[0:57]
Lisa, give me thumbs up when you're
[0:59]
ready.
[1:02]
Okay.
[1:31]
» with my family
[1:46]
» Uh, what?
[1:55]
It depends on
[1:56]
A decision on what?
[1:58]
>> It's all
[1:59]
>> Golf carts? Oh, yeah.
[2:11]
Wait a sec.
[2:13]
He says
[2:15]
we're too unique. South Weber's too
[2:17]
unique.
[3:10]
Okay, we'd like to welcome everyone to
[3:11]
our South Weber City Council meeting.
[3:15]
We're just a few minutes late. We
[3:16]
apologize. We just came from our work
[3:18]
session.
[3:19]
Uh today is Tuesday, June the 9th, 2026.
[3:24]
Uh we'll begin
[3:25]
this evening with a pledge of allegiance
[3:27]
from Councilman Windsor and then Council
[3:30]
member Petty will give us a prayer.
[3:32]
>> Please rise.
[3:36]
» I pledge allegiance to the flag of the
[3:39]
United States of America and to the
[3:42]
republic for which it stands, one nation
[3:45]
under God, indivisible, with liberty and
[3:48]
justice for all.
[3:58]
» Father in heaven, we come before thee
[3:59]
with gratitude for the many blessings
[4:01]
that thou has given us and for the
[4:02]
opportunity we have to meet together and
[4:04]
make decisions on behalf of our
[4:06]
beautiful community that we share. We
[4:08]
ask that thou will help us to have an
[4:10]
open heart and open minds and be able to
[4:12]
discuss the needs of our residents.
[4:14]
We're so grateful for our fire and our
[4:16]
sheriffs and our police and
[4:19]
military and bless them and
[4:21]
ask a blessing upon their families as
[4:22]
they serve us and help us that we may
[4:24]
have a good day this day and we love
[4:26]
thee and say these things in the name of
[4:27]
Jesus Christ. Amen.
[4:29]
>> Amen.
[4:32]
Thank you. We appreciate that pledge and
[4:34]
that prayer.
[4:35]
I will begin with public comments. If
[4:37]
you've got a comment, we'd ask you to
[4:39]
come to the microphone and state your
[4:41]
name and city in which you reside.
[4:44]
You'll be allowed 3 minutes or less to
[4:46]
speak.
[4:47]
Please be respectful and direct your
[4:49]
comments to the entire council.
[4:56]
» Paul Sturm, South Weber City.
[4:58]
Uh my comment has to do with the open
[5:01]
house that we had for the public works
[5:03]
facility.
[5:04]
It was from 4:00 to 6:00 on a Wednesday
[5:06]
night on a Wednesday
[5:08]
and
[5:09]
everybody in this city pays taxes that's
[5:11]
going to help pay for that.
[5:14]
I believe that that should have been
[5:15]
arranged for like a Saturday
[5:18]
so that more people within the city
[5:20]
could attend it.
[5:22]
Thank you.
[5:25]
» Thank you, Paul.
[5:29]
Any other comments?
[5:33]
Okay, we'll move along. We have a
[5:34]
presentation, a special presentation
[5:37]
that we'd like to make tonight.
[5:40]
Uh Brian Weisman, we'd like for you to
[5:42]
come up to that microphone right there.
[5:46]
This is totally awesome.
[5:48]
Brian has been with South Weber City for
[5:51]
30 years.
[5:54]
Uh
[6:02]
Just highlight a couple of things here
[6:04]
with for Brian. Brian is the type of
[6:06]
employee who arrives early, stays late,
[6:08]
and takes personal ownership of his
[6:11]
responsibility.
[6:13]
One of Brian's greatest strength is his
[6:14]
ability to work with the public.
[6:17]
How true that is. He does not seek
[6:20]
recognition or special attention. He
[6:22]
simply does what is needed to be done
[6:25]
when needs to be done.
[6:28]
And he does it in an exceptional way.
[6:31]
Brian's work ethic, professionalism, and
[6:33]
dedication sets the standard for others
[6:36]
to follow.
[6:37]
South Weber has greatly benefited from
[6:40]
Brian's decades of service.
[6:42]
And we are very fortunate to have him on
[6:44]
our team.
[6:47]
And we do, Brian. It's great. Thank you
[6:49]
so much for all that you've done for
[6:51]
South Weber City.
[6:53]
You've been an excellent employee
[6:56]
and benefited
[6:58]
The city has benefited greatly from your
[7:01]
employment here and I think Dave would
[7:03]
like to make a few comments. So, we'll
[7:05]
Go ahead.
[7:06]
>> I may not be the only one. Um
[7:08]
but uh
[7:11]
the city's years of service kind of
[7:14]
recognition and program um hasn't been
[7:17]
around a long time, but uh one of the
[7:19]
things that we like doing when an
[7:20]
employee hits the mile markers of uh 10,
[7:23]
20, 30, if we ever hit a 40, um is to
[7:27]
come and and bring them to the city
[7:28]
council and and have this public moment,
[7:31]
which I think is really uh special and I
[7:33]
hope that uh it comes across that way.
[7:35]
But, I wanted to take a moment um to
[7:37]
identify just a couple of things. Uh in
[7:40]
1996
[7:43]
when Brian started working for South
[7:45]
Weber City, the number one movie was
[7:47]
Independence Day.
[7:49]
Other movies that came out that year,
[7:51]
Mission Impossible, the first one.
[7:54]
Scream, the first one. There are now
[7:57]
seven of those. Happy Gilmore and Space
[8:00]
Jam.
[8:00]
The dance craze song of the year,
[8:03]
Macarena.
[8:05]
Came out in 1996 when Brian started
[8:08]
working here. It took It was a 14 weeks
[8:10]
at number one on the Billboard charts.
[8:12]
Uh, Princess Diana was still alive.
[8:15]
Hong Kong was still ruled by, uh, Great
[8:17]
Britain.
[8:19]
Uh, it's now under Chinese control
[8:20]
again. The Utah population was about 2
[8:23]
million. We're now about 3.5.
[8:26]
And, uh, South Weber's population was
[8:28]
about 3,500. We're now over, uh, 8,200.
[8:32]
When he started, there were four
[8:35]
full-time employees in public works. It
[8:37]
fluctuated between three and five over
[8:40]
those first few years, he told me. Um,
[8:43]
>> [clears throat]
[8:44]
>> now we have 10 full-time employees in
[8:46]
public works, for comparison. Things
[8:48]
that did not exist when Brian started
[8:51]
working for South Weber City.
[8:53]
Um, our water employee, Adam Jordan.
[9:00]
Google, Netflix, Wi-Fi, Facebook, the
[9:03]
iPhone, Blu-ray discs were not a thing.
[9:06]
DVDs actually just barely came out that
[9:09]
year.
[9:10]
Um,
[9:11]
fiber, of course, internet, 5G,
[9:14]
streaming, those things did not exist.
[9:16]
UTA's tracks did not exist that year.
[9:20]
And the International Space Station did
[9:22]
not exist. Uh, Europe's current
[9:24]
currency, the euro, did not exist. Harry
[9:27]
Potter was not a thing. Of course, Real
[9:30]
Salt Lake and, uh, the Utah Jazz Western
[9:33]
Conference Finals championships were not
[9:35]
a thing when he started.
[9:38]
Adams Avenue Toll Road did not exist.
[9:42]
And of course Canyons Meadow, any of it.
[9:45]
The park, the subdivision, all of it did
[9:47]
not exist at that time. The fire
[9:48]
station, the family activity center, the
[9:51]
central water tank,
[9:53]
none of which was here.
[9:55]
In those 30 years that Brian has
[9:57]
dedicated his work life to South Weber
[9:59]
City, I realize that I have worked for
[10:02]
eight different organizations and Lance
[10:04]
11.
[10:06]
>> [clears throat]
[10:06]
>> We had to make sure that that was
[10:08]
average. We looked it up. It's not a bad
[10:09]
thing that we had those numbers, but
[10:12]
very loyal in that time. But more
[10:13]
importantly, in those 30 years Brian
[10:16]
worked hard every single day to make
[10:18]
South Weber a better place and I think
[10:20]
he's accomplished that. He's held every
[10:23]
single position that public works
[10:24]
department has had over those 30 years
[10:27]
and and he's touched parks and streets
[10:30]
and water and everything in between.
[10:34]
So, the difference that Brian has made
[10:36]
is significant and and I'm happy to to
[10:39]
say on behalf of all of us, thank you,
[10:41]
Brian. You're truly amazing.
[10:42]
>> Thank you.
[11:00]
Funny cuz we didn't even have cell
[11:02]
phones when I started either.
[11:04]
I remember we had we had pagers.
[11:07]
If we were out of town, we had to call.
[11:09]
We had to go find a phone and call to
[11:12]
see what the emergency was.
[11:15]
Kind of funny to think back to how long
[11:17]
ago that was.
[11:18]
>> And all the things that
[11:19]
>> really old.
[11:20]
>> Yeah, Deer Run wasn't Deer Run wasn't a
[11:22]
thing yet either, like the newer part of
[11:24]
it.
[11:24]
>> Were you guys married?
[11:26]
We got married right
[11:29]
after August after he started.
[11:33]
>> It's easy to remember how long you've
[11:34]
been married. How long have you
[11:36]
When people ask me it's 30 years.
[11:39]
>> Shaylee has a little something to
[11:41]
present.
[11:42]
>> We thought what better way to celebrate
[11:45]
30 long years with a pecan bars.
[11:49]
Looking answers.
[11:56]
» Thank you.
[11:57]
>> It has two sides.
[12:03]
» [laughter]
[12:06]
» Thank you, everybody.
[12:07]
>> Thank you, Brian.
[12:08]
>> I really appreciated working here all
[12:10]
these years.
[12:11]
I had a few years ago somebody asked me
[12:13]
I accidentally hit join one of the
[12:14]
groups that was the Facebook groups. I
[12:17]
didn't mean to and they said, "Well, do
[12:18]
you live here?" I said, "Well,
[12:19]
technically, yeah."
[12:21]
>> [laughter]
[12:23]
>> And they still denied me.
[12:26]
I just said so I get on here to see if
[12:27]
there's anything we can do for the
[12:29]
citizens.
[12:30]
Cuz we'd see things on there.
[12:32]
So, that's why I was on there, but it
[12:33]
was just kind of funny when they said
[12:34]
that. And I started thinking about it
[12:35]
more so I was like, "I truly am here
[12:36]
more
[12:37]
than I am at home." So.
[12:39]
>> You are. Anyway, I appreciate it.
[12:41]
>> Yeah.
[12:42]
>> We'll look forward to 50.
[12:45]
» [laughter]
[12:47]
» Yeah, 50 years. No.
[12:50]
I got too many things I want to go do.
[12:52]
>> [laughter]
[12:53]
>> Thank you.
[12:53]
Brian.
[12:54]
>> Thanks, Brian.
[12:58]
» Okay, next item is our consent agenda
[13:00]
and we need to approve uh May 12th, 2026
[13:03]
minutes, May 26, 2026 minutes,
[13:07]
May's checks, April's budget to actual.
[13:10]
Are there any discussion, changes, or
[13:13]
corrections that need to be made? If
[13:14]
not, we'll look for a motion to approve
[13:16]
this consent agenda.
[13:18]
>> I actually do have one. Um
[13:20]
uh number nine, resolution 2614, intent
[13:24]
to increase property tax revenue, and
[13:25]
set public hearing for August 11th.
[13:28]
Um
[13:30]
on that
[13:31]
um I
[13:33]
seconded
[13:35]
uh that motion, but the motion was
[13:38]
um
[13:39]
to set the public hearing for August
[13:41]
11th. Um not necessarily for
[13:45]
the intent to increase the property tax.
[13:48]
Um so, I know we're just going off of
[13:51]
the the name that was on the agenda.
[13:55]
Um but
[14:00]
Um resolution 2614 page
[14:04]
uh
[14:05]
5A page four of six, 12 minutes.
[14:09]
Page 39.
[14:12]
And it's just in the blue it says
[14:13]
Councilman Windsor moved to approve
[14:15]
resolution intent to increase property
[14:18]
tax revenue
[14:20]
and set a public hearing for August
[14:22]
11th.
[14:23]
Uh Councilman Davis seconded the motion.
[14:26]
Um and I voted in agreement for it.
[14:30]
Um I don't know because I thought that
[14:34]
the
[14:35]
that what we were doing was setting a
[14:38]
um meeting to have the public or setting
[14:42]
requiring the public hearing
[14:44]
for it. So, I don't know if there is
[14:46]
something that can be changed on it, but
[14:49]
>> I don't know if there's not.
[14:51]
>> think that there's I don't know that
[14:51]
there's anything you can change. The
[14:53]
This is I get where you're coming from,
[14:56]
Councilmember Dills, because
[14:58]
you don't want
[15:00]
the tax increase isn't certain yet,
[15:02]
right? You're holding the hearing. It
[15:03]
hasn't been decided.
[15:05]
The the truth in taxation procedures
[15:09]
changed and have been updated in the
[15:10]
state.
[15:11]
>> Yeah.
[15:11]
>> And there's very specific language now
[15:13]
that you have to use.
[15:15]
And that
[15:17]
motion and the way that you approved it
[15:20]
was
[15:21]
applying the statutory language.
[15:23]
>> Okay.
[15:24]
>> And so, I think you I think for
[15:26]
statutory adherence, we have to keep
[15:28]
that language there.
[15:30]
But, I I think it would be okay to
[15:32]
reflect in the minutes of the meeting
[15:34]
that your vote was intended to set the
[15:37]
hearing and then to
[15:39]
hold that hearing, not to make the final
[15:41]
decision. And I think that can be in the the meeting
[15:45]
minutes today and then reflected there.
[15:47]
And then after you hold the hearing, at
[15:48]
some point you'll vote on
[15:50]
>> Yeah.
[15:51]
>> whether to move forward with the tax
[15:52]
increase. But, right now you just want
[15:53]
people to be heard.
[15:55]
>> Okay. Perfect. Thank you.
[16:00]
» Anything else?
[16:02]
We'll look for a motion then.
[16:07]
» Mayor, I move to approve the consent
[16:08]
agenda.
[16:10]
>> Second.
[16:12]
>> I'll invite Councilman Yellsitz.
[16:14]
>> Yep.
[16:15]
All in favor, say I.
[16:17]
>> I.
[16:18]
appreciate that. Next item, Resolution
[16:21]
26-20,
[16:23]
intended certified property tax rate.
[16:27]
Any discussion on this resolution?
[16:31]
>> So, what is it that we are voting yes or
[16:34]
no on
[16:35]
exactly?
[16:38]
Just the rate that's going to be
[16:39]
discussed at that meeting?
[16:41]
>> The intended rate that will be published
[16:45]
moving forward to then hold the truth in
[16:49]
taxation hearing in August. We are we
[16:52]
are essentially declaring to the county
[16:55]
our intent to hold the rate
[16:57]
um that we then want to go through the
[16:59]
public process of hearing the
[17:01]
community's thoughts on that idea. And
[17:03]
so, we're we're setting that intended
[17:05]
rate
[17:06]
um at the 14.34.
[17:10]
The exact percent difference from the
[17:13]
certified tax rate is yet to be
[17:15]
determined. They've given us a
[17:16]
preliminary number, but their final
[17:18]
number will come next week. And so, um
[17:21]
we don't know what our published percent
[17:24]
increase will be off of that, uh but
[17:27]
based on the preliminary number, it's
[17:28]
less than 2%.
[17:33]
» Okay, thank you, Dave.
[17:35]
>> Mayor, I move to approve resolution
[17:37]
26-20 intended property tax rate of
[17:40]
0.001434.
[17:44]
» Seconded.
[17:46]
>> Okay, we have a motion seconded by
[17:48]
Councilman
[17:49]
Davis. What's that? Yes.
[17:52]
The roll call vote starting with
[17:54]
Councilman Windsor.
[17:55]
>> Aye.
[18:00]
» Hey, motion carries. Thank you.
[18:03]
Next, we need to move into our board
[18:05]
meetings
[18:07]
for the AD or RDA and LBA.
[18:10]
So, we'll look for a motion to suspend
[18:12]
council and move into board meetings.
[18:17]
» So moved.
[18:18]
>> Second.
[18:20]
>> All in favor say aye.
[18:21]
>> Aye.
[18:25]
» Hey,
[18:26]
I hear an aye.
[18:28]
Now in our RDA board meeting,
[18:31]
uh we need to approve a consent agenda
[18:34]
consisting of May 12th, 2026 minutes
[18:37]
and May 26th, 2026 minutes.
[18:44]
Any changes or are we good with
[18:46]
the minutes? If so, we'll look for a
[18:48]
motion.
[18:53]
» Mayor, I move to approve the consent
[18:54]
agenda.
[18:56]
Or
[18:57]
chairman, I should say. Sorry.
[18:59]
>> Okay. That's good.
[19:00]
>> Seconded.
[19:03]
All in favor say aye.
[19:06]
>> Aye.
[19:07]
>> Jeremy Jensen.
[19:08]
>> Board member Davis.
[19:12]
RDA resolution 26-02
[19:15]
adopting Old Fort Community Reinvestment
[19:18]
Area
[19:19]
fiscal year 2027 budget. Any discussion
[19:23]
on this
[19:26]
item?
[19:28]
If not, then we'll look for a motion to
[19:31]
approve this resolution.
[19:35]
» Do we have the budget in the packet?
[19:38]
>> Yes.
[19:40]
>> Can you tell me what page?
[19:42]
>> You have to go to the RDA packet.
[19:43]
>> Oh, that's why. Okay.
[19:45]
I'll go to that.
[19:46]
Thank you.
[19:54]
» Is there anything you want to talk about
[19:55]
before we take a motion?
[19:56]
>> No.
[19:57]
Same coming.
[20:00]
» May uh
[20:02]
chairman,
[20:04]
I move to approve resolutions 26-02 as
[20:07]
written.
[20:09]
>> Second it.
[20:11]
>> Okay, we have a motion and a second.
[20:12]
We'll do a roll call vote starting with
[20:14]
board member Halverson.
[20:16]
>> I.
[20:21]
>> Okay, motion carries. We'll ask for a
[20:24]
motion to adjourn the RDA and convey in
[20:27]
the local building authority board
[20:28]
meeting.
[20:29]
>> So moved.
[20:31]
>> Second it.
[20:33]
>> All in favor say I.
[20:34]
>> I.
[20:36]
>> Davis.
[20:40]
>> Can't hear you.
[20:40]
>> Jumping on the spot.
[20:43]
Okay, we're in our local building
[20:44]
authority
[20:46]
meeting. We need to approve the consent
[20:48]
agenda
[20:49]
consisting of May 12th, 2026 minutes and
[20:52]
May 26th, 2026 minutes.
[20:56]
Any corrections? If none, we'll look for
[20:58]
a motion.
[21:04]
» Chairman, I move to approve the consent
[21:05]
agenda.
[21:07]
>> We have a motion? We have a second.
[21:09]
>> Seconded.
[21:12]
» Board member Davis.
[21:15]
All in favor say I.
[21:16]
>> I.
[21:19]
» Okay, one item here, the LBA resolution
[21:21]
26-03
[21:24]
adoption of fiscal budget or final
[21:27]
budget fiscal year 2027.
[21:31]
Any discussions here?
[21:37]
» Chairman, may I make a motion to approve
[21:39]
resolution 2603
[21:41]
adopting the final 2026-2027 fiscal year
[21:43]
budget.
[21:45]
>> Seconded.
[21:46]
>> Okay, we have a motion and a second. Do
[21:48]
roll call vote starting with board
[21:50]
member Windsor.
[21:51]
>> I.
[21:56]
>> Okay, motion carries. We'll look for a
[21:59]
motion to adjourn the board meeting and
[22:01]
reconvene and just back to city council.
[22:05]
>> So moved.
[22:06]
>> Second.
[22:07]
>> All in favor say I.
[22:08]
>> I.
[22:13]
» We've done going back and forth for a
[22:15]
while on those board meetings.
[22:17]
It's like every week.
[22:18]
>> I think we that should be about
[22:21]
other than probably the final
[22:23]
>> Yeah, once the once the final boundary
[22:26]
funding process goes through then we'll
[22:28]
probably have another one but
[22:30]
>> [clears throat]
[22:30]
>> that that will be a month month and a
[22:33]
half or so from now.
[22:39]
» Okay.
[22:41]
So, new business.
[22:43]
Dave, were you were you able to get
[22:46]
those pictures with Lisa?
[22:49]
if you'd put those up, I'd
[22:50]
appreciate it.
[22:53]
So, I was up at Wasatch integrated board
[22:56]
meeting last week and they
[22:59]
presented us with a few pictures
[23:02]
and uh
[23:04]
asked that we
[23:05]
have a little discussion
[23:08]
in our
[23:09]
council meeting with a little problem.
[23:11]
It's not a little problem, it's a big
[23:13]
problem.
[23:15]
So, as you can see here, this is at the
[23:17]
Murph,
[23:18]
which is the uh material recovery facility up there,
[23:23]
so it's indoors.
[23:24]
And uh
[23:26]
the employee came
[23:29]
first thing in the morning and she
[23:30]
smelled some s-
[23:33]
little bit of smoke, and so she
[23:35]
identified it uh where the smoke was
[23:38]
coming from,
[23:40]
took her loader and scooped that up, and
[23:42]
when she scooped that up, that uh it was
[23:46]
buried, so it opened it up to oxygen,
[23:49]
and when it opened it up to oxygen, it
[23:51]
just exploded. And they had this fire up
[23:55]
there.
[23:56]
Uh and
[23:58]
the culprit for this fire
[24:00]
is lithium batteries.
[24:03]
Uh
[24:04]
so they're urging everyone, please, please do not throw your lithium
[24:10]
batteries in the trash.
[24:14]
Uh this could have been a real serious
[24:16]
problem up there had it ignited during
[24:20]
the night with no one around. Now, it
[24:22]
does it is equipped with a sprinkler
[24:25]
system,
[24:26]
but there would have been some pretty
[24:27]
good damage done if that would have set
[24:29]
that off, so
[24:31]
uh
[24:32]
they're asking everyone to uh
[24:34]
please and I think the smaller ones like
[24:38]
AAA and and AA, I think you're fine, but
[24:42]
when you get into a lithium battery
[24:44]
that's working
[24:45]
uh a tool, like a drill or a saw, or if
[24:49]
you've got a
[24:50]
uh electric uh weed trimmer, those
[24:54]
bigger batteries, you cannot throw them
[24:57]
away
[24:58]
uh
[24:58]
in your trash.
[25:00]
>> And they have a disposal site for them
[25:02]
up there, correct?
[25:03]
>> They do. They have a disposal site up
[25:05]
there. As you come through the gate, and
[25:09]
I'll talk about that next, off to your
[25:11]
left uh there they have their thrift
[25:14]
store there, and they have their
[25:15]
disposal area where you can get to
[25:18]
dispose of any batteries, uh chemicals
[25:21]
of any kind. You just take them and
[25:23]
they've got a shelf area there that you
[25:25]
can just set them on, and they'll
[25:27]
dispose of them there.
[25:30]
The other thing they have the the thrift
[25:32]
store up there, and not everyone is
[25:33]
aware of the thrift store that they
[25:35]
have. Uh people donate to the thrift
[25:38]
store uh just like you would it to
[25:41]
Deseret Industries.
[25:42]
Uh rather than throw it away, if there's
[25:45]
still some
[25:46]
uh use to that, you're welcome to take
[25:48]
it over to the thrift store and drop it
[25:50]
off.
[25:51]
Uh last month, they set an all-time
[25:54]
record. Uh they sold uh they sold
[25:57]
$25,598
[26:01]
worth of
[26:02]
uh
[26:03]
items there at the thrift store. So,
[26:05]
that's that's a pretty good uh
[26:09]
chunk of change
[26:11]
that they uh got that month. Like I
[26:13]
said, it set a new record. Uh they
[26:16]
usually their sales were usually 200,000
[26:19]
a year they can make uh from items like
[26:22]
that. So, rather than throw it away,
[26:24]
take it to the thrift store and donate
[26:26]
it. They'd appreciate it.
[26:29]
Okay.
[26:31]
Anyone have any new business that they
[26:32]
would like to bring up?
[26:34]
Dave, do you have anything?
[26:37]
Council reports, starting with
[26:39]
Councilman Windsor.
[26:40]
>> I have nothing to report.
[26:42]
>> Jeremy?
[26:42]
>> I have nothing.
[26:44]
>> Um I have a question for the council. Um
[26:48]
in looking at the recreation budget,
[26:53]
um as we know most of the sports are all
[26:55]
taken care of, they're self-sufficient.
[26:57]
Um the
[26:59]
rec center itself though is not and the
[27:02]
money is constantly being pulled out of
[27:04]
the general fund for that. Um
[27:07]
I would like to
[27:09]
um
[27:10]
I believe our contract says every few
[27:12]
years, every 10 years or whenever we can
[27:14]
renegotiate
[27:16]
with uh Davis School District. Um
[27:20]
I would like to do that to see if
[27:22]
there's any chance that
[27:24]
um
[27:25]
we could change the way we share that
[27:27]
building. Um some of the costs obviously
[27:31]
we need to make sure that that is
[27:32]
getting, you know, split on both sides,
[27:34]
but um
[27:36]
one of the big problems that I'm always
[27:37]
hearing with the rec center is that it's
[27:38]
closed during the day.
[27:40]
Um obviously not during the summer, but
[27:42]
that's because the school right there
[27:43]
next to it uses it. Um I was wondering
[27:46]
if we'd be able to
[27:48]
um move, say like the exercise room, the
[27:51]
equipment with all the weights and
[27:52]
everything. Um and if we did that, would
[27:56]
we be able to either put um
[27:59]
uh one of the secure gates like you see
[28:01]
at the malls that come down or something
[28:04]
that would uh even just a regular wall
[28:07]
if we did that would allow people to use
[28:10]
a portion of the rec center
[28:12]
throughout the entire day, the entire
[28:14]
year. Um
[28:17]
it's just something that we would be
[28:18]
able to negotiate with. Maybe we can get
[28:20]
it, maybe we wouldn't. Um and I don't
[28:23]
even know if the council would be
[28:24]
interested in doing something like that.
[28:26]
Um it's just a another chance of being
[28:29]
able to recoup some of the money that we
[28:30]
put into it. So, I don't even know what
[28:33]
you guys feel on it, so.
[28:35]
Any thoughts?
[28:38]
>> I don't I'm not sure where you'd put the
[28:39]
weights.
[28:41]
>> So
[28:42]
>> They used to be in the back.
[28:44]
>> Yeah.
[28:44]
>> When we didn't have as many weights,
[28:45]
they used to be back where the exercise
[28:47]
I don't know what you call it. Yoga
[28:49]
room, dance room.
[28:50]
>> Yeah.
[28:52]
>> Well, I I know that the spot where
[28:55]
we always have our
[28:56]
like where we cook the food for when we
[28:58]
go into there.
[28:59]
That's a a very easy one with doors that
[29:02]
are on the outside of it that we would
[29:03]
be able to
[29:05]
possibly set that up as the the weight
[29:07]
room that would still prevent anyone
[29:11]
from
[29:12]
crossing back and forth cuz you know,
[29:14]
the main main thing we're looking for is
[29:15]
still the protection of the kids.
[29:18]
But if there's some way that we could do
[29:19]
something like that it would be
[29:21]
I think beneficial for us.
[29:23]
>> I think they they were using that as the
[29:26]
music room. I think that is still what
[29:28]
the elementary uses as music room. So
[29:30]
they have kids coming back and forth
[29:32]
from the schools
[29:34]
all throughout the day to use the gym,
[29:36]
the museum or the music room from both
[29:38]
the K2 and the 36 building. So I don't
[29:41]
know
[29:42]
feasibly how you could have somebody use
[29:44]
the piano.
[29:45]
>> Um is that large enough and that's I
[29:47]
guess a question for them. Would that be
[29:48]
large enough for them to to do it?
[29:51]
I don't know and that's why I said this
[29:52]
is really just an exploratory just to
[29:54]
see
[29:55]
>> would probably be to leave them there
[29:56]
and try and put curtain or you know,
[29:58]
pull down
[29:59]
>> Uh-huh.
[30:01]
>> curtain around it.
[30:02]
>> And if they could enter through a
[30:03]
different door then we could easily do
[30:05]
that.
[30:05]
>> I think if we're trying to get
[30:07]
Davis schools to fund or partially fund
[30:13]
then we have to come up with a pitch on how to use that current space
[30:17]
for the school system somehow.
[30:20]
Cuz the only other place that I could
[30:22]
see us doing is you'd have to expand the
[30:23]
upstairs and move all the weight rooms
[30:25]
to like a new space to the south of the
[30:28]
track.
[30:29]
Like which would be over top of the
[30:30]
bathrooms and everything, right?
[30:33]
Cuz that's just open space right there,
[30:34]
right?
[30:35]
>> I believe so.
[30:36]
>> But I would
[30:37]
the intent is not to add any additional
[30:39]
cost to it Um, this is always a
[30:42]
um
[30:44]
a a cost for the city. It's a service
[30:46]
that we provide, but it is definitely
[30:48]
always a a straight-out cost.
[30:50]
>> Yeah.
[30:50]
>> Um
[30:52]
but
[30:52]
uh
[30:53]
I I just
[30:56]
if you guys think we can look at it or
[30:58]
what, I don't know.
[30:59]
>> Probably the first thing would be to
[31:00]
approach the school and see if they're
[31:03]
I don't know about the board.
[31:07]
» I think that installing any type of
[31:10]
barrier though, partition, would be
[31:13]
very cost prohibitive.
[31:15]
I I hesitate to
[31:18]
we can ask them, but I think that's the
[31:19]
reason that we have the shared spaces.
[31:21]
They can use it during the school days
[31:23]
without having to worry about other
[31:25]
security. I mean, even when you go to
[31:27]
pick up your child, you have to show
[31:28]
your ID before they let you in the
[31:30]
building. So, we'd have to remodel to
[31:32]
have some type of
[31:35]
» separate entrance with our like front
[31:39]
desk staff. I don't think that it's
[31:41]
really financially, if it makes any
[31:44]
sense.
[31:44]
>> Well, they could come through that back
[31:45]
door. And again, this is just
[31:47]
the chance to talk to them and ask them
[31:49]
about it. So.
[31:52]
>> Restroom facilities, I think becomes
[31:54]
part of that shared space conversation
[31:56]
that if we have city patrons versus
[31:58]
school patrons that they're not separate
[32:00]
bathrooms. That is a
[32:01]
>> Yeah.
[32:02]
>> valid point, yeah.
[32:02]
>> And that yeah, that's an issue.
[32:05]
>> The idea of is there a way to utilize
[32:08]
that space somehow during the day
[32:11]
if they're open to that conversation?
[32:13]
>> That's what I mean.
[32:14]
>> Is that what you're suggesting? You get
[32:15]
more money out of it.
[32:16]
>> [clears throat]
[32:17]
>> Yeah.
[32:18]
>> Or get more money out of it.
[32:19]
>> I don't know. I mean, that that
[32:21]
>> Well,
[32:22]
in all honesty, yes.
[32:23]
But whether it's the maintenance of the
[32:24]
equipment or anything like that, having
[32:26]
a larger portion of it, we're stuck not
[32:29]
being able to fully utilize a family
[32:31]
activity center like other cities. And
[32:33]
although it is still a cost
[32:35]
um I mean, our hands are really tied by
[32:38]
what the district um
[32:40]
South Weber negotiated and I don't know
[32:42]
>> How often how often are we going to talk
[32:44]
to the school district? I mean
[32:45]
>> We meet with them at least annually
[32:48]
to talk through coordination items and Curtis especially
[32:53]
interacts with them regularly about
[32:54]
coordination items.
[32:55]
>> Because one of the big things is talking
[32:57]
about the ongoing expense but also
[32:59]
[clears throat]
[33:00]
them we've already had the discussion
[33:02]
internally here about us saving up to
[33:04]
pay for upgrades.
[33:06]
>> Yeah.
[33:07]
>> They need to be doing the same.
[33:09]
And I don't know how that discussion I
[33:11]
mean it's it's not bad to I mean I think
[33:12]
it should have a meeting with them and
[33:14]
then contract talks
[33:15]
>> Yeah.
[33:16]
>> not about any of it so
[33:17]
>> The the arrangement that we have with
[33:19]
the school district is is a model that
[33:21]
the school district uses throughout the
[33:23]
county. They're building a new facility
[33:26]
in Kaysville with the same model. I
[33:29]
believe West Point and other cities that
[33:31]
are are all following that same thing.
[33:34]
Yeah, of school use during the day and city use outside of that and so I
[33:39]
know the school district likes that cuz
[33:40]
they continue to enter into agreements
[33:42]
and
[33:43]
>> I'm sure it's very beneficial for them.
[33:47]
» Well, and I think broadly speaking that
[33:50]
it's also beneficial for cities who
[33:51]
aren't able to finance an entire
[33:54]
facility by themselves.
[33:56]
>> For sure.
[33:56]
>> But at the same time
[33:58]
we could use it throughout the entire
[34:00]
day on our own
[34:02]
to some extent.
[34:03]
>> Yeah.
[34:04]
>> So do you want to convene we able to start this Dr. Dave and have them let
[34:09]
them know that or not?
[34:12]
>> I'm okay with that.
[34:13]
>> I think that's the conversation that
[34:15]
Dave could probably have with them.
[34:16]
>> Yeah.
[34:18]
>> Sounds good.
[34:20]
» Anything else Joe?
[34:21]
>> Nope, that's it.
[34:23]
>> Angie.
[34:25]
>> Thank you Mayor.
[34:26]
I need to report on our excuse me
[34:30]
meetings with the train club. So Wren
[34:33]
Strong is here. She's a representative
[34:34]
from the train club. She has been in our
[34:36]
meetings. She is
[34:38]
acting as an admin for them. So, we've
[34:42]
had a few different changes Excuse me,
[34:43]
the train club has had a few different
[34:45]
changes in their presidents. So, after a
[34:48]
few changes since our city council
[34:50]
meeting with them, John Grub is the
[34:52]
acting president. Um so, John and Wren
[34:55]
have been in our meetings, and I have to
[34:56]
tell you, they're the most productive
[34:58]
train club meetings we've ever had to
[34:59]
date. It's been wonderful. So, we are
[35:01]
very, very close um to having a new
[35:06]
agreement to prevent toward to city
[35:08]
council. So, we've met twice with them.
[35:10]
We'll We'll be meeting again on Monday.
[35:13]
Any questions on any of that? We can
[35:16]
Okay.
[35:17]
Anything you want to add, Mayor?
[35:21]
>> Probably not at this time. Yeah.
[35:22]
>> Okay.
[35:24]
Um the other thing I wanted to bring up,
[35:26]
I forgot to mention public safety
[35:28]
committee. I would love either public
[35:30]
safety committee or Dave or whoever, we
[35:33]
need to reach out to Highmark during the
[35:34]
summer again about parking on the
[35:37]
street.
[35:39]
It's such an issue, and I know that if
[35:40]
it if we had any other business in town
[35:43]
who did this habitually over and over every single day, there would
[35:47]
be something some action that'd been
[35:49]
taken. So, with this development going
[35:51]
in, I don't know how soon they'll be
[35:53]
opening and um actual construction, but
[35:57]
summertime seems like a good time for us
[35:59]
to revisit their pick-up and drop-off
[36:01]
policies and try to
[36:03]
um hold them to that agreement that they
[36:05]
told us they would do by allowing
[36:07]
a different route for pick-up, if I may
[36:09]
say. So.
[36:11]
Um Last thing, Country Fair Days. Uh
[36:14]
one of the committee chairs reached out
[36:16]
to me, wanted to confirm that we would
[36:18]
do a Saturday activity on August 8th,
[36:21]
and I said, "The menfolk are so excited
[36:23]
to do this."
[36:25]
So, I committed you all.
[36:27]
Wish she asked me.
[36:28]
>> Angie, again?
[36:30]
>> Yeah, men, it is 20 minutes. Yeah.
[36:33]
>> What Oh, you mean at the park?
[36:35]
>> Yes, on Saturday. No big deal.
[36:37]
>> Also, another uh
[36:40]
>> Yeah. Yeah.
[36:42]
>> Okay. Like I said, every year, I won't
[36:44]
be doing it. So.
[36:46]
>> Okay. I feel like it's a great
[36:47]
opportunity to let all the residents see
[36:49]
the city council in action there. So, it
[36:51]
will be in the afternoon around 1:00,
[36:53]
1:30.
[36:54]
>> Okay. If you let us know
[36:55]
>> you know.
[36:56]
>> We'll be there.
[36:56]
>> Thank you very much.
[36:57]
>> Did they did
[36:58]
>> It's for Saturday Country Fair Days.
[37:01]
Just a 10-15 minute spot for the city
[37:04]
council to
[37:06]
do an activity on stage.
[37:07]
>> I I assume we're serving.
[37:10]
>> Yes, I also committed
[37:12]
confirmed that we would be helping with
[37:14]
dinner on August 3rd.
[37:17]
>> Just a
[37:19]
question. Are they doing fireworks this
[37:22]
year?
[37:22]
>> I did not ask. I don't know.
[37:25]
>> Does anyone know?
[37:26]
>> The answer is yes.
[37:27]
>> They are planning on fireworks.
[37:31]
» Did you also commit us to be in a float
[37:33]
in the parade?
[37:34]
>> Blair already committed us to that.
[37:37]
>> I don't recall that, but sure.
[37:41]
» We need some upgrades to our
[37:43]
water guns.
[37:47]
» Yes.
[37:48]
>> More
[37:48]
>> I'll buy some more water guns.
[37:49]
>> powerful
[37:51]
>> Okay.
[37:52]
>> I've seen the ones on TikTok.
[37:53]
They're saying they're pretty cool.
[37:55]
We'll go there.
[37:56]
>> I have it.
[37:56]
>> You're in charge. You're in charge,
[37:58]
Jeremy.
[37:58]
>> That's you.
[37:59]
>> You're in charge.
[38:00]
>> Jeremy, you got it.
[38:02]
>> That's all that I have on that.
[38:03]
>> Blair.
[38:04]
>> I I don't have anything to report, no. I
[38:07]
would I would like to put a public works
[38:09]
meeting together or a municipal
[38:11]
utilities committee meeting together.
[38:13]
So.
[38:14]
>> Maybe one other thing that might be
[38:15]
worth mentioning is uh
[38:19]
I believe it was last week, but I got a
[38:24]
telephone call from Colonel Cornelius
[38:27]
out at Hill Air Force Base
[38:29]
and they had a
[38:32]
I don't know if you'd call it a chemical
[38:33]
leak, but it I think that's what he
[38:35]
referred to it as
[38:37]
that came over the hill and down into
[38:40]
South Weber.
[38:41]
And he
[38:42]
called and wanted us to be aware of it
[38:45]
that that they were on top of it
[38:48]
totally. When they have something like
[38:50]
this
[38:52]
there's four agencies that they have to
[38:54]
notify and he said we notified all of
[38:56]
them immediately.
[38:57]
Which is the state, the EPA, and two
[39:00]
other ones.
[39:01]
Uh he says it came down and into the
[39:03]
canal.
[39:04]
And uh he said it would be about a week
[39:07]
before they knew exactly what was in
[39:10]
that.
[39:11]
What happened was sewer line clogged
[39:16]
backed up into a manhole and it ran out
[39:19]
of the manhole and then down
[39:21]
into the
[39:23]
canal.
[39:23]
>> Yeah.
[39:24]
>> But he says
[39:27]
>> It was their industrial waste line.
[39:29]
>> He says we're doing everything that we possibly
[39:33]
can and there really isn't any danger to
[39:36]
South Weber City. We just wanted to make
[39:38]
you aware of that, so.
[39:40]
That'd be worth mentioning.
[39:45]
Other than that, that's
[39:48]
Dave, have you got anything?
[39:50]
Shaylee, it's great to have you back.
[39:53]
Welcome back.
[39:57]
Everything going good with the baby and
[40:00]
I bet he is. I mean, look at his mother.
[40:03]
What else
[40:05]
>> [laughter]
[40:06]
>> Well, that's great.
[40:08]
Good to have you back.
[40:11]
Okay, if nothing else, we'll look for a
[40:12]
motion to adjourn.
[40:15]
>> So moved.
[40:17]
>> All in favor, say
[40:18]
>> Seconded.
[40:19]
by Councilman Davis.
[40:21]
All in favor say
