Call the September 8th meeting to order.
Pledge of
[0:03]
» allegiance.
[0:06]
» To the flag
>> of [clears throat] the United States of
[0:08]
America and to the republic for which it
stands. One nation under God,
[0:13]
indivisible, with liberty and justice
for all. [snorts]
[0:19]
» A prayer be short, but please pray with
me. Um, dear Lord, thank you for the
[0:25]
gift of being here today. Uh please
protect our our soldiers protect us
[0:30]
around the world. Uh please guide us as
we make decisions here today for the
[0:34]
people of Senica County. Amen.
>> Okay. Roll call.
[0:40]
» Commissioner Franker
>> here.
[0:42]
» Commissioner Buster
>> here.
[0:43]
» Commissioner Pariso is absent.
>> Okay. I'll accept a motion to approve
[0:47]
the digital audio video recordings of
the previous board session from
[0:51]
Thursday, September 3rd, 2026.
>> I will make that motion.
[0:55]
» I'll second. Roll call. Commissioner
Buster.
[0:57]
» Yes.
>> Commissioner Frankurt.
[0:59]
» Yes.
>> All right. So, we have appointment at
[1:03]
10:15. So, we'll kind of uh with the
Hancock joint dis ditch hearing. So,
[1:08]
we'll go ahead and move into our quick
commissioner reports that there will be
[1:12]
very short. [laughter]
>> Yeah, I can tell I don't I don't have a
[1:15]
whole lot to talk about since we were
here last Thursday. Um I did have
[1:20]
recovery task force on Friday. Um, I
don't know if there's really that many
[1:25]
things uh to discuss that was new. Even
with that, I do believe that they they
[1:30]
did hand out a hand out to us that there
was a um a suicide prevention coalition
[1:37]
fundraising event they'll be having at
Tropical Smoothie Cafe on September
[1:42]
28th. Uh 20% of the the sales will go to
donate to uh that fund. So, just wanted
[1:50]
to bring that on. Um, other than that, I
do not have anything else other than it
[1:56]
was a relatively nice weekend. A little
windy, but
[2:00]
» nope. Definitely a good weekend stuff on
it. So, yeah. So, yeah, I don't have
[2:04]
much report other than some upcoming
events on Friday at 8:46 down at the uh
[2:09]
memorial. We're going to have that
dedication or not dedication, but just
[2:13]
kind of memorial for 911 being 25 years
and stuff on it. So, uh down by the
[2:18]
bridge there. And then Senate East
School this week has a whole bunch of
[2:21]
activities going on. So check out their
website on all kinds of activities going
[2:26]
on from a veterans and first responders
uh supper and stuff on Wednesday night
[2:32]
and throughout their their track and all
that stuff going on. So great a lot of
[2:36]
great events going on around the county
in commemoration of the uh 911 stuff on
[2:40]
it.
All right, we'll go into county
[2:44]
administrator report.
>> Well, as Bill mentioned, there's uh
[2:49]
They're having that uh service for 911
on obviously on Thursday 911 in the
[2:56]
morning. Uh that ties into our special
meeting originally was going to be at
[3:00]
9:00. It's now move back to 9:30. So
that uh that meeting there'll be it'll
[3:07]
be executive session. So would not
expect any action to be taken, but
[3:12]
that's this Thursday 911 at 9:30.
uh RTA basement drywall repair that
[3:18]
should be finished sometime this week.
They're working on painting the walls
[3:22]
and we'll call it like the touch-ups.
Uh one other thing they're working on on
[3:28]
the RTA building, there's going to be a
crew that's uh fixing the stucco and the
[3:33]
south wall this 10th and 11th uh that
basically was starting to separate from
[3:39]
the the block behind it. So get that
fixed up so it don't the damage is not
[3:45]
proceed any further.
Uh again, we're at the RTA building. The
[3:50]
new posted machine is scheduled to be
delivered tomorrow.
[3:54]
So that's all actually working out
pretty well time wise uh in relation to
[4:01]
the project that's going on there.
As far as the commissioner's office
[4:06]
ourselves, uh Brent mentioned it in
previous meetings, we continue to re
[4:10]
research options to replace outdated
fiber ring network switches and update
[4:15]
the phone system.
At this point, it appears network
[4:19]
switches are a priority over the phone
system,
[4:23]
but uh we're working to make both of
these updates as soon as possible.
[4:29]
Uh,
another thing that we've been working on
[4:32]
is it's actually with the board of
elections and the and the state of Ohio.
[4:38]
Uh, the current procedures we have for
testing the voting machines does not
[4:42]
meet their security requirements. So,
we're working on uh some ideas basically
[4:49]
to get that to where they would like to
see it uh in relation to it's just when
[4:55]
they're working on them, they need a
little more space. So, working with Ed
[5:00]
primarily on that to help get a solution
to this situation. So, that's my
[5:07]
administrative report. Ma'am, could you
go back to So our our special meeting is
[5:12]
on 911.
>> Friday 911.
[5:17]
» Friday.
>> Excuse me.
[5:18]
» Yeah,
>> I misspoke.
[5:20]
» Okay. I just want to make sure we get
that out there. Yeah.
[5:22]
» Yep. Friday 911 at 9:30 and then 8:46
for the Memorial Day. Okay.
[5:29]
» I must have said Thursday is what I'm
guessing, but it's it's Friday 911.
[5:35]
» Cuz I said Friday night. When you said
Thursday, uh oh, double check. So, I
[5:39]
want to make sure he's right on that.
>> No, I apologize. Yeah, it's n definitely
[5:44]
» Friday 911 at 9:30.
>> Okay. Uh any old business?
[5:51]
Okay. New business, supplemental
appropriations.
[5:55]
» Uh three of them here for today.
General fund 0010 transfer out for
[6:02]
$1,012.
This is a transfer to the 1215 in
[6:07]
relation to the 287g stipen.
Next one's drac fund 1021
[6:16]
other expenses.
This is $432,436.82
[6:22]
and it's uh before the auditor's office.
Next one's county capital projects1215
[6:29]
for equipment.
This is1 $1,12.
[6:33]
This is just a transfer in of the first
line for the 287G for it's for car
[6:40]
equipment
and those are the three supplemental
[6:44]
appropriations. Okay. I'll make the
motion to remove the supplemental
[6:48]
appropriations. Okay. I will second the
motion.
[6:52]
» Roll call.
>> Commissioner Bustcker.
[6:54]
» Yes.
>> Commissioner Frankurt.
[6:55]
» Yes.
[6:58]
» Okay. Resolution time. First resolutions
authorizing fund transfers be made to
[7:03]
the county capital projects fund 1215.
>> Make the motion. Okay. I'll second.
[7:10]
» Roll call.
>> Commissioner Buster.
[7:12]
» Yes.
>> Commissioner Frankfurt.
[7:14]
» Yes.
[7:18]
» A resolution authorizing fund transfers
be made to the general fund 0010.
[7:26]
» So move. Second. Roll call. Commissioner
Bus Decker.
[7:30]
» Yes.
>> Commissioner Franker.
[7:32]
» Yes.
[7:36]
» Resolution authorizing a fund advance
repayment from the fiscal year 25 IDEP
[7:42]
sheriff's office fund 1059 to the
general fund 0010.
[7:50]
» I'll make a motion.
>> Okay, I'll second. What's this?
[7:53]
» Yes, please.
>> So, yeah, this is advanced repayment.
[7:57]
Uh, I mean, I think the term advance
speaks for itself. Uh, I gave him the
[8:02]
money up front and the payment backs for
$19,176.35
[8:10]
the advanced repayment dollar amount.
>> Very good. Roll call.
[8:14]
» Commissioner Beller.
>> Yes.
[8:16]
» Commissioner Franker.
>> Yes.
[8:19]
Resolution
authorizing a fund advance repayment
[8:24]
from the fiscal year 25st step sheriff's
office fund 1076 to general fund 0010.
[8:32]
Very similar to the last resolution
repaying the general fund uh from this
[8:37]
different program for $20,676.35.
[8:43]
» So move second. Roll
>> call.
[8:46]
» Commissioner Bus Decker.
>> Yes. Commissioner Frankurt.
[8:49]
» Yes.
>> Resolution authorizing the Syndicate
[8:54]
County Board of Commissioners to accept
the bid of the audio, video, and control
[8:57]
system upgrades for the Senica County
Justice Center.
[9:01]
» Make the motion.
>> I'll second.
[9:05]
Ken, you want to add anything to this?
If you have any questions, I guess I
[9:09]
would just say that, you know, as you're
aware, this is this is from a grant that
[9:13]
we received to upgrade both the general
and domestic religion uh general and
[9:18]
domestic division courtrooms,
magistrates, hearing rooms. There's a
[9:22]
balance um if we accept any of these
bids that we will we're able to cover
[9:26]
through uh general and special projects
funds, which is court fees. It's not a
[9:31]
tax uh it's no tax money. So, this is
this is great for us. We can update.
[9:35]
We're eight years into our AV in our in
our courtrooms and hearing rooms and as
[9:40]
you're aware, technology gets outdated
and and it's time for an upgrade. So,
[9:44]
this is a good way to do it without
spending any tax money.
[9:48]
» Was there like a whole completion for
that?
[9:51]
» I'm sorry.
>> Is there like a completion time trying
[9:54]
to get that done? I think that there is,
but I haven't spoken directly with the
[9:59]
judges on what they're what they're
talking about with regard to what they
[10:03]
were looking at for completion time. It
might have been part of bid process.
[10:08]
» Okay.
>> I think the goal was I want to say
[10:10]
towards the end of March, but the grant
actually runs I want to say in 2028. Uh
[10:17]
» so time to go.
>> There's time, but yeah. Uh that all goes
[10:21]
through the Ohio Attorney General. So, I
believe they've already kind of and I
[10:26]
would need to like have it all in front
of me that kind of submitted when they
[10:29]
anticipate a completion, but there's
plenty of time beyond that, you know,
[10:35]
that time frame as far as what the grant
stipulations will allow.
[10:42]
» Roll call.
>> Commissioner Bustcker.
[10:44]
» Yes.
>> Commissioner Franker,
[10:45]
» yes.
[10:48]
Okay,
[10:52]
that's the last resolution.
>> As we know, we had the meeting last
[10:56]
Thursday, so it kind of shortened it up
a little bit for today.
[11:00]
» Mhm.
>> We're about 10:10. Is that what you're
[11:04]
going to say?
>> Yeah.
[11:06]
» Well, by the time we scroll up the cage,
so make the calls stuff on probably be
[11:10]
pretty close.
>> Sending a county record [laughter]
[11:15]
close.
[11:25]
So before I call said we're 10:10, I
have the sign in sheet for the [snorts]
[11:31]
pitch hearing. So I'll pass that around.
>> And they're running at then I assume.
[11:35]
» Uh we are.
>> We are.
[11:37]
» Do you have the resolution in front of
you?
[11:40]
» Not I don't think so.
>> See you coming in. See you later.
[11:46]
[clears throat]
>> Thank you, gentlemen. Thank you.
[11:51]
» It's right here. I knew it was up here.
[12:05]
» I'll give him a call here.
[12:27]
Yes. Matt Matt Claus calling Sen County
Administrator. We have a ditch hearing
[12:32]
scheduled for 10:15. We're running a
little bit ahead of time today. So,
[12:43]
All right. So, you're ready to go.
>> We're ready whenever you're ready.
[12:47]
» Perfect. Perfect.
[12:51]
» Good morning. How are we doing?
>> All right.
[12:54]
» Good.
>> Good. That's Commissioner Frankurt and
[12:57]
» Commissioner Guster. Good morning.
>> So, there's only two of us here today.
[13:00]
So,
>> all right. All three of us are here. You
[13:04]
got us all.
>> All right. Very good.
[13:07]
I'll go ahead and read the resolution
and we can go ahead and get started if
[13:10]
you guys are ready.
>> Go right ahead.
[13:13]
» Okay.
>> Uh whereas the Senica Conservation
[13:16]
District administers the Senica County
ditch maintenance program by agreement
[13:20]
with the board of Senica County
Commissioners and the Senica County
[13:23]
Engineer and whereas the 2026 ditch
maintenance inspection report indicates
[13:28]
certain work needed to maintain the
ditches on maintenance on maintenance
[13:32]
program. Whereas the Senica Conservation
District has recommended to the Joint
[13:37]
Board of Senica and Hancock County
Commissioners that the following
[13:40]
assessments be collected to fund
[clears throat] maintenance work needed
[13:44]
in 2027.
SC1-079
[13:48]
Lowry Frankurt 5.5%
SC number 11-235
[13:55]
Kler Cloman 4.18%.
Now therefore be resolved that the joint
[14:01]
board of Senica and Hancock
commissioners are in agreement with the
[14:05]
provisions as detailed here herein and
be it further resolved that it is found
[14:11]
and determined that all formal actions
of this board concerning relating
[14:14]
adoption of this resolution were so
adopted an open meeting of this board
[14:19]
and that all deliberations of this board
and any other committees that result in
[14:24]
such formal action were in open meetings
to the public in compliance with all
[14:29]
legal requirements including section
121.22
[14:32]
of the Ohio Vice Code. So I will
entertain a motion to accept the
[14:38]
resolution.
[14:42]
» Commissioner Hunter will make the motion
to accept
[14:45]
» Commissioner
>> resolution.
[14:46]
» Commissioner Franker will second the
motion
[14:51]
and then we will do a roll call.
[15:04]
Okay.
>> Commissioner Hunker.
[15:08]
» Yes.
>> Commissioner Bectal.
[15:11]
» Yes.
>> Commissioner Bateson.
[15:15]
» Yes.
>> Commissioner Bus Decker.
[15:18]
» Yes.
>> Commissioner Franker. Yes. Commissioner
[15:21]
Perisel is absent.
[15:29]
I think we're are good. This will
conclude the hearing.
[15:36]
» Great.
>> All right. Thank you.
[15:37]
» You guys have a great day. We'll see
you.
[15:39]
» Thank you.
>> You too. Thank you.
[15:40]
» You bet. Bye. Bye.
>> Yep. Bye.
[15:53]
» All right.
Well, that concludes everything that I
[15:57]
had.
>> Okay. Any other any public comment?
[16:01]
Okay.
>> All right. meeting and journ
