>> here.
[0:23]
» Attorney Voss absent. Alderman Sailing
>> here. Alderman Shelton
[0:28]

[0:35]

[0:48]
justice for all.

>> I move to approve the consent agenda as
[1:13]
presented. I'll second.
[1:17]
All in favor?
>> I oppose.
[1:21]
Motion carries.
[1:25]
» All right, new business. Next, uh we
have the Quick Trip 692 consolidation
[1:32]
plat uh which is bill number 202631.
Uh Gwen from Quick Trip is here. Um
[1:40]
she's here. If you all have any
questions about about any of this, I
[1:45]
think it's pretty straightforward, but
she is here to answer any questions. And
[1:50]
that's very welcome. Do you want to
>> just the only comment I'll make is this
[1:53]
is just simply a lot consolidation that
includes five different lots that are
[1:57]
being consolidated into one. Um, and
that's that's really all this is about.
[2:02]
It's just lot consolidation.
>> So, I do recommend approval.
[2:10]
I would like it like to introduce bill
number 2026-31
[2:14]
for first and second reading by title
only.
[2:18]
» First reading an ordinance approving the
lock consolidation plant known as
[2:22]
quickrip 69 692 consolidation plant
being tracks of land in section 24
[2:29]
township 42 north range one west city of
St. Clair Franklin County Missouri.
[2:35]
Second reading, an ordinance approving
the lot consolidation plat known as
[2:40]
Quick Trip 692 consolidation plat being
tracks of land in section 24 township 42
[2:47]
north range one west city of St. Clair,
Franklin County, Missouri.
[2:53]
» I move to approve bill number 20.6-31
as well. Second.
[3:02]
» May roll call, please.
>> Alderman Asher. I
[3:05]
» Alderman Dward
>> I
[3:08]
» Alderman Sailing
>> I
[3:09]
» Alderman Shelton
>> I
[3:13]
» motion carries bill number 2026-31
becomes ordinance number 2281.
[3:22]
Thank you for being here.
>> Thank you.
[3:29]
Next we have the uh next item is a
contract with times contracting for
[3:35]
sidewalk and storm drainage improvements
bill number 2026-32.
[3:41]
Administrator Loki.
>> Thank you mayor, members of the board.
[3:44]
This project was bid out in late July.
We did the bid openings on August the
[3:48]
20th. We did receive four bids. You can
see on page 54 of your packet all four
[3:54]
bids that are listed there. The low bid
is time construction at $465,474.
[4:03]
I will remind everybody this is a MODOT
cap project. That means that uh MODOT
[4:10]
pays 80% of the total cost of the
project. And so even though we are going
[4:16]
to pay 465
uh 474 will get reimbured for a minimum
[4:21]
of 80% of the project. Um, Kines comes
very highly recommended. You can't even
[4:28]
get on a Monot TAP project unless you're
a part of their bid system on the state
[4:33]
level. Um, we got a lot of positive
comments back on kind. We're excited
[4:38]
about having them do the project. Um,
and earlier today, I think I put in here
[4:43]
I was still waiting on approval. Earlier
today, I did get out approval. So, this
[4:48]
has been approved by the state at that
level. Um, we budgeted 550 for this. So,
[4:54]
the low bid is significantly under
budget. So, even though we're only uh
[5:00]
paying 20% of it, we're still saving 85
plus thousand out of our budget that
[5:07]
that we that we had put in place. So,
that's a very positive and I do
[5:11]
recommend approval. I'm happy to answer
any questions that you have. If I can't
[5:14]
answer them, I do have Jason here. He
can answer.
[5:21]
I'd like to introduce bill number
2026-32
[5:26]
for first and second reading by title.
>> First reading, an ordinance for the city
[5:32]
of Sinclair authorizing the mayor to
sign a contract with times contracting
[5:36]
for sidewalk and stern drainage
improvements on Walton and Jean Streets
[5:40]
for an amount not to exceed $465,474.
[5:46]
Second reading, an ordinance for the
city of St. Clair authorizing the mayor
[5:50]
to sign a contract with Times
Contracting for sidewalk and storm
[5:54]
drainage improvements on Walton and
James Streets for an amount not to
[5:57]
exceed $465,474.
[6:03]
» I move to approve bill number 2026-32
as read.
[6:09]
» I'll second.
[6:13]
» Roll call, please. Alderman Asher.
>> Hi.
[6:16]
» Alderman Dolber.
>> Hi.
[6:18]
» Alderman Sailing.
>> Hi.
[6:19]
» Alderman Shelton.
>> Hi. [cough]
[6:22]
» Motion carries. Bill number 2026-32
becomes ordinance number 2282.
[6:32]
All right. Attorney boss not here.
Administrator Welty.
[6:37]
» Yeah. Thank you, Mayor Mor. I just want
to thank Amanda's not only for being
[6:41]
here to take the picture tonight, but
also on very short notice for filling in
[6:46]
uh with because Megan couldn't be here
tonight. So, thank you, Amanda.
[6:50]
» Thank you,
>> editor.
[6:53]
» Was it? Sorry.
>> No, you're good.
[6:56]
» Jason,
>> uh, nothing at this time.
[7:00]
» Okay,
>> Chief Sykes.
[7:03]
» Yeah, nothing at this time.
>> Craig, nothing at this time. Lucas,
[7:09]
» nothing at this time.
>> Board members,
[7:14]
anything?
>> I have a couple things, just a couple of
[7:16]
followups. Um,
>> I took a drive around town, noticed that
[7:20]
we have a few, quite a few properties,
but the grass is kind of out of control.
[7:26]
I noticed that we had posted something
on Facebook about 50 yards, people
[7:31]
cutting grass. Is that part of something
that can handle some of that?
[7:38]
You remember what I'm talking about?
>> So, we sometimes will post uh relevant
[7:43]
information about ordinances, especially
as we go into different seasons. Is that
[7:46]
what you're talking about?
>> No. Um there's a post is for kids 8
[7:52]
years old to 17. If they mow 50 grasses,
>> 50 yards.
[7:59]
Yeah.
>> Oh, okay.
[8:02]
Well,
if we have kids in town that want to mow
[8:06]
and they want to approach the homeowners
that have the tall grass and they can
[8:09]
certainly do so, the city should
probably stay out of that.
[8:13]
» It's not our property.
>> And so, we're going to do our process
[8:17]
and we're going to we're going to talk
to those people. Maybe Craig, when we do
[8:22]
approach these people, we could we could
give them this information and and share
[8:26]
that with them and maybe we could have
them reach out and and do that. that we
[8:30]
can't be coordinating the mowing of
grass on private property without a
[8:33]
court order.
>> I just was asking because I thought I
[8:36]
saw it come off of the city page on the
Facebook, so that's why I was inquiring
[8:40]
it.
>> So, it came through the city page.
[8:45]
» Yeah.
>> Okay. [clears throat]
[8:48]
Well, we we pull stuff for the
community, but it doesn't necessarily
[8:52]
mean that that that we can allow
privacy.
[8:56]
» No, I understand that. That's why I was
asking,
[8:58]
» but I'll look into it.
>> And the only other thing I have is um I
[9:02]
know a couple meetings ago I asked about
the flower bed that's in between Jim's
[9:05]
auto sale and the caboose. Are we going
to get an attention on that? It's really
[9:11]
» where the stuff is so beautifully
manicured and then you have that.
[9:17]
» Right. So I got to we're we're currently
discussing whether but we're going to do
[9:21]
that in the fall. We're currently
discussing whether we're going to do it
[9:24]
in house or or paid to have it done. Um
I've also talked to John Pelton about
[9:30]
getting some high school kids to help
with that.
[9:33]
» That is something that we have on our
radar. That whole area I think you're
[9:36]
talking about that area between the car
lot and our property.
[9:39]
» Yes.
>> The I'm I'm we're ready to move on that.
[9:43]
I
>> I am just I just want to make sure we
[9:46]
own the property. And so I've I've I've
been inquiring with with the county just
[9:51]
to make sure I know exactly where the
property line is. I don't want I don't
[9:54]
want to cut all that down and find out
it's on somebody else's property.
[9:57]
» But yes, that is all coming down
>> and we were either going to mulch it and
[10:02]
maybe put some bushes there next year or
just turn it into grass, one or the
[10:07]
other. So but yes, Connie, that is
something that's on our list and we are
[10:12]
going to uh uh we're going to get going
on that. I'm going to make a note and as
[10:16]
soon as we make a decision on that, I'll
let you know.
[10:18]
» Okay. Thank you.
>> Anyone else,
[10:25]
public participation?
[clears throat]
[10:31]
All right. Our next scheduled meeting,
we have a public hearing on Monday,
[10:36]
September 21st at 6:45
followed by the regular meeting uh that
[10:42]
evening at 700 p.m.
What's the public hearing on
[10:50]
» public hearings for the water and sewer
race,
[10:53]
» right? And
Valerie Valerie will be here.
[11:00]
All nine's clear.
>> Motion to adjurnn.
