[2:47] the policy of the city of shepherdsville that its workplace shall be drug-free

[2:50] and alcohol-free in compliance with the drug-free workplace act of 1988.

[2:55] purpose the city prohibits the following actions by all city employees at all

[2:59] times while on city property while conducting city business and or

[3:03] operating city motor vehicles for purposes of this policy employee should

[3:07] be defined as each every any and all full-time and part-time non-elected

[3:12] officer and employee of the city whether hired or appointed conditions of

[3:16] employment each employee must abide by the terms of this policy a the use

[3:21] possession solicitation for sale dispensing distribution or manufacture

[3:25] of narcotics or other legal or illegal drugs intoxicants controlled substances

[3:30] alcohol in any amount or in any manner and or prescription medications not

[3:35] prescribed for the employee's use while on city property or while performing the

[3:39] employee's job off-city property or in city motor vehicles in addition the city

[3:44] strictly prohibits the misuse of alcohol and or legal drugs b being impaired or

[3:49] under the influence of legal or illegal drugs or alcohol on city property or

[3:53] while performing the employee's job off city property or in city motor vehicles

[3:57] except in those cases where the employee has followed the notification procedure

[4:01] set fourth period for prescription medications

[4:04] for a purpose of alcohol the employee shall be considered impaired or under

[4:08] the influence if testing reveals an alcohol concentration of 0.02 or higher

[4:13] for purposes of all other drugs intoxicants or controlled substances

[4:17] legal or illegal if testing reveals the mere presence at any level of such

[4:21] substances the employee in the employee's system the employee shall be

[4:25] considered impaired or under the influence c the employee will provide to

[4:29] the commissioner in charge of personnel a list of any prescription medications

[4:33] that may impair his ability to work in a safe manner or that might lead to the

[4:37] injury to himself or his co-workers pre-employment testing it is the policy

[4:41] of the city to conduct pre-employment drug testing of all applicants in an

[4:46] effort to prevent hiring individuals who misuse alcohol and drugs the following

[4:50] provisions apply to pre-employment drug testing a after a conditional offer of

[4:54] hire is made to an applicant he shall be required to submit to pre-employment

[4:58] drug and alcohol testing and employment is contingent upon passing the test a

[5:02] positive test will require the city to rescind the conditional offer of

[5:06] employment and the applicant will be ineligible to reapply for a period of

[5:09] one year upon reapplying the applicant will be asked to provide evidence of

[5:13] evaluation by a substance abuse professional and or evidence of

[5:17] successful completion of a rehabilitation program

[5:20] b the city shall inform the applicant in writing of the testing requirements and

[5:24] applicants must sign a form acknowledging that they know they will

[5:26] be tested c

[5:29] passing a drug test is a condition of employment and shall be stated in a news

[5:33] in newspaper notices and other forms of vacancy announcements offers of

[5:37] employment shall be contingent upon successfully completing a drug and

[5:41] alcohol test as a condition of employment d if a pre-employment drug

[5:45] test is canceled the city shall require the employee or applicant or appointee

[5:49] to submit to and pass another test workplace incident testing all city

[5:54] employees shall be required to submit to a drug and or alcohol test if he is

[5:58] involved in a workplace incident that results in injury to the employee or any

[6:02] other person or if damage occurs to any property if an employee is unconscious

[6:06] or otherwise unable to evidence consent to the testing procedure the medical

[6:10] facility shall collect the sample and the employees prior signed

[6:13] acknowledgement of this policy on file with the city clerk shall be considered

[6:17] sufficient authorization to conduct the testing and obtain the results from the

[6:21] testing testing for alcohol must be completed within eight hours and the

[6:25] drug screen must be completed within 32 hours after the workplace incident if

[6:29] testing is unable to be performed within the aforementioned time frames the

[6:33] employee supervisor shall record the reason the testing was not so conducted

[6:37] failure to submit to the test or if the employee test positive for alcohol or

[6:41] drugs shall constitute grounds for immediate termination

[6:44] reasonable suspicion testing alcohol and or drug testing will be conducted if

[6:48] there is a reasonable suspicion that the employee is impaired or under the

[6:52] influence of legal or illegal drugs intoxicants controlled substances or

[6:56] alcohol the following provisions apply to reasonable suspicion testing a

[7:00] reasonable suspicion testing must be based on specific simultaneously

[7:04] describable observations concerning the behavior appearance actions of speech or

[7:08] body or breath odors of the employee b the supervisor making the observations

[7:13] leading to a test under these circumstances must prepare and sign a

[7:16] record of his observations c testing for alcohol must be completed

[7:20] within eight hours and a drug screen must be completed within 32 hours after

[7:24] the observation if testing is unable to be performed within the aforementioned

[7:28] time frames the employee supervisor shall record the reason testing was not

[7:31] so conducted d failure to submit to the test or if the employee test positive

[7:36] for alcohol or drugs shall constitute grounds for immediate termination

[8:54] services because of race color religion sex or national origin is prohibited by

[8:58] title 7 of the 1968 civil rights act federal fair housing law it is the

[9:04] policy of the city of shepherdsville to implement programs to ensure equal

[9:07] opportunity in housing for all persons regardless of race color religion sex or

[9:12] national origin the fair housing amendments act of 1988 expanded coverage

[9:17] to include disabled persons and families with children and hud 2012 regulations

[9:22] expanded coverage to sexual orientation or gender identity therefore the city

[9:26] does hereby pass the following resolution be it resolved that within

[9:30] available resources the city shall assist all persons who feel they have

[9:33] been discriminated against because of race color religion sex sexual

[9:37] orientation gender identity national origin disability or familial status to

[9:42] seek equity under federal and state laws by filing a complaint with the u.s

[9:46] department of housing and urban development office of fair housing and

[9:49] equal opportunity compliance division be it further resolved that the city shall

[9:53] publicize this resolution and through this this publicity shall encourage

[9:57] owners of real estate developers and builders to become aware of their

[10:00] respective responsibilities and rights under the federal fair housing law and

[10:04] amendments in any applicable state or local laws or ordinances said program

[10:08] will at a minimum include one printing and publicizing of this policy and other

[10:13] applicable fair housing information through local media and community

[10:16] contacts two distribution of posters flyers and any other means that will

[24:39] so i just passed out a sheet to you guys one is a picture

[24:43] the other is just a list of projects that are

[24:47] currently just recently completed and then ongoing projects we've got in the

[24:51] wastewater department the picture you see there is

[24:55] an exposed conduit the power feed that goes to our aerator

[24:59] for our oxidation ditch so

[25:02] about a week and a half ago friday september the third

[25:06] we get an alarm from the wastewater treatment plant everything shuts down

[25:10] generators kick on everything's going crazy

[25:13] we respond to the scene discover that generators have power back up we end up

[25:18] going back around getting all the equipment back up and going but then

[25:22] the aerators weren't coming on the oxidation ditch so

[25:25] after diagnosing figuring out what's gone wrong what's happened what's going

[25:29] down we find that there is a power feed going

[25:32] to aerator number two that the feed was completely shot

[25:36] and so over the course of the following work

[25:38] days we had pinpoint come out find out where that line was exactly

[25:43] took the backhoe or the actually this this time we used a mini excavator

[25:47] exposed that line and then we found this

[25:50] so there was a splice that occurred at some point in the past

[25:55] and then was covered up and so we've now exposed that splice

[25:59] and gotten quotes to have that repaired properly

[26:02] and so we're in the fix but that's what this

[26:06] picture is is a is a holy crap moment that we had

[26:11] and now we're in the midst of the repairs and so that's just one of the

[26:14] projects that's kind of ongoing at the moment you'll see it in the list

[26:17] recently completed projects include the repair rails for big-o pump station

[26:22] essentially you've got these pumps that are mounted on rails so when they go

[26:25] down they secure to the bottom of the force main to be able to pump the water

[26:29] up and out those rails were being twisted

[26:32] by the torque of the motor of the pump and so those rails have been re-secured

[26:37] and welded in place so that we can get those pumps out in

[26:41] the future because we did have a pump trapped

[26:44] but once we got that repaired we were able to cover the pump repair the pump

[26:48] and now it's back in operation the guys got it in today and put it back into

[26:52] normal operation at big o um

[26:56] last sunday at approximately 11 50 am i get a phone call from scott fleming

[27:02] says hey we've got a pump station on fire

[27:04] industrial park we need to respond immediately our guys

[27:07] were on site in just a few moments got another call from lane troutman our fire

[27:11] chief letting me know that we had a pump

[27:14] station on fire turns out it was the meter box so where

[27:18] the main power feed comes into the pump station the meter box that keeps track

[27:22] of how much energy we're using that meter box

[27:25] went up in flames it melted

[27:28] that entire housing and everything around it

[27:31] so salt river electric repaired the main feed

[27:34] we had hadley electric on scene replaced the meter

[27:37] our guys were able to diagnose and fix the starters and the overloads that had

[27:42] been fried and then we had

[27:45] a blue tank on scene to be able to bypass that pump station for a few days

[27:50] while we were able to make all those repairs

[27:54] successfully we're back to normal operation

[27:57] so after all that happened we've come through we're back to normal

[28:02] today pump repair is a big old pump station i

[28:06] mentioned that river oaks pump station who down

[28:10] and then current projects that you guys may or may not have seen in recent

[28:14] purchase orders include bluelick school pump station that

[28:18] rehabilitation that you guys awarded a few months ago

[28:23] is getting ready to happen the pumps have now

[28:26] they're telling me that they're going to be in in the next week and a half and so

[28:30] as soon as those pumps come in the contractor is going to be on scene

[28:33] they're going to be doing a bypass with five pumps from three locations in order

[28:38] to shut that pump station down replace everything and then bring it back up to

[28:42] where it needs to be vfw pump station revitalization we're putting new suction

[28:48] pipes into that pump station as well as a new control panel and a new motor

[28:53] that's all been ordered and the parts are now on site and so jags

[28:57] environmental is going to be on site later this week or next week to start

[29:02] getting all that put in place so that vfw has fewer issues in the

[29:06] future the jack and bohr project for the

[29:10] gravity sewer under highway 61 is right in front of dg industries that is the

[29:14] gravity line that would connect dg industries and the asphalt plant across

[29:18] the street into the 18 foot gravity sewer line that comes

[29:23] from jim uh beam sewer interceptor that's

[29:27] currently undergoing construction uh i've asked for an update from the

[29:31] contractor today i've yet to receive word back but

[29:36] they've got everything done except for the jack and boar under 245

[29:40] and so once that connection is made then bernheim school middle school will

[29:45] be online pursuers and then they'll start

[29:49] generating a bill for those guys sewer office layout currently working

[29:54] with a couple different contractors for design

[29:57] exactly how those will be laid out and then i'll be getting those to you

[30:01] guys with numbers and budget estimates and whatnot as soon as we've got more

[30:05] information camera truck we've expect all those out

[30:09] we've interviewed like five different suppliers for those

[30:12] and then we're hoping to be able to use source well which is a

[30:17] a national company that bids out all this work in order to be able to procure

[30:21] that camera truck so we've got all the specs on that and i can get you guys a

[30:25] bid sheet if you guys would like to see it

[30:28] main pump station number one we're over repair enforcement

[30:32] so main pump station number one those pumps

[30:34] are about 125 horse they're bigger than me

[30:39] they weigh about 3 200 pounds a piece and so whenever they turn on

[30:45] or whenever they have debris come through them

[30:49] the moment of inertia that is created from that pump is insane you can feel

[30:54] the pump when it comes on and you're standing 70 feet above it

[31:06] are now twisted just like big o but big o was only 20 feet deep

[31:17] that's a problem we've got a contractor right now and then a supply house where

[31:21] we're securing stainless steel brackets and stainless steel anchor bolts so that

[31:25] we can better secure those horse mains and the rails

[31:29] to the concrete wall so instead of coming back

[31:32] every year to re-fix this and bolt it back together we can get a permanent

[31:37] solution so we're not revisiting this issue

[31:42] i talked about the aerator failure at the pumps at the the treatment plant

[31:46] that's what that picture was um i've got a quote today that gives us

[31:51] the option to either put in double splices to get us back up and running as

[31:55] is or to repair the conduits re-pull the

[31:59] wiring and then put in a vfd to control that

[32:02] so we're evaluating that today and tomorrow we'll pull the trigger in the

[32:06] coming days to go ahead and get that repair made

[32:11] polymer feed pump failure and replacement that's a very specialty item

[32:15] and so finding that was quite difficult but currently we've got one on order

[32:19] should be here in the next two weeks and then our belt filter press will be able

[32:24] to operate at its full capacity right now we're down one so we're running one

[32:28] belt filter press through the day instead of the two that we would

[32:30] normally run head work screen transformer failure

[32:35] that happened today and

[32:38] jeremy keith was able to contact bright get that on order and so hopefully here

[32:42] in the next couple days we can get our bar screen back up and running

[32:46] but hopefully that's all it takes is just the

[32:49] transformer that failed and there won't be ancillary problems if there are we'll

[32:52] keep chasing that rabbit until we ground it but

[32:57] ongoing projects also include testing the sewer lines in the manhole

[33:01] in mallard lake and the industrial park so in mallard lake the enclaves of

[33:06] mallard section two we're testing those to make sure that

[33:09] they hold vacuum and they hold pressure so that we don't have leaks in the

[33:13] future make sure that you can also pull and through it you don't have a

[33:16] deflection in the pipe uh so the same thing happened on park

[33:20] loop road for the industrial plant out there so

[33:24] that's ongoing and then asset management plan

[33:28] uh later this week i'll have my final meeting with those guys to review that

[33:31] asset management plan and then we'll be able to go final draft

[33:36] and put that out to you guys for approval

[33:39] so that's what's going on in wastewater right now

[33:45] i do was this the way that it was when it was

[33:48] it was dug up and found yes so who was the previous

[33:52] contractor that did this work i don't know for y'all that can't see that i

[33:56] mean i'm not sure if y'all can see this or not but
