[2:35] so Section B2, Scott Mierman.
[2:39] Yes, thank you, Chair Romero.
[2:42] Good morning, commissioners.
[2:44] Is the Chair Romero indicated we do have
[2:47] to make a recommendation to the governor
[2:51] regarding the vacancy in House District 41.
[2:54] At this time, I'd also like to thank Susan Edda for her service to District 41, Miss
[3:03] Edda, served us for quite a few years in House District 41, represents four precincts
[3:13] within Tows County.
[3:15] With us today, we have New Laundah and Miss Hadamio, if you could step forward.
[3:21] Ms. Hadamio is one, the Democratic primary for the Democratic primary back in June.
[3:32] And Ms. Hadamio did send a letter that's in your packets asking for the appointment to
[3:38] fill a vacancy on House District 41.
[3:43] Ms. Hadamio will say, he works in the commission.
[3:48] Thank you, County Manager Brent, Haramio.
[3:53] Good morning, buenos días, buenos de Dios,
[3:58] en este día también.
[3:59] Especially with the rain.
[4:02] But every day is beautiful.
[4:04] Chairman Miguel Romero.
[4:06] Yes, ma'am.
[4:07] Commissioner Darlín Vihil.
[4:09] Commissioner Rambas-Careñas.
[4:11] Commissioner Bob Romero.
[4:13] Commissioner Antoinette Prosh, County Clerk, Vellery Montoya.
[4:19] Thank you for allowing me to be present here today.
[4:24] Tows is special.
[4:29] I hardly ever get emotional anymore.
[4:33] But today as I was driving in, I thought about my youth in Tows.
[4:39] I spent a lot of time on a teleno road. The famous house on a teleno road, you know,
[4:48] which one I'm talking about. That was my great aunt's house, Mrs. Eliza Montoya. She was
[5:00] Father to Adilana Montoya, and Adilana was instrumental in bringing the county court, the county
[5:10] building from the plaza here. And I spent time as a child playing on the floor upstairs
[5:17] there in his office. And then when they moved it here, he gave us a tour. My father and I came
[5:25] to visit him. And he asked my father, he had a Tienes tamochita, whole dishy. My father
[5:33] says, I think I was about maybe 12, 13. I wasn't a driving age yet. And he says, you
[5:39] know what? I can put her to work over here, tell me in my office. And my father always
[5:46] believing in me. He really did. My parents gave me a lot of liberty to dream big.
[5:55] That's
[5:55] said, hmm, no, I said, because I wasn't a driving agent, I didn't want to inconvenience
[6:01] my parents to drive me here daily. Well, now with wisdom, I told my children, I could
[6:08] have said, you know what, leave me at my Primo Tilanos and Primo Angelo's house in
[6:14] El Pradov for the week. And then you come pick me up for the weekend or just leave me with
[6:20] them, because I loved them so much. So here I am today. My T.I. Eliza was officially named
[6:29] Mrs. New Mexico Democrat. I remember watching her at the Tows Plaza for Democratic rallies
[6:38] when I was a child and being very impressed. And I used to say, I want to be like her.
[6:48] I
[6:48] all, but she was getting a lot of applause because she was saying some very important things,
[6:55] especially of course campaigning for her son Nathilano, and then later for her grandson,
[7:03] my primo Robert Montoya, may he rest in peace. So I, Yolanda, am here today asking for your
[7:12] support for ratification of my appointment from the four county commissions I've already
[7:18] received three appointments, rearing the county, sons of the county, and son of the
[7:23] wild county. And now here I am before you at Tows County. And I'm also communicating
[7:32] with Governor Michelle Hohan Grisham's office for an immediate appointment to fill this
[7:37] vacancy. As you know, I was elected on June 2nd as the Democratic nominee. And I am on
[7:47] a post in the November election for House District 41. Representative Susan Areira decided to
[7:55] retire early, so there is a vacancy. And I believe that I'm the one to fill that vacancy
[8:06] for the next few months. And I'm ready to begin representing officially. I have been attending meetings
[8:13] throughout House District 41 and here I am today to respectfully ask for your vote of confidence.
[8:24] Yeah, thank you. Ms. Hadamio, is there any questions from the commission to Ms. Hadamio?
[8:31] I just have to say comment, Heather. Yes, thank you. So welcome. Thank you for being here.
[8:37] And I, for what to look forward to working with you, we, I've been following you and I know you're, you're going to represent us well.
[8:49] So I just want to thank you for stepping up and, yeah, and so I look forward to working with you.
[8:58] position.
[9:04] Mr. Chair, I'll go ahead and move that we approve recommending
[9:09] you and Anna Haramio to fill the agency for House District 41,
[9:14] right, and send that recommendation to the Governor.
[9:16] And I will second that.
[9:20] I'd encourage we have the first-plate commissioner
[9:22] rushed second by Vice Chair Bill to call the motion.
[9:26] Yes. Yes. Yes. Yes. Yes. Yes.
[9:39] So we do have the letter prepared for the Governor for Chair
[9:43] Romero to sign so we'll send that off to the Governor's office a little bit later today.
[9:49] All right. With that, we have awards and recognition. Here's the service certificate for the

[11:33] have our county treasurer policy on to step on completing 21 years with the
[11:39] county and our longest standing employee has completed 28 years last week on
[11:46] on the 21st of August,
[11:48] Estina, Elo.
[11:52] So, a lot of longevity there.
[11:58] In Liza, I'm seeing Liza today.
[12:03] And then Felicia, if you can come forward, please.
[12:07] You might
[12:12] get a review of the name.
[12:14] Good.
[12:15] Well, that's our first that Chief Court of Us
[12:20] not taking the mic. So, we do have the certificate for 10 years of service,
[12:26] presented in Felicia Sanchez from August 2016 to August 2026. Thank you for
[12:33] your service to test County Felicia and everything that you do for us as
[12:37] office manager. Let's move.
[12:46] Next, have Randy Swazzo. Randy has spent
[12:52] a dollar time and the Human Resources Department,
[12:55] she worked her way up to be a HR supervisor.
[12:59] So we'd like to present you with a certificate
[13:02] for recognition of for your five years.
[13:05] Brian, thank you for anything you do for task counting.
[13:21] Thank you to everybody.
[13:23] And now we'll move on to public comments.
[13:26] Members of the public wishing to speak,
[13:29] shall limit their comments to three minutes.
[13:31] And remember that no accident may be taken.
[13:38] And you can go up here, you can just give your name.
[13:43] Good morning.
[13:45] My name is Chris Swedeen.
[13:46] I am Dean of Continuing Education and Workforce Training at Santa Fe Community College.
[13:52] And I'm here today in support of the Proclamation for Suicide Prevention Awareness Month that
[13:58] you are going to consider a little bit.
[14:00] But I just want to say thank you so much and that this is part of a statewide effort.
[14:04] The legislature in particular is really focused on suicide prevention and specifically
[14:10] as Santa Fe Community College to be involved over the next three years in a pilot project.
[14:15] So we've had two years, one more year, we've just signed an agreement with the statewide
[14:21] area agency on aging and they're going to be offering free trainings at all the different
[14:27] senior centers across the state coming out in the next few months.
[14:31] So we'll be sure and let you know when those are happening so that your citizens can join in and those are open to any person in the in the public who would be interested in attending.
[14:42] We've did off something called ABC asked be present connect suicide prevention training.
[14:48] It's a very simple program that helps people understand how to help someone in distress and simple steps to connect them to 988 and get them some help.
[14:59] you
[15:00] And so, anyway, I just wanted to say thank you for letting us come today to participate. And in addition, county, counties across the state are doing this as well. So Grant County passed a resolution last week as did Quay County. So we are literally going everywhere and encouraging people to pay attention to this really important topic. Thank you very much.
[15:23] morning.
[15:30] I'm in the 70 waters. I'm here to support a GBC. I have a monoprofit help outreach
[15:35] house. We've been very active in the Gorge Bridge with the Department of Transportation and I also
[15:40] have 20 years of mental health education in the community as well. Currently, the implementation
[15:46] director for Navi, which is a free teen wellness app that the health care authority is sponsoring.
[15:51] The Health Year has already chose Tows County to start this app.
[15:57] So we've recruited and hired, we actually got 25 applicants from Tows, from teenagers
[16:03] that were hired, we hired 15 that co-developed this app for teens.
[16:08] So it's four new Mexico teens, buying new Mexico teens.
[16:12] It's one of the reasons I like ABC because buying new Mexicans for new Mexicans, I think
[16:16] it's really important for us, especially our teens.
[16:20] So, I had the choice to do the mental health education in the first day or QPR, but I
[16:25] wanted to train our teens, they had a vocabulary when they were co-developing this app, so that
[16:31] they understood challenges, and they could also be a little sensitive, you know, I would have
[16:36] a little more sensitivity toward other teens in crisis. So, I had them trained in ABC, we had
[16:42] the Department of Health, Clary Miller come with the assistance, and they loved the training,
[16:48] get help to give them a vocabulary and it really supported them and they were grateful for it
[16:54] and they really did use it in the code development. And you can see that it represented in the
[16:57] app that they did, that they, excuse me, that they did work on. So I really hope that we continue
[17:02] to support any kind of mental health education for our team's community and the type of support
[17:07] that you receive. Thank you.
[17:12] Who else?
[17:18] The morning chair members of the commission. My name is
[17:21] Catherine Hummel, I'm the executive director of Dreamtree Project and I just wanted to come
[17:26] here today and say thank you for all of the support from the commissioners, from the
[17:31] Tells County staff. We celebrated the grand opening of the Nest Resource Center over at
[17:37] the old senior center on Friday. I appreciated for those of you who are able to be there.
[17:43] Still appreciate the support from those of you who weren't able to attend and I wanted
[17:48] to mention specifically actually all of the support from Gilberto in the facilities department.
[17:53] I know they've been working day in and day out on different things at the building and just
[17:58] really wanted to make sure that they were brought to your attention. It's not always the
[18:05] sparkle of the grand opening but it's always the nuts and bolts to keep it all going. So thank you
[18:11] Thank you so much for your ongoing support.
[18:26] That will move on to minutes approval of August 18th, 2026, for a year meeting, moments,
[18:35] minutes.
[18:38] Move to the present.
[18:40] Thank you.
[18:41] Minutes of August 18th.
[18:43] 2020.
[18:47] Second.
[18:49] Madam Clerk, we have a person, Vice Chairman Hill, second by Mr. Chair, Mr. Chair,
[18:57] Yes, yes, I sure have a health care room now. Yes, and we'll move on to presentations.
[19:08] First presentation will be a presentation of a proclamation in Clarees, September,
[19:13] a suicide awareness month and approval of resolution for 2026-40, a resolution declaring September,
[19:22] a suicide prevention awareness month and encouraging community participation in the
[19:29] state of New Mexico's free AAC, suicide intervention training program.
[19:45] A little bit ahead of schedule, so I wanted Chris to maybe come up and present this video.
[19:57] I did just email it to all of you.
[20:00] When she sent me the original email back to the beginning of August, she had a copy of the template,
[20:07] proclamation, resolution, and there was a quick yes to Chris, and I remember getting the email,
[20:13] and so, in those days that I immediately answered the email and sent it to her, Nell, to put on the agenda.
[20:21] And so, I'm going to have these ladies talk a little bit about the video and the website,
[20:27] do a little bit more. And as we know, not only through the Gorge Bridge, but Suicide has really
[20:35] hit all of Taos County pretty hard over the years. And we could all think of individuals that have
[20:43] have taken their own lives. And mental health is a crisis across the country, across the mixed
[20:51] go in most certainly here in our community and that's why it was also important that we do this
[20:59] resolution and proclamation. So we also do have the full version in the packet and then we also have
[21:11] but as both of you could come up.
