[0:04] Good afternoon everyone.
[0:05] Thank you for being here for tonight's special
[0:08] session for city Council.
[0:09] I'm gonna go ahead and call our meeting to order tonight.
[0:12] Uh, so we'll start with, uh, the next item on the agenda,
[0:15] which is, uh, our roll call.
[0:17] So, Michelle, when you're ready, uh,
[0:18] please do the roll call.
[0:21] Mayor Sendin. Here.
[0:23] Hafner Here. Oregon. Here. Jacobs? Here.
[0:28] CVI Myers. Here. Wrap here.
[0:34] Okay. Very, very good. Thank you.
[0:35] Uh, item three is, uh, pledge of Allegiance.
[0:38] So we'll go ahead and do that
[0:38] quickly. I pledge
[0:43] Allegiance to the flag of the United States of America
[0:47] to the Republic for which it stands on the nation under God
[0:51] Indi with liberty and Justice for all.
[0:58] Okay, tonight's our special session, obviously
[1:01] for budget approval and a second reading.
[1:03] So that's the, the main item.
[1:05] Uh, I don't have anything else on the agenda.
[1:07] So item four is to approve the agenda.
[1:10] Uh, is there a motion to approve as presented?
[1:14] Move to approve. Second, we,
[1:16] we have a motion and a second. All in favor?
[1:19] Aye. Aye. Aye.
[1:21] Motion carries. Now we'll move into, uh, public comment.
[1:25] We do at all these meetings have the
[1:27] opportunity for public comment.
[1:29] Uh, due to the fact that this special, uh,
[1:31] session meeting tonight,
[1:33] we don't have anyone live in the audience.
[1:35] We do have a couple people online.
[1:37] So I will invite those
[1:39] people online if they have any public comment
[1:41] that they would like to make to council.
[1:43] We'll open up the mics so you can, uh, uh,
[1:47] speak if you have something you wanna say to us regarding,
[1:50] uh, any issues you might have.
[1:51] So I will open up public comment at this time.
[1:59] Looks like there's no takers.
[2:01] Michelle's monitoring the system there.
[2:04] So with, uh, with no one stepping forward in, in-house
[2:07] or online, I'm gonna go ahead
[2:08] and close public comment, uh, for council, uh,
[2:12] all elected officials, any, uh, declaration of any, uh,
[2:15] conflict with tonight's schedule.
[2:18] Seeing none since we've all been meeting on this important
[2:21] topic, we'll close that item out.
[2:23] Item six is now closed.
[2:24] We'll move on to item seven, uh, finance item A,
[2:27] approve the second reading of ordinance 1408 dash 2026
[2:32] appropriation ordinance.
[2:34] So with that, I'll turn it over to Michelle,
[2:36] who's done a nice job with all the presentations.
[2:38] Michelle, Mike is yours.
[2:40] Thank you. So
[2:42] before you is the second reading of the budget ordinance.
[2:45] Um, we've had no changes since the first reading
[2:48] that we had in our last week's regular city council session.
[2:53] The format you see
[2:54] before you is the one that is required by state law,
[2:57] which sets all of the expenditure amounts for all
[3:00] of the governmental funds on page one.
[3:03] Page two is how we're going to fund those.
[3:06] And then page three is all of our enterprise funds
[3:08] and sets our general fund mill levy for the year.
[3:11] Um, as well in this part for the very end there.
[3:17] Um, like I said,
[3:18] there have been no changes since the first reading
[3:21] and happy to answer any questions you may have.
[3:27] Any questions, counsel, we've been
[3:29] through this number of times.
[3:31] I think the big thing that we had,
[3:33] that you guys have done a nice job of addressing,
[3:35] we're giving some more flexibility for contingency.
[3:38] And I think that, uh, um, bringing it through
[3:41] a study session and then, uh, and, and through council,
[3:45] and then if Bobby has a chance to do, uh,
[3:48] in your one-on three meetings that he has
[3:50] with council regularly, he'll try to do that as well.
[3:52] So I think that, uh, looks like a good method
[3:55] to help us going forward for the next year.
[3:57] Are there any other comments or questions for Michelle?
[4:03] Okay. Scene, none.
[4:07] Um, is there a motion to approve
[4:10] Ordinance 1408 dash 2026?
[4:15] Move to approve. Item seven a. Ordinance 14 0 8 20 26.
[4:21] Second. Okay, we have a motion and a second.
[4:23] Uh, any other discussion on this important item
[4:26] before we go to a roll call?
[4:27] Vote. Scene none.
[4:29] I'll turn it over to Michelle. Michelle, go ahead please.
[4:32] Ner. Yes, we good? Yes. Jacobs? Yes.
[4:37] Myers?
[4:40] Yes. Rah? Yes.
[4:44] Okay. Motion carries unanimously.
[4:46] I wanna thank again staff, like I did, uh,
[4:48] in our reading last week for, uh, especially for Michelle
[4:52] and, and all the staff for their hard work on
[4:54] this, uh, important item.
[4:55] Uh, we take it very seriously.
[4:57] The, this is the people's money
[4:58] and we wanna spend it wisely.
[5:00] So I appreciate everybody's efforts.
[5:02] Um, is there anything else for the good
[5:04] of the cause tonight to talk about?
[5:08] I see anything. Is there a motion for us to adjourn tonight?
[5:12] Move to adjourn. Second. We have motion.
[5:15] And second. All in favor?
[5:17] Aye. Aye. Aye.
[5:19] Okay. I waited for you, Pam.
[5:21] It takes a little while to come over the speaker.
[5:23] Uh, we are now officially adjourned.
[5:25] I wanna thank everybody for their attendance tonight.
[5:27] Uh, we are officially adjourned. Have a great evening.
