[4:01]
I aliance to the flag of the United
States of America and to the republic
[4:06]
for which it stands. One nation under
God, indivisible, with liberty and
[4:11]
justice for all.
[4:20]
Let's call the order. Roll call is all
council members present, legal counsel
[4:25]
and the clerk treasure. First item is
adoption of the agenda for tonight's
[4:29]
meeting.
>> Um your utility report is going to be a
[4:34]
little late. You have um two down with
sickness. So
[4:39]
» it's going around
>> and they were coming and I told them not
[4:42]
to.
>> Yeah. Thank you.
[4:44]
» I'm like, do you have a fever? Yes.
Don't come in the town hall. A away
[4:50]
» utilities
>> Conor
[4:57]
got at home. I'll make a motion to
approve.
[4:59]
» Yeah. Second.
>> Second.
[5:01]
» Okay. Uh first item for tonight is a
guest of Green Sign Company.
[5:07]
» Carrie.
>> Carrie, you have the floor.
[5:10]
» You want me to come up or?
>> Yes. Okay, that'd be great.
[5:12]
» Yes.
>> People at home can see you.
[5:14]
» Yeah. My name is Carrie Fitzpatrick
Green Company. Um we're based out of
[5:18]
Greensburg, Indiana. So we started in 71
over 50 years. Um serving Indiana, Ohio,
[5:24]
and Northern Kentucky. And I don't know
if everybody saw our uh demo truck out
[5:30]
there. Um we are representing um a new
digital sign that we're going to be
[5:36]
replacing the existing single color. I
think it just says the time maybe now
[5:41]
the temp. Um, this is a 4 by8 and it is
the resolution that you guys would have
[5:48]
up on the screen. So, exactly what
you're seeing there would be the clarity
[5:51]
of your new sign. Um, we have quoted a
3x7, so the size is a little bit
[5:57]
different, but the demo trucks are 4
by8. Um, Watchfire is the company that
[6:02]
we represent and that the digital signs
are made from. They are out of Danville,
[6:06]
Illinois, so American brand. They're not
shipped overseas. It's not the LEDs you
[6:10]
buy online. Um, everything is wireless.
So, 4G wireless connection. Anybody that
[6:16]
has the password, we recommend not too
many people have the password, but
[6:20]
anybody that has [clears throat] to log
in, update the sign from home, from your
[6:24]
phone. Very simple to use. The software
is free. It's included with the service
[6:29]
as well. It comes with I mean,
everything you see on there, the sign
[6:32]
will come with or you can customize and
put, you know, Cheryl's picture up there
[6:37]
on her birthday and happy birthday,
Cheryl. I mean it's it's fully
[6:40]
customizable [laughter]
anybody's picture.
[6:44]
» Um so we just wanted to show the demo.
This is the exact product that will be
[6:48]
on the sign. It does auto dim. A lot of
people you know new changing colors. Um
[6:54]
these signs do auto dim brighten. So you
know it's it's on a photo cell. So even
[7:00]
if it's a rainy cloudy day it will
brighten up a little bit and then vice
[7:04]
versa. So it does that on its own. Um,
on top of the digital sign, we have also
[7:09]
quoted to replace the top cabinet faces
just to update those. So, the part that
[7:14]
says town of Sunman. Um, I don't know if
you guys have all seen the layouts.
[7:19]
Okay. And just freshening that up,
adding the logo, and then doing a full
[7:23]
LED retrofit to the interior cabinet so
it will be illuminated. And then
[7:28]
priming, painting, scuffing the full
structure. It's going to look like a
[7:33]
brand new sign.
Okay. Um, is the top part going to be
[7:39]
illuminated?
>> Yes. So, we're anything it's you can see
[7:42]
it's only a tiny portion of its light
lighted.
[7:45]
» We're removing anything that's in there
and putting LED. Okay.
[7:48]
» Linear bars, power supplies behind the
new faces.
[7:51]
» I was trying to remember that new face.
>> Yeah. So,
[7:54]
» which I think is really nice. This guy
right here.
[7:59]
» You [snorts] have glasses yet?
>> Yeah.
[8:02]
» Oh, good.
I can see that it's just it's little
[8:05]
small letters.
[clears throat]
[8:09]
» You said it has auto dim and all that.
Also, can we adjust it?
[8:14]
» You can where if we get complaints about
it being too bright or something like
[8:18]
that, we can back it off.
>> Yep. Um I was explaining to Cheryl
[8:20]
before this meeting was set up, you guys
can schedule anything you want to five
[8:25]
years. So, every Christmas you can put
on what you want playing on the sign,
[8:29]
» but you can also schedule it. Say, you
know, someone complains it's after 10
[8:34]
o'clock, whatever. You can schedule it
to go up at 10:00, come on at 6. You can
[8:37]
do whatever you want with it. Yep. A lot
of ordinances require signs to do that.
[8:42]
Um, Ripley County doesn't. Um, but, you
know, that's why they allow those signs
[8:46]
to do that. You can schedule it and auto
set it.
[8:54]
» Okay. I'm trying to think if there's any
other I've talked to you so much. I
[8:57]
think all my questions were answered.
>> Yeah, the main thing is is the
[9:03]
investment. It is a large investment,
but it will last. I mean, we have signs.
[9:07]
The Napoleon State Banks, I don't know
if anybody's familiar with the banks.
[9:10]
They have these digital signs. Uh we
have one that is now 19 years old, still
[9:14]
going, and we're getting ready to
replace it this summer. So, I mean, it
[9:18]
is it's there to last. They're built for
outdoor elements. Um, very user
[9:23]
friendly, free software, free training.
The great thing about the wireless is is
[9:28]
the company Watchfire can even remote
into your sign if you need help, you
[9:32]
know, accessing something or or service.
I mean, it's very user friendly.
[9:37]
» Okay. Is there a cost to get assistance
from them? No.
[9:41]
» Okay. So, they're going to help us
learn.
[9:43]
» And you have a 5year warranty on the
parts through watchfire. They guarantee
[9:47]
the parts on the shelf for 10 years.
This is going to sound stupid, but when
[9:52]
I had these solar panels put on my house
part of the deal, too. Is there any type
[9:56]
of
guarantee like the wind comes whipping
[10:01]
across that field over there? Is there
any type of guarantee or anything that
[10:05]
that'll stand up to x amount of
>> wind miles per hour or that you guys
[10:10]
would cover? Is that strictly on us and
our insurance
[10:13]
» that I mean a tornado coming through
would be insurance?
[10:16]
Yeah. wind load, all of that. We do
access or we we figure so the size of
[10:21]
the sign, how high it up is in the air.
We figure all that um because we did not
[10:26]
do this foundation. I mean, we can't
guarantee 10 years down the road if if
[10:31]
like said a huge storm comes through and
pulls trees out,
[10:35]
» but we do figure in wind loads, sizes,
all of that.
[10:38]
» I think they said mine was covered up to
like 80 mph winds or something like
[10:41]
that. That's asking because
>> I don't think I've ever been asked that.
[10:44]
I can I can ask, but I know that they do
the wind loads and figures and all of
[10:48]
that, too. So,
>> come ripping across that field, hammer,
[10:54]
» just ask the town guys. They got to
chase Christmas decorations and
[10:57]
everything else across the field.
[11:01]
» No, we bought three sets.
[11:09]
» All right. And um
have you done any sort of grants to
[11:15]
[clears throat] go for the
>> No. Yeah, we weren't we weren't granted
[11:19]
for this one. Um I I gave you this paper
here, the recommended digital project
[11:26]
budget. It would require additional
appropriations out of the edit.
[11:32]
Um which still would leave um a balance
of 132,000.
[11:38]
Actually, I think it's more than that,
but I'm going on end of year. I did not
[11:41]
I have not been able to start the new
year yet.
[11:45]
Um
the park and recreation um board has
[11:50]
kindly offered to pay for 2,000 out of
their operating. Um police, the marshall
[11:56]
has offered an opioid restricted at
2,000. We're going to go for the large
[12:01]
grant at Ripley County Community
Foundation and then the water utility
[12:05]
would throw in 5,000 that would cover
the project total besides legal
[12:11]
publications for the additional
appropriations which we already have
[12:14]
budget for that for publications for
this year. Okay.
[12:20]
[clears throat]
Have you talked to the Ripley County
[12:23]
Foundation yet?
>> Yeah, we put it in.
[12:27]
» Okay.
If we were not to get it,
[12:33]
then wastewater could pitch in the same
as water. We just chose water because
[12:38]
most of our emergency
notifications that would go on that sign
[12:43]
would have to do with the water
department mostly.
[12:46]
» Yes. Grant. I would also
opiate money both restricted and
[12:50]
unrestricted. Yeah.
>> And we have, you know, machinery,
[12:53]
equipment, CCD money, CCI money, which
is all for general improvement, um, that
[12:59]
we have budgeted. Um, the reason why,
just in case you're wondering about the
[13:03]
additional appropriations, we only have
15,000 budgeted for the 2026 year. So,
[13:08]
we wouldn't want to exhaust that right
off the bat. So, [clears throat]
[13:13]
» okay.
[13:17]
And we checked into opioid restricted.
We checked into edit the uses of edit. I
[13:22]
talked to John about it. All of that is
approved reasons to spend that money.
[13:28]
» Okay. Correct.
>> That is correct.
[13:31]
» And then I put the presentation that I
showed you last week with all the the
[13:35]
details and the the facts in it.
>> Might have already answered the
[13:39]
question, but has it we check with the
county? Are they going to we're okay
[13:44]
going putting sign up?
>> Well, we're replacing one. Yes.
[13:47]
» Okay. I I told Carrie just a little bit
ago that I would go ahead and double
[13:52]
check with them.
>> Well, being the park's putting some of
[13:54]
their money in it, I say
[laughter]
[13:58]
» Ripley County doesn't require a permit
if we're replacing an existing digital
[14:02]
sign.
>> Okay. Okay.
[14:06]
» I mean, it's the same size. It's not
like we're getting something, you know,
[14:10]
a big monstrosity out there
>> fixing something that's been neglecting
[14:14]
for
>> and the top is beautiful. And I think
[14:16]
it's [clears throat] beautiful for
someone for that top to be redone like
[14:19]
that. It's awesome.
[14:23]
» And it kind of keeps the old but puts in
a little
[14:26]
» great I mean not only a great
communication device but it's a great
[14:29]
first impression and you know it it
and you guys can put whatever you want
[14:34]
up on it. So
[14:38]
» if it will handle everything from end
we'll get the Ripley County sign off.
[14:42]
Um, we do all the manufacturing of the
the top part, you know, we'll do all the
[14:47]
the LEDs, the faces. We don't build the
digital signs, but we do work with that
[14:52]
vendor. So,
>> we'll remove, we'll install, we even
[14:56]
offer maintenance agreements, you know,
down the road if you guys want us to
[14:59]
service it once a year, clean it, and
[cough] we do all of that. So,
[15:05]
» okay.
[15:09]
So,
what
[15:13]
do we need to do? Motion to go
>> just go forward with trying to get the
[15:18]
money from the community foundation and
>> we need to vote on
[15:22]
» Yeah.
>> Okay.
[15:27]
I think that's a good idea.
I bet. Yes.
[15:32]
» I like the sign. I like the idea, but I
this I don't think we're crushing it and
[15:35]
we got to take it a little bit. I'm
nervous about the money and some other
[15:39]
things. So, I want to say how I'm going
to abstain or say no. One of the two.
[15:45]
[snorts and laughter]
>> Okay.
[15:47]
» Say we've been talking about this for
>> It's been going on for almost a year
[15:51]
with the two grants.
>> I haven't been involved in the fact that
[15:54]
» Yeah, I gave you the proposal.
>> Well, I'm all about making stuff that
[15:57]
used to work work. So, I'm definitely
for it. I think it's a good statement
[16:00]
for our town. It's a good way to
communicate. cuz I don't see any
[16:03]
negatives in taking something that's
sitting out there and rotten away and
[16:08]
making it work. So, I'm going to vote
for it. I agree with that part.
[16:11]
» So, how do we need to record this to go
ahead um and apply for Ripley County and
[16:17]
then also start additional
appropriations
[16:19]
» if that's what they're telling you to
do.
[16:21]
» Well, I'm Yeah, I wanted to say it out
loud what they were voting on.
[16:26]
» All right.
So, I'll make a motion to approve going
[16:30]
forward with the appropriations and to
go for the grant from the Ripley County
[16:36]
Community Foundation.
>> Okay.
[16:38]
» Then that makes me the second.
>> All right. Thank you. Thank you, Carrie,
[16:42]
very much.
>> If I want to buy for this, do I get
[16:45]
access to it?
>> You will have a pass. [laughter]
[16:49]
» That could be a bad idea.
>> Someone will Morgan will have to screen
[16:52]
us.
[16:56]
» Yes. No problem. Thank you. You guys
have a good weekend.
[16:59]
» You too.
>> Hey, before you leave, can you put like
[17:03]
channel 5t or something like that?
>> They preloaded for the demo. I don't
[17:08]
know if you can or [laughter] not.
Sorry.
[17:10]
» Um, how long would [clears throat] it
No, quick question. How long would it
[17:13]
take once we say okay and then
>> take to make it?
[17:17]
» Yeah, we order and it's normally four or
five weeks when we get it and then we
[17:22]
can manufacture everything in the
meantime. So, I you know,
[17:25]
» maybe six weeks would be the the
longest.
[17:27]
» Okay.
>> But I would say that four to six we'll
[17:29]
have everything done.
>> Yeah.
[17:31]
» I think the weather um I know it's 60day
so we'll be out of the cold weather. We
[17:36]
can't paint under 40 degrees but I think
we'll be out of that.
[17:39]
» Yeah, we should be out of that.
>> Let's hope we are.
[17:42]
» Yeah, I know, right? Okay. Thank you
guys.
[17:44]
» Thank you.
>> Thank you.
[17:47]
» Okay, next item is funding. That's
That's what that
[17:52]
» Okay, that was the other day. All right,
we're on to reports and the marshall,
[17:57]
you're up.
>> I'll make this short and quick since I
[17:59]
already got a president.
[18:04]
Oh, Sher uh not Cheryl. Morgan has
finished her training. So, Morgan, you
[18:09]
want to step up here and tell them what
your training was and what you learned
[18:12]
and what it was called? Because I wrote
it down and I left it somewhere. So, you
[18:15]
get to tell them
>> it was the emergency responder uh
[18:19]
clinician certification. I have not
there.
[18:21]
» They they won't be able to hear you.
[18:27]
» So, while she's on her way up here to
get closer, this is what you guys
[18:30]
approved for us to take out of my opiate
money and spend. What was that?
[18:35]
» Six
>> $6 or $800 that you guys approved. And
[18:38]
uh she jumped on it right away, knocked
it out, got all her ride time in with
[18:42]
it. Um, we have actually utilized her
actually just Tuesday night we utilized
[18:48]
her with the sheriff's department in a
huge way and just the sheriff deputies
[18:53]
and EMS and everybody was just kind of
like, "Wow, this really works." So, we
[18:58]
have been able to utilize her position
on multiple things and surrounding
[19:02]
departments are starting to see what
she's doing and how it's working. So,
[19:06]
uh, we're excited to keep moving forward
with it. But go ahead. What? What was
[19:10]
this?
>> Emergency responder clinician was what
[19:13]
the training that I went to. So, I've
applied for the certification. I'm just
[19:17]
waiting for it to come through.
>> Okay.
[19:20]
» She got all that done. While she's up
here, I would also like for you guys to
[19:25]
um and I believe I spoke with Cheryl
about this. She'll remind me this can
[19:28]
come out of my restricted opiate money.
>> And I also have plenty of money in
[19:33]
training. So either or we could utilize
it probably for a a Narcan training
[19:38]
course which would make her a certified
trainer for administering Narcan. Um I
[19:43]
think it's 180 $180
uh for her to get this training and
[19:48]
everything else. It's just another
another asset to us uh when it comes to
[19:54]
to dealing with the problems and stuff
around here. Thank goodness. It seems
[19:58]
like I don't want to jinx the state and
the county and all of us, but looks like
[20:02]
that opiate use is kind of on a downside
a little bit, but it'll be back. We go
[20:06]
meth and then we go opiates and then we
go meth and then we So, it'll be back
[20:10]
around before you know it. So, uh that's
something that I think would be huge. U
[20:15]
we train a lot with Milin. Uh she's
getting ready to take over all of the we
[20:21]
have several things that we do. um
working with the elderly, uh mental
[20:26]
illnesses, suicidals, several things
that Morgan is going to start uh doing
[20:32]
all the training for law enforcement
with us and mileing. And then there will
[20:36]
just be another thing that she can train
not only just law enforcement, but EMS,
[20:40]
fire departments, even even people on
the street that want to administer. So,
[20:46]
everybody's got their opinion about
Narcan.
[20:48]
My opinion is if that's my son or
daughter, I want somebody in our camp
[20:52]
and that's how I respond to every call.
So I think I' I' asking for you guys to
[20:57]
approve the $180 to get her certified in
that also.
[21:02]
» Okay, I'll make commission to approve.
>> Second.
[21:08]
» Thank you.
>> Other than that, the activity
[21:10]
» Congratulations, Morgan.
Uh the
[21:14]
» congratulations.
uh the activity report.
[21:18]
Uh things,
if you guys remember, we went through
[21:21]
the the pretty good snowstorm that we
had back in December. Thank goodness.
[21:26]
That's like the only one we've had so
far. But, uh definitely busy on that.
[21:30]
Cold air keeps everybody in. Really
wasn't uh really wasn't a lot going on.
[21:36]
U me personally, I had to get rid of
some hours. So, uh, I I was off a little
[21:42]
bit there in December and everything
else, but, uh, other than that,
[21:45]
[clears throat] I don't really
have anything else on you guys. Uh, I
[21:50]
got some stuff. You added the other
stuff on down at later, didn't you,
[21:54]
Carol?
>> Yeah, the insurance and stuff has.
[21:57]
» Okay. Yep. That's all I got.
>> All right. Thank you, Brian. Appreciate
[22:01]
you.
>> You have Who's your ordinance? Yes, sir.
[22:07]
» This is drugs and summon. Is it kind of
bad or pretty good?
[22:13]
» I don't want to jinx myself.
Um,
[22:17]
[clears throat] you know, Sunman gets a
gets a bad report when it comes to uh
[22:21]
statistics and stuff like that. But I
also want to remind people that the
[22:25]
Sunman address
goes, somebody helped me out here, but
[22:29]
it's damn near from, excuse me, I'm
sorry, is per from Dover all the way to
[22:33]
County Route 600, from State Route 48
all the way up into Franklin County. And
[22:38]
even the EMS is where they get their
statistic numbers from. We respond to
[22:44]
one or two gas stations in St. Leon.
So even in the past when everybody was
[22:48]
like, man, there's a lot of heroin and
Simon. No, there's a lot of runs, but a
[22:54]
lot of those were at the gas stations in
St. Leon where people would shoot up
[22:58]
coming across 74 and then go into the
bathrooms or something up at the gas
[23:02]
stations or sit in their car and go out.
So, as I mean, every town has it drugs
[23:07]
problems. Uh I don't see a lot. I really
want to tip my hat to uh Indiana State
[23:12]
Police and uh Ripley County Sheriff's
Office both. But uh if you notice up
[23:19]
here in in Sunman, there's a lot of
state troopers. There's there's quite a
[23:22]
few that hang out up here and we're
close to the interstate and I could name
[23:26]
some state troopers names that have done
some very good drug interdiction around
[23:30]
here for us.
>> So the ones they catch, they just turn
[23:34]
them loose the next day or a week or
how's that?
[23:37]
» I think the prosecutor's office been
getting a lot better uh through the
[23:40]
years on on a on putting them away. And
uh if you'll notice if you if you stay
[23:44]
up on it, they're starting to get to
where and John can help me out with
[23:47]
this. I see Ripley County prosecutors,
they're starting to file more habitual
[23:51]
on stuff. They get tired of seeing the
same people going on and on. So
[23:55]
eventually they nail them with a
habitual and they get them put away a
[23:57]
lot longer. But u you know, a lot of
people want to blame prosecutors for
[24:03]
people not staying in jail. State
legislation, their hands are tied on a
[24:06]
lot of stuff, too. Judges can only
sentence so much, you know. Uh I think
[24:11]
uh Ripley County as a whole, Sunman's
got a huge support when it comes from
[24:15]
prosecutor's office, the judges down the
list. I think Sunman sets pretty good. I
[24:21]
I really do. Compared to a lot of the
calls and the activity that I see in
[24:25]
some of the surrounding towns, I'm I'm
I'm h never happy. As long as there's
[24:31]
drugs here, we're not happy. But I'm
happy with where Sunman is right now. I
[24:35]
really am. And I think the future looks
very good for us. Well, I think I think
[24:39]
the people does the drugs, a lot of them
know it's like a turn style, you know,
[24:43]
they they get in back out and they just
go through the
[24:48]
» I know that's that's sad. That part is
sad.
[24:51]
» We just keep sending them down there and
sooner or later the state of Indiana
[24:54]
will finally put them away for good.
But, uh, but, you know, you just got to
[24:58]
stay hot on it, you know, and like I
said, I I I'm a oneman department. I got
[25:02]
a lot of great reserves that come out
and help me. Um, but I really got to tip
[25:07]
my hat to uh state police and and Ripley
County who's spends a lot of time up
[25:11]
here and when they see that activity and
they see those cars around,
[25:16]
just like a guy going to break in your
house, he sees a police car drive by,
[25:19]
he's probably not going to break in. So,
just like with that, you know, as long
[25:22]
as we can be visible and and uh keep him
coming back. So, I appreciate him. I
[25:27]
don't know, maybe talk to Dunkin Donuts,
get us a coffee shop put in or something
[25:31]
close by to keep more closer. I don't
know.
[25:33]
» [clears throat]
>> I guess like if you fly NRA flag in your
[25:36]
yard, people aware what that means. You
know, might give them a second say, you
[25:41]
know, I don't want to go to this house.
I know they got guns. [laughter]
[25:45]
» Is Sunman good when it comes to drugs?
There's no town good. They're always
[25:49]
going to be here.
>> But I think out of all small towns, uh,
[25:52]
if you look at the population, you look
at the manpower when it comes to law
[25:56]
enforcement, and you put all that
together, um, Sunman's [clears throat] a
[26:01]
good community. There's a lot of great
people. There's drugs in every
[26:04]
community, but there is absolutely a lot
of wonderful people in this community.
[26:08]
And that outweighs the drug usage that's
in this community by a long shot, I
[26:11]
believe.
>> So,
[26:15]
» we just need more businesses back in
town right now. It's like being a ghost
[26:18]
town.
>> It's coming. It's working. I think town
[26:22]
of Summons pointed in the right
direction. We keep going the way we're
[26:24]
going. I think we're looking good.
Hopefully, here in another year or two,
[26:27]
they can get another full-time officer
on. I can't talk about it too much, but
[26:31]
I just had somebody talk to me about an
opportunity that might uh kind of help
[26:35]
us out. Maybe getting a getting another
full fully paid officer.
[26:39]
Haven't even talked clerk treasure about
it. I literally just got off the phone
[26:42]
with them before the meeting. But uh
like I said, I we're pointing in the
[26:45]
right direction. We got a great board
and I can say this. I'm saying all this
[26:49]
stuff and they already gave me my raise
for the year. So, I'm good. They voted
[26:51]
on that last year. But, uh we got a good
clerk treasure. We got a good board. We
[26:56]
got some good utility guys. Got some
good reserves. We're pointing in the
[26:59]
right direction. Just keep plotting
along there.
[27:00]
» We have a great team.
>> Yep. And we got a good attorney, too. I
[27:04]
don't want to leave him out.
>> Wow.
[27:06]
» Now I'm talking like an attorney if you
[laughter] politics now.
[27:11]
» All right. You guys done?
>> Yep. Is anybody doing ordinances?
[27:14]
» Um
>> cuz it's on.
[27:17]
» I know he wasn't going to be here. Uh I
know that uh me and him have a uh we
[27:21]
haven't said it yet, but I told him me
and him needed to sit down and talk
[27:25]
because we need to we need to crank him
up a little bit. We need to uh man
[27:30]
that's what I want to tell you guys. We
finally reached out with Batesville
[27:33]
contract signed. Cheryl's been in
contact with their clerk treasure. Uh me
[27:38]
and John and her was just talking about
this right before the meeting. Set up a
[27:41]
date and time and get over there and uh
and I I think I I don't want to make it
[27:47]
sound bad, but I think
>> I have filed ordinances before when I
[27:51]
was marshal last time and when you see
them not really go anywhere, you get a
[27:55]
little discouraged. So, I think once we
get these piped into Batesville, we
[27:59]
start seeing these roll through, get
these people on it, make them be held
[28:03]
accountable, I think you'll you'll see
our ordinance guy really step up to the
[28:07]
plate and start hammering these people.
>> Yep.
[28:08]
» I think that's true.
>> Yep. All right. Thank you. So, there's
[28:12]
your report.
>> Uh we're going to skip utility report
[28:17]
because nobody's here to do it.
>> Yeah, he did send it over. I haven't had
[28:20]
time to put it on paper yet.
>> Okay.
[28:23]
» I'll make sure I email it right away.
>> Okay. No, but nothing.
[28:27]
» No, no major repairs or replacement.
>> Um, yes, we um
[28:33]
Yeah, actually, I'll just go to the
>> You did send it?
[28:37]
» No, I didn't. Not for this month.
Honor sent me everything.
[28:43]
» Run down to it real quick.
>> Um, we did have an we did enter an
[28:47]
insurance claim for the ball field. Um,
that windstorm took a a light pole down
[28:53]
and all the lights.
Um, they're still looking on finding a
[28:57]
new vehicle or skid steer. The
generators are being looked at the
[29:02]
wastewater main lift station. Thank you,
Morgan. [snorts]
[29:07]
Lauram came out. He did call me, but I
have not had time to return this call.
[29:12]
He started his third semester at school.
They're gathering quotes to clean wells
[29:17]
four and five. Working with Brent Tag on
setting up new phosphorus removal trial.
[29:22]
Um, I think it was delayed because of
the holiday because I know we've started
[29:25]
that well before last month. B&H is
coming out Tuesday to look at the
[29:30]
grinder at the main lift station and
give us prices
[29:34]
um, and on a spare grinder to have on
hand. Auto samplers been tabled with the
[29:40]
weather and holidays. We did get one in
from how do you say it? Hawk H,
[29:46]
» but it was for a fully integrated auto
sampler. It was like 13 grand, but not
[29:52]
out of not really out out of like we
could still probably do it and go after
[29:57]
some grant money, but I didn't realize
it was we thought like $800,000.
[30:02]
[laughter]
Um, the only lights they didn't get down
[30:07]
were the Christmas tree and they can't
get on that ground yet. So, if it stays
[30:11]
cold, they might be able to. All the
rest of the the lights are down.
[30:18]
uh
>> get the rest of the polls get fixed.
[30:21]
» We have an account set up with Hawk
>> now. Um they're pretty competitive
[30:26]
against Blue Book, which is where we
always order from. What did you ask me?
[30:30]
» Did the rest of you had how many poles
were down? Did they all get
[30:34]
» just one?
>> I was going to say
[30:35]
» we thought the other ones were leaning
and we reported them, but they did an
[30:39]
on-site inspection and said the ground
was not disturbed. So they think they've
[30:42]
been leaning like that for years. So
that is something that we might want to
[30:48]
start looking to address to prevent
anything else from happening over there.
[30:55]
Um we came up with some ideas of call um
going after some funding through Indiana
[31:00]
Park and Wreck
um Duke Energy and there was another one
[31:07]
I can't remember and then Ripley Rising
Sun and then maybe Ripley County. So, we
[31:12]
that just was put on our radar when he
told us about those lights.
[31:18]
» Um
[31:23]
Oh, yeah. And they're both sick.
[clears throat]
[31:28]
» Okay. Thank you.
>> He wanted me to compare to what he was
[31:32]
supposed to tell you for this month, and
I just didn't have an opportunity to get
[31:36]
on the computer this afternoon after I
came back from my nap.
[31:41]
Well, the good news is is while you're
talking, you're up now.
[31:44]
» Oh, great. And I did I was able to send
you all of this in advance of the
[31:49]
meeting minutes.
Um I'm using a little bit more a new
[31:54]
format that's closer to the gateway
approved method of a meeting memo. I
[31:59]
think it's easier to read
[32:06]
the December utility. Oh, I have no
utility adjustments. I will have on
[32:12]
Micah's empty house.
>> How long you been sick?
[32:16]
» Um, Connor, two days. Austin, one day.
>> I was joking.
[32:21]
» Oh,
>> there were no utility adjustments.
[32:23]
» Oh,
>> that's what I read.
[32:25]
» Yeah, I we did estimates last month, so
there was a couple that were didn't come
[32:29]
out right.
And for the end of year in December, um,
[32:37]
we paid out $426,5624.
[32:44]
And I gave you the fund trial balances,
which is an endofear report, fund
[32:49]
report.
And then we had an auto um we had to
[32:54]
transfer money for the end of the year
in all of the areas I told you we would
[33:00]
gas and electric insurance telephone
[33:07]
[snorts]
and the town marshall um because and
[33:12]
unemployment because um we gave those
incidental raises for to cover the
[33:18]
insurance. So they just came in a little
over. So I am asking for a signature on
[33:23]
that because we did talk about we knew
that that would happen.
[33:27]
It's not a big deal because we are
allowed to move from one line item to
[33:32]
one line item. We just can't move it
from fund to fund without prior
[33:38]
approval.
Certified payroll was given to Randy.
[33:45]
And we do have some
part of the end of year. We had a bank
[33:51]
wreck um correction
and it's a write off.
[33:57]
[clears throat and cough] Is that later?
Yep. I got to save that one.
[34:07]
Okay. the Wix, which is how we do all of
our emails
[34:13]
and um our website.
I called them up and said, "Hey, are you
[34:18]
going to send me an invoice?" And
because they automatically take it. I
[34:22]
said, "Are you going to send me an
invoice? I need to be ready for it." And
[34:25]
they said, "No, no, we're not going to
send it till after the end of the year."
[34:28]
Well, guess what they did? They sent it
before the end of the year. So, I wanted
[34:33]
you guys to be aware of that. it is
considered to to be a late entry. Um, so
[34:40]
I wanted to make sure you approved it
and signed off on it for me for the
[34:45]
auditors.
[34:54]
I had to do a minor payroll um
correction.
[35:00]
So that was considered late. There's
nothing
[35:04]
abnormal about it except the date that
it was put into the computer
[35:11]
[snorts]
and I know what they like and what they
[35:14]
don't like and I would like your
approval on those two please.
[35:27]
» And then we have a $75 write off
um due to theft which I have
[35:35]
um $75.
Um it did not affect a customer's
[35:39]
account at all. It only affects the town
summon at this point.
[35:46]
The customer account is correct. Has the
the deposit in it. We just don't
[35:51]
actually have the money. It wasn't
deposited
[35:58]
here. Yep.
[36:10]
I talked to John. This is what we turned
into John and the state board of
[36:17]
accounts as indirect losses due to the
theft. And he says you have to make a
[36:22]
decision to I'll let you talk about that
part because it's a little confusing to
[36:28]
me.
[36:31]
Well, the the issue is whether or not
you want to pursue a civil
[36:38]
remedy
on some of this stuff.
[36:44]
Um,
direct
[36:49]
losses
can be claimed as part of a
[36:56]
punishing proceeding, whether it's in
the criminal
[36:59]
court or whether it's from the state
board of accounts.
[37:03]
Indirect losses
are things that if you got if we want to
[37:11]
pursue
them, we would have to file some kind of
[37:14]
a civil claim.
Um,
[37:19]
at some point there's the issue
that you face in every civil court of
[37:28]
even if you can win, is there anything
to collect?
[37:33]
and the issue of
how much time and money you want to put
[37:38]
into trying to collect this amount of
money.
[37:46]
» Okay?
>> Because it's not the kind of thing, it's
[37:49]
not in civil court. It isn't a situation
where the loser pays. Everybody has to
[37:53]
pay their own costs
of [snorts]
[37:58]
fighting. And when I originally turned
it in to the state board of accounts, I
[38:02]
thought like their fees that these fees
would become part of it, but that's not
[38:06]
the case.
Okay.
[38:13]
Well,
it's also I mean, it's also not I'm not
[38:17]
trying to kick the ball or kick the can
down the field, but you have you have
[38:24]
two years to decide to pursue this.
from the date of loss.
[38:32]
» Okay.
[38:38]
It's a lot that we shouldn't have to eat
in my opinion.
[38:42]
» But it might cost a more to go after it.
>> Yeah.
[38:46]
» Just the amount that we go after.
>> Yeah.
[38:49]
question is, is it worth the fight and
spending the money to chase it and then
[38:54]
paying a collections agency to go after
it until it's paid?
[38:59]
» You might end up in the negative
>> even more.
[39:04]
» That's my that's potential problem,
>> John. That's potential problem with
[39:10]
going after a a rel a a small amount.
[39:18]
» Hey John, how does that work on victim
services from the prosecutor's office?
[39:22]
» They'll go for direct direct
>> go for direct reimbursement.
[39:28]
» Yeah, I would have never even probably
typed it up if
[39:31]
» which
we should be getting from the state
[39:34]
board of accounts anyway,
but
[39:40]
» [laughter]
>> Okay.
[39:43]
From the state board of accounts
proceeding, we should be giving those
[39:47]
reimbursement that reimbursement anyway.
[39:56]
» Kind of feel like it'd be like chasing a
snowflake. When it hits the ground, it's
[40:00]
going to melt anyway, right? By the time
you get manh hours and court cost and
[40:04]
everything else going back and forth to
court over it
[40:06]
» travel time.
[snorts]
[40:11]
» Yeah. Well, I mean that's what I say.
It's it's a
[40:14]
» as long as we recoup.
>> You have to decide what whether it's
[40:19]
worth it to get a small amount.
[40:24]
I'm not saying it's not something that
that isn't owed,
[40:33]
but how much does it cost to go get it?
>> What about small claims? Just out of
[40:42]
curiosity,
>> that's exactly where we would go.
[40:45]
» It's so small that it would be in small
claims. [laughter]
[40:48]
Yes.
[40:54]
Okay. But we have two years to
>> you have two years to decide to pursue
[40:58]
it.
>> Okay. So maybe wait and see how
[41:03]
» things proceed
[41:11]
table it.
>> Yeah.
[41:15]
Unfortunately we have to I think for now
Need
[41:24]
a motion to table it then.
>> Okay, I'll make a motion to table.
[41:29]
» I'll second. [clears throat]
[41:32]
» And then the last thing on the 2026
recurring vendor list I sent over to
[41:36]
you. There's no change from 2025 to
2026, but ordinance 20203
[41:43]
um says that we have to have an approved
vendor list.
[41:47]
And all that is is it makes me able to
pay bills under the threshold that are
[41:52]
appropriated and um budgeted for.
>> Okay.
[41:58]
» So, this is all part of the ongoing
intermed.
[42:11]
» There's one for 2025.
>> Yeah.
[42:16]
[snorts] Thought I had two of them.
Looks like the same thing.
[42:19]
» It does. There's no change.
>> It is the same thing. This one says
[42:24]
» 2025 and 2026.
We haven't picked up no other additional
[42:31]
ones that we go to all the time.
[42:36]
Actually deleted a lot of vendors this
year for the end of the year that we
[42:42]
didn't use at all.
Okay.
[42:51]
Need a motion to approve this?
>> Yes. And everything else I gave you.
[42:55]
[clears throat]
[laughter]
[42:57]
» You want to start with meeting
memorandum?
[43:01]
» Okay.
[43:07]
I'll make motion to approve the meeting
memor memorandum.
[43:10]
» Second.
and the utility adjustments which there
[43:14]
were none this month. Fund report and
financial statements.
[43:18]
» Okay. Make a motion to approve. Second.
>> APV registers for December 2025.
[43:26]
» Motion to approve. Second.
>> Late software entries and write off
[43:30]
related to theft. Oh,
>> but those are the ones you just
[43:37]
» I sent over to you.
>> No, those are indirect losses due to
[43:41]
theft. These are the ones we had to put
in the software in the Keystone software
[43:47]
late.
>> Okay.
[43:48]
» And the $75.
>> Okay. Gotcha.
[43:51]
» All right. Sorry. I'll make a motion to
approve. Second.
[43:55]
» And appropriations transfer list for end
of year.
[43:59]
» Make a motion to approve.
>> Oh, and I missed one. Thank you. I heard
[44:03]
you, Don. Um, we would like I'm going to
the alliance training in March and
[44:11]
Austin and Joe would like to go for the
wastewater part. Um, I think it'll be a
[44:17]
good thing to stay within our compliance
plan for training staff. They'll both
[44:21]
get 14 hours continuing education.
[clears throat]
[44:26]
» I think I need it approved though
because it'll include hotel stay, um,
[44:30]
the registration fee and then
I don't think travel because they could
[44:35]
probably use a town truck and go down
and then a couple of meals according to
[44:41]
the employee manual.
>> Yeah,
[44:43]
» they feed us most of the meals. So,
[clears throat]
[44:47]
» okay.
Yep. I think that's good that they that
[44:51]
come out of [laughter]
>> H.
[44:53]
» Does that come out of waste water?
>> Um training.
[44:57]
I think it's in water. Underwater.
>> Underwater. Okay.
[45:01]
Um, can I double check that?
>> Yeah.
[45:04]
» What when is it what we doing?
>> It's say March March 15th, I think. 1617
[45:11]
or 17 189. It's a Tuesday, Wednesday,
Thursday.
[45:16]
If we go down on Monday,
they can go to the I think that you guys
[45:23]
do the free CPR
training for us, right? For because
[45:27]
Austin's going to need it.
Okay. So, we don't need we don't need to
[45:32]
go down Monday.
>> Is it is it still down there at the same
[45:37]
place?
>> French Lake.
[45:40]
» My personal opinion is when it comes to
training at that far of a drive, I'd go
[45:44]
down [cough] feel rested and ready to
focus next morning. Mhm. Well, there are
[45:49]
if you go to the roundts
>> that ne if you go they have the CPR
[45:53]
certification and right after that they
have the roundts and you do get
[45:58]
educational points for attending those
and I think that starts at 9 or 10 in
[46:02]
the morning.
>> So
[46:05]
it would be the difference between two
nights and three nights. So it probably
[46:09]
be about what $400 difference maybe.
[46:15]
[snorts]
All right.
[46:18]
» But I don't want to leave a workload
behind us either
[46:23]
because Connor will have to do all
testing and kind of maintain the fort
[46:26]
while we're gone.
>> Well, he has Brian, too. That
[46:30]
» get it approved for Monday night. But if
you don't
[46:33]
» There you go. I could do that and then
check with them if they want to go.
[46:38]
» Or maybe just Connor will want to go or
just Austin will want to go.
[46:44]
» So, it's Connor and Austin.
Oh, no. Joe and and Austin confused me.
[46:52]
» Austin's last name.
>> Hammond.
[46:56]
» Hammond. [snorts]
>> I'll make motion to approve the
[47:00]
training.
[47:06]
» I'll just put training, lodging, and
travel.
[47:09]
» Did you see your motion?
>> Yep.
[47:10]
» I didn't hear the motion. Okay. Will
your motion was to pay cover?
[47:14]
» Yeah. For the
>> Okay. Second. the training classes.
[47:16]
Yeah.
>> And then the last one's the recurring
[47:18]
vendor list for 2026.
>> I'll make a motion to approve that.
[47:22]
» Okay.
[47:27]
» I'll second that.
>> Thank you.
[47:29]
» Same.
>> Okay.
[47:32]
[cough and clears throat]
>> All right. It takes us to old business
[47:36]
and the first item is the second reading
of the planning and zoning permit.
[47:47]
Does anyone present want to hear it
written read or read out loud? It's
[47:52]
written already.
[47:58]
Doesn't sound like it.
>> Okay.
[48:06]
gratification.
[clears throat]
[48:11]
» That's
so for second reading. We just need
[48:15]
» I have it here.
>> Motion to it up.
[48:24]
» Oh, I already signed it.
>> Read it [clears throat] twice. So, we
[48:28]
need a motion to adopt.
>> Yep.
[48:32]
» You you read it and primarily adopted
it. So today would be the second chance
[48:37]
to talk about it and then finally adopt
it.
[48:43]
So that's why he asked if anybody in the
public wanted it read out. No one none
[48:48]
of them have said yes, I'd like to hear
it. So unless you guys have more
[48:54]
discussions to make, all you need to do
is
[48:57]
» Okay, do I'll make motion to approve the
ordinance.
[49:01]
» That one I'm still against. So maybe we
>> Okay, I'll second.
[49:11]
» I should have put the insurance and
receding up in my
[49:15]
» insurance.
>> I don't that
[49:20]
uh 2026 insurance policy ratification.
Yeah, that's maybe something that it's
[49:27]
unfinished in the sense that
it's not done yet, but it's not.
[49:36]
So basically the insurance bill
came in at being
[49:46]
uh $351 more dollars
[clears throat] than you thought it was
[49:53]
going to be.
[49:57]
It was a difference of
>> terrorism.
[50:00]
» Yeah. Yeah, the box was checked on the
policy, but the numbers didn't go over
[50:05]
didn't pull over that 351.
So, you approved 29425,
[50:12]
but we ended up having to pay $351 more
and I had to pay it or then we'd have an
[50:18]
insurance lapse. So, he said we could
take it and
[50:22]
» you can pay it and the council can
what's called ratify it. Say yes, I'm
[50:27]
glad you turned 50. rules. [snorts]
[50:43]
» What was it that got missed again?
>> Terrorism.
[50:51]
» Okay.
That could be very broad, right?
[50:55]
» Yep. Yep. It would have to be deemed a
terrorism attack before that insurance
[51:01]
would kick in.
>> That's correct. Well, the best news is
[51:03]
is for $351, we're not not covered by
insurance currently.
[51:09]
» Yeah. Which we can't have that.
Okay.
[51:23]
If you don't want the terrorism
coverage, you can probably ask the
[51:26]
insurance company to cancel it. Go ahead
and take it.
[51:33]
» What's that?
>> That's all we need to do. Motion to
[51:35]
ratify.
>> Yeah. Make a motion to ratify.
[51:39]
» Thank you.
>> Second.
[51:41]
» I have to put the dollar amount in the
memo.
[51:43]
» I would. Okay.
>> Thank you.
[51:47]
Uh, disposal of interceptor and
insurance receiping.
[51:52]
» Yeah, we need Brian because I think Are
we gonna Were you wanting to scrap that
[51:56]
vehicle instead of put it up for remove
equipment and bid it out?
[52:01]
» Thank you, Cheryl.
>> You're welcome.
[52:03]
» That guy was a pain in the butt.
>> And [laughter] I kept trying to reach
[52:07]
out to him in Toledo, Ohio multiple
multiple times. He told Andy we didn't,
[52:11]
but me and Cheryl was able to prove that
we both had done it by email income.
[52:15]
Mhm.
>> So, Cheryl finally put his feet to the
[52:18]
fire and Andy Hmel, the insurance agent,
did also [snorts] and she finally got
[52:23]
everything settled and done a hell of a
job on on getting all the equipment and
[52:26]
stuff covered, too, which brought it up
a pretty good penny if you notice, which
[52:30]
covers what we wanted to do with some
left. Um, for the old one out here,
[52:38]
do we have to set it out here and take
bids on it or can I just find somebody
[52:42]
find the person that will give me the
most for it for scrap and scrap it?
[52:47]
» You have how much how much is it worth?
>> That's what it goes by.
[52:53]
» All jokes aside, scrap price is what?
Probably 160 180 a ton maybe. So 3 400
[52:59]
bucks. Um, I've had a couple people tell
me that there's some places over in
[53:04]
Cincinnati that would give me $1,000 for
it
[53:07]
because of the motor training that's in
it.
[53:11]
[snorts] So, I, you know, but if I set
it out there, I don't see anybody
[53:14]
putting a silk good for $1,000. I see
somebody trying to get it for 200 so
[53:18]
they can throw it on a trailer and take
it down to Ralph and make him a hundred
[53:21]
bucks. [snorts]
Um,
[53:25]
» or we can throw it on a trailer and we
can haul her down here to Rouse
[53:27]
ourselves.
>> Well, that's that's what I was going to
[53:31]
say. You're you're allowed to dispose of
of
[53:37]
um dimminimous items and and broken
items and and trash items,
[53:46]
uh, things that don't have significant
value. You're allowed to dispose of
[53:49]
those without going through a bidding
process. Sounds like it's well under the
[53:56]
limit.
>> What is the limit
[53:58]
» to be able to do it? Uh 7500
[54:04]
» I didn't know if there was any
clarifications due to the fact that the
[54:07]
vehicle had a title.
>> That's what I was thinking.
[54:09]
» No,
>> and it was total. It's deemed totaled.
[54:15]
» It definitely totaled. And then I mean
we done it because the insurance company
[54:20]
told us to told us to get all of our
equipment and all of our uh lights and
[54:24]
sirens off of it and test them and see
what worked and what didn't. So
[54:28]
obviously you're going to tear stuff up
when you take all that stuff out.
[54:32]
» Mhm.
>> So
[54:35]
I mean I can call around and see what we
can get for it and scrap. We might be
[54:40]
able to get more than what the steel
market is. But whoever gets is coming
[54:45]
after it. I
if somebody buys it like that, you know,
[54:49]
if we just want to throw it on a trailer
and take it to Ralph Schneider, then
[54:53]
yeah, [clears throat] I'll do that. But
other than that, if somebody wants to
[54:55]
buy it for a motor or a trainy or
something from the city, then they can
[54:58]
truck out here.
>> If you're going to sell it, you have to
[55:03]
put it up for sealed bid then, right?
>> Yeah.
[55:07]
» If we dispose of it,
>> those over there would be considered
[55:11]
they're junkyards. It's just like a
>> you pulling saves and stuff like that as
[55:15]
well.
>> That would give you a little bit more
[55:17]
than your scrapyard.
>> Yeah.
[55:21]
» But if we do do sealed bids, do we have
to do a month or can we just like
[55:25]
» No.
>> Two weeks done.
[55:27]
» Yep. We can set any
>> gives us approval to accept whatever we
[55:30]
get. We
>> can set any reasonable time limit as
[55:34]
long as it's published and people know
that it exists.
[55:37]
» So we could set just like a meeting to
open up sealed bids. Good.
[55:42]
» And if you get [clears throat] no sealed
bids, then you're free to do with it as
[55:45]
you like.
>> Then you're free to do with what what
[55:47]
you like anyway.
>> Let's do that.
[55:50]
» Drag it out here and put [snorts]
>> Yeah.
[55:53]
» I just don't want it to have to sit out
here for a month at a time. We finally
[55:56]
was
>> I don't see how is it responsible to
[55:58]
take bids on a car that's not safe and
totaled.
[56:01]
» Oh, they're buying it as is. That's
That's the world we live in.
[56:06]
» That's
>> they're not going to be able to drive it
[56:09]
to the title. It's total. I [snorts]
mean,
[56:12]
» I don't Is the thing drivable?
>> You drag one wheel, but you can move it
[56:17]
[laughter]
down the road.
[56:19]
» It's going to take a roll back to move
it.
[56:21]
» Okay.
>> Or a skid steer and shove it on a
[56:23]
trailer.
>> Well, it's in it's in disrepair.
[56:26]
» Yeah, it's broken. It's broke.
>> So, Cheryl, the answer to your question
[56:29]
is is you get a salvage title and then
you have to send pictures and get a
[56:34]
rebuilt title, which then takes the
responsibility off of us and puts it on
[56:37]
the
>> So, no, we're good. Yeah, we're good.
[56:40]
No, we're good in that regard. That's
always
[56:43]
» I just didn't want to, you know,
>> I like the disposal idea because a lot
[56:47]
less work and a lot less
>> Yes.
[56:49]
» I was just trying to get a few more
dollars.
[56:51]
» Take it to Schneider.
>> We can take it to Ralphs or take it to
[56:54]
Greensburg or wherever.
Scrapyard.
[57:00]
[snorts]
[57:03]
» Is that what you're thinking? Grab it.
[57:07]
Are you gonna stand by the crusher and
>> nope in there as it goes away?
[57:14]
» Zach might stand there and have a few
tears roll down his face, but it'll be
[57:19]
all right.
>> He'll do that anyway. It's Thursday.
[57:23]
» Yeah, we can just scrap it. That way we
don't have to go through the silk bids
[57:26]
and all the
>> Okay, I'll make a motion to scrap scrap
[57:31]
it.
>> What you want to do with it?
[57:35]
» Second. Time for it to go. It's been
sitting around long enough. 104.
[57:40]
» Thank you.
Uh that was Carol Dawn.
[57:43]
» Yep.
[laughter]
[57:46]
» And then I [clears throat] I have I need
help too because I've never been in this
[57:52]
position before and it is an issue. We
temporarily borrowed 18774 from Rainy
[57:59]
Day to purchase the new 2020 Silverado.
>> Mhm. We were able to get 2124692
[58:06]
from the insurance company. So that
leaves $2,472.92
[58:12]
that I need to know where to put it
[snorts]
[58:17]
because if we rece it generally, it has
to go in next year's budget, but we
[58:21]
still have to write a check to pay for
the new decals for the truck.
[58:24]
» So he had recommended maybe just put it
all in the rainy day,
[58:28]
» right? And
>> and then pay the decals out of the rainy
[58:31]
day. and put it pay pay it all back to
the rainy day fund
[58:35]
» and then vote to pay the details out of
the rainy day fund.
[58:43]
» Simple enough. I'll make a motion to do
that. Put in the rainy day rainy day
[58:48]
we're not and then buy our decals up.
>> There we go.
[58:52]
» What?
>> And yes and to buy the decals up
[58:55]
[clears throat]
>> so we don't have to have another vote.
[58:58]
[snorts]
>> Okay. And
[59:00]
» we got approved for the decals, too.
>> A rainy day.
[59:04]
» We'll get her done.
>> Motion.
[59:05]
» And if it looks good enough, get the
other one done.
[59:10]
» All right.
Next up is
[59:13]
that guy sitting at the end of the table
down there. We have to contract him for
[59:17]
the year.
>> And it's the same as it has been for
[59:23]
well
>> since you know when all the presidents
[59:26]
started. What? 1774. I'll go there.
>> 1774. I haven't been here that long.
[59:32]
» Well, we didn't have our first president
until when?
[59:34]
» Well, president of the United States
under the Constitution.
[59:37]
» Yeah.
>> George Washington took his first
[59:39]
inaugural on March 3rd, 1789.
>> See, I knew you were old.
[59:47]
[clears throat]
So, essentially for the year service,
[59:50]
it's the same as it's been since
>> I don't think I got get a raise this
[59:54]
year.
>> Since I've been here. Does anybody have
[59:57]
any objections
>> now?
[1:00:01]
Obviously, yes, you signed the contract.
The contract also has a provision in it
[1:00:05]
that says whenever you tell me I'm done,
I'm done.
[1:00:09]
» I'll make a motion to keep the old boy
around.
[1:00:12]
» Secondbody [laughter]
else.
[1:00:17]
» Sure you would.
>> Okay.
[1:00:21]
» Oh my goodness. Next up,
>> in new business is the SIR PC
[1:00:26]
representative appointment. Now, here's
something more [laughter]
[1:00:31]
interest. It's got a lot more flavor to
it. Yes. [snorts]
[1:00:35]
» Okay.
>> I cannot do it this year.
[1:00:39]
Southeast Regional Planning is a
fantastic organization that gets a lot
[1:00:44]
of money for a lot of worthy causes and
and for and for uh towns and counties
[1:00:51]
and townships and plus and what you're
so what you're appointing is somebody to
[1:00:56]
sit on their board that sort of sets
their budget and employs their director.
[1:01:04]
It's been Mary McCarti for many a year
and uh then also has to go I they have
[1:01:10]
to go to
13 meetings a year I guess a monthly
[1:01:15]
meeting and then an annual meeting.
>> Okay.
[1:01:21]
[laughter]
>> And it's a very worthy cause and it's a
[1:01:25]
great organization. Anybody that has
ever thought about maybe doing sitting
[1:01:29]
on that board should put their name
forward to be appointed because it's
[1:01:33]
really good. And you learn a lot about
where charitable dollars and grant money
[1:01:42]
comes from and where it can go.
[1:01:47]
» So your board meetings are
the second Wednesday quarterly.
[1:01:53]
» Yeah. on the months of January, April,
August and October. So for
[1:01:57]
» it's not even not even as many meetings
as I just said.
[1:02:00]
» The executive board if you are so
appointed
[1:02:04]
then you would be meeting on the morning
of the second Wednesday of every month.
[1:02:14]
So basically all all this individual
will be committing to is four meetings a
[1:02:18]
year.
[1:02:22]
» [snorts]
[1:02:28]
» Okay.
>> Do we have anybody?
[1:02:31]
» Sure. Cheryl says she can't.
>> You say you couldn't do it.
[1:02:36]
» What? I'm sorry.
>> No, I can't do it. I didn't make it to
[1:02:40]
meetings last year.
>> I was before she took it.
[1:02:43]
» Yeah,
>> she took it.
[1:02:48]
» I wish I could. I just don't want to
commit and then not show up.
[1:02:56]
» So really only got to go to three
meetings this year because the second
[1:02:58]
Wednesday of the month has already came
and went for January.
[1:03:02]
» Okay.
>> April of September.
[1:03:09]
» I assume they're having those meetings
at their office in Brazil. Cheryl, is
[1:03:13]
that right?
>> Mhm.
[1:03:18]
What time of day do they meet? Lunch.
>> Um, us 10 10:00 usually.
[1:03:25]
» I'm out.
>> Likewise.
[1:03:28]
Okay. So, we need to When do they need
to know by?
[1:03:33]
» Um, they'll probably need to know.
>> Well,
[1:03:39]
» is going to sit empty until we fill it.
Yeah,
[1:03:41]
» but basically if we never fill it,
they're going to feel like a someone
[1:03:45]
doesn't care. They won't even send
anybody to our
[1:03:48]
» next
>> there. Anybody interested?
[1:03:53]
» Temporary.
>> I wasn't quite sure what it was all
[1:03:54]
about. That's why I What's that for?
>> Southeast Regional Southeast Indiana
[1:04:00]
Regional Planning Commission. that
organization that
[1:04:03]
» when is there meeting
>> uh second Wednesdays of the month in the
[1:04:08]
morning
>> in April, August and October. So you
[1:04:11]
only have three meetings to go to.
>> All those are meetings that they have.
[1:04:18]
» Say that again.
>> Company.
[1:04:20]
» They used to meet there,
but they've got a they've got an office
[1:04:25]
building in Wales now. And I wasn't sure
exactly where they were meeting. Oh, we
[1:04:31]
got Well, they did have the building
right behind McDonald's there.
[1:04:35]
» Yeah.
>> Yeah.
[1:04:41]
» You want to do it?
[1:04:44]
» Yes.
>> Sure. [laughter]
[1:04:47]
» Wait. He waited for his wife to
>> No, I was answering John's question.
[1:04:53]
» He was worried about whether it was
close to Grub or McDonald's. [laughter]
[1:04:58]
» He's going to eat.
We ended up with a a lunch. [laughter]
[1:05:05]
» I think
>> I think they've been
[1:05:08]
» the last time I went to one, they
catered the lunch in their office,
[1:05:13]
» but you can still get McDonald's coffee
before you go.
[1:05:16]
» What's this?
>> You can still get a coffee from
[1:05:18]
McDonald's where you go.
>> Yeah, that's true, too.
[1:05:20]
» It's rolling pin. I think rolling pin
probably.
[1:05:24]
» I don't really know.
[1:05:29]
I'm not I'm just I'm just saying it's a
it's it's a I don't want to sound make
[1:05:34]
it sound like it's a do nothing job
because it's actually very important.
[1:05:38]
You make some you make decisions about
where
[1:05:43]
money goes,
>> but it's but it's middle of the day.
[1:05:47]
» It's an easy
interest to dissect it a little bit.
[1:05:54]
» It was about
>> and it's a great organ. It really is a
[1:05:56]
great organization. It's a way to learn
the representative.
[1:06:02]
I think
>> say the what
[1:06:04]
» could like if Brian's interested and he
wasn't the official representative
[1:06:10]
could he show up sometimes at those
meetings?
[1:06:13]
» I don't think they're open to the
public. It's it's a private
[1:06:15]
organization.
>> So, we just need to appoint someone.
[1:06:19]
[laughter]
>> I used to go
[1:06:20]
» We need to appoint someone in our
representation.
[1:06:23]
» Yes.
[1:06:27]
» Unless you're interested in [snorts] it,
Don.
[1:06:29]
» Sound like you are.
>> What? [laughter]
[1:06:33]
I'm throwing
>> they're representing
[1:06:35]
» I'm throwing darts over.
>> Okay.
[1:06:39]
» I think I did it before Cheryl took it
and she took it over and did good. So,
[1:06:43]
she's been doing it for a while and
doing real good.
[1:06:48]
» So, we want to table it and find
somebody.
[1:06:51]
» I don't think they can wait that long.
It they're required to have so many.
[1:06:58]
Well, SPC needs to have enough to have a
quum for their money. If if all of the
[1:07:06]
cities that have appointments drag their
feet, [snorts] they don't have enough
[1:07:09]
people to operate. Now,
>> you need to know by April because that's
[1:07:13]
when the next meeting. So, I'm saying
you don't you don't have to pick anybody
[1:07:17]
tonight, but if if n if none of the four
of you want to do it,
[1:07:24]
you should probably put some effort into
finding somebody that's [snorts]
[1:07:29]
good and willing before the next board
meeting.
[1:07:34]
» I could go,
>> if it's only three
[1:07:38]
meetings, I could probably get my
schedule switched at work to work. I
[1:07:43]
could do the night shift instead of the
day shift
[1:07:46]
or find coverage until the meeting's
over.
[1:07:49]
» It's a good idea.
[1:07:53]
» It's only three times. So,
for this year at least.
[1:07:59]
Um,
>> unless they put you on the executive
[1:08:01]
board.
>> How long do the meetings
[1:08:04]
I'm trying to think how long?
>> Cuz I don't have to eat. I mean, I can
[1:08:08]
go through the meeting and then leave
when the meeting's over. probably
[1:08:11]
shorter than ours.
>> No doubt. I I would plan on spending a
[1:08:16]
couple hours there anyway. [snorts]
>> Cut that Marshall report out next time
[1:08:20]
then.
>> Okay.
[1:08:25]
All right. April, August, October. I can
do it.
[1:08:31]
» Okay.
>> I have to
[1:08:32]
» need a motion.
>> I'll make a motion to appoint Carol as
[1:08:35]
my representative for SIRC.
>> Do it.
[1:08:40]
Second.
>> Yep.
[1:08:42]
» Tag your grit.
>> Carol, it really is a great
[1:08:44]
organization.
>> Oh, absolutely. I I absolutely agree.
[1:08:47]
» Well, if they weren't meeting in the
middle, you know, my work schedule, so
[1:08:51]
it's it's bonkers, but I'm hoping by
April it'll be calmed down to where it's
[1:08:56]
not going to be an issue.
>> Okay. Uh, next item in new business is
[1:09:03]
the annual membership fees for Chamber
of Commerce.
[1:09:05]
» Do it right. It didn't look right. O,
MCT, AIM, ADA, impact, and the alliance.
[1:09:13]
» Here's that to sign off on to appoint
Carol.
[1:09:16]
» Um,
>> catering the
[1:09:21]
» only one that
>> I could still work and then just, you
[1:09:24]
know, listen while I'm clearing plates
and getting drinks.
[1:09:30]
» These are all our annuals.
We always do the minimum.
[1:09:35]
» Oh. Um, the only one that's different is
the chamber is giving us an option to do
[1:09:39]
an additional
[1:09:42]
visionary partner for $113,
[1:09:49]
[cough]
but we just bought into their fifth
[1:09:52]
Saturday program.
[snorts] So, I was just going to ask the
[1:09:57]
board if you could approve all the
minimum membership fees.
[1:10:02]
» The minimums.
>> Yeah. So it would be um
[1:10:06]
sorry
>> 75
[1:10:08]
» total allergy attack
>> 75
[1:10:12]
» cuz the visionary was 38 which brought
it up to her 13.
[1:10:18]
» So yeah that one oh I thought that was
additional 113. You're right.
[1:10:22]
» So [snorts] minimum's $75,
right? Correct.
[1:10:28]
» Yes.
>> I'll make a motion to approve.
[1:10:30]
» Yeah, I'll second. And then we do the 82
for I am MCT every year.
[1:10:38]
[snorts]
[1:10:42]
Yeah. I am
[1:10:47]
[snorts]
just before I have the meeting.
[1:10:50]
» So what's that? $107.
>> What is it?
[1:10:54]
» Yeah.$ 107 for IL MCT, right? Because
our population is between 701 and
[1:11:00]
» 707. Sorry.
>> Okay.
[1:11:07]
County Chamber.
>> Oh, yeah. We have to be on that
[1:11:10]
» Alliance.
>> You can't get rid of any of these
[1:11:14]
because we go to trainings and we use
every single one of them.
[1:11:18]
» We're paying the minimum on all one.
Let's see. One, two, [cough] three,
[1:11:23]
four, five, six. Minimum on all six.
>> And the Alliance and the AI one, they
[1:11:29]
cover everybody.
um all your utility staff.
[1:11:35]
» What's the impact?
>> Impact is just for me. [snorts]
[1:11:39]
» Okay.
>> All right. I'll make a motion to approve
[1:11:42]
the minimum membership fees for these
organizations.
[1:11:48]
[snorts]
>> Okay. That concludes new business for
[1:11:52]
tonight. That [clears throat] opens us
up to comments from the floor.
[1:11:57]
Anybody
have anything?
[1:12:00]
» I I'll make one.
Don't look like anybody else's.
[1:12:06]
Got a kind of got a question with a
comment.
[1:12:10]
Talk to anybody
that listens or watches the meeting
[1:12:16]
online or whatever.
>> You ever get any comments back?
[1:12:20]
» No, I haven't looked in the last few
minutes sometimes.
[1:12:24]
Well, one thing I [snorts]
I did it just to see what it sounds like
[1:12:30]
and stuff.
[1:12:33]
» I have no comments.
>> And the comment I have is
[1:12:38]
the sound system for it.
I mean, when you listen to it online,
[1:12:46]
sometimes it's hard to hear people,
but you never miss the sound of a piece
[1:12:54]
of paper moving. [laughter]
>> Oh, okay. All right.
[1:12:59]
I mean, you just move a piece here.
>> Yeah.
[1:13:03]
» All the way back here. And my wife do it
with me just because she know
[1:13:07]
» Yeah.
>> And she text me one night, quit
[1:13:09]
clicking.
>> [laughter]
[1:13:13]
» I can ask Total Tech to come out, but I
cannot
[1:13:17]
» I'm not going into the depth of this
video recording software.
[1:13:21]
» I don't know what caused it.
>> Well, I agree. You can
[1:13:25]
» I think they said that when they sold it
to us.
[1:13:30]
» I don't know why.
>> Thanks for the tip, Harvey.
[1:13:33]
» Yeah,
>> thanks for the comment.
[1:13:35]
» We'll see if they can tweak it.
[1:13:39]
You want me to sign that it's me?
>> Yeah, you do need to sign it. Well,
[1:13:47]
» yeah.
[1:13:51]
» Yeah, you're a board member. You better
sign.
[1:13:54]
» Okay.
>> Any other comments from the board?
[1:14:01]
» Okay, that takes us to adjournment.
A motion to adjourn.
[1:14:06]
» 7:41 p.m.
