[2:39] had an opportunity to engage

[2:43] in meaningful conversations

[2:45] with folks that are in the

[2:46] room today and many that are not

[2:48] and the idea

[2:51] was to find a way for us to work

[2:54] in a bipartisan manner to ensure

[2:56] that we continue to uphold

[2:58] what's made this very industry

[3:01] the best in the entire world

[3:03] quite frankly and it is that we

[3:05] have a gold standard and we

[3:08] consistently seek to improve and

[3:10] ensure that we have the mecca of

[3:12] entertainment, the mecca for

[3:13] individuals to continue to come

[3:15] here and know that they are in

[3:17] the safest and quite frankly

[3:18] the most amazing and wonderful

[3:22] place and it's thanks to the

[3:22] investment that comes from

[3:23] industry

[3:24] thanks to the wonderful hands

[3:26] that keep those casino lights at

[3:29] on every single day and

[3:31] thanks to the wonderful tourism

[3:32] that allows us to continue to do

[3:35] that work we know that there

[3:36] are all of those are necessary

[3:36] in this equation

[3:40] and it with that in mind we

[3:42] set off with the objective of

[3:45] ensuring that we are looking at

[3:47] how do we continue to improve

[3:49] upon that through the lens of do

[3:51] we understand at times we've had

[3:53] issues with weapons and or human

[3:54] trafficking and or

[3:58] drugs overdose on our

[4:01] properties and if yes how can we

[4:02] continue to make sure that we

[4:02] minimize that to the extent

[4:03] possible.

[4:06] we understand that each property

[4:08] at times can have thousands of

[4:08] people on it

[4:11] larger than many towns all

[4:13] across our entire country right

[4:15] and so inevitably there's going

[4:17] to be a situations but they're

[4:19] often quickly addressed and at

[4:20] times if we if we can do better

[4:21] than we want to

[4:24] so with that in mind we then

[4:26] started to have conversations

[4:28] with different partners within

[4:29] the health industry safety

[4:34] EMT law enforcement with the

[4:36] very hands that every single day

[4:38] work on those properties with

[4:39] the individuals that represent

[4:41] those properties and we

[4:43] started asking questions on how

[4:44] we can gather more information

[4:47] so that we can continue to be

[4:48] the gold standard for for the

[4:48] rest of the of the world

[4:51] and we set off on that

[4:52] objective presently as we stand

[4:58] we've achieved what often

[5:00] happens we have individuals

[5:01] that come together and have

[5:02] conversations they are working

[5:02] in good faith

[5:05] towards an objective where all

[5:08] of us collectively can can find

[5:10] out how we can better address

[5:12] those concerns one of the at

[5:13] at the request of chair was that

[5:17] we have an opportunity to gather

[5:18] better information

[5:19] as we know law enforcement

[5:24] our hospitals etc. they're

[5:24] already collecting information

[5:26] but one of the things that we

[5:28] wanted to make sure that we

[5:29] achieved is that we centralized

[5:31] that information so that we can

[5:33] all utilize it.formation that is

[5:35] already today public that we

[5:36] have it in a centralized

[5:36] location

[5:38] with that we have the work

[5:39] session document

[5:42] and I wanted to make clear a

[5:44] couple of things in the

[5:44] recommendation of the work

[5:46] session document is that we want

[5:48] the data to go to a particular

[5:48] centralized location

[5:51] and having had an opportunity to

[5:53] speak both with the

[5:55] laborbour side and the industry

[5:57] side. I understand that there is

[5:59] not a consensus at this time

[6:00] where we think that information

[6:02] should land and out of

[6:03] respect to them rather than

[6:05] specifying as I originally

[6:06] indicated in the work session

[6:07] that it should go to the

[6:09] attorney general's office. I

[6:10] want to leave it broad so that

[6:12] we allow for them yes the data

[6:13] will be collected but we don't

[6:14] know specifically where that

[6:16] data should be housed. I want to

[6:18] allow for both sides of that

[6:18] conversation to continue to find

[6:20] where they think that is the

[6:21] best place to do that

[6:23] in addition to that

[6:27] we wanted to make sure that

[6:29] we set some parameters as we

[6:31] continue to negotiate and work

[6:33] together. I wanted to make sure

[6:34] that we weren't just writing a

[6:36] blank check and not giving any

[6:38] type of direction to either side

[6:40] of the equation on whether or

[6:42] not we wanted to continue to

[6:43] have a data conversation,

[6:45] training conversation etc. and

[6:48] then if we left it too broad it

[6:49] would make it impossible because

[6:50] then there would be no angle for

[6:52] us to engage in this

[6:52] conversation

[6:55] so with that we did at the

[6:59] request of both sides to work in

[7:01] good faith to give some

[7:02] flexibility but the idea is that

[7:03] we focus on those three buckets

[7:07] and that we focus on ensuring

[7:09] that this conversation does not

[7:10] become property specific

[7:13] this is not a witch hunt to try

[7:14] to go after one particular

[7:14] property.

[7:17] this is also not an opportunity

[7:20] for us to try to divide the

[7:22] fact that we have industry both

[7:22] in the south and north of our

[7:23] state.

[7:25] so we don't have an interest in

[7:29] specifically attacking

[7:30] anyone property or one part of

[7:32] the state we want to have an

[7:33] aggregate conversation about

[7:36] this data and and understand

[7:38] what's happening statewide and

[7:39] that that information be

[7:41] utilized so that we continue to

[7:42] be the best at what we do in

[7:44] this state.

[7:47] so with that as you all

[7:49] members I think you all have a

[7:51] copy a little bit of what of the

[7:52] direction that we wanted to go

[7:52] with

[7:54] but I wanted to make sure

[7:55] that you did not feel

[7:58] that we were going to dictate

[7:59] today

[8:00] a specific BDR

[8:04] and rather that we reiterate as

[8:06] a committee the commitment to

[8:07] allow for the negotiation to

[8:08] continue with all parties

[8:09] involved

[8:12] so that they could find a good

[8:14] faith middle ground which they

[8:15] are already doing. My

[8:16] understanding is they've had a

[8:18] conversations all throughout

[8:20] last week and for the weeks

[8:21] leading up to this meeting in

[8:23] good faith to try to find that

[8:24] middle ground that we all so

[8:25] desire

[8:26] so with that

[8:29] members at this time we I'd like

[8:32] to entertain for us to consider

[8:34] the recommendation for data

[8:35] collection reporting

[8:35] requirements to enhance public

[8:38] safety at hotels and resort

[8:40] hotels with the understanding

[8:42] that they have not yet reached

[8:43] the specific language

[8:45] and with the understanding that

[8:46] they're going to continue

[8:50] members any questions before we

[8:51] make any recommendation and or

[8:52] make

[8:58] seeing none

[10:39] motion to move forward with the

[10:40] recommendations to move with

[10:42] recommendations with through

[10:42] forward with the understanding

[10:44] that we will not commit to where

[10:46] the data will be stored at the

[10:47] attorney general's office or

[10:49] maybe a different location as

[10:52] the parties decide is best

[10:53] assembly member Bacchus has

[11:03] some concern on specifically

[11:07] the owner's paperwork that is

[11:19] patients and more time for

[11:20] patients sitting in the waiting

[11:23] room waiting so I'm very

[11:24] happy to hear that the

[11:25] stakeholders are working

[11:26] together. I look forward to

[11:27] actually seeing the language of

[11:29] the bill and that's where you

[11:31] know my support will either you

[11:33] know be there or it won't be

[11:34] but it will be a yes at a

[11:34] committee just to you know

[11:36] continue that conversation with

[11:38] the stakeholders. thank you
