[0:08]
Yeah.
[0:13]
Yeah, it's pretty pretty grainy.
[0:22]
Hi, Rick Brunson.
Okay.
[0:27]
Okay.
Okay. Good. Good. Thanks for coming.
[0:47]
How are you?
[1:49]
Okay.
[1:59]
Okay.
[3:19]
» Okay, I'm going to go ahead and bring
our meeting to order. It's July 16th and
[3:23]
it is
1:32
[3:27]
and I'm going to go ahead and start with
the Pledge of Allegiance.
[3:34]
I pledge allegiance to the flag of the
United States of America.
[3:38]
To the Republic for which it stands, one
nation under God, indivisible, with
[3:45]
liberty and justice for all.
Honor the Texas flag. I pledge
[3:50]
allegiance to the Texas one state under
God, one and indivisible.
[3:59]
I'm going to go ahead and ask
for the invocation.
[4:02]
» Sure.
I just prayed
[4:05]
how do you do everybody?
Gracious God,
[4:09]
we give you thanks for the
creation that you made and for the rains
[4:16]
that are replenishing it.
Uh we at the same time pray for all
[4:20]
those who are in harm's way for those
who are victims of the flooding going on
[4:27]
to our south and west. We ask that you
continue to protect lives
[4:32]
as this
situation continues to unfold.
[4:37]
I give you thanks for this city, this
city council, the employees of this
[4:41]
city, all
of the concerned citizens who work to
[4:44]
make this the place that we want to be
each and every day of our lives.
[4:50]
Bless all that is done in this meeting
and lead and guide with your loving
[4:55]
spirit all the deliberations. In
Christ's name, amen.
[5:00]
» Amen.
[5:05]
» Does everyone have the microphone for
voting?
[5:10]
» Do we have any citizens to be heard?
>> No, sir.
[5:13]
» No citizens to be heard.
Okay, we'll go ahead and go on.
[5:19]
I'm sorry.
[5:22]
Oh, okay.
[5:25]
Okay, we'll go ahead and go on to item
number five.
[5:28]
Consent items.
[5:33]
Council, do you have any questions or
comments on this?
[5:42]
I'll move to accept them as
listed.
[5:46]
Okay, we have a motion to accept them as
listed currently by Mr. Byrd. Second.
[5:52]
Seconded by Michael Graybear.
[6:00]
I'm going to get that right sooner or
later. I got two years to get it right.
[6:03]
That's pretty good.
I'm working on it.
[6:08]
Okay, all those in favor say I.
I.
[6:12]
Oppose the same.
Five vote vote.
[6:18]
Go ahead and move on to number We don't
have a number six on here, I guess.
[6:22]
Number seven.
[6:29]
It's okay.
[6:32]
Discussion and possible action on water
project. This is Mr. Byrd and myself.
[6:38]
» You want to start or you want me to
start?
[6:40]
» What Whatever you'd like to do. I've got
a little write-up I did and then I go
[6:43]
over the financial side.
Whatever you'd like to do, sir.
[6:47]
» Okay. I'd like to first talk about the
issue we've had with our water report
[6:52]
that Shawn has now got corrected. We've
been showing losses of water
[6:58]
recalibrations of gallons between
$20,000. So, we're at what?
[7:02]
Anyway, we found out that a valve needed
to be recalibrated. It's going to be
[7:06]
recalibrated now.
Losses down to what? 13%?
[7:10]
So,
so he's really working to try to make
[7:14]
that number the original number. It's
still a little bit high.
[7:17]
I don't know anything over 10 and
there's something wrong with that. So,
[7:21]
we're still investigating and haven't
given up. That's not the project that's
[7:24]
solely going on.
That we're currently working under. On
[7:28]
the project,
we made our comments back to HR Green
[7:32]
for bids and
they're going to release bids on July
[7:37]
24th
and And we'll for a bid
[7:42]
at that time also.
Okay.
[7:45]
We have a meeting with HR Green to go
over private details. What was that?
[7:51]
July?
>> August 6th.
[7:52]
» August 6th.
And uh
[7:55]
» They're going to have their first
on-site walk-through for phase one and
[7:59]
then they're going to meet with us on at
1:00.
[8:02]
» Right. I'm I'm going to make an attempt
to be there for at least the morning
[8:06]
walk-through, if there is one.
And I've got a special
[8:11]
tool being on my committee to help us
evaluate bids and also walk walk I mean
[8:15]
we should be able to do on that you know
there's a subsequent day where there
[8:19]
will be a walk-through.
Looking downstream from that,
[8:25]
the bids are due in on August 26th and
we'll be meeting with HR Green over that
[8:31]
following week and hopefully sometime in
early September we may
[8:35]
have a contract. And this is just for
the uh
[8:39]
uh
clearwell tanks.
[8:42]
And everybody Somebody asked me the
other day about question what's the
[8:46]
order you're going to put in
new clearwell tank first, demolish the
[8:51]
old one, and then we'll put in the
second new clearwell tank after where
[8:56]
the old one was. So, that's the order of
things and then
[9:00]
I think that they're in a reasonable
schedule I would think by the new year
[9:04]
both are operational.
>> End of next year.
[9:09]
What you say? All right.
End of 2017.
[9:12]
» I'm hoping that
we can go faster than that.
[9:15]
» End of End of this year is not going to
happen. End of this year is when we're
[9:18]
going to get started on the project.
We won't get started on the project. We
[9:22]
don't even have a compliance till
October 19th.
[9:25]
It's about a 12 or 14-month project, so
what it was what it was portrayed to
[9:32]
So, it'll be By the end of next year
we'll have both tanks in or sooner.
[9:40]
I'm trying to help.
[9:43]
Okay.
Uh no, I mean we've got So, they're
[9:47]
going to put the the bid's going to go
through the C-Cast and everybody anybody
[9:51]
that
in the community will be able to log in
[9:54]
that will get all log in information
once we get those set up. We'll be able
[9:57]
to go in and look at it, see what the
bids are at. There'll be any notes or
[10:01]
anything. Who's awarded the contract?
It'll be used after the contract awarded
[10:05]
them so that we can
keep up with anything that's changing or
[10:10]
improving
or whatever the case may be and that's
[10:14]
going to be our
our forecasting mechanism and bid
[10:18]
mechanism.
[10:22]
I'll go over the
quickly on the finances. We're into
[10:26]
July.
Uh for the uh this is a account of the
[10:32]
certificate obligations.
Currently the balance July 1 is
[10:36]
11,964,644.57.
[10:41]
We have year-to-date spent
$192,000
[10:46]
$192,027.20
[10:50]
with HR Green
getting our plans and everything done.
[10:54]
So,
to date we've spent a million 318,624
[10:59]
HR Green.
[11:02]
We've earned
on our
[11:07]
Try to find it here. Find it here.
[11:12]
I wrote this thing. I should be able to
pick it right up, right?
[11:22]
I think it's fair wells.
[11:29]
balance
What think
[11:33]
interest earned through
[11:38]
today is 152,894.20.
[11:43]
So, that's that's enabled us to make the
$192,000 of payments that we made to HR
[11:49]
Green and still carry a balance of
rounded up $12 million.
[11:53]
We
technically haven't touched the
[11:57]
bond money yet. We're still
very well funded for this project.
[12:03]
Any other questions or any questions?
[12:09]
All right. Move on to number eight.
Discuss and possible action on the
[12:14]
letter of appointment July 16th.
That's Amy.
[12:22]
Got your name on there.
>> Is it in the packet this month?
[12:27]
Yeah, it is.
Um
[12:32]
Uh
this is basically uh
[12:35]
standard update of what we
currently have.
[12:41]
Um
I think the only thing that was changed
[12:44]
on here is uh
[12:47]
Let me see.
Uh our signers at the bank.
[12:52]
» Okay.
>> It's Rick Bruce, Amy Guess, and Cindy
[12:55]
Jenkins.
Um everything else is
[12:58]
kind of been just updated to
what we had before.
[13:10]
» Okay.
[13:12]
Okay.
I'm trying to find it here.
[13:15]
» It's number eight.
>> I was trying to get to it.
[13:21]
It's the same thing everybody else has.
>> It's all the way in
[13:23]
» I know what you're saying.
>> Don't say that.
[13:27]
» Okay.
Second it.
[13:35]
» Okay counselor, if you want to review
that and we'll take a
[13:38]
vote to accept it.
[13:44]
I have any discussion on it?
[13:54]
» I have a question.
>> Question number
[13:56]
» On the white email questionnaire for the
board
[13:59]
take out the period between Mike and
Bird.
[14:05]
You want me to take it
from my car?
[14:10]
» Take out so it's one word Mike Bird?
>> No, you take out the period
[14:15]
between Mike and Bird.
>> Where's that?
[14:17]
» Okay.
[14:23]
» Oh, that's your
>> Yeah.
[14:26]
» As is if both work.
One for it to the other so
[14:36]
» Council, can I get some
minutes that we accept this amendment?
[14:41]
» I believe the phone is next to the
actual speaker.
[14:44]
» Yes, somebody's somebody's phone is
talking.
[14:47]
» Yeah.
>> I thought I was losing my mind there for
[14:50]
a while.
[14:54]
» Or he's channeling.
>> I think it's very loud up there but
[14:59]
I can hear it.
>> Is it outside?
[15:02]
» No, it's
it seems if your phone gets next to the
[15:05]
microphone transmitter.
>> Is it outside?
[15:07]
» It's outside.
>> Has anybody got a phone who gets to
[15:09]
their car and puts
something in there?
[15:13]
Is it one of the police cars?
I don't know. I can't look at it.
[15:16]
» I don't know who it is.
>> the static through the microphone
[15:18]
» No, that's it.
>> Ours have to be physically plugged in.
[15:24]
But I can definitely hear it.
>> Oh, okay.
[15:27]
I thought it was just you.
>> There was no one speaking to you.
[15:30]
» I
don't check my phone and I'm like
[15:33]
» It's not my phone.
>> Maybe it's somebody's purse.
[15:36]
» I hear voices.
Can you hear it?
[15:39]
» I can hear it.
>> I cannot hear that.
[15:43]
I hear voices telling me that we need to
get an approval on this.
[15:51]
» So
So are we approving all the
[15:55]
appointments? Is that what the motion
is?
[15:58]
On this document?
>> I'm waiting for a motion.
[16:00]
» Okay.
>> Yeah, I move that we approve as amended
[16:04]
by Mike
this
[16:07]
list of appointments.
[16:10]
» We have a motion made to approve it in
the way they are listed currently with
[16:14]
the change of Mr. Bird's email address.
We have a second or any discussion?
[16:21]
» Second.
>> Seconded by Mr. Crown.
[16:28]
All those in favor
say aye.
[16:30]
» Aye.
>> Opposed the same.
[16:34]
Five vote vote.
[16:38]
Very much council.
>> All right.
[16:50]
» Discuss a possible action number nine on
request for the Cape
[16:56]
Fear Network to donate an air park use
for the youth fishing tournament to be
[17:00]
held on March 6th of 2027.
Uh this was brought in at the last
[17:06]
meeting and I think it was
If I was supposed to do any work on it,
[17:10]
I didn't do it. I'll just be honest
right now because I forgot all about it,
[17:13]
but I think we were just going to
discuss whether or not we want to
[17:17]
know whether we thought we should donate
the
[17:20]
property in time. Am I correct?
>> I think the discussion was about
[17:26]
liability
and those.
[17:28]
» Right.
>> And
[17:30]
we kicked some language back. Jamie,
where does that stand?
[17:34]
» So, I I've got a
draft coming up to send back to you.
[17:38]
Okay.
Cuz there's a couple of other things
[17:41]
that needed to be done.
>> Right.
[17:43]
» Clarified.
>> You you see the kind of Exactly. Yeah.
[17:47]
» Um so,
trying to
[17:51]
I'm almost done.
>> Okay.
[17:53]
» So, I'm going to kick it back to you. We
have to update our ordinance there with
[17:57]
that.
>> Perfect.
[17:59]
» Um
so, this is just to approve us donating
[18:03]
it. It's not to approve that we have to
sign a contract.
[18:08]
» Okay.
So,
[18:11]
okay.
>> So, we could move to say yes to the
[18:15]
donation if we wanted to.
>> Correct.
[18:17]
» Still to come, a revised contract that
covers liability and other stuff.
[18:22]
» Okay, well, then sign.
>> That they will be
[18:24]
» That they
>> will then sign.
[18:26]
» Okay.
[18:30]
» I second the motion.
[18:35]
» Is there a motion? Like a motion?
>> I like that motion. I make that motion.
[18:41]
» Okay, a motion has been made by Tony
that we accept the
[18:45]
date of March 6th and we will go ahead
and move forward to that 2027. We'll go
[18:49]
ahead and move forward with
setting a date for the support this
[18:53]
organization
>> the ordinance
[18:56]
» and
updating the ordinance.
[19:03]
And who is seconding it, Mike?
>> Yes.
[19:06]
» Okay. Seconded by Mike.
[19:15]
» Council, we have a vote. We have a
all in favor.
[19:19]
I say I.
Opposed the same.
[19:24]
I vote no.
[19:33]
Yes.
The vote is unanimous.
[19:42]
Okay, discussion regarding the budget
workshop. We have met
[19:46]
three times now. The council's met. The
council met with the department heads
[19:50]
twice.
And we met just the council on this
[19:54]
yesterday actually.
And we are meeting again
[19:59]
next Thursday. Is that correct?
[20:03]
Yeah.
July 23rd, we're meeting again to
[20:08]
work through some things. I went ahead
and passed out to council today kind of
[20:12]
a wrap up of where we're at with some of
items that are still hanging out. We
[20:16]
haven't really dug into the numbers yet.
Uh we've got a draft a second draft that
[20:22]
has been put together between
Sandy and myself and a couple of things
[20:26]
that have been talked about in some of
the meetings, but
[20:29]
uh we should have a final version up to
up to par in probably the next week or
[20:35]
so. What do you say, Sandy? Maybe two
weeks?
[20:37]
» I've gotten some new numbers in today.
>> Yeah.
[20:40]
Um
but we're going to have another
[20:42]
workshop. Obviously, the
public is available to come to any of
[20:46]
that. And I think we've made some very
good progress this year. It's a little
[20:50]
different. We are trying to put together
a
[20:53]
budget for 2027, but I also want to put
together a 28, 29, and 30 budget.
[20:58]
We have kind of the first time we've
ever done that so that we can
[21:02]
try to be a little more proactive with
our approach to running the city than
[21:06]
reactive
as I think we have been in the past.
[21:10]
I appreciate this council's work and
everything they've done with it. Joni
[21:13]
has
put together a couple of little
[21:15]
workshops for me. Michael did a
workshop. We've all been involved in it
[21:20]
and
try to look at different things that we
[21:23]
think will either make sense long-term
or even short-term changes that we can
[21:27]
make to benefit the community.
Help our help our employees and just
[21:33]
become a
better stewards of our citizens of our
[21:37]
city here.
I do appreciate everybody's work and
[21:41]
help with all that.
[21:44]
Council, do you have anything to say
about this?
[21:48]
» I like the uh
work that done by the two of Council
[21:53]
members that we've talked about. Plus
Rich done a lot of work on the street
[21:56]
department.
I think we're making a step forward
[21:59]
uh
for the benefit
[22:01]
of the city.
>> Great.
[22:04]
Thanks for your leadership.
[22:08]
I heard your voices again.
[22:12]
» Come here. Come here. I walked out
there. There's
[22:14]
a lot going on over there in the shop.
And that's what those workers are.
[22:17]
» Okay.
[22:20]
Well, good. It Look, it all takes a team
effort. It's a team effort from our from
[22:24]
our employees and from our department
heads to council to mayor.
[22:31]
And our constituents that show up and
give us their opinion to work on.
[22:35]
looking forward as well.
So, it's a group effort and we got to
[22:39]
got to continue to look and listen and
put together a plan that is going to be
[22:43]
beneficial for everyone.
[22:49]
Any further discussion on that?
[22:53]
Going for a record time for a council
meeting today.
[22:58]
Uh any announcements or whether calendar
I guess my announcement would be we do
[23:01]
have a workshop for the
27th.
[23:05]
Is that correct? And what day is that?
>> The 23rd.
[23:08]
» 23rd, I'm sorry.
At
[23:12]
1:00.
>> Yes.
[23:15]
Yes.
>> So, anybody that would like to again
[23:19]
come to see that, it would be great.
We'd appreciate your presence.
[23:25]
» Ice cream social Saturday night 6:00
here.
[23:31]
» Rain or shine?
>> Rain or shine.
[23:35]
» I hope nobody's had any water damage or
anything here. I don't think we've had
[23:38]
anything that we've reported here. We've
been somewhat lucky. We've been pretty
[23:42]
fortunate.
So, surrounding communities are not as
[23:46]
fortunate from us to the west and west
and
[23:49]
south, but
>> Still be Llano River aware.
[23:53]
» Hi, Grommet. It's still saying it's over
towards Mason and it's coming our way.
[23:58]
» Yeah, there's still there's still a
chance that we could
[24:01]
have some additional rain, hopefully no
flooding
[24:05]
or problems.
[24:09]
All right, anything else at all,
council, we want to discuss?
[24:14]
Um
All right, I will look for a motion for
[24:18]
adjournment.
>> I so move.
[24:21]
» Second.
>> So moved by Joni and seconded by Tammy.
[24:27]
We'll take us out of the meeting at
1:53.
[24:33]
» Record time.
>> Record time.
[24:35]
» We'll see you next
>> That's because of all the work we did in
[24:38]
the other meetings.
[24:42]
» Wait, can I get a copy of your
[24:55]
Is that okay?
Hi.
[24:57]
» Hey, what is your Facebook or something?
Someone made a post the other day
[25:00]
regarding McNair Park. Did you see it or
did someone say cuz Yeah, man.
[25:04]
» I did see that too.
>> What did they say? Did they come to see
[25:07]
all the talking masses?
>> Yes. So, what's
