[0:47] Each month, we honor an employee whose dedication,
[0:49] professionalism, and character have made a meaningful impact
[0:51] on our community.
[0:53] Today, it is my privilege to recognize someone who
[0:55] truly embodies those qualities.
[0:57] Sergeant Brendan Dennehy, eight.
[0:59] Sergeant Dennehy certainly knows.
[1:05] Sergeant Dennehy is certainly no stranger to recognition
[1:08] for his public service over the past year.
[1:11] Brendan has received meritorious service awards
[1:13] for heroic and proactive law enforcement actions,
[1:16] and he was also named our 2026 peace officer of the year.
[1:21] Those honors speak to his accomplishments,
[1:23] but what truly sets Brendan apart is the way he approaches
[1:26] the job every single day.
[1:28] He comes to work each day with a positive attitude, strong work
[1:31] ethic, commitment to excellence that his fellow officers respect
[1:36] and follow.
[1:37] He continually seeks additional training to strengthen
[1:40] his skills and knowledge.
[1:41] That dedication shows in the results, including
[1:44] several significant arrests and the successful clearance
[1:48] of multiple investigations this year.
[1:51] Equally important, Brendan is a trusted leader and mentor
[1:55] within the Department.
[1:56] He plays a key role in the field training program
[1:59] and is always available to guide and support newer
[2:01] officers to his colleagues.
[2:04] Brandon is an exemplary police officer and a trusted leader,
[2:08] but to the residents of Smithtown,
[2:10] he is also the officer who always seems
[2:12] to have a smile on his face, even on parade and festival days
[2:16] when he's carrying an assault rifle,
[2:18] he still manages to look so approachable that people are
[2:21] more likely to ask him for directions
[2:24] than even notice the gear.
[2:26] He is calm under pressure, approachable,
[2:28] and generally friendly to the people he serves.
[2:31] In fact, during a Little League opening day
[2:33] this season, a young boy who had become separated
[2:37] from his parents spotted Sergeant Dennehy
[2:39] and immediately went right up to him for help.
[2:42] That says a great deal about Brandon
[2:44] and the sense of trust and security
[2:46] he brings to the people around him.
[2:48] Whether it is a serious law enforcement matter,
[2:51] mentoring a new officer, or helping a frightened Child Find
[2:54] his parents Sergeant Dennehy represents public service
[2:58] at its very best.
[3:00] On behalf of the entire town board and the people
[3:02] of Smithtown, is our privilege to recognize Sergeant Brendan
[3:06] Dennehy as this month's public servant of excellence recipient.
[3:10] Brendan, your professionalism, leadership, compassion,
[3:13] and dedication to this community have
[3:14] earned the respect of your colleagues
[3:16] and the trust of Smithtown residents of all ages.

[4:47] because we were unable to do that.
[4:51] July exceptional public servants were unable to join us
[4:55] at the last board meeting, and we certainly
[4:56] don't want to miss the opportunity to recognize them,
[4:59] because the work they could do so quite literally be seen
[5:02] in full bloom all across town.
[5:04] Today, it is our privilege to recognize
[5:07] two outstanding members of our Parks Department, Angelo
[5:09] Grassi and Cheyenne inland.
[5:12] Throughout June and July, as Smithtown prepared to celebrate
[5:15] the 250th anniversary of American independence,
[5:19] Angelo and Cheyenne, together with our entire landscaping crew
[5:23] led by Marcel callais, went above and beyond
[5:25] to transform our town into an unforgettable
[5:28] display of patriotic pride.
[5:30] From the incredible 1776 floral installations
[5:34] to the beautiful landscaping surrounding our Veterans
[5:37] Memorial to red, white and blue flowers planters
[5:40] throughout every Hamlet, their work was everywhere,
[5:44] and anyone who remembers the weather
[5:45] leading up to America's 250 celebration
[5:48] knows it was no easy task.
[5:50] They work long hours and overtime
[5:52] through some absolutely brutal summer conditions
[5:55] because they wanted Smithtown to look its very best for once
[5:59] in a generation celebration.
[6:01] Their talent, creativity and pride in their work
[6:04] could be seen everywhere you look.
[6:05] And months later, much of it is still there for residents
[6:08] to enjoy.
[6:10] Angelo Grassi has dedicated nearly three decades of service
[6:14] to the town of Smithtown.
[6:16] Angelo began his career as a laborer at the MSF in 1997.
[6:21] He joined the Parks Department in 2015,
[6:23] where his talent and work ethic quickly earned him a promotion
[6:27] to groundskeeper one.
[6:29] Over the years, he has served his fellow employees as a union
[6:33] vice president and shop Steward, and today he
[6:35] serves as a labor crew leader to overseeing
[6:38] the flowers and plantings throughout the entire town.
[6:42] I think anyone who knows Angelo knows this is simply a job, not
[6:46] simply a job for him.
[6:49] Angelo genuinely loves what he does.
[6:52] He puts his heart into everything his hands touch.
[6:54] And you can see that passion in the beautiful landscapes
[6:57] he creates throughout Smithtown every season.
[7:01] Angelo has also perfected what I would call the Dolce Vita
[7:04] approach to public service.
[7:06] He works hard, enjoys life, and makes sure the people around him
[7:09] enjoy it too.
[7:11] And those of us here at town Hall
[7:13] have been fortunate enough to experience another one
[7:16] of Angelo's talents.
[7:17] He is an exceptional Baker and somehow
[7:21] always manages to find time to deliver his homemade cannolis
[7:24] to the staff.
[7:25] Thank you Angelo.
[7:26] So whether he's growing flowers or filling cannolis,
[7:29] Angelo has a pretty remarkable ability to make people happy.
[7:33] We are incredibly fortunate to have someone who takes
[7:35] such tremendous pride in caring for the community
[7:37] that we all call home, and alongside
[7:40] Angelo is another incredibly talented
[7:43] member of our parks team.
[7:44] Cheyenne Cheyenne joined the Parks Department as a laborer
[7:49] in June of 2022.
[7:51] Through her hard work, talent, and dedication,
[7:53] she earned a promotion to groundskeeper
[7:55] one in July of 2025.
[7:58] In a relatively short time, Cheyenne
[8:00] has already made a noticeable impression throughout Smithtown.
[8:04] She has an incredible eye for landscaping,
[8:06] from choosing the right plantings and Native species
[8:08] to developing color schemes and adding
[8:10] those finishing touches that can completely transform a space.
[8:14] Cheyenne and Angelo were the creative forces behind
[8:16] the beautiful 1776 landscape installation created
[8:20] for America's 250th celebration, and their creativity became
[8:25] one of the signature visual elements
[8:28] of the historic anniversary.
[8:30] But Cheyenne's commitment to public service
[8:32] doesn't stop once the workday with the town ends.
[8:35] She also serves the community as a volunteer firefighter
[8:39] with Sound Beach fire department, which tells you
[8:41] quite a bit about the kind of person she is
[8:43] and her willingness to give her time and talents to others.
[8:47] And on a personal note, Cheyenne has another very
[8:49] exciting milestone ahead.
[8:51] She will be getting married this November,
[8:54] so we want to congratulate her and wish
[8:55] her and her future husband a lifetime of happiness together.
[8:59] Angelo and Cheyenne.
[9:01] What you create is more than landscape.
[9:02] The spaces you care for, or where our residents gather
[9:05] for ceremonies, where families make memories, where we honor
[9:09] our veterans, celebrate our history,
[9:11] and welcome people into our community.
[9:14] For America's 250th anniversary, you helped make Smithtown shine
[9:18] at a moment when the eyes of the entire community were upon us.
[9:22] Your creativity, hard work, and passion were unmistakable.
[9:26] And while Angelo and Cheyenne are two individuals
[9:28] we are honoring today.
[9:29] I also want to recognize Marcel Calais and the entire parks
[9:33] landscaping crew.
[9:34] What our residents saw throughout the town this summer
[9:36] was the result of an extraordinary team effort,
[9:39] and every member of that crew should be extremely
[9:41] proud of what they've accomplished on behalf
[9:44] of the entire town board and the rest of Smithtown
[9:46] is my privilege to formally recognize
[9:49] Angelo Rossi and Shane inland as our July
[9:52] exceptional public servants.

[11:22] And I have three site plans to present to the board
[11:24] this afternoon, acting as the board of site plan review.
[11:26] The first application is called kismet homes.
[11:29] The subject site is located on the West Side of Carl Avenue,
[11:32] just North of West Main Street, right around the corner here
[11:34] in Smithtown.
[11:36] The proposals for the construction of two 1,200 square
[11:40] foot, two story, two family dwellings
[11:42] and two 428 square foot detached garages
[11:45] with associated site work.
[11:47] The board actually approved a site plan application back
[11:49] in 2017 for these two homes.
[11:53] For the same exact layout site was never developed.
[11:58] The approvals expired so the applicant
[12:00] is coming back for re-approval.
[12:02] This time it does include the two garages in the back.
[12:07] The proposal went to the Board of zoning appeals for approval
[12:11] back in March of this year.
[12:14] This is the architecture of the two family dwellings.
[12:21] And the architecture of the garages.
[12:23] The applicant has agreed to six conditions
[12:25] of site plan approval.
[12:27] The first is that the applicant obtain
[12:28] the necessary permits from the town building department.
[12:31] The second condition is that the applicant shall obtain a road
[12:34] opening permit from the highway department for new curb
[12:37] cut along castle Avenue.
[12:39] Now, the site plan will be one shared
[12:42] curb cut between the two lots.
[12:44] They are two separate tax parcels
[12:46] but it will be acting as one site.
[12:49] The third condition of approval is that the applicant shall
[12:51] either provide a design for temporary sheeting and bracing
[12:54] prepared by a professional engineer,
[12:56] to be used along the property lines
[12:58] to protect and maintain existing conditions
[13:00] on adjacent properties during construction,
[13:02] or obtain a fully executed construction
[13:04] easement from adjoining property review and approval
[13:08] from the town engineering department.
[13:11] The fourth condition is that the detached garages shall
[13:13] be accessory to the residential dwellings
[13:15] only, and be used for storage or parking for the residences.
[13:20] The fifth condition is that the two tax parcels shall
[13:22] be maintained as one site for board of site plan review
[13:25] purposes, meaning access, parking, grading and drainage
[13:29] and no fencing or barriers shall be installed
[13:31] along the shared property line.
[13:33] And the last condition is that off site landscaping
[13:35] improvements as depicted on the landscape plan
[13:37] are not part of this approval.

[13:48] The next application is called 43 landing Avenue.
[13:53] Subject sites located on the South side
[13:54] of Blydenburgh Avenue, just East of landing Avenue.
[13:59] The proposals for the construction of a 1,700 and 80
[14:04] square foot, two story, single family
[14:06] dwelling with a 910 square foot cellar and associated site work.
[14:10] So this subject site was actually
[14:12] it's the parking lot that used to be
[14:14] for the lindey's taxi office.
[14:17] Recent property owner he bought.
[14:20] There are actually two separate tax
[14:21] parcels, the site on the corner at 43 landing
[14:24] and the parking lot.
[14:26] So he bought both lots and he's developing.
[14:29] He converted the office building back
[14:31] into a single family residence.
[14:32] And now he's going to be developing the vacant property
[14:35] for a new home.
[14:38] The proposal did go to the board of zoning appeals
[14:40] back in January of this year, and
[14:43] the applicant has agreed to six conditions
[14:45] of site plan approval.
[14:46] The first is that the applicant obtain
[14:48] the applicable permits from the town building department.
[14:50] The second condition is that the applicant install
[14:53] a tree preservation fence.
[14:54] There's only one tree to be preserved.
[14:56] It's in the back, but it's a pretty large maple.
[14:59] The third condition is that the applicant obtain a road opening
[15:01] permit from the town highway department for a new curb
[15:03] cut along Bladensburg Avenue.
[15:06] The fourth condition is that the applicant shall submit
[15:08] physical building material and color samples
[15:11] to the planning department.
[15:12] The fifth condition is that a drywall shall be installed
[15:15] at the outside basement entrance landing,
[15:17] designed for a 3 inch rainfall for the engineering department.
[15:21] And the last condition is that the chimney shall be sided
[15:23] with brick for the approved rendering, which is the proposed
[15:28] rendering of the house.

[15:40] drastically from the road in.
[15:41] So that's the purpose for that's designed for a 3

[15:53] But there's going to be a separate basement entrance,
[15:56] cellar entrance on the back side of the building,
[15:58] which they provided a drain at the bottom of that stairwell.

[16:35] The site was developed originally back in 2018 2019.
[16:40] They constructed an office building.
[16:42] A garage building had approval for trucking station
[16:46] outdoor storage in the back, and they landscaped
[16:48] the whole front yard.
[16:50] So the new proposal that's being presented today is for.
[16:53] This is another this is a drone photo of the existing site.
[16:56] As you can see, there's multiple different industrial outdoor
[17:00] storage uses in the back.
[17:04] So the new proposal is for the construction of a 7737
[17:08] square foot, one story garage building,
[17:12] two 500 gallon above ground fuel tanks and modifications
[17:16] to the existing trucking station, outdoor storage
[17:19] with associated site work.
[17:21] So the property owner has a new potential tenant.
[17:24] They do equipment rentals, so they want to propose this.
[17:27] It's going to be a maintenance building for the storage,
[17:30] and maintenance of the equipment that they'll be renting out.
[17:34] The applicant.

[17:37] These are the elevation plans for the proposed structure.
[17:39] Standard metal Butler type building.
[17:43] And the color will match that of the existing buildings on site.
[17:46] And the applicant has agreed to five conditions
[17:48] of site plan approval.
[17:49] The first is that they obtain necessary permits
[17:51] from the building department.
[17:52] The second condition is that the floor plan shall be revised,
[17:55] omitting the proposed wash Bay.
[17:57] And then no interior wash Bay shall be permitted
[18:00] without the approval from the Suffolk County
[18:01] Department of Health services.
[18:03] The third condition is that prior to the issuance
[18:05] of the building permit, the plan shall be reviewed and approved
[18:08] by the fire Marshal.
[18:10] The fourth condition is that the outdoor storage on site
[18:12] shall be limited to 23 times the gross floor area.
[18:15] Outdoor storage shall be limited to the uses
[18:18] as described and depicted on the site.
[18:19] Plans approved by the Board of zoning appeals
[18:21] and any modification may be subject to additional approvals.
[18:24] And the last condition is that all overhead wires to on site
[18:28] lighting or utility poles shall be buried, which
[18:31] subsequently has been done.

[23:05] My name is Janice Whalen, and I have the privilege
[23:08] of representing Mrs. Francis popolizio, who's right over here
[23:12] in her application to conform the zoning to what the property
[23:17] is actually used for.
[23:19] My office is at 23 Greene Street, Suite 205,
[23:23] Huntington, New York 11743.
[23:27] I'd like to hand up to the town clerk affidavits
[23:30] of posting and mailing.

[23:38] We've been working together for months to bring
[23:40] this application before you.

[23:49] Mrs. popolizio brings this application
[23:51] at tremendous expense, but she wants to bring
[23:53] the Property into compliance.
[23:55] I think we're probably one of the first applicants
[23:57] before the board, but we want to maintain
[24:01] that which has been done on this property since 1970, 72 or 73.
[24:06] On June 17, the planning board adopted a resolution
[24:09] recommending approval of the zone change
[24:11] prior to the adoption of that resolution,
[24:14] our team met several times with members of the planning staff
[24:17] to incorporate their recommendations
[24:19] into the site plan.
[24:20] The site plan was prepared by key civil engineering
[24:23] and will be working further with the planning department.
[24:26] As we get deeper into the engineering details.
[24:29] The planning board resolution, which recommended our zone
[24:32] change, stated that the zone change
[24:35] is consistent with the town's comprehensive plan.
[24:38] It permits uses compatible with neighboring uses wouldn't set
[24:42] an undesirable precedent precedent,
[24:44] and the existing residential zoning no longer reflects
[24:47] the development of the area.
[24:49] As a matter of fact, residential zoning should.
[24:52] In the approval resolution, it said
[24:53] that it should be prohibited in that area on town Road.
[24:57] Mrs. popolizio and her husband purchased the property in 1973,
[25:02] and they managed the property together until his death.
[25:05] The yard has functioned as an equipment storage yard,
[25:09] supporting construction and landscape tenants.
[25:11] A 1973 letter from the building department

[26:34] station with outdoor uses.
[26:37] In 1992, a group of property owners
[26:40] in the vicinity of our property brought petitions
[26:43] to change the zone from r 43.
[26:45] They were asking for heavy industrial at the site,
[26:48] and I noted that the records of the town
[26:51] contain recommendations from the planning department
[26:54] that they would be more supportive of light industrial,
[26:56] which is what we're asking for.
[26:59] The site contains roll off containers, landscaping
[27:02] equipment, trailers, earthmoving equipment,
[27:05] Bobcats and dumpsters.
[27:06] Equipment moves on and off the site
[27:09] as the tenants attendants require their use for whatever
[27:13] projects they're working on.
[27:15] The material and equipment storage
[27:17] are operational yard areas, not finished parking fields.
[27:21] These areas, again, are subject to periodic changes
[27:24] of the equipment access and material handling activities.

[39:21] Our new board executive vice president is Judy Simmons.

[39:34] Yet she has guided us and made very significant innovations

[43:35] So I'd ask the town to consider coming up
[43:38] with some other day pass or whatever that a taxpayer
[43:43] or permit holder.

[43:53] And I did ask the young woman at the gate
[43:57] and she said, no, we could only do
[44:00] that if we had a permit for a pavilion or something like that.

[44:12] were residents, and we just ended up in a situation
[44:15] that was very confusing.
[44:17] And so we'll apologize for the confusion.
[44:21] There is a mechanism, but I think
[44:23] there was some confusion there.
[44:27] You can call the Department of parks
[44:29] and explain you had family here, and they will give you
[44:33] a non-resident parking permit for the day
[44:35] for $14 for the non-resident vehicle to park there.
