[19:58] anything, but this law wants the dollar to be able to rub free and lose within a fifth area,
[20:05] not actually tied or to a fixed object, but a rope or a chain to prevent these animals from
[20:13] causing harm to themselves. But as I ride around, I see it all the time. So when we start
[20:18] enforcing this law, I just want to put this information out there prior to us enforcing the law.
