Welcome everyone
[0:02]
to the March board meeting of the St.
[0:03]
Charles Parish Public School District.
[0:06]
Thank you for attending.
[0:08]
Before tonight's meeting
[0:10]
we will be led in prayer by Audrey Cody.
[0:12]
Audrey's an eighth grader from Harry
[0:13]
Hurst Middle School.
[0:15]
She was named the school's student of
[0:17]
the year for 2025-2026
[0:20]
and is a co-captain of the Run dance
[0:21]
team. Audrey's a Beta Club member and
[0:24]
involved in both talented theater and
[0:26]
talented art. She's also excited to
[0:28]
represent Destrehan High School next
[0:30]
fall as a member of the Dusty Darlings.
[0:33]
Perhaps though she's most forward to
[0:34]
looking to getting her room straightened
[0:36]
up before dinner tonight.
[0:39]
After the prayer we will be led in the
[0:41]
by the in the Pledge of Allegiance by
[0:43]
District 7 board member Art Aucoin. If
[0:45]
you are able, please stand.
[1:02]
Dear God, thank you for allowing us to
[1:04]
come here today to discuss important
[1:06]
issues among the school system.
[1:08]
Please help us guide everyone in these
[1:10]
decisions to ensure they're the correct
[1:12]
ones.
[1:13]
Watch over us as we travel home and
[1:14]
continue on to our daily lives. In the
[1:16]
name that we pray, amen.
[1:22]
I pledge allegiance to the flag of the
[1:24]
United States of America
[1:26]
and to the Republic for which it stands,
[1:29]
one nation
[1:30]
under God, indivisible, with liberty and
[1:32]
justice for all.
[1:46]
Let it be recorded that we have all
[1:48]
eight board members present including
[1:51]
our executive secretary Michelle
[1:53]
Babinaux and superintendent Dr. Ken
[1:55]
Olingy.
[1:58]
Resolutions and proclamations 2A.
[2:02]
United Way Bridge Run proclamation. Mr.
[2:05]
Ellis Alexander, would you please read
[2:06]
that? Mr. President, I will be honored
[2:08]
to read the 2026 United Way of St.
[2:11]
Charles 5K Bridge Run proclamation.
[2:16]
Whereas United Way of St. Charles is a
[2:18]
leader in partnering assets and
[2:21]
resources to provide a program of health
[2:23]
and human services St. Charles Parish.
[2:26]
And whereas in 1997 the first United Way
[2:30]
Bridge Run was held as a fun community
[2:33]
and family event to raise funds and
[2:35]
create a greater awareness for United
[2:38]
Way programs.
[2:40]
And whereas in its 30th year the United
[2:43]
Way Bridge Run events event draws on
[2:47]
average more than 2,000 participants and
[2:49]
coincides with the St. Charles Parish
[2:51]
celebration of America's 250th
[2:54]
anniversary
[2:56]
as part of the nationwide America 250
[2:59]
commemoration honoring our nation's
[3:02]
history.
[3:04]
And whereas the St. Charles Parish
[3:05]
Public School System is eager and
[3:07]
excited to participate on race day,
[3:10]
Saturday, March 28th. And whereas we
[3:13]
encourage our employees along with their
[3:16]
family and friends to join the St.
[3:18]
Charles Parish Public School team to
[3:21]
raise dollars in an effort to assist in
[3:24]
providing resources and services to the
[3:26]
residents of St. Charles Parish.
[3:29]
Now therefore be it resolved that the
[3:31]
St. Charles Parish School Board does
[3:33]
hereby join together with United Way of
[3:36]
St. Charles
[3:37]
and the St. Charles Parish community in
[3:40]
promoting the 2026 United Way of St.
[3:43]
Charles 5K
[3:45]
Bridge Run. Mr. President, I move that
[3:47]
we adopt this proclamation.
[3:50]
I second.
[3:51]
A motion by Mr. Alexander, a second by
[3:54]
Ms. Weber.
[3:55]
Dr. Olingy, are there any words you'd
[3:56]
like to say? Yes, uh if I could please
[3:58]
have Ms. Tamara Plasmyer from United Way
[4:00]
of St. Charles, she is the volunteer
[4:02]
event manager.
[4:04]
Ms. Plasmyer.
[4:05]
Okay, thanks for having me up here,
[4:07]
guys. Thanks for recognizing the Bridge
[4:09]
Run. Um we appreciate the school's
[4:11]
partnership so much. Without your help
[4:13]
we wouldn't be able to have it. Our
[4:15]
start line's at Harry Hurst Middle
[4:17]
School this year.
[4:18]
Um and you guys provide shuttles for our
[4:21]
runners to to get transported over to
[4:23]
the start. Um so I just really want to
[4:25]
say thanks for that and then also um to
[4:28]
encourage everyone to come out and
[4:30]
support the event. Saturday, March the
[4:32]
28th. Um you can register up to 30
[4:35]
minutes before the run. So if you change
[4:38]
your mind last minute, we still accept
[4:40]
registration.
[4:41]
Um it's going to be a fun day. I'm
[4:43]
really excited about it this year. It's
[4:45]
our 30th anniversary. Um and we're also
[4:48]
partnering to celebrate the America 250.
[4:51]
Um
[4:52]
so that'll be good. We are it's a red,
[4:54]
white, and blue theme this year. Um
[4:57]
we'll have live music, free food,
[4:59]
jambalaya, pastalaya, snowballs. So it's
[5:02]
really just a fun family event.
[5:05]
And I guess the last thing that I just
[5:06]
want to say is that, you know, it's not
[5:08]
just a race. It's not just a fundraiser
[5:11]
that
[5:12]
you know, when you participate in
[5:13]
something like this, you're really
[5:16]
making a a way bigger difference than
[5:18]
you probably realize. Um you know,
[5:20]
you're giving people hope. Um I get to
[5:22]
see these these people that are that are
[5:24]
in need of services on a daily basis and
[5:27]
so it's a real honor to be involved in
[5:29]
it. And so I just want to say to
[5:32]
everyone who does
[5:35]
I'm drawing a blank, but anyone who does
[5:37]
the race that, you know, it it it is
[5:40]
more than just a run. It's definitely a
[5:42]
you have a bigger impact than you see.
[5:44]
So thank you very much and um
[5:47]
that's all.
[5:49]
Thank you.
[5:50]
Ms. Plasmyer. Thank you.
[5:55]
There's no further discussion, would you
[5:56]
please verbally
[5:59]
uh wish your vote. All in favor say I.
[6:03]
All opposed?
[6:05]
Please cast your vote electronically.
[6:35]
I don't have it. I I did it for you.
[6:38]
That proclamation passes unanimously.
[6:45]
Recognitions

[6:48]
St. Charles Parish Public Schools
[6:50]
Aspiring School Leaders Academy. Dr.
[6:53]
Olingy?
[6:55]
Thank you, Mr. Cody. At this time I'd
[6:56]
like Dr. David Shexnayder, our executive
[6:58]
director of of schools, come up to say a
[7:00]
few words about our Aspiring Leaders
[7:02]
Academy. Certainly we welcome all of our
[7:04]
leaders towards the back of the
[7:06]
boardroom. This program, just for the
[7:07]
board's knowledge, has really uh
[7:09]
improved our our leadership capacity
[7:11]
across the district and the investment
[7:12]
that we're making in our leaders has the
[7:14]
strongest impact in our schools. So Dr.
[7:16]
Shexnayder. Yes, sir. Thank you, Dr.
[7:18]
Olingy. The St. Charles Parish Public
[7:20]
Schools Aspiring School Leader Academy,
[7:22]
known as ASLA, was established for the
[7:25]
24-25 school year with the goal of
[7:28]
providing opportunities to aspiring
[7:30]
leaders to hone their leadership skills
[7:32]
prior to pursuing leadership positions.
[7:35]
This rigorous and innovative 9-month
[7:36]
program offers a comprehensive
[7:38]
curriculum that focuses on instructional
[7:40]
leadership, school operations,
[7:43]
communication and conflict resolution,
[7:45]
while also fostering personal growth
[7:47]
through reflection and collaboration.
[7:49]
Through this program participants engage
[7:51]
in hands-on learning experiences
[7:53]
designed to build critical leadership
[7:55]
skills such as decision-making,
[7:58]
effective communication, and team
[8:00]
building.
[8:01]
Cohort 2 represents the second
[8:04]
graduating class of this academy, a
[8:06]
group of dedicated educators committed
[8:08]
to preparing for roles in school
[8:10]
administration.
[8:11]
In addition to providing valuable
[8:13]
leadership development, the ASLA is also
[8:16]
designed to ensure that St. Charles
[8:17]
Parish Public Schools is growing and
[8:19]
cultivating a robust pipeline of future
[8:22]
school leaders.
[8:23]
The cohort is exposed to best practices
[8:26]
identified by district administrators
[8:28]
and utilizes tools such as the Seven
[8:30]
Habits of Highly Effective People, a
[8:32]
StrengthsFinder personal assessment, the
[8:35]
book Arrows, and custom-made
[8:37]
scenario-based problem-solving models.
[8:41]
Candidates were put on a spot in
[8:43]
high-tension situations and coached to
[8:46]
remain poised under pressure.
[8:48]
These resources and opportunities enable
[8:51]
them to enhance their leadership
[8:52]
abilities preparing them for future
[8:55]
roles as assistant principals or other
[8:57]
administrative positions within the
[8:59]
district.
[9:01]
Through their commitment to this program
[9:03]
educators demonstrate a strong
[9:05]
dedication to their professional growth
[9:07]
and to the continued success of St.
[9:09]
Charles Parish Public Schools.
[9:12]
It should be noted that with the
[9:14]
graduation of Cohort 2
[9:16]
in combination with last year's
[9:18]
graduation of Cohort 1
[9:20]
we have now produced a total of 36
[9:23]
graduates.
[9:24]
Additionally of last year's 19
[9:27]
graduates, 13 have ascended to
[9:29]
leadership positions within our school
[9:31]
system.
[9:32]
Applications for Cohort 3 have been
[9:35]
submitted and the selected candidates
[9:37]
were recently notified with the first
[9:39]
session for Cohort 3 beginning on June
[9:41]
11th, 2026.
[9:44]
At this time we would like to
[9:45]
acknowledge the 17 graduates of Cohort
[9:47]
2.
[9:48]
As your name is called, please come
[9:50]
forward to accept a token to commemorate
[9:53]
this achievement and take a group photo.

[32:28]
Mr. President, uh the committee moves to
[32:30]
approve the recommendation
[32:34]
to uphold
[32:36]
student number one.
[32:37]
Second.
[32:39]
Have a motion by Ms. Boudreaux, a second
[32:41]
by Mr. Gregson. Is there any discussion?
[32:46]
If none, please
[32:48]
verbally cast your vote. All in favor of
[32:52]
uh of the motion, say I. I.
[32:56]
Any opposed? Opposed.
[32:59]
Please cast your vote electronically.
[33:29]
That motion passes.
[33:34]
Four, excuse me, five B, expulsion
[33:37]
appeal of student number two.
[33:40]
As per LRS 17:41663
[33:44]
or C3B4, the school board may review
[33:47]
expulsion decisions and choose to
[33:48]
affirm, reverse, or modify the actions
[33:50]
previously taken by the superintendent
[33:52]
or the superintendent's designee. The
[33:54]
St. Charles Parish School Board members
[33:56]
met as an ad hoc committee on Monday,
[33:58]
March 23rd, 2026 at the request of
[34:01]
student number one's mother to consider
[34:03]
her request of the board to review the
[34:05]
decision to expel student number two,
[34:07]
excuse me.
[34:09]
Student number two
[34:12]
and the resulting sanctions. The members
[34:14]
of the St. Charles Parish School Board
[34:16]
need to consider and then act upon the
[34:18]
recommendation of its ad hoc committee.
[34:20]
This is for student number two.
[34:22]
Mr. President, we recommend to affirm
[34:24]
the superintendent's decisions regarding
[34:26]
the expulsion and sanctions of student
[34:28]
two, requiring
[34:30]
student number two to attend the U. L. Landry Educational Program Center
[34:35]
until the first day of the fall semester
[34:36]
of the 2027-28 school year. Student
[34:40]
number two successfully completes the
[34:41]
prescribed counseling program of option
[34:43]
A, student number two may be allowed to
[34:45]
return to school on the first day of the
[34:47]
spring semester of 2026-27
[34:50]
school year on a behavioral contract.
[34:52]
Second.
[34:54]
Have a motion by Ms. Boudreaux and a
[34:56]
second by Mr. Gregson. Is there any
[34:57]
discussion? Yes, Mr. uh
[35:01]
Mr. Chairman, I I'd like to offer
[35:02]
substitute
[35:04]
um motion to modify the superintendent's
[35:07]
recommendation
[35:09]
to change the um time
[35:12]
that the student student number two
[35:14]
could return back to high school. This
[35:17]
student will be a senior.
[35:19]
And uh I would like the time of the
[35:23]
expulsion to to be 90 days beginning
[35:26]
with the the time that he was first sent
[35:29]
to
[35:30]
Landry.
[35:34]
And when the 90 days are finished, he he
[35:37]
would be able to return to his school
[35:40]
just a little bit earlier than
[35:42]
uh January of 2027.
[35:52]
Mr. Alexander, just one clarification,
[35:53]
please.
[35:54]
Does this modification include the
[35:57]
requirement to continue and complete the
[35:59]
option A portion?
[36:01]
>> It includes all of that. Okay. It just
[36:03]
would uh modify the length
[36:05]
of of his term of expulsion.
[36:13]
We have a second uh substitute motion.
[36:17]
I second the motion.
[36:19]
By Mr. Alexander and a second by Mr.
[36:22]
John Smith.
[36:24]
Is there any discussion on the secondary
[36:25]
motion to modify student number two's
[36:28]
expulsion to 90 days to include option
[36:30]
A?
[36:34]
If none,
[36:35]
please verbally vote in favor of the
[36:39]
substitute motion that would modify
[36:41]
student number two's expulsion to 90
[36:43]
days to include option A by saying I. I.
[36:48]
All opposed, say no. No.
[36:51]
Please cast your vote elect- Nope.
[36:54]
So, these are these are confirmed. Okay.
[36:56]
So, that motion, the secondary motion to
[36:58]
modify student number two
[37:00]
uh their expulsion to
[37:02]
>> a show of hands?
[37:04]
Okay. Show of hands. Uh in in addition
[37:07]
to the verbal, could we get a show of
[37:08]
hands on I'm not sure that the verbal
[37:11]
was
[37:12]
what what it is.
[37:14]
Everybody talking in unison.
[37:16]
Right. It it was it was six to two on
[37:19]
the verbal, but we'll we'll certainly
[37:20]
raise hands. All in favor, please raise
[37:23]
your hand of of the modification for
[37:25]
student number two to be modified to 90
[37:27]
days to include option A.
[37:30]
We have two raised hands.
[37:32]
All opposed to the secondary motion.
[37:36]
We have six hands. Secondary motion
[37:38]
fails.
[37:40]
So, we now go back to the original
[37:42]
motion by Ms. Boudreaux to uphold the
[37:45]
recommendation and the second by Mr.
[37:47]
Gregson.
[37:49]
Is there any discussion on the original
[37:51]
motion?
[37:54]
All in favor, please
[37:56]
verbally vote by saying I.
[38:01]
All opposed? No. No.
[38:05]
Could we please get a raised hand from
[38:06]
all of the the yes votes?
[38:10]
Please note there are six. Could you
[38:12]
please raise your hand for all the no
[38:13]
votes on the
[38:15]
And that is two. Please vote
[38:17]
electronically.
[38:19]
>> [snorts]
[38:20]
[clears throat]
[38:46]
» And the original motion to uphold
[38:49]
passes.

[49:24]
Item 5H resolution on oversight
[49:27]
authorization of school board bank
[49:29]
accounts. Personnel changes at schools
[49:32]
and centers necessitate updates to
[49:35]
authorization on checking accounts.
[49:36]
Additionally, circumstances may require
[49:38]
opening or closing bank accounts.
[49:41]
Banking institutions require approval
[49:43]
from an authorized school board
[49:45]
representative to allow for these
[49:46]
changes. Therefore, the school board
[49:48]
presents this resolution authorizing the
[49:50]
chief financial officer to approve on
[49:53]
behalf of the board changes
[49:55]
to authorized signers for the school
[49:57]
board, schools, and centers, as well as
[50:00]
the opening or closing of accounts.
[50:03]
This item will be reviewed at the
[50:05]
finance and audit or was reviewed rather
[50:07]
at the finance and audit committee
[50:09]
meeting of the board um Monday March
[50:11]
23rd and is aligned with goal C of the
[50:12]
board's strategic action plan. Mr.
[50:15]
Smith, would you please read that
[50:17]
resolution?
[50:19]
Thank you, Mr. Cody. Um having served on
[50:21]
the
[50:23]
committee for the selection of the new
[50:25]
CFO, I'm happy to uh read this
[50:29]
resolution.
[50:31]
of oversight authorization of
[50:33]
school bank accounts.
[50:35]
Whereas the role of the chief financial
[50:38]
officer includes primary oversight of
[50:41]
the school board's cash management
[50:43]
operation.
[50:44]
Whereas the employee designated as chief
[50:47]
financial officer, Adam Neighbors,
[50:51]
was hired in such position effective
[50:54]
March 23rd, 2026.
[50:57]
And whereas each school and center
[51:00]
has separate checking accounts which are
[51:03]
built
[51:05]
which are held at federally insured
[51:08]
financial institutions.
[51:10]
And whereas based on the needs of the
[51:14]
school and center, the appropriate
[51:17]
federally insured financial institutions
[51:20]
and locations of such checking accounts
[51:23]
may be changed. And whereas personnel
[51:26]
changes
[51:27]
at these schools and centers dictate
[51:31]
changing authorized authorized on the uh
[51:35]
checking accounts. And whereas federally
[51:38]
insured financial institutions require
[51:41]
approval from an authorized school board
[51:46]
representative to ought to allow for the
[51:49]
operate the opening and closing of any
[51:52]
school or center checking accounts, as
[51:56]
well as any changes in authorized
[51:59]
signers.
[52:00]
Now therefore, be it resolved that the
[52:03]
school board authorizes the chief
[52:06]
financial officer to approve and
[52:09]
identify on behalf of the board which
[52:13]
federally insured financial institutions
[52:16]
at which to open or close checking
[52:19]
accounts for each school and center
[52:22]
as well as changes in the authorized
[52:25]
signers
[52:27]
for each school and center, including
[52:30]
all such charges changes
[52:33]
from March 23rd, 2026 and going forward.
[52:38]
I move approval. Second.
[52:40]
I have a motion by Mr. Smith, second by
[52:43]
Mr. Suffrin. Is there any discussion?
[52:46]
If none, please verbally
[52:49]
vote. All in favor, say I. I.
[52:52]
All opposed?
[52:54]
Please cast your vote electronically.
[53:07]
» [clears throat]
[53:09]
» Oh.
[53:11]
Did that Michelle? It had a pop-up.
[53:14]
Okay.
[53:24]
That resolution
[53:25]
passes.
[53:28]
Items?
[53:29]
Are there any standing committee
[53:31]
reports? Board members are encouraged to
[53:34]
make those now.
[53:37]
Seeing that there are none, we'll move
[53:38]
to 6B, the superintendent's report.
[53:41]
Thank you, Mr. President.
[53:43]
Declaring April a school library month
[53:44]
