We'll call the meeting to order and
we'll start with the pledge of
[0:20]
» allegiance
[0:25]
to the flag of the United States of
America and to the republic for which it
[0:30]
stands. One nation under God,
indivisible, with liberty and justice
[0:35]
for all.
[0:40]
» Cler call the roll, please.
>> Here,
[0:44]
» Gary
>> here.
[0:47]
» Sh
>> here. Mayor
[0:50]
» here.
>> Are there any changes to the agenda?
[0:56]
» Uh, yes, Mayor. A few things here. the
plan commission recommendation. You'll
[1:00]
sign you'll see a signed document from
the plan commission in accordance with
[1:05]
the meeting approval from last night.
Um, additionally, uh, 7.2 item, an
[1:10]
ordinance amending title 5 of the street
municipal code to have chapter 5.80
[1:14]
regulating short-term rentals. Um just
wanted to provide you with the updated
[1:19]
version with that so that uh the
administration and other city staff uh
[1:23]
would have um you know at the time to
prepare for those um items including the
[1:28]
form and fee structure within our
payment processing system. So you'll see
[1:32]
a change in date um for October 1st and
I can explain that once we get through
[1:36]
the item but just wanted to make you
aware of that change and update.
[1:39]
Additionally, 7.3 there was a typo with
regard to um the actual title of it. It
[1:46]
originally said the park and builder
street bridge reconstruction project for
[1:50]
engineering and design services. This
was what you had seen on the July 1st
[1:54]
committee of the whole meeting with
regard to the engineering design
[1:58]
services for the applica for the IT
grant. Um so awarding the design and
[2:02]
engineering agreement for Hudson
Engineering. So just wanted to make sure
[2:06]
you've already seen this. Uh it was just
a typo in the title of the actual
[2:10]
resolution. And then finally um there
were some additions to the to the fund
[2:15]
warrant list totaling $20,38941
[2:20]
which you've been uh given changing the
total recommendation to $1,381,433.17.
[2:29]
Um so that that is all I have. motion.
>> Oh. Um, the ordinance authorizing the
[2:36]
vacation of the rightway and vacating
the alley of 802 East 12th Street. This
[2:42]
was the only comment received from uh
the mailing. I know we had previously
[2:46]
talked in the the July 1st committee of
the whole meeting that you wanted
[2:50]
additional time to go review the
property. Since that meeting, we've
[2:54]
still only received one of those um
letters in accordance with that item.
[3:00]
So, just wanted to provide you with an
update on that. As well as the last
[3:03]
thing is if I I could request us to move
the letter of [clears throat]
[3:06]
commendation um to the beginning of our
agenda. So, prior to our uh prior to the
[3:12]
National Night Out proclamation, um if
we could move that item up to the to the
[3:17]
very top following uh the agenda, that
way we can recognize our officers first.
[3:25]
» We'll give the floor to interim Chief
Robert Wood. All right. Uh, thank you
[3:31]
everybody for coming out tonight. Um,
police department extends its letter of
[3:35]
recommendation to both officers Thomas
Walker and officer Sana Lopez in
[3:39]
recognition for their unwavering
commitment to excellence in the
[3:42]
performance of their duties police
officers of the city of Streeter. On
[3:46]
June 11th, 2026, approximately 1805
hours, officers Walker and Lopez
[3:50]
displayed exceptional dedication and
courage in response to a tornado that
[3:54]
just struck the city of Streeter.
Officers Walker and Lopez demonstrated
[3:57]
bravery and determination and walked
door to door throughout the affected
[4:00]
area to locate citizens in need of
assistance. These actions occurred only
[4:04]
moments after tornado struck, brought
down power lines, numerous other unknown
[4:08]
hazards remained throughout the affected
area. Officer Walker Lopez located a
[4:13]
resident trapped under debris from
Flat's residence and removed the debris
[4:16]
necessary to free the individual so he
could receive medical attention.
[4:21]
Officers Walkers and Lopez then
continued on foot throughout the area
[4:24]
searching for additional individuals in
need of assistance. Officers Walkers and
[4:28]
Lopez actually played a pivotal role in
protecting the public during this time
[4:31]
of extraordinary need. Officers Walkers
and Lopez maintained a calm and
[4:36]
compassionate demeanor throughout the
crisis, exemplifying the
[4:39]
professionalism, dedication, and
commitment to serve as suspected members
[4:42]
of the street police department. We
extend our sincere congratulations to
[4:46]
officers Walker and Lopez for
outstanding service. Their commitment to
[4:50]
excellence serves as a model for all law
enforcement professionals and this
[4:53]
reflects great credit upon themselves
through the police department and the
[4:57]
community that they serve. I want to
thank you both in
[5:01]
[applause]
[5:10]
call you up one by one so you guys get
your cops of this. I'll start with
[5:14]
patrol Thomas Walker.
[5:18]
» [applause]
[5:27]
» And now officers of Dana Lopez.
[5:32]
[applause]
[5:37]
[applause]
[5:41]
Can we get a photo?
[5:48]
We'll do one at a time where you want
[5:56]
» right up there.
>> Got the fan out of the way and the leg
[5:58]
and the banner. That would be nice.
[6:08]
» Yeah. Perfect.
[6:14]
Thank you.
[6:25]
Thank you.
[6:41]
» Can you feel it?
>> I like to shake her. Congratulations.
[6:46]
» Slow you down.
>> No, you're
[6:51]
[clears throat]
[6:56]
» congratulations.
>> Congratulations.
[7:01]
» Congratulations.
>> Thank you.
[7:24]
With that, anyone here just for the
commendation? You are welcome to go. Um,
[7:30]
you're also welcome to stay and enjoy
the entire council meeting, but I
[7:33]
understand if you want to head out.
Thank you.
[7:40]
» [laughter]
>> She doesn't give us
[7:49]
good luck.
[8:14]
cleared out. So, we'll um go to item
five, which is the National Night Out
[8:18]
Proclamation.
[8:48]
Thank you does not have a cop.
>> I don't see one in mind either. All
[8:54]
right.
[8:57]
So, whereas the National Association of
Town Watch is sponsoring a unique
[9:02]
nationwide crime, drug and violence
prevention on August 4th, 2026 and
[9:06]
handled National Night Out. And whereas
the 43rd annual National Night Out
[9:10]
provides a unique opportunity for the
city of Strraer to join forces with
[9:13]
thousands of other communities across
the country in promoting cooperative
[9:17]
police community crime prevention
efforts. And whereas the Streeter Police
[9:21]
Department plays a vital role in crime,
drug and violence protection efforts in
[9:24]
Streeter, Illinois and is supporting
National Night Out 2026 locally. And
[9:30]
whereas it is essential that all
citizens of Streeter be aware of the
[9:34]
importance of crime prevention programs
and the impact that their participation
[9:37]
can have on reducing crime, drugs, and
violence in Streeter. And whereas
[9:41]
community, police, community
partnerships, neighborhood safety,
[9:44]
awareness, and cooperation are important
themes of the National Night Out
[9:48]
program. Now therefore I mayor beat I do
hereby call upon all citizens of
[9:52]
streeters to join the street police
department and the national association
[9:55]
of town watch in supporting the 43rd
annual national night out on August 4th
[9:59]
2026.
Further let it be resolved that I mayor
[10:03]
Terravida do hereby proclaim Tuesday
August 4th as national night out in
[10:07]
streeter Illinois.
if you want to make any comments or
[10:12]
» looking forward to having a very good uh
and positive event here in the city
[10:17]
park. Things will be good for the city.
[clears throat]
[10:24]
» All right. Item six is public comment.
If you have comment for council, uh
[10:29]
please approach the podium, state your
name, and you have a threem minute time
[10:34]
limit. And is Py is there a sign-in
sheet tonight?
[10:37]
» Yes, there is.
>> Okay. So, please sign your name.
[10:41]
This is something new.
>> Yes,
[10:45]
» we're trying new stuff.
[11:14]
All right. Hello. My name is Bill Balen,
street resident. I'm here to talk about
[11:18]
the short-term rental ordinance tonight.
I talk fast. Sorry, I only got three
[11:21]
minutes. I'm not against [clears throat]
rules for short-term rentals. Uh could
[11:24]
be tax questions, zoning issues, new,
etc., of course, all that. Uh but I'm
[11:28]
here to ask the council to table this.
We need further discussion. There are
[11:32]
serious problems with this ordinance. Uh
and I would like to consider them from a
[11:36]
few different angles. Technically,
philosophically, legally, uh there's a
[11:40]
few reasons for this. Uh technically,
it's not ready. Uh there's a for
[11:44]
example, there's a 24-hour minimum
window in there for for bookings. For
[11:48]
example, if you check in at 4:00 and
check out at noon the next the next day,
[11:52]
you're in violation of the ordinance.
That right there should be a red flag.
[11:55]
There's there's some issues like that
that don't really make sense that you're
[11:57]
actually operating a short-term rental.
Um, by the way, I don't own any
[12:01]
short-term rentals, but I do help a
couple people with manage them. Um,
[12:06]
requires use of a third third party
hosting platform uh for marketing.
[12:10]
Doesn't really say whether direct
bookings are allowed. It makes the
[12:13]
platform responsible for guest
identification. The property owner is
[12:16]
required to keep guest records and names
for 5 years. Um, [clears throat]
[12:20]
I'm going to move on to philosophically.
Uh it's really addressing the wrong
[12:25]
problem. Uh we don't have too many
short-term rentals in the street. We
[12:28]
have a we have a huge lack of good
places to stay. The hotels are garbage.
[12:32]
Everybody knows that. That's why there's
some short-term rentals popping up. We
[12:36]
definitely need to be on top of them,
make sure we're getting the tax money
[12:40]
from them and all that kind of stuff.
This ordinance goes way beyond that. Um,
[12:46]
you know, it's adding fees,
you know, using platform requirements,
[12:51]
requirement, parking restrictions,
record keeping burdens, operational
[12:55]
rules, and these are all going to
discourage new lodging options. Uh, we
[12:59]
shouldn't be regulating streeter like
we're overcrowded with tourists here.
[13:02]
We're actually really challenged to keep
people here overnight. So, the city
[13:06]
should be doing everything possible to
make that easier while still maintaining
[13:11]
safety and, you know, all those things.
So it goes without saying also legally I
[13:16]
think this is way beyond the city's
authority. Streeter is not a home ruled
[13:19]
community. I would like to hear from the
you know maybe from the city attorney or
[13:23]
somebody to answer under what authority
the city has to license
[13:28]
a short-term rental. Uh I've been unable
to find anything about that.
[13:32]
[clears throat] City clearly has
authority to collect hotel motel tax for
[13:36]
zoning apply building codes things like
that. As far as licensing goes, the
[13:40]
state only allows specific businesses to
be licensed if you're a non- home rule
[13:45]
community. I know other communities have
enacted these short-term rental things,
[13:48]
but they are often home rule. Uh,
Streeter is not. So, we are very limited
[13:53]
on what we can do here. Uh,
[14:00]
anyway, I would really like to table
this have further discussion. I've been
[14:04]
in the hospitality business for 13 plus
years. I think we need to have
[14:08]
discussion about it, do something that
makes sense for everybody and not use
[14:11]
some generic short-term rental code that
doesn't really apply to substr.
[14:24]
» Any um other public comments for
tonight?
[14:31]
[clears throat]
[14:38]
» [clears throat]
[15:07]
» Okay, my name is CJ Flanigan. I'm here
to uh remind people out in the community
[15:13]
that it's Struterfest is coming up next
month and with that comes our annual
[15:18]
raffle called Liberty Dollars. So, I'm
encouraging everyone to stop by the area
[15:25]
businesses and
um also we'll be at the uh actual
[15:31]
Strerfest event at North Point Plaza.
So, over the course of the next few
[15:37]
weeks, just look for one of these signs
and you'll know that that business is
[15:41]
selling the Liberty Dollars tickets. Uh,
grand prize is $15,000
[15:47]
for the next ticket out of the barrel.
And then we have three $500 prizes after
[15:55]
that. And of course throughout the
years, I've always said that everybody
[16:00]
is a winner because we come away every
year with a great festival, great
[16:05]
participation,
and great stories to relay on to our
[16:09]
families. So, thank you for your support
of our event, and
[16:14]
please give us your support.
Thank you.
[16:18]
» Thanks. Thank you, AJ.
[16:24]
» [clears throat]
[16:27]
» Any additional public comment
[16:38]
hearing? None. We'll go to item seven,
new business. 71, motion to receive and
[16:44]
place on hold. Plan commission
recommendation place on file.
[16:52]
Plan Commission recommendation 20263
recommending amending title five of the
[16:57]
Streeter Municipal Code to add chapter
5.8 regulating short-term rentals for
[17:01]
the city of Straer Livingston counties
Illinois. Can I get a motion and second
[17:05]
please?
So move second.
[17:08]
» Okay, Councilman Dinko with the motion
and read with the second. But this is
[17:15]
just for discussion purposes. This is
taking from last night. We sent this to
[17:19]
plan commission as far as the zoning
piece of this to make sure we weren't so
[17:24]
we had their feedback.
[17:29]
So any further discussion on that
portion for 71?
[17:37]
» Okay. Cler call the role please.
Deno
[17:41]
» hi I
>> Giri.
[17:42]
» Hi
>> Reed.
[17:43]
» Hi
>> Sh.
[17:44]
» Hi.
>> Pre
[17:46]
» I item 72
uh discussed with our attorney before
[17:52]
the meeting. Um we were not going to ask
for permission or ask for a motion prior
[17:57]
to um
but we'll open for discussion on this
[18:02]
item. So, uh, just a couple of, um,
followup items from the city manager.
[18:11]
So, what we added to the ordinance, uh,
and what you have in front of you
[18:16]
tonight is on page three at the top of
the page that, uh, the ordinance would
[18:24]
go into effect beginning October 1st. Um
and city administration thinks that that
[18:32]
would give us enough time to be prepared
to um start uh meeting with people who
[18:39]
are have short-term rentals and um
have the procedures and applications in
[18:47]
place to deal with it. So that's one
item for council's consideration and
[18:52]
discussion. And the other item is on
page four.
[18:58]
uh dealing with the fees. The annual
license fee was not to be prrated, but
[19:05]
given that uh some licenses would not be
granted until October 1st of this year,
[19:11]
we made an amendment [clears throat]
that provided the license fees for
[19:15]
calendar year 2026 shall be prrated. So
if you got one from the last quarter of
[19:21]
the year, do you appropriate
accordingly? It just seemed fair under
[19:26]
the circumstances.
Um,
[19:32]
council knows this
ordinance was discussed at multiple
[19:37]
meetings uh last fall, over the winter,
and the January meeting as well as being
[19:45]
discussed last night at the planner
commission meeting. So, it's not
[19:50]
something that has been thrown together
hastily or without consideration
[19:56]
by council. Um, in reviewing or
preparing the ordinance, as a reminder
[20:02]
to council, we did review a number of um
samples from other communities,
[20:10]
including samples uh within Lasal County
itself. Uh we did look at samples that
[20:16]
were nonhome rural communities
[clears throat]
[20:19]
and we did not just copy and paste. We
um reviewed and made things so we
[20:28]
thought that they were a good fit for
the city of Strereer. Um,
[20:33]
and I don't think there's anything in
our ordinance that is not in place uh
[20:39]
somewhere else in the area. Not exactly,
but similarly there too. Um, and it
[20:47]
would be my recommendation that council
approve the rooms as presented tonight,
[20:52]
unless you wanted to make another change
to
[20:59]
it. It looks like we discussed in
January, February, and then
[21:04]
we had planning commission last night. I
I just looked and I know back in the
[21:10]
beginning of the year when I reviewed
it, I thought the fees were high. Um
[21:14]
it's 100 for a resident if they're owner
occupied, [snorts] 250 resident
[21:18]
non-owner occupied, and if you don't
live in Street, but true have a um
[21:23]
short-term rental here is 350. Um
our regular rentals
[21:32]
are for 3 years
instead of this one would be annually
[21:36]
and it's $25 per rental unit or if it's
a multiple unit building, it's $20 per
[21:41]
rental unit. And I think historically,
in my opinion, um our issues have not
[21:47]
been necessarily the short-term rentals,
it's been the
[21:52]
um
less than
[21:57]
wonderful landlords that we have. Um and
you could probably think of a couple of
[22:01]
examples.
>> Some wonderful
[22:02]
» We have some wonderful landlords that
are absolutely no issue whatsoever, but
[22:07]
we also have some that are
are very problematic. So, um, my advice,
[22:14]
that was my
my hang up is I just think we're really
[22:19]
high going into that. Um,
[clears throat] and really this came
[22:23]
about because we have multiple
short-term rentals that are not getting
[22:28]
us pillow tax, and I can see they're
charging them, but we have not received
[22:31]
a dime for them in multiple years. So,
the city's not getting that revenue. Um
[22:40]
I just looked up one and one night stay
would be
[22:45]
or two nights stay streeter would get
2190 in hotel tax and we haven't
[22:50]
received anything.
So that's that's really what started it
[22:54]
[clears throat] their fault or is that
our fault for not following up? Well,
[22:58]
you should be and but then I wanted to
make it explicit that this is short-term
[23:03]
rentals also need to be paying hotel
motel tax to the city and that way that
[23:09]
kind of that's where it really came
about. Um
[23:13]
» do we have any idea ballpark how many of
these short-term rentals we have?
[23:19]
» Last night at plan commission it was
discussed that there's anywhere from 5
[23:25]
to 20. Wow.
[23:35]
» And I I want to I want to say we
regularly receive to tax from about
[23:41]
three
>> and and they are even without those
[23:46]
ordinance, they're required to pay under
state law.
[23:50]
» Um and we've adopted the state law.
But as as I recall, the concern was that
[23:57]
u although we've been looking short-term
rentals to date, they are a source of
[24:02]
problems number of [clears throat]
communities and that these are
[24:05]
reasonable regulations to help make sure
we don't have problems in the future.
[24:14]
» As far as far as the legality of this
ordinance, I can't speak to that because
[24:18]
I'm not an expert in that. I can only
defer to the experts in that field.
[24:25]
Um the fee structure
I you know we're not operating we don't
[24:31]
want to operate anywhere outside of the
black here. We need to just cover our
[24:35]
admin fees for what we have going on
with this fee structure and if that can
[24:40]
be adjusted downward then I think that
we need to be adjusting downward. Um,
[24:46]
you know, kind of goes with the
golf cart ordinance we just passed. The
[24:52]
fee structure was kind of a
source there of some conversation and
[24:59]
we're going to keep an eye on that and
if that can be adjusted in the future,
[25:03]
it's a conversation I want to have. Same
with this.
[25:07]
I do appreciate Bill's cander for um
the 24-hour use.
[25:16]
I just
that seems a little bit tough to have to
[25:21]
to have to be
>> Well, if I can
[25:24]
» I think the wording is so that it's not
an hourly rental, right? We don't want
[25:28]
that.
We don't want it to lead to other
[25:34]
» criminal activity short-term much nicer
than
[25:39]
» agreed.
>> So that's why the 24 hours is kind of
[25:44]
standard. Could that be polished a
little bit? I
[25:49]
possibly I mean if you wanted to table
to adjust the fee structure and look at
[25:55]
that language specifically. I I take
your point there.
[26:00]
» Yeah. I think, you know, you stay along
an interstate, you know, Holiday and
[26:05]
Express, something like that. It's
usually check in after 3, check out
[26:09]
before 11.
>> Mhm.
[26:11]
» You know, that's that's a 20 hour.
I know that's kind of a moot point, but
[26:17]
you know, sticking to the 24
makes it a little difficult for some
[26:24]
people if they want, right? They just
need to stay for the night.
[26:28]
» I don't want to I don't want to force
these operators of these short-term
[26:32]
rentals into
fudging records on when someone checks
[26:36]
in and checks out just to make sure they
stay in compliance. I don't want to
[26:40]
force people into that. I don't think
people will necessarily do that. And I
[26:44]
don't know if we're going to be let me
see your books. I want to know what time
[26:48]
everyone checked in last week and what
time they checked out. But if something
[26:53]
pops up then all of a sudden we're like
there's a lot of [clears throat]
[26:56]
thoroughfare through this place then it
could be used as a tool to
[27:02]
hedge against that.
[27:08]
» I I think the 24 hours will still work.
I I think it needs to be something like
[27:15]
you can't rent it out to more than one
user during a 24hour period. That way
[27:22]
you're not turning it over
>> three or four times in one day.
[27:27]
» Yeah, like that.
>> Like that.
[27:37]
» We could still pass this as is and then
go back and change it and make change
[27:42]
the language.
>> Just table it. And I think there's
[27:46]
enough we would table it.
>> We don't even need to table it because
[27:49]
we didn't pass a motion. Okay.
>> Um or we didn't we didn't make a motion.
[27:54]
So my suggestion would [clears throat]
be let's put it on the agenda,
[27:59]
» allow me and the city manager to work on
some revisions. We'll have an account
[28:04]
and hopefully pass in the office. That's
agreeable to council.
[28:09]
» Great solution.
>> I appreciate that. Thank you.
[28:12]
» Sounds good.
>> Thank for bringing up some of those
[28:17]
those issues.
>> Yeah. Thanks, Bill.
[28:28]
So we'll go to item 73, resolution
202633, a resolution awarding a contract
[28:34]
to Hutchinson Engineering Bank of
Jacksonville, Illinois for engineering
[28:38]
design services in connection with an
application for an IT grant to redevelop
[28:42]
Hickory Street to Bridge Street in the
counties of OAL and Lakes, Illinois.
[28:47]
A motion and second, please.
>> So moved. Second.
[28:51]
» Okay. Councilman Giri with the motion
and Sher with the second.
[28:56]
Any discussion?
[29:01]
[clears throat]
[29:05]
There really no changes from our
committee the whole meeting.
[29:12]
Any
[29:17]
comments or questions from councel?
[29:23]
» Cler call the role please.
>> Dango.
[29:25]
» Hi.
>> Gary.
[29:27]
» Hi.
>> Reed.
[29:28]
» Hi.
>> Sh.
[29:30]
» Hi.
>> I.
[29:33]
» Item 74 ordinance 202613.
An ordinance authorizing the vacation of
[29:38]
a public rideway and vacating a 10- foot
alley east of Point Street to the rear
[29:43]
of 802 East 12th Streeter
Illinois and Livingston counties.
[29:53]
Get a motion and second, please move.
>> Second.
[29:58]
» Okay. Councilman Reed with a motion and
Sher with a second.
[30:03]
And then any discussion on this one?
>> I did take a ride past here and check
[30:09]
this out.
>> I think I'm okay um passing this. Just
[30:15]
to be clear,
this is just going to be the portion of
[30:20]
the alley
before the before the jog, right? Or
[30:25]
before after, whichever way you're
looking at it. Just that one portion.
[30:28]
[clears throat]
Correct.
[30:33]
I
Yeah, that's correct. I went I did I
[30:37]
drove through it, too. And
as it sits today, I don't believe the
[30:43]
car would fit through it. But, um,
>> I I guess my only pause with this is
[30:49]
that is the house directly
on the side that would be also blocked
[30:54]
out that sent the letter. So, 800 and
then 802 is the one, the house next
[30:59]
door.
Um that so that was the one that opposed
[31:04]
it. So the first house then
>> did it say 802?
[31:07]
» Yeah 802 is the second house
>> and the house that opposed is 800
[31:12]
» corner is it?
>> No there's one in front of one right
[31:16]
between that and
[31:23]
the second one in
[31:28]
800.
I think it's the one on the corner.
[31:39]
» But the the acquisition with 800
almost it see it reads as
[31:47]
they're more concerned about the
property to the north of them,
[31:53]
» right? reducing their ability to get
into the rear of the yard versus the
[31:58]
house to the east of them
[32:03]
that's requesting that act. So I think
their their concerns are probably
[32:07]
related to the house that's being built
to the north side, but they're
[32:15]
» Yeah. The lives at 802.
[32:22]
The applicant lives at 8
>> 802 and 80 800 is next door and they're
[32:26]
opposing it. 802 is requesting it. 800
um was opposing it. It's in the right
[32:33]
» the ladder.
>> Yeah.
[32:35]
So, just looking at
[clears throat] I can bring it up on the
[32:40]
screen, but the house on the end
[32:47]
on the corner of home is 800 and then
the house the second house is 802 that's
[32:52]
requesting it. So that's just my
So if we close the alley, I guess that
[32:58]
my maybe it's just easier to say if we
close the alley and vacate it, that
[33:04]
section that is their property just
becomes 800 and they can still drive
[33:08]
back there or am I misunderstanding
that?
[33:11]
» Seems right to me. Yeah, that would be
>> so it wouldn't block it from
[33:17]
» the access
from
[33:21]
» but you can if you want to drive in your
backyard, you can drive in your
[33:23]
backyard.
>> Sure.
[33:25]
» Okay,
that's what I wanted to clarify. just
[33:29]
that they would still be I'm not sure. I
know wish I took a picture because I saw
[33:35]
where the stakes were on their on the
line. But
[33:40]
um
so with that being said, as long as then
[33:45]
they can still get into where they need
to go in their own backyard, then I'm
[33:48]
fine with passing that vac.
[clears throat and cough] I said that
[33:52]
was just my
if it was someone on the other end
[33:56]
» Yeah. where they would have to make that
dog leg. I wasn't necessarily concerned,
[34:00]
but that first house and the second
house is where my
[34:03]
» what my worries were.
>> So, all right. Any other discussion now
[34:07]
that I thoroughly confused everybody?
>> No, I I think we're crystal.
[34:10]
» Okay.
>> I I
[34:13]
then I will ask the clerk to call the
role, please.
[34:19]
» Dango.
>> Hi,
[34:20]
» Gary.
>> Hi,
[34:22]
» Reed.
>> Hi,
[34:24]
» Sh. I
>> mayor feedback.
[34:26]
» I then item 75 ordinance 202614 an
ordinance approving a contract defer to
[34:33]
720 West first streeter
counties of Lasell and Livingston
[34:38]
Illinois. Can I get a motion and second
please?
[34:41]
» Second.
>> Okay. Councilman Gary with the motion
[34:44]
and do with the second and then any
discussion.
[34:48]
So, just to be clear, this covers the
property that has the formal address of
[34:55]
um 720, but also the adjoining lot, but
it's covered by that street address. And
[35:04]
the property owner um will be in city
hall.
[35:09]
» Okay.
[35:14]
And this will hopefully allow us access
to the north side of the greenway trail.
[35:21]
Possibly one day build a parking lot or
um additional access
[35:29]
there.
[35:32]
Any further comment or discussion?
Cler call the roll, please.
[35:38]
» Dango.
>> I
[35:40]
re
I
[35:44]
» I item eight, consent agenda, request a
motion and second to approve the consent
[35:49]
agenda with a fund warrant total
of1,381,433.77.
[35:57]
We'll also be approving the minutes of
the city council meetings from June 3rd
[36:02]
and June 17th, 2026. Financial reports
for the month of June 2026. And we do
[36:08]
have a commendation that we've already
have completed, but we'll complete that
[36:13]
as well. Can you get a motion and
second, please?
[36:17]
» Second.
>> Okay. Councilman Dank with the motion
[36:20]
and Shy with the second.
Any discussion?
[36:26]
Cler call the role, please.
>> DO.
[36:29]
» Gary, I re.
>> Sh.
[36:31]
» I.
[36:35]
Item nine, the official comments.
>> Just a few items for you, uh, mayor and
[36:40]
council. Uh, first one being the
Illinois Municipal Leagues Conference is
[36:44]
September 17th through the 19th this
year. Um, please, if you haven't yet,
[36:49]
get your Patty and if you'd like to
attend, uh, we will register you and
[36:53]
make sure you have all of your
accommodations um, uh, for for
[36:57]
registration and that will be in
Chicago, Illinois, just to let everybody
[37:00]
know. Additionally, Strereerfest, as we
mentioned, will be August 6th through
[37:04]
the 8th. On August 6th, there's Jod
Msina. August 7th, there's Skillet. And
[37:08]
August 8th is the Brett Michaels from
Boys in. Uh, additionally, uh, the
[37:14]
Chamber of Commerce is doing an event,
meet the city manager. Just wanted to
[37:18]
let you all know on on July 30th. Um,
that'll be from 5:00 to 7:00 p.m. at the
[37:23]
Silver Fox. Um, so it'll be myself, a
chance for business owners to get to get
[37:28]
to meet me and have conversations about
the city. And you know, of course, you
[37:32]
are all more than welcome to attend that
as well. Uh lastly, on Monday, um city
[37:38]
staff and Mayor Bey will be having a
tornado debrief. Um kind of
[37:42]
understanding the process, you know,
things we can be doing better next time.
[37:46]
Uh if you would like to attend, um given
the open meetings act requirements,
[37:51]
we'll only be able to accommodate one uh
council member, but if you do have
[37:54]
interest in attending that on Monday, um
please let me know. Uh it starts pretty
[37:59]
early at the fire training center. Um,
but again, uh, we will only, uh, be
[38:04]
required to have one, uh, council member
there. So, if you have an interest, just
[38:07]
feel free to email me. Um, we can make
that accommodation. That's all I have
[38:11]
for you. Thank you, Mayor.
>> You're good.
[38:15]
» Okay.
>> Uh, first off, I have several.
[38:21]
Uh, first off, I would like to thank
Mary Beth Tim and her group of
[38:27]
volunteers that run the quarter auction
out of the Knights of Columbus. Uh, they
[38:32]
did a quarter auction for the tornado
victims, raised $11,200
[38:39]
at that auction. Very impressive. Um,
>> you were you were there. That's why I
[38:45]
thought you would bring it up.
>> Um,
[38:47]
» I see. So,
>> okay.
[38:50]
Uh
staying in that same vein, I'd like to
[38:54]
thank uh Councilman Denko and his
committee with the Liberty Fest. U it
[39:00]
was a great day on July 5th. Had some
fans up at the park. Uh what I really
[39:06]
enjoyed was the reading of the
Declaration of Independence.
[39:11]
Uh most people have only heard the
preamble. They don't realize uh
[39:17]
Jefferson wrote a great document. He
laid out why we were leaving the
[39:22]
greatest Dear John letter ever written.
Um and I think we should do it every
[39:28]
year. I'm not telling you in your
committee what to do. That would be my
[39:31]
suggestion. Um but thank you for all the
work you put into that. And also, and I
[39:38]
can't remember when this was, it was in
the last week or so, uh, but Woody had a
[39:42]
meet and greet at the Silver Fox. Uh, I
was there. I My first thought is this
[39:49]
could go off the rails really fast. Uh,
but it was very positive. Uh, people had
[39:56]
very legitimate questions. U, Woody
answered them, answered them well. He
[40:01]
represented the city well. And I don't
want to put pressure on all the other
[40:06]
all the other department heads, but it
would be a great thing for the other
[40:11]
department heads to do as well because
people really appreciated being able to
[40:15]
ask direct questions and not just go by
what they read on Facebook because we
[40:21]
all know it's not always right. So
that's all I've got tonight.
[40:28]
» I don't think people realize it was
going to be a 10-minute thing.
[40:31]
[laughter]
A lot of people, well, I didn't realize
[40:33]
it was so word.
>> Yeah, but
[40:36]
» it's it's a it's a long declaration.
>> It is Dave's comments or the reading of
[40:40]
the declaration. Sorry,
>> did you?
[40:44]
» I I think Daniel did an excellent job
reading the bill as well.
[40:49]
» Highlighted my
>> it was
[40:56]
» I have nothing. Thank you though for the
opportunity.
[40:58]
» All right. Okay. I just wanted to
mention the SBA
[41:03]
um
that they're here till July 29th
[41:08]
at city hall um 8 to 6 Monday through
Friday and Saturday 8:00 a.m. until noon
[41:15]
and that is to um explain available
disaster loan programs um eligibility
[41:21]
and help with completing some of those
applications for those that were
[41:24]
affected by the tornado
last month.
[41:31]
And also, I know
city manager Yates and I will be meeting
[41:36]
with the community foundation tomorrow
and we're hoping to open that up for
[41:41]
those that need assistance through that
fund. So, we be setting up a funders
[41:46]
forum um
so that we can work through the requests
[41:51]
and try to make sure we align with who
needs help the most. [clears throat] So
[41:57]
that'll be coming in the next
in the coming weeks, coming days. So um
[42:05]
anyone else
the official comments?
[42:09]
All right.
Then I will request a motion and second
[42:15]
to adjourn to close session for the
purpose of discussion of legal matters
[42:19]
under five 120 item one personnel issues
of the Illinois compiled statutes.
[42:29]
» Second.
>> Okay. Councilman Giri with the motion sh
[42:33]
with the second
>> and clear call the role please. Deno.
[42:39]
» Hi
>> Gary.
[42:40]
» Hi
>> Reed.
[42:41]
» Hi
>> Sher.
[42:43]
» Hi
>> Mayor. V.
[42:45]
» Hi
