I
[24:54] also will go with whitney
[24:54] warman.
[25:00] With that, MS. Warman, you are
[25:02] nominated.
[25:11] >> she's appointed.
[25:12] >> Vice Mayor McAllen: appointed
[25:12] >> Councilmember Littlefield:
[25:14] can you hear me now?
[25:14] >> Vice Mayor McAllen: yes, we
[25:15] can hear you now.
[25:16] Would you like to vote?
[25:17] >> Councilmember Littlefield:
[25:26] yes, joy hunt, please.
[25:26] >> Vice Mayor McAllen: shannon
[25:28] with that, whitney warman is
[25:29] still the one appointed.
[25:30] We will move on to the
[25:31] environmental advisory
[25:31] commission.
[25:34] Just a reminder to the audience,
[25:36] the mayor and COUNCILWOMAN
[25:36] Whitehead are both online.
[25:43] The environmental advisory
[25:43] commission --
[25:44] >> you said white head.
[25:45] >> Vice Mayor McAllen: I meant
[25:46] littlefield.
[25:47] My apologies.
[25:49] The environmental advisory
[25:51] commission provides guidance on
[25:51] prioritization of current and
[25:53] future environmental activities
[25:54] and recommends environmental
[25:56] policies to the city council.
[25:58] Special qualifications.
[26:00] As specified in the scottsdale
[26:01] city code, the membership of the
[26:04] commission shall reflect both
[26:06] scientific, professional
[26:08] backgrounds in environmental and
[26:12] sustainability-related fields
[26:14] and nonscientific interests
[26:15] representing representatives
[26:15] from the business community and
[26:16] the community at large.
[26:19] The code does not dictate a
[26:22] precise number of members with
[26:24] scientific versus nonscientific
[26:25] backgrounds there.
[26:30] Is one vacancy and four
[26:30] nominees.
[26:32] The nominees are philip allsop,
[26:36] brandon putnam, serena tacho,
[26:38] who will be online
[26:40] electronically, and terence
[26:43] winters who will be joining us
[26:43] electronically.
[26:45] With that, we'll start with
[26:46] MR. Allsop.
[26:54] Are you here?
[26:55] >> okay.
[26:55] Thank you.
[26:58] It's a pleasure to be here.
[26:59] I'm phil allsop.
[27:01] I lived in scottsdale for 20
[27:01] years.
[27:02] We moved down here from detroit,
[27:06] for my job as C.E.O. Of the
[27:08] frank lloyd wright foundation at
[27:14] based at taliesin west.
[27:16] The reason I want to participate
[27:23] in the environmental advisory
[27:23] commission.
[27:27] It's a very sensitive type of
[27:28] engagement with community and
[27:33] with policymakers.
[27:35] My background started off,
[27:38] actually, as an architect
[27:40] becoming an architect in the
[27:40] U.K.
[27:42] thanks to my mom, the draw of
[27:44] science and biology drew me into
[27:45] the field of environmental
[27:46] physics at the university of
[27:49] wales and also complex systems.
[27:51] In the united states, I spent
[27:55] most of my time in the -- at the
[27:57] intersection of human habitat,
[28:00] public health, and environmental
[28:02] neuroscience and complex
[28:03] systems.
[28:07] I also serve on the board of the
[28:09] royal institute of british
[28:09] architects.
[28:10] I think they think I know
[28:12] something about the field,
[28:13] although I'm not a practicing
[28:15] architect here.
[28:19] And the work that I do in -- in
[28:21] looking at public health data
[28:24] and environmental neuroscience
[28:26] data points very, very clearly
[28:28] to the role that our habitat,
[28:31] that the city that we inhabit,
[28:33] the role that it has on our
[28:36] lives, how complex a system it
[28:37] is and how carefully we need to
[28:42] work and collaborate with city
[28:43] leaders, community groups, and
[28:46] everyone else in academia too,
[28:47] to arrive at better directions
[28:51] for the future, because it's
[28:52] important.
[28:53] I think some of the priorities
[28:58] that we should look at and deal
[29:00] with are -- I will make
[29:01] recommendations for, include
[29:04] urban heat, water, and the
[29:06] general idea of livability,
[29:08] which is very a very complex
[29:08] question.
[29:10] So that's me.
[29:10] Thank you.
[29:11] >> Vice Mayor McAllen: thank you
[29:12] for your time.
[29:14] Does anyone have any questions?
[29:14] Okay.
[29:17] Thank you, sir.
[29:29] Next is brandon putnam.
[29:31] >> good afternoon, my name is
[29:35] brandon putnam, a 12 year
[29:36] resident of south scottsdale on
[29:38] east virginia road and adopt a
[29:40] road volunteer for the city.
[29:41] I'm currently a park
[29:42] superintendent for the city of
[29:45] chandler with 15 years managing
[29:46] parks, stormwater
[29:47] infrastructure, and capital
[29:49] projects across three arizona
[29:50] cities.
[29:51] I want to serve on this
[29:52] commission because the work in
[29:55] front of it right now sits
[29:57] squarely inside my operations
[29:58] and maintenance experience.
[30:01] On water conservation, I have
[30:03] implemented smart irrigation
[30:05] controllers, systemwide park and
[30:08] landscape irrigation mapping and
[30:09] assembled teams of technicians
[30:10] to maintain them.
[30:14] I led nonfunctional turf and
[30:15] stormwater basins across those
[30:18] three cities, the same
[30:19] initiatives this commission is
[30:27] currently working through.
[30:28] Also a current initiative is
[30:30] large volume waters where I
[30:37] managed water at the peoria
[30:38] sports complex.
[30:39] So I understand this from the
[30:42] operators seat, as well as the
[30:46] policy seat.
[30:47] On waste reduction.
[30:49] It redirected landfill spending
[30:52] back into park maintenance
[30:52] budgets.
[30:54] I understand the development of
[30:55] K.P.I.S for asset life cycles
[30:57] and water use.
[30:59] The same cost per unit thinking
[31:01] that should apply to any future
[31:02] discussions this commission
[31:03] takes up.
[31:06] If selected, my approach is
[31:07] simple.
[31:08] Every recommendation should
[31:11] answer what it costs, what it
[31:13] saves, and whether it can be
[31:15] maintained once implemented.
[31:16] I have spent my career finding
[31:20] the efficient path, not the
[31:21] aspirational one and that's what
[31:22] I bring to this commission.
[31:26] Thank you for your
[31:28] consideration.
[31:29] >> Vice Mayor McAllen: thank you
[31:29] MR. Putman?
[31:30] Thank you for your time.
[31:35] >> thank you.
[31:36] >> Vice Mayor McAllen: okay.
[31:39] City clerk, do we have serena
[31:41] tacho on the line?
[31:44] >> yes, it's tacho, yes.
[31:44] >> Vice Mayor McAllen: okay.
[31:45] Please go ahead.
[31:47] >> hi, my name is serena tacho.
[31:49] I have lived in scottsdale for
[31:51] all 25 years of my life.
[31:54] I live in 2612 north 71st
[31:56] 71st street in scottsdale,
[31:56] arizona.
[31:58] And I am inned in the
[31:59] environmental advisory
[32:00] commission because of my love,
[32:02] not just for scottsdale, but the
[32:04] environment and the earth.
[32:07] I graduated APRIL 2026 for audio
[32:08] engineering as I'm only 25, I
[32:10] dedicate my life and time to
[32:12] fight for the city.
[32:14] And fighting for any issues that
[32:18] MAY come our way by being on
[32:20] constant alert for anything that
[32:21] would affect our land.
[32:22] I'm very motivated.
[32:24] I have so much passion for the
[32:25] environment and protecting it.
[32:28] I have a lot of drive and
[32:29] eagerness to change, not just
[32:31] for any generation but for those
[32:33] to come in keeping arizona
[32:33] beautiful.
[32:36] I am currently volunteering at
[32:39] pinnacle peak park and my main
[32:41] concern is protecting our
[32:42] wildlife environment from data
[32:43] centers and I'm very open to
[32:44] hearing what all the community
[32:48] has concerns with and helping
[32:50] just keep scottsdale beautiful.
[32:53] And that's me.
[32:55] >> Vice Mayor McAllen: thank you
[32:55] serena.
[32:57] Any questions for serena.
[32:58] >> thank you.
[32:59] >> Vice Mayor McAllen: thank
[32:59] you.
[33:03] We also have terence winters
[33:04] participating electronically.
[33:08] Terence, go ahead.
[33:08] >> thank you.
[33:10] I'm interested in serving on the
[33:16] commission because I have lived
[33:18] for 37 years in scottsdale.
[33:21] I live at 48209 north 107th
[33:24] way in the far north desert
[33:25] mountain.
[33:26] I would like to find a way to
[33:27] help the city.
[33:28] I think it's the finest place in
[33:29] the world to live.
[33:31] I certainly would like to help
[33:34] to keep it that way.
[33:36] The commission is a very good
[33:39] fit in my skills and experience
[33:41] I'm a scientist turned
[33:42] businessman with a bachelor's
[33:46] and a Ph.D. In chemistry
[33:49] university of wales, which was
[33:50] the same university that the
[33:55] other englishman a couple ago
[33:57] attended.
[33:59] This gives me the background and
[34:01] education to understand and
[34:04] contribute to the commission.
[34:07] My experience is that two
[34:10] science-based companies goodyear
[34:12] and daimler chrysler
[34:13] organizations, initially in the
[34:14] research and then the chemical
[34:15] business.
[34:18] I became an independent venture
[34:19] capitalist in 1983, as the
[34:22] general partner in five venture
[34:24] capital funds in denver and then
[34:26] in phoenix, scottsdale.
[34:28] We focused on company formation
[34:31] and early stage investing in the
[34:34] medical and chemical fields.
[34:37] I finished my career as C.E.O.
[34:39] Of one of our companies.
[34:42] I have certainly experienced the
[34:44] increasingly important emergence
[34:47] of environmental factors in
[34:48] business.
[34:50] I have no specific agenda for
[34:51] the commission.
[34:55] My primary goal is to apply
[34:57] common sense science to the
[35:00] issues that the commission will
[35:01] grapple with.
[35:03] I have done this frequently
[35:05] throughout my career.
[35:06] I would happy to answer your
[35:10] questions.
[35:11] >> Vice Mayor McAllen: thank
[35:11] you, MR. Winters.
[35:13] Any questions for him?
[35:13] Okay.
[35:15] Thank you so much.
[35:18] >> Councilmember Kwasman: I
[35:19] have a concern comment.
[35:20] >> Vice Mayor McAllen: councilma
[35:22] n kwasman has a general
[35:22] question.
[35:23] >> Councilmember Kwasman:
[35:25] this is a general.
[35:26] Had I'm saying there are
[35:28] coincidences in life, but if it
[35:30] were two -- you know two, or
[35:33] three beijing, you know,
[35:34] educated individuals who want to
[35:35] get on our environmental
[35:36] commission, we would think that
[35:37] there might be something going
[35:38] on here.
[35:39] So what is with the british
[35:40] invasion?
[35:42] I just don't -- I just want some
[35:43] clarity.
[35:44] I'm just asking questions.
[35:44] That's okay.
[35:46] You don't need to answer.
[35:47] Thank you for applying.
[35:49] >> Vice Mayor McAllen: okay.
[35:51] >> well, invaded in 1967.
[35:54] And I became a citizen in 1973.
[35:55] So I don't think it's a british
[36:00] invasion.
[36:02] [Off microphone comment]
[36:02] >> Vice Mayor McAllen: thank you
[36:04] so much, MR. Winters.
[36:05] We appreciate it.
[36:09] Okay with that, I will start
[36:10] with COUNCILWOMAN Littlefield,
[36:18] are you on the line?
[36:22] COUNCILWOMAN Littlefield?
[36:23] Okay.
[36:28] Mayor, are you on the line?
[36:33] >> Mayor Borowsky: I am, fill
[36:35] allsop.
[36:36] >> Vice Mayor McAllen: okay.
[36:36] Phil allsop.
[36:38] And COUNCILMAN Graham?
[36:39] >> Councilmember Graham:
[36:41] MS. Winters.
[36:44] Sorry -- sorry MR. Winters.
[36:47] MR. Winters.
[36:48] >> yes.
[36:49] >> Vice Mayor McAllen: oh, he's
[36:50] voting, sir.
[36:51] >> I'm sorry.
[36:52] >> Vice Mayor McAllen: councilwo
[36:53] man dubauskas.
[36:53] >> Councilmember Dubauskas:
[36:58] terence winters.
[36:59] COUNCILMAN Kwasman.
[37:00] >> Councilmember Kwasman:
[37:04] MR. Winters as well.
[37:04] >> Vice Mayor McAllen: councilwo
[37:05] man whitehead.
[37:08] >> Councilmember Whitehead:
[37:08] brandon putman.
[37:09] >> Vice Mayor McAllen: and I
[37:12] will vote for brandon putnam
[37:13] myself.
[37:14] Kathy, are you on the line?
[37:18] COUNCILWOMAN Littlefield?
[37:20] >> Clerk Lane: she's dropped off
[37:22] temporarily, vice mayor.
[37:23] >> Vice Mayor McAllen: thank
[37:23] you.
[37:24] So with, that it looks like
[37:29] terence winters will be
[37:29] appointed.
[37:30] >> Clerk Lane: vice mayor,
[37:31] actually the appointee has to
[37:33] have four votes.
[37:36] so terence winters and brandon
[37:40] putnam will go to a runoff.
[37:41] >> Vice Mayor McAllen: and will
[37:42] we do that right now?
[37:48] I will start with.
[37:49] >> Clerk Lane: just one second.
[37:50] >> Vice Mayor McAllen: okay.
[37:52] >> I can't get my mouse to work
[37:59] today.
[38:00] >> Vice Mayor McAllen: okay.
[38:00] COUNCILWOMAN Whitehead.
[38:03] >> Councilmember Whitehead:
[38:06] brandon putman.
[38:14] >> Vice Mayor McAllen: mayor?
[38:15] >> Mayor Borowsky: MR. Winters.
[38:15] >> Vice Mayor McAllen: MR. Graha
[38:15] m?
[38:16] >> Councilmember Graham:
[38:18] MR. Winters.
[38:19] >> Vice Mayor McAllen: councilwo
[38:19] man dubauskas.
[38:20] >> Councilmember Dubauskas:
[38:22] terence winters.
[38:24] >> Councilmember Kwasman:
[38:24] MR. Winters.
[38:25] >> Vice Mayor McAllen: and I
[38:28] vote for MR. Putnam.
[38:30] Okay with that, MR. Winters is
[38:30] appointed.
[38:41] Thank you all.
[38:44] Next we have the human relations
[38:45] commission.
[38:47] The human relations commission,
[38:48] acts APRIL advisor.
[38:49] And there's ways to encourage
[38:52] mutual respect and understanding
[38:54] amongst people in scottsdale.
[38:55] There's one vacancy and four
[38:56] nominees.
[39:04] The nominees are arpana ajith.
[39:06] Paul epstein, katie Mcginty,
[39:10] and rutherford pascal.
[39:14] And ajith is participating
[39:14] electronically.
[39:28] Could you go ahead, please?
[39:29] >> Clerk Lane: vice mayor, it
[39:30] appears that that candidate is
[39:33] not on the line.
[39:33] >> Vice Mayor McAllen: okay.
[39:35] Then MR. Epstein is unable to
[39:37] participate in today's
[39:39] interviews, but would like to be
[39:39] considered still.
[39:42] So we will move on to appointee
[39:43] katie Mcginty.
[39:49] Are you here?
[39:50] Okay.
[39:55] What about rutherford pascal.
[39:55] Please.
[39:56] Please correct me.
[39:58] I'm happy to be corrected.
[39:59] >> no.
[39:59] No.
[40:04] I'm good.
[40:06] >> my name is rutherford pascal.
[40:08] I have been in scottsdale for
[40:08] six years.
[40:11] I have lived here six years this
[40:11] time.
[40:13] Eight years before.
[40:19] Arizona state grad.
[40:20] Why do I want this role?
[40:23] Why did I put in for this human
[40:24] relationsy?
[40:25] Spent 35 years in corporate
[40:26] america building teams and I
[40:28] think building communities is
[40:29] similar to building teams.
[40:33] I think they want three things,
[40:34] right?
[40:35] They want to be respected.
[40:37] People want to be respected.
[40:39] People want to be heard and
[40:40] trusted and they want to -- they
[40:41] want to help.
[40:48] They want to know how can I help
[40:49] make scottsdale even better.
[40:51] That's what I want to bring to
[40:52] this role because that's what I
[40:56] did for 35 years in corporate
[40:57] america.
[41:05] So again, the experience I had
[41:10] is building teams with those
[41:11] people.
[41:12] And I have the experience and if
[41:13] you are building teams, you are
[41:16] building situations.
[41:25] You have lived through every
[41:26] situation, I have been through.
[41:27] I think I can make the community
[41:28] of the scottsdale even stronger
[41:29] because of that experience.
[41:32] And the top issues, I do not
[41:33] know the top issues.
[41:35] I don't know the top issues, but
[41:37] what I -- but I will tell you
[41:40] what I would do is listen, then
[41:42] learn, and then put together a
[41:44] plan that works.
[41:44] Right?
[41:46] So it's lizening
[41:48] listening to the
[41:49] community is the first thing I
[41:50] would do and then I would put
[41:51] together a plan and then grow
[41:52] from there.
[42:03] So that's it.
[42:03] Million dollars thank you so
[42:03] much.
[42:04] Any questions?
[42:06] At this time, we will vote and
[42:09] I'll start with COUNCILWOMAN
[42:09] Dubauskas.
[42:17] >> Councilmember Dubauskas:
[42:19] MR. Rutherford and katie
[42:20] Mcginty.
[42:20] >> Vice Mayor McAllen: we only
[42:24] have one opening.
[42:24] MR. Kwasman.
[42:28] >> Councilmember Kwasman:
[42:28] rutherford.
[42:29] >> Vice Mayor McAllen: councilwo
[42:30] man whitehead.
[42:31] >> Councilmember Whitehead:
[42:33] rutherford pascal.
[42:34] >> Vice Mayor McAllen: mayor?
[42:38] Are you on the line?
[42:38] >> Mayor Borowsky: katie
[42:41] Mcginty.
[42:41] >> Vice Mayor McAllen: okay.
[42:43] And is COUNCILWOMAN Littlefield
[42:44] back on?
[42:46] COUNCILWOMAN Littlefield?
[42:47] >> Councilmember Littlefield:
[42:48] I am on.
[42:53] And I would vote for katie
[42:54] Mcginty.
[42:55] >> Vice Mayor McAllen: and
[42:56] COUNCILMAN Graham?
[43:00] >> Councilmember Graham:
[43:00] mr. Pascal.
[43:01] >> Vice Mayor McAllen: and the
[43:05] vice mayor votes for MR. Pascal.
[43:07] With that, MR. Pascal, awe
[43:07] pointed.
[43:08] Thank you.
[43:11] And thank you all for
[43:17] volunteering.
[43:18] Next, we have the industrial
[43:19] development authority.
[43:21] There is one opening.
[43:21] The industrial development
[43:23] authority, the I.D.A. Was
[43:25] incorporated by the state in
[43:27] 1983h is and is legally an
[43:28] independent political
[43:30] jurisdiction of the state.
[43:33] Its primary purpose is to issue
[43:35] tax exempt bonds for certain
[43:37] types of private development,
[43:39] primarily smaller manufacturing
[43:41] facilities and nonprofit
[43:41] facilities.
[43:47] For the purpose of attracting
[43:52] new economic activity.
[43:54] There's no formal requirements.
[43:56] Areas of technical expertise but
[43:58] given the nature of the work
[44:00] that I.D.A. Conducts, it's
[44:01] suggested that members be
[44:04] comfortable with working -- with
[44:07] detailed financial formulas,
[44:08] feasibility studies and
[44:11] financial projections.
[44:17] Carter stout and charles kofron
[44:19] have withdrawn.
[44:21] There are one vacancies and two
[44:22] nominees, the nominees are
[44:25] michelle gardner and valentin
[44:25] hernandez.
[44:26] Michelle gardner is unable to
[44:28] participate in today's
[44:30] interviews, but is still
[44:32] interested and wishes to be
[44:32] appointed.
[44:35] With that is valentin hernandez
[44:35] here?
[44:48] Please?
[44:51] >> aisle valentin hernandez,
[44:53] 2615 north hayden road, unit
[44:55] 106, I have been there 26 years.
[44:57] A little bit of my education.
[45:00] I have arizona state university
[45:01] undergrad, housing urban
[45:02] development.
[45:04] Master's in business
[45:05] importantly what I want to focus
[45:07] on is my experience.
[45:08] I cut my teeth here at the city
[45:10] of scottsdale in economic
[45:14] development in the mid-'90s
[45:17] working on lo arcos and so
[45:18] that's where I first got my
[45:21] teeth cut there on the economic
[45:21] development.
[45:22] Since then, I have also worked
[45:24] for the arizona commerce
[45:26] authority, business attraction,
[45:27] bringing businesses to arizona,
[45:29] not only that, but also managing
[45:32] statutory incentives and
[45:33] providing recommendations to
[45:36] sandra watson, the C.E.O. For
[45:38] the discretionary funding.
[45:39] I have done a lot of deals
[45:39] there.
[45:42] Also because of fiduciary sides
[45:47] of the I.D.A., ernst & young, I
[45:49] did a few years there.
[45:51] Part of that was doing due
[45:56] diligence, feasibility, those
[45:57] types of analysis.
[45:59] One of our clients was state's
[46:00] pension fund.
[46:02] Part of our job there was to
[46:03] underwrite, do the due diligence
[46:06] for a lost their investments.
[46:08] We were a third-party consultant
[46:10] for that.
[46:11] So 20 years of my experience has
[46:13] been in the advisory arena.
[46:14] And one the big issues facing
[46:16] the board, I feel there hasn't
[46:18] been a project done in 15 years
[46:20] but I know that's not a knock on
[46:22] the board of the current I.D.A.
[46:24] I know edgar and the C.E.O. Have
[46:28] been making strides and getting
[46:29] reorganized and get out there.
[46:31] I want to help out there and git
[46:33] out in front leveraging my
[46:34] experience and network to make
[46:35] sure we have deals come into the
[46:37] city and get the ball rolling
[46:38] and make slur
[46:40] sure we have a
[46:41] prominent deal flow.
[46:42] >> thank you MR. Hernandez.
[46:43] Any questions?
[46:44] >> Vice Mayor McAllen: with
[46:45] that, I will start the voting
[46:47] with COUNCILMAN Kwasman.
[46:50] >> Councilmember Kwasman:
[46:52] yeah, I will absolutely valentin
[46:55] hernandez.
[46:56] >> Vice Mayor McAllen: councilwo
[46:58] man dubauskas.
[47:06] >> Councilmember Dubauskas:
[47:07] hernandez.
[47:09] >> Councilmember Graham:
[47:10] MR. Hernandez.
[47:10] >> Vice Mayor McAllen: councilwo
[47:11] man littlefield.
[47:11] >> Councilmember Littlefield:
[47:15] many hernandez.
[47:16] >> Vice Mayor McAllen: mayor.
[47:17] >> Mayor Borowsky: MR. Hernandez
[47:17] >> Councilmember Whitehead:
[47:18] valentin hernandez.
[47:19] >> Vice Mayor McAllen: and I
[47:20] will vote for MR. Hernandez.
[47:24] Well, MR. Hernandez, you are
[47:26] unanimously appointed.
[47:26] Thank you.
[47:27] And thank you to the other
[47:28] candidate.
[47:31] With that, we move on to the
[47:32] library board.
[47:35] The library board has two
[47:35] openings.
[47:37] The library board advises city
[47:39] council on general policy
[47:40] relating to program, services
[47:41] and future development of the
[47:49] scottsdale public library
[47:51] system.
[47:54] Enid seiden has withdrawn.
[47:58] There are two vacancies and six
[47:59] nominees, they are douglas con
[48:03] knowly, matthew farber, jeff
[48:04] flancer, russell langbecker,
[48:08] emily nalven and vernon noronha.
[48:10] With that MR. Con knowly
[48:14] conolivierly is
[48:15] participating electronically.
[48:16] Are you there?
[48:17] >> I am, yes.
[48:20] >> any name is doug con knowly.
[48:22] I have been a resident of
[48:23] scottsdale for ten years.
[48:27] I live on east coleo drive,
[48:27] 85260.
[48:29] I -- I'm interested in being on
[48:30] the library board because I feel
[48:33] that the library is an excellent
[48:35] resource we have but I believe
[48:42] it's underused by a large swath
[48:43] of the population.
[48:47] Think we have a small group of
[48:47] users.
[48:49] I'm enthusiastic about arizona
[48:52] history, local authors and I
[48:55] think those need to be pulled on
[48:57] the board, as well and I think
[48:58] that also I'm the father of six
[48:59] kids.
[49:01] We use the library extensively.
[49:03] Sometimes we even get the books
[49:04] returned on time.
[49:06] I have got a background in
[49:12] finance and investor services.
[49:14] I have degrees in economics and
[49:15] math.
[49:18] I think at some point
[49:20] considerations to budget
[49:21] resources will be relevant and I
[49:26] work with people from all
[49:28] backgrounds and I think that's
[49:30] what I bring to the table.
[49:31] Additionally I want to lean into
[49:32] the staff that's already there.
[49:33] I have been treated great,
[49:35] courtesy and respect by all the
[49:37] people whether I had -- whether
[49:38] it's been something easy or
[49:40] whether it's been constructive
[49:40] comment.
[49:43] So I hope to be partners with
[49:44] them going forward.
[49:46] Thank you for your
[49:46] consideration.
[49:47] >> Vice Mayor McAllen: thank
[49:49] you, MR. Connolly.
[49:51] And next we have matthew farber
[49:54] who is unable to participate in
[49:56] today's interviews but is still
[49:58] interested in being appointed.
[50:06] Next, we have jeff flancer.
[50:09] Oh, the friends pronunciation.
[50:11] My name is jeff flancer.
[50:14] By the way, thank you vice
[50:15] mayor, mayor, councilmembers and
[50:18] my address is 5901 east lewis
[50:19] avenue.
[50:21] I owe a lot to the library.
[50:23] I graduated from the culinary
[50:24] institute of america in new
[50:26] york, and went on to own my own
[50:28] restaurants in the '90s.
[50:32] I owned a cafe in santa fe, new
[50:32] mexico.
[50:33] My wife stayed at home with our
[50:35] two young children and after
[50:37] rent, food, utilities, there
[50:38] wasn't much for books.
[50:40] So I went to the library.
[50:42] One thing I learned there was
[50:44] how to manage money.
[50:45] That's a big part of why I'm
[50:48] able to stand here today retired
[50:49] and ready to serve.
[50:52] Quite literally, the library is
[50:56] the best education money can't
[50:56] buy.
[50:57] I believe in a mission so much
[50:59] that I have named the library in
[51:01] my estate plan.
[51:02] I want the library to keep
[51:04] helping people the way the
[51:06] library helped me and serving on
[51:08] the board is a way to give back
[51:11] now not just later.
[51:14] I bring 32 years of running
[51:16] restaurant business, meeting
[51:18] payroll, managing budgets,
[51:20] leading staff, serving the
[51:21] public.
[51:24] I also bring board and civic
[51:25] experience.
[51:29] i serve two terms on the arizona
[51:30] restaurant association board.
[51:34] I'm the past PRESIDENT Of my
[51:35] commercial building association.
[51:37] Today I'm PRESIDENT Of my
[51:38] neighborhood association.
[51:41] And I also completed gilbert
[51:43] leadership in 2011 and I'm
[51:44] currently enrolled in the
[51:47] scottsdale leadership class 41.
[51:50] My first priority is to learn.
[51:52] So what -- what the board has
[51:53] done, what is happening and why.
[51:55] I don't come with an agenda.
[51:58] I will listen first and once I
[51:59] understand the issues, I will
[52:01] add value wherever my business
[52:03] or community experience can
[52:03] help.
[52:05] Thank you.
[52:05] >> Vice Mayor McAllen: thank
[52:06] you.
[52:09] Any questions?
[52:09] No?
[52:09] Okay.
[52:13] Our next candidate is russell
[52:17] langbecker.
[52:19] >> hello, good afternoon, my
[52:21] name is rissel langbecker.
[52:25] I didn't grow up here in the
[52:25] U.S.
[52:27] I was born and grow for 30 years
[52:30] in venezuela and I live here for
[52:32] the last 22 years.
[52:34] I live in the same house.
[52:37] This is my second country.
[52:42] I live 8746 east san marino
[52:45] drive.
[52:47] And I'm trying to go back.
[52:50] I graduated in -- as a chemical
[52:53] engineering and I have my second
[52:55] degree is a master's in process
[52:58] and creating the whole system.
[53:00] I think the library is a great
[53:04] place that we have to maintain,
[53:07] but we also have to develop and
[53:08] move with the society that we
[53:10] have right now.
[53:13] Today, the kids have the
[53:13] computer on
[53:21] computers on their hands I try
[53:22] with my kids went to the library
[53:25] every single welcome for any
[53:26] excuse possible.
[53:37] I also help on the school essay school susd.
[53:39] Every single year I was part or
[53:43] the room mom, anything.
[53:44] So she understood that the
[53:46] country she have is because
[53:49] people take their time to give
[53:49] it.
[53:53] I have been lucky enough to
[53:54] don't work.
[53:57] So I spend my time trying to be
[53:59] volunteer.
[54:01] And I believe that the
[54:03] structures can always become
[54:03] better.
[54:08] With new ideas they impart to
[54:09] our society.
[54:11] That's it.
[54:12] Thank you.
[54:13] >> Vice Mayor McAllen: thank you
[54:13] so much.
[54:18] And our next candidate is emily
[54:21] nalven and she's here
[54:21] electronically.
[54:24] Are you on the line?
[54:26] >> I am.
[54:26] >> Vice Mayor McAllen: please go
[54:27] ahead.
[54:28] >> I want to thank the other
[54:28] candidates.
[54:30] They have phenomenal ideas and I
[54:32] would be very happy if they were
[54:33] also on the board.
[54:35] It sounds like they bring
[54:36] excellent backgrounds.
[54:37] That being said, I would like to
[54:37] serve.
[54:40] My name is emily nalven.
[54:43] I live at 4215 north drinkwater
[54:44] boulevard.
[54:45] I lived in scottsdale for three
[54:46] years now.
[54:47] I'm a corporate attorney and I
[54:51] have a lot of experience running
[54:52] public and private companies,
[54:55] leading their boards, doing all
[54:58] of their legal share holding
[55:00] derivative suits, compliance,
[55:01] et cetera.
[55:02] In my personal life, I have
[55:05] served on numerous boards
[55:08] related to refugees, and related
[55:10] to housing and being a parent.
[55:12] And I would really like to serve
[55:13] on the library board because I
[55:15] think it's an incredible
[55:16] resource and since having a
[55:18] child in arizona, I'm using it
[55:20] probably four to five times a
[55:20] week.
[55:21] And while I think it's
[55:23] incredible, there's a couple of
[55:25] things I have noticed with a lot
[55:27] of use that could really be
[55:27] improved.
[55:30] And firstly, there's very, very
[55:32] limited spanish-language
[55:33] programming.
[55:35] There's almost no
[55:36] spanish-language woks and in a
[55:40] county that has a large spanish
[55:44] speaking population, to have to
[55:45] search through not through
[55:46] spanish it's very difficult.
[55:47] There's very limited or no
[55:49] summer programming, especially
[55:51] for youth, given the climate
[55:54] here, the library is an
[55:56] incredible resource and place
[55:57] for third -- third place for
[56:00] youth and elderly and people of
[56:02] all ages to hang out.
[56:04] Thirdly, I see there's a lot of
[56:05] volunteers who want to help the
[56:07] library system, and they don't
[56:11] seem to have a very structured,
[56:12] unifying volunteer programming
[56:16] group to help them give back to
[56:17] the community.
[56:19] And fourthly, there seems to be
[56:21] a need for programming for
[56:23] seniors, related to estate
[56:27] plans, eldercare, tax advice,
[56:29] kind of, you know, the later
[56:30] stages of one's life.
[56:32] And I think the library, the
[56:34] physical space and the people
[56:36] who it attracts would be an
[56:37] excellent place to have that
[56:38] type of programming and
[56:38] resources.
[56:40] So with that being said, I think
[56:42] the thoughts I had or relatively
[56:47] cost effective and easy to
[56:49] implement and would benefit the
[56:49] entire community.
[56:51] Thank you.
[56:51] >> Vice Mayor McAllen: thank
[56:52] you, emily.
[56:53] And with, that our next
[57:07] candidate is vernon noronha.
[57:11] >> hello, my name is vernon nor
[57:12] noronha.
[57:15] I live on mark lane in north
[57:15] scottsdale.
[57:16] And I have been a resident in
[57:20] scottsdale for seven years.
[57:22] I have library board experience
[57:22] before.
[57:24] When I lived in texas, I served
[57:27] on the library board of collier
[57:29] city, and I was PRESIDENT Of
[57:30] that board for three years.
[57:32] And then when we moved to
[57:35] florida, I was on the
[57:36] hillsborough public library and
[57:38] that again three years.
[57:41] And that's a much bigger
[57:42] library, 28 branches and
[57:44] $78 million in budget, compares
[57:45] to our $10 million.
[57:48] I also have a Ph.D. In
[57:51] managerial and I work at baker
[57:53] tilley which is an accounting
[57:53] firm.
[57:55] I believe like doug, I been an
[57:58] accounting and that
[58:00] analytical
[58:01] mindset to the board.
[58:05] I have been passionate about
[58:06] libraries.
[58:11] I think they are an extremely
[58:12] valuable resource, accessible to
[58:14] everyone regardless of age and
[58:14] background.
[58:16] I see two big issues that I
[58:19] would like to focus on on being
[58:20] awareness of what the library
[58:21] offers.
[58:23] I come across people when I'm
[58:23] walking my dog.
[58:25] They think libraries are just
[58:26] collections of books.
[58:28] We do have 400,000 physical
[58:31] books but we have 1.6 million
[58:32] digital items.
[58:35] We have newspaper subscriptions
[58:36] and meetings rooms and
[58:38] children's events and we have a
[58:39] careers fair this week.
[58:41] We have technology.
[58:42] We have so many resources
[58:44] available to the community and
[58:45] I -- I get the feeling that
[58:48] people don't always know that.
[58:52] The second issue, I think is
[58:52] penetration.
[58:54] We have 100,000 cardholders in
[58:56] scottsdale out of a population
[58:59] of about 250,000.
[58:59] That's 40%.
[59:01] But if you look at phoenix,
[59:02] they're at 54%.
[59:03] My question is why.
[59:06] Why are they doing better in
[59:06] terms of penetration?
[59:08] And I would like to get to the
[59:09] bottom of that to increase
[59:10] penetration and increase
[59:10] awareness.
[59:13] So those are my two big focus
[59:15] issues.
[59:15] Thank you.
[59:16] >> Vice Mayor McAllen: thank
[59:16] you, sir.
[59:20] With that, we will begin voting.
[59:23] And I will start with
[59:25] COUNCILWOMAN Whitehead.
[59:25] >> Councilmember Whitehead:
[59:27] thank you, vice mayor.
[59:29] Boy, I just want to tell
[59:30] everybody on this list to keep
[59:33] your name in the hat, as we
[59:35] often have too many qualified
[59:35] people.
[59:37] With that, for this round, I'm
[59:42] going to vote to appoint vernon
[59:46] noronha and emily nalven.
[59:47] >> Vice Mayor McAllen: okay.
[59:51] Mayor, are you on the line?
[59:52] >> Mayor Borowsky: I am.
[59:56] I would like to cast my vote
[1:00:02] for -- let's see here.
[1:00:07] MR. Connolly and MR. Flancer.
[1:00:07] >> Vice Mayor McAllen: I'm
[1:00:11] sorry, the second one against.
[1:00:11] >> Mayor Borowsky: MR. Flancer.
[1:00:12] >> Vice Mayor McAllen: oh, thank
[1:00:12] you.
[1:00:14] I didn't hear.
[1:00:16] COUNCILWOMAN Littlefield.
[1:00:17] >> Councilmember Littlefield:
[1:00:18] yes thank you.
[1:00:23] I would like to vote for
[1:00:30] MR. Connolly and MR. Noronha.
[1:00:31] Vernon.
[1:00:31] >> Vice Mayor McAllen: thank
[1:00:32] you.
[1:00:34] COUNCILMAN Graham.
[1:00:37] >> Councilmember Graham:
[1:00:38] MR. Connolly, and
[1:00:41] MS. Langbecker.
[1:00:46] And COUNCILWOMAN Dubauskas.
[1:00:51] Doug connolly, and rissel
[1:00:55] langbecker.
[1:00:58] >> Vice Mayor McAllen: and then
[1:00:59] councilmember kwasman.
[1:01:01] >> Councilmember Kwasman:
[1:01:05] MR. Connolly and MS. Langbecker.
[1:01:05] >> Vice Mayor McAllen: okay.
[1:01:10] And the vice mayor votes for
[1:01:15] MR. Flancer and vernon noronha.
[1:01:19] So at this point, one person was
[1:01:22] appointed, and there will be a
[1:01:26] runoff between rissel langbecker
[1:01:30] and vernon that ron had a.
[1:01:31] So -- that ron had a.
[1:01:33] So we will vote again.
[1:01:34] COUNCILWOMAN Whitehead.
[1:01:35] >> Councilmember Whitehead:
[1:01:36] we can't lose on this.
[1:01:37] Day.
[1:01:41] Well, I will vote for vernon
[1:01:48] noronha.
[1:01:48] >> Vice Mayor McAllen: mayor?
[1:01:49] >> Mayor Borowsky: I think it
[1:01:52] was MR. Connolly and --
[1:01:55] >> Vice Mayor McAllen: it's now
[1:01:56] between rissel langbecker and
[1:02:01] vernon noronha.
[1:02:03] >> Mayor Borowsky: rissel
[1:02:05] langbecker.
[1:02:05] Please.
[1:02:05] >> Vice Mayor McAllen: councilwo
[1:02:06] man littlefield?
[1:02:06] >> Councilmember Littlefield:
[1:02:08] yes thank you.
[1:02:14] Vernon noronha.
[1:02:15] >> Vice Mayor McAllen: and
[1:02:15] COUNCILMAN Graham.
[1:02:20] >> Councilmember Graham:
[1:02:20] MS. Langbecker.
[1:02:21] >> Vice Mayor McAllen: councilwo
[1:02:22] man dubauskas.
[1:02:26] >> Councilmember Dubauskas:
[1:02:33] rissel langbecker cause
[1:02:35] >> Councilmember Kwasman:
[1:02:36] congratulations, rissel
[1:02:36] langbecker.
[1:02:37] >> Vice Mayor McAllen: and I
[1:02:39] will vote for rissel langbecker.
[1:02:40] Congratulations, all and what a
[1:02:42] great group of volunteers.
[1:02:43] I really appreciate that.
[1:02:44] Okay.
[1:02:47] Moving on to the next
[1:02:48] commission, it is the
[1:02:49] neighborhood advisory
[1:02:50] commission.
[1:02:51] There are two openings.
[1:02:53] The neighborhood advisory
[1:02:55] commission consists of seven
[1:02:57] members who advise and make
[1:02:58] recommendations to city council
[1:03:00] on policies, plans, strategies
[1:03:02] and programs for preservation,
[1:03:04] improvement and revitalization
[1:03:07] of scottsdale neighborhoods.
[1:03:09] George spatola has withdrawn
[1:03:10] from consideration.
[1:03:13] There are two vacancies and four
[1:03:13] nominees.
[1:03:18] The nominees are valerie capone,
[1:03:22] todd fretto, terri nickerson and
[1:03:26] ryan jensen.
[1:03:27] Valerie, capone, you are first.
[1:03:28] >> good afternoon, everyone.
[1:03:30] thank you for inviting me today.
[1:03:32] I feel like I'm screaming into
[1:03:33] the mic.
[1:03:37] My name is valerie capone I live
[1:03:38] at 17900 north scottsdale -- in
[1:03:39] north scottsdale on hayden road.
[1:03:42] I relocated here from boston,
[1:03:43] mass in 2019.
[1:03:45] So I have been here about seven
[1:03:47] and a half years and excited to
[1:03:48] make scottsdale my home.
[1:03:50] My interest in serving is
[1:03:51] becoming more civically involved
[1:03:54] in a community I decided to stay
[1:03:54] in.
[1:03:56] And I don't like to shovel snow
[1:03:58] and I love the heat.
[1:04:00] But I wanted to contribute my
[1:04:01] professional experience in a
[1:04:02] meaningful way, particularly at
[1:04:03] this point in my career and
[1:04:05] understand more about what's
[1:04:06] happening in the city.
[1:04:08] I recently joined -- well, I
[1:04:09] will be attending the scottsdale
[1:04:12] water citizens academy, which is
[1:04:13] starting officially tomorrow and
[1:04:15] I'm excited to learn proper
[1:04:15] about the
[1:04:18] -- more about the city and its
[1:04:19] resources.
[1:04:20] Professionally, I spent more
[1:04:22] than 30 years with marketing
[1:04:24] experiece, spanning public
[1:04:25] relations, journalism, corporate
[1:04:26] communications, strategic
[1:04:28] planning and of course marketing
[1:04:31] and have held senior level
[1:04:32] positions.
[1:04:33] Currently, I'm the director of
[1:04:34] marketing and communications for
[1:04:37] a national engineering, planning
[1:04:38] and consulting firm with an
[1:04:39] office here in phoenix.
[1:04:43] And I have spent the majority of
[1:04:45] my career, I have firsthand
[1:04:46] knowledge of working with people
[1:04:47] and understanding what is
[1:04:48] happening in the built
[1:04:49] environment, which has got plea
[1:04:50] so interested in speaking with
[1:04:51] people about their neighborhood
[1:04:52] changes.
[1:04:54] Earlier in my career, I was a
[1:04:55] reporter an columnist for a
[1:04:56] paper, a local paper back at
[1:04:58] home where I covered both
[1:05:00] government and citizen issues
[1:05:02] and interacted with civic
[1:05:03] leaders and then I later
[1:05:04] provided communications
[1:05:05] consulting work with the mayor
[1:05:06] of that city.
[1:05:08] As I mentioned, I have been
[1:05:09] living here for a little over
[1:05:12] seven years and I have seen
[1:05:13] firsthand how much is happening
[1:05:14] in scottsdale as we continue to
[1:05:19] grow and change.
[1:05:20] And it can affect neighborhoods
[1:05:22] in positive and challenging ways
[1:05:23] and I think the big part of the
[1:05:24] challenge is communicating what
[1:05:26] is happening because not
[1:05:27] everyone always understands and
[1:05:28] don't know that they should be
[1:05:29] involved and they have a voice.
[1:05:30] I found that one of the biggest
[1:05:32] challenges I think that the
[1:05:34] N.A.C. Is having is both
[1:05:35] visibility of people
[1:05:36] understanding of the community.
[1:05:38] This is a large community of
[1:05:39] what they -- the wonderful
[1:05:41] programs they have and how they
[1:05:45] can use them as -- oh, my gosh.
[1:05:45] I'm done already.
[1:05:47] I good he is that's all.
[1:05:48] Has thank you so
[1:05:50] >> Vice Mayor McAllen: thank you
[1:05:51] so much.
[1:05:52] Our next candidate is todd
[1:05:59] fretto.
[1:05:59] >> thank you, everyone, for
[1:06:02] having me here today.
[1:06:05] My name is todd fretto, I live
[1:06:07] at 1181 east hedgehog place in
[1:06:08] scottsdale.
[1:06:08] I have lived in scottsdale for
[1:06:11] six months, but that requires a
[1:06:12] quick explanation.
[1:06:13] Although I have only lived here
[1:06:18] for six months I'm a phoenician.
[1:06:19] I grew up on the border of
[1:06:21] scottsdale and phoenix and spent
[1:06:23] most of my life here in and out
[1:06:24] of scottsdale.
[1:06:27] My parents even met here at
[1:06:28] scottsdale road and thomas at
[1:06:30] the bowling alley there.
[1:06:34] And I was even married in
[1:06:36] scottsdale and I taught at the
[1:06:38] scottsdale unified school
[1:06:39] district for a brief time.
[1:06:41] I do know scottsdale.
[1:06:42] I'm here as someone with a
[1:06:45] servan
[1:06:48] servant mindset.
[1:06:49] I spent the past 34 years before
[1:06:53] recently retiring as a law
[1:06:55] enforcement officer, serving in
[1:06:56] many roles from police officer
[1:06:58] all the way up to assistant
[1:07:02] police chief and acting police.
[1:07:09] In my role with two different
[1:07:11] agencies, right before I
[1:07:13] retired, I was responsible for
[1:07:15] organizing the department, as a
[1:07:17] whole hasn't that consists of
[1:07:19] reviewing policy, writing new
[1:07:21] policy where needed and
[1:07:24] implementing the plan and
[1:07:25] finally meeting -- oh, and
[1:07:26] meeting with stakeholders and
[1:07:28] then making the necessary
[1:07:32] adjustments as needed.
[1:07:36] I also have a master's degree in
[1:07:37] public administration from
[1:07:39] arizona state university.
[1:07:41] I'm -- as well as, I'm a -- I
[1:07:44] have been a k-12 teacher in the
[1:07:47] past all the way up through
[1:07:49] college and one of my roles as a
[1:07:50] teacher is I taught at the
[1:07:55] scottsdale unified school
[1:07:55] district.
[1:07:56] Finally, as far as experience
[1:07:58] goes, I had a lot of experience
[1:08:02] in my former residency in
[1:08:03] phoenix, where I had to live as
[1:08:05] part of my job working with the
[1:08:07] city council on neighborhood
[1:08:08] issues.
[1:08:09] And finally, I'm here today
[1:08:10] because I want to keep
[1:08:11] scottsdale beautiful and I want
[1:08:13] to keep it like it is.
[1:08:16] I want to balance growth with
[1:08:19] beauty and preservation and I
[1:08:21] want to be a bridge between you
[1:08:24] and the community.
[1:08:25] >> Vice Mayor McAllen: thank
[1:08:25] you.
[1:08:25] >> I want to make sure the
[1:08:26] community is heard.
[1:08:27] >> Vice Mayor McAllen: thank
[1:08:27] you.
[1:08:34] Our next candidate, terri
[1:08:34] nickerson.
[1:08:36] Teri nickerson.
[1:08:37] Okay.
[1:08:38] We'll come back.
[1:08:45] Ryan jensen.
[1:08:47] >> good afternoon esteemed
[1:08:48] council.
[1:08:50] My name is ryan jensen, 12-year
[1:08:52] resident of scottsdale.
[1:08:55] I live at 6354 east weldon
[1:08:58] avenue.
[1:09:03] So I consider this opportunity
[1:09:04] as an extension of my eagle
[1:09:06] scout as an extension in the
[1:09:07] community.
[1:09:08] I'm looking for ways to serve
[1:09:09] and get more involved in the
[1:09:11] community and this seems like an
[1:09:11] appropriate entry point.
[1:09:14] Why the neighborhood committee?
[1:09:15] Because, well, probably all of
[1:09:17] us are qualified for this
[1:09:17] position.
[1:09:20] We all love scottsdale.
[1:09:22] I figure this is as good a place
[1:09:24] as any to serve.
[1:09:25] In my neighborhood, I'm known as
[1:09:28] the guy who knows what resources
[1:09:30] available to scottsdale, which
[1:09:33] it's pothole forum or the forum
[1:09:34] to alert somebody about a
[1:09:36] short-term rental or a
[1:09:37] violation.
[1:09:38] I have spent time understanding
[1:09:40] what resources are available to
[1:09:42] the neighbors and I make sure
[1:09:44] that they are aware of those
[1:09:45] resources so that they can --
[1:09:47] they can utilize them in their
[1:09:49] own -- you know, in their own
[1:09:49] means.
[1:09:51] So I feel like with this role,
[1:09:54] I'm a bridge builder and there's
[1:09:57] a wonderful opportunity for
[1:09:59] scottsdale in general, or the
[1:10:00] citizens of scottsdale to have a
[1:10:01] better understanding of the
[1:10:03] resources that are available to
[1:10:05] them and so I would aspire to be
[1:10:07] able to communicate those
[1:10:09] resources and to be able to give
[1:10:10] them the opportunity to be more
[1:10:12] involved in their community so
[1:10:13] that we can continue to make
[1:10:15] this the most livable city.
[1:10:19] And with that as my -- my
[1:10:20] candidacy, I guess to you.
[1:10:22] So thank you.
[1:10:23] >> Vice Mayor McAllen: thank
[1:10:23] you, ryan.
[1:10:24] Any questions?
[1:10:26] Thank you.
[1:10:28] City clerk, there's a question
[1:10:30] presented to me.
[1:10:32] Qualifications to be a candidate
[1:10:33] is it six months in scottsdale
[1:10:37] or is it a year?
[1:10:38] >> Clerk Lane: that's a great
[1:10:39] question, vice mayor.
[1:10:40] I was just looking at the code
[1:10:44] and the code just says that they
[1:10:46] shall be a resident when they
[1:10:48] are appointed.
[1:10:50] And so there's not another
[1:10:52] residency requirement that I
[1:10:55] could find.
[1:10:58] Luis, do you agree with that?
[1:10:59] >> Vice Mayor McAllen: okay.
[1:11:01] Thank you for the clarification.
[1:11:02] Thank you for the question.
[1:11:02] Okay.
[1:11:06] With that, we will start the
[1:11:07] voting with COUNCILWOMAN
[1:11:08] Littlefield.
[1:11:11] Are you on the line?
[1:11:12] >> Councilmember Littlefield:
[1:11:14] I am on the line.
[1:11:15] Are you?
[1:11:16] >> Vice Mayor McAllen: there are
[1:11:17] two openings.
[1:11:19] So you MAY vote for two.
[1:11:20] >> Councilmember Littlefield:
[1:11:20] okay.
[1:11:25] I will vote for valerie capone
[1:11:29] and ryan jensen:
[1:11:30] >> Vice Mayor McAllen: okay.
[1:11:35] And mayor?
[1:11:35] >> Mayor Borowsky: can you come
[1:11:38] back to me vice mayor?
[1:11:39] >> Vice Mayor McAllen: councilma
[1:11:40] n graham.
[1:11:41] >> Councilmember Graham:
[1:11:43] MR. Fretto and MR. Jensen.
[1:11:45] >> Councilmember Dubauskas:
[1:11:49] todd fretto and ryan jensen.
[1:11:57] >> Councilmember Kwasman:
[1:11:57] [Inaudible]
[1:11:57] >> Councilmember Whitehead:
[1:12:02] valerie capone and todd fretto.
[1:12:03] >> Councilmember Whitehead:
[1:12:03] okay.
[1:12:07] And I will vote for valerie
[1:12:11] capone and todd fretto.
[1:12:11] Mayor?
[1:12:12] >> Mayor Borowsky: yes.
[1:12:13] Todd fretto and ryan jensen,
[1:12:18] please.
[1:12:20] And so that means that todd
[1:12:23] fretto and ryan jensen are
[1:12:24] appointed.
[1:12:24] Thank you.
[1:12:26] Thank you all, candidates.
[1:12:29] Please keep your applications
[1:12:29] in.
[1:12:32] We appreciate you wanting to
[1:12:32] volunteer.
[1:12:35] Next, we have the parks and
[1:12:35] recreation commission.
[1:12:38] There are two openings and there
[1:12:39] are three candidates.
[1:12:42] The parks and recreation
[1:12:43] commission advises the city
[1:12:44] council on the acquisition of
[1:12:46] lands, facilities for use as
[1:12:49] parks and recreation centers and
[1:12:50] the operation, use and care
[1:12:52] maintenance of all the parks and
[1:12:54] recreation areas within the city
[1:12:55] of scottsdale.
[1:12:57] Again, there are two vacancies
[1:12:58] and three no,
[1:12:59] nominees.
[1:13:03] The nominees are lari lynn
[1:13:05] lagesse, chass onkst and michael
[1:13:07] have rheeland who is the current
[1:13:09] chair and is up for
[1:13:09] reappointment.
[1:13:14] With that, we will start with
[1:13:21] marilyn lagesse.
[1:13:25] >> thank you and good afternoon.
[1:13:27] My name is marilyn lagesse.
[1:13:32] I live at 8707 east san miguel
[1:13:32] avenue.
[1:13:38] And I have been in scottsdale
[1:13:39] for 57 years.
[1:13:40] Hard to believe.
[1:13:42] Anyway, I have a bachelor of
[1:13:44] business administration with a
[1:13:46] minor in economics.
[1:13:49] My career was really in data
[1:13:52] processing, which is now called
[1:13:54] information technology.
[1:13:56] And after 26 years working for
[1:13:58] the state of arizona, department
[1:14:01] of economic security, I retired
[1:14:06] there as project manager and my
[1:14:09] last really big project was to
[1:14:12] develop the first client server
[1:14:14] computer system for the state of
[1:14:15] arizona.
[1:14:16] Before then, there were just a
[1:14:19] few little terminals hooked up
[1:14:21] to the mainframe in the various
[1:14:22] local offices.
[1:14:27] When this system came up, we had
[1:14:29] 2,000 PCs that were attached
[1:14:32] to the system and it ranged from
[1:14:34] border to border, north, south,
[1:14:35] east, west so we were totally
[1:14:38] covering the entire state.
[1:14:41] In addition to that, I have
[1:14:42] belonged to the scottsdale
[1:14:44] pilots association, the
[1:14:46] scottsdale sportsman club, the
[1:14:48] civil air patrol.
[1:14:50] I have been a leader in my
[1:14:52] church for many years and, of
[1:14:56] course, other various social
[1:14:57] organizations too.
[1:14:59] But all of these experiences
[1:15:03] have taught me the importance of
[1:15:04] teamwork and listening to the
[1:15:07] different points of views of
[1:15:08] other people.
[1:15:10] Going through a problem solving
[1:15:11] process and trying to come up
[1:15:14] with a responsible decision that
[1:15:17] everyone could agree to.
[1:15:19] I believe that the issues that
[1:15:25] we are looking at are
[1:15:28] maintaining the high quality the
[1:15:29] parks and recreation and the
[1:15:30] programs we have there.
[1:15:31] At the same time, we have to be
[1:15:35] trying to meet the needs of
[1:15:39] future community.
[1:15:42] And we have to keep that in mind
[1:15:43] at all times.
[1:15:44] My approach would be to listen
[1:15:45] to the residents, the staff and
[1:15:49] the other commissioners and
[1:15:51] carefully look at the proposals,
[1:15:53] the cost effectiveness and the
[1:15:56] priorities and come up with a
[1:15:58] practical solution that all
[1:15:59] parties could agree to.
[1:16:00] >> Vice Mayor McAllen: thank you
[1:16:01] so much.
[1:16:05] >> thank you.
[1:16:07] >> Vice Mayor McAllen: next, we
[1:16:13] have chass onkst.
[1:16:14] >> good evening, esteemed city
[1:16:15] council.
[1:16:16] Thank you so much for having me
[1:16:17] here this evening.
[1:16:20] My name is chass onkst, address
[1:16:20] on record.
[1:16:22] Scottsdale resident for over ten
[1:16:23] years.
[1:16:26] I'm interested in serving the
[1:16:28] parks -- on the parks and
[1:16:28] recreation commission because i
[1:16:31] believe the outdoors is an
[1:16:33] integral part of our collective
[1:16:34] wellness of a community.
[1:16:36] And I would be proud to help
[1:16:38] steward the spaces that are able
[1:16:39] to make that possible.
[1:16:40] I appreciate the commission's
[1:16:43] clearly defined
[1:16:44] responsibilities.
[1:16:47] It is incredibly well organized,
[1:16:48] I see a commission that
[1:16:51] participates actively, supports
[1:16:52] community events and takes it to
[1:16:53] work seriously and that's
[1:16:56] something that I want to be a
[1:16:57] part of.
[1:16:59] My connection to our parks is
[1:16:59] personal.
[1:17:01] When I lived on princess drive,
[1:17:03] I watched the sports complex
[1:17:04] being built.
[1:17:05] I would jog in the morning until
[1:17:08] I was chased by a javelina and I
[1:17:09] haven't been back since.
[1:17:11] I enjoyed the fireworks with my
[1:17:12] husband near bell and 94th
[1:17:14] street at the sports complex on
[1:17:15] that side.
[1:17:17] And I go to dc ranch park often.
[1:17:19] I live in dc ranch and I take my
[1:17:25] dogs rocco, vincente, and zarra,
[1:17:27] kansas city calesi, my other
[1:17:30] german sheppard and we walk the
[1:17:32] loop around the lake and we see
[1:17:33] neighbors picnicking in the
[1:17:35] shade, every winter there's a
[1:17:36] blue heron that comes every
[1:17:37] winter.
[1:17:37] He's amazing.
[1:17:40] I need to name him.
[1:17:42] Those everyday experiences
[1:17:46] remind me of how much our parks
[1:17:51] connect to our thanks and I
[1:17:54] thwarted a tadpole invasion.
[1:17:55] There's tadpoles there.
[1:17:57] I was like we need to get rid of
[1:17:58] these.
[1:17:59] >> hello.
[1:18:00] >> thank you!
[1:18:02] How are you?
[1:18:03] >> am I --
[1:18:04] >> keep going.
[1:18:06] Okay.
[1:18:08] Sorry.
[1:18:10] >> so I already consider myself
[1:18:12] a steward of dc ranch park.
[1:18:14] I share my concerns about the
[1:18:17] park and the lake with hezekiah.
[1:18:18] I follow through because I
[1:18:19] really care.
[1:18:20] As a life coach and mental
[1:18:24] health provider with a master's
[1:18:27] in education, at N.A.U., there's
[1:18:28] listening and understanding
[1:18:29] people's needs.
[1:18:32] I want to steward the outdoor
[1:18:33] spaces, community wellness that
[1:18:35] they support, working with staff
[1:18:37] and residents and all the jazz.
[1:18:38] I want to make sure that I'm
[1:18:38] timely.
[1:18:49] Thank you so much for listening.
[1:18:50] >> Vice Mayor McAllen: next we
[1:18:59] have chair michael vreeland.
[1:19:03] >> mayor borowsky, vice mayor
[1:19:03] Mcallen.
[1:19:05] I have been a scottsdale
[1:19:06] resident since 2013.
[1:19:07] It's an honor and privilege to
[1:19:09] serve on the parks and
[1:19:10] recreation commission which I
[1:19:11] have done this past year as
[1:19:12] chair.
[1:19:15] I'm excited to be here today.
[1:19:18] I'm hoping to be reappointed.
[1:19:21] We have spent countless areas in
[1:19:22] the pools and playgrounds of our
[1:19:23] park.
[1:19:24] As a commissioner, I see my
[1:19:25] responsibility and my experience
[1:19:27] can be seen in three distinct
[1:19:29] roles, accountability, action
[1:19:30] and advocacy first
[1:19:30] accountability.
[1:19:31] In addition to the commission's
[1:19:33] other roles we provide oversight
[1:19:36] for the voter approved parks and
[1:19:37] preserves sales tax as chair I
[1:19:39] have established best practices,
[1:19:43] pushed staff to communicate
[1:19:44] deliverables and think about
[1:19:46] spending and objectives and
[1:19:48] stewarding the sales tax is the
[1:19:53] top issue for this commission.
[1:19:54] We have throughry conversations
[1:19:55] about implementation and I'm
[1:19:58] pushing for a web dashboard to
[1:20:00] keep track of everything to pay
[1:20:01] for the dollars.
[1:20:04] The commission is overseeing the
[1:20:05] rotary parks new accessible
[1:20:07] playground and 170 plus planted
[1:20:09] new trees.
[1:20:11] 385,000 square feet of sod and
[1:20:13] other numerous enhancements
[1:20:13] already.
[1:20:15] We have established a new youth
[1:20:16] sports field allocation policy
[1:20:18] for first time in 30 years and
[1:20:20] approved pilot fees for the new
[1:20:21] roundhouse and worked with our
[1:20:23] passionate dog park residents to
[1:20:26] serve residents needs at
[1:20:26] thompson park.
[1:20:28] The role I appreciate most as
[1:20:31] chair is advocate, park staff
[1:20:32] take immense pride in their
[1:20:33] park.
[1:20:35] I have seen frustration when
[1:20:37] rain delays derail plans.
[1:20:40] I have seen satisfaction from
[1:20:41] completed projects and immense
[1:20:43] dedication to our special needs
[1:20:44] community through our adaptive
[1:20:45] rec programs.
[1:20:46] The partnership of city staff,
[1:20:49] devoted park users and engaged
[1:20:51] againsts is an example of what
[1:20:52] makes scottsdale special.
[1:20:54] My gratitude is for our
[1:20:55] community that has taken
[1:20:57] perception from a dad with young
[1:20:59] kids to a curious resident to a
[1:21:01] commissioner and now to chair.
[1:21:02] Very done much over these past
[1:21:03] three years but there's much
[1:21:05] more to do and I hope to have
[1:21:06] your support being reappointed
[1:21:08] to the parks and recreation
[1:21:09] commission for a second term.
[1:21:12] thank you.
[1:21:13] >> Vice Mayor McAllen: thank
[1:21:13] you.

[1:27:39] I have also volunteers spent six
[1:27:41] years on the review board and
[1:27:43] historic preservation commission
[1:27:45] before that.
[1:27:46] These roles have given we
[1:27:48] processes, standards and values
[1:27:49] that guide thoughtful
[1:27:53] development in scottsdale.
[1:27:55] On the development review board,
[1:27:58] I have compliance for design
[1:28:00] guidelines and site planning
[1:28:02] guidelines and neighborhood

[1:28:26] functional relationships between
[1:28:28] the built and natural
[1:28:29] environments.
[1:28:30] I'm able to bring that
[1:28:31] professional lens directly to
[1:28:33] bear on planning decisions that
[1:28:36] come before the commission,
[1:28:38] ensure that projects are
[1:28:39] evaluated for regulatory
[1:28:41] compliance and long-term
[1:28:43] contribution to city's
[1:28:44] distinctive sense of place.
[1:28:47] Together, these experiences have
[1:28:48] sharpened my understanding of
[1:28:50] zoning principles, land use
[1:28:52] policy the balance between
[1:28:53] development interests and
[1:28:54] community needs.
[1:28:56] The planning commission plays a
[1:28:57] vital role in shaping
[1:28:58] scottsdale's long live term
[1:28:59] vision.
[1:29:02] I'm eager to contribute at that
[1:29:02] level.
[1:29:04] I'm committed to decisions
[1:29:06] grounded in the city's general
[1:29:08] plan and informed by data and
[1:29:10] responsive to the voices of our
[1:29:10] community.
[1:29:11] >> Vice Mayor McAllen: thank
[1:29:12] you, MR. Craig.
[1:29:20] Our next candidte is mason
[1:29:30] gates.
[1:29:31] >> good evening, city council
[1:29:32] and mayor.
[1:29:33] My name is mason gates.
[1:29:36] I currently reside at 3234 north
[1:29:37] scottsdale road, and I'm hopeful
[1:29:39] to be appointed to the planning
[1:29:40] commission for the city of
[1:29:41] scottsdale.
[1:29:47] For the sake of credibility.
[1:29:50] I currently serve as the vice
[1:29:52] PRESIDENT As the brokerage.
[1:29:56] I have m&a of self-storage and
[1:29:58] transactional track record
[1:29:59] exceeding $30 million in the
[1:30:00] previous fiscal year alone.
[1:30:02] All this to say I have an
[1:30:04] extremely vast and unique
[1:30:05] understanding of real property,
[1:30:06] development, city planning and
[1:30:08] municipal zoning granting me the
[1:30:11] necessary fluency to adequacy
[1:30:13] serve on the scottsdale planning
[1:30:13] commission.
[1:30:14] As for why I'm interested in
[1:30:17] serving, each day, I ask my
[1:30:18] clients one simple question, how
[1:30:21] can I be of value to you?
[1:30:22] Today, I pose the same question
[1:30:25] to my representatives and fellow
[1:30:25] residents.
[1:30:27] I'm convicted in my belief that
[1:30:28] scottsdale is the greatest place
[1:30:30] to live, work and raise a
[1:30:31] family, and I think that's all
[1:30:33] been made possible by involved,
[1:30:35] thoughtful and engaged community
[1:30:37] members spanning both residents
[1:30:37] and representatives.
[1:30:41] And so today, I merely seek to
[1:30:43] on a commission that most
[1:30:45] adequacy applies to my area of
[1:30:45] expertise.
[1:30:46] My primary goals, if appointed
[1:30:49] are simple and free of
[1:30:50] self-interest.
[1:30:52] One, the opinions of communities
[1:30:54] members must be personified
[1:30:55] thoughtfully in every decision
[1:30:56] that's made and two, developers
[1:30:58] and the proposed developments
[1:30:59] must be held to the same
[1:31:01] standards of quality that make
[1:31:03] scottsdale the incredible city
[1:31:04] that it is.
[1:31:06] I humbly ask you to vote in
[1:31:08] favor of my appointment and
[1:31:09] thereby affording me the
[1:31:10] opportunity to wake up each day
[1:31:12] and ask not what my city can do
[1:31:14] for me but what I can do for my
[1:31:15] city.
[1:31:18] Thank you.
[1:31:18] >> Vice Mayor McAllen: thank
[1:31:19] you.
[1:31:30] David mason.
[1:31:31] >> good afternoon, mayor, not
[1:31:33] here and city council.
[1:31:37] I'm david mason and I reside at
[1:31:40] 33217 north 61st place I'm a
[1:31:41] ten-year resident of the city of
[1:31:41] scottsdale.
[1:31:42] Thank you for your time today.
[1:31:43] Serving on the planning
[1:31:46] commission would be an extension
[1:31:47] of my development review board
[1:31:49] service and would allow me to
[1:31:50] further participate in
[1:31:52] scottsdale planning and
[1:31:52] development.
[1:31:55] Three years on drb, in
[1:31:57] combination with four decades of
[1:31:58] real estate industry experience
[1:31:59] and engineering background,
[1:32:02] equip me to make practical,
[1:32:04] informed and good planning
[1:32:04] decisions.
[1:32:06] The planning commission's
[1:32:09] central challenge is to enable
[1:32:13] thoughtful growth, while
[1:32:15] preserving the livability and
[1:32:16] character of scottsdale
[1:32:17] neighborhoods.
[1:32:18] I would approach this by
[1:32:20] weighing development needs,
[1:32:22] planning and zoning
[1:32:23] considerations and community
[1:32:25] priorities and factors that
[1:32:28] sustain scottsdale as a city
[1:32:31] residents are proud of.
[1:32:33] My real estate experience allow
[1:32:35] me to have practical insights
[1:32:38] and resident and commercial
[1:32:38] projects.
[1:32:41] My engineering background
[1:32:43] strengthen the ability to
[1:32:45] evaluate complex projects from
[1:32:46] commercial, technical,
[1:32:48] infrastructure, and public
[1:32:48] perspectives.
[1:32:50] This background includes a
[1:32:51] master of science, degree in
[1:32:56] industrial engineering, I.T. And
[1:32:57] telecommunications experience
[1:32:58] across development and industry
[1:33:01] and work in green energy and
[1:33:03] electric utilities and seven
[1:33:08] years in the army, and I gained
[1:33:09] short-term into short-term
[1:33:10] mental processes.
[1:33:14] My drb term ended on the 5th
[1:33:14] of this month.
[1:33:15] Serving on the planning
[1:33:17] commission would be a privilege
[1:33:18] and I would welcome your
[1:33:18] support.
[1:33:19] Thank you for your consideration
[1:33:23] and for your service to
[1:33:23] scottsdale.
[1:33:24] >> Vice Mayor McAllen: thank
[1:33:25] you, MR. Mason.
[1:33:27] Our next candidate is mark
[1:33:34] Mccurdy.
[1:33:38] >> thank you, vice mayor and
[1:33:38] councilmembers.
[1:33:40] There we go.
[1:33:45] Mark Mccurdy 8607 east edward
[1:33:46] avenue, scottsdale.
[1:33:48] Resident for 12 years.
[1:33:50] I'm interested in serving on the
[1:33:53] planning commission to help
[1:33:55] preserve scottsdale's special
[1:33:57] character and scottsdale's
[1:34:00] high-quality of life.
[1:34:01] My experience -- my experience
[1:34:04] serving as a city councilmember
[1:34:06] and mayor for a decade provided
[1:34:09] me with the valuable experience
[1:34:12] overseeing land use decisions as
[1:34:15] it pertains to the city's
[1:34:16] general plan.
[1:34:20] Additionally, I have served on
[1:34:23] scottsdale's historical
[1:34:24] preservation committee.
[1:34:26] This position has given me
[1:34:29] opportunities to not only help
[1:34:32] safeguard scottsdale's
[1:34:34] historical integrity but create
[1:34:35] meaningful and collaborative
[1:34:36] relationships with members of
[1:34:39] our government and community.
[1:34:42] The top issue, the top issue
[1:34:44] facing the planning commission
[1:34:47] far and away is over development
[1:34:52] as it pertains to our water, our
[1:34:54] traffic flow, density in
[1:34:57] scottsdale's general plan.
[1:35:00] Any questions?
[1:35:01] >> Vice Mayor McAllen: thank
[1:35:02] you, MR. Mccurdy.
[1:35:03] Any questions, anyone?
[1:35:03] Okay.
[1:35:06] Thank you.
[1:35:09] Our next candidate is poonam
[1:35:10] singh who is participating
[1:35:11] electronically.
[1:35:13] MR. Singh?
[1:35:16] >> yes, I had there, this is.
[1:35:17] >> Vice Mayor McAllen: oh,
[1:35:18] excuse me, ma'am.
[1:35:18] Sorry.
[1:35:18] >> no, you're good.
[1:35:19] Thank you.
[1:35:22] Yes, my name is poonam singh and
[1:35:26] I live at 11345 ast barrel
[1:35:26] avenue and I have been in
[1:35:29] scottsdale for just over 13
[1:35:29] years.
[1:35:30] I am a -- I'm in real estate,
[1:35:33] and I'm a general contractor in
[1:35:34] residential commercial, as well
[1:35:36] as the designer.
[1:35:37] So I'm interested in serving for
[1:35:39] the planning commission because
[1:35:41] I want to contribute to
[1:35:42] scottsdale's long-term vision
[1:35:44] for growth and land use.
[1:35:46] As someone who works directly,
[1:35:48] with zoning, development
[1:35:49] connivents in neighborhood
[1:35:50] impacts, I understand how
[1:35:52] planning decisions affect
[1:35:53] infrastructure, traffic,
[1:35:55] housing, and the community.
[1:35:57] Scottsdale is an important
[1:35:58] moment of growth and I want to
[1:36:00] help ensure that new development
[1:36:02] is thoughtful, compatible and
[1:36:04] aligned to the city's values.
[1:36:06] My background in real estate and
[1:36:08] construction gives me a
[1:36:10] practical perspective on what's
[1:36:11] feasible, what benefits the
[1:36:13] community, and how planning
[1:36:14] decisions translates into real
[1:36:16] estate outcomes.
[1:36:17] Serving on the commission is a
[1:36:20] meaningful way for me to serve
[1:36:21] responsible growth and protect
[1:36:22] the qualities that make
[1:36:24] scottsdale so unique.
[1:36:26] My experience in real estate
[1:36:28] construction and design gives me
[1:36:29] a strong foundation for serving
[1:36:32] the planning commission.
[1:36:33] As a contractor and designer, I
[1:36:36] have worked directly with zoning
[1:36:37] requirements, land use
[1:36:39] constraints and development
[1:36:42] standards that shape how
[1:36:44] projects are infrastructure,
[1:36:46] traffic, neighborhood and
[1:36:47] long-term livability.
[1:36:50] I evaluate projects not only for
[1:36:51] the financial feasibility but
[1:36:52] also how they fit within the
[1:36:54] community goals, long-term
[1:36:56] planning and how to contribute
[1:36:58] in a balanced perspective that
[1:37:00] supports the growth, while
[1:37:02] protecting scottsdale's ewe teak
[1:37:02] character.
[1:37:03] If -- unique character.
[1:37:05] If I was selected for the
[1:37:07] planning commission, my primary
[1:37:09] goals are to support balance
[1:37:10] growth and protect the
[1:37:11] neighborhood character and
[1:37:12] ensure the land use decisions
[1:37:14] are aligned with scottsdale's
[1:37:15] long-term vision.
[1:37:16] I would focus on evaluating how
[1:37:18] development impacts
[1:37:20] infrastructure, traffic, housing
[1:37:22] needs and the community with my
[1:37:24] background in construction and
[1:37:27] real estate, I would prioritize
[1:37:28] practical, realistic planning
[1:37:31] that respects zoning standards,
[1:37:32] while allowing thoughtful
[1:37:33] innovation.
[1:37:34] My goal is to help guide growth
[1:37:38] in a way that keeps scottsdale
[1:37:40] vibrant, sustainable and true to
[1:37:40] its identity.
[1:37:41] >> Vice Mayor McAllen: thank
[1:37:42] you, MS. Singh.
[1:37:43] >> thank you.
[1:37:44] >> Vice Mayor McAllen: our next
[1:37:46] candidate and final candidate is
[1:37:53] michael wills.
[1:38:00] >> all right, well thank you
[1:38:02] mayor borowsky, and vice.
[1:38:05] I live in scottsdale, in 85260
[1:38:06] and I'm a scottsdale native.
[1:38:08] So we have a pretty strong slate
[1:38:10] of candidates so if you will
[1:38:12] indulge me with a brief
[1:38:13] introduction.
[1:38:14] I began in finance after earning
[1:38:15] my degree at A.S.U.
[1:38:17] For the last 23 plus years I
[1:38:20] have been a full-time scottsdale
[1:38:22] residential realtor, managing
[1:38:24] rentals and building five luxury
[1:38:25] spec homes along the way.
[1:38:28] I'm a scottsdale leadership
[1:38:29] graduate from class 33.
[1:38:30] I went to serve on their board
[1:38:31] and eventually becoming board
[1:38:32] PRESIDENT.
[1:38:33] I'm a founding member of
[1:38:36] neighbors helping neighbors and
[1:38:37] active scottsdale charro,
[1:38:40] serving on our concealio, which
[1:38:41] is our board of directors.
[1:38:45] And I previously serves on the
[1:38:46] neighborhood advisory commission
[1:38:48] for the city and I give active
[1:38:51] walking tours through the city's
[1:38:52] ambassador program.
[1:38:54] My 23 years in real estate, and
[1:38:55] particular the building the five
[1:38:57] spec homes has made me acutely
[1:38:59] aware of the importance of
[1:39:00] understanding local codes,
[1:39:04] zoning, easements, setbacks,
[1:39:04] et cetera.
[1:39:05] In addition to that, it gave me
[1:39:06] an understanding of is this
[1:39:09] project a good fit with the
[1:39:10] surrounding community?
[1:39:12] I would look forward to taking
[1:39:13] those schools and applying them
[1:39:15] on the neighborhood -- on the
[1:39:15] planning commission.
[1:39:17] My work would be thorough, this
[1:39:18] would be thoughtful as we
[1:39:20] reviewed projects, making sure
[1:39:22] we get accurate information to
[1:39:22] you, the council.
[1:39:24] I no he
[1:39:27] know that recent legislation
[1:39:30] it is hampered local control in
[1:39:31] some areas, the commission
[1:39:32] itself cannot fix that but it's
[1:39:34] a significant issue for
[1:39:35] scottsdale but it's an issue
[1:39:36] that indirectly impacts the work
[1:39:37] of this commission.
[1:39:39] Scottsdale will continue to grow
[1:39:40] and evolve, of course, but I
[1:39:41] believe our greatest challenge
[1:39:44] is to ensure that growth is
[1:39:45] thoughtful.
[1:39:47] Respecting individual property
[1:39:49] rights, and economic vitality
[1:39:50] and protecting the character and
[1:39:52] the quality of life that makes
[1:39:53] scottsdale such an exceptional
[1:39:54] place to live.
[1:39:55] That's the perspective,
[1:39:57] discipline and commitment I
[1:40:01] would be honored to bring to the
[1:40:01] planning commission.
[1:40:02] >> Vice Mayor McAllen: thank
[1:40:03] you, MR. Wills.
[1:40:05] with that, we will begin the
[1:40:06] vote.
[1:40:08] And I will begin with
[1:40:10] COUNCILWOMAN Littlefield.
[1:40:11] There are three openings.
[1:40:15] You have three votes,
[1:40:15] COUNCILWOMAN.
[1:40:18] >> Councilmember Littlefield:
[1:40:21] thank you, vice mayor.
[1:40:24] Soil for jeffrey brand,
[1:40:31] I will vote for jeffrey brand,
[1:40:37] doug craig and mark Mccurdy.
[1:40:38] >> Vice Mayor McAllen: councilma
[1:40:38] n graham.
[1:40:39] >> Councilmember Graham: can
[1:40:41] you come back to me.
[1:40:42] >> Vice Mayor McAllen: okay.
[1:40:44] >> Councilmember Dubauskas:
[1:40:46] jeff brand, doug craig, and mark
[1:40:50] Mccurdy.
[1:40:51] >> Vice Mayor McAllen: councilma
[1:40:52] n kwasman.
[1:40:56] >> Councilmember Kwasman:
[1:40:59] jeffrey brand, doug craig, and
[1:41:06] mark Mccurdy.
[1:41:09] >> Vice Mayor McAllen: mayor
[1:41:11] borowsky.
[1:41:12] >> Mayor Borowsky: jeffrey
[1:41:16] brand, mark Mccurdry and mason
[1:41:16] greats.
[1:41:17] >> Vice Mayor McAllen: councilma
[1:41:17] n graham.
[1:41:19] >> Councilmember Graham: yes,
[1:41:25] doug craig, mark Mccurdy, and
[1:41:31] david mason.
[1:41:32] >> Vice Mayor McAllen: councilwo
[1:41:33] man whitehead.
[1:41:34] >> Councilmember Whitehead:
[1:41:37] jeff brand, doug craig, and
[1:41:40] michael wills.
[1:41:41] >> Vice Mayor McAllen: okay.
[1:41:42] And the vice mayor will vote for
[1:41:45] jeffrey brand, doug craig and
[1:41:53] michael wills.
[1:42:00] And that leaves us -- is that
[1:42:01] correct?
[1:42:02] >> Clerk Lane: the individual
[1:42:03] appointed, vice mayor were jeff
[1:42:09] brand, doug craig, and mark
[1:42:09] Mccurdy.
[1:42:10] >> Vice Mayor McAllen: okay,
[1:42:12] jeffrey brand, doug craig, and
[1:42:12] mike Mccurdry.
[1:42:14] Tank you all for being here
[1:42:17] tonight for that, and keep your
[1:42:18] applications in.
[1:42:25] We appreciate the very strong
[1:42:25] group.
[1:42:26] That was difficult.
[1:42:26] Okay.
[1:42:28] Next is the tourism development
[1:42:31] commission.
[1:42:35] There is one opening and that is
[1:42:38] for a scottsdale hotelier.
[1:42:39] The tourism development
[1:42:40] commission advises the city
[1:42:42] council on matters concerning
[1:42:48] the expenditure of revenues from
[1:42:50] transaction privilege tax on --
[1:42:51] on transient lodging, the bed
[1:42:53] tax and designated for tourism
[1:42:54] development.
[1:42:56] There is one vacancy for
[1:42:58] scottsdale hotelier and two
[1:42:58] nominees.
[1:43:02] The nominees are erin press, and
[1:43:05] terry worthington.
[1:43:07] Erin press is participating
[1:43:08] electronically.
[1:43:10] MS. Erin, are you on the line?
[1:43:10] >> I am.
[1:43:12] Thank you, vice mayor.
[1:43:13] >> Vice Mayor McAllen: please go
[1:43:13] ahead.
[1:43:14] >> thank you, mayor, vice mayor,
[1:43:16] members the council.
[1:43:19] I called scottsdale home since
[1:43:20] 1999.
[1:43:23] So about 27 years.
[1:43:28] I live on east princeton.
[1:43:30] Actually whitney warman and I
[1:43:31] naishs.
[1:43:32] Living in both north scottsdale
[1:43:34] and south of old town, over
[1:43:35] those 25 plus years I have
[1:43:37] watched our city grow while
[1:43:39] keeping its unique identity.
[1:43:40] I'm seeking this role because
[1:43:41] tourism is the life bad of
[1:43:43] scottsdale's economy and
[1:43:44] -- life
[1:43:45] blood of our scottsdale's
[1:43:46] economy.
[1:43:49] I would like to use my 20 years
[1:43:50] plus of hospitality to ensure we
[1:43:52] strike the right balance keeping
[1:43:54] scottsdale vibrant and
[1:43:56] attractive for visitors and
[1:43:57] protecting the quality of life
[1:43:58] for the residents who live here.
[1:44:03] I bring a 360-degree the tourism
[1:44:04] economy.
[1:44:05] Very few have worked across the
[1:44:07] different layers from high-end
[1:44:11] kitchen lines and golf courses
[1:44:13] and the premier luxury resources
[1:44:15] like the ritz carlton and four
[1:44:16] seasons.
[1:44:17] Handle p&Ls and guest
[1:44:19] retention, owners and multiweek
[1:44:21] stay dynamics.
[1:44:24] I don't just study tourism
[1:44:26] trends but theoretically I
[1:44:28] manage them on the ground every
[1:44:28] day.
[1:44:29] As far as priority, a resident
[1:44:31] and visitor alignment really
[1:44:33] needs to be our focus.
[1:44:35] Tourism revenue supports that
[1:44:39] amenities and keeps the local
[1:44:39] policies low.
[1:44:43] And we need to protect the local
[1:44:43] integrity.
[1:44:48] As a resident, we have to keep
[1:44:52] that forefront in mind.
[1:44:56] Modern travelers are seeking
[1:44:57] authentic experiences.
[1:44:58] That's exactly what we provide
[1:45:00] every single day to every single
[1:45:01] visitor and every single
[1:45:01] resident here.
[1:45:07] And lastly, maximize the bed tax
[1:45:08] and we need to direct tourism
[1:45:09] resources effectively to
[1:45:12] maintain the premium brand
[1:45:13] status year round, in the
[1:45:15] summertime, even though it might
[1:45:16] be 187 on the surface of the
[1:45:19] sun, the resident are still here
[1:45:22] and people still want to come
[1:45:22] here.
[1:45:23] Thank you.
[1:45:24] >> Vice Mayor McAllen: thank
[1:45:24] you.
[1:45:30] And the next candidate is terri
[1:45:32] worthington.
[1:45:32] Terri.
[1:45:33] >> good afternoon, mayor, vice
[1:45:36] mayor and council.
[1:45:41] My name is terri worthington and
[1:45:43] I called scottsdale 40 years and
[1:45:45] I live in Mccormick ranch.
[1:45:47] I raised my family here,
[1:45:48] volunteered in our community,
[1:45:50] and enjoyed the exceptional
[1:45:51] quality of life that makes
[1:45:53] scottsdale such a special place
[1:45:54] to live.
[1:45:56] For the past 32 years, I have
[1:45:57] worked in the hospitality
[1:45:59] industry and currently serve as
[1:46:01] director of marketing at the
[1:46:03] J.W. Marriott camelback inn, one
[1:46:05] of the scottsdale's most iconic
[1:46:06] resorts.
[1:46:07] Throughout my career, I have had
[1:46:08] the privilege of introducing
[1:46:09] visitors from around the world
[1:46:11] to the beauty and the character
[1:46:13] of our city.
[1:46:15] Whether they are luxury
[1:46:17] travelers, meeting planners,
[1:46:19] golf enthusiasts, food
[1:46:19] lakefronts,
[1:46:25] lovers orart aficionados I have seen
[1:46:27] firsthand the impact that
[1:46:29] tourism has on our community and
[1:46:30] economy.
[1:46:32] One of the most valuable lessons
[1:46:33] at camelback inn is the
[1:46:34] important of balance.
[1:46:36] We are entrusted with preserving
[1:46:39] the authenticity, history and
[1:46:41] legacy of a nearly 90-year-old
[1:46:42] resort, while continuing to
[1:46:43] invest in enhancements that keep
[1:46:47] us relevant and competitive.
[1:46:49] The challenge is finding the
[1:46:50] right balance between honoring
[1:46:52] what makes a place special and
[1:46:54] evolving to meet the needs of
[1:46:59] today's visitors.
[1:47:01] If selected to serve, I will
[1:47:02] bring the same perspective to
[1:47:03] the role.
[1:47:04] I believe scottsdale can
[1:47:05] continue to grow as a
[1:47:07] world-class destination, while
[1:47:10] preserving the qualities that
[1:47:11] residents cherish most.
[1:47:13] My goal would be to help foster
[1:47:15] decisions that benefit our
[1:47:17] community, support our local
[1:47:18] economy and ensure an
[1:47:20] exceptional experience for both
[1:47:22] residents and visitors.
[1:47:24] Thank you for your time, your
[1:47:33] service and your considration.
[1:47:35] Again,
[1:47:39] >> Vice Mayor McAllen: again, we
[1:47:40] will begin the voting with
[1:47:43] COUNCILWOMAN Dubauskas.
[1:47:44] >> Councilmember Dubauskas:
[1:47:48] terri worthington.
[1:48:01] >> Councilmember Kwasman:
[1:48:01] [Inaudible]
[1:48:02] >> Councilmember Whitehead:
[1:48:05] terri worthington.
[1:48:06] >> Mayor Borowsky: terri
[1:48:07] worthington.
[1:48:11] >> Councilmember Littlefield:
[1:48:12] terri worthington.
[1:48:13] >> Councilmember Graham:
[1:48:14] terri worthington.
[1:48:15] >> Vice Mayor McAllen: and the
[1:48:20] vice mayor votes terri
[1:48:20] worthington.
[1:48:25] With that, you are appointed.
[1:48:26] [Off microphone comment]
[1:48:27] >> City Mgr. Caton:
[1:48:30] >> Vice Mayor McAllen: thank you
[1:48:30] all for being here.
[1:48:33] We are on the final commission.
[1:48:34] It's the transportation
[1:48:36] commission, there's one opening.
[1:48:38] The transportation commission
[1:48:40] advises the city council to the
[1:48:45] safe and efficient movement of
[1:48:47] transit and bicycles.
[1:48:49] They hear citizens requests and
[1:48:53] requests in transportation
[1:48:56] matters.
[1:48:58] Carrie cox and muhammed
[1:48:59] shahbander have withdrawn from
[1:49:00] consideration.
[1:49:06] There are two nominees and one
[1:49:06] vacancies.
[1:49:11] They are gerald conover and lee
[1:49:11] kauftheil who is here.
[1:49:15] We will start with MR. Conover.
[1:49:17] MR. Conover?
[1:49:17] >> yes, ma'am.
[1:49:18] >> City Mgr.
[1:49:20] >> Vice Mayor McAllen: you may
[1:49:20] begin, sir.
[1:49:22] You have two minutes.
[1:49:23] >> mayor, vice mayor, members
[1:49:25] the council, thank you very much
[1:49:26] for having me today.
[1:49:29] My name is gerald conover.
[1:49:32] 5034 north 76th place in
[1:49:32] scottsdale.
[1:49:34] I have been a happy tax paying
[1:49:36] resident for 11 years.
[1:49:38] I have been involved in
[1:49:40] transportation since 1967, when
[1:49:43] I was commissioned of the U.S.
[1:49:44] Army corps of engineer as the
[1:49:46] army's road builders, as well as
[1:49:48] a career at ford motor company,
[1:49:50] where I served in both corporate
[1:49:51] planning and technological
[1:49:52] research roles.
[1:49:54] I have two degrees in
[1:49:55] engineering from the university
[1:49:57] of michigan.
[1:49:58] My professional involvement in
[1:50:00] traffic management goes back to
[1:50:03] 1991, when I became ford motor
[1:50:05] company's primary member of the
[1:50:06] intelligent transportation
[1:50:08] society of america, that's an
[1:50:10] advocacy and policy group in
[1:50:10] washington, D.C.
[1:50:12] I have also been consulting work
[1:50:14] with some U.S.-based traffic
[1:50:15] management companies.
[1:50:17] I hope to apply this background
[1:50:21] in skills and experience to help
[1:50:22] scottsdale infrastructure
[1:50:26] continue to keep pace with the
[1:50:26] growth possibilities.
[1:50:28] Scottsdale is very fortunate to
[1:50:32] have a first-class road network
[1:50:33] and exceptional public
[1:50:35] transportation system, which
[1:50:38] very few other communities can
[1:50:38] boast.
[1:50:40] But the first thing in the
[1:50:41] transportation association is to
[1:50:42] keep up with what you have and
[1:50:44] by that I mean the repairing and
[1:50:45] the maintenance of our roads and
[1:50:47] buses to provide first-class
[1:50:50] reliability service to all
[1:50:52] users, be they commercial or
[1:50:52] private.
[1:50:54] Our second goal has to be
[1:50:56] remaining nimble so we can keep
[1:50:58] up with demographic and use
[1:51:00] chases that impact the
[1:51:02] transportation infrastructure.
[1:51:03] Scottsdale is enjoying the
[1:51:05] benefits of a growing population
[1:51:06] of the greater phoenix area, as
[1:51:08] well as increasing popularity of
[1:51:11] its many annual events.
[1:51:12] All of these increase the road
[1:51:13] traffic.
[1:51:14] Most of our roads can
[1:51:17] accommodate this, but some have
[1:51:18] needs that outstrip the ability
[1:51:20] and therefore results in
[1:51:21] increased traffic congestion.
[1:51:23] Old town scottsdale is a primary
[1:51:24] example of this.
[1:51:26] There are many ways to deal with
[1:51:28] these issues and I hope to be
[1:51:30] able to participate with the
[1:51:33] transportation commission in
[1:51:34] advising the council on the best
[1:51:35] routes to take.
[1:51:37] Thank you very much for your
[1:51:38] attention.
[1:51:39] >> Vice Mayor McAllen: thank
[1:51:39] you, MR. Conover.
[1:51:42] Our next nominee is MR. Lee
[1:51:44] kauftheil whose term is expiring
[1:51:58] and eligible for reappointment.
[1:51:58] >> hello.
[1:52:00] My name is lee kauftheil.
[1:52:04] I live at 7726 east thomas road,
[1:52:05] and I have lived in scottsdale
[1:52:11] for 15 years.
[1:52:12] I think the most important thing
[1:52:14] that this commission is facing
[1:52:19] is probably communication.
[1:52:23] I think a lot of the citizens of
[1:52:25] the city don't understand or
[1:52:26] don't fully understand the
[1:52:30] amount of work that goes into
[1:52:31] our transportation system and
[1:52:34] how -- and how to communicate
[1:52:37] their needs to the city and i
[1:52:40] think it's important for us to
[1:52:41] continue to do -- to reach out
[1:52:44] and things like that, how well
[1:52:46] we're doing as far as safety is
[1:52:47] concerned, although of course we
[1:52:50] could always do better.
[1:52:54] And how congestion impacts
[1:52:55] everything else, you know, all
[1:52:57] the efforts that the city and
[1:53:00] the city staff do to go through
[1:53:02] it.
[1:53:08] I think my time on the -- on the
[1:53:10] commission has really shown me
[1:53:12] how important it is to have the
[1:53:14] perspectives of the other
[1:53:14] people -- of the people on the
[1:53:17] board to help influence the
[1:53:21] city, staff, and -- and the
[1:53:22] council on their development.
[1:53:26] I also think that I bring a
[1:53:29] unique perspective to the
[1:53:31] commission that is not shared by
[1:53:33] anybody else on the board and so
[1:53:36] I think that would -- that makes
[1:53:39] me an important candidate to be
[1:53:39] here.
[1:53:42] Additionally, I think my I.T.
[1:53:43] Background, specifically as a
[1:53:47] service manager, is important
[1:53:48] because it's -- it covered all
[1:53:54] the complex systems of -- of my
[1:53:56] employers and the way they
[1:53:58] interact and also influences how
[1:53:59] the transportation network in
[1:54:02] this city, because it's many,
[1:54:04] many things and -- many
[1:54:06] different ways that people get
[1:54:07] around in the city, and how
[1:54:11] important it is to make sure to
[1:54:12] keep everything in mind.
[1:54:14] Thank you for your attention and
[1:54:14] time.
[1:54:15] >> Vice Mayor McAllen: thank
[1:54:16] you, lee.
[1:54:18] Okay.
[1:54:24] With that, we have two
[1:54:26] candidates and one opening.
[1:54:28] And we will begin the vote with
[1:54:29] COUNCILMAN Kwasman.
[1:54:29] >> Councilmember Kwasman:
[1:54:36] yes, I would like to vote for
[1:54:37] gerald conover, please.
[1:54:41] >> Councilmember Whitehead:
[1:54:42] reamin lee kauftheil.
[1:54:45] >> Mayor Borowsky: gerald
[1:54:46] conover.
[1:54:46] >> Vice Mayor McAllen: councilwo
[1:54:47] man littlefield.
[1:54:48] >> Councilmember Littlefield:
[1:54:51] gerald conover.
[1:54:52] >> Vice Mayor McAllen: councilma
[1:54:52] n graham.
[1:54:55] >> Councilmember Graham:
[1:54:55] MR. Conover.
[1:54:56] >> Councilmember Dubauskas:
[1:54:57] gerald conover.
[1:54:58] >> Vice Mayor McAllen: and the
[1:55:00] vice mayor votes for lee
[1:55:02] kauftheil.
[1:55:04] With that, MR. Conover has been
[1:55:07] appointed.
[1:55:09] This concludes our appointment
[1:55:10] process for today.
[1:55:12] I would like to thank all the
[1:55:13] nominees for their interest in
[1:55:15] serving on the city board or
[1:55:16] commission.
[1:55:17] We are fortunate to continue to
[1:55:19] receive qualified applicants and
[1:55:21] for the positions in the future,
[1:55:23] on boards and commissions we ask
[1:55:24] you to keep your applications
[1:55:24] in.
[1:55:28] If you are not appointed today,
[1:55:30] we thank you for your time and
[1:55:32] ask you to continue to want to
[1:55:33] volunteer for the city.
[1:55:35] The city staff will contact the
[1:55:36] individuals appointed this
[1:55:38] evening, and provide them with
[1:55:40] information on the next steps
[1:55:42] regarding their appointment.
[1:55:43] The city of scottsdale is very
[1:55:45] fortunate to have such dedicated
[1:55:47] and talented individuals willing
[1:55:49] and ready to serve our city.
[1:55:50] Thank you.
[1:55:53] With that, I will move to
[1:55:55] adjourn the meeting.
