[3:39] director update review of the southeast Youth Development Center I see Dr

[3:45] Russell here from the superintendent of the per Val school thank you all for

[3:51] coming not a problem good evening everyone uh my name is Kevin Cook I'm

[3:57] the bureau director for buau services I get the distinct pleasure of serving

[4:03] now seven uh facilities across the state of Pennsylvania uh we currently have six

[4:09] Youth Development Centers and those are more of our secure setting uh facilities

[4:13] and we have one youth for Street camp in Huntington County do you have a

[4:17] presentation turn lights on yeah you can turn the lights on I do not have a

[4:21] presentation so sorry all right thank you I'm you're

[4:26] fine you're fine um so I guess just to give you a little brief history of how

[4:32] we got to this stage um essentially uh within the jile Justice uh system itself

[4:39] there was been a crisis pertaining to feds uh for adjudicated youth uh both

[4:45] male and female more male than female um probably about

[4:53] 2022 uh there was um an uptick in in need of beds after Co really hit a lot

[5:03] of private providers left the area that serve adjudicated youth um leaving the

[5:10] state to kind of take on uh more youth than expected um so uh at this time last

[5:17] year for instance we had a weight list for adjudicated youth to come into our

[5:21] facility it was 168 youth who were waiting for services for for treatment

[5:26] um as of today it's at 29 so we definitely made uh some strides in the

[5:31] right direction um but taking on this facility um which we call the southeast

[5:38] Youth Development Center and that's on the grounds of SEI Phoenix right now um

[5:45] it's a renovated facility so it's a facility that was already placed there

[5:49] and we're just basically doing some Renovations for that facility uh the

[5:53] facility itself will house uh male adjudicated youth who are pbed to the

[5:58] facility um ages 14 to 20 um they come from every County in

[6:05] Pennsylvania uh but more importantly most counties are most likely from the

[6:10] Southeast region uh currently in my Youth Development Centers and my youth

[6:13] forestry Camp we're serving over probably about 65% of the youth come

[6:18] from the Southeast region primarily Philadelphia County uh mostly so this

[6:24] facility here will serve a a much needed purpose uh in our eyes just pertaining

[6:29] to to family reintegration um the closest facility we have to this region

[6:34] is is our Northeast uh secure treatment unit that's in ler County uh so like I

[6:40] said 65% of our youth from the Southeast region this will definitely help serve

[6:45] youth that are are from this region and also to hopefully reunite family

[6:51] reintegration in the more positive but uh part of the programming itself we're

[6:56] looking at it's a two-fold project process we're looking at transferring

[7:01] youth who are currently in Our Youth Development Centers right now to the

[7:05] current facility and where it's at um so these are youth who have already been

[7:10] through our process have already received treatment services but are on

[7:14] the last stages of their Treatment Services more of a transitional phase uh

[7:18] for these you so we're looking at this facility to uh hopefully uh house those

[7:23] type of Youth and also youth who are going to be committed from County uh

[7:28] courts as well so it's a two phase type of uh system

[7:33] for us right now um like I said we're doing some renovations right now uh

[7:39] we're looking at uh those Renovations being fully complete uh towards the end

[7:44] of the year um right now we're we're on on page for phase two there's going to

[7:49] be three phases to the project itself uh for the renovations phase two should be

[7:53] completed by August 12th so we're we're excited about that and and then

[7:58] hopefully fin uh towards the end of the year uh it's

[8:02] going to be a a soft opening for the facility there's only going to be

[8:06] initially two residents coming into the facility um and then we'll start to uh

[8:10] ramp up with more residents as time goes on and and Renovations are being done

[8:17] fac

[8:22] um uh the biggest part of the facility is this that we would like to use this

[8:29] facility for youth to reintegrate back into their home Community part of that

[8:33] is also uh is showing work development skills uh for our youth uh we're looking

[8:40] at possible offg ground passes for our youth um and that will be cour work uh

[8:46] this is again a facility that's really we can't decide whether a kid leaves or

[8:54] comes into the facility without it being in court order from the judge so if a

[8:58] youth has opportunity to go on a home pass or youth has opportunity to go on a

[9:02] DAT pass or to do Court release training that is all PT quarter uh so we would

[9:07] present in front of their uh committing judge um and and recommend to the court

[9:13] whatever stages that that youth might be at at a specific time uh the one thing

[9:18] about the facility is that we are looking at a partnership of course with

[9:22] the community um we will have a community Advisory Board um and part of

[9:27] that Community Advisory Board is inviting the community into the facility

[9:32] um to see what's going on see what we're doing um and how we could be of

[9:36] assistance to the community itself um you know we we do that in every one of

[9:42] our Youth Development Centers as well as our youth forestry Camp uh educational

[9:47] purposes um I know Mony county intervenient unit is going to be

[9:51] providing new Services Valley School District um as

[9:56] far as the contract there so we're excited about the uh opportunities for

[10:01] our youth we're excited about the vocational opportunities for our youth

[10:06] as well um and a a real focus on being trauma informed within our facility uh

[10:15] all of our facilities are trauma for care facilities uh we're really trying

[10:20] to meet the needs of each and every resident that enters our facility but

[10:24] more importantly trying to also meet the needs of family members as well because

[10:28] we all that most of these youth are going back home to their family members

[10:32] so we want to ensure that what they're retaining at the facility also transfers

[10:36] back

[10:38] to questions um what's the timeline of actually moving some the youth in what's

[10:45] so right now we're looking at the week of July 22nd um to bring youth in of

[10:51] course with construction you always run into a issue right there's always

[10:55] something that could also you know that that kind of uh gets in way here so we

[10:59] ran into some minor issues but by the 22nd week of 22nd July we should have

[11:05] two residents in what's the benefit of moving two kids in now rather than

[11:10] waiting for construction is done we still have a bad crisis it's still it's

[11:15] it's not over as of right now so um although we made great strides and and

[11:21] some people think hey 29 is is nothing in my eyes 29 is still a big number

[11:26] right uh it's 29 you who don't have services and understanding of where

[11:30] Juvenile Justice juvenile justice system is currently pertaining to detention

[11:34] beds and there's a lack of detention Beds which means that there's more

[11:38] Public Safety at risk when you have youth who don't have a Detention Center

[11:42] in their Community or their County that's why we want to push forward

[11:49] commun so what would time I look like after that so two come in July 22nd so

[11:55] yeah we'll continue to grow um basically we're the max will get to while

[12:00] Renovations are going on there probably about 12 residents at the facility um

[12:04] until all Renovations are completed and then how many residents

[12:09] and then we're looking at 40 for a total capacity um will that include uh youth

[12:15] that are phasing out of the program as well as newbies coming in

[12:20] yes and what type of education or rotation training is going to be off

[12:27] to so with the education uh mon County will be uh doing B Unit 23 we providing

[12:34] Educational Services um all services are or normal uh High School services for

[12:40] our youth we'll also look at those youth who graduated to get them online uh

[12:46] courses for college courses if they so choose

[12:52] to if the IU is taking that what's P's role they're basically Contracting from

[12:58] my understand standing with the iart speak to that tonight yeah good evening

[13:04] um our role as the Lea the local Education Agency is to oversee the

[13:09] educational programming we're still responsible for the outcomes that occur

[13:12] for these students we have opted as opposed to hiring the staff ourselves

[13:17] and additional pbsd per High School District employees to instead contract

[13:22] the educational programming Services out to our local Intermediate Unit it's not

[13:27] an unusual arrangement with a center like this so they will provide the

[13:32] educational programming we will provide the oversight to make sure that policies

[13:37] procedures laws are upheld and that the need of the students are being will they

[13:41] be be graduate no most likely it's possible but very unlikely there is a

[13:47] commonwealth diploma a special path that students can take when they've been

[13:51] through some different school systems they may also go back to the schools

[13:56] that they came from their home schools and looking at the credits they've

[13:59] earned to date may be able to stay on that path to earn the credits that would

[14:04] then award them a diploma from their home high school if they've if they've

[14:09] accumulated some to date otherwise it would most likely be a commonwealth

[14:13] diploma it's possible that they could meet the graduation requirements of per

[14:17] Valley School District unlikely but it's possible other questions for the board

[14:55] now maybe somebody can fin answer us is for their students and who's financially

[15:01] responsible for them in the case of medical emergencies bar head our

[15:05] Ambulance Company in case youen got so we're responsible for the students uh

[15:10] bjjs is responsible for the students and you are responsible for

[15:15] payment for services um as such if we fact

[15:25] get kids are kids they get so um when that happens what

[15:34] Transportation Arrangements have you made this far having to go so it's our

[15:40] staff members that will go along with that res um

[15:45] 24 for us always

[15:59] we usually work as a team on that you uh if you don't need them hand then you

[16:07] won't that do depending on the injy So when you say you're responsible

[16:13] for payment of those Services yes how how are you

[16:20] pay through Medicare through chip you would fill us

[16:30] um we have a purchasing agent so they they take care of that answer to what

[16:37] they so so are we going to have to be in contract with them or I mean the

[16:52] problem going to yeah so typically we don't have

[16:57] contracts with teams we have contracts with hospitals

[17:02] um as far as EMS we don't have contracts my next question since your contracts

[17:08] with hospitals going to be specific hospitals trans so we were looking at uh

[17:15] suburban community hospital um there is an understanding with the suburban

[17:19] community hospital that they only serve uh you 18 years or older but we're

[17:25] working on a contract currently with them to

[17:29] uh treat the initial and

[17:33] then transfer that to a different hospital so that comes to an issue with

[17:39] that hospital they're now downgrading that hospital to more they kind of dock

[17:45] in the box kind of place so it's not going to be a full-blown hospital so

[17:49] we're looking also at chop as well okay so of

[17:55] immediate so it all again B the medical or trauma or whatever would

[18:02] be to that kid would be a designation traumas cannot go to chop so

[18:08] we would have to go to a Trauma Center which would be one of the three

[18:11] hospitals that or Trauma Centers around here so um chop does not take trauma

[18:17] trauma regardless of how old they are so that's something you may want to look

[18:21] into too is um yes they'll take kids at at the normal 14 or whatever age they be

[18:29] if there's anything related to trauma either getting hit in the head or

[18:32] something in that that Tak and we we call Chop and say that they be like

[18:37] go so in that case how does that work if you don't have a contract with the

[18:42] hospital and we have to go outside of the hospital recomend yeah Ian that

[18:48] would be

[18:52] fine okay so you wouldn't have to wait that contract in order to have correct

[18:56] youth in there because you just it just cost

[19:05] right it be be nice to have a conversation just to kind of because I

[19:09] said this a we've been trying to reach somebody and this is the first time and

[19:14] now finding out the 22nd second the 22nd is when you guys

[19:18] move in so um it was over a month ago we were trying to find some information

[19:22] from even and DHS we heard crickets so it' be nice to sit down with you guys to

[19:28] have more better conversation understanding of our

[19:31] part not a problem and just see where the background is everyone's on because

[19:37] right now at the um prison they're the largest customer of our EMS and they

[19:44] long so having this a well def now hope we don't see 20 months from you guys but

[19:51] make sure that um everyone's comfortable with a smooth and well defined process

[19:56] um is going to be important to put everyone of that easier right they have

[20:01] you they have to stac right I would say for us

[20:07] technically 20 probably be two years just so you know write that down he

[20:15] committed but yeah usually um most injuries that go through need additional

[20:21] Medal Service for our youth um usually it's us think that for and you guys have

[20:27] Med we have Med 247 we don't have medical 247

[20:35] okay be awesome other questions what type of crimes have these gentlemen

[20:41] committed that they in youth detest center now um so it it ranges from um

[20:47] aggravated assault uh homicide uh some youth have uh committed

[20:54] um drug and alcohol of course violation of probation

[20:59] um so it it definitely varies It Go from the minor um aspect to even

[21:05] the is there any um what determines if they go to a DHS Center or private um C

[21:14] is there any so the private facilities they have the um option to reject or

[21:20] eject so they get a referral from the county and they have the option to say

[21:24] if they want that kid sure bring them in or bring her in or they could be

[21:29] is a little bit too much for us we don't have that option with the state we take

[21:34] every kid hence why the numbers kind of Bo for us uh when private fighs uh left

[21:40] the the work area here Force services question from Jason do you

[21:47] explain the hall pass and how that works I'm sorry do you explain the hall pass

[21:50] and how that works so for instance would an occupant in J Center he granted an

[21:56] opportunity to attend game okay um so there is that

[22:04] opportunity to attend a local football game but again that's depending on the

[22:10] judge approving so anytime that a resident leaves that facility besides

[22:15] medical appointments um whether it be for recreation that's that's different

[22:20] than what the school board was told that's a little change school told about

[22:25] whether be able to

[22:37] thing can tell you is that everything has to

[22:40] be that that res is going to fa and so um with our recommendation and

[22:47] understanding that youth for the time that that youth has been at the facility

[22:51] um there is a ping process for when youth come into the facility so the

[22:55] youth is already currently one of our you cers uh Mr Inon his team will go out

[23:01] to that facility meet with the kid months prior to that that you comeing to

[23:06] facility sitting their multidisiplinary treatment team meetings getting to know

[23:11] that you getting to know everything uh pertain to the treatment that that has

[23:15] already went through and then transfer are are the students that

[23:21] pushed toci are they going to be like Oxford Circle noreast Philadelphia for

[23:26] instance we're not taking anyone from pittsbur talk about family being closer

[23:30] by correct it would make sense that the 45 students that get put to skip back

[23:36] are rather rather you would hope that but

[23:41] serving so there could be a judge that says I don't care if it's in the

[23:47] Southeast region

[23:51] I behind you have a question um you talked about the idea of weekend passes

[23:58] and day passes uh which sounds a little bit kind of reminiscent

[24:04] to what about possibility in other words do you

[24:10] currently in the facilities that you have have people that are on that day b

[24:16] or on that weekend B that don't come to the pick up location

[24:23] there's yeah so the question basically is have we had a right um so we've had

[24:30] gate walls in the past um there have been times where uh we have possibly

[24:37] disagreed with a a day pass a certain year to where we're overridden by the

[24:43] courts and and sometimes that may happen um with this situation here this is

[24:49] going to be a slow process um everybody will be on board pertaining

[24:56] to probation office uh facility the judges the District Attorney's Office of

[25:01] that that home county um we do have a detailed plan put in place for when

[25:07] youth do go off ground um and if a youth is off ground they are supervised by us

[25:12] um so it's not a free range uh off ground pass um more of the free range

[25:18] might be a Home Pass and if they're doing a home pass doing that in their

[25:21] own home Comm yes hi um couple questions

[25:28] when they're doing their hall passes which I'm not opposed to if they earn

[25:33] the right correct but if they're going to a football game or a dance or out of

[25:37] town for the weekend whatever will they have security with them will they have

[25:41] one of those ankle braces on as I'm watching

[25:45] like they have something to assure that they're going to get back to the

[25:52] facility that they need to be so the staff will be the company the res yeah

[25:56] so there'll always be a staff so if we do a a DAT pass um with the resident

[26:02] it's always a supervised dat pass it will never be an unsupervised dat

[26:06] pass whether it's just like for a football game or a weekend or even a

[26:11] weekend home so the weekend home is a little bit different um staff will be

[26:16] with with that Resident usually the court will give um authority to the

[26:21] parent for when that res going home for but then you're assuring that they will

[26:26] have adult Superion home correct my other questions were um so

[26:33] two you saying you have like 20 year olds in there are they considered adults

[26:37] and why would they be in a youth detention center if they're technically

[26:41] AAL adult so legally they have up until the day before they turn 21 uh for our

[26:47] system okay and my last question is education wise um so mciu is is running

[26:54] it through PV or is there an opportunity for texol I know my son graduated from

[27:00] and I think it's huge and it's a huge opportunity I think for these gentlemen

[27:04] that maybe they might be interested something like

[27:08] that just want to I'll share what I know and you know

[27:13] you more but right now the question is is there an opportunity for students in

[27:18] the Youth Development Center to attend our tech school which is Nori from

[27:21] technical Career Center in lale and right now the information I have is no

[27:28] there is not but we would like to bring in some Technical Training to our

[27:32] students and you had asked that question a few minutes

[27:35] ago the the idea would be to try and set these students up for the greatest

[27:40] likelihood for Success upon graduation and part of that in conversations with

[27:45] the IU is really around what vocational or technical skills can we help

[27:49] developing these students nurturing them to set them up um so that will happen

[27:54] right now to my knowledge in the facility and they have IDE

[27:59] you are correct so yeah U most if not all educational purposes will happen

[28:05] inside ofly unless there becomes an opportunity uh for further education and

[28:11] then that could be like again a day pass to for something that with security with

[28:17] that correct with security thank you can you about as well the possibility of of

[28:23] having um a work type release Work Release would there also be a staff

[28:31] person with them during that job so that's something that we work out with

[28:37] uh the company that we're working with and and that Resident but there will

[28:41] probably be spot checks at that time uh from the staff so we'll probably do 30

[28:46] minute spot checks um with that that company is there a one to one ratio when

[28:51] they're out uh the ratio when they're out um

[28:56] it's not a a one to one ratio is 1 to six um but we do V poop our ratios when

[29:03] the residents are out so for instance if you had two residents that were out uh

[29:08] we' probably start out with two staff members um kind of like a one one but

[29:13] you could do just do one staff M to uh six residents but i' proba do one to

[29:20] three eventually if you get to that point understanding the res and what's

[29:28] yeah so will any of the sci phix guards be part of thetion Center

[29:35] no uh SE F Will Will just assist us in emergency situations um you know for

[29:44] instance of course you know fire or something like that happen we just

[29:48] communicate what's going on uh within our facility just so they're aware of

[29:53] what's going question got some more serious offenders

[30:00] in what is dat day security so dat day security uh for us

[30:06] it's it's 24/7 uh you got supervision on all of

[30:11] our youth again it's a 1 to6 ratio we tend to uh go between 1 to 5 1 to four

[30:17] uh ratios um understanding that this facility is is a new facility really uh

[30:23] ramp up on Staffing for this facility and like I said before we are vetting uh

[30:29] the kids that are coming into this facility typically what happens in our

[30:32] system is this that when a kid is court order you're p over to the state um and

[30:37] then we have the somewhat of an opportunity to select what facility that

[30:43] be going to so we get a chance to look at their record to see what uh they've

[30:47] been through educational aspect that they on and we able to select the corre

[30:54] facility the correct facil

[31:00] yeah so um this is called Southeast you Development Center so Youth Development

[31:05] Centers are a little bit more um it's still secure setting but it's not as

[31:11] secure uh and the reason for that is that within our facility the dormatory

[31:17] is not a single door lock down type of it's aat St set so it's open setting um

[31:26] there are security me on that door but it's not as secure as our other

[31:31] facilities now we do have a secure treatment unit and in our secure

[31:35] treatment unit I would say that's our M secure fac is this facility a double

[31:40] lock a double lock a double lock facility yes so the the perimeter of of

[31:47] the facility double locked uh we have a control Booth uh

[31:51] person the control at all times looking at facility

[31:58] this intercom system pling people through and you hadat setting so for the

[32:03] staff from the mciu that are there I know I know most of the staff is virtual

[32:07] but I think there'll be a principal in the building right so they're going to

[32:12] be you know so let's let's say when we get up to 45 students uh we going to

[32:19] have a principal in the building I think there going to be other MCU employees

[32:23] that are it's not all virtual correct Dr Russell so what's the

[32:28] style setting um what

[32:33] is picture me how what looks with the principal and other mciu staff members

[32:41] there and what type of

[32:50] uh so what is what is the what's going to be in building

[32:59] St there so the doors are separate from the

[33:03] school so there's a separate school that build so there's five

[33:09] classrooms and there's

[33:12] also and each clom be a staff each

[33:28] Dr the same policies go so if students having problem their first come to our

[33:33] counsel correct counsel rather than becoming a security issue it's it's

[33:39] education like what I'm trying to understand is educational hours is the

[33:45] policy School dist which means counselor have a

[33:52] teacher have principal get that student Focus back on ucation

[34:02] that I'm sorry answer for it's

[34:11] collor as as we really focus on everybody has so school hours um the

[34:20] teachers have full control

[34:27] we're there to support at that time

[34:32] support to get for

[34:49] meeting app asking I just be really clear that there will be

[34:53] no School District staff connecting staff are employed by the M County

[35:00] Intermediate Unit or they have staff part of DHS right now the schedule is

[35:06] that the students will be in school Monday through Thursday August 1st

[35:09] through June 30th and Fridays are dedicated to some of those life skill

[35:15] development activities counseling activities Etc but pery Valley

[35:19] counselors will not be involved in supporting these

[35:23] students question can you more about the

[35:28] community Advisory Board s make purpose sure so the community Advisory

[35:34] Board um we looking at all local Township members uh being invited to the

[35:40] facility itself um being surrounding colleges that may be in area board

[35:47] themselves here are all as well um and really just to talk about what's going

[35:52] on in the fail and also what's going on around itself and how can we service to

[36:01] I know in County have faity

[36:51] we have uh secur uh guards which we call there have

[37:00] super coun coun

[37:23] mans to get our goal is to always provide as

[37:29] much care for these guys to make sure that they're able to get back to the

[37:33] straight all right so part of that

[37:38] isogram things with those that skills that they'll be able to take out

[38:13] respons

[38:20] School teachers

[38:37] this is for US state pay

[38:41] 6%% farat

[39:08] set

[39:27] right now the district to be able to pay the I for these Services they're not

[39:31] free is coming from the state so they answer your question um there are no

[39:37] monies coming out of the general fund budget of per School District other than

[39:42] those that have come in from the state so those monies that came in will go out

[39:46] for this purpose be a net zero is that all

[39:52] the currently yes so um we just recently the PD just recently went to leas um

[40:01] prior to to that it was strictly more of the IUS doing an educational service um

[40:08] services for us P so now that

[40:21] process schol schol

[40:27] no it's it's um it's an additional um it's additional funding

[40:33] for this purpose only so it must be used specifically and there was information

[40:39] that had to be returned to the state itemizing how would you spend this money

[40:43] that were allocated for this purpose and that information was shared with the

[40:47] state and it really is driven by what was the cost the IU to deliver this

[40:51] program services to it's a zero the district

[41:07] servic oh I'm sorry yes the question is is it coming from the Department of U

[41:13] health and human services that is my understanding although pde has run the

[41:17] Grant because the monies that we're getting we're dedicated to education but

[41:21] ultimately that is the line item in the governor's budget that supports this

[41:28] thank and all these KS will be home

[56:53] that so we're going to go forward scheduling in the next few weeks those

[56:57] small st interviews to help us push that process forward um I understand there

[57:02] has been some discussion of expanding that group I would recommend uh the the

[57:07] the size of the groups that we have now be kept so we can move forward um but if

[57:12] the board wishes to uh add members there are ways we can do that um again

[57:19] recommend against St expediency and also the technical um needs of this process

[57:24] um but we'll go through that in the next few weeks interviewing the stakeholders

[57:28] and we'll hear more about the Public Public House events following that we'll

[57:33] get to work on the actual plan itself but like I said we want to hear from you

[1:00:57] Park and uh about an hour long the second one was with um Creek for the

[1:01:13] our landlord they rent the land that their modular homes are on and the hour

[1:01:18] spent with them miserating about how they're going to form a an HOA type of a

[1:01:29] add to plan um the point was really just to have small not focus groups so much

[1:01:41] have input back to what we're doing what they would want to change um you know

[1:02:39] interact with the public because we need the planner there and structure on that

[1:03:14] engineer tonight um in each of your books we have a bridge inspection report

[1:03:22] um traffic planning and design who is our our professional staff for um the

[1:03:28] bridges and Roads um put together a a a very

[1:03:35] comprehensive review of The Bridge on pery Creek Road and if any of you are

[1:03:42] familiar with that it's very aged uh the railings look like they're truly maybe

[1:03:48] from the 19 like it it looks unsafe it's not necessarily unsafe to drive over um

[1:03:57] there's a few things going on uh we want to replace the railings and create more

[1:04:04] guard rails that go from the railings and then extend on each side so that

[1:04:09] cars can't if you know God forbid there's an accident or somebody veering

[1:04:14] off the road it stops them before they can get into the creek there's elements

[1:04:19] that we need to improve to create a safer situation on the

[1:04:24] bridge however through this inspection they found that um the current rails are

[1:04:32] actually attached to the beans underneath two of the outer beans

[1:04:37] underneath so in order for them to fix that it goes into a little bit more

[1:04:43] intense work um they're looking at a few

[1:04:47] different ways that we can improve that situation and a lot of it comes down as

[1:04:54] well to um the different costs for example if we

[1:05:00] were to do a complete replacement instead of just

[1:05:06] repairs uh the magnitude of costs could be somewhere around 400,000 for

[1:05:11] construction engineering and permitting costs as well as an additional 175 so

[1:05:17] we're looking at 600,000

[1:05:21] um the Engineering Group you know is exploring different partial

[1:05:27] replacement repairs right now to for um options that will still create a safe

[1:05:35] environment um but the cost would be a little less so and for example the cost

[1:05:42] for something where we're just repairing the beams and the rails on

[1:05:47] both sides could be somewhere around 250 in the range and then additional cost

[1:05:52] totally around 375 um you know at this point we

[1:06:00] are just looking at all the different elements and in your packets it breaks

[1:06:07] down very specifically where the bridges are eroding but it's mainly the rails

[1:06:15] right now that they're looking at the surface the the bridge itself the

[1:06:22] structure like the flat part where you drive over is safe but they will put on

[1:06:27] another membrane on top of that to support um the the bridge going over we

[1:06:34] are also in conversation with TD school system because of the buses they're

[1:06:39] starting to look at their bus routes for this year and so I believe that in some

[1:06:45] cases they're looking at rerouting just to be on the safe side you know until so

[1:06:49] we can get proper railings up with that um Chris will be in attendance next

[1:06:56] month but we wanted to kind of give you some information to digest obviously it

[1:07:01] can be very technical because of the bridge design and we wanted the board to

[1:07:06] be aware to um kind of digest some of this and have questions or list any

[1:07:12] other concerns that you may have yeah does he my first question is does he

[1:07:17] suspect there's an immediate threat of um weight Lo for things like a fire

[1:07:23] truck that can't use he didn't mention weight load

[1:07:28] specifically um to me I believe uh does the fire company go over the bridge at

[1:07:34] times so they wouldn't have allowed it you know if it was a a situation like

[1:07:39] that one of the other things that they've recommended in some of the

[1:07:44] repairs is taking it from a two-way Bridge even though it's

[1:07:49] narrow taking it down to a one kind of like a one lane bridge like over on

[1:07:54] menro PA and whatever but they're not highly suggesting that because of the

[1:07:59] way the road curves you want to make sure that you know you have a site

[1:08:03] element there as well so they're really taking a look at every single option

[1:08:09] that they have and um it's something that definitely has to be done for

[1:08:14] safety issues three tons on there do that concern

[1:11:32] bridge at 11373 so now we can um build in proper

[1:11:38] turning Lanes going in both directions it'll help to increase the traffic flow

[1:11:43] that's there it's going to be it's not going to be an overnight situation um we

[1:11:48] actually applied for the multimodal uh fund Grant last year and we received it

[1:11:53] for the crosswalk over by met Glen so this grant has to be in by the end of

[1:12:00] July um and we most likely will not here resolve with that until April of

[1:12:07] 2025 um there's a few other moving parts that we need to work through as well um

[1:12:14] but that's our first step so we would be looking at the total project would be

[1:12:18] somewhere around 3 million we would contribute

[1:12:23] 400,000 um from some of our funds um and we're looking for their contribution of

[1:12:30] the grant to be somewhere around 2.6 something in there okay and and F one's

[1:12:37] education this um this brand was a recommendation from Matt Bradford's

[1:12:44] office who um assured us that he would help get good eyes on this and help get

[1:12:51] appr for this he's been extraordin helpful

[1:14:25] areas and needs because of what happened during Co um in the past year we used uh

[1:14:33] a significant amount that went toward our roads last year and infrastructure

[1:14:39] as well as some of our communication pieces that we use this year again we're

[1:14:44] going to use approximately 387,000 towards our roads um we have the

[1:14:52] roads now if anybody is unaware where some of you are very happy about it

[1:14:57] because of your roads but they are in the process right now of being done so

[1:15:02] they should be done in another next week next week so it was a massive Road

[1:15:08] Project we covered a lot of different areas this year so

[1:15:15] $387,450 were used from our ARA funds which isn't touching any Community money

[1:15:20] it's all the AR money um we also would like to to um

[1:15:27] Talk uh let the fire department know that we have put through we have

[1:15:33] previous uh approvals from the board with some of the equipment that they

[1:15:37] requested so um we have the TBS Electronics which was the radios the

[1:15:43] breathing air compressor that was already approved by the board and the

[1:15:48] aeds for the fire department that was already approved um they did also um for

[1:15:55] some tires for the fire trucks and we have an additional

[1:16:01] $2,511 and

[1:16:05] $813 that we would like to ask for approval for to cover uh towards their

[1:16:10] cost of fire tires on their trucks from the board this

[1:16:15] evening as well as our EMS um Barry gave us a presentation last week of some of

[1:16:23] their meets that they need for equipment so we had a chest compression system

[1:16:30] infusion Pump kit grinder pumps for uh their EMS uh building and um some new

[1:16:39] floor coating for the garage flors where the uh trucks are kept so um we're

[1:16:46] asking for approval of that overall the EMF um would be receiving $94,700

[1:16:55] sense so we would like to ask for your approval on the last four items that are

[1:17:00] listed there so we can go ahead and have Tracy start

[1:17:05] processing and then the last section that we have approximately a little less

[1:31:26] pipe the next special event is consideration and potential action of

[1:31:30] call the special event application for skip pack food truck festival held by

[1:31:35] MDI management skip pack events on September 7th 2024 from 12 to 5 located

[1:31:41] at 459 skip pack height and then finally consideration and potential action for

[1:31:48] the special event application for skip pack days held by MDI management and

[1:31:53] skip events on October 5th and October 6th 2024 from 10:00 a.m. to 6:00 p.m.

[1:32:01] located throughout the skip pack Village hotel and Shop Lots I see that all

[1:32:07] applicants have their certific ofil insurance any questions from anybody

[1:33:32] Falls that 198 from the main station 49 were our

[1:33:40] substation calls and Skip back there were 91 calls and Skip back we

[1:33:44] transported 56 out of those 91 we had five uh patient refusals three recalls

[1:33:49] three no Services one fire call and 12 those calls were covered by our squads

[1:33:55] we had three Li assists and 22 prison calls uh wor s c we had 44 calls at

[1:34:03] Traer we had 11 calls and per we had 21 calls also last month we uh every 3

[1:34:12] years we have to be inspected by mon County to be licensed by the state so

[1:34:17] that was we went through that last month and we pass F cover so our building and

[1:34:21] water VES for three years so so we're safe there

[1:34:27] um other than that it was has been fairly busy past couple of days today

[1:34:34] was the exception to the r but uh we've been averaging about 10 to 12 calls of

[1:34:41] that so today was very strange we didn't have one call until

[1:34:46] 4:00 you never know that's that unfortunately is what we do we sit

[1:34:50] around being prepare for for emergencies sometimes it happens sometimes it

[1:34:56] doesn't

[1:35:00] what today did you have issues like a lot

[1:35:06] with the um anything with the 4th of July like fireworks or well we we had a

[1:35:10] lot of standbys or what we call standbys the unusual Events St the day-to-day

[1:35:15] occurrences which of course were the Fourth of July parade the 4th of July

[1:35:18] fireworks and then of course we had the event at the 4 and then also skip far

[1:35:23] did event right before that so so we kind of got barded all at the same time

[1:35:28] as everybody knows the heat has been a little overwhelming so we' dealt with a

[1:35:33] lot of issues with with people being overheated but the skip Pharmacy event

[1:35:37] they did end up supplying us with

[1:35:45] 80 so that was always ni you have any questions any question

[1:36:41] did have an opportunity to tour the Youth Development Center the Board of

[1:36:45] Supervisors was there on July on June 14 and we got to see what that building in

[1:36:51] the facility looks like it is under a high fence with bar wi I was curious I

[1:36:57] didn't ask at that meeting about whether there would be security guards used but

[1:37:02] found out to know um but also at that meeting and I just want to to mention

[1:37:09] that representative M rord um had suggested at that point that

[1:37:17] FCI or the you know the um State Correctional um Institution should send

[1:37:24] a letter to all of our community members to talk about the fact that there will

[1:37:30] not be homeless people relocated from potown to

[1:37:36] SCI um and I believe was mentioned that we would not also be using SDI Phoenix

[1:37:42] if immigrants were coming and the he the place to house them and um I haven't

[1:37:48] heard anything since that meeting on June 14th so have we heard anything from

[1:37:53] them I reached out when you have emailed you know when we're uh wondering where

[1:37:57] it was coming from and um the representative that was there that works

[1:38:02] directly with uh Shapiro that she said to me she's wait she didn't want to give

[1:38:07] 100% of a yes or a no she wanted to speak with him directly to make sure

[1:38:12] that everything was officially approved and then a formable letter would go out

[1:38:26] um you have
