[3:24] January 14th EML Ridge Park is waiting on the shelter installation the park and

[3:29] play are usable but no final walkthrough has been conducted um once the shelter

[3:33] is installed and warmer weather is in the forecast we'll have a proper ribbon

[3:37] cutting and celebration got an email actually today um around lunchtime that

[3:41] the shelter is going to be delivered and going to be start being constructed on

[3:45] the 29th of January so good news there and then like I said no final

[3:50] walkthrough has been done yet there has been a couple little things that have

[3:54] been brought to my attention that um hopefully they can get done before

[3:57] actually walart weather gets here and playground is in full use

[4:02] so um Campground road reserving projects so in the fiscal year 25 budget the

[4:08] board of Alder approved 150,000 in funds for reserving Smith for Campground due

[4:13] to the heavy construction in the past two years the road took some significant

[4:17] damage and reserving was completed before Thanksgiving and gravel is now

[4:21] being added to the sites to bring them um level with the road Smith for

[4:25] Campground had a great season end of the year with a 42% occupancy rate this is

[4:29] is up from last year's occupancy rate of 39.4% so um the campground is growing

[4:35] it's one thing that kind of it doesn't get kicked to the side but it's one

[4:39] thing that is not the prettiest thing that we do but um it is a is a great

[4:45] source of revenue for the city of Smithville and our general fund and um

[4:48] really offsets a lot of the expenses that we have go on um as far as Park

[4:52] maintenance so want to make sure that we keep that vibrant keep it usable and uh

[4:57] keep campers coming back here after time so um we had campers from all over the

[5:03] world I think the furthest one we had this year as a visitor was up in Canada

[5:06] so they saved us for a couple weeks yeah so that's exciting on the campground

[5:12] side and our campost are coming back again so um they're well well loved in

[5:16] the campground and then we'll have to reput that out for bid um after the

[5:21] after this season so it's a three-year contract he's very useful we camp there

[5:27] yeah quite a bit even though it's just down the street yeah so you'll probably

[5:29] like the new road race servicing and the new gravel at every sight so it'll look

[5:34] nice um Community awards banquet so the community Wars banquet is scheduled for

[5:38] February 27th that's at 5:30 pm that's at wide Iron Ridge um this is a

[5:44] collaboration between um The Parks and Recreation Legacy fund with the

[5:49] Smithville Chamber of Commerce to host uh a night at the CMAs at the white Iron

[5:54] Ridge this Galla honors um accessible citizens and dedicated volunteers within

[5:59] the community while raising crucial funds for the Parks and Recreation

[6:02] Legacy fund and Smithfield Chamber of Commerce um we do need volunteers um as

[6:08] well if you want to attend please let me know I know Haley's attended obviously

[6:13] the mayor is there um Haley's worked the silent auction table few times Danny

[6:19] take has taken some pictures so if you do want to attend this please let me

[6:23] know we'll make sure we get you a ticket and put you at a table with um City

[7:19] bios um Smithville Senior Center so in preparation for the 20125 budget season

[7:24] staff work with Clay County Senior Services to secure just about 14 ,000

[7:30] additional grant funding so that brings us a total 68,000 uh Liberty keeps

[7:35] taking so much more of it um to extend our offering to five meals a week and

[7:39] provide alternative programs on Tuesdays and Thursdays um this grant also funds

[7:45] our senior services coordinator and we also have an open position right now for

[7:48] a senior services coordinator assistant as well so we'll get some more Staffing

[7:53] in there as we continue to grow and go five days a week um some things have

[7:57] changed over in the senior center the senior board decided not to renew their

[8:00] 501c3 status um as all financial management has um other the senior

[8:06] center Is Now overseen by City staff and other daily responsibilities have been

[8:10] transferred over to Amy uh these changes were approved by the senior board before

[8:14] the position was hired so this was stuff that we had um talked about well prior

[8:19] to that um and we also just on January 7th

[8:24] approved of a new mou with the senior center um that just kind of outlines the

[8:28] duties and responsibility of both parties so uh we still want the senior

[8:32] board to be the senior board and be there for uh any changes or um

[8:39] suggestions that we want to bring to them and they can um you know we want to

[8:43] make them feel useful and continue to um grow the senior center as they've done

[8:47] since 2013 so just we're just helping more and uh helping them get more

[8:54] funds um and then also in the staff for you don't see it here but on your table

[8:59] I have a um kind of a a year end report and I can email this to you once we get

[9:05] it out but um it shows kind of the marks we've made on the master plan the

[9:11] 10-year master plan as well as um the accomplishments from both the Parks and

[9:15] Recreation Division and some of the larger projects that um we are having

[9:19] scheduled this year so um make sure you take a look at that and if you have any

[9:25] questions on that please let me know but it was a overall was a it was a great

[9:28] year we again our our staff does a really good job at continue to upgrade

[9:34] um with the funds we have um definit on the park side and the rec

[9:40] side there was um our numbers keep growing as you'll see here in the

[9:53] lastly we had talked Haley and I have talked as well as the mayor that we're

[10:29] sports um we're currently in the middle of basketball season we're on week five

[10:33] of nine um for games um let me

[10:47] new this season we have Asos uh play soccer and they're an organization that

[10:53] reached out to Matt and we're going to give them a try this season um to take

[10:57] over our little kickers program uh Aspen is usually over the little

[11:02] kickers clinics and we just have a hard time finding staff or like high

[11:06] schoolers applying at all so Aspen just ends up doing it anyways so we're going

[11:10] to try and see how this goes uh this is like a trial for the fall too and we'll

[11:15] we'll see so that uh registration is still open just until they're full um

[11:22] and then I included all of our youth sports registration numbers for

[11:27] 2024 um and every year we go up about a 100 people so that's crazy a 100 kids

[11:35] every year is a lot especially in our this population so that's great um and

[11:41] then I also included our facility rentals um Aspen keeps track of all of

[11:45] these for us um and they just they keep staying steady as well they just keep

[11:50] going up this is the first year we've done this for a full year so we're

[11:55] excited to see what 2025 so we can start comparing that stuff yes yep

[12:01] and then on the next page I included every program or event that we had last

[12:06] year um and then how much attendance we had um and then if the program was full

[12:12] or not so pretty much half of our programs were full um a lot were really

[12:16] close but a lot of our little programs fill up really

[12:20] fast um and then I put our our rack card at

[12:26] your seat the orange flyer and we put those out three times a year um and

[12:30] these are our spring programs that we are offering right now um a lot of them

[12:37] are new Aspen's trying a lot of new programs this uh season like Valentine

[12:42] cookie decorating um our little we have monthly clubs for about 20 kids is how

[12:50] much we can handle um we've had kind Club candy Club um we have science club

[12:56] nature Club coming up those are all new that we're trying Tri night um and then

[13:00] we just keep continuing to add pickle ball and I'm working on a lot of new

[13:04] pickle ball programs for the summer um I was working on that today so we have a

[13:08] lot of pickle ball coming um we're using grace church for

[13:12] that uh yeah yep for the for spring lessons we're going to do them in

[13:18] Smith's force park but in the summer it's so hot we'll do them inside at gra

[13:24] sturch and then just a couple marketing things to wrap it up um

[13:29] we are going to have a new sponsorship package coming out soon Matt and I were

[13:33] working on it today hopefully in the next month um some Banner sponsorship

[13:38] opportunities um digital things on our website stuff like that so hopefully

[13:42] that'll go live in like a month um and then one more thing um we

[13:48] as been worked on this a lot this past or I guess this fall um she merged our

[13:55] uh facility reservation software with our Sports software and program

[13:59] registration so now it's just all in one which is really nice it's a lot easier

[14:04] for everyone so if you already have an account for sports registration then you

[14:07] can use that account to reserve a shelter or something way easier so I

[14:13] think that's all I have right now yeah I I'll just kind of chime in real fast on

[14:17] the um AYSO so um that also allowed us to expand so we we only having we were

[14:25] only able to do 40 now we're able to up it to 80 so this so they have four staff

[14:31] members and we allowed three time slots so um they're there they show up um and

[14:38] like we said we're g them a try to see how it goes they have a um they're um

[14:42] you proba American Youth Soccer Association they're all over kind of

[14:45] like the West Coast they're making their way this way um so it would be exciting

[14:49] to get some staff who have the knowledge of soccer um because we don't want to

[14:55] keep doing the clinic to a bad quality um so this will really up that up there

[15:00] and have reliability so like she said Aspen was basically running in all the

[15:05] surveys say we like the girl with red hair to do it and so I was like well of

[15:09] course Aspen's really good at and I mean over the years I've had to teach it by

[15:12] myself so this will just get some more consistency in there it's a really good

[15:16] program and it's 100% helped us grow our soccer program um so we want to keep

[15:21] doing it so yep there was one really good guy hunter maybe yeah Hunters are

[15:27] reliable yeah he yep good right that's all we have for staff

[16:03] all right so as I kind of mentioned earlier in my staff report when we

[16:06] introducing shaa the city of Smithville did a Citizens Academy where 12 people

[16:11] applied um and went through uh what was it almost six weeks seven weeks I think

[16:16] it was total eight eight weeks of kind of a review of Just City in general from

[16:22] different departments and got a a real deep dive into the background so when I

[16:26] did this presentation it was about two hours and then we went and did a tour of

[16:31] yeah one thing you forgot on the report future meetings I did say

[16:37] it quarterly we want to have did the dates work yeah did dates

[16:43] work we were going to do uh January April August and

[16:51] October yeah no

[16:55] you're that work for you I think it works for me I just know that we had I

[17:00] think it was my daughter's birthday on one of them and I was like no not her

[17:04] second birthday we can we can we can look to change that August one to a

[17:09] different day that week or something like that we can oh the third Thursday

[17:12] then and we're th on those Thursday yeah but I know Haley had a conflict in April

[17:19] maybe we can check in with that and just see once we get a little closer if that

[17:22] works April 24th would be the next one and also one of the things with

[17:26] quarterly meetings I think we have the on this

[17:29] board too if you miss three yeah we have to have a

[17:32] conversation come to principales often yeah so we need to make sure we

[17:37] yeah missing threes even easier to do apparently on

[17:43] quarterly no you might think it's we've only lost one person to that

[17:48] role so Bo on this board yeah on this board

[17:53] so yeah yeah corly meetings there'll just be um not a whole lot going on

[17:58] projectwise as as we were when we were really diving into the playground and

[18:01] park uh design stuff um and so this will allow us to have more productive

[18:07] meetings here what we do quarterly coming up it'll be budget season April

[18:11] so we can really discuss that

[18:15] stuff good good okay so yeah Ci's Academy the really dope de a deep dive

[18:21] in that when we did this presentation for them um one first thing I thought

[18:25] was this would be great for um to go over the parks and committee with um

[18:30] this was about a two-hour presentation I'm going to really go quick through it

[18:33] to not do that um because you guys do know a lot and so this is more just a

[18:38] refresher of kind of what what is going on if anything has

[18:45] changed for you all so um this was our 2024 budget um we operate basically just

[18:52] right under uh just over $900,000 um obviously you can see almost half of

[18:57] that is in person expenses and we'll kind of get into Staffing here in a

[19:01] second um but we have nine city parks 3 acres of Park land with

[19:08] different facilities and uh programs like that different spaces um as well as

[19:15] the senior center that we look at too

[19:21] so have to up that number too by the way yeah Alex report

[19:29] youth right so that was yeah hadn't been updated so that one on a campground

[19:33] 3,000 people probably thousand them alone

[19:36] or um Parks and Rec staff you can see we have the director at the top we have the

[19:42] campost which is seasonal we have the recreation manager which is full-time uh

[19:47] Alex oversees the recreation coordinator which is Aspen as well as Clinic

[19:51] instructors and part-time staff as needed um we have the senior services

[19:56] coordinator which is part time that is staffed out of the Smithville Senior

[20:02] Center and then here soon we'll have a senior services assistant underneath her

[20:07] and then we have our Parks maintenance crew leader and we have two Park

[20:11] maintenance worker twos and then seasonal as needed um for the parks

[20:16] maintenance we usually like to have between two or three seasonals for them

[20:20] how many of those do you have that have been like reoccurring seasonals yeah on

[20:24] the parks maintenance side yeah uh we just lost Eli he finally left us he was

[20:31] with us since he was a junior in high school and he went all four years of

[20:34] college with us after that and then we had um Lance he was a he was there with

[20:39] us for two years plus his military time stuff um Corey has been with us he's

[20:45] part-time year round basically just comes in three days a week he's going on

[20:49] year two with us so had a lot of returners nice we had John um Johnny

[20:56] Kennison as well he was a retiree that was with us for three years I thought

[21:01] was Amy May was there a discussion about her going full-time there was a

[21:05] discussion about her but we weren't able to make it happen okay so then that's

[21:08] the part-time assistant y yeah it was we brought to Liberty took

[21:14] all our money that's what they

[21:22] said your programs in Liberty so Parks and Recreation master plan obviously

[21:27] many of you were involved in that um but it's a 10-year plan that kind of

[21:33] puts our future with our half cent sales tax um together and so as you can see in

[21:39] the accomplishment page I gave you um we are on year three we just completed year

[21:44] three the master plan um and many of them were were crossing off we we

[21:49] basically made it through the um short-term uh plans for that and we are

[21:54] on to the uh medium term period years 4 through six a lot of those are aimed at

[21:59] continuing the neighborhood park Focus um getting art

[22:04] downtown looking at Trails as we have the Riverwalk coming up so all that

[22:10] stuff is scheduled and then obviously that big project working on there as the

[22:14] Smiths Fork project and getting that done so um here towards the end of the

[22:19] year maybe in no October when we meet we'll really start diving into that

[22:22] Smith work as it's uh scheduled for engineering in 2627 so um that'll be a a

[22:30] good project I'll be looking forward to you guys on um getting ideas down as we

[22:35] start looking at that yeah because uh one of those

[22:39] medium-term goals included you know the sports courts of tennis and now that the

[22:43] schools got it on their bond issuance in April yeah might not be yeah so it' be

[22:48] kind of like basketball and pickle ball but we did add that into we took those

[22:52] funds and or we took those ideas and put them into the Smith's Fork project so it

[22:56] all be done at once rather than separate so but we'll definitely see what what

[23:01] happens there that could change by by 2026 27 as

[23:07] well so um H sales tax when we when we put

[23:13] the H sales tax back in 2021 we were estimated around

[23:17] 450,000 the past two years we've been averaging somewhere around 700,000 and

[23:22] and sales ta and that is split between uh public works for storm water projects

[23:28] have been doing projects but we have been putting our savings aside for that

[23:31] smithw project but it also helped us um add more money to IMO Ridge because

[23:36] originally we were only looking at 250,000 and then we bumped that up and

[23:40] doubled it so in interest has helped us too yeah keeping the money in the bank

[23:45] and gaining interest this is you all Parks and

[23:49] Recreation committee so this your shirts yeah so uh this committee advises the

[23:57] board of Al any approv ments or additions they deem important for the

[24:00] city parks and recreation system and may provide reports and other documents to

[24:03] the Planning Commission related to improvements or amenities in accordance

[24:07] to the master plan so we have seven committee

[24:10] members um as you guys we just um did IMO Ridge project for example but um

[24:17] we've also done the Heritage Park and different things so we're excited to

[24:21] continue moving on um to that uh so as you kind of heard me talk

[24:28] about the banquet um the Smithville Legacy fund so this is kind of our

[24:32] fundraising group so the Smithville Legacy fund was established in

[24:36] 2013 um was to serve the Community Foundation uh funds exist to improve the

[24:42] quality of life in in the city of Smith and surrounding areas um and basically

[24:48] the Legacy fund members will work with stakeholders to prioritize and ex to use

[24:54] the expenditures for or use the funds for expenditures and um what was it

[24:58] probably two years ago or three years ago probably now where the Legacy fund

[25:03] really wanted to focus on Park projects and so that's where I came on board with

[25:07] the assistant city manager at the time and and started working with that and

[25:11] now I'm just on there by myself with them but it's uh we have three members

[25:15] now we have one open spot but um we kind of did some brainstorming with them a

[25:19] few years back and they really wanted to focus on raising funds for the Heritage

[25:22] Park stage and so we put some money together and put a rendering and uh when

[25:27] we go to the banquet or any other events um we have this here and we want to

[25:32] start raising funds to close the gap in the funding because currently this is

[25:36] scheduled for 2029 but as we start raising funds um at the banquet we're

[25:42] hoping we can do this project a lot sooner um the banqu with the last two

[25:46] years we've raised just over $122,000 so um we got 24,000 I think in there is

[25:52] actually 26 27,000 now and uh I mean that's a yeah I think that matters I

[25:58] think I gave him a $2,000 check to put in there too long ago so that those uh

[26:03] That Money Matters and you think here by 20128 we'll have hopefully more in there

[26:08] and um if we could get close to $100,000 to cut that in half I mean that means we

[26:13] can definitely get that sooner so um excited for that who's on that board

[26:19] again so it is Jennifer Justice um she is a real turn town then we have Angela

[26:25] Gillan she's with um Edward and then Starla Jane she is with um

[26:31] she's got her own realtor company now so um three big stakeholders that are

[26:35] really good at fundraising um but doesn't mean we won't um get you guys to

[26:41] help with some fundraising too because I know you guys are good at that

[26:43] especially Shauna as well so um we'll really start digging into that I think

[26:48] we have that on our um or we talked about in our meeting to look at that

[26:52] maybe towards the end of the year to get some fundraising stuff together and have

[26:56] you guys a little bit more involved with the banquet to really grow it to not get

[27:00] too stale so we're running out of board shows to

[27:05] copy yeah all right so I'm GNA go I'm going

[27:09] to go through our Parks here um and kind of go over kind of the minties there so

[27:14] we have Heritage Park which is obviously located just downtown we have two

[27:19] lighted ball fields one unlighted one shelter bassball Court playground a half

[27:24] mile pave walking trail open Green Space one restroom

[27:28] and two parking lots and the improvements of this is in

[27:33] phase two of the master plan which is in that 40 year or year four to six but

[27:39] it'll probably towards the end of that around 2029 so it'll be a little bit

[27:44] away but um we have to get sm work done first before we can do anything to

[27:47] Heritage Park because we can't get rid of the ball fields

[27:50] um can't give rid of all of our ball fields basically so but it is looking

[27:55] really good with the Caboose getting painted in the it is band being gone

[28:01] yeah uh Courtyard Park located right in the center of downtown this is the Ali K

[28:07] Memorial stage it has electricity we've added the 911 memorial um perimeter

[28:13] electrical boxes uh shade trees for now uh picnic tables park benches and

[28:20] restrooms I say the shade trees I do want to say we've put um they're under

[28:25] contract with Urban Tree Specialists um they are struggling it's been known

[28:29] since before I was here in 2017 when I started um they were already on contract

[28:34] and we spent we spent multiple thousands of dollars to keep them alive and keep

[28:39] them healthy um they're in a very small space for those kind of trees to be so

[28:43] close to each other they basically fight over water and sunlight together um but

[28:48] Urban trees is they're out there three times a year give them what they need

[28:52] and um just trying to get them to grow and there have been some improvements

[28:56] over the years there are some that are still struggling

[28:58] so um yeah they give them giant shots it's they basically do shots of iron so

[29:04] if any if for those of you that don't know like trees like that need a root

[29:08] system as wide as it is tall and deep and yeah it's got like 10t of grass and

[29:14] the rest is pavement so yeah it doesn't get a lot yeah so so we might have to

[29:18] look at shade structures and Alternatives down there too I think I've

[29:22] just I just sent them a $5,000 check to for what they've been doing over the

[29:26] past fall so um one of the other things we struggle with because Matt and I got

[29:30] to see this when we dug the 911 memorial is there's foundations there because

[29:33] there used to be buildings there and they didn't take the foundations out so

[29:36] we hit brick we hit rock so that was a gravel lot so those trees are dealing

[29:40] with that too so so we try to keep the soil as soft as possible and water it

[29:45] multiple times a day so we're trying for them but um they are a staple for

[29:51] downtown so we don't want to lose them but keep trying our best but yeah

[29:55] alternatives are in the back of our minds for

[29:58] for shade in the future in Columbia a couple weeks um um couple weeks ago for

[30:03] a wrestling tournament went to a you put your mic

[30:07] on I think it make sure you can talk yeah can you hear me now yes I was in

[30:12] Columbia a couple weeks ago at and pulled into a park just to waste some

[30:16] time and they had like the mesh tops and they had them in triangles throughout

[30:20] the whole park and I was like it dawn on me what it was and probably be a pretty

[30:24] efficient way to keep shade on Parks yeah that would definitely those canopy

[30:28] that we got the splash pad something similar to that and we've talked about

[30:31] before like if we do so on the Square since we do like before we do the next

[30:36] stage or whatever but movie in the park and stuff like that if you if we do run

[30:40] something with a canopies you can put speakers in and put yeah better Lighting

[30:43] in because the lights down there are not great yeah during movie night so

[30:48] definitely some future planning there but um nothing is scheduled to upgrade

[30:52] Courtyard park at the current moment but um doesn't mean that something could

[30:55] come up at any moment um we have remembrance Park which is

[30:59] right across the street from City Hall um right here on the corner of uh bridge

[31:04] and Main Street um that is a veteran memorial donated in 2007 by mayor and

[31:11] Mrs Charles hitchborn and they also added the Gazebo um this past year our

[31:18] maintenance guys took it on themselves to upgrade that so now um has been

[31:22] repainted the rust is not there anymore and now the the roof is as gray and it

[31:26] kind of matches a little bit more with downtown

[31:29] so um we got HBY Park which is at one HBY drive that's about 31 acres and it's

[31:35] probably uh my favorite Park that we have is um it's about 15 Acres of

[31:41] Parkland including the 10 acres stock Lake one shelter that was donated by the

[31:45] quanas club got picnic tables around the the water and shade trees throughout

[31:51] it's definitely one of the most peaceful and um this is in phase three of the

[31:54] master plan it looks at putting a walking trail all the way around it to

[32:24] edges yeah yeah H Park I will say the quanas club because um they're still

[32:29] this is kind of what they use as their fishing derby for their their event and

[32:33] they're the ones that added the shelter and it looks really nice and they're

[32:36] looking at possibly seeing what they could do more there of a walking trail

[32:39] to the shelter or um just additional thing so we're excited to see think they

[32:44] added a fire pit this last year yeah fire pit got added and yeah that that's

[32:49] one that we that's kind of going to be the qu since they use it the most yeah

[32:54] they do they can do projects there with that Derby is huge if you have haven't

[32:58] been yeah big yeah really cool big H fish this big sometimes um Diamond Crest

[33:05] Park and okay railroad Trail so uh phase one of the master plan was to complete

[33:10] Diamond Crest park because the splash pad was there but just by itself in the

[33:13] middle of the field um that was donated um to the city in Le of payment of

[33:18] dedication which is um a development ordinance that when they come in there's

[33:23] a fee that goes into um how many um units are within their development and

[33:29] so there's a evaluation and I I'll send this out to you and I have this link to

[33:34] um that ordinance there so you can take a look at it and see that see that but

[33:39] um the Lu payment for Diamond Crest at the time was just right around um

[33:44] $60,000 so they built the Splash Pad but then gave us to do the rest and in the

[33:50] master plan we we put together $250,000 into um adding the playground

[33:56] the sidewalk um and the fencing around the area so um

[34:01] we had been working with um that same developer to add in a parking lot but

[34:07] that and restroom but that did not um succeed so um in

[34:12] 2023 for the 2024 budget the board of alderman allocated $90,000 for a

[34:17] restroom and more sidewalk improvements um we were able to get that done right

[34:22] there towards the end of the year it took a whole year to get it but we

[34:25] weren't the only one um and Parks and Rec departments that were waiting on

[34:29] them um I think they were waiting for Klay County so they could do it all at

[34:32] once cuz Klay County put in six different restrooms around the area um

[34:37] but we got that in everything's done it'll be ready to go for the start of

[34:40] the season and then um the parking lot is in discussion so if you've been up

[34:46] there lately there's a new development going there right there by 169 they've

[34:50] moved dirt already that developer um has agreed to add in a parking lot for us um

[34:57] in with his dedication fee and um we felt this is a lot lot more um better

[35:04] partnership already than the previous one we were in so hopefully that'll

[35:08] parking lot will be in um before we open the splash pad for the

[35:12] season and just so you don't those you that don't know the before we built this

[35:18] park all of our Parks except Emerald Ridge were on Main Street so we had

[35:23] Diamond Crest is the farthest north that the city goes pretty much and then Ridge

[35:29] is redone now yeah but it but it was pretty it was pretty bad yeah so in

[35:35] 20124 the city was awarded a recreational Trails program Grant um

[35:39] from DNR that's the Department of Natural Resources to construct the OK

[35:44] railroad Trail which was formerly known as Diamond Crest Trail um this was an

[35:48] old railroad rideway that went through Smithville and on it way up to from

[35:53] Oklahoma all the way up to Iowa um and part of the Grant was some historical

[35:59] references and so um to add some more points to us we renamed the trail

[36:04] provided the historical reference to that area and uh we're looking to put

[36:08] that trail out for bid here um by the end of the month of January if not early

[36:13] February and uh get that out forbid to hopefully start construction this summer

[36:19] so that'll be almost a 12 foot wide Trail that'll be concreted um that'll go

[36:23] from the top there of of that diamond crest Hood all the way to Lake Meadows

[36:29] and provide three neighborhoods with access to Diamond chis Park so um be

[36:34] really cool once that's done and really complete that Park once the trail and

[36:39] parking lot have been completed did Chuck end up doing the engineering on

[36:43] that yes so we so we save the engineering fuse by doing it in house

[36:47] yeah it's 12 foot line hopefully we draw but this is part if you guys look at it

[36:53] on a map for those of you that don't live up north the plan is to eventually

[36:57] hook into Eagle Heights and the trail that's going to go down Eagle Parkway to

[37:03] TI and 180th Street Trail yeah we have we already have the ride away to go

[37:08] behind Lake Meadows which is where phase two will be and then phase three we'll

[37:12] be getting it from the end of Lake Meadows somehow back over to F Highway

[37:17] into Eagle Parkway Eagle Parkway Eagle Parkway now yes Eagle Parkway maybe tman

[37:22] right there so it's you go yeah there's [Music]

[37:26] um Trade Winds I think is the road yeah yeah we have right away on the street

[37:33] it's just getting from Lake Meadows to that so we're excited to to move on this

[37:39] park and hopefully um we'll be completed here it won't take long to concrete all

[37:43] that once it's out and and done so hopefully by the time the splash but

[37:47] opens up around Memorial day we'll we'll see a lot of progress down in 188th to

[37:51] like Bainbridge is part of the development going in by Eagle Heights

[37:55] right by Wildflower yeah

[37:59] in Ridge Park you guys have heard a lot about that one

[38:03] um won't spin too much but that current playground that was there that you see

[38:07] on this side of the left that was installed in the year

[38:10] 2000 um but as you guys worked through and um we have what we have now so

[38:15] excited to get that shelter in there um here in the coming weeks smooth Fork

[38:20] park uh this is our largest park it's 250 plus acres that the city leases from

[38:25] the US Army Corp of Engineers has one lighted and one unlighted ball

[38:30] field and socer area a lighted football field two shelters electricity two

[38:36] shelters without electricity uh two

[38:40] restrooms skate park self-supplied driving range uh a campground special

[38:47] use Scout area Girl Scout special use area and fishing um from the Smithville

[38:52] Lake Dam this is obviously in phase three

[38:56] phase two and three of the master plan first phase obviously is the um sports

[39:03] complex and then uh phase three is deeper on as we for like a destination

[39:07] playground which is listed in the master

[39:11] plan smooth for Campground this is a full service Campground each site has

[39:16] electricity water sewer and connections um that separates us from

[39:21] the County campground because they um have just electricity at each Campground

[39:26] yeah they're like side but they don't have yeah they have dumps and then you

[39:30] got to fill up your tank so a lot of people enjoy a campground just because

[39:34] we're all service and um it's a lot easier to stay longer at our Campground

[39:39] um we have a restroom and shower housee on site um throughout the years we

[39:44] officially upgraded all SES to 2030 amps um previously it was just right around

[39:49] 2021 where um we only had half the campground at 50 amp and all the RVs

[39:55] were um just getting bigger and bigger and so on the board of alderman allowed

[39:59] us to upgrade that and uh we were turning we were turning people away

[40:04] because we didn't have 50 amp and they had to have it um so now we're all 50

[40:08] amp which is what most use and then 3020 for different Services

[40:13] there and you guys have almost got all the all the water lines are we're about

[40:17] halfway yeah we're about halfway to get frost free lines in um and then sewer we

[40:23] put a new pump station in so we good for a while on that sewer is good we do

[40:27] probably there looks to probably be some kind of tree roots in the sewer some

[40:31] yeah we're doing the lateral but yeah your station's new station's new and

[40:35] you'll see on the accomplishments um the parks and R department they completed uh

[40:39] 10 water leaks at Smith for Campground which is down from 2024 which is or down

[40:44] from 2023 when we did 14 so that is good we want them to go down we don't want

[40:49] them to keep 2017 you did 10 a week yeah just about um the water line is really

[40:54] old there just crumbling um and in years past they did quick fixes and just um

[40:59] capped it rather than going from the spet to the main and so Chase has really

[41:04] made that a priority ATT to each water lake they get even if it's a small one

[41:08] at the top they'll just go from the spet all the way to the main water line to

[41:12] prevent um all the Le that we were getting so and the pressure has

[41:16] increased as well yeah the pressure has well there's not holes in the line yeah

[41:21] you would actually barely on two dishes and it would just sometimes we did a

[41:25] whole new water line right when we did the pump station

[41:27] didn't we put in new they they did for didn't not the campground they went

[41:32] around the campground yeah the um but yeah no but we actually didn't get our

[41:36] first water leak until September so we opened in April D so we had 10 water

[41:41] leaks between September and October and 2 months so not sure what happened but

[41:47] something happened dried up dried up it is what did really didn't happen yeah um

[41:53] yeah so the campground um brings in about $270,000 in Revenue um that was

[42:00] about the same and then the I put this gu right around that time so that's

[42:04] probably pretty accurate how we ended the season so I know this is off subject

[42:08] for as a camper we would appreciate if we could open up I know it doesn't open

[42:12] to April 1st but like we go the first year there we take 15 campers down there

[42:17] because it's close to home if something breaks we have waterline breaks if we've

[42:20] forgotten something um and then we also do Easter there so it's hard for us to

[42:24] plan if we don't know we can all get in there so we be nice if we could bump it

[42:28] up just even a half a month well we talked about opening up in first of the

[42:32] year which I don't know if we I did talk to the campost about it and um I mean

[42:37] open kept going we kept going over like the cons and what was going on different

[42:41] things like that and so we just decided to keep it the same and then we'll look

[42:45] at it again this year a little earlier maybe open half of them

[42:50] available for first of the year for people that want to book things in

[42:53] advance we just didn't feel like we were we were going to be able to get out the

[42:56] word quick enough to everybody this year on but at least if we can go this year

[43:00] but K just heads up they Camp Coast can spread the word that we're open up

[43:03] January cuz um obviously holidays are the big big thing and that goes so quick

[43:08] those are what gets booked on April 1 is the holidays so we wanted to make sure

[43:12] we were fair and got it out to everybody well and you could be like lost and I

[43:16] they they box out you can't do those till a certain time yeah so you're not

[43:19] innovated all at once for everything and it crashed you guys turned on the system

[43:23] what two or three years ago you crashed well we need to look at doing what the

[43:27] county does too with the holiday weekends of requiring more day bookings

[43:31] five days at Clay County yeah Clay County we do we do minimum three night

[43:35] which is yeah but they're at five now and people will pay for five even if

[43:38] they use two or three and it's yeah they do yeah just yeah and and one thing too

[43:44] for those of you that don't know all the revenue we make at smth Fork Matt

[43:47] mentioned it's least yes s all the money we make there we have to spend there we

[43:53] can't make a bunch of money off the campground and then go spend it on

[43:56] Heritage Park the agreement with the lawsuit which we

[44:00] talked about last week and when the park was built and the dam was built the city

[44:07] originally had talked about that's their park they're going to whatever the city

[44:12] then had a lawsuit with the core we the city lost so we essentially have a

[44:17] balloon payment loan at for that land yeah so and Matt knows

[44:23] the numbers but it escalates pretty steeply in a couple years to where we're

[44:27] paying a six figure lease every year right now we're we at 40 46,0 24 and

[44:33] then we're paying 53,000 this year yeah and then it and it keeps creeping up so

[44:38] when you look at like the campground the shelter houses all the things that Smith

[44:41] Fork you're like oh we could have more shelter houses if you look at the

[44:44] numbers for rentals you look at the campground numbers if we added more we

[44:47] have to spend it there so it can't be used for anything else yeah so Ballfield

[44:52] rentals Matt's time staff's time the the electrical upgrades we did there it's

[44:59] because the money was made at that Park we have to spend it at that Park we

[45:02] can't take that money and use it for a revenue generator somewhere

[45:06] else so that number looks like oh yeah we made a lot of money but then you look

[45:10] at the 150,000 we just spent on pavement the money Chase spends on Frost freeze

[45:14] it adds up really really quick so you can see in the winter of

[45:18] 2020 and 2021 we uh 49 SS were upgraded to 50 amp uh and then that increase from

[45:24] 2020 21 occupancy rate increased by 9% % so those were money money well spent

[45:29] there and those improvements uh Lake remote Trail so this is part of Smiths

[45:33] Fork park it's a 3.95 mile of um no ice fishing there either improved for uh 40

[45:40] acre setting trails and three different trails with three different type

[45:43] Services we have agim um maintenance 10- foot cut and single track um you can go

[45:48] fishing there and then the Girl Scout area is back there very peaceful walk

[45:52] through there um actually Ben if he was here he's been doing some work out there

[45:57] he's been uh cutting down some Limbs and different things like that so he's been

[46:02] trying to do what he can back there do you have a trail counter out there is

[46:05] that how you're keeping track of people I do have a trail C I have a i' I've it

[46:10] was at uh Main Street and then I moved it over just I really wanted to see how

[46:13] many people were using it so yeah they're all over the Katy Trail so

[46:19] it's you know good to see do we have that I think this I'm not sure what

[46:24] cross country sometimes goes back to that probably that was probably that was

[46:27] probably uh one of the cross country days also the uh we also at Lake remote

[46:31] it's our second year doing it'll be third year this year but the archery

[46:34] club postes a 3D archery event out at Lake remote which is really cool to

[46:39] bring it back to its roots because um Lake remote was built by an archery club

[46:44] in the early 1990s so um they're the ones that added

[46:49] the shelter there and it was a for an archery range that um it's starting to

[46:54] come back to a trend in on the California side but um the archery club

[47:00] now does their 3D um High School meet back there so it's I think there's a 3D

[47:05] tournament also they have it's open to anybody so one of their fundraisers keep

[47:08] an eye out for it if you do shoot that they have a 3D open to anybody

[47:12] tournament yeah that's a cool partnership with the

[47:16] school and uh they're easy to work with just don't shoot those real

[47:20] deer Main Street Trail that's one of the sports are not supplied by Misha it's

[47:25] not a sport it's a it's not considered a sport so they don't get the funding we

[47:29] need to support if we can yeah uh Main Street Trail is 1.4 Mile Trail that

[47:33] connects downtown to Smithville to Smithville lake and Klay County parks of

[47:38] their 34 mile or 34 miles of Trails um it was a recreation Trail program Grant

[47:45] similar to what we got for the OK railroad Trail

[47:49] um it was also tied the funds were also tied into the 2018 bond for the

[47:54] streetcap phase one this is an 8 to 10t wide concrete trail with water fountains

[47:59] bike fixing stations bike racks and and benches um and only one air pump because

[48:05] someone stole the other one H weld those things in man yeah we

[48:11] were averaging about 30 visitors and that was just at the top where our shop

[48:16] is there's obviously a lot more that um only go to about Grace Church and turn

[48:20] around so um numbers are it's really well attended throughout the day like

[48:25] people are walking it in the morning when I get to work and they're walking

[48:27] it when I leave work so um that was a great addition to downtown and Grace is

[48:33] continually added to their shelter too it's been nice that they're they're

[48:36] putting money into that too to get people a place to stop and it's not

[48:39] we're not having to spend money on that so that extent across 169 we under under

[48:45] 169 so the river yeah so the River Walk is um it's being engineered right now Y

[48:52] and we're looking at 2026 for um hopefully by the completion by 2026 and

[48:58] that's with second Creek sidewalk so that gets us all the way to that gets us

[49:01] all the way to PL that'll gets you to downtown yeah it gets us so and if you

[49:05] look at the so we had a we did we had the board of Alman meeting two months

[49:09] ago now that we went over the plans it was in January it was our last it was

[49:13] our first January meeting first January meeting yeah so each um so it'll go

[49:18] second Creek up to like the subdivision AC it's on the North side and then it'll

[49:24] CR there'll be a crosswalk and then it'll tie in every sidewalk in um Cedar

[49:28] Lakes oh really so Cedar Lakes from the furthest sidewalk that you guys the the

[49:34] furthest entrance all the way will be connected to this Trail so is that going

[49:38] to be on the south side then of the Street then it be it'll be on the Cedar

[49:42] Lake Side once it gets to Cedar once it crosses over to Cedar Lakes so it'll be

[49:45] on the North side up to lman to that other subdivision then it'll cross yeah

[49:50] and then it'll catch you so yeah it'll connect Cedar Lakes what's the other one

[49:55] across the street and then yeah I for just getting to that point

[49:59] would be awesome expecting yeah one of the things too is um so we have to you

[50:04] know bolt onto the bridge um because it goes in front of those houses that are

[50:08] there to connect them and then um we're following if you look at it how it

[50:13] follows because the city owns the corner of 169 in Maine we on the North West

[50:19] Corner yeah and we're kind of following closer to the river because if you try

[50:24] to come up under the bridge and go straight it's really really steep but we

[50:27] are tying into the sidewalk on 169 theas Stone Creek Villas yeah and I

[50:34] would almost recommend if when they go to look into that they use the first

[50:37] utilize the first entrance if you're going to cross that first one

[50:40] and I think that's where it was yeah yeah that's what he's saying and then

[50:43] it'll be a sidewalk yeah then it'll continue up all the way to connect all

[50:47] of them1 and the tie-ins are going to be the same width as existing sidewalk so

[50:51] it won't look wonky anything similar to what we did yeah that was a mark funded

[50:55] Grant too and so that we end I think we ended up getting close to

[51:01] 90% on one of them yeah so that it's it's being engineered right

[51:07] now so I've seen the flags and stuff I just wasn't for sure and it is going

[51:12] next to the river you know so it our River a lot of it is flood way so if

[51:18] there is a time where they have to open the dam like they've had before the

[51:21] water gets up it could cover part of the trail but that's it has to like we have

[51:25] to do that just like with park it has to flood if there's a flood it's actually

[51:28] on our list to talk a little bit more about the Riverwalk Trail more detail um

[51:33] to kind of really just get that out to the public as well yeah because we want

[51:36] to know we want your guys' input on kind of

[51:38] like the grant is for the concrete we have to do some little bit of signage

[51:43] because the Watershed and there is a um the hawk signal like we have at by Grace

[51:49] yeah that's in the plan but other than that there's no amenities type of stuff

[51:54] along it because it is but sidewalk even we have to do 8 foot right for the grant

[51:59] M so even the second Creek sidewalk Park will be 8 foot the trail will be wider

[52:04] or but minimum we have to do8 foot even along second Creek and that's what we

[52:09] have going out this way is eight foot right 10 foot yeah it's 8 foot in front

[52:13] of a couple houses because they didn't want to do the full easement but once

[52:16] you get past the houses it's 10 foot 10 foot yeah 2026 is going to be a big year

[52:21] as Chase said he goes man I'm 26 is going to be crazy so wants to ride it

[52:25] side by side down the new Trail and clear snow I know I told him but yeah

[52:29] it'll open up that River for walking for fishing I mean it opens up a lot running

[52:35] you'll be able you'll be able to run a train for a marathon and stay on Trails

[52:38] because commercial is going into at the same time around the same time

[52:41] commercial is going in this year this summer this summer so yeah so you

[52:44] commercial to the school which will tie into Hills of Shannon and the new

[52:48] subdivision South Fairview Crossing y so you'll be able to run from Fair Crossing

[52:52] which their sidewalks already in or walk all the way down to downtown

[52:57] and then go east to west yeah that's exciting I think that will bring more

[53:01] appeal to the city than Smith forks I think it's because it's tying in your

[53:05] local neighborhoods yeah so I think it'll be appealing

[53:09] forun yeah finally not going to be on an island anymore

[53:13] yeah uh so then we got we got Wildflower Park um this is 6.23 Acres um off wild

[53:21] wild Drive in Haley's neck of the woods um it's close to Eagle Heights

[53:25] Elementary it's a small retention pond on the property um the guys actually

[53:30] Mark I'll say Mark has taken upon himself to really clean up that pond so

[53:35] if you've been out there the trees have come down it's a lot easier to to use

[53:39] there's some big fish in that pond yeah and so um we'll continue to look at

[53:43] possibly stocking that keeping that up and then um this is in phase three the

[53:49] master plan um kind of later on but we'll definitely get with that

[53:52] neighborhood and kind of go over what they want it to look like because um a

[53:57] lot of them attended the master plan uh when we were going over that to the

[54:01] public and there was a lot of ideas and there was some ideas that we had and we

[54:05] scrapped them and went and just built uh Diamond crust instead so um we'll

[54:11] definitely come back to that because it is a lot of kids in that neighborhood a

[54:15] lot of families so it'll be a really great Park um some news on that there's

[54:20] a development that's going there to the south side of Wildflower neighborhood um

[54:27] okay where they've done where they've kind of staged all that piping and stuff

[54:31] back there that'll be a new subdivision that's it's in Planning Commission right

[54:35] now it hasn't has it been approved by then it has been approved by then and so

[54:40] they'll they've got different phases phase one is to add kind of the front

[54:42] part and they're going to be adding a sidewalk in front of that neighborhood

[54:46] uh which will help us be able to get a sidewalk from there up to Eagle Heights

[54:50] on that road there um part of their park dedication is to get part of

[54:56] Wildfire right yep and they've uh added a track of land that they're donating

[55:01] and they're going to kind of clean up the area and so we'll add more land more

[55:05] acres to this park and so well maybe be able to add a second entrance um for

[55:09] parking in the future um but yeah some be really cool to have that some ideas

[55:15] coming through there G US Park or concrete they're going to have to donate

[55:19] acreage to us so they're doing they're doing they're doing both they're doing

[55:22] sidewalk and acreage so the park dedication is about 700 bucks a door

[55:27] right is where we're at now so if it's apartment we did it per door apartment

[55:32] complexes whatever so they're 200 I think houses two 200 something so it's a

[55:38] substantial amount and they'll be on site doing the work anyway so for them

[55:40] to put the concrete in it's easier where's the sidewalk going right yeah

[55:46] right Eagle Parkway yeah it'll be on their side eagle Parkway just be a

[55:50] sidewalk with their land they the goal is west or the goal is to connect on the

[55:54] west to connect uh the trails crosswalk we did to Bainbridge which is that next

[56:02] intersection right by Rollins and then like you're going golf course that road

[56:08] yeah hopefully we can get the county to help with from Bainbridge to 180th

[56:14] because they were talked about going like connecting 188th to 180th across

[56:18] the golf course or somehow in that area but if they go along that rway it makes

[56:22] more sense so that people can walk out of the park up and then yeah we did

[56:25] apply for a grant for that um sidewalk that would go from 180th all the way up

[56:30] to Eagle com I was trying to get on there neighborhood people to comment it

[56:34] didn't score very well for some if you look at 180th to Bainbridge though like

[56:38] there are some ditches in there that are pretty bad so we want to to get culverts

[56:42] in those and get a trail on those would be very helpful to those Property Owners

[56:45] yeah so it's on it's on the list and it' be it'd be great to connect those areas

[56:50] uh we have Humphrey Nancy Smith Park that that was something um that's that

[56:54] picture there um right here that's where this is uh First Street here so it's

[57:01] it's this area here and also this little corner here but in

[57:06] 2026 again they're going to be doing or is it 27 she said 27 27 to7 they're

[57:12] putting a roundabout here um that will take away some of this road so this will

[57:17] all it'll take that whole road goes away it'll take away this road and this

[57:20] Second Street will connect all the way through here and so this will all become

[57:24] one big Gra area so yeah we could do something there

[57:31] in yeah oh it gets you out a lot faster at roundabout yeah it takes as long as

[57:37] the bridge is taking 180 Day projects we're not touching the bridge well I

[57:42] know that bridge right here is already it's not we're not doing anything to the

[57:45] bridge I know happening right now good thing we found out in the last meeting

[57:49] is that crates gone that big hole gone yeah so this will be all be one big

[57:54] green space and it'll allow us an opportunity to do something with that

[57:57] Park so there's a obviously assistant living over here so there could be we

[58:02] can get creative and do something so that road up top where that just connect

[58:07] straight across then y yep straight across Second Street goes by this the

[58:10] cemetery yep y okay so just connect it yeah so they don't that that

[58:15] intersection is super wonky to get in and out it so that bridge where that

[58:19] Road's going north now we could have that utilize that whole Space because

[58:22] there won't be that road there we have all that available to do another

[58:25] playground Poss

[58:28] yeah if we can get the water yeah yeah this area does flood but when they redo

[58:34] the roundabout um they're going to fix that so also the road might go through

[58:39] into like where left Pote is too because the property owner to the right there

[58:43] where mat got the thing they're planning on bringing the parking lot to the road

[58:47] so yeah bringing something through there eventually we got wildf we got humre and

[58:51] then some other sites that we maintain are City Hall Senior Center and the old

[58:57] schoolhouse if you know you guys know the old

[59:00] schoolhouse got a new roof yeah we manage we don't we don't manage the

[59:06] schoolhouse but we manage the land that it's on so it's we mow it to say at

[59:10] least take care of the trees so you don't you own the land but don't own the

[59:13] schoolhouse itself correct correct does the Historic Society is responsible for

[59:19] the school house yeah there wasn't even in Clay County uh

[59:25] Smith Senior Center so it's fully funded by Klay County Senior Services it was

[59:30] remodeled back in 2012 and opened up in 2013 for the senior centers it was just

[59:35] kind of a brick and mor building then we added the um you mean a Morton Building

[59:40] Morton Building sorry Morton Building um that's where development used to be

[59:43] located at but then turn into a senior center um large common room with chairs

[59:49] and tables for 50 guests large residential kitchen uh we host senior

[59:53] lunches senior Fitness classes now Monday through Friday and then we open

[59:57] it up for reservations Monday through Sunday after uh 4:00 during the week and

[1:00:01] then all day on Sunday and Saturday you guys took the cabinet shop I don't

[1:00:06] remember that and I lived here at the time you guys took the cabinet shop

[1:00:08] completely down and built it over no they uh there was that um Morton

[1:00:15] Building here and then they put stuck Co around it basically and then redid the

[1:00:18] inside so yeah very creative yeah stuck o brick stuck o

[1:00:24] brick they got by c not too long ago and it's got replaced we did get that

[1:00:28] replaced it looks fine Bo and yeah it's great the can we get sometime

[1:00:36] before the next meeting get like the like 10e trend on reservations since

[1:00:40] we've changed policy and all that stuff for the uh I could probably give you

[1:00:43] Revenue I can't give you probably guess because we started keeping care of that

[1:00:46] but you Revenue yeah yeah that well or total number of reservations or whatever

[1:00:50] you yeah we could probably do that I think I I cuz I saw him line dancing in

[1:00:55] there last night I think yeah they do Tuesday nights okay or yeah you would

[1:01:03] the board meeting yeah that's what it was I went out front yeah uh special

[1:01:07] events uh we host an uh many special events in our Downtown Courtyard or we

[1:01:13] host a numerous of special events every year our Downtown Courtyard is perfect

[1:01:16] destination for festivals vender fairs concerts as well as we offer uh spacious

[1:01:21] Smith Fork park Green Space for outdoor concerts and special events so um

[1:01:25] obviously you can see these numbers we're a little behind but we go to 25

[1:01:28] vents in 2023 and then around 3,000 people for haunted Campground or

[1:01:35] so uh facility management as you can see as we talked about in our staff report

[1:01:40] 2024 is the first year we really dived into um facility rentals we have 13

[1:01:45] sites across nine Parks um cost range around 15 to 50 or50

[1:01:51] $50 um those open up on January 1 for the full calendar year you get updated

[1:01:56] picture of the shelter yeah definitely looks nice now we got different beams

[1:02:00] here they took down the roof um the guys did a really good job at that getting

[1:02:04] those upgraded Youth and adult sports um we

[1:02:11] have little kickers all the way down through here as you guys saw um some of

[1:02:16] the new things we added were the senior Fitness classes we expanded those um

[1:02:20] pickle ball adult basketball did you go on Tuesday

[1:02:26] what where's it at and where do you guys have it at Grace it was

[1:02:32] ated I'm assuming website it's different every time okay just wherever we can get

[1:02:37] availability there's one more in February I think call your own

[1:02:42] foul uh I mean honestly I think I mean there was times where last year there

[1:02:48] was there's 20 people there but it's just consistency it was also

[1:02:54] freezing this week think if you had consistency would be yeah my son-in-law

[1:03:00] drives up to go to do it why can't he do it

[1:03:02] here yeah you talking about pickle ball basketball okay Mosby used to do a group

[1:03:10] he used to do adult they used to go over to the prison and play the prisoners

[1:03:14] there used to be adult league out of here that was like that so get a hold of

[1:03:18] Mosby and them and you could probably get more engagement yeah yeah it's

[1:03:22] sporic for sure CU we just the availability School gives us is not

[1:03:28] consistent but is I thought Eagle was pretty wide open though they don't ask

[1:03:32] Eagle too much oh okay yeah we had to beg for little hoopsters to get Eagle

[1:04:01] Tuesday and we got little hoopster basketball clinic that was started so

[1:04:04] this is our second year doing that um well attended where's

[1:04:10] tennis that was that's pickle ball there I know where's our tennis

[1:04:15] classes we did tennis classes before back when Mike worked

[1:04:20] to uh we got Youth and adult programs as you can kind of go back to the staff

[1:04:24] report look at all these but um big changes over the last couple years since

[1:04:28] Alex has been here on

[1:04:32] that Park maintenance three full-time maintenance uh hired part-time and peak

[1:04:37] season maintain nine Parks including Smiths for Campground over 300 acres of

[1:04:41] Parkland all the facilities um one of the big things that

[1:04:46] the park maint has strive to do is to uh meet the expectations to have uh zero

[1:04:51] rest restroom reported concerns um this is now year four when we did put this

[1:04:56] together that we didn't have any restroom reporter concerns again so um

[1:05:00] and there's a picture of the shelters yep them upd the shelter so just so you

[1:05:04] guys know six years ago I got a call probably every week on

[1:05:10] restrooms yeah we did this is like no even comments about him I actually I

[1:05:16] actually got told I was at Snack Daddy a couple I told you this I think a couple

[1:05:21] months ago somebody said who cleans your bathrooms and I'm like why because you

[1:05:26] never know it's going to come out like those are the cleanest Parks bathrooms

[1:05:28] I've ever seen in my life like oh great that's what they do so so yeah we yeah

[1:05:34] kudos to the guys they've seen some bad stuff in there so yeah that's the thing

[1:05:37] too is they're consistently there before anybody's there yeah so if there is

[1:05:41] something they can shut it down but they show up within a matter of what we

[1:05:45] called you up for lak Fest within 15 minutes yeah yeah and that's usually if

[1:05:49] somebody Sunday morning that that person came in so yeah yeah yeah it's it's been

[1:05:53] it's been amaz like seven years ago it was pulling teeth to get them to

[1:06:00] even like put a checklist on the door that they looked at the bathroom I think

[1:06:04] we actually had somebody quit over that and now it's just just Clockwork every

[1:06:08] day I see a truck down there and every night there's a truck down like the guys

[1:06:12] are there they're taking care of it good to them yeah great great job and then uh

[1:06:18] let's see here the top of water laks y us the so we got the back and then the

[1:06:24] truck and those are big equipment pieces for us

[1:06:28] there digging up the campground water leaks is your water trailer on there is

[1:06:33] not on there it's not one that picture I mean is it in your presentation no it's

[1:06:36] not no I did it when we did this I did a tour okay we did a tour out the shop so

[1:06:41] we got to show them that and it took his presentation took our whole night so I

[1:06:45] mean yeah yeah Water trailer is awesome they use that a lot too yeah uh so

[1:06:50] what's coming up in Smithville we have the US Sports in Ridge Park update okay

[1:07:02] the um OK row Trail probably know is Diamond Crest park so really awesome

[1:07:06] Trail around this time of year with the shade and just the views of the trees

[1:07:10] how it kind of arches over so Goos for recommending it for pictures because my

[1:07:14] girlfriend took the friends out there did she do it yeah especially in the

[1:07:17] snow the snow time out there is is pretty cool yeah I know Kyle is just

[1:07:22] complaining about the bridge a little bit but I'm I'm sure that it's saving

[1:07:25] him from going near the bump out so he can just go 169 cross he's good this is

[1:07:30] obviously the River Walk that I want to put in like we have this um on our

[1:07:34] future agenda to talk about this into more details but um as you can see we

[1:07:39] have it here's 169 there's that road that'll be kind of up it'll go around

[1:07:43] then back under along the way and into Heritage Park and um these are kind of

[1:07:49] the some of the minis we'll need to talk about of what this looks like and once

[1:07:52] the trails actually in there yeah and one of the things it's not going to be

[1:07:55] on this map because it's newer as part of the development across the street

[1:08:00] they their park dedication part of their park dedication is they're building a

[1:08:03] gravel parking lot just north of 13 so yeah this apartment complex that's going

[1:08:08] across the street from City Hall yeah that it'll be they're Paving that one

[1:08:12] and they're building a secondary gravel lot in it'll go kind of like down into

[1:08:16] this area almost and they've already put a lot of the gravel and stuff or fill

[1:08:21] dirt in there already that's where Funeral Home north of the funeral home

[1:08:26] thought they doing simp this lot they're doing do that as well too so they have

[1:08:29] to improve this slot they're redoing the lot around United fiber and then next to

[1:08:34] the funeral home is going to be a paved striped lot but then right below that if

[1:08:39] you like if you drive to the back of that lot you can see there's kind of

[1:08:41] road that goes to the apartments okay they're doing a gravel lot there that's

[1:08:44] like eight eight or 10 spots and they already put fi dirt in

[1:08:48] there because they took the dirt out of the hospital site for someone that wants

[1:08:51] to come walk the trolls they can just come there and park at right and they

[1:08:53] can get to it from bridge or from church yeah so we'll have a we'll be parking

[1:08:57] you'll be able to park here down here and then also at the Overflow lot here

[1:09:01] as well and get to the trail Heritage is when they're going to connect to cross

[1:09:05] to the other rest of the part of the right now it's just going to stop right

[1:09:08] here at the Overflow parking lot here because then you have the walkway here

[1:09:12] and that'll bring you into Heritage R Trail Heritage already has a trail

[1:09:15] around it in Cross I was talking about Crossman I forgot right there at where

[1:09:19] Le rickz would be right there at the stop sign that's where they connect to

[1:09:22] the trail to go out to the lake if they were coming from P's house yeah right

[1:09:25] here yeah oh over here is what you're talking about yeah so yeah yeah and if

[1:09:29] you look at the grading there if somebody asked why we weren't coming

[1:09:32] just like straight South after we go under the bridge that part is like super

[1:09:36] steep so if we go further to the west and then kind of come back south it it's

[1:09:42] more ADA Compliant and less of a gr less dirt work yeah it might feel more natur

[1:09:48] than walking right on side right we want to keep you closer to the river and the

[1:09:53] creek and that's the presentation it was a very nice presentation we learned a

[1:09:58] lot I mean it kept all of us very intrigued but sewer is your favorite

[1:10:03] actually I learned a lot out I had to say it was not my favorite to attend but

[1:10:07] it was like my favorite to know learn things like there was so much I would

[1:10:10] have never known had I take that course I recommend it to anybody that's in this

[1:10:14] room I highly recommend applying and getting into it because I did learn a

[1:10:17] lot but sewer is where I learned the most I was just shocked on some of the

[1:10:22] things um just some quick facts here so this was kind of for the um Citizens

[1:10:29] Academy but it's always a good reminder that the city of smithf only handles all

[1:10:33] parks with ins side city lmit so we don't do anything around Smithville lake

[1:10:37] or their Parks um Smithville Park is owned by the arm core of engineers um we

[1:10:43] managed Trails here and then when I send you this presentation you guys will be

[1:10:46] able to click on this and see um I put the Carney plans here cuz it's a good

[1:10:51] reference of what uh cost were and so they have some really good facts here of

[1:10:57] what they just went through it'd be very similar to what if we ever wanted to do

[1:11:00] something it'd be very similar to that right and if you go back to slide number

[1:11:03] one huh didn't they con vote part of that down5 yeah it was a big and

[1:11:08] Liberties failed at 75% in the same ballot and that was to improve their

[1:11:13] existing Community Center and add some sports courts further down but the the

[1:11:19] Carney and Liberty actually just put it Liberty has a ballot initiative and

[1:11:23] Carney has a ballot initiative um Matt said our sales tax we originally

[1:11:27] thought it was going to be 400,000 for half cent and we're getting 700 any

[1:11:32] guess is what Liberty gets on a 1% sales tax

[1:11:36] estimate 7.5 Carney Carney is also if you look at

[1:11:42] this um sales tax Carney this was to do a increase to property tax and a sales

[1:11:48] tax and to use existing CID funds from their price driver CID because that's

[1:11:53] what part of that was for and they were still going to have to get all this to

[1:11:56] fall in line to be able to do it we we don't have enough property to cuz they

[1:11:59] have a lot more commercial s property tax we don't have enough to even get

[1:12:03] close to the bond they're looking at yeah so this is this they did some

[1:12:07] really good math and I think it's as as far as the property tax stuff goes I

[1:12:11] think it really goes in it shows you how much like if just a percentage of the

[1:12:15] property tax what would do to it's just it's not it's not a lot per person but

[1:12:20] it does generate they generate a lot more sales tax because they are on a big

[1:12:24] highway now they have two Highway off ramps they're going to have a lot of

[1:12:26] development but also the other thing that people don't realize is the land

[1:12:32] that they were going to use was donated well bought with a lot of donated money

[1:12:37] yeah and we don't have their land is that there was donated is right in a

[1:12:42] great spot that already has utilities um and I think Shauna learned

[1:12:46] a lot of this with the sewer water master plan there's a lot of places in

[1:12:49] Smithville that do not have utilities um that the housing we're

[1:12:54] talking about uh 188 in Eagle Parkway um that's all in sepic still there's no

[1:12:59] sewers over there there's no there's a water line there's um a lot of land that

[1:13:06] doesn't have sewer even on it let alone that anybody's going to give us for

[1:13:12] free and then you got to operate it yeah it's always good like the city is not

[1:13:15] against a community center in the future it's just having sure we have the right

[1:13:19] funds and that getting when Smith is growing when I learned in this class

[1:13:23] smithl is just a long skinny r what we're growing is outside of the CI

[1:13:27] limits so you're not going to get those taxes well and the thing the reason we

[1:13:32] talked about doing distributed Recreation like having stuff at Eagle

[1:13:36] Heights and Grace Church and all these different places throughout the

[1:13:39] community is no matter where we put a community center it's going to be the

[1:13:42] wrong place because I live if you put it in the dead center everybody's five

[1:13:46] miles except people downtown if you put it on South End people are 10 15 miles

[1:13:51] and you know the places that make sense like by Price Chopper that's Solid Rock

[1:13:55] they took a lot of blowing stuff up to get sewer in there like it's and it's

[1:13:59] not free land it's yeah I'll send this email to you and as I said throughout

[1:14:03] this presentation there's links um where you can you can really like click on and

[1:14:10] and get some more information it'll take you to different sites so I I recommend

[1:14:14] doing that it'll take you a lot of these will take you to like Google Maps to

[1:14:17] show you where it is so like you don't know where emo Ridge is was that first
