[1:23] would have um you know at the time to prepare for those um items including the

[1:28] form and fee structure within our payment processing system. So you'll see

[1:32] a change in date um for October 1st and I can explain that once we get through

[1:36] the item but just wanted to make you aware of that change and update.

[1:39] Additionally, 7.3 there was a typo with regard to um the actual title of it. It

[1:46] originally said the park and builder street bridge reconstruction project for

[1:50] engineering and design services. This was what you had seen on the July 1st

[1:54] committee of the whole meeting with regard to the engineering design

[1:58] services for the applica for the IT grant. Um so awarding the design and

[2:02] engineering agreement for Hudson Engineering. So just wanted to make sure

[2:06] you've already seen this. Uh it was just a typo in the title of the actual

[2:10] resolution. And then finally um there were some additions to the to the fund

[2:15] warrant list totaling $20,38941

[2:20] which you've been uh given changing the total recommendation to $1,381,433.17.

[2:29] Um so that that is all I have. motion. >> Oh. Um, the ordinance authorizing the

[2:36] vacation of the rightway and vacating the alley of 802 East 12th Street. This

[2:42] was the only comment received from uh the mailing. I know we had previously

[2:54] still only received one of those um letters in accordance with that item.

[3:12] National Night Out proclamation, um if we could move that item up to the to the

[3:46] June 11th, 2026, approximately 1805 hours, officers Walker and Lopez

[3:50] displayed exceptional dedication and courage in response to a tornado that

[3:54] just struck the city of Streeter. Officers Walker and Lopez demonstrated

[3:57] bravery and determination and walked door to door throughout the affected

[4:00] area to locate citizens in need of assistance. These actions occurred only

[4:04] moments after tornado struck, brought down power lines, numerous other unknown

[4:08] hazards remained throughout the affected area. Officer Walker Lopez located a

[4:13] resident trapped under debris from Flat's residence and removed the debris

[4:16] necessary to free the individual so he could receive medical attention.

[4:21] Officers Walkers and Lopez then continued on foot throughout the area

[4:24] searching for additional individuals in need of assistance. Officers Walkers and

[4:28] Lopez actually played a pivotal role in protecting the public during this time

[4:31] of extraordinary need. Officers Walkers and Lopez maintained a calm and

[4:36] compassionate demeanor throughout the crisis, exemplifying the

[4:39] professionalism, dedication, and commitment to serve as suspected members

[4:42] of the street police department. We extend our sincere congratulations to

[4:46] officers Walker and Lopez for outstanding service. Their commitment to

[4:50] excellence serves as a model for all law enforcement professionals and this

[4:53] reflects great credit upon themselves through the police department and the

[4:57] community that they serve. I want to thank you both in

[11:18] the short-term rental ordinance tonight. I talk fast. Sorry, I only got three

[11:21] minutes. I'm not against [clears throat] rules for short-term rentals. Uh could

[11:24] be tax questions, zoning issues, new, etc., of course, all that. Uh but I'm

[11:28] here to ask the council to table this. We need further discussion. There are

[11:32] serious problems with this ordinance. Uh and I would like to consider them from a

[11:36] few different angles. Technically, philosophically, legally, uh there's a

[11:40] few reasons for this. Uh technically, it's not ready. Uh there's a for

[11:44] example, there's a 24-hour minimum window in there for for bookings. For

[11:48] example, if you check in at 4:00 and check out at noon the next the next day,

[11:52] you're in violation of the ordinance. That right there should be a red flag.

[11:55] There's there's some issues like that that don't really make sense that you're

[11:57] actually operating a short-term rental. Um, by the way, I don't own any

[12:01] short-term rentals, but I do help a couple people with manage them. Um,

[12:06] requires use of a third third party hosting platform uh for marketing.

[12:10] Doesn't really say whether direct bookings are allowed. It makes the

[12:13] platform responsible for guest identification. The property owner is

[12:16] required to keep guest records and names for 5 years. Um, [clears throat]

[12:20] I'm going to move on to philosophically. Uh it's really addressing the wrong

[12:25] problem. Uh we don't have too many short-term rentals in the street. We

[12:28] have a we have a huge lack of good places to stay. The hotels are garbage.

[12:32] Everybody knows that. That's why there's some short-term rentals popping up. We

[12:36] definitely need to be on top of them, make sure we're getting the tax money

[12:40] from them and all that kind of stuff. This ordinance goes way beyond that. Um,

[12:46] you know, it's adding fees, you know, using platform requirements,

[12:51] requirement, parking restrictions, record keeping burdens, operational

[12:55] rules, and these are all going to discourage new lodging options. Uh, we

[12:59] shouldn't be regulating streeter like we're overcrowded with tourists here.

[13:02] We're actually really challenged to keep people here overnight. So, the city

[13:06] should be doing everything possible to make that easier while still maintaining

[13:11] safety and, you know, all those things. So it goes without saying also legally I

[13:16] think this is way beyond the city's authority. Streeter is not a home ruled

[13:19] community. I would like to hear from the you know maybe from the city attorney or

[13:23] somebody to answer under what authority the city has to license

[13:28] a short-term rental. Uh I've been unable to find anything about that.

[13:32] [clears throat] City clearly has authority to collect hotel motel tax for

[13:36] zoning apply building codes things like that. As far as licensing goes, the

[13:40] state only allows specific businesses to be licensed if you're a non- home rule

[13:45] community. I know other communities have enacted these short-term rental things,

[13:48] but they are often home rule. Uh, Streeter is not. So, we are very limited

[13:53] on what we can do here. Uh,

[14:00] anyway, I would really like to table this have further discussion. I've been

[14:04] in the hospitality business for 13 plus years. I think we need to have

[14:08] discussion about it, do something that makes sense for everybody and not use

[14:11] some generic short-term rental code that doesn't really apply to substr.

[18:32] would give us enough time to be prepared to um start uh meeting with people who

[18:39] are have short-term rentals and um have the procedures and applications in

[18:47] place to deal with it. So that's one item for council's consideration and

[18:52] discussion. And the other item is on page four.

[18:58] uh dealing with the fees. The annual license fee was not to be prrated, but

[19:05] given that uh some licenses would not be granted until October 1st of this year,

[19:11] we made an amendment [clears throat] that provided the license fees for

[19:15] calendar year 2026 shall be prrated. So if you got one from the last quarter of

[19:21] the year, do you appropriate accordingly? It just seemed fair under

[19:26] the circumstances. Um,

[19:32] council knows this ordinance was discussed at multiple

[19:37] meetings uh last fall, over the winter, and the January meeting as well as being

[19:45] discussed last night at the planner commission meeting. So, it's not

[19:50] something that has been thrown together hastily or without consideration

[19:56] by council. Um, in reviewing or preparing the ordinance, as a reminder

[20:02] to council, we did review a number of um samples from other communities,

[20:10] including samples uh within Lasal County itself. Uh we did look at samples that

[20:16] were nonhome rural communities [clears throat]

[20:19] and we did not just copy and paste. We um reviewed and made things so we

[20:28] thought that they were a good fit for the city of Strereer. Um,

[20:33] and I don't think there's anything in our ordinance that is not in place uh

[20:39] somewhere else in the area. Not exactly, but similarly there too. Um, and it

[20:47] would be my recommendation that council approve the rooms as presented tonight,

[20:52] unless you wanted to make another change to

[20:59] it. It looks like we discussed in January, February, and then

[21:04] we had planning commission last night. I I just looked and I know back in the

[21:10] beginning of the year when I reviewed it, I thought the fees were high. Um

[21:14] it's 100 for a resident if they're owner occupied, [snorts] 250 resident

[21:18] non-owner occupied, and if you don't live in Street, but true have a um

[21:23] short-term rental here is 350. Um our regular rentals

[21:32] are for 3 years instead of this one would be annually

[21:36] and it's $25 per rental unit or if it's a multiple unit building, it's $20 per

[21:41] rental unit. And I think historically, in my opinion, um our issues have not

[21:47] been necessarily the short-term rentals, it's been the

[21:52] um less than

[21:57] wonderful landlords that we have. Um and you could probably think of a couple of

[22:01] examples. >> Some wonderful

[22:02] » We have some wonderful landlords that are absolutely no issue whatsoever, but

[22:07] we also have some that are are very problematic. So, um, my advice,

[22:14] that was my my hang up is I just think we're really

[22:19] high going into that. Um, [clears throat] and really this came

[22:23] about because we have multiple short-term rentals that are not getting

[22:28] us pillow tax, and I can see they're charging them, but we have not received

[22:31] a dime for them in multiple years. So, the city's not getting that revenue. Um

[22:40] I just looked up one and one night stay would be

[22:45] or two nights stay streeter would get 2190 in hotel tax and we haven't

[22:50] received anything. So that's that's really what started it

[22:54] [clears throat] their fault or is that our fault for not following up? Well,

[22:58] you should be and but then I wanted to make it explicit that this is short-term

[23:03] rentals also need to be paying hotel motel tax to the city and that way that

[23:09] kind of that's where it really came about. Um

[23:13] » do we have any idea ballpark how many of these short-term rentals we have?

[23:19] » Last night at plan commission it was discussed that there's anywhere from 5

[23:25] to 20. Wow.

[23:35] » And I I want to I want to say we regularly receive to tax from about

[23:41] three >> and and they are even without those

[23:46] ordinance, they're required to pay under state law.

[23:50] » Um and we've adopted the state law. But as as I recall, the concern was that

[23:57] u although we've been looking short-term rentals to date, they are a source of

[24:02] problems number of [clears throat] communities and that these are

[24:05] reasonable regulations to help make sure we don't have problems in the future.

[24:14] » As far as far as the legality of this ordinance, I can't speak to that because

[24:18] I'm not an expert in that. I can only defer to the experts in that field.

[24:25] Um the fee structure I you know we're not operating we don't

[24:31] want to operate anywhere outside of the black here. We need to just cover our

[24:35] admin fees for what we have going on with this fee structure and if that can

[24:40] be adjusted downward then I think that we need to be adjusting downward. Um,

[24:46] you know, kind of goes with the golf cart ordinance we just passed. The

[24:52] fee structure was kind of a source there of some conversation and

[24:59] we're going to keep an eye on that and if that can be adjusted in the future,

[25:03] it's a conversation I want to have. Same with this.

[25:07] I do appreciate Bill's cander for um the 24-hour use.

[25:16] I just that seems a little bit tough to have to

[25:21] to have to be >> Well, if I can

[25:24] » I think the wording is so that it's not an hourly rental, right? We don't want

[26:24] people if they want, right? They just need to stay for the night.

[26:32] rentals into fudging records on when someone checks

[26:36] in and checks out just to make sure they stay in compliance. I don't want to

[26:40] force people into that. I don't think people will necessarily do that. And I

[26:44] don't know if we're going to be let me see your books. I want to know what time

[26:48] everyone checked in last week and what time they checked out. But if something

[26:53] pops up then all of a sudden we're like there's a lot of [clears throat]

[26:56] thoroughfare through this place then it could be used as a tool to

[27:02] hedge against that.

[27:08] » I I think the 24 hours will still work. I I think it needs to be something like

[27:15] you can't rent it out to more than one user during a 24hour period. That way

[36:40] council. Uh, first one being the Illinois Municipal Leagues Conference is

[36:44] September 17th through the 19th this year. Um, please, if you haven't yet,

[36:49] get your Patty and if you'd like to attend, uh, we will register you and

[36:53] make sure you have all of your accommodations um, uh, for for

[36:57] registration and that will be in Chicago, Illinois, just to let everybody

[37:00] know. Additionally, Strereerfest, as we mentioned, will be August 6th through

[37:04] the 8th. On August 6th, there's Jod Msina. August 7th, there's Skillet. And

[37:08] August 8th is the Brett Michaels from Boys in. Uh, additionally, uh, the

[37:14] Chamber of Commerce is doing an event, meet the city manager. Just wanted to

[37:18] let you all know on on July 30th. Um, that'll be from 5:00 to 7:00 p.m. at the

[37:23] Silver Fox. Um, so it'll be myself, a chance for business owners to get to get

[37:28] to meet me and have conversations about the city. And you know, of course, you

[37:32] are all more than welcome to attend that as well. Uh lastly, on Monday, um city

[37:38] staff and Mayor Bey will be having a tornado debrief. Um kind of

[37:42] understanding the process, you know, things we can be doing better next time.

[37:46] Uh if you would like to attend, um given the open meetings act requirements,

[37:51] we'll only be able to accommodate one uh council member, but if you do have

[37:54] interest in attending that on Monday, um please let me know. Uh it starts pretty

[37:59] early at the fire training center. Um, but again, uh, we will only, uh, be

[38:04] required to have one, uh, council member there. So, if you have an interest, just

[38:21] Uh, first off, I would like to thank Mary Beth Tim and her group of

[38:27] volunteers that run the quarter auction out of the Knights of Columbus. Uh, they

[38:32] did a quarter auction for the tornado victims, raised $11,200

[38:54] thank uh Councilman Denko and his committee with the Liberty Fest. U it

[39:00] was a great day on July 5th. Had some fans up at the park. Uh what I really

[39:06] enjoyed was the reading of the Declaration of Independence.

[39:11] Uh most people have only heard the preamble. They don't realize uh

[39:17] Jefferson wrote a great document. He laid out why we were leaving the

[39:22] greatest Dear John letter ever written. Um and I think we should do it every

[39:28] year. I'm not telling you in your committee what to do. That would be my

[39:31] suggestion. Um but thank you for all the work you put into that. And also, and I

[39:38] can't remember when this was, it was in the last week or so, uh, but Woody had a

[39:42] meet and greet at the Silver Fox. Uh, I was there. I My first thought is this

[39:49] could go off the rails really fast. Uh, but it was very positive. Uh, people had

[39:56] very legitimate questions. U, Woody answered them, answered them well. He

[40:01] represented the city well. And I don't want to put pressure on all the other

[40:06] all the other department heads, but it would be a great thing for the other

[40:11] department heads to do as well because people really appreciated being able to

[40:15] ask direct questions and not just go by what they read on Facebook because we

[40:21] all know it's not always right. So that's all I've got tonight.

[41:15] and that is to um explain available disaster loan programs um eligibility

[41:21] and help with completing some of those applications for those that were

[41:24] affected by the tornado last month.

[41:31] And also, I know city manager Yates and I will be meeting

[41:36] with the community foundation tomorrow and we're hoping to open that up for

[41:41] those that need assistance through that fund. So, we be setting up a funders

[41:46] forum um so that we can work through the requests

[41:51] and try to make sure we align with who needs help the most. [clears throat] So

[41:57] that'll be coming in the next in the coming weeks, coming days. So um
