[2:21] I'm Monica Banning, a 44-year resident of Round Valley.

[2:25] For the past 5 months, after Arizona State Land Siting Committee's remand

[2:29] hearing on the Lower Run Interconnection Line, the Corporation Commission has not

[2:34] voted on that project yet, and company reps have been pretty quiet here.

[2:39] Then last month, the company submitted a new application to the FAA for a review

[2:44] of more wind turbines at top or half in the same project area. They want FAA's

[2:50] approval for 125 turbines, all at 699

[2:56] ft tall. That review has been put on hold.

[2:59] Then we just learned that Repsol submitted their wind project CUP

[3:03] application to County Planning and Zoning in late July.

[3:07] It fills two massive three-ring binders. The county now has the company's digital

[3:13] files to post the entire application online at the county's website. Maybe by

[3:17] next week the public can start to see it.

[3:20] Concurrently, Repsol also submitted two more two more thick binders for their

[3:25] Lower Run Solar Project CUP application. So presently, the Community Development

[3:30] Department and P&Z have three active renewable project applications to

[3:34] review. The massive Black Ridge Wind and Solar Project, which proposes 146 wind

[3:41] turbines, all at 780 ft tall, with 4 square miles of solar panels planned

[3:47] from Vernon to Concho to St. Johns, plus directly adjacent is the Lower Wind La

[3:52] Paz wind projects starting just west of Springerville on both sides of highway

[3:56] 60, plus 5 square miles of La Paz wind solar near the Springerville power

[4:00] plant. Then flying soon will be a fourth project, Jack Rabbit solar, planned near

[4:06] the Coronado power plant east of St. Johns. These projects are huge and

[4:10] complex. The county is beyond overwhelmed to handle it all.

[4:15] Meanwhile, last month May, we citizens started pressing county leadership to

[4:20] enact a moratorium that would reject all these applications until after PMZ

[4:25] finishes revising their renewable energy ordinance. On June 3rd, planning and

[4:30] zoning did vote to recommend a moratorium to the board of supervisors,

[4:35] but it was not placed on the July board agenda. We can only hope it might show

[4:40] up on next Monday's August 17th board agenda. As for the ongoing ordinance

[4:45] rewrite, a citizen subcommittee was rejected in last Wednesday's PMZ

[4:49] meeting. Instead, the PMZ commission has set up a series of special work sessions

[4:54] on two Tuesdays each month from tomorrow through January to finish their rewrite

[4:58] using special ad hoc advisers from the public.

[5:02] There is reason to hope we can still beat La Paz wind. Vernon and Concho and

[5:07] St. Johns folks are fired up and attending these county meetings big

[5:10] time. Corporation Commission hasn't approved their interconnection line.

[5:14] We're fighting them at the FAA. We can persuade planning and zoning to

[5:18] recommend denial of their permit for many reasons. Thank you for all you have

[5:22] done already to oppose it, but more town help will be needed soon. We hope I can

[5:27] We hope I can count on you. Thank you.

[6:15] That project needs to move along as best as we can. Um we did make some reach

[6:20] outs. We did find that the money for the Winning a Bridge is still there. That is

[6:24] still in our pocket. We want to keep moving so we have the

[6:31] that uh their summer vacation is over.

[6:34] Um South Mountain project, we have a

[6:37] inspection next week with ADOT. Um

[6:41] looking forward to that meeting with ADOT. Make sure that South Mountain is

[6:45] exactly where we want it. The crews been putting in some great work with

[6:48] Maricopa. Actually portions going to be getting paved this next spring. Well,

[6:52] with the top of Vulture Hill, we've been widening it and paving some different

[6:56] things with the drainage and everything that's going to be going on. Um so

[6:59] that's that's been a heck of a project here.

[7:02] Try to get that moving again. Um we I attended the MAG call meeting

[7:07] here last week. Um we had submitted some of the regional project priority lists.

[7:14] We submitted a couple of them. Uh The airport road project is sitting at

[7:19] number two for our district right now. And the

[7:23] Coronado Acres project is sitting at number six. So it's possible that those

[7:28] or at least hopefully one of them might be able to [clears throat] come to

[7:31] fruition and we might be able to get some other road work done.

[7:35] Uh

[7:38] With that, I said everybody, Kevin, Brad, and everybody

[7:43] has been been phenomenal work to get everything done

[7:46] as best we can. Um we're a little bit behind. We've been

[7:49] short-staffed on the DOC end of it. We're trying to get that up to snuff,

[7:54] but um we have plenty of work. And then Amy

[7:59] decided she wanted to do us a solid. That's what it

[8:29] could go with RFB for those two phases. Um but with his kids getting ready to go

[8:33] back to school, he took a week off, so now that he's back, um

[8:38] he we're going to try to whip one going to beat him with some wet

[8:41] spaghetti, I guess. >> Well, it's been great.

[8:45] » Oh, I tell you I've been dragging my feet on a couple projects because we're

[8:49] we are we're running we're running some guys pretty thin on

[8:53] on the on the way that he's been. So, we've been dragging our feet. We've got

[8:56] a couple big projects we're going to get done.

[8:58] A waterline project and stuff, but um I'm not going to put people in a

[9:02] ditch when it's time to bless the spirits.

[10:06] » Good evening Mayor, Town Council. So, this month was a very busy month for

[10:10] us. Going with the July, that's obviously a busy month for the police

[10:14] department. But it was

[10:16] it went off without a hitch on most of the the stuff that we had. Uh we had a

[10:22] total of 300 incidents during the the month of July.

[10:27] » [clears throat] >> 150 of those were calls for service. So,

[10:29] if you remember last month, that this is actually a pretty huge increase from

[10:34] last year. So,

[10:35] um the guys have been just

[10:38] knocking it out. They're doing really good with stuff.

[10:41] Uh they had a total of 39 traffic stops during that time.

[10:45] Um they got only two accidents with all the people and the visitors we had in

[10:49] town. I believe mine was one of them. >> Not I did anything my car was hit.

[10:55] » Yeah, yeah you did. You go, "No, stop, stop." [laughter]

[11:01] » Uh couple of notable things that we had. We had three

[11:04] internal complaints come in this month. Um two of the complaints were referred

[11:09] to the Department of Public Safety Internal Affairs for investigation.

[11:13] Um one of the complaints was investigated and found to be sustained.

[11:16] That resulted in written discipline. Um

[11:21] a [snorts] huge thank you to the public works director of Peña and his crew for

[11:24] all the work that they did this morning with Amy.

[11:27] Um they've been in there helping us get some things reorganized with the PD. We

[11:31] were kind of changing the rooms up quite a bit where we're just

[11:34] flows a lot better before we're able to kind of function a lot better out of

[11:37] this. Um so, thank you very much for your

[11:40] patience today. Uh

[11:43] couple of the bigger cases that we had this month, we had a death investigation

[11:47] um where we had the White Mountain Regional Death Investigation Task Force

[11:51] come out. Uh they investigated the case for us.

[11:55] Um that will should be closed out here real soon.

[11:59] We had a multi-agency arrest of a major drug trafficker in the state.

[12:03] Um this case actually involved a couple

[12:06] different states. But the subject was known to be a threat

[12:11] to law enforcement and made several threats to law enforcement throughout

[12:14] Well, not all of them, sorry. Arizona and New Mexico.

[12:18] Um so, it was good to get him off the streets. And then we had a barricaded

[12:22] subject that resulted in several several hour standoff.

[12:26] Um the subject was apprehended without further incident. You know, the subject

[12:29] ended up actually being charged with 10 counts of arson.

[12:33] So, that was a pretty big case for us here.

[12:35] Um

[12:38] our animal control position was filled and Cathy Pfeifer

[12:42] um has started with us. She's doing very well so far. We had a little hiccup

[12:47] there where she was out for a couple weeks. She had an injury at home, so

[12:49] that kind of took her out of the out of play for a little while. But she's back

[12:53] now. Um and then I attended the annual uh Arizona Association of Chiefs

[12:59] of Police Conference in Flagstaff. That was really good.

[13:03] Uh just being able to to speak with other chiefs and some of the issues that

[13:07] they're they're dealing with and how they were addressing that. It was good

[13:10] collaboration, though. And then coffee with cop.

[13:14] » [snorts] >> And then we had some upcoming training

[13:16] which is going to be

[13:20] Oh, I'm sorry. No, it's not upcoming training. It's upcoming training in

[13:23] advance. Um we have a tentative date set for the

[13:27] end of the month for uh filling the last two positions for

[13:31] animal

[13:45] control position actually fills. So, it it is a 7-day a week.

[16:05] um that's all. Oh, and then in my staff

[16:08] report, I said that I was taking a class on manufactured home installation. I

[16:13] received my certification this afternoon.

[17:46] me come on as a temporary appointment for the last 8 months.

[17:51] I appreciate that. It's been a privilege to fill in and

[17:56] serve again. I'd like to thank Ted and the staff

[18:01] for all the work over the last several months, 8 months, in stabilizing town

[18:07] government during a difficult time. It's been a

[18:11] rough year. Uh but progress has been made.

[18:15] And I want to mention it. We have a good budget. We have an

[18:19] updated general plan. We have new legal counsel. We have new

[18:24] police chief and officers.

[18:28] We've updated policies and procedures. And we have a staff that's competent and

[18:33] willing to work hard for the people, and we appreciate it.

[18:39] And uh we have some rain, so life is good.

[18:43] Uh but now it's time to move forward. I have just a couple of ideas to leave. Um

[18:49] it's time to uh move on.

[18:53] Leave the remembrances of past mistakes, poor communication,

[18:59] broken laws, town code violations. That's the past.

[19:03] Okay? It's uh time to put aside those

[19:07] remembrances and focus on best practices of

[19:11] management and governance of our town. In so doing, I have two proposals.

[19:20] One, I encourage the new council soon

[19:25] to start the process of advertising for a permanent town manager.

[19:30] Um we nearly killed Ted. I don't know if you knew that, you know,

[19:36] physically with his heart problem and everything else. So,

[19:40] it's time. It's time to move on, find a permanent town manager.

[19:46] Uh but by the time we have a new mayor, it's about 14 weeks from now, okay?

[19:53] You could go ahead and start this. You could start this now, the advertising

[19:56] process. Uh

[19:59] after that 14 weeks is up, you'll have a new mayor,

[20:03] and then you could sit down with all the applications

[20:07] and make your decisions. There's no reason to not go ahead with that now.

[20:12] Um the goal

[20:16] he or she will be a manager who will respect and

[20:21] follow the town and state laws, understand mayor-manager form of

[20:26] government, have administrative experience,

[20:32] and work well with others. That's the goal.

[20:37] Number two, the general plan. Thanks Ted for updating it,

[20:42] uh but as you just heard, one person came forward for the public hearing.

[20:48] That's not good enough. Um

[20:52] this is a 10-year plan. This is a a goal-setting, vision-driven document

[20:59] that sets the pace for what we're going to be

[21:03] into as we go forward for 10 years. And, um

[21:09] how many of you have read it?

[21:12] How many of you even know what it is? It's time we get it out. Yeah.

[21:18] Hopefully, our new people, and our P&Z, know.

[21:23] Um but, there's a great need for citizens to weigh in on this document.

[21:27] It's not just something you put on the shelf.

[21:31] It's uh it's a a process where people can give their ideas about

[21:37] what they want this town to be, what they want it to look like, what they

[21:40] want it to act like. Uh I encourage the council, the new

[21:45] council, to have more um

[21:48] informative sessions that present the plan,

[21:52] uh and take further public comment other

[21:56] than the one person. And, I you know, I don't have an excuse. I was on

[22:01] vacation. So, I haven't read it. I'd like to read it. I'd like to make

[22:06] comments on it. Uh we're at the crossroads. You know

[22:10] that. We [snorts] heard our all our elected

[22:14] people um all the things they want to do.

[22:18] Uh water issues, infrastructure needs, poverty, economic insecurity,

[22:25] are all part of our issues. All of these were mentioned during the

[22:30] election. And, you heard Monica's report in

[22:34] addition to all that, Apache County P&Z has received the

[22:39] conditional use permit for Lava Run. Two separate applications, solar and

[22:46] wind. Uh after they review that, I'm

[22:50] imagining that will take some time. Uh they turn that over to the Board of

[22:55] Supervisors. And, those three men

[22:59] will decide the fate of whether these projects

[23:04] come or go away. But this is uh

[23:09] a critical stage in Apache and Navajo counties.

[23:14] And we need to be present and we need to be there

[23:18] and we need to have our voice heard. Um

[23:24] there is still time to reach out if you have not had your voice heard in letters

[23:31] or attending meetings, you still have a chance

[23:35] uh to reach out to these elected officials.

[23:40] What about a small nuclear generating facility? It's being done in the East.

[23:47] Why not biomass? Look at all the dead trees, folks.

[23:51] Why not a bio- a biomass plant? Why can't we look at these things?

[23:57] Or maybe just solar. We don't know.

[24:00] It's time to come to the table and start really thinking about some of the other

[24:04] alternatives.

[24:08] I wish the new council short meetings, kind and productive discussion with the

[24:15] public, decision-making based on facts,

[24:21] and accomplishments of positive work projects for the people

[24:25] of our town and valley. Thank you for letting me serve the last

[25:21] comment. Uh I'm hoping that the town will promote that and get the

[25:26] information out. It's just a hyperlink on

[26:14] uh NACOG meeting and so I will sit in on

[26:21] can do. It's mostly sit and listen. Uh it's the work that Robert does with the

[26:27] ones that are writing the the notes. I I sit there and listen and

[26:32] I wonder, well, dang. Oh, why is Why don't I see Springerville or why

[26:37] don't I see Eagar? I see all of these other projects and then I listen that

[26:41] the state legislature is not going to fund any of them. So, so we go through

[26:46] all this exercise and work and and then it's

[26:50] it's uh it's many times you left

[26:54] you left kind of wishing that I was it worth putting my

[26:57] time and effort to do that.

[27:04] attend the planning and zoning meeting to specifically listen and

[27:08] and I appreciate Brianna was the only Brianna was the only one to speak.

[27:15] Myself and Bridget and Brianna were the only public members to that meeting.

[27:20] That is unsatisfactory for a 10-year plan.

[27:23] If we're going to make a community service if we're if this plan is any

[27:29] more than a bookshelf item. If that's just for the bookshelf, that's

[27:34] then tell me so. I know it has statutory

[27:37] responsibilities. But we've got to get more input into the

[27:42] plan. I have begun to read it.

[27:46] The 72 pages of the plan and that's not something you sit down and just do in a

[27:52] few minutes. I Ted has done worked on it quite a little bit but I

[27:57] I knew that public meeting was coming so I started reading the online version and

[28:03] then I asked Kelsey if she wouldn't mind printing a copy for me because

[28:08] it was getting hard to read online after a while. So I needed to want want to

[28:12] make some notes as I read it but our the plan itself I

[28:17] there's I think it just needs input and it needs input it needs we need

[28:23] study sessions from this council. Don't just bring it to me and ask me to vote

[28:27] for it. When I know I don't know who's met I

[28:31] know Ted's made efforts to meet reach out to certain folks in the community,

[28:36] the school district, the hospital. Maybe some others but I think we got it

[28:41] we need to grow grow that ring make it a bigger ring for the future. So I'll stop
