[0:00] started. Um, first thing is uh we will Did everybody
[0:07] get did you get a chance to look at the meeting minutes from last night? Yes, I
[0:10] did. Yes. And everybody agrees with that. Um, I agree with that. You agree
[0:15] with that? We should probably mention that we're the only two here tonight.
[0:20] Yes. I'm sorry. Josh Single is not present. Alyssa Hall is not present.
[0:27] So the roll call is Kim Livingston
[0:33] and Medina and Medina. I'm here and Tim. Okay.
[0:55] Oops.
[0:59] Something happened.
[1:06] Currently, we do not have a police report for the month. Um, Josh Coons is
[1:11] not here. Um, fire department is not here. So, we do not have a report from
[1:17] the fire department. Next would be the water. Less is here.
[1:22] Less, I am here, but the report's not here. The report's not here. No, I
[1:26] actually I had planned on going back home today, but we
[1:31] got stuck here locating. Okay. So, we just stayed in town because it was 5:30
[1:37] the time we uh got done locating. So, I didn't have time to run home in the
[1:41] back. So, Okay. But, uh as far as the permit or actually the uh sorry, the
[1:49] wastewater report, there was no violations on the report and that's a
[1:53] good And because I talked to Jill about the the uh
[1:58] the fact that I think the last two months we haven't had any issues with
[2:02] meeting our permit limits. Mhm. And usually the heat's when those things
[2:06] like to show up, right? Yeah. Yeah. And you know, we've done a few things
[2:10] different. Of course, we cleaned the contact tank which needed it. I mean,
[2:14] that could have said there's a lot of sludge in there. Yeah. We There was so
[2:17] much sludge in there that could have contributed to the fact that uh it was,
[2:22] you know, it was causing our BODs to go up and of course the solids. So that
[2:28] helped and then the fact that we did get a new u new meter at the plant to do our
[2:35] testing and that seems to have made you know a difference in our uh our numbers.
[2:42] It's actually reading accurate. Yeah, it's actually reading accurate and
[2:47] that's one thing I want to talk to you guys about. uh you know you can buy you
[2:52] can get check samples uh like we can get like one every six months and uh we can
[2:59] check our accuracy that way. They'll send the samples we analyze calibration.
[3:04] Yeah. Yeah. We can analyze them and match it up with our equipment and make
[3:08] sure we're in uh you know within the range they said.
[3:13] What is that? I think they're like $300 a set and that includes everything. And
[3:17] then, you know, it's just a way of checking your accuracy. So, it costs
[3:22] roughly $600 a year. Yeah.
[3:27] I think in the the state we're in, it might be a good idea. Yeah, I think so,
[3:32] too.
[3:35] So, how about the storms? Any any overwhelming issues lately?
[3:41] No. No. No. Uh except you know the lift station on uh
[3:47] Franklin you know it's still you know having issues as far as
[3:52] keeping up. Yeah. Is there anything more we can do? Well I
[3:59] mean you know I thought Jill was supposed to be here.
[4:04] No, hurry. No, she she sent over the one report and Oh, okay. wanted us talk
[4:11] about it, but but that's one of the areas I know you guys were not here and
[4:15] I wasn't here. That's one of the areas that they they actually uh lined the
[4:19] sewers around that area to eliminate that.
[4:25] But then again, when it rains, there's a lot of excess flow getting to that lift
[4:31] station. something from somewhere. So that's
[4:35] probably another area to investigate when they do the when we first start
[4:39] televising that that may be where we need to concentrate on it. Do we know
[4:44] when that's supposed to start? No, we don't have anybody. We've just got
[4:46] quotes. So we um on the IDM sheet, we said by by June we will have that
[4:57] started. So we have got that started the televising for for the town. Um, we've
[5:03] got the quotes, you know, Jill's sending out
[5:07] um the need for it and then we're gonna start getting quotes back for that.
[5:12] Okay. So, we actually met met everything on the list so far. Great. That we uh
[5:20] that we have said that we're going to do. So, just kind of looking at what we
[5:23] talked about last time, make sure we probably should I'll make a motion to
[5:29] approve um the
[5:35] June 3rd meeting minutes. Yeah, second that. Put that in there.
[5:45] But I will send you guys I'll email you the report.
[5:50] Yeah. Okay. So, I had every intention to go home
[5:54] because my son, he's out. He wanted to go home. So, but he's stuck out there
[5:58] now. Got to have to wait, huh? Yeah. And I
[6:03] can't wait out of town. Did hydrant flushing go as you thought? It went
[6:09] really well. I mean, it took us a lot longer than what we anticipated, but
[6:13] that's that's to be expected. We made sure we got them when we got every
[6:19] thoroughly flushed. Uh the worst part of town was in the north uh northwest
[6:24] around in that area. Uh it was considerably
[6:29] uh you know you know I sent you guys out of that. So
[6:35] yeah. So with that being said um no go ahead. Next time though, we need
[6:42] probably need to get a updated uh diffuser with a gauge on it so we can
[6:49] record the flow and everything at the time we flush.
[6:53] Well, we don't really have anything to do that. It's an old diffuser. It
[6:59] doesn't have that capability, but we need to purchase one. I mean, you're
[7:03] talking like $300 or $400 for a good one that'll give us uh pressure and flow.
[7:09] And so we can record that down and maybe later on we can uh basically uh based on
[7:17] the flow of the hydrant, you're supposed to color code it a certain color like
[7:21] the bottom, the top, you paint it orange or yellow depending on the flow of the
[7:25] hydrant. That way when the fire department uh if they have a fire they
[7:29] can go they can identify which titrant to go to by the bonnet collar.
[7:36] So there's actually a color code that goes along with that. It's like which
[7:41] ones would be strongest or weakest. Okay. The most flow out of it. Well that
[7:45] makes sense. That makes sense. Yeah. But we we can do that this fall if if
[7:51] you guys would like to get that done. You know we can do that. We can get
[7:56] another diffuser and make sure we record everything. You said they're about $300.
[8:00] Can you get us a solid quote on it? If you get us a solid quote on it, we
[8:04] probably can swing that along next month or whatever. Yeah. And it'll be
[8:10] September or October before we do that again.
[8:15] Did you find an old fire hose? Well, not a one. We got We had to borrow a fire
[8:20] hose from the fire department to flush the one at the end of uh Riverbin. Wow.
[8:25] Because it's when that heal the last time we flushed it all ran down into the
[8:30] people's garages. So we were able to hook up to the hydrant on the end and we
[8:34] had to put it into the sanitary.
[8:41] Did you look into any of the capital improvement stuff for the rate study?
[8:45] Well, actually Jill has got some kind of idea of various things to put in there.
[8:51] Oh, good. I talked to her yesterday, Jack yesterday about it and I guess
[8:55] we're going to collaborate and get something put together. Awesome.
[8:59] Perfect. Awesome. Yeah. Just if you keep me in the loop, I'll be able
[9:09] Oh, the hydr hydr. Yes, that's 1946 hydrant. You can't get partial. So, you
[9:17] just have to replace needs replaced. You pulled on that?
[9:23] Yeah, sure. Hydrates right $3,500. Okay. Yeah, I know. You know, pretty
[9:29] much that's how much they are. Yep. You know, the labor in it.
[9:39] We did have a um my neighbor across the street. She went to flush her toilet and
[9:45] it just started backing up into her um house. So, she actually called the
[9:51] plumbers. Yes, you're aware of Mildred's situation. So, I guess the ground the
[9:57] ground pounding on the Xfinity cable uh broke through hers or busted it. So,
[10:04] they took care of it. They they were prompt to take care of it. They they did
[10:07] a very good job. But when we were there, they had to go through my manhole. And
[10:12] when they went through my manhole, they had found, you know, in the main there
[10:16] was some like right at our four-way there was some toilet paper buildup and
[10:21] stuff. And he suggested First Street get jetted. Oh, really? Yeah. He was like
[10:25] And he showed me cuz I was looking. I was like, "Yeah, yeah, I see that."
[10:29] Okay. It was coming through the main. So my my pipe was coming in here. Hers was
[10:33] going out here. It was the one coming in. It was just kind of a big old wad.
[10:38] So, probably wouldn't hurt that we look into jetting that um first street before
[10:45] more buildup gets there. I mean, it'd be anybody's house, but
[10:50] it's in front of my house. So, I'm like, "Yeah, let's get on that." But, uh, we'd
[10:54] get on it anyway. So, I'm just saying it it's something maybe we need to look at
[10:58] cuz you you know where I live. Oh, yeah. If you could pop that off and see if
[11:03] that thing's still there and maybe understand what they were looking at or
[11:06] we were looking at, um, I'd appreciate that. All right. Yeah, sure. Um, all
[11:11] right. Anything else? Well,
[11:17] actually, there is has had
[11:21] several she missed like what was it? 39 meters. 39 39 meters never read this
[11:28] month. Oh. So I normally do and it didn't come out. I talked to utility
[11:35] utility supply yesterday and I suggest I thought maybe they could reboot the
[11:40] antenna or the equipment at the tower to try to maybe get it to read better, but
[11:47] they didn't seem to think that was a good idea for some reason.
[11:52] They said check the check the antennas inside the pits. H. So I like to get a
[11:59] list and then we'll go around and check you know basically the list and see full
[12:05] of water from storm water. That's supposed to not affect supposed to. So
[12:10] they didn't read like 39 different ones. A lot of them on
[12:16] there's always problems on first street and there's always problems in the
[12:20] river. So they didn't read for how long? Well, this is the first time I've had
[12:24] that many. I mean, I've been going around. I think we need to have some
[12:28] boosters put up somewhere because on the far south side of town, there's always
[12:34] one that doesn't read down there. First street's always the other one that
[12:39] doesn't read. It's like I don't know if the trees are getting in the way of the
[12:42] antenna or, you know, blocking everything, but it's random sometimes.
[12:48] So, you have to go manually read it then when that happens. Yeah. I just start I
[12:51] drive around. I have a um iPad and a antenna that I carry with me and you you
[12:58] can read them like that. It's just not getting to the station, right? Okay. So,
[13:02] we're not right. Yeah. Okay. Okay. So, that leads us to the fact that uh I mean
[13:09] they are reading but signals just not getting it's like not broadcasting or
[13:14] something. Okay. Right. And they said that could be the antennas. If somebody
[13:18] gets in them pits and messes with them, they could pull the antenna out of the
[13:22] uh out of the head of the unit, it'll still read, but the antenna won't
[13:28] transmit where it's supposed to. So, that's what we're going to we're just
[13:32] going to have to go around check. I mean, it can make sure that they're, you
[13:36] know, hooked up properly and everything. So, Alina would give us a list
[13:42] and do that. I ones past I think we've had problems
[13:47] with like this water in the pits and it's covering the antenna wires and
[13:52] stuff. So it's like I know it might not ruin them but it might block their
[13:57] signals. Yeah. Eric has pull some up and attach them to the lids before because
[14:03] they were in the water and they wasn't reading. See, and that's another thing.
[14:07] I don't know. You know, of course we wasn't here during the uh installation
[14:11] of the new meters, right? Uh,
[14:15] so I don't know what their contract said. You know, most of the time utility
[14:20] supply will say put the antennas in on top the lid so it's exposed. So to get
[14:26] the signal out further, but most of these are under the lid. So
[14:32] I they'd be they'd be ran over if they're I promise you we'd be we'd be
[14:37] destroying them every That's why they make a lid. especially before that they
[14:42] make a lid that's recessed and that antenna fits down and it's flush with
[14:46] the top. So I don't know I'm just throwing that out there. It might be the
[14:51] fact that some of the some of the reason it's not So it's 39 this time. What's a
[14:57] normal amount just for perspective? Probably about 15. Okay. So quite a bit
[15:02] more. Yeah. Quite a bit. I mean usually and like this time it was almost a whole
[15:06] street and it was just crazy. Yeah. And then I I'm driving
[15:12] around everybody thinks I'm stockings. I'm sure. I'm sure this is like big
[15:20] with your iPad in your antenna, right? Yeah. Uh actually yesterday we
[15:26] had a situation where they they wore right through the meter bed and it
[15:31] actually knocked the meter out of it. So I was here and I was able to they
[15:38] were able to dig it up and cut their line and we just basically installed the
[15:43] meter back in the bed. It was okay but could have been a lot worse. That's
[15:47] good. Yeah. Let us did any damage at all. It just pushed the meter just
[15:52] knocked it out side. Yeah. No, we talked about that. That's okay. Just making
[15:56] sure we're good. Yeah, let us follow up and let us know about those if you find
[16:01] anything interesting. Okay. Yeah, I'll get a list.
[16:06] Okay, just to make sure we're connected, you know,
[16:14] that's pretty much all I have today. All right,
[16:19] Richard. Yes, sir. You have anything for us? I do.
[16:26] We had actually pretty high numbers with J.
[16:30] We had eight rentals. Plus, we had one rental here at the Civic Center and we
[16:37] had a rental paid for a July event at the gym. WCW wrestling. Mhm. I saw that.
[16:47] From Indianapolis will be here on July 19th.
[16:52] went to the gym. Um they uh
[16:58] they did present their own uh they they had their own liability insurance. They
[17:02] were told since they were going to be charging people to come in
[17:07] uh that uh u and actually having a commercial activity that they needed to
[17:13] provide their own liability insurance. Our treasurer's office agreed. So we
[17:18] went ahead, they they sent it and or something. Um
[17:25] I think their event is starts at like 7 or something like that. They have to do
[17:29] all the prep before that. So they're they're ready for eight hours or
[17:32] something. Anyway, um they end at 11 11:00 or so, something like that. So
[17:41] they're expecting quite a few people. And uh one of the things I'm not too
[17:46] confident on that we need to look it up. I don't know if it's available is what
[17:50] the u occupant level is for the gym. for the gym. I think it's in the
[17:59] neighborhood of 450. with the seats by the time you count the
[18:06] now seat it's whether you calculate seat size at
[18:10] 18 in 19 in or 16 in which been done all over
[18:16] the so figuring 18 in you three numbers I'll
[18:22] take the and so that's how I calculated that number and even though no one's
[18:29] allowed on the stage there are enough
[18:33] that that should however good this wrestling group is.
[18:37] They had an elementary school that went that had 350 seats and 900 people showed
[18:42] that. Wow. Yeah. And I said, "Did you have
[18:48] your event?" said, "Yeah, but we can only allow 350 because it wasn't
[18:52] elementary school and they knew the occup, you know, the occup
[18:58] uh it might be good for there'll be maybe more people in town.
[19:02] It's not just all local people. They're going to advertise in Shville, Russia,
[19:08] Greensburg." So, I expect that they they'll have a good crowd. I don't know
[19:14] if we can accom I know we can't accommodate the parking in that parking
[19:17] in the parking lot. So, people will be parking on
[19:22] side streets and uh and then there'll be people complaining about that.
[19:27] Somebody's parked in front of my house. Mhm.
[19:30] Yeah, we might want some crowd control. Maybe we need to
[19:34] consider parking attendant. Like have maybe you
[19:40] just ask them if may possibly somebody that might be a parking attendant or
[19:44] something. Yeah, because people don't park very well at the gym. No, we don't
[19:50] put any we haven't got any lines there. But they could that's a good idea there
[19:56] bosses coming down uh to look at the facility on Sundays that
[20:04] um okay so that's an event coming up and
[20:08] then uh starting this Thursday again with Kedar County Public Health
[20:14] uh will be here at the civic center every first Thursday of the month
[20:23] from 10 a.m. until noon. They still haven't got any flyers. I say
[20:29] that would be great if they did. Or or maybe we should come up with something
[20:32] to post on our Facebook. They have flyers at the at the gas and go. Um Oh,
[20:37] they do. Lucky has them. However, on public health on on the public health um
[20:47] No, we don't. Never mind. No, you're right. I'm sorry. I'll uh I'll check
[20:51] I'll I'll check with them on Thursday when they come. I see that.
[20:57] If they don't They said they had them, but they never sent it to me.
[21:02] They sent me stuff. So, I thought that they sent something.
[21:08] It's the first Thursday of a month. Thursday 10 to 12. 10 to 12. Health
[21:14] screens. They do. They do health screens. And I said, "What if somebody
[21:18] wants a burst?" Well, we can't get them here, but if they give us bring in all
[21:24] their information and everything, we can get it and we can have it for them the
[21:29] next month or if they've got everything that's needed, we can a form and
[21:33] everything they'll have. Then you mail it to I think she even mentioned some
[21:39] like vaccination stuff and they'll come prepared for that certain blood work
[21:44] maybe. Yeah, like lipid profile and things. So, I mean it really be a good
[21:49] service. Cholesterol. Yeah. Lipids. They need to advertise all that and people
[21:53] some people will take advantage of it. Yeah. They said, "Well, 10." I said,
[21:58] "Should we come earlier than 10? You won't get anybody. You come earlier than
[22:02] 10. You better come. If you want to come at 6:00 in the morning, you might get
[22:05] some people." Yeah. 10:00 we get most. You're going to get a
[22:11] lot of older people and people with kids at 10 o'clock if not at that time. Mhm.
[22:16] So, we'll see how it goes. But I'll look through this again at the moment
[22:20] Thursday. And um let's see what else do I have. I don't
[22:26] have anything else here. Um
[22:30] oh, another lesson since Le's here. It's not
[22:35] his issue. But speaking of pipes and things like that,
[22:41] one of the sinks at the gym does not work. The other one very
[22:46] And guess it's it's galvanized. And finally, it is shut off in the in
[22:54] the one sink in the women's restroom. If you want to get your hands wet, I
[23:00] wouldn't try to survive on it by drinking handfuls of water, taking about
[23:05] a minute to get a handful of water. Wow. So, it's galvanized pipe, I guess, is
[23:12] what it is. It's just over the years.
[23:16] Uh but those are things that are happening there that that are going to
[23:20] need to be replaced and
[23:25] we were talking some this morning. There are some grant opportunities perhaps
[23:30] through county foundation and I'll be glad to
[23:37] to make a call if it's okay with you all see where where we might fit into that.
[23:43] It would be has to be a nonprofit or a governmental head to apply.
[23:49] Yeah, I mean I think so. Absolutely. If we can apply for any grants or if you're
[23:54] willing to do a little leg work on that that'd be fantastic. be glad to do that.
[23:58] Yeah. See what uh can be found. A lot of times their grants are matching
[24:04] grants, too. So, you got to throw in a dime.
[24:09] Yeah. I'll check into it and see what what she does. Great.
[24:19] Are you looking for like a temporary fix so we can install
[24:24] maybe some PS or something like that? remove the galvaniz. Yeah, the uh
[24:30] that would that would be fine for you to look. Yeah, we can take a look at it.
[24:34] Maybe there's something we can do temporarily and get you better water
[24:38] pressure. Well, water pressure is not great, but it used to be fine.
[24:46] That's the culprit. Now, the strange thing is there's
[24:51] there's an old restroom there. It's the old women's uh
[24:56] It's young women's uh restroom
[25:01] visitors. Don might remember this visitors locker
[25:05] room. Uh but it has restrooms. It has toilets in it. We turned all the toilets
[25:10] off because uh rust has gone every night and uh but
[25:17] did have a a plumber look at this and his recommendation was that that would
[25:23] make an excellent
[25:26] accessible handicap accessible restroom by just cutting in through the wall.
[25:31] eventually cutting in through the wall and it has copper
[25:38] and really Yeah. And uh the difference in the original restor
[25:47] but anyway uh yeah we I'll work with less and if we can get pecs in there
[25:52] that would make a lot of improvement to it and people can at least wash their
[25:58] hands make it easier to clean. Absolutely. Okay.
[26:03] Well, so we'll let you know what happens. When do you think you'd be
[26:06] available to help us look at that? Be real nice if we could do it before the
[26:11] wrestling thing. Yeah. July 19th.
[26:16] Yeah, we can do that. Yeah. Uh I'll be around. I don't know. Are you in town
[26:20] tomorrow? Yeah. Okay. I'll be back tomorrow. I'll give you my number.
[26:24] Where? Okay. Yeah. I'll give you your number. And
[26:27] thank you guys. Appreciate
[26:32] All right, Josh. Yeah, sorry I'm late. No, it's okay. Yeah, for the record,
[26:38] it's not human remains. It was possibly a swine. So, okay. Yeah. Swine was on.
[26:43] Okay. Uh for the month of June, um we had seven calls for service, uh nine
[26:49] warnings, two citations, uh one vehicle lockout, two child checks, um two golf
[26:54] cart permits, and one abandoned vehicle tag. I had a total of 80 hours and eight
[26:58] of that hours was training. Uh Joey had 21 and a half hours and eight of that
[27:02] eight hours of those were training. Austin had 18 and a half hours. Um I
[27:06] have two things. One I forgot to talk tell you about when I was on the phone
[27:10] with you. But um the first one is the request for the road closure for our
[27:14] choppers. Did you bring that up already or I have not. Um every year we do our
[27:19] choppers for coppers event. This year it's July 26th. Um, the police
[27:22] department's requesting a road closure um got on that date from maybe 7:00 a.m.
[27:27] till 10 111ish at 9. We should be wrapped up by 10 I would think, but uh
[27:32] 11:00 maybe to be safe. Um from North Webster Street um from the railroad
[27:37] tracks to the police department so we don't mess with the museum. Um and then
[27:42] um East Washington Street from North Jackson to Webster to that intersection.
[27:47] So like an L shape. So is that okay if we close that for the day? Yeah. I don't
[27:51] have a problem with that. You you'll you barricade it or you got barricaded and
[27:56] we always notify the the people who live on That's what I was about to ask so
[28:01] everybody's um uh another thing that I have I'm sure
[28:06] you've caught in by now. Um I tagged a vehicle yesterday um that was I was told
[28:11] to do so by the council. I did. Um someone unrelated to that residence was
[28:17] extremely yesterday and um it's probably some backlash. So, be prepared to um get
[28:23] an air full from someone it was tagged because it was abandoned
[28:29] or No, it was um the town had sent them a letter for cleanup. Okay. They didn't.
[28:34] Um so, then I don't know if you remember last month you had mentioned tagging a
[28:38] vehicle. Our tags are only for 72 hours, so we wanted to wait. Um they were given
[28:43] a letter. Um I don't have all the dynamite, but um when they received the
[28:48] letter, 10 days past. Um, still no clean up. So, I tagged the vehicle at that
[28:53] point. Um, the t of the vehicle's now been removed. Um, but
[28:57] I'm going to call I guess a friend a friend of hers um is very upset about
[29:03] that. So, I'm sure you'll hear you'll hear about it if you haven't already. We
[29:07] haven't I mean, we've heard about them being upset, but we haven't heard
[29:13] anything else. So, okay. All right. and might just might just be chirping or
[29:17] they may have legitimate I mean if they come to us then that's fine we can talk
[29:21] about it you know um actually I did bring up all one more thing if I may um
[29:27] the last several months we've been discussing a loud motorcycle in town
[29:31] um I just had an epiphany one day and I don't know why I didn't think about this
[29:34] before um but disorderly conduct would fit that profile um he has had a very
[29:39] stern disorderly conduct warning if it happens again he knows the repercussions
[29:43] so that should have taken care another problem and it's been a couple weeks and
[29:46] I haven't heard any complaints about it. So, okay, I think I've fixed that issue
[29:50] about that. Great. That would be awesome. Thank you. Yeah, I've heard
[29:53] about that a few times from few different people lately. Personally, not
[29:58] couple weeks. Okay. Well, they personally have came to my house. I'm
[30:02] like, come on. So, nothing from the last couple weeks then? I haven't
[30:07] in the last couple weeks. Okay. Um, yeah, he's he's very clear not to to do
[30:11] it again and he knows the repercussions. Thank you. You're very welcome. And I
[30:15] don't know why I'm sorry. I don't know why I didn't think of disorder of
[30:17] conduct to begin with, but I just happened to think about it and ran by
[30:21] the prosecutor's office and it's good to go. I can't even confiscate the
[30:24] motorcycle for evidence that it gets that far. So, y hopefully it don't.
[30:29] Nobody wants to lose their bike. Yeah. Um I did get your email about the
[30:33] response when you went and checked those. Yeah. Um can you elaborate just a
[30:38] little bit what you I don't recall exactly the measurements that I sent
[30:41] you. I guess I can look through my email. Um, no need to do that. You guys
[30:44] had asked me about North Jackson. Yeah, North Jackson and Franklin Street. Yep.
[30:48] Um, is it 15 ft? Is that what I said? I have all my measurements down and I can
[30:54] post an email to Tim. Um, are we talking about the stop sign right now by
[30:59] that stop sign and in fact every stop sign down North Jackson Street, the stop
[31:03] signs are way away from the intersections. They are. And 15 I think
[31:09] one was like 18 ft. I mean, we're talking a car length and a half or
[31:12] something. That's that's pretty good distance. Um especially the one by the
[31:15] gym. Um School Street in North in North Jackson. That stop sign is way back. Um
[31:23] and they say normally that's agriculture reasons, but yeah. So I spoke to a
[31:27] representative from Shelby County Highway Department. I just happened
[31:30] above the zone. I said, "Hey, while you're here, I have a question." Um they
[31:33] try to put them as closest to the intersection as possible. They're, you
[31:37] know, being in rural areas, they will have farm equipment. So sometimes they
[31:40] have to put it back. I couldn't I know Hubers and occasionally Coco Myers will
[31:45] go down North Jackson Street, but they're not going to make any turns. I
[31:47] think they always turn here on East Washington Street. I I can never
[31:51] remember a grain cart or anything turning on any
[31:55] other side street other than East Washington Street that I've witnessed.
[31:59] So I don't think agriculture would play a factor. If you need to move, stop sign
[32:03] closer. There is an occasional camping camper. You know, they get lost trying
[32:08] to get out from Hidden Paradise, but occasionally we've had some lost semis
[32:12] as well that's taken down some stop signs, but it's kind of rare. It does
[32:15] happen, but it's few and far between. Um, and that would happen in any
[32:20] neighborhood, though. Yeah. Um, I I checked into um I've seen some stop
[32:25] signs in in more urban areas that have the little spinners on top. You remember
[32:29] how much they were? $150ish dollars. I think that's what he So, that's
[32:33] something you can do. Um, if Brooks are interested, we could put a um a stop or
[32:39] something or whatever they're called, the white the white at the intersection.
[32:43] That's something to to think about. But um that stop sign's pretty far back from
[32:48] the interst.
[32:53] Yeah, that might be there. And also from the tavern on to Franklin, whatever that
[32:58] road is, front of the museum. Yeah. People are always maybe there. And also
[33:03] like where in front of the museum coming out onto Franklin, you know, people come
[33:08] from the tavern don't realize that that Franklin's not I think it's Franklin. It
[33:11] is. Yeah. It's not stopping. You know, I've gotten that's probably a known
[33:14] place too there and stop and down on Jackson. Yeah. The stop stripe. Yeah.
[33:20] Well, thanks for that idea. Something we might look in talk to John about that.
[33:24] That's pretty exclusive stuff. Yeah. But yeah, thank you. You're very welcome.
[33:30] Okay, so that that wraps up all them. Um,
[33:39] so I guess yeah, I guess we'll get we'll get our guests started. So we don't have
[33:44] to wait for the whole evening since you've been talking with them. Okay,
[33:48] this is Alex Offman. Am I saying that correctly? and Jas Samurai and they're
[33:54] with Tiger Truck Stops. Yes. Yes. And so they're proposing an idea for a truck
[34:00] stop. So go ahead and present what you would like to say now that we're an
[34:03] official meeting. We talked about it a little bit before, but yeah, we
[34:08] we purchased the land to be truck stop, which is our commercial zoning.
[34:14] We did the plan engineering everything. When we get this, we ask the county here
[34:20] there is any room for sanitation. Sewer line, they say 15% available. Mhm. When
[34:27] we finish everything, we try to start to build construction. Yeah. There is no
[34:33] room for sanitation. They ask us for septics. Yes. Septic tanks. Mhm. But
[34:42] there's enough of ground here for septic tank. Mhm.
[34:47] And they say they give it our sanitation 15% to fire department. Mhm.
[34:56] So, so yes. Um, the big question, I'm sorry. The big question I asked when we
[35:02] purchased that land, we start the project to do with the permit. Mhm. The
[35:07] counties, they told us there is a grant to help us for something. I don't know
[35:13] what kind of grant. I saw the way is different way. Now I have to do septics.
[35:20] If we do septics, we have not enough room. Yes. So our situation at this time
[35:26] is there's there's been a few interests out at there. You guys being one of
[35:30] them. Our town is ran on a lagoon system. Um
[35:36] we do we have a water treatment play plant. We do not have a wastewater
[35:40] treatment plant. Um, we are overwhelmed at this point. Um, we have already had
[35:47] to deny extra sewer to Love's Gas Station as they were wanting to do some
[35:54] add-on project and we had to tell them that right now we cannot do anything
[36:00] because we are actually working through some fines with the Indiana Department
[36:05] of Envir of Environmental Management right now. Um, we have no capacity.
[36:13] We we've even told we've told our people in town we cannot add additional sewage
[36:19] to them as well. We have been working hard trying to figure out how to get a
[36:27] wastewater treatment plant. Um there's been a couple industrial manufacturing
[36:33] uh suppliers that's been interested and we was like if we can help us if you can
[36:38] help us figure out how to do a wastewater treatment plant this will be
[36:41] awesome opportunity for everybody. Um, if we can find a way for
[36:50] that area up there to clean their own waste water and re, you
[36:56] know, be able to recirculate it and we, you know, and provide it back to you. We
[37:01] could do that. But, but they, it is correct. Right now, we cannot we're
[37:07] we're overloaded. We we have no capacity.
[37:11] We are currently working through trying to figure out what we can do but it it's
[37:16] going to cost even on like a tri county level maybe something that we could
[37:20] share Shelby Rush and Decatur um you know but as far as the timing
[37:26] wise if it's something you're looking to do right now you know we're we're
[37:33] right now if you wanted to do something almost immediate it would have to be
[37:36] septic and and it's it's a it's beyond us. I mean, we're we're not we wouldn't
[37:42] be denying you. We'd be telling you that we can't we would be in trouble if we
[37:46] provided you think I have to do to stop waiting. I wait couple years now. Yeah.
[37:54] I'm an engineer. I have little bit experience. I have too many projects
[37:59] everywhere. Mhm. Uh if you are behind with septics with sanitation
[38:07] if we don't do any in our project we don't do any shower
[38:13] six seven showers whatever if we cancel it and love they cancel the shower
[38:19] service. Mhm. I think we'll be okay without showers.
[38:25] It's only bathrooms. I'm sorry. Just rooms not that. No, I I understand. and
[38:30] will be okay for everybody. That would be something contrary to one
[38:36] reserve the problem. Mhm. And I understand what you're saying. I like I
[38:41] said, I wouldn't want to I wouldn't want to stop that. However, we would have to
[38:47] get with our water engineering to see what kind of capacity that would even if
[38:53] that was even an option just be simply because like I said we are under we are
[38:58] under the radar right now with IDM. They are already finding us for other things
[39:03] because we don't have capacity already to add any other sewer. Water's not an
[39:08] issue. That's the thing. Water we could provide. We could provide water no
[39:12] problem. We just wouldn't be able to sew is not big deal. We can water is not the
[39:17] big deal. Water well and it's the sewer. I did that in Columbus
[39:23] in one of my project. The sewer is our issue. The sewer the sewer we found
[39:29] solution for septics under the ground. It doesn't need to take two three acres.
[39:34] It's coming under the building room like this is is called from Germany system.
[39:40] now is approved, certified from Indiana, Kentucky,
[39:46] and Ohio. It's cost is around $400,000,
[39:52] which is way cheaper than what they're wanting for us to build a water
[39:55] treatment plant, though. I think they was it 13 million? Yeah. I try for the
[40:03] company to approve it, the system, everything. is big amount of money to
[40:08] pay for something I don't own it in my budget. So they told us there is sewer
[40:14] there. Yeah. And they give it to fire department. You cannot say nothing.
[40:18] Right. Yeah. So when we this was years before our time. But when they approved
[40:26] the sewer and water for Love's gas station,
[40:31] they supplied their own plumbing. you know, they paid for that whole thing to
[40:35] go out there and then it's just been grandfathered in this whole time. Um,
[40:41] another thing that you might not know is that we only supply them the water and
[40:46] sewer. They're actually not part of the town of St. Paul. Um, the town of St.
[40:51] Paul ends at this Dollar General that's right here. So as far as out there, one
[40:58] thing that we have requested and we've talked with them about it that if we do
[41:03] move on in the future, we would like to talk about annexation and them becoming
[41:08] part. That would be another thing that we would ask if if that would be an
[41:12] issue with you guys as well that if we came into partnership together with
[41:18] something like this that you guys would consider the annexation to become part
[41:23] of the town. We're working on how to get out there at this point because that
[41:26] whole strip is not part of the t the town as well. I can do my my own certics
[41:33] just I I'm behind with the land not enough for I mean if you have any extra
[41:39] land next to it we don't we can use it. We don't none of that's ours. None of
[41:46] that is up there. what they have to do to wait.
[41:52] I would say we'd have to wait. Um simply because we're trying to work with the
[41:57] tri counties like she was saying to see if we can get a multi-
[42:02] connection to be able to do a wastewater because we're not the only town that our
[42:07] town next to us, they're in a different county because that's the county line
[42:12] road that you guys are wanting to build on. So Shelby County and then directly
[42:16] behind you starts Rush County. So, we have three different counties there.
[42:19] Well, there's two towns right now that are struggling with their water systems
[42:22] as it is. And we've been in talks and I I don't think it's going to be a quick
[42:27] solution, but we've been working with the three counties on what we can do to
[42:32] try to come together to get some kind of a wastewater treatment. But at this
[42:37] point in time right now, we do not have a solid plan.
[42:43] That's the best I have. So no, he was just I mean if he go with the the plan
[42:49] he has Mhm. the expensive route for the septic is there something uh S Paul or
[42:57] city they can help them out with the cost of it?
[43:01] I I would love to say yes. Um there is a which
[43:08] there is a situation that we have where we have no money. our our town has no
[43:14] money right now. Um it's something that that has happened
[43:20] that we're trying to catch up with. So we we're in no we're in no position to
[43:25] be able to fund anything or to help with funding.
[43:30] But I mean any other way like uh if there I know you guys don't have money
[43:35] and all that. Is there's like a different uh like tax abate or something
[43:39] like that? The town mobile? Well, we're we're looking for like, you know, grants
[43:44] that will cover the tri county, you know. Um I can't think what it's called
[43:48] right now. As far as tax abate, no, because it's not part of the town of St.
[43:53] Paul. We get no tax benefits from Love's Gas Station. We have no tax, you know,
[43:59] we provide them service, but we get nothing in return except for the bill
[44:03] that that they pay. So, we don't have anything tax.
[44:09] Go ahead. Not that'd be the cable county the county. Yeah, that'd be county
[44:14] effects.
[44:18] We particular person or somebody we can talk there and maybe we can set up a
[44:23] similar meeting with them and we can just
[44:28] present our agenda to them too about right up front. I don't have a name but
[44:34] we do have your emails right you have their you have their contact
[44:38] information. Um, do you have a card or anything that you could leave us? Um, we
[44:42] can definitely get you names of people to be able to do that.
[44:49] And I understand. I I see the frustration
[44:52] and I understand. Very bad. I Yeah, they told us there's a grant. Thank you. They
[45:00] told us there is sore blind in a 15%. I try with my engineer. I told him
[45:08] cancel the showers just needed couple bathrooms which is nothing and let us
[45:14] start. I seen everybody try to stop me and they know the counties here they
[45:21] need one more truck stop over there. Absolutely. Yeah, we could definitely
[45:25] benefit. I don't feel any help any hold my project two years of waiting and
[45:31] there is no yeah we just need some kind of support from county or city so we can
[45:37] move forward with the project I mean it benefit everybody I mean like he said
[45:43] right now the traffic there with the loves is crazy and if there's another
[45:48] one there and that will help that out and I mean whoever benefits from tax
[45:54] they will Mhm. Right.
[45:57] If if Yeah. And like I said, we we don't have the means to help. Would we we be
[46:03] willing? Absolutely. We want to see progression. Yeah. I mean, that's
[46:06] exactly why we kind of started spinning wheels towards trying to figure
[46:10] something out with Tri County because it's cost prohibitive for us to go about
[46:14] it ourselves, you know, and so we need annexation from companies. we need the
[46:20] support of the counties around us to be able to even hope to come up with any
[46:24] kind of funds, you know, and and then, you know, of course, rates are going up
[46:28] to support it and things like that. So, I think it might be something that, you
[46:32] know, hopefully will be in the future, but as far as like,
[46:37] you know, that helping you right now sanitation, we cancel the whole showers
[46:42] and just we keep it for two. Well, we really we really have
[46:48] brush for two or two. I mean, I believe we have an actual like a ban to add on
[46:54] right now. We're under a early warning ban, sewer ban, under early morning sur.
[47:00] And actually, the reason why is because we're hydraulically overlating the
[47:04] lagoons. Our sewer system is so aged that uh there's inflow and infiltration
[47:11] getting into the pipes. Rain water, you know, when we have a rain event, it's
[47:16] just for us or for everybody for everybody in town. It needs a great So
[47:22] if we can get them issues taken care of, that might be a different story. But as
[47:27] of right now, we're under a a greed order and early warning ban. So
[47:35] our hands are tight, aren't they? Yes, that's our position, too. We would love
[47:40] to have you. We would love to have you. It's not not for lack of want, but you
[47:44] know, we we definitely would not be done with the conversation. We I mean, we
[47:50] could talk with county people with you as well. The problem is because that
[47:55] exit is not part of town of St. All we're really nobody except for somebody
[48:01] who can supply you utilities. No, that we don't have. Yeah. If you guys right
[48:07] now, you understand our situation. If you can take that to county and give
[48:13] them a heads up like, okay, we we want a meeting with them. This is what our
[48:17] agenda is and how they can help us and we go from there. Absolutely. And and we
[48:23] we won't be done here. I we'll talk to our engineering uh company that that
[48:28] does all this stuff, but like Les said, he he is our water. Uh we are we are
[48:34] under an early warning. So there's not a lot we can do immediately.
[48:39] It it wouldn't be a you know, here's a plan right now, but we hopefully we can
[48:45] all take a step in the right direction. We want to see we want to see you there.
[48:50] Thank you. If if we can make it happen, unfortunately, we can make it happen
[48:56] with no funds and uh not being able to supply
[49:01] sewer, then right now, but
[49:07] we're in that same boat. Um we we've had to we've had a lot of people, you know,
[49:12] say, well, we've provided, hey, you know, you're in
[49:17] you're a large industrial section. if you want to benefit from this, help us.
[49:21] Let's let's let's work on how we can get a water system and then you could be out
[49:25] there and they've kind of those people disappear.
[49:30] Oh yeah, nobody's been interested in helping us at this point. Nobody has
[49:35] said no, but nobody starts talking about it anymore. So, I think they see the
[49:40] situation we're in and it like scares them or just not interested in helping.
[49:46] I think a lot of big companies are also look at it what they going to get out of
[49:50] there. You know what I mean? And then they're looking for their benefits and
[49:54] if the section isn't in accounting, not you guys, they going to go with them and
[49:58] see what they can do. Absolutely. So maybe that's why I'm like hopefully if
[50:02] we can work together, we can maybe accomplish something there.
[50:06] [Music] Well, we'll I mean we'll keep in
[50:09] contact. We we'll we'll contact who we need to contact, be able to give you
[50:13] some county resources. county resources and and that's why I did all the search
[50:18] and everything. Finally, I got hold of Kimberly. I was like, "Oh, please. I
[50:22] need to check out." She's very good, communicated with me instead of this
[50:25] meeting and everything. And that's why like if you can give us another score or
[50:30] similar meeting with them and and that will help us a lot. Yeah. Yeah. I mean,
[50:36] and that's what it takes is industry coming in and, you know, kind of similar
[50:39] to when Honda came into Greensburg and Greensburg's water changed. You know, I
[50:45] mean, there has to be a need and a want and then a discussion and so, you know,
[50:51] we wish we could just say yes, granted, but unfortunately, we're kind of between
[50:56] a rock and a hard place. Well, that's understandable. Okay, so
[51:01] now you guys understand where we're at, so you can maybe understand the the
[51:06] struggle that both of us are in and uh hopefully we can come with a resolution.
[51:12] Yeah, I hope so. Yes. Okay, thank you so much. Thank you guys. We we appreciate
[51:18] your time. We really do appreciate your time. We'll keep in touch. Thank you so
[51:25] much. It's nice to meet you. Thank you.
[51:35] Okay. I don't think this is necessary because it was brought to our attention
[51:39] in the public and so we talked about it in the public and I think all the
[51:43] corrections and stuff I think that's not we don't need to drag them and all that.
[51:48] Okay. You know what I mean? Cuz we already talked about next steps and how
[51:51] to do that. So I think that can be a discussion between us and cl managers.
[51:57] Okay. Do you agree? Well, I don't Yeah, I don't really know,
[52:02] you know, how to proceed with that because we we had talked about it.
[52:06] Alyssa and I had talked about it and so she's like, you know, she wants
[52:09] direction on what to do next. Well, sounds like sounds like it might be
[52:12] coming out anyway. So, we'll wait next month. See what happens. Okay, sounds
[52:16] good. All right. Um, next I think we're getting there.
[52:23] This is not here. We got to do the Okay.
[52:28] No ordinances? No, they've never got back with uh
[52:33] with us on
[52:37] on the correct wording of the burn ordinance.
[52:41] I I turned the burn ordinance in and Alex uh got with the fire safety
[52:46] compliance people and they said that that would be something that they'd look
[52:52] into, but they don't have time right now and we're
[52:59] just waiting. I saw some hours for uh fireworks in county.
[53:09] Oh, for the fire. Well, this is for burn. This is burn. I think fireworks is
[53:13] fireworks is going to be a separate entity on that
[53:20] stock.
[53:31] Yeah, I skimmed through these earlier, but I didn't see anything.
[53:36] This stuck out. Strange.
[53:48] Okay.
[53:59] That's with that additional overtime only additional
[54:03] time. Thank you. take those out.
[54:11] Do we want to let poor Les get out of here since his voice? Leah Les, you're
[54:15] free to go if you if there's nothing else you're interested in. Yeah, that
[54:20] was helpful since your boy's out there. Sounds like y'all had a long day. You
[54:24] guys were fighting. Well, no. He's been in here before and it's air conditioned
[54:28] in here. I know. Well, thank you very much. Thank you, Les. Have a good one.
[54:42] Do you have anything for us besides all the adjustments there? Do you have
[54:50] any questions on those? Honestly, there's really not a whole lot
[54:55] been quiet. Yeah, good. That's always good. It's just stated you
[55:01] get something for the readings and stuff. So discuss that.
[55:15] There's not there's not a whole lot. This is a lot of papers attached. I was
[55:19] like, what is for $84? It prints for every it prints like every
[55:24] time you touch the thing. Like I was like, what else is on here? That's where
[55:40] met.
[56:10] This one don't have paper clip. This one don't have paper
[56:16] clip.
[56:19] Neither does that one.
[56:23] Sorry. It's okay. Yeah, I'm guessing this goes with this.
[56:29] Let's see. Says seven. Oh, wait. No, don't know. This was just in there.
[56:35] Well, what's the name on it? It's a history print out of the whole. Maybe
[56:40] it's just to show us. Serena. Serena Lee. It goes with this one. It went with
[56:46] that one. Okay. The $3 one. Serena. Okay.
[56:54] [Music]
[57:00] I just said you one thing and it comes out 15 things. I'm sorry.
[57:30] [Music]
[57:37] Well, and then the signature on the
[57:45] uh we did that. Oh, it's right here. Actually, I was kind of using it to make
[57:48] sure that we covered everything.
[58:19] Okay, we did a stop sign. We didn't touch that yet.
[58:24] No, that's old business. That was last that was a month. Okay. Sorry. I didn't
[58:27] I didn't think I didn't think we came to this agreement there. We didn't come to
[58:32] an agreement, nor neither have we really came up with something. I I had talked
[58:37] to John about taking a look Yeah. at what he could do, but he has had a
[58:42] chance to do that. Okay. So, so maybe we could say that we're still
[58:47] working on that so we don't drop it, you know. Okay. So, we could put the We're
[58:54] still waiting to hear from Brooks or the parking in front of the museum and
[58:59] the re reparking stripes for the town. We're
[59:05] taking out the no parking zone and going to actually put stripes in
[59:09] just so it doesn't use
[59:15] the fresh look. There's that. We get done with this
[59:20] part. Um the only other new new business uh
[59:27] that we have is um we were talking about doing the stripes, redoing the stripes
[59:35] in town, taking a look in front of the museum to see if there's any kind of you
[59:41] know what anything we can do. Brook said John Brooks said that he would look into
[59:45] that. He has had an opportunity to um John you John contacted John uh Brooks
[59:52] also and he's going to be doing a pickle court ball. Oh, he's doing it tomorrow.
[59:57] So, we'll be having pickle ball lines on the tennis court as well.
[1:00:02] Tomorrow and then uh I don't want to be having lunch with those or whatever. You
[1:00:06] be out there on your your lunch breaks now playing pickle ball. Lunch breaks.
[1:00:10] Yeah. I don't have lunch break. I I don't even get holidays. Oh,
[1:00:17] you need some pickle ball time, right? Actually, it was uh I stopped there the
[1:00:23] other night. Got all brand new lights out there
[1:00:26] and they were all playing at 9:30 the other night and basketball.
[1:00:36] Yeah. They bring their trunk. They got their own lights right now. But the
[1:00:41] light got fixed, too. I actually uh I found out who the light belonged to and
[1:00:48] got it located. Had three different addresses on it. Huh. But uh instead of
[1:00:55] replacing the bulb basement and put all new LED lights. I saw that. It's nice
[1:01:00] and bright. I think it' be a pretty good deal. Of
[1:01:05] course, I don't stay up past about 10:00 any
[1:01:11] of them do. I guess. I don't know. I haven't seen I'm usually
[1:01:16] in bed by then now that there's pickle ball. I don't know. We might be.
[1:01:21] Okay. Anybody got anything else? Any public comment?
[1:01:27] Motion to adjurnn. I'll second that motion. All right. All in favor? I Thank
[1:01:32] you. Thank you.
