[0:13] okay good evening everyone if you care to stand we'll have an invitation and
[0:20] the Pledge of Allegiance Lord we ask that you preside
[0:25] over this meeting tonight let your spirit guide our decision so that we
[0:30] make the best decisions for our community instill in US wisdom and
[0:35] Sensibility to the needs to see the needs of our citizens such that our time
[0:40] here tonight offers long range Solutions with the many challenges ahead of us
[0:45] Lord we also ask you to watch over our men and women who are presently deployed
[0:50] to areas that are threatened with instability we ask that your spirit
[0:55] inspires our world leaders to seek peace rather than War to negotiate rather than
[1:01] react to settle conflicts peacefully rather than resort to violence we ask
[1:07] this in your Holy Name
[1:10] am pledge allegiance to the flag of the United States of America and to the
[1:17] Republic for which it stands one nation under God indivisible with liy and
[1:25] justice for all
[1:38] thank you I will now call this meeting to order this is the regular Town
[1:42] council meeting uh for
[1:47] September 10th 2024 item number five on the consent
[1:56] agenda I need a motion to approve the council minutes of
[2:00] 13 we have to adopt agenda first oh I'm sorry yes move to adopt the agenda
[2:08] second all those in
[2:16] favor I'm really trying to get this to adop the consent agenda
[2:30] excuse me I have a second second all those in
[2:37] favor item number six citizens
[2:42] comments
[2:49] than good evening uh i' first like to thank this for nothing me documentation
[2:55] on Seven Devils committees in a timing matter second I'd like to offer the
[3:01] council member an emergency action map that notes Town facilities as well as
[3:07] emergency access points and helicopter path in addition to the reference guide
[3:12] to full town I am following the lead of Dave Linden suggesting that we create a
[3:20] more detailed emergency action M for both East and West sides of town the
[3:25] form allows the map to be printed on 8 by 8 half by 11 sheet of paper for
[3:29] indidual to post in their homes for quick access the beginnings of an East
[3:34] Side map and full map have been sent in attachment to our town clerk this to via
[3:39] email for your access and review although not action emergency
[3:45] action plan per se the map can serve as a starting point to keep our community
[3:50] safe in a disaster situation thirdly I asked the council
[3:56] associate boards and committee heads to to report on the status of the sko
[4:02] webcam the club revisions painting and signage on Alpine speed hunt the donated
[4:11] lots and the pictures and bios of councilmen and members on our
[4:16] website I'll in with a couple of requests
[4:19] first uh please host all upcoming meetings on the Seven Devils Facebook
[4:24] page in the Tomy man post agenda packets and minutes individual boards and
[4:29] committees on their web listing posting formal
[4:33] reports from meetings from mayor and chairpersons soon after events a monthly
[4:40] Town balen views from department heads a quarterly journal from council
[4:46] members and lastly it's come to my attention that those watching on YouTube
[4:51] and who attending meetings in person are having difficult time understanding the
[4:56] proceedings due to a non-existent or less than adequate microphone system so
[5:01] until an alternative application system can be found please please for us older
[5:07] folk speak a little louder and address individuals by their formal names and
[5:11] title thank you your time and understanding thank you for your
[5:17] comments Jonathan uh will probably give you some updates on some of those items
[5:22] that you had mentioned anyone else okay
[5:30] I stopped to see what was going on in Tom me I'm reading this for
[5:40] Tom Tom is walking in right
[5:49] now a minute SM
[6:00] we got it man we got it you're [Music]
[6:05] on excuse my pry yeah snowcloud I've been a I got
[6:13] it I've been a resident of sou Devils for 37 years Charter Member active
[6:20] member of sou Devils fire department 35 years and as assistant chief had the
[6:27] unfortunate announcement of passing Jim drum Jim drum purchased a house at
[6:35] 1706 November 1997 and though he was a seasonal
[6:41] resident he spent a lot of time in s Devils I don't remember the exact year
[6:46] he joined the Seven Devils fire department however he'd been an active
[6:50] member in the early 2000s for about 10 years on Sunday September 1st he left
[6:58] this Life as we know it for at of place many had noticed that there was a
[7:04] morning bre on the Seven Devils fire truck parked by the state road both
[7:09] Sunday and Monday which was in his armor Jim drum will be
[7:15] missed thank you very thoughtful that mention his name I didn't realize he had
[7:24] passed anyone else
[7:31] okay move on to Old business which there is none a new business this is a new
[7:38] business this is the uh I let me back up morett came and gave us proposals for
[7:48] Paving the the following items Roman numeral one and two and in order to get
[7:55] on their uh schedule which is very important time of year because we need
[8:01] to put asphalt down in as warm a climate as we can not saying that you can't put
[8:08] it down colder times it's just our it's been habitual for us to do it when it's
[8:15] warm we have a we seem to have a much better product when we do that so I
[8:21] phoned all of the council members and informed them and sent them the
[8:26] information but uh tonight is a is a rubber stamp on our approval and so I
[8:34] will unless there's further discussion I'll accept a motion to approve uh Ru
[8:41] one and two for our Paving proposals and Jonathan you might where this money is
[8:47] com okay so each year we set aside money for Capital
[8:52] Improvement uh we we have built that fund up and we have some unassigned and
[8:57] unobligated money in the capital Improvement plan and uh that's that's
[9:03] where all the money for these two projects will come from so we're trying
[9:07] to eliminate gravel roads in town they're just they're so expensive to
[9:11] maintain they have trouble in the winter time so this will uh eliminate three of
[9:18] the gravel roads in town so uh now is a really good time you know the quote was
[9:25] reasonable and we have some unassigned and unspoken for money in our Capital
[9:30] Improvement plan and that that was the Public Works committee's
[9:36] recommendation Jonathan some of that money is from the pow pow Bill too no
[9:42] we're using the pow bill for other Road repairs okay uh
[9:47] that's separate we budgeted for that these are two uh two proposals that were
[9:53] not in the original we found uh some of the pricing that uh morett G gave us was
[10:00] significantly lower than what we anticipated and I don't I don't know why
[10:06] it follows price of crude oil and gas
[10:10] prices are down I don't know I don't know the reason well if you'll read
[10:14] number four under their uh proposal it's uh due to the
[10:21] volatility of the petroleum Market rep saving reserves right to adjust this
[10:24] quote based on increased cost pass Asal Mi so it is uh tied very closely to the
[10:31] gas market the other the other reason why we
[10:37] uh work with morett is because even though they're just a number if they
[10:42] come in under the number that's all we pay so that been very very good to work
[10:47] with so I need a motion to approve
[10:52] second all those in
[10:56] favor K Jonathan okay here give us the update okay so uh
[11:02] the chestnut Bridge Water Project is nearing completion uh we only have to uh
[11:09] switch over the service lines from the main line that they just replaced so we
[11:15] should be wrapping that up within the next month uh our town auditor will be
[11:20] here at the October meeting to present our findings we've received the PX
[11:24] scolls from both Avery and W counties town clerk drop attended the cler Summer
[11:29] Conference in charl Charlotte we had 31 participants uh
[11:36] attend our history lecture we talk about alcohol and people think they're getting
[11:40] some show up we'll talk about alcohol at
[11:46] our at our community Forum that we're getting ready to have you guys will show
[11:50] up for that one uh the High Country Council of government hold their annual
[11:54] banquet on Friday October 4th uh members of the council ended
[11:59] Willa Mayors and managers meeting in boom this month and Seven Devils will
[12:03] host the next meeting in November Seven Devils will also be hosting Thea
[12:08] economic development committee's meeting in
[12:11] November uh we hosted a successful blood drive here at Town Hall uh they've
[12:16] already scheduled another drive for November 8th they were they were very
[12:20] happy with the turnout uh this webcam on skev view it was working at one point
[12:28] when they we tried we got them to try to adjust it to go up Ski View and it's not
[12:33] been working since we're aware of it we don't have the stuff to fix it we're
[12:37] waiting on the IT company to fix it uh painting and strapping on the Alpine
[12:43] speed bumps we're not going to do that until we get them lower and because if
[12:47] we painted them now it would just come off when we lowered them so when po USA
[12:53] comes up to lower the speed they will pay when when they say they're coming
[13:00] they said they're coming we don't have a date we don't
[13:05] have a date no uh the parts direct meeting is
[13:09] scheduled for September 12th at 900 a.m. with a tree board meeting to follow the
[13:15] TDA meeting is scheduled for September 24th at 9:00 a.m. and we have our last
[13:21] debris pickup of the Year deadline to have it out is October
[13:26] 6 the fourth annual turn rat will take place on the 29th and we have a date of
[13:32] December 13th for
[13:55] black Le is there any information we need to know about the ABC Board
[14:02] they're still s selling doing well very successful
[14:13] yes John uh can you give uh an update on the uh the
[14:21] park okay yes so as you all probably no by now the is up I don't know if they've
[14:28] been able to fix the gate on the uh small dog side we know that's an issue
[14:34] that we're having the small dogs can get under the gate oh it's the it's the gate
[14:40] where you come into the the area before you go into those you get out there
[14:48] that's okay well J's on I'm just I'm just going off what she said so I may be
[14:55] incorrect on that uh our playground is very very popular uh
[15:01] we we have our par scores that there's one guy that uses it every morning about
[15:06] 9:00 so that's been used as well we were hoping to have our quotes by the uh end
[15:13] of August that has passed uh the last update I got from him is he has hired a
[15:19] new person to help work on that and he's hoping to get them to us in September
[15:24] our bid pches so once on those come in we will add concert Pavilion our
[15:30] bathrooms and our hi children Jonathan's putting a lot of pressure on me too I
[15:35] mean it's and I'm putting a lot of pressure on Jonathan uh to call him and
[15:40] and to push and I I don't know if I told you this or not but he did hired an
[15:45] additional person try to get that fast yeah so
[15:49] juel one of ju's complaints she felt as though she was being put off and uh by
[15:56] asking for more information about things and but uh we'll stay on top of that
[16:03] because that needs to happen we we need we have money that we have to spend
[16:07] within a Time framework and with the way things are for for things like uh
[16:12] construction of a bathroom a pavilion and and
[16:17] a in the concert in the concert uh area because of the numbers that they're
[16:25] going to cost we we have to allow certain times and we don't want to be up
[16:28] against gets the WW in getting them done and completed because uh if it's not
[16:34] used we lose the
[16:38] money we have until 2026 but I'd like to spend the Mone we need to get it done
[16:44] and and use it so any other comments on any of the
[16:51] uh board
[16:56] meetings so Misty our CPA will be here beginning next week no she's finished
[17:03] with the audit she's going to present it Council okay yeah she finished it up on
[17:08] Friday and she's coming to meet with me Friday this Friday morning to go over
[17:13] and she'll present it to the council and the public on our October meeting and
[17:18] she does the TDA audit as well yeah she'll do that at the TDA meeting she
[17:21] won't do that one here okay Council comments
[17:32] I do have a couple um he thank you for the
[17:35] M um I wanted to acknowledge at the last meeting Mr
[17:42] alonso's suggestion for the citizen recognition and but suggest we follow up
[17:50] on that in some manner I talked quickly to
[17:55] juel and um Hillary and and and I was asking je that was burdensome to do that
[18:02] monthly on the website Hillary said historically it was kind of an annual
[18:07] lunch or recognition of everyone so I can talk make a time and talk to you
[18:13] about where we
[18:17] go so I'm just acknowledging that and and letting people know that we with
[18:24] that um I think it ought to be a quarter or semiannual quarterly I think is a
[18:32] time frame I mean we have a lot of people that put in a
[18:35] l in town I don't think we'll have we'll have trouble now I'm loading you
[18:40] up because typically when I suggest things like that I wait for the last
[18:45] minute to make a recommendation for somebody so we we have to I guess we
[18:50] have to discuss how are what's the procedure going to be I mean is it a
[18:55] voting thing is it a a suggestion this person does this that's up to you
[19:02] guys you tell us how you want it to operate and we'll execute would it be
[19:07] appropriate for that to be the topic on the 26 sure the
[19:22] for so everybody understands on 26 we're having our second uh public form
[19:30] and Brian and myself will will be presenting and and besides any
[19:37] suggestions we receive uh we're going to give updates on construction that's a
[19:44] big big thing right now good and bad you know and I know you follow trucks up and
[19:51] down there's gravel on the roads the roads are tore up uh there's a lot of
[19:55] stuff happening on the mountain but the more we can talk about it and and open
[20:00] to suggestions for to ease the uh inconvenience you know we're open to
[20:10] that else my third um item and this is maybe question
[20:23] um following up on H request was there is there update CL from input and
[20:30] feedback in the spring so that is under perview of the planning board and they
[20:38] haven't come to a compromise on how they want it done so that is once they review
[20:44] it it'll be sent to you guys real quickly thank you we we are also in if
[20:50] I'm speaking out of turn joh both Jonathan let me know um we have a lot of
[20:55] ordinances that I'm not going to say we're hand ridden they
[21:00] were Ed from other towns our size and municipalities and and kind of put
[21:07] together but we've never had them totally reviewed by our we staff and and
[21:13] that and that was a budgeted item where we
[21:17] increased the uh the legal so we're trying to get a lot of that before we
[21:25] dive into changes that way we do it one time
[21:31] and with the Ever Changing legislation that's coming out and cases being
[21:36] settled we don't want to jump the gun on a lot of ordinances that are going to be
[21:41] shot down and uh that what we pay those guys and we'll take their advice on how
[21:49] they think we should handle things and that's what we've been doing so far Ry
[21:53] just came out with a lot of changes and and requirements and things that we
[22:00] can't do and a lot of those would be reflected in the club yeah so that's
[22:08] where any other comments I
[22:16] [Music]
[22:20] have thank you everyone
[22:34] part
