[0:15] I pledge allegiance to the flag of the United States of America
[0:20] and to the republic for which it stands, one nation under God, indivisible,
[0:26] with liberty and justice for all.
[0:33] All right. We'll start off
[0:36] with the uh approval of the minutes from the
[0:40] March 16th 2000 2016 meeting. I'll make a motion to
[0:45] approve. Okay. I'll second it. All right. Any questions
[0:50] regarding the minutes of the meeting? All in favor? Aye. Aye. Aye.
[0:56] Approval of the March 2026 expenses. Make a motion to approve.
[1:02] Second that to approve. Questions regarding the expenses,
[1:07] anyone? All in favor? Aye. Aye. Aye.
[1:12] Agenda amendments, remarks, any public comment on any of the items on the
[1:17] agenda? Probably not. Old business, no. Here we go. H A
[1:23] Motion to approve Ordinance Resolution 2026-06
[1:30] sewage facilities plan revision map
[1:36] Tammy's going to cover this. All right. So,
[1:39] if you look at my blasting up here, I'm not sure if you can see it. This is
[1:42] located at 2935 Hershey Road. White Haven Financial LLC is proposing
[1:47] to construct a single family residence sewage treatment plant
[1:50] to serve an existing three-bedroom home at 2935 Hershey. The proposed is
[1:55] intended alternative to replace the failing on-lot on-lot septic
[2:00] located on that parcel. The septic proposal is a small flow
[2:04] treatment facility. Um
[2:07] we've already had our agreement and our deposit
[2:09] um through the township and it looks like this application is near ready to
[2:13] be sent to the DEP. Um we're just waiting for you to approve
[2:17] this meeting. resolution.
[2:22] Any questions? I I guess, you know, the question I or comment that I might have
[2:27] is um the sewer authority is looking to put
[2:32] uh low pressure sewer across Hershey Road
[2:36] and up through this subdivision. Up from a timing standpoint, um
[2:43] could be a few years, you know?
[2:47] I'd hate to see somebody spend $25,000
[2:52] on a small small flow and then you know, a year later have to abandon
[2:58] that and tie into the
[3:01] public uh
[3:03] low pressure system. But, I don't know if they're aware of
[3:07] that or not. I can make them aware of that.
[3:11] I can let them know how the sewer line I was aware that the
[3:13] sewer was working on this project. They are. They
[3:17] They went for a grant and they did not get it.
[3:22] So,
[3:27] How far is that from the old line?
[3:31] Well, the the new line's going to come up in
[3:35] Laurel Road and under Hershey and then head east on Hershey.
[3:41] We proposed a small flow or a low pressure
[3:45] to go west on Hershey to cover the subdivision
[3:49] and a few homes we'll walk Hershey Road over to
[3:54] I-79. But, I just hate to see them
[3:58] spend a ton of money and go, "Well, what he told me that
[4:01] » Right. there was a possible solution."
[4:06] Do they have a time constraint that they're working with?
[4:09] Um he didn't mention any time constraints, but I can definitely refer
[4:12] you to the regulatory board. It might be best.
[4:16] Yeah. Do you I mean, I have no problem saying, but
[4:20] uh Okay.
[4:21] Yeah. Thank you.
[4:25] And in agreement? I'll make a motion to approve. Very good.
[4:28] Second that to approve. Questions regarding that?
[4:34] All in favor? Aye. Aye. Aye. Motion to approve or deny resolution
[4:41] 2026-07 ECNR C2P2 grant agreement.
[4:47] So, this This is just a resolution authorizing
[4:52] the chairman of the board of supervisors and the municipal secretary to submit
[4:56] all C2P2 grant agreements to the Pennsylvania Department of Conservation
[5:00] and Natural Resources. Uh this is for the community park um grant project to
[5:07] do improvements, and I'll talk about it a little later on in my report.
[5:11] All right. Thank you. You're welcome. Make a motion to approve. I'll second.
[5:16] All right. Any questions regarding
[5:20] grant application?
[5:22] All in favor? Aye. Aye. Aye.
[5:27] See, motion to accept or reject the seal coat 2026-12
[5:33] seal coat project bid at $1.99 per square yard.
[5:38] I'll make a motion to accept. Second that.
[5:44] Do you need to say anything before we finish? So, this is for the the tar and
[5:48] chip for on this list of the roads Proctor, Melvin, Merle, Andrus, Curtis
[5:54] Road, Ponderosa Drive, Wild Cherry, Viking Way,
[5:58] Old French, and Hammond from Hershey Road to the roundabout.
[6:03] With the dollar point 999
[6:08] per square yard, the total is around $157,000
[6:13] for all of those roads. What
[6:17] What was the price last year? It was a dollar 95. Okay, so it's
[6:22] It's 5 cents 5 cents more this year. Okay, any questions regarding the
[6:28] They're not going to come back and try to change it. I mean diesel fuel's up
[6:33] almost $2. And I don't know what they're charging
[6:37] up for the oil that they put down first, but
[6:41] That's That's a good point. I'm sure you're very correct.
[6:44] Well, they turned that into a profit. Is that guaranteed to be locked in or is
[6:48] there a It's supposed to be. And if if they do
[6:52] renegotiate, they would renegotiate and we have the option to
[6:55] approve or deny at that point. Okay, just
[7:00] You said that I'll tell you what they gave you a
[7:02] What's been the And they're coming down so they don't look like they're Yeah,
[7:05] and the bid was opened a few weeks ago, so everybody knew what was going on at
[7:10] the time. Okay.
[7:13] All right, all in favor say aye.
[7:17] Aye. All right, thank you.
[7:19] Land development, Jamie. Um so we have the Allen Road subdivision
[7:23] plan. On the screen there, um the owners are
[7:27] proposing to divide 2.019 acres from an existing lot
[7:32] uh 569-1,
[7:35] which is located at 8180 Old French Road.
[7:39] Uh they are proposing the first six lots from the first six
[7:44] lots that I referred to.
[7:47] it was just recently approved by the DEP and that's why it took
[7:51] to bring this to you. We received this plan in September.
[7:54] Uh, I think the commission recommended the approval of October 13th. Yours from
[7:59] planning and zoning approval February 27th.
[8:02] We just got approval from the DEP 2 days ago about this
[8:07] proposed system um that they're going to do.
[8:11] Yeah, and so um everything is in line and they're
[8:14] just looking for your approval. The proposed residential site design
[8:19] that you sent? Yes. Okay. And Ethan I have to have a quorum.
[8:25] So that's all
[8:28] Do you have Yes.
[8:30] Um is it a I don't understand the area.
[8:38] Okay, thank you.
[8:43] Okay. Corey,
[8:46] thank you Jamie. Um can I get a motion to approve or deny?
[8:50] Make a motion to approve. I'll second that.
[8:55] Any questions regarding that? All in favor? Aye. Aye. Aye. Aye.
[9:01] Donated use request. Uh, motion to approve or deny.
[9:06] Village at Valley View HOA May 7th, 2026 5:30 p.m. at the Summit Township Senior
[9:15] Center. I'll make a motion to approve. Second it.
[9:20] Question regarding that? All in favor? Aye.
[9:23] Aye. Aye. All right, that gets us to the
[9:27] solicitor. No report. Thank you, sir. And then the engineer, Mr. Jones. So, I
[9:35] mentioned earlier about uh we're going for a grant for the community park
[9:38] playground or the playground at the community park
[9:42] over here. We did a survey
[9:45] various items that we're looking at doing because we have a kind of a master
[9:49] plan and everything we want to do but it's a lot to bite off in one project so
[9:53] we're looking to phase it out. And through our online survey um
[9:59] trails were number one, playground number two, and then there's the other
[10:03] option for further down. Probably do the trails first.
[10:08] So we put in the trails, the storm water management for the entire project, kind
[10:13] of do all the hardscape surfaces. Primarily we'd be looking to do the
[10:19] asphalt work ourselves to kind of keep the costs down.
[10:23] So that's due at the end of April. The scope might change a little bit. I'll
[10:27] let everybody know what the final scope is when we meet again in May after it's
[10:30] submitted. The other thing I have going on right now is the senior center.
[10:37] Fourth addition, we got the foundation I got the foundation detailed out. Just
[10:41] got to get me out the drawings to get it over to the building code official for
[10:44] their approval and then hopefully we'll be ready to go.
[10:48] That's all I have for today. Thank you Matt.
[10:51] You're welcome. Supervisor Mr. Lee. Hi.
[10:56] Well, I just mentioned that spring coming back Wednesday that'll be nice.
[11:01] You know I never did care for the cold. Hopefully Wednesday we're going to start
[11:05] the uh senior center roof. Got a few guys that are going to help
[11:10] and it's all stocked and ready to go. So as soon as we get the roof done we'll
[11:16] work with Matt to put on that fourth addition
[11:19] the uh canopy roof. Thank you. Thank you. Mr. Walker.
[11:25] Um working on the ball fields. They're already up there practicing and I
[11:30] believe games start next week. Um
[11:34] see you can get number three today. Uh they don't plan on using that a whole
[11:40] bunch. Field one and two are going to be their primaries.
[11:44] Field three T-ball uh
[11:47] busting around up there. Uh I think we're looking at bringing the
[11:53] somewhere around 3:00 when next Monday, Tuesday. We'll see what what it looks
[11:58] like. Uh
[12:01] and starting everything ready for May 1st opening.
[12:06] Uh All right, thank you.
[12:10] Uh I don't have a whole lot of winter equipment coming off of the
[12:14] trucks and the summer time and things are going on
[12:17] with a little bit of hesitation, but the motion mower going to be stripped down
[12:23] by the end of this week and ready for summer time and fun.
[12:27] Uh we've got a lot of paving things at the store going on.
[12:31] There's a structure project going on. Hard work,
[12:35] you name it. So, it's going to be a nice summer. Hopefully, it's a nice
[12:39] summer. This is about all I have. Public input?
[12:44] Anyone from the public speaking? I'm sure you want to free guys got this
[12:47] letter probably late last week or over the weekend from the Fort of Buffalo
[12:51] school district about the school. Uh
[12:54] what they want to do with the grade schools.
[12:58] Did you get anything in the mail? I did. I did. I didn't get one.
[13:03] Okay. Not everyone Uh we did post that on our website today, too, Jim. Okay.
[13:09] Uh they're having a meeting at the Fort of Buffalo gymnasium on
[13:13] February I'm sorry, April 15th. Uh
[13:18] April 16th, I'm sorry. Wrong day. Thursday at I believe it's Thursday at
[13:22] 6:00 p.m. in the high school auditorium. Uh
[13:27] Mine came in the form of an email. I'm sorry. Yeah, I got it.
[13:32] I don't know what your guys' opinion is. I think we should try to save Robison
[13:36] School. This From what I hear, it's the third ranked
[13:40] grade school in the state of Pennsylvania.
[13:43] And it's not going to get better if you put all the kids together.
[13:46] Plus, there's nothing wrong with these buildings.
[13:49] I swear to God these guys on the school board and women just want their name on
[13:53] a plaque hanging on the wall. It's stupid.
[13:58] They're And they don't have enough bus drivers now. So, I I would hope that you
[14:01] guys would attend and voice your opinion. I'm going and
[14:04] I'm going to voice my opinion. And I'll tell you
[14:08] Well, people don't know this. 2024 the last census was taken in Erie County.
[14:13] Some townships got like 7,400 residents. I don't know how many children. But, the
[14:19] other four municipalities and boroughs cuz you got you got North East Township,
[14:24] Waterford Township, Waterford Borough, and Wattsburg Village.
[14:27] They're all together them four like 7,100 residents. So, sum it up numbers
[14:32] to the other four and I hope people get there to the meeting and voice their
[14:37] opinion because I know the architect they're working
[14:41] with. I won't name them. I mean, it's public record, but uh
[14:45] I've been told that well, this Robison School is too small. Well, then you add
[14:49] onto it. You don't get rid of the building.
[14:53] And it will only go up and then it goes down. It fluctuates. That's
[14:58] happens in North East. It happens in Harbor Creek. That Yeah, anywhere. You
[15:01] know, it's it's the birth cycle. But, I would hope that you guys would
[15:05] attend the meeting and I hope like I said, I don't know what your opinion is,
[15:08] but I think we need to try to save that school.
[15:11] And And I'm sure Mill Village wants to save their school and I'm sure Waterford
[15:14] Elementary wants their school downtown. They don't want them up there.
[15:17] Those little kids shouldn't be up there with the high school and middle school
[15:19] kids. There's no problem with the bullying.
[15:23] You know, I'm not going to say there is, but
[15:26] there could be. And and they they don't have enough bus
[15:29] drivers now. And so
[15:33] my neighbor's grandkid lives across the street from me and she gets
[15:38] on the bus at 10:00 of 8:00 and in the winter she gets home at 1:15.
[15:43] I'm 3 miles away. Cuz there's no bus drivers.
[15:47] Yeah. Uh not every day. Usually it's 4:30, but
[15:51] I've seen the bus go by at 4:15. And then
[15:55] she'll be sitting on the bus till 6:00. And and other kids, too. You know. Now
[16:01] my my kids went through Robinson and so on and so forth.
[16:05] That's what they say. They have the kids come out very smart. That's good.
[16:11] Yeah, whether they're going there or what, it's still going to take crossing,
[16:15] you know. So I don't know what the big advantage
[16:17] is there. I'm not no expert, but whatever school you go to, it's got you
[16:22] got to be crossing. Like you said.
[16:25] This school over here is so nice. It puts all of the Erie city schools to
[16:30] shame. Then I heard a rumor they're even
[16:33] actually talking about if they move to build an 80 million dollar elementary
[16:37] school with ball fields. Baseball fields. Yeah, they they have written
[16:40] this out to the city of Erie. So I guess that's second class citizens.
[16:46] They have their good luck to go there. Just for debate.
[16:51] I wouldn't doubt it. They They got problems with North East
[16:54] too. Okay, it's not just right. Yeah. Because there's few too many kids. Well,
[17:00] they got a full complement from elementary that they still own.
[17:04] In a few years they'll probably fluctuate back down, but they don't see
[17:08] it that way. They all want their name on that thing. I was here remodel the
[17:11] school, you know, school board director.
[17:17] Thank you. Thank you. All right, that's a good point. Yeah, I hope everybody
[17:21] shows up. The voice of our people is all my hand writing.
[17:25] And there's two sides to it. I mean, yes, it will save money because you're
[17:28] only heating one building, but it's supposed to be about the kids.
[17:34] I understand you got to be fiscally responsible, but if you're
[17:38] spending a lot of money to build a new school,
[17:42] all these schools of our schools have been remodeled, you know?
[17:45] They're saying that they got in the letter it says that they got to
[17:48] immediately if this doesn't go through, they've got to remodel Waterford
[17:53] Elementary again. What's going on here? You should put in
[17:57] stuff that should last 25 to 30 years. These schools have been remodeled in
[18:02] less than 25 to 30 years. Yeah, you know, the mechanical parts, the roofs,
[18:06] the windows, heating and cooling systems.
[18:10] What are we doing wrong? That one over there, they changed the
[18:13] roof in 15 years when they first remodeled.
[18:16] Who signed that contract? Jack, you got You you know better than that.
[18:20] And that was including your roof, later the ceilings, floors, electrical,
[18:24] plumbing, windows, everything. Yeah. A beautiful school. Yeah.
[18:29] But if if the water comes in from the top, it ruins everything below. That's
[18:33] where you got to stop the water. You have other nature.
[18:38] I think you know. I
[18:42] All right, anybody else got anything else?
[18:44] All right. Well, oh, we're not going to have a
[18:47] meeting on on the third
[18:51] Monday of this month unless one of us will be at the Peace Action Convention
[18:54] in Hershey. The next one will be Monday, May 4th at 6:00.
[18:59] And that uh that's it. So, a motion to adjourn?
[19:03] Motion. Second. All in favor? Aye. Aye. Aye. Thank you.
