[4:38]
Mr. President, I'd like to nominate Randy Krone
[4:43]
for Board President.
[4:44]
It's okay.
[4:46]
Any other nominations?
[4:47]
We call for the vote, Parliament,
[4:53]
motion passes, nomination for Vice President, I'd like
[5:00]
to make a nomination and nominate Vice President Leonetti.
[5:06]
Do we have a second?
[5:08]
Do we have a second?
[5:09]
All in favour?
[5:12]
Passes, nomination for Secretary.
[5:20]
I'd like to nominate Mr. Goodman.
[5:23]
I'll second that.
[5:26]
All in favor?
[5:31]
I was glad to be there.
[5:36]
So you'd be planning that position?
[5:39]
I'd be planning that position because it requires someone to sign, be nearby.
[5:44]
There may have been a confusion.
[5:46]
We open that nomination for Secretary.
[5:51]
I nominate William Boston.
[5:55]
Second.
[5:56]
All in favor?

[6:10]
Second.
[6:11]

[6:13]
Right.
[6:14]
Motion passes.
[6:15]
I think that we have consideration on the above items, we've put that taken care of.
[6:27]
We'll go to public comments,
[6:31]
seeing no one stepping forward.
[6:34]
We'll go to number five, plaque presentation to fresh and savoury, delicate and grue, you
[6:46]
might
[6:46]
need to bring it back.
[6:47]
I don't know if he's there yet.
[6:48]
Okay.
[7:02]
Okay. This item's a little house cleaning that is long overdue under the past
[7:12]
president, Mr. Wengerra, had a presentation of fresh and savory deli and grilled under
[7:25]
his administration what they have meant to the city and we have a plaque here for fresh
[7:32]
and savoury tonight that we would like to present and Mr. Geras has yes thank you very much
[7:41]
for giving me the opportunity to give this plaque to the owner and the operational and
[7:48]
and manager of fresh and savory.
[7:52]
The concept is very simple.
[7:54]
We got to take care of our commercial,
[7:57]
our retail, and our fast food.
[8:00]
That's how we make the budget.
[8:02]
If you don't take care of them,
[8:04]
you're looking at some disasters going to property tax.
[8:09]
We have to be a service to not only our citizens,
[8:14]
but the restaurants and the businesses of this city.
[8:17]
and be fair. Just like you are treating your citizens, you get to treat them as
[8:22]
well because you're the ones that bring the income to this city. And when I was in
[8:27]
office I had brought an idea that was going to be bringing a quarterly
[8:33]
recognition to a business and staffer. And there's the list is long but we can do
[8:41]
for a year, you're looking at a minimal amount of money that's going to be invested, and
[8:48]
thousands of dollars of gratitude and participation.
[8:54]
At the end of the day, this is the, I think the best thing that this board can do, apart
[9:02]
from what the city does, is an individual board is present appreciation to our economic
[9:11]
and that's the business factor and at the end of the day we will be in lockstep with what City Council does.
[9:19]
We will take your advice to heart and make it move.
[9:23]
Well, at the end of the day, this board has a government that's away from what we do with City Council
[9:32]
and your recommendations that take it truly to heart.
[9:35]
You're not wasting your time, believe me.
[9:38]
This is what this board has been all about.
[9:42]
I congratulate Mr. Chen on her first tour on this board.
[9:49]
And I selected her for the move in fact, because she is in account of it.
[9:55]
And the more numbers people you have in business, the more clarifications of numbers and
[10:04]
and transparency and the budgets and everything.
[10:08]
That's gonna be the gig for another 10 years,
[10:13]
I hope, maybe longer, but I came up with that.
[10:16]
And Mr. He's on his way over here to close his business.
[10:21]
So if he doesn't make it, I'll give it to him
[10:25]
or you can give it to him however.
[10:27]
But if I would like the president to please read
[10:31]
what's on that plaque,
[10:32]
because it's kind of condensed but it speaks for itself and at the end of the day
[10:39]
you're only talking under $100 for a plaque. When you look at at least $400 a year
[10:47]
that's not going to hurt staffer but it shows a lot of gratitude to our extended
[10:53]
family.
[10:58]
The plaque reads, the City of Stafford EDC, Fresh and Savory, Delhi and
[11:04]
Grill, an establishment that has made its home in Stafford since 1984, one of the best sandwich
[11:13]
and salad shops in East Fort Bend County, are participant in supporting many city and
[11:19]
local events.
[11:21]
Fresh and savoury has become a part of the fabric of the City of Stafford, 2025, and I believe
[11:28]
the gentleman just won't give in.
[11:30]
So if you want to step forward and get
[11:36]
your back,
[11:39]
probably we'll do the passage
[11:40]
administration said we would get this to you. We appreciate being in the city
[11:46]
and what you've done for our citizens and our city government.
[11:53]
Thank you.
[11:54]
Thank you.
[11:56]
Thank you.
[11:57]
Thank
[12:01]
you very much.
[12:02]
Thank you.
[12:03]
Thank you very much.
[12:04]
Thank you so much.
[12:07]
Could you follow a little bit on the screen, Mr. Erwin?
[12:10]
Let's see.
[12:11]
He's a man of few words, and he'll come up here.
[12:14]
Can I ask a question?
[12:16]
Or would you welcome to here for it?
[12:17]
Yes.
[12:18]
First of all, thank you all so much.
[12:21]
This means more to us than you could ever imagine.
[12:26]
Again, as you know, the history of the restaurant has been around in staffer for a very, very
[12:31]
long time.
[12:33]
And it's been taken over for new management, as you know, me, my family, and I made
[12:40]
a promise to the original owners of course where he had passed away and the wife's still
[12:45]
living and enjoying her retirement, but I made a promise to her that no matter how big
[12:51]
freshness area ever gets in the future that I will honestly just keep the
[12:56]
original in Stafford. It was born here, it'll stay here. For people in the
[13:01]
community making our dreams come true, besides I'm speaking for them and
[13:06]
myself and each and every one of you have recognized a lot of faces. So thank
[13:11]
you so much for the bottom heart. I mean it's sincerely. I mean we work so hard
[13:15]
day and night as you know all restaurants such as us won't all feed all day
[13:19]
long and I always think about only one thing and I made I told my wife I didn't want to give
[13:24]
up. We came very closely just letting it go. You know COVID hit is you know we all struggled
[13:28]
everyone everybody in this room had struggled but I made a promise that I would continue going.
[13:33]
I just I just love seeing the people's faces when eating some great food and especially all about
[13:39]
this community. I just want to be a part of you all what you do for us and we want to thank you on
[13:44]
my behalf. And, man, you have, I'm speechless. This is beautiful. Thank you so much. And I mean
[13:51]
that. Thank you.
[13:53]
Thank you,
[13:57]
sir.
[13:57]
One other thing that I did mention is that the involvement of this business with the city
[14:04]
and donations and participation in our city. And I guarantee that every time that he brings
[14:12]
his trace of sandwiches to our meetings. There are not very many left when we believe,
[14:19]
but I appreciate the board to give me the honor to bring this forward and I look forward
[14:26]
to at least this to continue. Let not let it stop and there's too many good businesses
[14:34]
here not to be recognized and give them the accolades that they deserve. Thank you very much.
[14:41]
you'll have a good evening. Again, Miss Chen, congratulations. I know you'll do a good job.
[14:49]
I'd like to make a personal comment. I've got the personal tour of his back kitchen area.
[14:54]
Oh, I remember. His staff is outstanding.
[14:58]
in the end of the film.
[15:00]
The food that he does on a daily basis is wonderful.
[15:05]
I always try to do whatever you need to do. I will take care of it. Anyway, thank you. Thank you. Thank you. Thank you, Mr. Geron. Yes, sir. Okay. We'll move to item six, discussion of financial matters for the corporation, including item A, presentation of finance.
[15:29]
statements, investments and other financial reports, the discussion of consideration of
[15:35]
administrative fees paid to the city of Stafford.
[15:39]
We'll start with that, Ms. Schuff.
[15:41]
The President, members of the Board, thank you for giving me the opportunity to present

[17:50]

[17:56]
fund.
[17:56]
Starting with operating fund, revenue, the total sales tax revenue of $5.2 million which
[18:03]

[18:11]

[20:13]
$132,054 is engineering cost for the Pike Road Project, and the remaining $1,747,983 construction
[20:24]
cost of Pike Road Project.
[20:27]
That's all I have on the financial for FEDC, and I'll be happy to answer any questions
[20:34]
you may have.
[20:34]
You want to go ahead and have any questions on where we're at so far.
[20:41]
Okay.
[20:44]
Got an item B, discussion of administrative fees paid to the city of Stafford.
[20:50]
Yes, I wanted to share this detail and you should have the detail in your packet.
[20:57]
As you all know that SEDC pays administrative fees to the city.
[21:01]
The current fiscal year, 2425 administrative fees budget and pay to the city is $935,000.
[21:10]
That fees is going up from $935,000 to $2,000,000, $54,773.
[21:18]
And breakdown of how this amount is calculated is included in your packet.
[21:24]
Each department's proposed budget and the percentage or the ratio of their budget which is allocated
[21:30]
to SCDC and I'll be happy to answer any questions I have. This was discussed with the Finance Committee
[21:36]
and Finance Committee unanimously proposed this and all three members are present to answer any concerns
[21:45]
you may have.
[21:48]
Okay,
[21:51]
we're going from the 70,000 month which was the 900,000 to 2 million that
[22:06]
is being necessitated to fund various areas in the city that we can legally do to assist
[22:21]
city council in balancing their budget. Is there any corrections on that statement anybody
[22:29]
wants to make? Now, the question is, if this is going to be a one-time thing.
[22:37]
It's recurring. It's not one time. It's based on the proposed departmental budget and the
[22:47]
percentage allocated to a CDC. I understand that, but I want everybody to understand we're
[22:56]
going from a little less than a million to over $2 million. So down the road, if anybody's
[23:03]
We've got a question, what are we getting for that $2 million?
[23:08]
My view is that we're assisting Council of the Balancer budget.
[23:18]
Any other comments?
[23:20]
Quim?
[23:21]
So, in the future, like maybe in two years, will it still stay at the $2 million level?
[23:31]
This is not a one time for this year occurrence.
[23:35]
Am I correct?
[23:36]
Correct.
[23:36]
So this calculation is based on the proposed departmental budget and it's allocated amount.
[23:43]
So if the allocation remains the same, it will definitely go up because proposed budget
[23:48]
goes up every year.
[23:49]
Cost goes up, proposed budget goes up, allocation will go up.
[23:53]
In my professional opinion.
[23:55]
Yes.
[23:56]
And so are we taking on additional staff members under this budget and just so on now who
[24:06]
to what types of what department or what types of positions.
[24:11]
So I can definitely go with it and it should be in your packet also.
[24:15]
So I'm looking at my phone and I can't get my phone.
[24:19]
No problem.
[24:20]
I can go over it.
[24:22]
So in the proposed budget, Finance Committee has recommended to hire in-house city attorney
[24:29]
and have the legal service in-house and only portion of the legal service will be
[24:36]
be outsourced. This is in the proposed budget. Nothing has been passed yet. This is in the
[24:42]
proposed budget. So this is also a proposal. So 25% of legal costs, legal departments cost
[24:49]
will be charged to SEDC. 25% of finance costs will be charged to SEDC. 25% of administrations
[24:57]
cost, 15% of multimedia, 15% of information technology, 15% of development service, 25%
[25:08]
of parks, 25% of street, 25% of public works, and 7% of human resources. These are the
[25:28]
say there's two pockets in the same pair of pants and it needs to be done, it needs to
[25:38]
be done. But it also, we need to recognize that it will have an impact on future projects
[25:47]
that we want to do in the city. And all that I ask is that everything on this administrative
[25:55]
If contract, that it has been a question that it has been reviewed at all these allocations
[26:06]
to be very departments, as long as it can be legally done, so there's no blowback on
[26:15]
our board.
[26:16]
I can't see how we can check, because it is for the betterment of the city.
[26:26]
As a follow-up, it is good in the statement.
[26:30]
In the future, if we all of a sudden felt like maybe it was time to reduce it.
[26:37]
Is that something that we could initiate an item for the city's council's agenda to discuss?
[26:45]
or is that something y'all would initiate to us saying,
[26:49]
hey, we don't need a charge all this much anymore, whatever.
[26:54]
But that would be the appropriate action to take
[26:57]
is just to suggest that maybe we would re-look at this
[27:00]
at some point in the future.
[27:01]
Absolutely, thank you.
[27:02]
Okay, thank you.
[27:03]
If sales tax shoots through the roof,
[27:07]
then it would be a plausible idea to say you're getting
[27:12]
more money in your pocket. Let's step back what you're taking from us is we have some projects
[27:19]
that we won't done. So we need to keep this in our mind. Okay. I don't think we ought to fight it.
[27:26]
But I wanted the public and everybody on the board to understand why it's being done.
[27:37]
Do you have anything else out there? Any other comments from the board? We'll open the
[27:41]
thank you. Public comments on the above items we just discussed. Seeing no one stepping forward
[27:51]
possible consideration of appropriate actions on items A and B. Now this administrative
[28:02]
in the past we had an administrative contract with the city. Are they going to bring us another
[28:09]
contract? Because these amounts are different so yes you know we will make it
[28:15]
formal with the same agreement and this will be attached to it. This is
[28:18]
exhibit to that contract so then we have a legal document to support it.
[28:23]
And that's in a reiterate. This is in our coming budget. For the next year? Yes,
[28:29]
correct. Yes sir. So you will look at bringing us and administrative contract
[28:36]
If the next meeting correct today's item is the discussion item
[28:41]
Next meeting will bring the contract with this attachment to make a formal legal document
[28:48]
We'll have it on the agenda the next meeting correct to discuss the ratification of administrative services contract
[28:56]
Okay
[28:57]
We're good item
[29:00]
seven
[29:01]
discussion and consideration regarding
[29:04]
the proposed staff for the Economic Development Corporation's budget for
[29:10]
fiscal year 2025 and 2026.
[29:18]
As you all remember in the last meeting I had presented
[29:23]
preliminary budget, a CDC's preliminary budget for the next fiscal year. Now this
[29:28]
is the kind of final proposed budget for SCDC and I will go over the key highlights of
[29:34]
this proposed budget, what this budget includes for the operating fund, 1,405,000 transfer from
[29:43]
SDC to Stafford Centre to support capital needs, 1,825,000 transfer to the capital project
[29:50]
fund for future development initiatives, 221,875 dollars transfer to city to cover the
[30:00]
The economic development director's expense. Please make a note that this transfer will not occur if that position is vacant. It's just budgeted. It does not mean that it will be spent. It's just budgeted. Administrative service cost, which we just went over $2,054,773. All other budgeted items reflect commitments made under prior project resolutions.
[30:25]
So, this is the overall general funds budget.
[30:32]
I have a presentation if Robert can pull it, Robert.
[30:39]
So, as we all know, there are three funds operating, debt service and capital project fund.
[30:45]
Next.
[30:48]
Total SEC's budget, 8.2 million, operating budget is 4,662,757 dollars, the details I just
[30:57]
went over.
[30:58]
debt service $1,689,440 and capital project for future development initiatives $1,825,000.
[31:10]
Next.
[31:12]
Operating expense, what's included in that $4,000,000, operating expense $2,985,882, including
[31:19]
administrative fees of over $2,000,000, transfer of $1,689,442 to debt service fund, transfer
[31:29]
of 1,822,000 capital project fund for future development initiatives, transfer of 1,405,000
[31:38]
to staffer's center for capital repair need, transfer of 50,000 to staffer's center for
[31:44]
performance grant, transfer of $221,875 to city for economic development administrator.
[31:53]
Next.
[31:54]
That
[31:57]
service fund, as we all know, there is one outstanding debt, SEDC has, that debt
[32:03]
will retire in 2030, total outstanding principle is 8 million 15,000, and outstanding interest
[32:11]
is 415,248 dollars, together is 8,430,248 dollars.
[32:19]
Next.
[32:21]
Capital project fund, current active projects, there are four active projects. Total funding
[32:29]
from SCDC is in the first column. Next column represents the fund spent as of 930-2024.
[32:39]
Last fiscal year, we all know that audit is still going on, but these are the final numbers.
[32:45]
current year, current year, we spend total of $1,895,017 on three projects, $3,700 spent
[32:54]
on drainage project, that's only engineering service paid to Jones Engineering, $1,884,317
[33:02]
construction, Pycode project, and $7,000 paid on landscape improvement project, remaining
[33:10]
balances of each project are in the last column.
[33:13]
So we still have 8.2 million commitment in convert but not spent and I believe that's all I have if you have any questions
[33:24]
I'll be happy to answer any questions or comments from the board item
[33:40]
B the discussion of consideration concerning resolution approval and staff for the economic development
[33:44]
on a corporation's budget for the fiscal year 2025-26.
[34:01]
Comments, no questions?
[34:03]
Kind of like, is what it is, is, okay.
[34:12]
Something that these are budgeted numbers.
[34:15]
Not necessarily, it'll be spent.
[34:18]
Because in my four years of experience,
[34:20]
I have seen where CDC has added more funds to fund balance.
[34:23]
Because these are commitments, we have to budget for it.
[34:27]
Not necessarily it will be spent.
[34:32]
So do we have a resolution that we need to vote on tonight?
[34:35]
Is that what we're at?
[34:39]
Just to public comment first.
[34:41]
Okay.
[34:47]
Senator.
[34:48]
Public comments on the above items,
[34:53]
including the proposed budget.
[34:57]
Seeing no one step forward,
[34:58]
we'll take a vote on the resolution.
[35:04]
resolution and look for a to approve the 20 25 26 budget. Yeah, yeah, possible. You have to create it with possible
[35:17]
consideration. Chair, can I have a one question? I will just wonder, we did not have the audit finished yet, right?
[35:27]
The audit is not done yet.
[35:29]
The audit will be done September 16th, I know, right?
[35:33]
The audit for SCDC is not complete by the auditory act, right?
[35:37]
Correct, but I don't think budget has any impact on audit.
[35:40]
These are simply budgeted numbers.
[35:42]
Sometimes from balance, you know, we have to have the audit from balance showing.
[35:48]
Usually, when we adopt the budget, fund balance is projected, fund balance is not audited.
[35:52]
Then in February, when the audit is completed,
[35:54]
then we bring back the revised budget with audited fund balance.
[35:59]
That's the way it is, everybody.
[36:01]
All right, I will say the later this evening we're going to be discussing a change in our meeting date next month.
[36:13]
The auditors will be here and we will have a meeting prior to City Council.
[36:21]
Here's the budget.
[36:22]
So that's coming down the road next month, but I don't see a reason why we can't
[36:28]
approve the budget and if the audit comes back something, we just have to amend the budget.
[36:38]
Yeah, all of these jobs are to verifying our number. Our numbers, they are not the one making it.
[36:43]
They are the one making it and there is a check and balances and then they will say,
[36:48]
Okay, yeah, you were in the original rate or wrong.
[36:50]
That's what it is.
[36:52]
All right, we'll have to take a motion on improving
[36:54]
the budget for 20, 25, 23, 6.
[36:58]
Some moves.
[36:59]
My second.
[37:01]
And then we have a second on favor.
[37:07]
Past unanimous.
[37:10]
Okay,
[37:13]
item eight discussion regarding the city
[37:16]
of Stafford Parks, Water, Fountain, Replacement Project.
[37:21]
That's been going on for a while,
[37:23]
I don't think Connor has some information to put this to bed.
[37:33]
Yes.
[37:39]
So this is the resolution formally creating the project.
[37:43]
There is, I believe
[37:50]
it's got, 350 allocated towards it.
[37:58]
Yeah.
[38:01]
And so this basically, once the 60 days is up, this allows folks to run.
[38:07]
Knock it out.
[38:10]
All right.
[38:10]
We vote on the resolution and then we have to have a public hearing on it.
[38:14]
Public hearing is already posted and is about to happen just seconds from now.
[38:24]
So do we open public hearing now, so we say, we'll open a public hearing regarding the possible
[38:31]
project, the city of Stafford Water, Parks Water, Foundry, Placement Project.
[38:40]
We'll open the public hearing at 709.
[38:43]
Anyone from the public wishing to step forward, step forward.
[38:51]
Seeing none, we'll close the public hearing at 709 and just to what was the dollar amount
[39:03]
Again, one more time, 350, entertain a motion to approve the parks, water parks, fountain
[39:14]
project.
[39:15]
Mr. President, I'd like to make a motion to approve this, presented.
[39:19]
Second.
[39:20]
We have a motion in a second.
[39:22]
All in favor?
[39:25]
Passes namelessly.
[39:27]
Congratulations.
[39:31]
Okay.
[39:34]
Item 9, discussion regarding resolution.
[39:36]
approving the WaterFound project.
[39:41]
Same thing.
[39:44]
Updates by Director of Public Works,
[39:48]
Development Services, Christopher Riggs,
[39:51]
including update on the City of Stafford Sign Replacement
[39:55]
and Improvement Project update on the expanded 2025 Street
[40:00]
Repair Project.
[40:02]
Chris.
[40:03]
Thank you, sir.
[40:05]
President Cron, board members.
[40:08]
So, as you all know, I'm back.
[40:10]
But I'm still trying to figure everything out.
[40:12]
So, I don't have much of an update.
[40:14]
I'm hoping you'll give me one.
[40:17]
I'm kidding.
[40:18]
I got Bob here.
[40:19]
He's going to run with 10, 11, and 12.
[40:22]
Those are going to be his items.
[40:24]
And he's here.
[40:25]
It's kind of give you all an update on what's going on.
[40:29]
and then a resolution about the 2025 to expand it and then an additional item number 12 to talk about our future budgets for projects, so take away Mr. Bob.
[40:42]
Well, you just started doing that.
[40:45]
Jones gets went long-winded.
[40:49]
On the 2025, the city of Stafford had streets that they were going to maintain or develop
[41:00]
in the residential area.
[41:03]
I believe there was about eight streets that were identified that could be classified as
[41:10]
major thoroughfares or that contribute to our businesses, our economic development, and I think that's what was the 2025 was like eight or nine streets.
[41:24]
Mr. Jones, you can correct me if I'm wrong on that.
[41:27]
I think you were correct.
[41:28]
next item. And a burst that I may not find the attitude list with it. But you can probably
[41:39]
tell me at that time, it was, you had a number off the top of your head. Less than 150,
[41:49]
wasn't it?
[41:52]
I think it was somewhere in the park of 400. I think it was a 350. I think it
[42:01]
I could help you with what the contract that the city said signed for the street repairs
[42:10]
in the residential area was about a million one and the city has a right under the contract
[42:18]
to issue a change order to build more streets only up to 25% of the value.
[42:23]
So, I think several months ago, I told you you could have a project and do the $250,000
[42:32]
worth of improvements and decide what you would do next.
[42:37]
I hadn't been engaged while y'all been looking at whether you do something immediately on
[42:43]
a small project when we talked in February, I brought you a list and said, I think y'all
[42:49]
a big project authorize a little bit at a time so we can go target areas and
[42:55]
know we have money to fix them. My recollection is you said yes let's do that
[43:01]
right so I sent you a test deal that essentially ends up saying you could
[43:09]
adopt a seven million dollar project. Now if you want to do the 250 you can the
[43:18]
The reality is you're at the same place on the 250 right now that you are on a $3 million,
[43:24]
$4 million, $5 million project you hadn't adopted a project and if you adopted a project
[43:31]
you could pay for this out of the adopted project and not do another small one and then do
[43:37]
the bigger one depending on what your flavor is and what you would like and so I have a lot
[43:45]
information on what was done on the street project inside the residential areas and then
[43:54]
we have several places, Shibirgrove, Kupelamon, Kirkwood, Kupelamon, Greenbrower, Kupelamon,
[44:01]
I think West Airport, and they were going to be similar to what we've been doing in the
[44:06]
subdivisions.
[44:07]
Not a wholesale replacement of a street going in where you got a really bad joint, pulling
[44:12]
out enough material to smooth the joint out somewhere that you have a whole panel that's
[44:18]
bad, take the whole panel out. Sometimes when the pavement is set a little bit we have
[44:25]
to take more pavement out just to get the grade right so that the water will drain.
[44:31]
So you're kind of in an interesting point right now because I think you got this on the agenda
[44:36]
But as a result of things that Kyle brought to you after we talked in February and I don't
[44:44]
have necessarily addressed it previously because I couldn't find anything directly in a minute
[44:50]
since then, but I would say to you, if you, if you have any serious thoughts about a larger
[44:58]
project.
[45:00]
I would suggest you do a larger project, even if you only go authorized $250,000 worth of repairs today. I don't mean today as soon as you doubt the project, because you could take it out of the money you have. And if you don't want to do anything else, you don't have to. But if you do, then you have money where you can say, you know, all right, we talked about doing street signs. We talked about, you know, joint repairs.
[45:29]
is that kind of stuff? I don't believe anything's been done on any of that because number one I was
[45:34]
not asked to do anything and I don't think I'm just a young head, anybody else doing it. So I think we're
[45:42]
at GO right now and I think you can look at it either way you want. I think you could adopt
[45:49]
a $253,000 dollar project and tell us to go do the commercial streaks that that will fund
[45:57]
or you can say on the very same day we would vote on the 250 instead of doing that
[46:04]
this just vote on pick whatever number you want I'd originally said 3
[46:09]
million over three years strictly for street repairs and then we talked and
[46:14]
said well you know maybe Jebby Elaine between Mule and Cash would be a road
[46:20]
that we'd like maybe you could adopt a project without having to actually choose
[46:26]
those. I put them on my list so you kind of see the number, how much it would cost, how it fits
[46:33]
into the program. And so I'd answer questions however you want to go into it because I think
[46:41]
the big project of the little project today sits here in exactly the same place.
[46:46]
You don't have any blanks of your resolution,
[46:50]
don't have any blanks filled in.
[46:52]
I
[46:59]
like to hear everybody's comments, but I'll start by saying, you do a small project.
[47:11]
We lose a lot of time doing all the steps and discussions of getting a project and
[47:22]
getting it public hearing, council's got to have a hearing, we get bogged down in the
[47:32]
bureaucracy.
[47:33]
If we do it one time with a larger number that is setting there, as long as it's restricted
[47:41]
to commercial areas and thoroughfares, I think we could be a lot more expedient in getting
[47:51]
things done. So then it comes down to the question, we do a project that doesn't mean if we
[48:02]
did a $3 million project that doesn't mean we're going to draw out $3 million this year or whatever
[48:11]
we have to look at how our revenue comes in every year. But if we go ahead and get that project,
[48:19]
we're kind of encumbering the money that if City Council comes along with dangling
[48:29]
something shiny and everything we can go well. Who's going to go tell the
[48:35]
business people they're not going to get their streets a year two years three
[48:40]
years down the road. Once we encumber it we've made a commitment to try to get
[48:47]
this down. So it's a question of what this board would feel comfortable as a dollar amount
[48:58]
to do a project. Bob said he had seven million dollar number up there, but if a really
[49:08]
turning loose, we'd probably have a lot bigger number that needs to be done. So I can't
[49:17]
In my mind, I can't say, well, let's load ball at 2 million or 2.5.
[49:25]
We need to have a realistic number that Mr. Jones and Mr. Riggs can go out and start trying to get something to comments.
[49:43]
The idea of the project that did about $250,000 worth of work was because that was all the
[49:50]
money that was on the horizon. That was all the money anybody was talking about. And
[49:56]
then when y'all talked about it and said more, then we looked at a couple things y'all
[50:01]
do, and also provided you in the backup a cash flow of revenues that added in seven
[50:09]
million dollars to see what the impact is over a period of two, three, four years.
[50:15]
Candidately, that's the very same thing you do with the debt service on the Civic Center.
[50:22]
I mean, you've got that budgeted out for 10 or 15 more years, whatever the number is.
[50:27]
Now, I'm not the one to decide whether or not those numbers are right, so I'm not suggesting
[50:31]
that.
[50:33]
I am suggesting that I don't know, even on the drainage project, when you adopted the
[50:40]
drainage project, the money for the drainage project was immediately moved over into the
[50:45]
drainage project.
[50:46]
And I think you should plan the project, plan it against your revenue, and move money as
[50:53]
you're ready to do pieces of the drainage project. Now, council may say, no, no, no, you
[50:59]
got to fully fund it. And if so, I'd back off, but if we were doing bonds, you wouldn't
[51:04]
fully fund it. If you do something else, you would do a payout of some kind. And so I
[51:10]
think it's to your advantage to do a bigger project. Those, for instance, if the projects
[51:18]
a little bigger, let's say we do the streets that we could do with the change order, get
[51:23]
those started and then we go out and get bids or use a by-board contract and go start
[51:32]
striping or putting buttons down on the streets in some key areas. We may come back here
[51:38]
two months after we do that. You know Bob, you're telling me that I need to put some more
[51:43]
of those pamper placements in. The best thing we did was change some street signs and put
[51:48]
and striping in. That'd be all a decision when you start seeing what the results are in
[51:55]
that kind of thing. You can't do that. If you do a little project in a fire shot and
[52:00]
you go build it and you're done. Now you got to come back and formulate another one, fire
[52:05]
another shot and you're done. And you would be much better served, I think, looking at this.
[52:12]
We have a list of about 250,000 dollars worth of streets and commercial areas that need to
[52:17]
be repaired. That realistic number is probably 750 this year. You didn't have
[52:22]
money so that wasn't a conversation, okay? And you may still decide you don't
[52:27]
have money, but we're talking about a way that you might have the money, gave
[52:32]
you a cash flow that demonstrates kind of how your money works. All that would
[52:36]
need to be verified by CFO. Now I could need to say she agrees that that's how
[52:44]
would play out and you know engineers sometimes are overly optimistic and
[52:50]
encounter usually ultra conservative so there's probably a line in there
[52:54]
between us there would be a pretty good demarcation so didn't mean to interrupt
[53:01]
I just want to be sure that there's an understanding.
[53:05]
Chris do you have any comments after hearing this?
[53:11]
So, the projects are great and where I'm feeling the pain and it's probably not necessarily
[53:17]
for this board is just making sure I got people to run all these things and we don't
[53:25]
have any kind of project managers or any of that kind of stuff, but I'm excited.
[53:30]
I'm glad we've figured out a way to do some infrastructure because the city needs it
[53:38]
And I'm sorry from our department's end that some of these things aren't done already.
[53:45]
I just can't speak for the past all well.
[53:48]
I know this thank goodness I still have him as some continuity between the last four years.
[53:55]
So a lot of it, I'm catching up on, I have a lot of immediate things.
[54:00]
I've been trying to put fires out in the last couple of weeks, but this board is really,
[54:07]
I keep telling her, but it's almost like I have two cities I'm working for now, because I work for the city, and then we have a lot of
[54:15]
upcoming, exciting things to do here, which is the work I like getting done. But anyways, I
[54:23]
digress. Like I said, I'm learning probably just just as much as Mr. Chen here. She's new to all this stuff too.
[54:30]
But in the past, we were connected with the EDC, I think back then maybe some salary stuff was done, but exciting times, I'm glad that we figured out a good way to make some of this stuff happen.
[54:46]
Well, right now after hearing this discussion, I feel that I should meet with Alka and try
[54:57]
to determine with her guidance as to how much we should feel comfortable allotting and
[55:08]
moving to a project.
[55:11]
When we did the $7 million, that was a big jump, of course, in various discussions, people
[55:20]
would say, well, the EDC's got $20 million in the bank, and it's like, well, yeah, $7 million
[55:28]
is in convert, so we're now at $13 million, but like I said earlier, I can say, well, this
[55:36]
This is where it's gone.
[55:40]
Some of the people look at you've got a cigar box with a lot of money, but it's committed.
[55:49]
And I feel that if we can get a commitment on these streets and things that we can legally
[56:00]
do and go ahead and convert, then we're really showing, removing head.
[56:05]
and we're giving the city finances to get this job done so at this time I would
[56:14]
say let me meet with Alka because just as Bob said it in the past you ran the
[56:22]
numbers the income and let's see what we come back with a number it may be seven
[56:29]
million it may be five million it might be two fifty okay but as soon as I can get
[56:37]
a number put together then I will get with Tommy to draw up a project and
[56:48]
bring that project before the board and let's vote on it and put this to bed
[56:58]
I think it's better to have a good idea on the number going in because it's easier.
[57:07]
It's easier to go too high and not spend it and go too low and have to essentially add
[57:15]
on, you know, expand the project, which is exactly the same as creating a new project.
[57:20]
So it's better to get a firmer grasp on what that total is, that way you're
[57:26]
noticed can sort of account for all the possibilities. The other thing is
[57:31]
depending on the scope of what you want to do on the roads, you know, if it's if
[57:36]
you're going to paint
[57:40]
all the roads blue doesn't relate necessarily to
[57:43]
infrastructure. Well then we definitely probably have to do it under a 505-158.
[57:49]
If for some reason the board determined that blue color wouldn't result in newer expanded business development, of course.
[57:56]
But if it's for infrastructure improvements related to roads, so if we're not knowing what the scope of those improvements are.
[58:02]
But if it's just for the infrastructure room and the streets and roads, that project creation can happen pretty fast.
[58:09]
Because you don't have to have the 60 day waiting period, you don't have to have the public hearing, although I always suggest having one anyway, why not.
[58:19]
But it's not subject to the same requirements that what's called Chapter 505 projects are subject to, which are the added administrative requirements of a project creation.
[58:31]
Street road improvements related to new expanded business development, it's 501 project, you can pretty much do it.
[58:39]
Prove it by the EDC, approval by City Council, you're ready to roll.
[58:42]
Would you say either one of these two proposed resolutions being different, other than there's
[58:50]
a different name about the road and there's a different name about it.
[58:53]
Yeah, in fact, I mean they look like they would be the same resolution.
[58:57]
To me, it looked like they were almost a duplicate.
[59:02]
No, I think it's why I think it was just people using the different title for the same project.
[59:07]
Well, I caused part of that problem because I didn't know there was going to be an agenda
[59:12]
item this month. However, that got carried over. He had the 2025. I was coming planning to
[59:18]
talk the global, whether it was just what you want to do for 2025 and no more, whether
[59:24]
you wanted to set up the bigger program. But if you could do it with a single resolution,
[59:31]
I would suggest you just bypass one of these two items that just do one and then it would
[59:39]
be easy enough to flesh out the numbers and whether it makes a difference that they decided
[59:45]
on the number tonight or if they decided on it next month, I would encourage it to be
[59:52]
thinking big because, you know, we've done, we've done almost 500 million of...
[1:00:00]
Mayor Thurper Street repairs in the last two years, this would be another 250. And y'all can drive around and say, I wish you would have extended it a little bit here. I wish you would have fixed something over there, but just to function how much money there is. If we were able to do the 500,000 750 project, you would have some real impact in some of your commercial areas.
[1:00:26]
Well, in a perfect world, we went from roughly 900,000 a month, I mean, a year to two million
[1:00:37]
that we're going on administrative services and in perfect world, I should be seeing more
[1:00:43]
from the street department for that money, which is probably not going to happen.
[1:00:49]
So we're going to have to supplement it.
[1:00:51]
So, like you say, let me give it the outcome.
[1:00:55]
Let's bring it number back.
[1:00:57]
So we're not just pulling a number out of the air.
[1:00:59]
I want our financials to reflect that decision.
[1:01:05]
Bob, do you have anything else?
[1:01:07]
No, I'm okay.
[1:01:08]
Well, just one last question.
[1:01:10]
This does not push you any direction at all.
[1:01:14]
If they don't take any kind of action until September,
[1:01:18]
does that change the timeframe for how rapidly
[1:01:21]
They could do something no, I mean ultimately what changes the time frame is going to be and
[1:01:27]
You know all things being equal if you have the time you adopt it under
[1:01:33]
501 and under 505158
[1:01:36]
You have more flexibility and and essentially the types of projects or the types of improvements that would qualify
[1:01:43]
Although if but that's why I ask if we are only talking about
[1:01:47]
Well, streets and roads and related infrastructure to streets and roads.
[1:01:54]
I mean, that then essentially the 60 day waiting period doesn't necessarily have to happen.
[1:02:00]
But if you do it under 158, you have more flexibility in case, let's say they come back at the next meeting.
[1:02:06]
And it's like, well, we want to kind of target this other thing that's related to this other part of the street.
[1:02:11]
We're improving.
[1:02:12]
Maybe that's not technically related to the street.
[1:02:15]
but it's certainly permissible under 505158.
[1:02:19]
I mean, I'm making an assumption based on it.
[1:02:20]
It could be all one project,
[1:02:22]
it would just leave different categories.
[1:02:25]
Correct, okay.
[1:02:27]
And I looked at the 2020, because I also realized,
[1:02:34]
everyone's been talking about the 2025 Street Repair Project,
[1:02:38]
and I've been killing myself, trying to find,
[1:02:42]
where is this 2025 Street Repair Project?
[1:02:45]
It's a city council project.
[1:02:49]
They're in one for me.
[1:02:50]
Right, and that's what that's confusion on my part.
[1:02:54]
But I went and pulled the resolution.
[1:02:55]
We looked at, you know, that's all five of all those improvements.
[1:02:59]
Those are 501.
[1:03:00]
Those can move quick.
[1:03:02]
And when I say move quick, everything can move quick.
[1:03:04]
It's just whether they got a 60 day lag on the front end before they can get going quick.
[1:03:09]
That's kind of the, that's general with the hold up.
[1:03:11]
But you could do everything else in that 60 days.
[1:03:13]
So if I call you with the number that Alka feels comfortable with, you can draft the paperwork and we'll have it our next meeting.
[1:03:22]
Yeah, as long as the parameters, because what I've included is sort of my, what I surmise from the discussion, is the targets, the road targets are commercial, primary, thoroughfares, essentially, the major feeders, stuff that has maybe a certain percentage of business,
[1:03:41]
us or that feeds major business areas and then as these come up, those roads would come
[1:03:50]
before the board would confirm that yes, this does fit into the parameters being primary
[1:03:57]
corridors, major thoroughfares.
[1:03:59]
But if you all want different parameters, something more specific, something less specific.
[1:04:05]
But I would just like to have it as broad as we can so that we don't have to revisit it
[1:04:11]
every time something comes up that meets all legal laws and we just do it we just do
[1:04:21]
it one time.
[1:04:22]
Yeah, I'm about that.
[1:04:24]
Well, we'll come up with a number and we'll get to touch with you.
[1:04:27]
I'd be happy to meet with y'all when you meet if you would like that.
[1:04:31]
Are you buying lunch or something?
[1:04:33]
I wouldn't offer by lunch, but I guess I need to, aren't you?
[1:04:36]
A couple of coffee.
[1:04:41]
Any other questions or comments?
[1:04:46]
I want to say, Ms. Jones, I appreciate what you've done.
[1:04:51]
You and I, we discussed the street project in different iterations.
[1:04:54]
So it's good to see where we're at now.
[1:04:57]
And I mean, I just appreciate the fact
[1:04:59]
that you came up with that you suggested the idea of doing this in buckets and creating
[1:05:05]
a program instead of just something that's going to be long lasting and more able to
[1:05:11]
take some more areas of opportunity.
[1:05:14]
So I just appreciate how we kind of workshop this and then even you, Mr. President, seeing
[1:05:20]
where the start off is just a list of age streets into what this is now.
[1:05:26]
And I feel this would be very much more impactful.
[1:05:28]
So, Kudos to this entire board for what we're trying to do and also, Mr. Jones, has shown
[1:05:39]
us the life.
[1:05:42]
Last time you were here was, you were saying, last time you were here you were saying perspective,
[1:05:52]
residents or business people.
[1:05:53]
So one of the first things they see is when they drive through your streets, are they striped?
[1:06:00]
When they're buttons.
[1:06:03]
I know when you can't learn off North Maine and you start up Stafford Road by UPS, you get
[1:06:09]
to underpass in the roads, merge.
[1:06:14]
Even my business partner goes, when is Stafford going to get some stripes on these streets?
[1:06:19]
people running around in each other but I've been definitely noticing it
[1:06:24]
driving down or we'll just inform the staffers and are shining diving before
[1:06:32]
there are no stripes on that street and when it rains the little bit that's
[1:06:37]
there you can't see so there's a lot of things that you've been lightness on
[1:06:44]
and let's see what we'll get done.
[1:06:48]
Thank you, Mr. President.
[1:06:48]
I think it'd be a good program.
[1:06:52]
I'll stand here just in case somebody makes a wrong note.
[1:06:56]
I got to go.
[1:06:56]
Well, we need to go to public comments on this previous discussion here from the public seeing
[1:07:05]
We know one step forward, we'll go to the next item, which is the appropriate
[1:07:18]
action
[1:07:19]
would be, I'm going to meet with Alka and bring something back to the board and Mr.
[1:07:26]
Jones.
[1:07:26]
And with Mr. Jones.
[1:07:29]
Okay.
[1:07:30]
The next item,
[1:07:34]
discussion regarding a resolution approving the Stafford Economic Development
[1:07:38]
on the Corporation, expanded 2025 Street Repair Project.
[1:07:45]
The comments were made almost like a duplicate
[1:07:48]
of what we've said so that I think.
[1:07:50]
We'll table that item, and we'll work on the previous card.
[1:07:55]
Okay.
[1:08:03]
Item 13, discussion of matters related
[1:08:06]
to the Stafford Center, including report
[1:08:09]
by Brian Blum, President of FM Square
[1:08:11]
on event schedules, marketing plans, operation statements, and production.
[1:08:17]
Welcome, Brian.
[1:08:18]
Thank you.
[1:08:19]
Good evening, Mr. President, members of the corporation.
[1:08:23]
Boy, you should see the other guy.
[1:08:27]
I'm fine, it's a little mole that I don't know why this huge bandaid is on there.
[1:08:31]
My dermatologist is not a plastic surgeon, I guess.
[1:08:36]
But I appreciate the opportunity to come before you today just on the financial
[1:08:41]
front, I would like to tell you that we're $208,000 over the same time last year's revenue.
[1:08:49]
Mrs. Chen, thank you for your comments the other night pointing that out in our performance.
[1:08:56]
So things are definitely looking good.
[1:09:01]
So September 12th and 13th, we've kind of become a little bit of a hub which is really good
[1:09:06]
news for us for bodybuilding because these are tournaments that bring a lot of people
[1:09:11]
to our town so it's a lot of hotel night usage but this is another organization SSC presents
[1:09:19]
their summer shredding on September 12th and 13th and then on September 18th, Gian Marco,
[1:09:26]
he's a three-time Latin Grammy award-winning singer, he's from Peru, he'll be in our theater.
[1:09:33]
October 7th. I'm not sure if you've looked into this at all. I highly recommend you
[1:09:39]
do. Leon Ed and Friends. Billions of views on YouTube. There are half Russian, half Ukrainian
[1:09:49]
tribute band that really started about the Chicago covering Chicago music, but is expanded
[1:09:57]
We wanted to earthwind and fire, steely dams, so we're really excited about that.
[1:10:02]
Russia and Ukraine is together here, yeah, yeah, that's, uh, boy, we could all just figure
[1:10:08]
that, let figure that out from them.
[1:10:10]
What time they start?
[1:10:12]
Uh, APM.
[1:10:13]
You know, measure nine out is October the 7, measure nine out.
[1:10:19]
Well, I know, I know.
[1:10:21]
Um, where, where the show is going to sell out, so it doesn't look like it's, uh, the fact
[1:10:26]
the effect and maybe Russian Ukraine need a national night out October 8th
[1:10:32]
staying alive it's the one night of the Bee Gees they've been at the
[1:10:36]
Stafford Center a few years ago fantastic high-end tribute artists on
[1:10:42]
October 8th as well the 50 plus Expo will return so it's a free event it's at
[1:10:48]
9 a.m. begins at 9 a.m. and it'll feature vendors like financial planners
[1:10:53]
health care providers and other vendors and services and speaking engagement so that's
[1:11:00]
free and open to the public.
[1:11:02]
October 11th this is exciting for us another big economic impact type event, Ivankas is
[1:11:09]
an international powerlifting organization.
[1:11:13]
We've never had powerlifting in the Stafford Center and so this is the first time.
[1:11:18]
It presents some challenges to us, you can imagine dropping weights and so there's
[1:11:23]
There's a lot of engineering conversations we've had with them, but this will be streamed
[1:11:28]
worldwide from the Stafford Center.
[1:11:31]
So we're really excited about that.
[1:11:33]
Ben and Bonnie, he is an Iranian pop singer, he'll be in our theater on October 18th.
[1:11:41]
And October 22nd, the stars of the 60s, Jay and the Americans with Lala Brooks, the circle,
[1:11:49]
So we'll be in our theater and also we'll have that big dinner that one of our benefactors
[1:11:56]
that supports this particular promoter will have his dinner with fresh and savoury catering
[1:12:05]
the event.
[1:12:07]
Then November 9th, the Grand Teeve Ballet returns, seems like we have a Russian Ukrainian theme
[1:12:13]
tonight.
[1:12:14]
but one of the finest ballet organizations in the world will be at the Stafford Center.
[1:12:21]
And December 4th, this is really interesting.
[1:12:23]
Joy to the world, experience the magic of Christmas with the Grammy-nominated violinist,
[1:12:29]
Jenny Oaks Baker. And it's also her children as well, very talented family.
[1:12:38]
January 21st, this is something that's been at the Stafford Center many years ago.
[1:12:42]
I actually sold out two performances years ago.
[1:12:45]
Mania, the ABBA tribute band from Sweden will be in our theater.
[1:12:52]
And then February 12th, Sinatra and Buble, a tribute to the American Songbook will also
[1:12:58]
be in our theater.
[1:13:00]
One of the things I wanted to point out is when you, if you go on our website, in fact,
[1:13:05]
I just texted somebody, I want to make a change, it says, our calendar of events, I want to
[1:13:12]
to add the word public.
[1:13:13]
There's so many events that are not open to the public
[1:13:16]
that if we ever published our calendar,
[1:13:20]
we're very excited we had live nation come
[1:13:22]
for the first time for a tour of the building yesterday.
[1:13:27]
And they said, can we just go on your website
[1:13:29]
and this is what hit me.
[1:13:31]
They said, can we just go on your website
[1:13:32]
and check your avails?
[1:13:34]
And I said, absolutely not.
[1:13:35]
More events are non-public than they are public.
[1:13:38]
So, I just wanted to point that out to you, there's a lot going on and I'll be happy to answer any questions you may have.
[1:13:51]
By the food blaze, and Michael food blaze?
[1:13:54]
Well, it's a tribute show.
[1:13:55]
Oh, I wish.
[1:13:56]
Okay, I know the real one coming.
[1:13:59]
No, and...
[1:14:00]
Okay, he's in my name.
[1:14:01]
He's toy at a center.
[1:14:03]
Yeah.
[1:14:04]
Typing.
[1:14:05]
Michael food blaze.
[1:14:06]
Amazing.
[1:14:07]
Yeah.
[1:14:09]
I have a little quick question, I know you're working on this.
[1:14:13]
Do you have the list of the hotels?
[1:14:15]
Are they somehow on our way to the page two?
[1:14:19]
Yeah, okay, yeah, we put our, we have the hotels,
[1:14:22]
and then when our customers will call us,
[1:14:25]
we give them a code, certain hotels have given us
[1:14:28]
some preferential pricing, so we pass that code on.
[1:14:33]
In fact, just did it two days ago to a group that they called back and said, wow, is the best customer service they got actually from one of the salespeople at one of the hotels.
[1:14:45]
And yeah, it's real important, as you know, we're funded through hotel occupancy tax, so we owe them a big debt of service back to them.
[1:14:54]
No, thank you.
[1:14:56]
Thank you.
[1:14:57]
Yes sir.
[1:15:00]
Waiting on a survey that's being done to see about what to do with the land and all that. So since there's another agenda item, I'm going to get into great detail of that in that agenda item. Okay, yes.
[1:15:30]
referring to is the college
[1:15:34]
down the street has their annual
[1:15:37]
kind of their introduction to the year
[1:15:40]
with all of their faculty
[1:15:41]
and whatnot from other properties
[1:15:45]
than just their Stafford location.
[1:15:48]
But yeah, the theater was used,
[1:15:51]
the ballrooms were used, the sweets were used,
[1:15:53]
it was a big event.
[1:15:57]
Yes, ma'am?
[1:15:58]
Yes, do we have anyone else taking advantage of our grant program?
[1:16:06]
Great question.
[1:16:07]
I'm glad because Alka had mentioned that.
[1:16:10]
We present the grant program to several promoters and we explain to them if they sign the agreement
[1:16:18]
there's no obligation other than that they're afforded this opportunity.
[1:16:22]
What the performance plan is, and you approved it in the budget tonight for $50,000, up to $50,000,
[1:16:31]
is if a promoter comes to the building and does a show, six shows in a year, meaning that first show starts the clock, if you will.
[1:16:42]
If they do six shows in that year, and there's losses, they can submit.
[1:16:47]
It's a lot of information, but they can submit what their talent cost is, their overall cost, and their loss.
[1:16:54]
We won't necessarily fix their losses completely, but we have a system whereby if an artist costs $10,000, you can get $2,500 back from the city.
[1:17:07]
We have had one of Live Nation's partner companies in
[1:17:11]
Poreum is the only one that has actually capitalized on that
[1:17:16]
over six shows in a year and there was something about $80,
[1:17:23]
$600 that they received to that $50,000, but I can tell you in
[1:17:27]
that meeting yesterday with Live Nation, the biggest provider of
[1:17:31]
all live entertainment, they got into great detail and
[1:17:34]
information from us yesterday on the grant program.
[1:17:38]
So keeping our fingers crossed,
[1:17:40]
we would love to add them to our schedule.
[1:17:42]
They've just represent the live nation urban,
[1:17:45]
live nation Latin, everything.
[1:17:48]
So if we can get them, and these are people
[1:17:51]
that I've been friends with for 30 years,
[1:17:54]
and I told them it took 20 to get them into the staff
[1:17:57]
or something to come tour, but they had some competing venues, too.
[1:18:01]
So you did a calendar year or a year.
[1:18:04]
No, it's once that first show takes place,
[1:18:07]
then you have to do six shows from the date of that first show.
[1:18:12]
Thank you.
[1:18:13]
That definitely shows them that we're interested in them,
[1:18:19]
that we want them to be a success and we want to be a success.
[1:18:23]
Just gives them another two of them,
[1:18:25]
the toolbox to track your promoters and questions and comments.
[1:18:33]
Okay, we'll go to public comments saying
[1:18:39]
no one's stepping forward.
[1:18:42]
You can see that consideration on the appropriate action on this item saying none.
[1:18:50]
Yeah.
[1:18:50]
Go to item 14 discussion and consideration regarding the Stafford Center Reef Replacement Project.
[1:18:58]
We've got money in the budget that will be going to effect shortly.
[1:19:05]
So we need to do that as a project and Tommy will bring us the paperwork and the advertisements
[1:19:11]
so that we can put that to bed.
[1:19:16]
Can we do that next month or do we have to wait till the budget goes in effect?
[1:19:37]
I have some information for you, but not complete information to to talk about this, I would just recommend that well I'm just looking that we get the project approved that when we want to get started.
[1:19:57]
and all that paperwork's done because we have a timeframe
[1:20:01]
that we have to wait where you can spend the money.
[1:20:05]
So we have an option to work through some co-op pricing
[1:20:10]
opportunities that doesn't mean we can't talk to multiple
[1:20:15]
people, but we can avoid a lot of downtime delay time taking
[1:20:25]
that route possibly.
[1:20:27]
A project versus doing it through a by-board?
[1:20:31]
Well, to do by-board versus doing a project.
[1:20:36]
Tommy, if we do a project, does that
[1:20:38]
preclude any other avenues of getting it done?
[1:20:42]
No.
[1:20:45]
And the project, assuming we're not driving the train
[1:20:48]
to manage the repairs and have to have a project spend money,
[1:20:54]
anyway, correct?
[1:20:55]
Right.
[1:20:55]
assuming we're not doing, we're not managing the repair of the roof, the project is a, is a vehicle to finance the improvement.
[1:21:03]
Is that a conflict with the vet?
[1:21:04]
No, that's great. Great news.
[1:21:07]
Now, I just, I want to get that money in the coffee home that it's ready.
[1:21:12]
May 10th.
[1:21:14]
Tommy, did you bring a resolution for that tonight?
[1:21:18]
I didn't see it.
[1:21:21]
Is it?
[1:21:24]
It's the next agenda. It's number 14, it should be 77 in your packet. Oh, we
[1:21:43]
don't
[1:21:49]
have
[1:21:49]
a dollar amount. Do you remember it was a million four, wasn't it? Now, I don't believe it
[1:21:55]
So we'll see 1.1 million, one of the things we talked about in getting some numbers of where it wouldn't exceed.
[1:22:06]
There was an opportunity for about $68,000 to go with a 30 year roof as opposed to a 20 year roof made complete sense to do that.
[1:22:19]
So I think if we just stick with the 1.1 million, we'll be good.
[1:22:24]
The one point for the there was other things that this
[1:22:30]
SDC approved that ran it up to one yes sir yes sir one point one you're
[1:22:36]
looking for yes sir not to exceed my colleagues headed me the resolution so
[1:22:45]
we have a resolution before us resolution of the Board of Directors of Stafford
[1:22:52]
economic development corporation approving the project, the corporation a project for the repair
[1:22:58]
installation of maintenance and improvement of the Stafford Center roof and related equipment
[1:23:05]
facilities and improvements to enhance the city's Stafford's community and event facilities and
[1:23:13]
And the amount is 1.1 million.
[1:23:33]
Is this advertised, or is it public hearing?
[1:23:37]
That not yet, I'd mention before you can do project creations, two ways public.
[1:23:44]
You can do the notice first, have the public hearing with the project creation,
[1:23:47]
or you can do the project creation, and then have the public hearing afterwards.
[1:23:50]
So we can vote on this tonight.
[1:23:52]
Yes, we vote on this tonight, and the notice will go out once it's approved.
[1:23:56]
Okay.
[1:24:00]
Well, I think we're up to vote on this tonight for the 1.1 million for the
[1:24:07]
REF project.
[1:24:13]
I'll open it up for motions.
[1:24:17]
Well, yeah, thank you. You'll open it up for public comments.
[1:24:21]
Yeah. Public comments for action. Public hearing will happen later.
[1:24:27]
or public comments on the item.
[1:24:32]
Seeing no one from the public leave the hospital consideration.
[1:24:42]
President, I make a motion that we approve 1.1 million or roof improvement at the Stafford
[1:24:49]
Center.
[1:24:51]
You have a second.
[1:24:53]
Second by William Bostick, all in favor?
[1:24:58]
Well opposed, motion carries.
[1:25:03]
Okay, we'll go to item 15 discussion regarding a request
[1:25:08]
to have an event impact analysis completed on the Stafford
[1:25:13]
Center and Civic Center to gauge activity.
[1:25:17]
I had a discussion with Brian this past month on this
[1:25:22]
after our last meeting.
[1:25:23]
and he's here to speak but I will say the survey or the planned expansion that I believe
[1:25:41]
was $50,000 were spending I'm led to believe Brian will speak on this that the numbers
[1:25:50]
will come from that but so far he's heard that we're out performing other similar venues
[1:25:58]
and Brandt would you speak of it?
[1:26:02]
Yes sir.
[1:26:03]
So as you know this for engaged convention sports and leisure to do a feasibility master
[1:26:10]
plan study.
[1:26:12]
Part of that study was crunching the numbers.
[1:26:15]
They got every bit for the last five years of our numbers.
[1:26:21]
All of our events, mix of events, they've done a lot of analytical work to it as my understanding from talking to them.
[1:26:33]
They have, I also understand that they are finished, their document, ready for presentation.
[1:26:43]
and speaking to Mr. Cron a couple of weeks ago,
[1:26:47]
what he was saying was like we did before,
[1:26:49]
was the joint meeting between the City Council and SCDC.
[1:26:56]
So I reached out to the gentleman,
[1:26:58]
Senior Vice President, who came here originally
[1:27:01]
and met with you, Bill Krueger.
[1:27:03]
And he gave me the dates,
[1:27:05]
and this is really for the mayor now to make this call.
[1:27:09]
but he gave me the dates of 10, 14, 10, 21, and 10, 28.
[1:27:13]
I assumed you wanted to get out of away from the budget.
[1:27:17]
So I asked him to stay away from September.
[1:27:23]
But there's significant information there about a hotel,
[1:27:28]
possible project, expansion of the center,
[1:27:31]
and then analyzing our performance of where we are
[1:27:36]
and what we've done, what we've accomplished.
[1:27:40]
So, and where there's gaps, I'm sure too,
[1:27:45]
where the need to take whatever action
[1:27:50]
is recommended to this.
[1:27:52]
One of the things I wanna point out too is
[1:27:55]
that when we start thinking about projects
[1:27:58]
and of course it takes time and there's bureaucracy,
[1:28:01]
but as Michelle mentioned earlier,
[1:28:03]
We're five years away from retiring, less than five years away, from retiring our debt on Stafford Center.
[1:28:11]
And so, even if we waited and planted accordingly to that time, I think that's something that would be beneficial for the city to consider.
[1:28:26]
But as far as the activities and things like that, they're going to get into all of that.
[1:28:30]
but I'm sure that'll all be reflected in their report.
[1:28:34]
And presented.
[1:28:40]
1021, 1021.
[1:28:41]
Oh, I'm sorry, yeah.
[1:28:42]
So he gave me 1014.
[1:28:45]
I asked him to just give us the Tuesdays
[1:28:48]
because I figured that there could be a joint meeting
[1:28:50]
before with council, before you're meeting.
[1:28:54]
And then he just gave me several Tuesdays.
[1:28:58]
So 1014, 1021 and 1028 are currently what he has
[1:29:03]
availability. So we just do just need to pick one day and we're just let him know and call for
[1:29:22]
the joint meeting and he'll fly down.
[1:29:29]
Sounds good to me. Yep. Because because our people
[1:29:37]
And we've got three council members, so they're going to be there.
[1:29:44]
So we only have to have at least one of us show up to make a forum.
[1:29:52]
I'd like to have everybody there, so it's more adamant of the date of council can meet.
[1:30:00]
No, sir. Now, the other item on here was in reference to the civic center. And I see Susan's here. And well, let me start by, I passed the information onto based on some comments from you and what I could recall. You may want to address the hurt of what you
[1:30:36]
Yeah, so I'm just trying to figure out I know we had some funds allocated for the civic center. I'm just trying to figure out what can we do with it?
[1:30:47]
It's a city asset, but it also has a lot of economic events there. I mean, at one point it was the shred.
[1:30:56]
but it was HQ for the shredding bit
[1:30:59]
before it got as big as what it got.
[1:31:01]
So I'm just trying to figure out,
[1:31:03]
is there a way that, what do we need to do?
[1:31:08]
I know there's several issues with it
[1:31:09]
from the foundation, to the lighting, to the pavement,
[1:31:14]
even flooding issues, I believe I heard.
[1:31:17]
It's coming in from the bottom of the,
[1:31:19]
there's gotta be a crack underneath.
[1:31:23]
When I first came to work here,
[1:31:26]
The office is underground so like halfway up to your waist is underground and in the rest of it's above ground.
[1:31:35]
So that it cracked and I'm sure that's what's happening on the other side as well because it is underground on that side as well.
[1:31:43]
So that needs to be addressed.
[1:31:45]
But you know the city center is busy if we had a lot if we had five more Friday Saturdays Sundays in the month
[1:31:52]
We could book it and you know
[1:31:53]
We don't really book a lot during the week because of the school
[1:31:57]
Parking issues if it's a smaller event or it's in the evening then we do but during the day time
[1:32:03]
It's very hard to book that that building, but it's still busy, but
[1:32:08]
We do have to do something with that building
[1:32:11]
I think we need to, I was asked to wait until we got a New Public Works Director.
[1:32:16]
He's here now.
[1:32:18]
We need to go in and look at the foundation again.
[1:32:21]
When we did the foundation years ago, we went all the way around the building.
[1:32:26]
I see most of the cracking and most of the, when you're walking inside you can feel it.
[1:32:33]
It's more in the front half of the building than the back half of the building.
[1:32:38]
But until we start doing something with that building, it needs it's terrible.
[1:32:46]
But the lighting has been done.
[1:32:48]
We did those projects just a few months ago, so it's complete.
[1:32:54]
And the sidewalk out front, we leveled that concrete so that you don't have all the rough,
[1:33:04]
you know, where somebody's going to trick over it.
[1:33:05]
So we did those two projects with that money before Chris got here and so now we need to work on the foundation is your first deal.
[1:33:17]
You know, carpet and all that kind of stuff can be fixed and sheet rock afterwards, but it until you do something with a foundation with that building, you that that has to be your number one.
[1:33:28]
Is there a five-year company that had done some foundation work?
[1:33:33]
Outland, at least, did it years and years ago.
[1:33:35]
Oh, so it's out of one?
[1:33:37]
Oh, it is.
[1:33:38]
It's...
[1:33:38]
Their warranty was only five years.
[1:33:40]
Now, they...
[1:33:40]
They missed...
[1:33:41]
Did because they told us if we did the whole building,
[1:33:45]
they would have a lifetime warranty.
[1:33:47]
But that's not what the...
[1:33:48]
That's not what it says.
[1:33:50]
It says five years.
[1:33:51]
Okay.
[1:33:52]
It's a...
[1:33:53]
Is it safe?
[1:33:54]
Right now, we are having several programs.
[1:33:57]
Is it safe for the people to?
[1:33:59]
I am not an engineer to answer that question.
[1:34:01]
Yeah, I know, you know, since you are talking about in public.
[1:34:05]
Yeah, I'm not an engineer, I've heard that the brick will fall off before the building
[1:34:12]
collapses because the steel frame, I don't, I'm not an engineer, so, and he has been, Bob
[1:34:20]
Jones has been out to look at it, so okay.
[1:34:23]
But we need to do something with the foundation before we do anything else.
[1:34:30]
But in your opinion, the foundation is the biggest.
[1:34:37]
That's the number one.
[1:34:38]
That's the number one.
[1:34:39]
Okay, perfect.
[1:34:42]
Well, it's another one of those situations where you can take down the road.
[1:34:48]
So many years just didn't happen over the past two or three years, the
[1:35:00]
engineering of
[1:35:01]
somebody to come up with a loan to save.
[1:35:04]
The city needs to come up with analysis of what needs to be done, not just a general
[1:35:13]
employee walking through the letters of crack in the ceiling.
[1:35:19]
We really need to know what that condition, that city needs to know what that condition
[1:35:23]
of the building is. And then our board would need to see if it would fit into what we want
[1:35:36]
to do moving forward. It's just like we're taking on the streets, we've got drainage,
[1:35:43]
you know, that cigar box is going to run out of money.
[1:35:47]
So, let's to come out and give us an estimate of what they think it would take.
[1:35:55]
I was asked to wait till we got a city engineer and he is here now, so...
[1:36:00]
Can you get in touch with him and see what you can have?
[1:36:03]
I think it needs to be looked at and studied.
[1:36:08]
And then the finger pointing can start of how to happen and who's going to contribute
[1:36:18]
to fix it. That's the bottom line to it. Our board can only take on so much and we
[1:36:29]
start losing our vision or our main goal. It was just like Gwen made the
[1:36:40]
comment years ago. We were looking at doing an intersection on the street. She said,
[1:36:46]
So how much they got to do with economic development?
[1:36:49]
Because we hadn't had done a street.
[1:36:50]
Well, we complied with the law.
[1:36:54]
But is it that intersection?
[1:36:58]
Is it going to generate more business or whatever?
[1:37:02]
So a lot of things can be legally done.
[1:37:06]
But you've got to establish a packing
[1:37:09]
order of where you're going to attract.
[1:37:12]
Unfortunately that's decaying so it needs to be addressed and it may come down to we're
[1:37:25]
prodding city council along because it's not only the city's asset but we spend money
[1:37:33]
down there and citizens of business people come in and use that facility so we're both
[1:37:44]
We need to keep counsel keeping that on the front burner,
[1:37:51]
because that information really needs to come from counsel
[1:37:56]
and say, mother needs to ask the child if we can go with them.
[1:38:04]
That's where do you have any other questions from Susan?
[1:38:07]
Or Susan, do you have any comments?
[1:38:09]
No, thank you.
[1:38:11]
OK.
[1:38:12]
Thank you.
[1:38:13]
Thank you.
[1:38:14]
We'll go to public comments,
[1:38:19]
signal one stepping forward, possible consideration of appropriate
[1:38:23]
action.
[1:38:23]
I don't feel like we're needing other than we need to keep in the bag for a man.
[1:38:29]
Well, I was way impossibly heard council at their next meeting because, well, let me just
[1:38:37]
say this.
[1:38:38]
We've got three city council people on this board.
[1:38:42]
And if they're going to be part of this board, they need to carry that message forward because
[1:38:49]
we need to be working as a team and you counsel people, y'all are part of my team, which
[1:38:57]
means we should be part of y'all's counsel's table.
[1:39:00]
and also a more about a safety issue if we even do something if collapsed who
[1:39:08]
don't take responsibility yeah that's what I'm just you know where we worry about
[1:39:13]
that we don't want to be on national news I know I know okay we'll go to
[1:39:30]
that the audit for the EDC is ready to go and they would like to meet with us the night before they meet with City Council when they do the City Council's audit.
[1:39:44]
So I suggested that we have our September meeting the night before City Council change our meeting night.
[1:39:56]
So it's more fluid with the auditors.
[1:40:00]
She didn't feel like they could do both of them on the same night as joint meeting.
[1:40:07]
So I'm on it. Runana, talk to us.
[1:40:13]
So here September 16, 2020-25-630.
[1:40:19]
I'm reading a CDC meeting here, your attachment,
[1:40:23]
saying September 16, 2025-630.
[1:40:39]
Okay,
[1:40:42]
so we need a motion to move our September meeting.
[1:40:48]
September 16th.
[1:40:50]
September 16th, yes.
[1:40:59]
a motion from ours.
[1:41:00]
Public comment first.
[1:41:02]
Oh, public comment.
[1:41:03]
We're trying to move this along too fast.
[1:41:05]
Sorry.
[1:41:05]
I didn't help it make any sense.
[1:41:07]
We're watching that.
[1:41:08]
Public comments.
[1:41:09]
Public comments.
[1:41:10]
Seeing none, we'll move the motion.
[1:41:14]
Now, I'll explain the motion.
[1:41:15]
Can I make a motion to...
[1:41:17]
September 16, 2025, as our next city comes.
[1:41:21]
SEC, median, 630.
[1:41:24]
We have a second.
[1:41:25]
Let's take a second.
[1:41:26]
We have three seconds.
[1:41:44]
I have to
[1:41:50]
look on the calendar to see what dates were available that were for the committee
[1:41:58]
to meet on and I know normally you meet on Tuesday. So I was trying to stay within a Tuesday
[1:42:03]
theme, but Thursdays were also available as well. So you have, these are the options
[1:42:09]
that were provided for November and December, Monday, December the 15th because there was
[1:42:16]
not a meeting there. I went ahead and slid it in because I know most people like to go
[1:42:20]
two weeks into the Christmas. So if anybody, if you don't want to go 15th or below, then
[1:42:28]
And then you only have three dates for December as far as a meeting wise however you want
[1:42:32]
to schedule it.
[1:42:33]
So, this is what was available on the calendar.
[1:42:35]
You can vote on it and decide which ones you want and I'll put it in motion.
[1:42:52]
the number six.
[1:43:01]
Number six.
[1:43:03]
Number six.
[1:43:05]
Number six.
[1:43:06]
November is the sixth, the 13th, or the 20th, which is 20th is close to Thanksgiving.
[1:43:12]
So I wasn't sure.
[1:43:13]
Now, number six, I have a schedule here, the state of the schools, Dr. Bostic, but it is
[1:43:21]
11.30 a.m.
[1:43:27]
Let me just say this, we're going to set these days,
[1:43:35]
they may be canceled if we don't
[1:43:38]
have anything, if we don't have anything that's really important, we'll cancel the meeting.
[1:43:44]
Because we know everybody's schedule is fluid. You're looking at a calendar day and it can change.
[1:43:53]
So, yeah, number 13 is okay with me. Thursday and November the 13th.
[1:43:59]
Well, let's, let's, well, we've got to do public comment.
[1:44:09]
Let's go to public comments and then we'll do public comments.
[1:44:24]
Let's throw out November 13th, for the number 18, that's all, give it to me.
[1:44:30]
We're not gonna confuse, we're gonna pick a date.
[1:44:34]
I'm saying, I'm due first day.
[1:44:36]
Thursday, November 13th.
[1:44:39]
and in December, Thursday December 11th.
[1:44:50]
I'll make that most yeah. So I'll move.
[1:44:53]
Paul in favor. Got him. That's the way to get done.
[1:45:00]
Okay. We'll notify you if it's canceled. Okay. Approval of item 18, approval of July 2nd, 2025,
[1:45:12]
regular meeting, minutes, public comments. Seeing none, we go to possible consideration of appropriate
[1:45:23]
This is President, I do have one correction.
[1:45:26]
We did talk about the water finance.
[1:45:30]
My fault, I just had it,
[1:45:35]
it had a survey brought it up,
[1:45:38]
but that wasn't his item.
[1:45:40]
That was actually my item.
[1:45:42]
So I just would like credit with it.
[1:45:44]
To boss it.
[1:45:49]
We have a correction.
[1:45:53]
We have a motion.
[1:45:58]
I make a motion just to make the corrections
[1:46:02]
Since the item number eight, as described.
[1:46:08]
Second, who's that going to do?
[1:46:11]
I'll second it, okay.
[1:46:13]
Motion in second, motion approved.
[1:46:16]
Yes, unanimous.
[1:46:18]
That stands.
[1:46:20]
Chairman, I cannot vote.
[1:46:21]
I'm not here.
[1:46:22]
So I said stand, my vote.
[1:46:26]
Change the losses to abstain, because you were not on the board.
[1:46:32]
I'm not on the board, so I'm just not going.
[1:46:34]
Okay, request for future agenda items from the board. I will say I'll get with Alka and get Tommy the information to bring us a street project resolution back
[1:46:50]
Which he may be able to just massage the one that he had here tonight
[1:46:57]
Alice you mentioned something earlier. Yes, I mentioned I actually
[1:47:01]
We talked to Commissioner Andy Myers about the funding for
[1:47:09]
PICRO and I say, can you give us an update about that?
[1:47:13]
And also, you are placing three in our district.
[1:47:18]
So, and he said, I'll be happy to come to SEDC to give you an update about that.
[1:47:24]
So I will, if the, if the City Council, if the SEDs are who I will talk to his, his staff,
[1:47:32]
to keep the staff and find the day, maybe September or maybe October.
[1:47:36]
It would be very interesting to have him come for the board.
[1:47:41]
Yes.
[1:47:42]
To tell us what his thoughts and dreams are for our city?
[1:47:46]
Yes, yes.
[1:47:47]
And then we can make our comments as to how well he is or isn't representing us.
[1:47:53]
So if you will contact his office to see if he could make next month's.
[1:47:59]
Yes, September 16th.
[1:48:01]
Is there a September 16th meeting?
[1:48:03]
Yeah.
[1:48:04]
Once you confirm that, I'll call Renata.
[1:48:06]
Okay.
[1:48:06]
I'll get that on the agenda.
[1:48:07]
Okay.
[1:48:08]
I heard a talk with him.
[1:48:12]
He's a reaction.
[1:48:13]
Was he able to help us?
[1:48:16]
As much as he can.
[1:48:17]
That's it.
[1:48:18]
Well, all politicians say that.
[1:48:20]
But I want him to come here and follow that.
[1:48:23]
Yes, that's the point of order.
[1:48:26]
I don't know.
[1:48:26]
We will have three council members here.
[1:48:29]
And the mayor will be present.
[1:48:30]
But maybe a note to city council that we're
[1:48:33]
going to have a commissioner here would be a good idea.
[1:48:36]
OK, so they want to attend the meeting.
[1:48:40]
You would have to make that as a joint meeting.
[1:48:45]
Yeah.
[1:48:45]
Well, I mean, because if they come in,
[1:48:48]
that way, we are covered, right?
[1:48:51]
Well, yes, we could do a joint meeting, have him first in the City Council to turn their
[1:48:57]
meeting and we could continue on.
[1:49:01]
And yes, but we're all part of the team and he's going to be here.
[1:49:06]
That's a good use of commissioners' time to get more banged for the buck.
[1:49:14]
You have to carry it in.
[1:49:16]
I'll call him.
[1:49:17]
His service tomorrow.
[1:49:18]
I know that.
[1:49:18]
And then, and then if everybody council can't make our
[1:49:23]
might of the sole maker, we offer, we offer to them.
[1:49:27]
Yes, okay.
[1:49:32]
Probably be October would be the better time frame
[1:49:36]
if it's possible for them to come.
[1:49:37]
Okay, I need to talk to the head.
[1:49:38]
See he's coming, but they see what he, and then, okay.
[1:49:41]
So October, what day?
[1:49:44]
October, what?
[1:49:46]
We just flew the 20, 28th, October 28th.
[1:49:53]
October 20. That would be our schedule meeting. But if we're doing a joint with the council, then that can be changed.
[1:49:59]
Okay. We'll have to see what he can do. But I think I like to give him a day. So, you know, because he's very busy.
[1:50:05]
So if I lock him in, they'll not check with Roxanne. And then I can send you a message.
[1:50:12]
That's not okay.
[1:50:13]
I mean, we can invite council and have council. We do a special meeting on that same thing.
[1:50:18]
Well, the council's meeting. Well, council's agenda is always so long. I was thinking we could we could show up on their nights, but
[1:50:28]
Y'all get too long.
[1:50:32]
Yeah, October 28th, it's a regular SEDC meeting.
[1:50:36]
So, shouldn't it let me do October 28th? If it works, then
[1:50:41]
Can you give it to me today so at least I can just laugh and I'll tell you okay, yes, okay, all right.
[1:50:53]
The only other thing that I have would be hopefully by the end of next, at the next meeting I will be able to have some additional
[1:51:03]
information of the EDC executive director.
[1:51:10]
We've got something in the work. We don't
[1:51:14]
know what's going to happen. Okay, anything else? We're doing the reports.
[1:51:20]
We're going to
[1:51:21]
you. I'm looking for a few items. Okay, we'll move on to item 20 reports, Stafford
[1:51:30]
Economic Development Corporation for Directors may make announcements and community interest
[1:51:35]
in accordance with Section 551-0415 in the Texas Government.
[1:51:41]
William.
[1:51:42]
Yes, sir.
[1:51:42]
Thank you.
[1:51:43]
I'd just like to say that we had several food establishments opening up, Porteos, Chicago
[1:51:50]
based company.
[1:51:52]
They specialize in hot dogs, sausages, and other foods.
[1:51:56]
they just recently opened this week.
[1:52:00]
Kavas, another one, they just opened up earlier this month,
[1:52:04]
and then we also have black rock coffee,
[1:52:06]
they opened up this month.
[1:52:08]
And so that's just a few of them.
[1:52:09]
That's what's going on.
[1:52:10]
These are all restaurants in the grid.
[1:52:12]
So, and it's just kind of cool just knowing
[1:52:16]
the big one target is either gonna open up next month
[1:52:22]
or in October.
[1:52:24]
So, it's a few things moving on over
[1:52:26]
in the grid and I want to commend you guys everyone up here again starting to fill in so let's
[1:52:32]
keep up the work. The next door is the black rock, the next door is building permits and a side
[1:52:40]
for pepperoni. A couple doors down, five guys, hamburgers, has an open sign. So five guys open.
[1:52:56]
is open, yeah?
[1:52:57]
Yeah, I've got it.
[1:52:58]
In targets within 60 days of opening?
[1:53:01]
Marguerites?
[1:53:02]
Yes, exactly.
[1:53:02]
No matter what, that's 60 legs.
[1:53:04]
That's fine.
[1:53:04]
It's human, you know, as a person.
[1:53:06]
Yes.
[1:53:07]
I think, you know, I really think a SECGC,
[1:53:10]
we, other one, want to get more business come to our cities.
[1:53:14]
Or when they have a near business come to our city.
[1:53:18]
Like, the other chamber, they will come
[1:53:19]
to, you know, have a cutting ready,
[1:53:21]
or very old visit, whatever.
[1:53:23]
I think our thing here,
[1:53:25]
We can talk to the public or director if they have some new business open because they
[1:53:31]
know they are not doing the permit, they know what date they are going to issue, what
[1:53:35]
date they open.
[1:53:36]
So maybe as an SEC director can go pay a visit to welcome them to our city, to all the
[1:53:42]
business owner come to our city.
[1:53:45]
I'm just thinking maybe we can do a sign or welcome to staffer from SEC and just some suggestion
[1:53:53]
just like a channel. It's a it's a very good suggestion. I don't get a monthly
[1:53:59]
check like City Council does. I'm busy taking text and phone calls from
[1:54:06]
Anada. I know. Television department. But what you are saying is we need to be
[1:54:15]
doing something. But I think what we also need to do is discuss
[1:54:24]
our television
[1:54:25]
department going out there on the grand opening. They do send me emails. Can you
[1:54:34]
do an interview and can you do this and do that? That would give us something to
[1:54:39]
feed to them. Yes. This place is opening up. Yeah. Okay. And so it would give
[1:54:46]
go television time on that in the city website.
[1:54:51]
But yes, if nothing else,
[1:54:55]
Alice Chin or the mayor needs to stop,
[1:54:59]
you may not like hamburgers, okay?
[1:55:04]
But it'd be nice if the mayor or a council person
[1:55:06]
go give me two hamburgers and oh, by the way,
[1:55:10]
I'm a council person of that year, you know?
[1:55:12]
So, as we go out in our community, tell the people who you are and how you appreciate
[1:55:21]
it.
[1:55:22]
And at one point, if I may, we were doing that, we had he was here.
[1:55:29]
She would invite us to do different events and a grand opening, and so we would go as
[1:55:35]
often as, maybe you know.
[1:55:38]
If I go to Hamburger Police and I tell them I'm mayor from home, I would like to say that.
[1:55:44]
No, we just welcome them. We don't need you, either sandwich. We just go there to welcome them.
[1:55:49]
Yeah, welcome them.
[1:55:51]
Yeah, whatever.
[1:55:52]
Thank you.
[1:55:53]
Any other comments?
[1:55:55]
No.
[1:55:57]
Well, thank you for seeing me.
[1:56:01]
Welcome to Alice.
[1:56:03]
Thank you.
[1:56:03]
Again, welcome Alice to the board.
[1:56:06]
Thank you.
[1:56:06]
You get out of the line, you talk too much, you're such a fool.
[1:56:10]
No, no, I thought that was my job.
[1:56:15]
Well, you try to take a little, a little weight off the line.
[1:56:19]
We're in the keeping line.
[1:56:21]
I tell you the line.
[1:56:22]
We have motion for adjournment.
[1:56:24]
So moved.
[1:56:25]
Second.
[1:56:26]
Motion and second.
[1:56:27]
All in favor.
[1:56:28]
Motion passed here.
[1:56:29]
Thank you.
[1:56:30]
Now, thank you.
[1:56:31]
Before y'all get out of here.
[1:56:32]
Yeah.
[1:56:33]
Yeah.
