[6:23] we charge for uh using the park system. That's the second largest second largest

[6:29] uh source of revenue to fund the park system is user fees beyond the sales

[6:33] tax. Uh also there's fees we charge for street opening

[6:42] permits for utilities open up our streets. And then the other one is the

[6:49] setting [clears throat] the

[6:57] rental

[7:10] that >> it's the it's the fee that we're

[7:14] charging for the inspection. for the properties.

[7:19] » Remember last year we authorized creating a program to do the annual

[7:24] inspection of all properties. So this actually sets the fee to

[7:31] go out and the property.

[7:36] » No, actually the we'll be doing the exterior inspection. So the ordinance

[7:42] that you guys passed states that we will inspect the rental

[7:48] properties every year exterior, >> right?

[7:52] » Regardless of whether or not there's a change in the occupancy,

[7:59] property owners will have to pay for us to come out and inspect the property.

[10:58] » Hi. Um Oh, that's kind of loud. Barry Lighten. I'm a 20 year resident. I just

[11:04] wanted to speak about the uh waste connection contract coming up for

[11:07] renewal. I understand that's coming up to be business in front of the board and

[11:13] uh don't know where we're at in the process of renegotiating it, but myself,

[11:18] I'm a senior and I heard a uh rumor that perhaps the senior discount was going to

[11:24] go away with them. I'm not in favor of that at all. speaking for myself

[11:29] personally and I know there's a lot of other seniors that live in this area

[11:34] that enjoy that discount and it helps people, you know, meet their bills and

[11:39] and uh do what they're doing when you're on a senior and you're on a fixed

[11:42] income. You don't want to have to pay any more than you have to pay. Um so I'd

[11:49] like to see that continue. If if they're not going to do that to me, that's a

[11:52] deal breaker for us renewing their contract. I I'm trusting you guys to

[11:57] negotiate the best deal you can with them, but uh I cannot see that going

[12:03] away. I would not like to see that go away. Um

[12:12] Um I've talked to you several years ago. I wanted to bring up one other point and

[12:17] you you and I know about this, but I don't know if the rest of the board

[12:21] knows about it. One thing I would point out is is that in our contract with them

[12:26] that we currently have, there is no regulation for late fees for them. They

[12:32] can charge whatever late fee they want to the residents. I ran a foul of that a

[12:36] few years ago. I got some bad advice. I had a uh late fee for a bill and I got

[12:42] some bad advice about how to deal with that and that's my fault. But, uh, when

[12:47] I was trying to negotiate with them, uh, they pretty much can demand whatever

[12:51] they want out of you as a late fee. There's no regulation by that at all in

[12:56] our contract. They can charge you whatever they want. And I ended up

[13:00] paying a late fee that was actually more than what I owed in my bill. So, I

[13:04] wasn't too happy about that. But, I'm a big boy. It it what it is what it is.

[13:09] So, but I just want to point out that that's something that is not regulated

[13:13] in our contract. [clears throat] So, maybe that's something we can negotiate.

[13:17] If not, we can at least point that out to them in our negotiations

[13:21] and uh keep the uh senior discount in there. I really appreciate that. As far

[13:26] as the the drivers coming around picking up the trash service, I have no problem

[13:30] with them. They do a good job on my street. So, I just wanted to bring that

[14:04] little. I'm Ry Leon. I created Real Tournament Solutions.

[14:09] Real Tournament Solutions is called Profit Nonprofit Connection. What does

[14:13] it do? We take funding games and turn it into a nonprofit collection for the

[14:19] community for your charities in your community.

[14:23] The money that's donated in this community stays in this community.

[14:27] That's one of the bylaws that I run into. As we look for things and ways

[14:32] that we can help one another, this helps us find funding doing something that

[14:37] gets us together. What I'd like to pitch is like a community fun event sometime

[14:42] in the middle to the end of April. Uh kick into spring or whatever. Doesn't

[14:47] matter what the business is or what the game is. I have got through the Parker

[14:53] Jackson Foundation due to us losing his grandson to cancer. We went ahead and

[14:58] set up the almost famous dart tournament which is a national event that goes from

[15:02] a zip code to a county to a state to a region to a national aspect. This goes

[15:08] out nationally. Well, actually it is nationally now. I start promoting it

[15:12] nationally. The 13th I will have meetings in uh Dorsy Center down in

[15:19] Vine. is one there may be one coming there may be negotiations for one to be

[15:24] up here somewhere doesn't matter it's uh business to business in other words

[15:30] anybody that donates any money goes directly to the charities in this

[15:34] community if you're a county or bigger char if you're a county or bigger

[15:38] company you pay a fee for like the county we can get rid of a lot of fees

[15:43] we charge our people if we do this and do it through a nonprofit aspect how

[15:48] much money we can raise depends on how much the people want to spend, how much

[15:52] they have to spend. Unity is something that this country has lost and I think

[15:56] this will help us get it back, guys. That's pretty much what all I got to

[16:00] say. We got the hope, the Parker Jackson Foundation and Hope Camp. It was just a

[16:05] job training program that I put together that got changed. This was just to help

[16:11] train the trades. Well, I met my wife and we got married about seven years

[16:16] ago. When we got married, she was in corporate America and had been for 25,

[16:20] 30 years. So, she knew how to put the numbers with

[16:25] from corporate America onto the same thing that I use for the trades to help

[16:31] increase the trades. And I think I can get all of us to six figures with this

[16:35] program. Trinity program is something I think we all want. It's something that I

[16:41] think we all need. And no, the equations are not simple. I wish they were, but

[16:46] they're not. Um, as far as the tournament aspects,

[16:52] tournament aspect goes somewhere in the community. St. An's got a zip code 63047

[17:47] means that you run from the best to the worst all in one board and you pay them

[17:51] out accordingly. The the the cool thing about the high score qualifier is it

[17:57] qualifies you for your local tournament, it qualifies you for the if you win the

[18:01] c if you win the local, the county, the state, the region, and the nation, you

[18:05] qualify for five tournaments all for winning one week. So that's how we get

[18:10] to the 256 tournaments that we will have somewhere in the St. Louis area once a

[18:15] year. >> Cool.

[18:18] » I mean that's 26 25 probably over 3,000 people to the community every year all

[18:24] with a business ties and the things of that nature because it from what I just

[18:29] explained to you realize we can work from one zip code to a national aspect.

[18:33] If you can get those companies in the middle to combine, we don't have to

[18:37] worry about what we're paying people and get people that are qualified for what

[18:40] they're doing. >> So, we're talking about a national event

[18:44] that could attract multiple thousands of people to the area.

[20:18] here in February for the I guess the collegiate championships along with uh

[20:24] the city of Hazwood. Uh so I wanted to see uh there there'll be over 200

[20:29] players, several different universities uh throughout the country and I told him

[20:36] yes. I was going to see if I could get the board approval. They're going to

[20:39] fill the ports for three days if we could do a uh $10 rate for them which is

[20:45] in essential the resident rate and uh go from there. They might even do rent a

[20:51] room and do some catering too. So >> absolutely.

[22:13] community for a long time. He does a lot. Uh he's one of our police

[22:16] commissioners. Um uh Christmas time, we we go out hand out

[22:21] hand out presents to the kids, get uh food for the the families in need, and

[22:26] Scott Cler is a big part of that. Um he does um the that he does the home run

[22:31] derby, the cops for kids, sets all that up. him and Billy Billy Mayho with USCL

[22:36] Sports. They they do so much for this community and we just want to recognize

[22:39] them like we do every Christmas time because it went so well uh as it does

[22:44] every year. Uh so I just we just want to say thank you for what you do for the

[22:48] community uh the people in our community and uh the police department and the

[22:52] cities. Thank you. [applause]

[23:07] » Yeah, I appreciate this. Um, be honest. Actually, this year, man, I was uh the

[23:12] last couple years it's been kind of a struggle to get the stuff together to do

[23:17] it. Seems like more stuff comes in the way that actually helps, you know,

[23:21] [clears throat] and uh every year it's a struggle, but when we hand that first

[23:23] present to that first, >> that [clears throat] makes it all worth

[23:27] it. So, Um there's a huge need in this community and uh taking care of people

[23:32] is kind of like my calling and I think God called me to do that. I think

[23:37] success is when you could take care of yourself, your family, and your

[23:40] community. So now we're focusing on a community. We have been for years. Um

[23:45] the toys in the streets is a huge we had I mean the people that were there seen

[23:50] it. We had hundreds and hundreds [clears throat] of kids come out

[23:52] throughout St. This year >> this year you added for

[23:56] » and this year we did so we do several communities. Um I started it in St. Any

[24:01] but after Ferguson I felt it was necessary to bring it to other

[24:05] communities. Part of this program is so that people see the police in a

[24:09] different light instead of just them running calls to their house at the

[24:12] worst time of their lives. They're getting an opportunity to interact. So

[24:15] what we do is we have the police interact with the community, hand the

[24:19] toys, bring the kids to the trailers where we have all the toys, and then we

[24:22] have our girls and the toys, hand them to the police, and they they get to

[24:26] spend time with the people in the community, and that's that's the biggest

[24:28] part of it. >> STL's sports outreach, we need to

[24:32] recognize Billy, we will, and they get the toys. Scott Patil facilitates this.

[24:38] He's done this for now 12 years. Is this 12 years?

[24:40] » Yeah, 12 or 13. >> 13. And I can tell you that there are a

[24:44] lot of people in need and we see it out there when we're going there. And then

[24:49] just even watch now that the fire department is getting hold of

[24:52] Commissioner Colette and asking and stuff and and watching them come in. We

[24:56] actually were able to help a couple people the other day and the fire

[24:59] department came. So, it's just >> I actually on my phone I got a text

[25:03] literally as I was walking in the door and the text was kind of funny, but it

[25:07] was a kid that asked Santa for a bike and the mom couldn't afford a bike and

[25:12] the mom didn't really read through the list. She just kind of you know how moms

[25:16] do it. And um the kid was like all upset and

[25:21] she he was crying like, "Mom, I put a bike on the list for Santa, but I didn't

[25:25] get one." You know, and uh so somebody Actually, a doctor at a hospital, he

[25:30] reached out to me. He was like, "Hey, can we get this kid a bike?" I'm like,

[25:32] "Yeah, of course." You know, >> and so this isn't even done just now.

[25:36] Usually throughout the whole year where they they're hold the toys and bikes and

[25:41] stuff like that. So, we don't want to give everything out all at once, but

[25:45] then Scott and a couple others, they're able to really kind of bless people

[25:48] throughout the year, too. >> And we've done Christmas in the streets

[25:51] in July where we went to the city with the city police department. We went with

[25:56] um Chief Ukana and North County co-op and did Christmas in July with him which

[26:00] is all the municipalities that border the city. So we've been able to reach a

[26:04] lot of people and I mean we couldn't do this without the help of the community

[26:07] because the community is where we get a lot of the toys and not to mention the

[26:11] volunteers. I mean there's hundreds and hundreds of hours that go into making

[26:15] this happen and that lots of people help out. So

[26:19] » um big thing the home run derby man that's been huge. if you guys get a

[26:23] chance this summer to come to it. We've been asked to bring the home run derby

[26:27] to um TR Hughes the stadium there. We were asked two years ago to bring that

[26:32] to them, but I denied them because I like doing it at ABC. And we found out

[26:37] that the first year we did at ABC. So, we don't ask for any money on this. Um

[26:41] it's just a community outreach and talk about thousands. That's what we have. I

[26:45] mean, you can't even get to ABC. All the fields are full, the parking lot's full.

[26:49] It's police first kids. Um the first year we did it at ABC, ABC

[26:55] informed me that they were going to close down for their soccer season, but

[26:59] they raised so much money from the community or from the uh concession

[27:02] stand that they were able to stay open. So I think it's important to keep it

[27:06] there and keep it in our community and I love the old ballparks that are still

[27:10] around. So um I would love for the kids to be in the stadium and play, but

[27:14] there's something special about being at ABC. We all grew up playing there, so uh

[27:18] that's a big thing. While I'm up here, I want to mention we do have the mouse

[27:23] races coming up. >> Um, every year we do mouse races for the

[27:28] police department. Over the last 10 years, we've raised over a half a

[27:32] million dollars. That money has helped SAPA. Um, that money has helped police

[27:37] officers to get hurt and they're waiting for payment from workman's comp or

[27:41] whatever it may be. We've sent that money to other police departments. We

[27:44] use the money for DARE. Uh the state no longer funds any of the DARE programs.

[27:49] So we use that money at Drummond Elementary to help out with what we do

[27:53] up there. So >> the seniors for the Golden Club,

[27:56] » the seniors for the Golden Club, we donate a check to them every year. So

[28:00] the money goes a long way to help the community. So the mouse races are on

[28:04] February 7th at the community center. So if you guys need information on that,

[28:08] just get a hold of me. >> One more time.

[28:14] » I've got a company called Mr. Liquidate. Mr. Liquidate is a place that you can go

[28:18] on there and put that on and let let everybody in the community bet on a nice

[28:37] second year for that and it was only maybe seven, eight, nine cars and trucks

[28:44] and I don't know how many it is now, but

[28:47] goes on forever. It seems like >> a lot.

[29:02] is our evidence tech. He does so much for this this place. He uh he goes out

[29:07] to every crime scene. Uh and and he keeps keeps track of all the evidence uh

[29:13] back in the vault, which is extremely hard to do, especially nowadays with CLA

[29:17] standards, and you know, we hold ourselves to the highest standard. So,

[29:20] it's a ton of work. Uh but he's he does it does it phenomenally does a

[29:25] phenomenal job. Uh this past this past winter uh city their their city had

[29:31] folded or the police department had folded um and uh North County Co-op came

[29:36] and took that patrol over for their city. Well, their evidence was a mess.

[29:41] Uh and I don't know I think the city police chief got indicted and he did. So

[29:46] So it it they needed a professional to come in and figure out their their

[29:50] evidence room and that's so they they asked Mike to. So I Mike Mike Mike went

[29:55] over there started I think he he was over there for 15 days. It was over over

[29:59] like 1500 hours I think you were over there for. So it was a long time. Uh but

[30:04] but he did it he he did it perfectly. Uh they were super happy with the job he

[30:08] did. Um and we just want to recognize him for for that. [clears throat]

[30:12] » I want to say something before you say that. Um I've known this kid since he's

[30:16] in first grade by the way. I was his dare officer and um and actually then

[30:22] taught him dare in fifth grade. But um I actually saw him down at St. Louis

[30:26] County. How long ago? >> You were working down there in the

[30:28] maintenance years. >> So nine years ago I said you're working

[30:32] here. I was like absolutely not Mike. You're going to come work and sure

[30:34] enough within one month he came. We hired him on. He's done an awesome job

[30:38] in evidence where uh we get audited by Kala which is the gold standard for

[30:43] certification for law enforcement agencies. The FBI has been here before

[30:47] needing uh information, all that. We never had a case that's anything that's

[30:51] been missing or gone or anything like that. So, he does an incredible job. And

[30:55] I just want to tell you why we're doing this also is that um we have a contract

[31:00] with the North County Co-op. They have a a ton of calls. So, we are monopolized

[31:06] by helping the North County Co-op against better together. So, that once

[31:11] we defeat them one last time, hopefully that'll be gone. But that being said is

[31:15] that uh I mean he does everything from downloading videos for the city

[31:20] administrator when he needs them at an instant. Uh with I mean with no time

[31:25] when we need this stuff the FBI's needed stuff before [clears throat] and uh and

[31:28] he's always there. He comes in, he lives in town. He's invested here. Never

[31:36] what's next or anything. He just keeps plugging away. And that's why he's going

[31:40] to be successful especially under me for the next three years that I have left

[31:43] here. You're an incredible human being. You do a really good job, Mike. Knowing

[31:46] you for a long damn time. And that time that he took over there, I am telling

[31:50] you, is countless number of hours that we needed to pay them back.

[31:54] [clears throat] They did our officer um or OIS, officer involved shooting when

[31:59] our two detectives got into a shooting and uh and people did not like that. Um

[32:05] and so because they didn't think that it was going to be transparent. And I mean,

[32:08] he did an awesome job. He went back over there. I don't how many hours?

[32:12] Seriously? >> Over [clears throat] four months. Five

[32:15] months. >> Yeah, it was like four or five months.

[32:16] » So, and he was there basically every day. And I'm not talking about eight

[32:19] hour days. I'm talking about 10 hour, 12 hour days. So, and then we even had a

[32:22] couple of the other detectives go to transport firearms, little stuff like

[32:26] that. But he did a really good job. Congratulations.

[33:25] our animal control. She's the best animal control officer we've ever had.

[33:34] she takes uh a lot of pride in what she does and she has uh hands down helped uh

[33:39] Sappa in many ways. Um whether it's volunteering time and finding shelters

[33:45] for animals that um it was difficult to do so. Um she does everything she needs

[33:50] to do and she's highly respect in this community and does a lot of networking

[33:54] with other agencies. Um, she even got a she got a animal control truck donated

[34:00] to the city which was massive. Um, it couldn't have been and it couldn't have

[34:04] come at a better time. So, >> this truck was probably valued at

[34:07] $64,000 and it only had how many miles on it? 80 80 some thousand miles,

[34:12] something like that. >> A lot less. Okay.

[34:15] » Yeah. >> 50 something,000 miles. So, that is the

[34:18] kind of stuff I'm going to interject one more time, but keep going. Awesome.

[34:58] many times I it's literally 24 hours a day. She literally does not take off.

[35:32] good couple. They're looking to move into over in uh Oland right now. And I

[35:36] will tell you just want to add something where people want to talk about their

[35:39] own towns and yada yada. Well, I find it interesting that still that we are asked

[35:44] of our public services that she's been over to Overland, Edmonson, Woodson

[35:49] Terrace, North County Co-op, and now even St. Louis County just asked us and

[35:53] requested for her to bring some reptiles and stuff for a show for them. So, this

[35:57] is how much she donates her time, not just an 8 hour day, I'm telling you. And

[36:02] she did so much for Sappa. They literally and I don't want to really go

[36:06] there about the volunteers, but um when they had literally no volunteers, it

[36:10] started off they had hundreds and so she literally will leave her house all the

[36:14] time covering shifts. It was uh you're an amazing person. Seriously. And thank

[36:19] you. I speak with passion all the time and I mean it. And congratulations. You

[36:52] All right. So, Matthew Buckeye, he's one of our one of our better patrolmans

[36:55] here. Uh, he does a does a great job for us. Uh he's recently part of the part of

[36:59] the SWAT team. Um and we are going to award him with officer of the month of

[37:04] December 2025. Uh and we got so this is actually really funny. So this thing

[37:10] right here. Okay. So he's out on patrol. Uh sees a suspicious vehicle. Uh stops

[37:16] the vehicle, >> sees some some suspicious people inside

[37:20] the vehicle and uh you know, okay, these these these guys are some some dope

[37:25] fiends or something like something's going on here. So ask ask permission to

[37:28] search the vehicle. He's able to uh hey oh yeah there there's nothing in in our

[37:33] car. Go ahead and search it. So he's searching. Sees in the in the back of

[37:36] the trunk. He sees one of these laying in the trunk and he's like that's kind

[37:40] of weird. It's just ran all around. So he takes it, opens it up. Lo and behold

[37:44] he finds 7 and 12 ounces of methamphetamine in in this thing. Uh and

[37:49] that's that's a lot. So we usually know that's not just personal use. So that's

[37:53] that's about $10,000 $10,000 street value. Uh so it was it was probably one

[37:59] of the one of the bigger drug seizures for a patrolman in St. An in quite some

[38:04] time. So uh we want to recognize him for for that. Uh it was a phenomenal case.

[38:09] Uh very well written, very well investigated. Uh and you know we're able

[38:13] to contact the correct people and this case is actually going further further

[38:17] and further. We can't really talk about it, but uh but yeah, it's it's great for

[38:22] great for the city and it was a very good uh very good police action. So,

[38:26] congratulations. >> Yeah, before you read that, hold on real

[38:29] quick. I just want to tell you heard some rumblings soon. And once again, uh

[38:33] had a great career here. Can't wait. Um this guy obviously I'm grooming him to

[38:37] be the next chief. Um I've heard this stuff about um raises and all this kind

[38:41] of stuff and people not getting money and so on. And so I can tell you that um

[38:45] these guys next year we're finally going to be able to get a raise. It's going to

[38:48] be substantial. We're having to do some move around, but moving money around and

[38:52] so on and losing a couple positions, but I want you guys to know that uh it's

[38:56] officers like this that aren't here for the money. Uh not being negative. I'm

[39:01] just not putting up with that. I don't need to. I don't need anybody's votes

[39:03] anymore in my last three years. So, I'm going to set the record straight. These

[39:07] are the officers that we want work in the street here. If they're about more

[39:10] money, go get your job somewhere else. Thank you for your service here. I put

[39:15] in 27 years now here. um through thick and thin through other everybody else

[39:19] that's been here and I can tell you these are the kind of officers that we

[39:22] want that are going to come out here gonna work not not complain and so

[39:27] on. I speak with passion all the time just like Scott has and uh what he does

[39:30] for the community I'm the same exact way. So I put I've had some bad times

[39:34] here when the malls closed and so on where we didn't see raises for years but

[39:38] I can tell you that this board has always done a really good job. This is

[39:42] one of the strongest boards right now that I've seen. Strongest mayor that

[39:46] we've ever had. That's no disrespect to anybody else who's been on this board

[39:49] before, but I can tell you that we're going to get through this year. Once we

[39:52] do that, we're going to have more stuff inside. We're definitely going to take

[39:56] care of them later. But there's $100 in here to take your family to a nice

[39:59] little small meal in here. Just wanted to tell you, we want to try to do that

[40:02] for you guys once a month, especially until I'm on my way out. You deserve way

[40:06] more than that. I am sorry that we can't do that, but do not give up what you're

[40:10] what you're seeing here. I just want to add one more thing. While certain people

[40:14] are bitching and complaining, there's probably 75% of the department that's

[40:18] doing really good. They're out there. They don't care. They're not talking

[40:21] about all that stuff. They're they're working towards their goal. It took me a

[40:26] long time to get where I was going. Nothing happens overnight. But I've seen

[40:29] hard people work really hard, own successful businesses, and so on. And

[40:34] so, um, while we take note of who's doing what out there, believe me, those

[40:37] people won't last long. These are the people that we want want to work here.

[40:41] you you do an awesome job. We have contracts coming up. Uh the St. Louis

[40:45] County um board raised all of the police contracts for dispatching. So, we have

[40:51] numerous amount of calls right now. There are municipalities that

[40:53] unfortunately are not going to make it. So, we're out there. We're going to help

[40:57] them. But when we do that, we're getting money brought in here like we do. We

[41:00] continue to bring money into the city. And when we start combining helping one

[41:05] one another, I can promise you then this will be one of the highest paid places.

[41:09] It's just going to take a little bit. So congratulations. You do a freaking

[41:12] phenomenal job and way to get the drugs off the street. Matt, great job.
