[14:51] beginning july 1st, 2028.

[14:53] shifting administration away

[14:54] from dls removes interagency

[14:58] bureaucracy. Consolidating,

[15:00] testing, licensing and

[15:02] compliance under a single roof.

[15:03] streamlining this license

[15:05] pipeline directly addresses our

[15:06] trades and labor shortage,

[15:08] keeping critical commercial,

[15:10] residential and green

[15:11] infrastructure projects on

[15:12] schedule across the state. This

[15:14] bill has received unanimous

[15:15] support the entire process, and

[15:17] with me here to testify on

[15:18] behalf of the sponsors, ibew.

[15:20] scott welch, I respectfully ask

[15:36] the davis administration, we

[15:38] did not have an enforcement

[15:39] component. 2 or 3 years later,

[15:42] we came back during the davis

[15:43] administration. And at that

[15:45] time, the governor insisted

[15:47] that the enforcement be done by

[15:50] cslb, not by the dir. That's

[15:51] why this program has been

[15:53] bifurcated for all these years.

[15:56] unfortunately, the department

[15:57] of industrial relations has

[15:59] done an abysmal job of

[16:01] administering this program. It

[16:03] has been one problem after

[16:05] another. This culminated last

[16:07] year when they had an eight

[16:09] month backlog on processing

[16:13] renewals. So what was happening

[16:14] is a journeyman would send in

[16:16] their $125 renewal and the

[16:19] paperwork and not get their

[16:21] license for eight months. And

[16:22] they were losing work. They

[16:23] were being turned away and told

[16:25] to go home because they didn't

[16:26] have this. It was a catastrophe.

[16:28] the administration stepped into

[16:30] it and redirected staff to get

[16:34] rid of the backlog. And as an

[16:36] outgrowth of that, they

[16:37] determined that this program

[16:39] would better be administered at

[16:42] cslbcslb. That's what they do.

[16:45] they do licenses. They're very

[16:47] proficient at doing testing, at

[16:49] working with the industry to

[16:50] update tests. It makes sense

[16:52] that enforcement and

[16:54] administration be together. So

[16:55] for that reason we would ask
