[7:31] Communications I think we're going to start with our special event salvation
[7:38] arm well thank you for the opportunity to be with you again uh this year uh
[7:43] first of all thanks for the wonderful success that you helped us to accomplish
[7:46] last year uh more than 5,000 kids in Greater St Louis received toys uh from
[7:52] the Salvation Army from right down the street uh at the airway Center and so
[7:57] thank you for uh the uh immediate really approval uh of that since then we hope
[8:04] that we have continued to be good neighbors the promises that I made uh
[8:08] almost a year ago have come through um and that we've earned your um confidence
[8:15] uh and your respect and you really only not only hear us when we say we want to
[8:19] be good neighbors but you've been able to see that uh over this uh last year
[8:24] with that in mind we would like a special use permit for the airway Center
[8:29] uh for the weeks really from November to January 1st there'll be some increased
[8:34] activity there uh but specifically the weeks of the 9th and the 16th of
[8:39] December uh we'll be serving uh again close to 5,000 children uh with
[8:44] Christmas and we like to do those distributions uh from that uh from that
[8:50] Center board any
[8:54] questions thank for doing the clean up and the painting and getting time
[8:57] working and all that thank you very much working on the
[9:01] inside you didn't ask but I I'll tell you anyway it's sort sort of my
[9:07] reputation uh We've invested almost $750,000 in the property uh just getting
[9:12] it ready on the inside and so uh starting in February uh we'll be
[9:17] touching base with Bob's office and looking at zoning and those types of
[9:21] things we'll have architect renderings uh and get ready to start the build out
[9:25] come May June uh and hopefully by this time we'll be asking you this time next
[9:30] year we'll be asking you for permanent occupancy so we're we're moving right
[9:34] along and we're committed to that facility if you ever need me um to tell
[9:39] people that you the Salvation Army does keep the promises I will most definitely
[9:43] do so thank you appreciate that okay I need a motion for first or second on the
[9:48] event move second all in favor opposed none the minutes are opposed
[10:01] thank you all right we will now begin our
[10:05] public hearings um the first public hearing
[10:09] will be for 3909 St Timothy an Su for an adult daycare someone in the audience
[10:17] come on
[10:20] out introduce yourself tell us what you GNA do hi nice to see you guys again
[10:26] Teresa Dickerson and I'm in the process of to get the special use permit for the
[10:30] adult daycare helpful hands adult daycare providing a safe environment for
[10:35] seniors um home away from home um crafts arts um it will be snacks and meals as
[10:44] well and then um counseling services at the facility as well is that strictly
[10:52] daytime hours it's going to be well the hours are 8 a.m. to 6:00 p.m Monday
[10:58] through Friday CL weend um and then also um doing the
[11:03] community events for the seniors as well um the staff will be certified CPR
[11:12] certified and as I stated before I'm certified and behavior health mental
[11:17] health CPR certified have my CPI certification and everybody will be
[11:23] registered with a family safety registry how many those do you have full time
[11:27] with you employ how many well there will be um
[11:33] since it's two bathrooms the state allows what allow us to have 20 um
[11:37] residents so it would be about seven seven employees seven employees yes okay
[11:44] are they all of them certified they have to be certified CPR are certified
[11:50] especially to be able to handle anything that was happen in facility adult
[11:55] daycare is pretty much similar to child dayare all the certifications yeah and I
[12:00] ran a child care center for like four years but I transition you know in
[12:04] business sometimes things happen like you go a different route so I now I'm
[12:09] landing into the adult daycare but like you said Miss am has pretty much
[12:14] similarity y do they have to just be mobile or can you take any like people
[12:18] in wheelchairs or people that can't walk period or there would be no
[12:23] discrimination so it's um as I stated before be a case by case scenario so you
[12:27] can't handle what I was
[12:32] absolutely I forget did you say there was a nurse on staff for those kind of
[12:35] things too or no well that depends on to um if medicine would be provided depends
[12:40] on again wouldn't know until the client comes in and we go over their assessment
[12:46] so it depends on if somebody need medicine or not but if so there will be
[12:50] a nurse providing on you know the situation
[12:54] yeah okay or do you have any other questions
[13:00] all right hearing none I need a motion for first and

[14:55] approve thank you thank you so much
[15:03] all right we are opening our last special use permit for
[15:08] 115 St Charles ro ro sup for tutoring educational services facility with food
[15:15] and
[15:20] beverage Hi how are you
[15:24] this evening good evening my name is Baron Waters nice to meet some of you
[15:28] that I have Mr wel May so uh our business is called
[15:33] sweets by Sweet Waters and we also have the stars in the sky fight Foundation
[15:37] I'm sorry these uh two of the young kids that are in my program they just holding
[15:41] up uh my Proclamation that I got my own day here in city of St Louis just for
[15:46] the great works that we've been doing around town some of the community work
[15:50] uh and reading to the schools so we pretty much just want to merge both
[15:53] ideas we want to have the donuts on one side and then on the other side of the
[15:57] business we want to do make it like a Learning Center not like a dayer like
[16:01] overex extensive but just something where if kids need some homework help if
[16:05] someone's having some kind of trouble with literacy we can just kind of help
[16:08] read our whole thing is just I'm a former educator so our whole thing is
[16:12] really just pumping literacy and pumping reading and that's been our mission
[16:16] we've been on Fox 2 all every News Channel you can think of just talking
[16:20] about literacy and it's really on fire right now and uh I'm excited and I'm a
[16:24] Pattonville kid and I just thought that this would be the best place to to start
[16:28] this bus that's going to be a worldwide thing
[16:31] soon now will your food be for sale yes ma'am we will um sell not food it'll be
[16:38] like we plan on getting like more like electrical stuff so it won't be a hood
[16:41] but we'll have like easy not easy B oven I don't think nobody use it but the
[16:46] ovens that you can kind of like plug in electrical stuff and then yeah and then
[16:50] the donuts we'll probably with the donuts we won't be making donuts we'll
[16:54] probably get everything donated from different uh donut shops around town
[16:58] yeah through the nonprofit they'll probably just give us the donuts and
[17:02] we'll decorate them and you know have package goods and stuff like that freeze
[17:05] Dy donuts and stuff like that what are your hours for you uh we're looking at
[17:10] 6:00 a.m. to 10: p.m. every day yes ma'am every day seven
[17:17] days seven days it's C time 6 to 10 yes sir well on
[17:24] the weekend we we would change the hours of course on the Saturday and Sunday but
[17:27] Monday through Friday yeah I'm um pretty much I know I'm ready
[17:34] man I'm pumped up so I'm ready to do something great man in the world so I'm
[17:39] I'm excited I'm on fire um I've been going going nonstop anyway I travel the
[17:44] country I've been all over the world performing and doing that stuff so I'm
[17:48] just putting my my energy and my interest into literacy and donuts now so
[17:52] as you saw I checked out some of your videos it's very cool I appreciate
[18:04] M I'm excited to see what you can do all right are there any other
[18:10] questions
[18:13] Bo no we're going to open it up to um all school districts so pretty much long
[18:18] as long as your kid signs up in advance they can come and we'll have you know
[18:22] pair of professionals or you know even if people from the community want to
[18:25] come up and volunteer and uh you know do litery of course we'll make sure
[18:29] everybody screened and got background checks and things of that nature but we
[18:33] want to just open it just open it to anybody that want to come help and I
[18:36] know uh the mayor and I we talked about maybe for adults maybe I mean and that's
[18:40] something we can think about if it's a specific day that we can help you know
[18:44] even adults learn how to read and and pump the importance of literacy for
[18:47] adults as well in the in the community just want to create some diversity in in
[18:51] in the community and bring people bring people to the place and just give them
[18:55] something cool to do I think kids nowadays just uh an educator and really
[19:00] understanding like I feel like when you're not in the schools it's kind of
[19:04] hard to understand these kids but they're a lot of them are just bored so
[19:08] I think we have to give them something to do and something that's positive and
[19:12] I think they have to see the figures like myself people that they see on
[19:15] YouTube and they see doing all these cool stuff but we pumping positivity we
[19:19] not pumping negativity you know what I'm saying and I think I think that's that's
[19:23] that's due diligence for the whole country where you are it wasn't just
[19:29] I started singing day any other
[19:35] questions all right heing none I need a motion for first and second
[19:40] please all in favor all right any
[19:46] opposed all
[19:50] right yes sir thank you I appreciate you guys thank you thank
[19:54] you and all for all the businesses out there remember we can help you guys
[19:58] share out
[20:01] all
[20:03] right closing the public hearings are there any public
[20:09] comments on agenda items any public comments on agenda items from
[20:16] anyone okay you're n we will start with our introduction of
[20:22] Bills first reading of Bill number 3467 an ordinance authorizing the city of St
[20:28] an to enter into an intergovernmental cooperation agreement for the investment
[20:33] of public funds through the Missouri Securities investment
[20:38] program second reading 3467 an ordinance authorizing the city
[20:43] of St an to enter into an intergovernmental cooperation agreement
[20:47] or the investment of public funds through the Missouri Securities
[20:51] investment program yes this is uh another way to
[20:56] for us to invest our idle funds um this is a program through the
[21:02] state of Missouri it's all
[21:07] Ved administered through the Missouri Department of Rue I believe it
[21:13] is so this is It's utilized by public enties school districts
[21:20] municipalities so it's just a another tool for us to try and get a better
[21:26] return than the
[21:31] count any questions all right any the first and a
[21:36] second
[21:56] motion thank you number 67 becomes ordinance number
[22:05] 3370 all right first reading of Bill number
[22:09] 3468 an ordinance authorizing the city administrator to into enter into
[22:14] agreements with Civic Plus for recreation
[22:17] software second reading of Bill number 3468 an ordinance authorizing the city
[22:22] administrator to enter into agreements with Civic Plus for recreation software
[22:30] this is uh replacement for our existing R track system we' had since
[22:37] 200 14 or 15 um cic plus wasn't available back then uh so
[22:46] what we're trying to do is we're trying to bring all of our online
[22:49] platforms with the exception of the golf now because it's very specific course uh
[22:55] to one vendor so we consolidate
[23:00] uh credit card trans transactions and everything under one uh one
[23:07] system theoretically we should be able to get a better price as we BR two new
[23:14] programs under Civic plus so um this will allow us to do that neighboring
[23:21] cities like uh Overland they use this uh product for their Recreation so may some
[23:29] uh uh benefit to being able to you know have joint classes show up in both
[23:34] systems and stuff like that we fishing derby type thing
[23:42] so good news went over took a look at Orland and uh we now have the right
[23:50] staff in place to make sure that transition over
[23:59] first one we do and then next sometime next year we'll do the uh permitting and
[24:03] inspection software
[24:07] through the pool will be on the system as
[24:11] well excited Tim yeah absolutely Bo you have any
[24:17] questions
[24:21] okay and I will take a first and second motion please
[24:26] second up
[24:32] yes yes thank you Bill number 3468 becomes
[24:38] ordinance number 3371 and I think for Bill number 3469 I
[24:43] think the attorney had a couple of changes that yes that he wanted to throw
[24:48] out there just minor ones very minor the section that is being created for this
[24:53] camping ordinance is not going to be 215218
[24:58] is going to be
[25:01] 25219 2.8 is already pertains to unlawful burning so this just needs to
[25:09] move one section out or one section past
[25:16] that in favor
[25:30] okay all right first reading of Bill number
[25:33] 3469 an ordinance amending chapter 25 by the addition of a new section concerning
[25:39] unlawful camping and related activities second reading of Bill number
[25:44] 3469 an ordinance amending chapter 215 by the addition of a new section
[25:51] concerning unlawful camping and related activities
[25:55] Matt um with uh a recent US Supreme Court decision
[26:02] allowing local governments to regulate
[26:06] outdoor uh camping in public places this will give us the appropriate regulatory
[26:13] authority to have a say in
[26:17] that as far as utilization of public space
[26:26] so questions
[26:30] that include the park well this includes this includes
[26:35] Public public property um so if you're private if you're a private property we
[26:41] have zoning we have zoning codes with that okay so this is Public public
[26:46] property as far as like the front law city hall
[26:50] or the rway out in front of your house
[26:58] we have ordinances in place already to that for for camping on private property
[27:06] well I mean we don't we don't regulate somebody's if somebody wants to pitch a
[27:10] tent and sleep in their backyard for a night no that's not yeah but as far as
[27:16] you can't just throw up a tent on somebody's private
[27:20] property
[27:25] gota my wife out
[27:32] your place at Community does the board have any
[27:38] questions okay I need a first and a second motion please move Matt Ro yes
[27:45] yes yes I I yes all right B number 3469 becomes orance number 3372
[27:58] first reading 3470 an ordinance authorizing the city administrator to
[28:02] execute change orders for aquatic centor Outdoor Lighting and Sound
[28:08] System second reading a bill number 3470 an ordinance authorizing the city
[28:13] administrator to execute change orders for aquatic center outdoor lighting and
[28:18] sound system that this is the last two pieces of the uh Aquatic Center project
[28:26] uh we talked about this in the past the lighting this will outdoor lighting that
[28:30] will be in compliance with St Louis County code so if we want to operate the
[28:35] Aquatic
[28:38] Center it's dark we can sound system we talked about the committee meeting our
[28:44] original intent was to utilize the existing sound system but uh we spoke
[28:49] with some uh people who have knowledge in um sound systems for outdoor and they
[28:59] strongly encouraged us to upgrade the sound system because we would be able to
[29:04] hear uh do like a DI movie or something like that so these two things will
[29:10] hopefully be the last couple of things we've got I the only other thing we
[29:16] probably going to have is the furniture uh for outside for the aqu
[29:24] center so that is budged
[29:36] so have any questions was there any comment or restrictions as far as the
[29:41] resos to
[29:47] this any first and second motion
[29:53] please yes yes
[29:58] yes thank you B number 3470 becomes ordinance number
[30:05] 3373 can I get a first and a second on approval of monthly warrants and warrant
[30:10] list unless you have
[30:13] questions all in favor any opposed okay at this time we have we
[30:21] have room for public comments on that agenda anything else you'd like to bring
[30:25] up does anyone have any public comments for the meeting real quick can I ask him
[30:30] question is the chili bow sold out yet or you still it is it is
[30:37] okay stop ad I'll take your and I sent a thing out
[30:42] to everybody we did
[30:51] get gr that successful Hi how are you this evening
[30:58] speaker in front of people so uh my name is Val Keller I'm actually a Ferguson
[31:02] resident but in here we would like to use the community center for a
[31:06] fundraiser for our friend Jennifer Swanson who is St an resident and a
[31:11] teacher of Ritner she been battling breast cancer for two years and will for
[31:17] the rest of her life so we' like to do a fundraiser try and help her bills are
[31:21] over 100,000 at this point I heard she got H with about 150,000 in bills
[31:28] so we're asking to use the community center yeah for probably Rock
[31:34] Ringo those are always cool right they're a lot of fun be January or
[31:40] February would the board like to authorize this I agree sure second
[31:46] everybody agree then thank
[31:50] you just hook up with Tim right here and get it set up thank you
[32:00] does anyone else have any questions or
[32:06] comments all righty then Chief
[32:24] got okay all right with no close session
[32:28] right no then we would like to adjourn for second all right meeting
[32:34] ised
