[3:04] name and is our plan to demolish the house and she's going to sell the

[3:09] property. So that's where we are right now. I have sent the letters to the

[3:14] cousins that are out of state. Neither of the ladies in who were living in the

[3:18] house had any children. So I had to send it to all all of us that were the

[10:28] 911 Kevin Spansel.

[10:38] » Good afternoon everybody. Um uh to start off I wanted to kind of give

[10:43] you a quick uh apology because we had a 12minute video that we were going to

[10:47] show. Um unfortunately the company who produced the video uh for Axon which is

[10:53] a vendor that we're we're utilizing to move to our new system. Um, their legal

[10:57] team hasn't released that video to the public yet. Uh, it was supposed to

[11:00] happen today. It didn't, so I apologize about that. However,

[11:05] I'll tell you a little bit about it. In the video, it starts off with a Hispanic

[11:10] speaking mother calling to uh let you know, let 911 know that her son, who was

[11:16] autistic, um, was missing. It took about four minutes to a language

[11:23] translator on the line to be able to determine what language they were

[11:28] speaking and then what she was saying and then another three to four minutes

[11:33] of back and forth conversation. So because of this the current system

[11:38] we're using and this is all over the country it delayed that patient care it

[11:45] delayed that child being found by almost eight minutes nine minutes just because

[11:51] of the language barrier. I think everybody can understand and agree that

[11:57] people are speaking a lot of different languages. We have a lot of issues with

[12:01] 911 where they call in and getting that information started is is a big problem.

[12:08] The second part of the video with the new system that we are purchasing and

[12:12] will go live with in January between January and February is going to help

[12:17] fix that problem. It utilizes AI to hear the caller's voice and then translate it

[12:24] into English depending on the language. There are

[12:28] currently 10 different languages that the the company does voicetovoice.

[12:33] So when the caller speaks Spanish, my call taker hears English. Then when my

[12:38] calls uh call uh taker speaks English, the caller hears Spanish. It takes about

[12:45] a second and a half to translate that into the AI voice.

[12:50] So, that's coming. The new big and greatest thing is that we're going to

[12:56] get GPS uh coordinates from every cell phone when it calls. We'll be able to

[13:01] get the X, the Y, and the Z. So, we'll even be able to tell what floor a

[13:05] person's on that's calling. Right now, about 90% of all of our calls

[13:11] are coming in cellular. So once we get that information and the caller gives us

[13:17] permission to access their phone, we can see what the caller's seeing. So if you

[13:21] have a school shooter, we're going to be able to see what's going on in that

[13:25] school. If you have a fire, we're going to be able to send that video to the

[13:30] fire department and they're going to be able to see the fire. They're going to

[13:33] be able to see that before they get there so they know if it's a run hot

[13:37] with lights and sirens or slow it down a little bit.

[13:41] Um, there's a lot of other stuff. I I don't want to I could spend an hour

[13:45] talking about it because I'm excited about it, but those are the big things

[13:48] we're going to see. However, what does that cost? There is a cost for that.

[13:53] That software is going to cost us and it's a subscription. It's moving us to

[13:57] cloud-bas.

[14:04] Motorola has also uh let us know that the current radio system that we are on,

[14:08] which was installed April of last year, will go end of life in 2030.

[14:13] I love Motorola. Anyway, um so we have a lot of stuff. Also, in our last class

[14:20] that we we just started, we had 10 applicants. We were able to have we were

[14:26] able to hire two. So, we have some pay increases that

[14:31] we're going to have to do to attract some more people from the southern end

[14:35] of the parish to come up on up to a meet and come work up here. It's it's a great

[14:38] place. And so, we need to get some people to come up here and do that. And

[14:43] for $17 an hour, you can be a cashier at Costco.

[14:48] No responsibility. 911 takes a lot more responsibility. So,

[14:53] we want to try to fix that, too. So, with all of that, I get into my

[14:58] presentation and the slides we have. So, in June of this year, uh, legislation

[15:03] passed to allow us to move the cell phone fee from $1.25 to $2. That's per

[15:12] wire line per month. So, the average caller is going to have see a yearly

[15:18] increase of $9. Um, with this information, this is done by

[15:24] legislation. It hasn't been increased since 2016.

[15:28] So, it really is time. We're looking at 10 years since the last increase. So,

[15:33] this is going to allow us to do all the things that we want to do, including

[15:37] expanding or building a new building.

[15:42] The proposal, um, do you want to put it up there or you don't have to.

[15:48] » No. Okay. Don't worry about it. It's okay. Um,

[15:52] what it is, again, we're just going to increase from $1.25 to $2. It's going to

[15:57] start January 1, 2027, and is supported by act 947, which was

[16:04] previously House Bill 463. It was authored by uh, Representative

[16:09] McMacken. Um, it basically took the legislation

[16:14] that was done in 2016 and it basically nullvoided it. It passed in the House

[16:19] and the Senate unanimously. Um, and again, it became law without the

[16:24] governor's signature. So, once it, I believe it's 22 days, uh, if it sits

[16:29] after it's been voted on and the governor doesn't sign it, it

[16:32] automatically becomes law, which it did. [snorts]

[16:37] Um, part of that law did change a couple things. one, we have to have a public

[16:43] hearing now before we're allowed to increase those rates. And before we can

[16:47] have that public hearing, we have to let all of the parish councils know. This

[16:50] will be statewide. So, this is me letting you guys know that we

[16:55] potentially will be increasing our rates. On Thursday, we will be having a

[16:59] public hearing. [snorts] Um, after that public hearing, our board of

[17:03] commissioners will vote on if we're going to go to the $2 or not. Um then

[17:10] after we do all of that, we are going to have to prepare a annual report that

[17:15] will come both to the parish council and to the secretary of state and to the

[17:19] governor's office of homeland security and about 10 other agencies that we will

[17:24] produce the number of calls we are receiving. [snorts] We will produce um a

[17:29] figure in what this increase has uh generated. All of that will be done on a

[17:34] yearly basis and provided to you guys sort of at a state of the 911 address.

[17:39] Um, and we'll do that publicly. Um,

[20:39] parishes. They're all represented with a number one or e 911 board director. Um

[20:44] we are fighting together to get that change because right now we're at their

[20:49] whim. Um so this will allow us to force them to provide that information to us.

[27:30] » All right. The last one is adoption of TP ordinance 2624, a resolution

[27:35] authorizing the parish president or his authorized designate to execute an

[27:40] intergovernmental agreement between the Tancho Parish government and the Tancho

[27:43] Parish Sheriff's Office regarding new construction of an inmate dormatory

[27:48] associated expenses and release liability. I think Sheriff, would you

[27:53] like to come and speak on that?

[28:04] be a test here. Okay, I got it. Good evening, council. Good evening, uh,

[28:08] President Miller. Uh, I want to I have a statement prepared. I just like to read

[28:12] it so I don't ramble and, uh, want to respect everyone's time here. I come

[28:17] [clears throat] to you today in a partnership with parish government

[28:19] regarding a new building dedicated to housing my agency's work release program

[28:24] operations. The partnership is founded through an agreement that commits parish

[28:28] officials to providing the physical structure of the housing facility,

[28:32] including all amenities as detailed in the pre-bid opening. The Tangible Parish

[28:36] Sheriff's Office commits to maintaining the structure and managing the

[28:40] operations that occur within that structure. I'm grateful to the parish

[28:44] for agreeing to fund the complete construction of this facility. Upon the

[28:48] finalization of the finer details of that agreement with the legal uh with

[28:53] the legal teams, I believe the end result will satisfy all outstanding

[28:57] legal matters between Tangible Parish government and the Tangible Parish

[29:01] Sheriff's Office related to the Tangible Parish Jail and concludes all litigation

[29:06] between the parish government and the sheriff's office. Uh your support of

[29:11] this productive engagement is most appreciated. And uh so what this is is a

[29:16] a work work release dorm. It will allow us to um you know replace the very

[29:22] outdated facility that our work release inmates are currently in. We house about

[29:28] 50. This will bring it up to about 180. So with that uh you know obviously it's

[29:34] an increase of much needed revenue for for our sheriff's office. Um, but it

[29:39] will not only uh help with the care, custody, and control of those inmates,

[29:45] but it will allow us uh to give them a road map to once they get out of jail,

[29:51] they're already going to be having a job. And, you know, they'll leave with a

[29:55] paycheck and hopefully land on their feet and be able to sustain sustain

[29:59] themselves where we won't come back. And uh I I appreciate the cooperation with

[30:04] President Miller and we've made great strides in the jail over the last uh two

[30:09] years plus that I've been in office and Jeffrey's been on the front line there

[30:13] and I I appreciate and applaud his his efforts and um and so we uh we've come a

[30:19] long way and uh we've done so with the help of of our parish government and I

[30:25] greatly appreciate that but we got a ways to go. So that any questions or

[31:44] enough to know when a meetings going quick, do not be the reason everybody

[31:47] stays late. [laughter] Uh so I just thank y'all for the support

[31:50] that y'all have given the school system over the years. We look forward to

[31:53] continuing that. uh to the community, just know that I'm coming. Whether it is

[31:57] another council meeting, etc. We need your help. It is not a oneperson job, as

[32:02] I said the other night, it's not a nine-person job. It is everyone in the

[32:05] district from the north end to the south end. We know we live in the best parish.

[32:10] Now, we're going to get have the best school system. Uh years ago, Mr. Miller

[32:13] and I had a talk and he said, "Ron, what do you want to do?" And I said, "I want

[32:17] to have the best school system." He said, "Why stop in just the state?" and

[32:20] he's right because our kids compete in regional uh against regional competition

[32:25] for jobs. So that's what we're going to do. We're going to start being the best

[32:28] in the state and we're going to work on out of that. So with your help, we're

[32:31] going to get there. Uh if you get a chance and when you see Miss Melissa

[32:35] Stilly, I would be remiss if we did not thank her for where she's brought us to

[32:40] this point. Now she's handing the baton to me and it's my job to get us to where

[32:44] I know we can be. So thank you for your support. Uh we'll take some prayers. So,

[33:19] and what you're going to do. And if you need some advice, you got my phone

[33:28] Mr. Jenko. I've seen your leadership and I truly appreciate all that you do for

[33:33] everyone that works for the TPO Parish School System. And you are very well

[33:37] respected, very much admired, and we are all beyond thrilled to have you as our

[33:42] next superintendent. So thank you. Congratulations.
