[1:08] in the hospital this morning with uh no brain activity so please keep him he's

[1:14] only 41 please keep Lieutenant Cortez and his uh family in your prayers and I

[1:20] have asked Pastor Scaro to also pray for him this morning please rise for the

[1:24] invocation and

[1:28] pledges let's pray Father in Heaven We Praise You for Your

[1:32] greatness that you are Majestic and holy and Sovereign over the universe we

[1:37] praise you for your goodness that you're kind and generous that you provide

[1:41] salvation to us through Jesus Christ pray for anyone here who has not

[1:44] acknowledged their sinfulness and submitted to Christ that they would even

[1:48] be saved today I pray that you would bless the men and women in our local

[1:52] government especially those in this meeting today that they would work hard

[9:58] the county directions officer Jailer um most memorable moment here at the county

[10:04] was when um got her police her peace officer

[10:10] license What She Likes most is her family spending time with them and she

[10:14] has nine grandchildren so thank you very much Deputy

[10:22] BX we appreciate you for 25 years next we have Robert rundles is

[10:29] Robert here with us hi Robert how are you sir Deputy rundles 25 years um works

[10:37] at Constable Precinct 2 born in Dallas I went to Carter High

[10:44] School trying to guess your age were you were you there in

[10:48] 88 now was a good year um went to a college at UTA and tarant County College

[10:56] a fact that no one knows about him he likes to paint and to read

[11:01] books uh what he likes to do for fun he likes to travel and take road trips with

[11:05] his family um he's been with the county he was a Jailer for 5 years a bayth for

[11:10] one year a criminal warrant Deputy for six years spent six years as a patrol

[11:14] sergeant and one year as a Judicial Sergeant uh what he likes most about his

[11:20] employment with tarant county is that it has allowed him to be a provider to his

[11:23] family and to live a quiet peaceful life and we thank you very much sir for your

[11:28] 25 years

[11:36] all right next we

[11:39] have uh is Valerie Allen here which I don't think Valerie's

[11:45] coming but she's with the 297th district court been with us 25 years if you're

[11:51] listening or watching Valerie thank you very much for your 25 years of dedicated

[11:55] service to tarant County

[12:01] all right next we have Jennifer hooks is Jennifer here hi Jennifer um been with

[12:07] us also 25 years her job titled is Criminal floor manager she was born in

[12:13] Harford City Indiana hooer and uh went to high school at

[12:17] Richland uh she has four children and what she likes to do for

[12:23] fun swimming and watching her boys play baseball her boys was 17 14 and 8

[12:30] um she has also been um in reception and booking in the jail she did that for 3

[12:34] years uh she was promoted to the bond desk which she did for 12 years and then

[12:38] transferred to the courts where she's been for 10 her most memorable moment

[12:43] was getting stuck in the elevator for 45 minutes her first day of work

[12:49] wow well you had no place to go but up no no pun intended

[12:55] um What She Likes is that even though she's been here a good long while

[13:00] there's always something else to learn and improve on Jennifer thank you so

[13:04] much for your 25 years we appreciate

[13:11] you all right is Cynthia Hicks here all right hi Cynthia how are you

[13:18] good so I don't have a form for you but you are with the county clerk's office

[13:22] you've been with us 25 years and we are very grateful for your 25 years of

[13:26] service to Taran County thank you

[13:36] Ed heac Mr Ed where are you 25 years with us Precinct 3 equipment maintenance

[13:41] supervisor you might know him and a great

[13:46] cook and an even better mechanic 25 years with us Precinct 3

[13:52] equipment maintenant supervisor born in haltam City went to haltam high school

[13:57] uh spent four years at County junior college got his associates degree in

[14:02] automotive technology and small engines three children three grandchildren he

[14:07] been a member of the Knights of Columbus for 48 years and he is a fourth degree

[14:12] Knight um what he likes to do for fun Smoke Barbecue cook help friends and

[14:18] family um he's active in his church and he's uh known commissioner

[14:25] Fus and judge Whitley a very long time and participated in United Way events

[14:30] and then home for Precinct 3 events um the best I noticed a theme Here the best

[14:35] times cooking was with the Knights of Columbus for over 20 years cooking for

[14:39] Special Olympics at UTA in Arlington on Memorial Day weekend they would cook

[14:44] lunch for 1,500 people on Friday and Saturday um until the Special Olympics

[14:48] move their annual event to San Antonio but he continues to help with special uh

[14:53] Olympics and local events he's also been a mechanic of heavy road equipment his

[14:58] most meor mble moment the birth of his children and

[15:03] grandchildren what he likes the most after 23 years maintaining and running a

[15:07] cemetery he found himself looking for a job took the job at the camp you've

[15:11] worked for 48 years you don't look old enough to work that long after 23 years

[15:16] maintaining and running a cemetery he was looking for a job took the job at

[15:19] the county for temp work until he could find a job he was actually looking for

[15:23] and uh it's 25 years of temp work I guess if you maybe you'll find something

[15:28] new um he has enjoyed his entire time here

[15:32] it is like family to him he served under three judges and two Commissioners and

[15:37] he told Gary commissioner Fus that he would wait and retire in December with

[15:42] him he couldn't have asked for a better career and uh when he retires he will

[15:47] continue to take care of his wife who has a disability after a surgery gone

[15:51] bad 10 years ago will'll continue to work with the Knights of Columbus and

[15:54] church with their Good Deeds he also volunteers and manages the church

[15:58] Cemetery for the last 25 years and will'll continue to do so you seem like

[16:02] a fantastic guy thank you Mr Ed for your 25 years of service to Taran

[16:12] County all right darinda Cummings darinda where are you Hi darinda how are

[16:17] you so they told me that you are the glue that holds the precinct for

[16:22] maintenance team together um 25 years you're now the business manager you're

[16:26] born in McKenna as she graduated from AEL High School um she has two daughters

[16:33] uh one is a graduate Alisa is a graduate of Baylor and an attorney and then

[16:36] Britney is The Graduate is a graduate from ouu she's a nurse practitioner she

[16:41] has three grandchildren ranging from ages 3 to 16 fact no one knows about her

[16:47] she has a real estate license uh she likes to travel for fun um other job

[16:53] titles in the county she has actually been in this same position for all 25

[16:57] years she's been here she took the position temporarily while an employee

[17:01] was out on medical leave and still here today um her most memorable moment 911

[17:08] uh Precinct four is in the flight path of the joint reserve base in me mechum

[17:11] airport um they hear planes all day long on 911 you only heard fighter jets which

[17:17] was pretty unsettling and what she likes the most she has great co-workers who

[17:22] are always eager to help and it's like having an extended family darenda thank

[17:25] you for your 25 years of service precinct for

[17:34] all right Evette where are you Evette Collins there you are how are you today

[17:40] I'm good good uh IET has been with us 30 years and she started in accounts

[17:47] payable which at that time was in purchasing she her she now works in the

[17:51] auditor's office Administrative Assistant 3 born in Fort Worth graduated

[17:56] from Western Hills High School um grad graduated from UTA with a

[18:00] BBA um she has one son um who graduated um from Texas Tech his undergrad and he

[18:09] has a masters from Tech in molecular pathology um this is really cool um is

[18:16] there anybody in here who has ever heard of Bob trick Woods anybody so this is

[18:22] many years ago but her dad Bob trick Woods played for the Harlem glob trods

[18:27] pretty cool um something no one knows about her she

[18:31] would like to write an inspirational book and am I right that Marcus Haynes

[18:38] um you know him very well I think a lot of people would know Marcus Haynes he

[18:42] was kind of the the star of the globe charg at that time and he recruited your

[18:45] dad to join another team when he left the Harlem Globe triers right yeah

[18:49] pretty cool um what she likes to do for fun um just share happy moments with

[18:54] family and friends um she's also been an accounts payable Clerk

[18:59] uh most memorable moment there are many but one that stands out is the reaction

[19:03] of fellow co-workers when bats were flying around the auditor's

[19:09] office um what she likes the most uh she has gained a wealth of

[19:14] knowledge and met some very interesting people she's also very thankful for the

[19:18] wonderful friendship she has gained while working here um she is an active

[19:22] member of Eastland Church of Christ and she is just a spectacular

[19:29] asset to tarant County and thank you so much for your 30 years of service to

[19:39] us okay Frankie McGill is with the Sheriff's Office Frankie is not able to

[19:45] be here today but has been with us for 30 years so let's please give a warm

[19:50] thank you and appreciation to

[19:54] Frankie is Carmen Garza here Carmen are you with

[20:00] us okay so Carmen is has been with us 30 years Carmen's a legal assistant born in

[20:06] Fort Worth graduated from Trimble Tech she has one

[20:10] child um in fact no one knows about her if you know you know if not you're not

[20:16] supposed to know so um what she likes to do for fun spend time with her husband

[20:22] Moses and her son Maddox shop and read um in 1994 she was the receptionist

[20:29] for the intake division in the DA's office for less than 30 days she was

[20:33] then promoted to legal secretary in the intake division her most memorable

[20:38] moments working offsite at the Fort Worth PD facility and transitioning from

[20:42] paper case filings to electronic case filings she enjoys coming to work and

[20:47] working with a great group of talented people let's give a big round of

[20:51] applause to Carmen Garza for 30 years

[20:59] all right also not attending uh lesie Stewart from

[21:03] Transportation Lesley's been with us 30 years let's give lesie a big thank you

[21:09] for 30 years of

[21:13] service and last but not least also can't be here today David paa who is in

[21:20] the deputy warrant division David is our only um 35y year anniversary today uh he

[21:26] was born in Fort Worth graduated from from Arlington Heights High School did

[21:30] some college at tarant County College has two

[21:34] kids um he likes to hunt fish cook barbecue and spend time with his family

[21:41] he's also been a peer support team member with the

[21:44] county um his most memorable moments are just

[21:48] those times when he helps others that just need someone to talk to um he is

[21:53] also retiring on July 31st after 35 years he will miss his job and lots of

[21:59] the people that he works with he's worked in the warrant division for the

[22:03] past 28 years um he has been involved in a lot of arrests there have been several

[22:08] people that have helped him lots of good people covering him too many to think

[22:12] it's been fun and very challenging at times and David enjoy your retirement

[22:17] next month and thank you very much for your 35 years of

[24:39] compassion and those who donate blood to help patients and urgent need of

[24:46] life-saving transfusions and

[24:50] whereas Carter blood care originated in tan County in 1951

[24:58] one serving citizens throughout the fort wor metro area as well as over 50

[25:08] counties across Texas as one of our state's largest and leading nonprofit

[25:16] Community Blood Centers though though the collection

[25:21] testing stores and distribution of more than 400,000

[25:28] uh four 440,000 units of blood products each year and whereas the mission of

[25:38] Carter blood care is to save lives by making

[25:44] transfusions possible is itself made made possible

[25:50] through the support of tan County blood donors and whereas tan County Imports

[25:59] Carter blood care life saving Mission and longtime role in our community now

[26:07] therefore be resolved that we the Commissioners Court of Teran County do

[26:13] hereby Proclaim June

[26:18] 14th 2424 as National Blood Donor day in tant

[26:25] county and encourage our citizens to donate blood or volunteer their time

[26:33] with Carter blood care further we publicly salute the service of blood

[33:46] that Dr bird is a competent physician with a reputable professional standing

[33:54] is legally qualified to practice medicine in Texas and is a resident of

[34:00] Fort Worth Texas he is therefore qualified to serve as Teran County's

[34:08] Health Authority I would add

[34:14] as just a personal observation that I've known Dr bird for a good number of

[34:22] years uh have worked with him in his capacity and as a member of the fort bur

[34:29] city council that goes back several years and I am uh

[34:36] pleased I am thrilled actually that uh

[34:42] he sees leadership of our public health [Music]

[34:49] authority to be his next adventure in life and a mission to which he will

[34:58] dedicate his time talents and service and I welcome you to the Taran County

[36:28] stakeholders listen to all the leaders in the health departments around the

[36:33] counties and and and the leaders in Taran County of all the different health

[36:38] organizations and we will be an organization that works hard that's

[36:42] conscientious uh we will work according to our strategic plan and we will work

[36:47] uh very diligently to carry out the mission of the organization so um I want

[36:52] to thank uh Mr Chandler Meritt for uh trusting me on this I won't let you down

[36:57] sir um and I would just be in error if I didn't point out that I'm here with my

[37:03] amazing wife Stephanie um who uh commissioner Brooks referred to

[37:08] yesterday as one of his shirros and uh I agree with you sir she's an amazing

[40:06] believe seven nine facility locations spread throughout uh for this spe

[40:11] specific facility it's they're getting 13 million of the overall 133 million

[40:16] Bond allocation but this does not impose any financial obligation on the county

[40:21] we don't repay the bonds we're not responsible for the bonds we are a pass

[40:24] through based off of the IRS code uh they have to legally require our

[40:29] approval prior to the issuance of the bonds it gets packaged up and goes to

[40:33] the Attorney General's office for consideration after all the approvals

[45:28] they've done some environmental bonds so they have a process in place and under

[45:32] the government code you have to have a government entity issue these bonds I

[45:36] get I get the process let me read this it says Republic Services Inc

[45:43] corporate and or one of the more subsidiaries or Affiliates thereof

[45:48] doesn't mean Republic specifically it could be Affiliates or subsidiaries okay

[45:53] it's very Broad and base uh financing or refinancing Capital

[45:59] Improvements side improvements equipment Acquisitions related to The Borrowers

[46:04] solid ways to exposal facilities and collections operations including

[46:09] facilities let me get down to the important issue operations located any

[46:15] one or more of the following locations within the language

[46:19] judge they can actually refinance debt now if you're a private entity and you

[46:24] take on some debt that you become upside down cuz you can't increase due due to

[46:28] cost so you run out and get some taxfree money to pay off taxable money or

[46:33] liabilities that you already assumed we don't know where the money's going and

[46:37] so I look at the documentation for specifics to our $13 million it's not in

[46:42] the packet what are they going to do with our $13 million that's what I want

[46:47] to know are they going to do a subsidiary are they going to buy new

[46:50] trucks are they going to pay off all debt just what are they going to do and

[48:14] solid waste collection why is Mission in hadalo

[48:20] County the umbrella for all 133 million in bonds we need a lot more information

[49:01] shows a sanitary Land Fill already exists in this area I understand that a

[49:05] public hear you've been told the public hearing to the public hearing nobody

[49:10] appeared what I want to know okay solid waste disposal is important and it is my

[49:16] understanding that the county needs more landfill space however this consented

[49:21] agenda item does not elaborate as we've been told before about how the $13

[49:25] million all ated to Taran County will be used nor does it discuss any potential

[49:32] adverse impacts on the surrounding population I think that we owe it to the

[49:38] residents of that area and people concerned about that area which holds

[49:42] meaning for them to know exactly what Republic plans to do thank you thank

[50:23] services and I find that they are the second largest tax second largest trash

[50:30] hauler and they're essentially they are a vertically integrated Monopoly they

[50:36] own the local facilities for collection and they own the disposal facilities

[50:42] they own it all when I see something produced in the

[50:49] handout appears to have been created by the

[50:53] lobbyist for a little economic Development Corporation I mean the

[50:59] letter sir um there's a letter in support of this package addressed

[51:06] to judge O'Hare and it was dated in April of

[51:12] 2024 and it appears that all the staff work for this is based on two little

[51:19] numbers one is a total of $133 million for issuance of bonds for a bunch of

[51:26] counties and one is a total of $13 million for

[51:31] Taran County but I don't know what they're going to do with the $13

[51:36] million what will Republic Services do that is worth 13 million dollar worth of

[51:43] foregone revenues from the county in order to earn this Bond money how much

[51:51] money will the bond issuer make and how much money will the lobby for the bond

[51:57] issuer which is the firm brace will Patterson what how much will they make

[52:03] what's the budget for this what's the purpose why are we doing it I'm asking

[52:09] that you pull this from the agenda today and provide us with answers to those

[52:15] questions so that the rest of you can evaluate realistically is this in our

[52:21] best interest or not I realize that as a liberal I tend not to be in favor of

[52:27] corporate welfare and it seems to me like a $13 million donation of revenue

[52:34] bonds from the county is kind of corporate welfare which might have been

[52:39] spent on something like child care or education or health care or filling the

[1:01:13] commissioner Simmons's office with regards to this briefing item uh and uh

[1:01:18] I'll just read through the questions and then the information I have right now so

[1:01:22] uh the first question was is was there a dedicated budget set up for the EIT or

[1:01:27] elections inte Integrity task force I confirm with Helen that we do not have a

[1:01:32] dedicated budget that has been set up for the elections Integrity task force

[1:01:36] uh the second question was is how many full-time positions make up the

[1:01:41] elections Integrity task for uh task force uh provide Department's title and

[1:01:45] salary so uh to my knowledge there are no full-time positions which are solely

[1:01:50] dedicated to the elections Integrity task force but to give you an idea of

[1:01:55] how it's embedded in two departments that I know of which would be the cda's

[1:01:58] office and the Sheriff's Office uh in the cda's office I believe there are

[1:02:02] approximately three attorneys uh that work on this uh and those those average

[1:02:10] the the grade is anywhere from a 72 to a 75 and the average salary kind of of

[1:02:16] those three is $106,500

[1:02:19] uh in the Sheriff's Office there's at least one investigator that works on the

[1:02:24] elections Integrity task force uh typically that is a 53-2 stepf the

[1:02:31] midpoint for that type of investigator is $

[1:02:37] 73,9 the next question I received is how is labor tracked against tasks

[1:02:42] associated with the E uh I'm not aware of any separate tracking for cost of the

[1:02:47] E that would be within the department since there's no specific budget set up

[1:02:51] for it so uh I've asked that question but I've not received any uh information

[1:02:55] back with regards to that specific question uh how many complaints have had

[1:03:01] charges filed uh according to the cda's office there have been 12 complaints

[1:03:06] which have been investigated and as of today no charges have been filed uh in

[1:03:12] the Sheriff's Office uh they have they report that they've had they've had

[1:03:18] approximately 70 complaints that have been

[1:03:20] received uh and then the last item I was asked was the salary of one individual

[1:03:25] in the cda's office uh that's glennice mcin and her current salary is

[1:03:31] $163,500 and I believe that constitutes the

[1:03:37] questions I received ma'am so is um Miss mcen uh she's one of those three

[1:03:45] attorneys in the cda's that's my understanding yes ma'am okay she's kind

[1:03:50] of the head of the unit and then there's two attorneys that get the cases

[1:03:54] referred to them for investigation okay so she's head

[1:03:58] of the task force or unit is she part-time no she's a

[1:04:05] full-time employee I believe this this encompasses a portion of her duties but

[1:04:10] it's not all of her duties

[1:04:14] okay and 12 complaints to the cda's

[1:04:20] office zero charges correct that's my understanding yes ma'am and 7

[1:04:26] 70 complaints received by the Sheriff's Office yes ma'am that's correct what's

[1:04:30] the disposition on those I don't have any information on the disposition the

[1:04:35] only other comment I got was that some of these I don't know how many are still

[1:04:38] being actively investigated okay but I didn't get a

[1:04:43] specific number on where they were with the disposition of the 70 complaints all

[1:04:47] right and when when was the task force um stood up when was it instituted what

[1:04:53] was the date uh some last year I don't I'm sorry I didn't have that I don't

[1:04:57] have that specific information uh but I can certainly try

[1:05:01] to try to find that if you'd like me to I just don't have it available right now

[1:05:05] yeah well that that's okay uh you know

[1:05:09] I'm it's it's remarkable that neither the da or

[1:05:17] Sheriff are here to brief us since this this was their idea this

[1:05:24] task force was their idea um they were such enthusiastic

[1:05:29] enthusiastic supporters of having this task force um so I expected to be

[1:05:35] briefed by them and not you and I appreciate

[1:05:39] you trying to get the information it seems as the County

[1:05:47] Administrator you should have been able to get answers to four or five questions

[1:05:51] that we sent over but listening to you go I I don't know um I can't get that

[1:05:59] information is is concerning but um not unremarkable um so we are approaching a

[1:06:09] big election cycle we um have dedicated funds and and staff to this task force

[1:06:17] and I just wanted to see if after here um it's been performing or if it's

[1:06:24] necessary um with 82 complaints in a uh County of 2.2 million it it

[1:06:34] seems like a waste of taxpayer dollars to me so um hopefully at some point we

[1:06:41] can get a full update from either the district attorney or the sheriff on the

[1:06:48] um necessity of this election Integrity

[1:06:54] task force um um I do know of a complaint that has

[1:07:00] been received because it's uh from my precinct um would you happen to know

[1:07:07] anything about any complaints uh particularly one involving the Mansfield

[1:07:14] Independent School District I I do not have any information on any complaints

[1:07:18] with regards to this since that's basically law enforcement functions I

[1:07:22] I'm not privy to active invest investigation details if if it is indeed

[1:09:20] of intimidations to its citizens instead it should protect its citizens by focus

[1:09:25] on proc uting those who break the law groups like to True Texas Project

[1:09:30] recognized by the Southern Poverty Law Center as an extremist group what

[1:09:35] message are we sending to them what message is sent when you do

[1:09:39] not act on voter in irregularity like those exposed in Mansville that Miss Sim

[1:09:43] was just talking about we've heard nothing about that the message that we

[1:09:49] get are is that you are only concerned about certain people non political

[1:12:25] all of those years the County elections lacked integrity that's the intimation

[1:12:34] matter of fact back in November 22 when you were elected Deacon oad the headline

[1:12:40] of the Ford worth business press read and I'm quoting Republicans still reign

[1:12:46] in Taran County my point is that the formation of the task force was not

[1:12:50] birthed by Dirty partisan politics so besides the obvious public persecution

[1:12:56] and attempted judicial lynching of Crystal Mason where is this rampant

[1:13:02] elections fraud the very fact that there has been so little push back on the very

[1:13:17] needed to ensure Fair election is based on a b baced lie the task force

[1:13:29] subvert confidence in elections and dissuade voters from participating in

[1:13:34] democracy including through melon ballots there's simply no credible

[1:13:39] evidence of extensive V of fraud in Taran County let's just tell the truth

[1:13:44] and shame the devil uh the real aim of this task force is to inhibit voter

[1:13:49] participation this is the case of the emperor has no close the social e

[1:13:55] ethical problem inherent in the makeup of this task force is that it is helmed

[1:14:00] largely by elected officials an elected County Judge an elected sheriff and an

[1:14:06] elected da a County Judge who receives a campaign donation from a contractor with

[1:14:11] a questionable track record and turns around and awards awards that same

[1:14:16] contractor with the multi-million dollar contract a sheriff who has had to ccel a

[1:14:22] contract with the private prison that violated state standards and fired two

[1:14:26] jail EMP employees who participated in actions related to the in custody death

[1:14:32] of Anthony Ray Johnson without following protocol and then having to rehire those

[1:14:37] that he fired a DA who is so fixated on making crystal Mason an example that he

[1:14:43] hasn't yet brought charges against those responsible for Anthony Johnson's in

[1:14:48] custody death these are three members of an election Integrity task force this is

[1:14:54] a blame case of the fox than your time is up the Cure is worse than the

[1:15:31] commissioner for asking this item be on the ballot for on the ballot for

[1:15:35] discussion on the agenda for discussion um you know I have helped hold uh the

[1:15:41] last four elections in this County and I have helped post that notice about

[1:15:48] calling the Integrity unit and I have helped lay down on the table that people

[1:15:53] see as they come in to vote the suggestion that you call the county but

[1:15:57] I just want to recall for you guys it's fundamentally

[1:16:03] flawed that you would set up an election Integrity unit that is headed by elected

[1:16:09] officials now if we were truly interested in pursuing the concerns that

[1:16:14] we report to be interested in we'd have a

[1:16:18] nonpartisan public interest entity heading this up but it's very clear to

[1:16:23] me and even more clear after a public forum I attended last week that that is

[1:16:29] not the intent of this Integrity unit last week I was able to participate in a

[1:16:34] public forum on voter suppression there were representatives there from the

[1:16:40] NAACP the League of Women Voters and lulac and by the end of this meeting

[1:16:46] after we reviewed any number of things that have

[1:16:50] occurred the general conclusion was Tarrant County

[1:16:55] Texas is the epicenter of voter suppression now when would people jump

[1:17:01] to that conclusion well one is Crystal I mean obviously this is a case of

[1:17:07] persecution against this woman one is the whole concept behind the Integrity

[1:17:13] unit and the rumors that fly all over the place that the DA's hire to do this

[1:17:18] job was promised an uncontested Republican

[1:17:21] primary which didn't occur and she lost the primary but nevertheless it's not

[1:17:26] the first time somebody's been lied to uh to get them to do something that they

[1:17:31] probably wouldn't do otherwise so the point of my message is this you need to

[1:17:37] disband the Integrity unit and recreate one that is led by public interest

[1:17:43] nonprofit organizations that believe in the right to vote not elected officials

[1:17:49] that try to suppress the vote thank you for your time thank

[1:17:57] Office and JPS staff update regarding incident in the tant county

[1:18:03] jail still good morning uh so Sheriff's Department was was unable to brief on

[1:18:10] this item as well uh as I've done previously I have the media release in

[1:18:13] front of me which I intend to read into the record uh we do have a

[1:18:16] representative from uh JPS here Miss daffan Walker who is their general

[1:18:20] counsel and I believe she'll be making comments uh following my my reading this

[1:18:24] into the record uh so this is dated May 28th 2024 reference of death in custody

[1:18:30] on May 27th 2024 tarant County Detention officers found an inmate unresponsive in

[1:18:36] her cell at approximately 9:15 a.m. on this same date the inmate was examined

[1:18:42] in the medical area refused any further medical treatment and requested to go

[1:18:46] back to her cell just before 11:00 a.m. staff responded to a medical emergency

[1:18:51] when the inmate became unresponsive John Peter Smith Hospital medical staff began

[1:18:56] life-saving measures and administer Naran to the inmate twice MedStar

[1:19:01] arrived and transported the inmate to JPS where she was pronounced deceased

[1:19:05] the inmate had been in custody since May 16th 2024 she was being held on a

[1:19:11] warrant out of the North Richland Hills Police Department for a charge of theft

[1:19:14] of property between $2,500 and $30,000 and a parole violation the Taran County

[1:19:20] Medical Examiner will release the inmates name and cause of death all in

[1:19:24] custody deaths are reviewed and investigated by Taran County Sheriff's

[1:19:28] Office jail staff the tcso criminal investigations Division and outside law

[1:19:33] enforcement agency JPS medical staff the Texas commission on jail standards and

[1:19:37] the Taran County Medical Examiner office and the Texas Attorney General's office

[1:19:42] with that if it's okay with the court I'll ask Miss Walker to come up and make

[1:19:45] comments from JPS

[1:19:57] Commissioners um I'm here as a representative of JPS in connection with

[1:20:01] the item on the agenda that um Chandler was just speaking about um at the time

[1:20:08] the inmate um was in the tan County jail and ultimately transported to JPS via

[1:20:13] ambulance and first let me say that our hearts go out to her family and friends

[1:20:20] um the inmate was pronounced deceased at JPS following successful attempts to

[1:20:26] resuscitate her um and as is true with any patient requiring Emergency Medical

[1:20:31] Services at JPS and out of respect for the family and her loved ones there is

[1:20:37] no public statement that we are able to share about her care however should the

[1:20:42] family have any questions about the care um that she received once she was uh

[1:20:47] arrived at the hospital we're happy to sit with them and answer those to the

[1:20:52] best of our ability thank you thank you all right questions

[1:20:57] or comments I I do uh Miss Walker but before you take off um thank you for

[1:21:06] coming to provide us this briefing um I I think it's important to hear from JPS

[1:21:14] because obviously y'all play the critical role y'all play a critical role

[1:21:21] in our jail when emergency situations occur and just

[1:21:26] daily uh providing healthc care services so I know you can't say much but in

[1:21:32] general terms I'd like to understand what occurs when an inmate refuses

[1:21:39] Medical Care well it would be the same as anyone

[1:21:44] who has the right to refuse Medical Care um and obviously if there's an emergency

[1:21:50] situation we arrive to to try to administer care um if if an a person is

[1:21:56] still responsive and does not want to receive that care they do have the right

[1:22:01] to refuse it so is there some type of form they

[1:22:06] have to complete or how do you just or you just say I don't want Medical Care

[1:22:14] how how are you JPS covered um in the event in an event like

[1:22:22] this somebody who refuses Medical Care according to you guys and then they die

[1:22:29] yeah generally speaking any you know interaction with patients are going to

[1:22:33] be documented in the medical record um so I can't speak specifically to this

[1:22:38] case but that is generally what happens is we're going to document what's going

[1:22:42] on with the patient so notes or do they have to complete a

[1:22:47] form um not necessarily they don't have to we can't force anybody to sign

[1:22:52] anything

[1:22:57] okay all right do you have anything okay that's

[1:23:03] it thank you okay thank you um our

[1:23:08] Sheriff again refus to come and brief on this this

[1:23:22] every citizen um

[1:23:27] he'll pick and choose when he talks to the media and who he gives an exclusive

[1:23:33] to but um the citizens of Taran County I've heard your questions I've

[1:23:42] heard from the family um I can't answer your questions the Sheriff's Office can

[1:23:48] answer your questions JPS can answer your

[1:23:52] questions um and of course it's still early in the

[1:23:57] investigation and again I do appreciate um JPS for coming down but um

[1:24:05] our sheriff is again absent and I do have questions for him

[1:24:12] just natural questions for me and lots of questions

[1:24:16] from the community um one thing I would like to

[1:24:22] know and that see we do have public speaker so hopefully some questions will

[1:24:27] get answered or asked they won't get answered obviously because your sheriff

[1:24:32] is not here [Music]

[1:24:36] um I I'm very interested to know and maybe JPS knows I I don't know

[1:24:43] how long Chassidy boner was in her cell

[1:24:49] before uh she was checked because the mother said to me

[1:24:57] that she was um her cmate attempted to contact the staff for

[1:25:05] a couple of hours so I don't I don't know that and so it would be good to

[1:25:12] hear from the sheriff's office um on that

[1:25:19] um and what condition was chassity in and she arrived D at the jail what time

[1:25:26] did she arrive what was the staff at JPS told

[1:25:32] about her or her condition when she arrived

[1:25:38] um when will the family hear from the sheriff's

[1:25:45] office um they contacted the mother she was driving and while she was

[1:25:54] driving she told them she was driving um she pulled over and they told her chass

[1:26:02] was deceased uh since then she has not heard anything from the sheriff's office

[1:26:08] is that protocol um does the Sheriff's Office

[1:26:12] reach out to families when there's a death other than the death notification

[1:26:19] so lots of questions um and it's it's unfortunate that our Sheriff doesn't

[1:26:25] value our citizens uh even our um

[1:26:31] inmates enough to come down here to Commissioner's

[1:26:36] Court and and be courageous enough to take those questions from the

[1:26:43] public anything else from Court members that we have speakers for this

[1:26:49] first is lon Burnham following Lon Burnham we have Lon Bratton and I

[1:26:55] believe Pamela Taylor are on the same form but if there's if you're both here

[1:27:00] you're welcome to come up first once again thank you

[1:27:09] about this concern almost two years ago now I told the previous Court I would

[1:27:14] not come and speak at every Commissioner's Court meeting unless

[1:27:18] there was a death in the jail there have been so many unnecessary deaths this

[1:27:23] year I want to talk first just a little bit about Miss boner and the situation

[1:27:29] of previous deaths in the jail that involved supposedly we can't trust

[1:27:34] anything coming out of the jail at this point but

[1:27:37] supposedly uh illegal drug trafficking within our jail now some countywide

[1:27:45] elected officials like to go around and talk about the porous Border in South

[1:27:51] Texas hundreds of miles away from us we have a porous gel with people dying

[1:27:58] because we do not have adequate management of this jail I want to lift

[1:28:04] up to you what everybody in this town that talks about anything going on with

[1:28:10] County government knows that partial video of Anthony Johnson definitely

[1:28:16] looks like some sort of homicide we have a right to see the

[1:28:23] entire video we have a right to know the truth and so far this Sheriff has denied

[1:28:31] us that right I'll make references back to comments about sunshine and openness

[1:28:37] in government this County government is a failed entity when it comes to

[1:28:44] openness and accessibility for what's going on here and

[1:28:50] finally there's a moment of opportunity here we have a failed Jael and a recent

[1:28:57] retirement we need to pursue a nationwide search for the next head of

[1:29:03] the jail this next head of the jail should not be an internal hire it should

[1:29:10] not be a crony with the same ideological predisposition of our Sheriff it should

[1:29:16] be a professional Nationwide search for replacement to

[1:29:23] correct all of the ills that afflict this jail I'm just going to end with the

[1:29:29] same lament that we've said many many times talking about the

[1:29:35] inappropriately incarcerated people with Mental Health

[1:29:41] crisis Campbell is still there it is totally inappropriate that

[1:29:48] this person is being detained I know of too many people that are being detained

[1:29:54] at length in this jail for their mental health issues and not receiving the help

[1:29:59] they need is Campbell going to be the next death in this jail because no one

[1:30:40] why she passed away um we haven't received any calls from JPS or from the

[1:30:45] sheriff's office um and we would like to know if we'll be able to see records of

[1:30:53] her condition what she was treated for if she actually

[1:30:58] did um you know reject care and who did she reject it from was it the medical

[1:31:04] staff at Taran County Jail was it at JPS um the young lady that was up speaking a

[1:31:12] minute ago I couldn't quite tell if she meant that chassid you know refus Care

[1:31:19] at JPS I don't think she could have done that if she was unresponsive

[1:31:24] and they said on the news that she was unresponsive for 2 hours that wasn't

[1:31:28] just said by her cmate they actually reported that on the news on Channel 8

[1:31:33] that she was um unresponsive for two hours so we we want to

[1:31:38] know when our questions will be answered um and some of the questions that the

[1:31:44] commissioner asked as far as what was her condition when she was brought to

[1:31:48] the hospital

[1:31:51] um you know that that that's what we need that's what we

[1:31:56] want um and then it was reported that she was given norcan we would like to

[1:32:00] know why so we haven't gotten a full story from anyone U we've gotten bits

[1:32:05] and pieces of what sounds like um things are just kind of being regurgitated

[1:32:11] from report news reports or you know maybe what's coming from the the jail or

[1:32:17] what JPS has said but we would like concrete evidence of everything that's

[1:32:21] that's being said

[1:32:31] those are the questions and those are our requests thank you thank you so

[1:33:11] then is transferred to Terry County complains of a backache and less than

[1:33:16] two weeks of her arrival in sheriff wilborn's jail she is murdered shame on

[1:33:22] Taran County for thinking for one moment we believe the narratives of this

[1:33:27] obnoxious Antiquated vicious facade of a system Stevie one and Ray Charles could

[1:33:33] see Crystal clearly through this Force I have a few questions that surface and

[1:33:39] they may sound rhetorical um why was a person given

[1:33:46] noram that had been in custody for 2 months you mean to tell me there there

[1:33:51] are drugs and you're supposedly model jail why won't the sheriff come

[1:33:57] and be held accountable frankly I don't blame him he's in a system of

[1:34:02] non-accountability your magistrate why are you the target of the legitimate

[1:34:07] anger of so many people perhaps it's your own blatant hypocrisy when you tell

[1:34:13] us if we're not in the courtroom to speak that we'll be passed by but when

[1:34:18] your homeboy come in your well Wisher come in you turn around and pick the

[1:34:22] paper up out of the trash let's call the people that look like me angry Negroes

[1:34:28] but what about the good Caucasian people that come in here week after week and

[1:34:34] complain I appreciate them because we don't just have a negro problem we have

[1:36:51] interact someone who can advise and act to correct obvious errors like ID

[1:36:57] persons being placed in jail pending competency hearings we we know that they

[1:37:02] will not become competent we believe we need a County

[1:37:07] public defender with a unit focused on citizens with ID Anthony Johnson should

[1:37:13] not have had commit violence to get the help that he needed we need counties to

[1:37:18] require the state to take custody of their inmates and the the state to fully

[1:37:24] fund mental health facilities our County Jail should not be the number one Houser

[1:37:30] of people with mental disabilities we repeat our call one

[1:37:35] proper placement of citizens with mental health concerns two reduction of

[1:37:39] pre-trial uh population by speedy magistration three fully educate

[1:37:44] officers and citizens on the diversion program getting a lot of people saying

[1:37:48] they don't understand what they are need somebody to help explain it stop the

[1:37:52] imprisonment of lowlevel nonviolent offenders work with our

[1:37:58] community for real solutions and I just try to come up with the answer yourself

[1:38:03] what does it say that those who those in power claim to be powerless to do

[1:38:11] something about our ID problem what does that say either you're

[1:39:32] judge O'Hare for your state of the county speech outlining your commitment

[1:39:38] to a smaller jail population and more Mental Health Services instead of a new

[1:39:44] jail and your goal toward a new local state psychiatric hospital we support

[1:39:51] that second agenda item 12b look at it do you recognize how

[1:39:59] offensive it is that the death of chidy boner a human being in the County's

[1:40:07] custody is referred to here as an incident yes and how offensive it is

[1:40:15] that the sheriff has no respect to be here no

[1:40:21] Humanity more specifically recently the family of Anthony Johnson and they're

[1:40:27] here expressed their outrage when they watch the full video of his death and

[1:40:33] realized the amount of time that elapsed before Mr Johnson was first cared for by

[1:40:39] JPS workers when the Justice committee

[1:40:43] started this work with you two years ago we were glad to find a thorough contract

[1:40:49] between MHMR and the county that the sheriff also signed but there is no

[1:40:56] comparable contract between the county and

[1:41:01] JPS there does not seem to be any contracted coordinated standard of care

[1:41:08] or set of written expectations as to how these three

[1:41:13] entities the jail JPS and MHMR interact coordinate Andor prioritize their

[1:41:22] services in Mr Johnson's situation for instance

[1:41:27] what document identifies accountability what protocols can you

[1:41:34] ask the sheriff to share with the public to demonstrate what all three entities

[1:41:39] did or didn't do to follow contracted standards we've already seen two jail

[1:41:46] officers fired and then reinstated because proper procedures

[1:41:52] were not followed do the staff from the jail JPS and MHMR

[1:41:58] know how they are to interact with each other in an

[1:42:03] emergency what is the expected time frame within which a Jailer or JPS is

[1:42:10] supposed to care for an unresponsive inmate do we

[1:42:17] know I would like to ask the county to carefully examine this lack of coordin

[1:42:23] ated contracted standards for service thank you your time is up thank you pton

[1:43:27] all according to St Augustine I'm currently 27 years old by the time I am

[1:43:33] sworn in I will be 28 and one of the youngest Congress reps in the state of

[1:43:39] Texas on my campaign Trail I asked my neighbors my voters Faithfully

[1:43:45] one what change would you like to see in your neighborhood and two if you can

[1:43:49] make or change one law what would it be I mentioned my age previously because I

[1:43:53] want all of you to know that I have a lot planned for my 30s I mean I sat down

[1:43:57] and I visualized it but one thing that I could not fathom is being mutilated and

[1:44:03] disregarded after being given a lifelong disability by a company welcomed into

[1:44:09] the City by our leaders I couldn't fathom that at the early age of

[1:44:16] 31 after being decapitated at the FedEx warehouse Miss Robinson was informed

[1:44:22] that came back with the conclusion that the belt that she was working on was

[1:44:27] built improperly I couldn't fathom waiting for an emergency contact instead

[1:44:32] of the ambulance with pieces of my fingers missing I couldn't fathom being

[1:44:38] discharg after they realized that the pain and the trauma that I had endured

[1:44:43] caused an active miscarriage that I would now be forced to carry out by

[1:44:48] myself I couldn't fathom despising something as simple as rainy days or

[1:44:54] cold weather simply because the nervous system that I had been left with is

[1:44:59] beyond damage so damaged to now because of weather I feel like I'm being

[1:45:05] electrocuted when you're cold you get chills not me I feel like ice is being

[1:45:11] chipped in my muscles and my veins I

[1:45:16] couldn't fathom I know that you can't understand

[1:45:20] so that's how come I couldn't fathom how our leaders even allowed this to happen

[1:45:27] but allowed it to be ignored and yes it was pre-union but let's not pretend like

[1:45:32] there's aren't there aren't companies operating in this County in this country

[1:45:37] without unions one being MHMR and y'all celebrate them pretty often here Sim and

[1:45:43] G were just at one of their facilities and Manny had had them in his office

[1:45:47] have either one of y'all worked for them actually because I urge you to go in as

[1:45:53] an Undercover Boss just to see how they operate before you hand out certificates

[1:45:57] or recognitions I want you to experience firsthand the retaliation the harassment

[1:46:04] the hostile work environment the sexual harassment that they condone on the 98

[1:46:09] suicide and crisis hotline y'all have failed protecting workers in Taran

[1:46:53] has shown more compassion for her criminality to Hiroshima and Nagasaki

[1:47:25] medical examiner for Teran County he met with some of the Gatekeepers of our

[1:47:30] village he gave us his word that all of his rulings will be based on the science

[1:47:43] death of my brother Marine fellow Marine Anthony Johnson Jr now if it is ruled

[1:47:49] homicide which means death by the hands of another we are demanding that these

[1:55:28] number of deaths in Taran County Jail acceptable to you if not who's

[1:58:37] now in the Garza County for-profit Prison back to tarant

[1:58:44] County my concerns have come from being part of a family riddle

[1:58:52] with mental challenges but my experience is with

[1:59:39] facilities and the staff to take care of it and we get example after

[1:59:46] example of death perhaps the most distressing was

[1:59:52] the video that appeared on TV you know and it was there it was

[1:59:58] on my link to the Star Telegram of it was almost like a

[2:00:05] horrible tragic comedy of these deputies racing up the stairs one of them pretty

[2:00:12] overweight and he suddenly was there putting his foot on the neck of Mr

[2:00:19] Johnson and then Mr Johnson was de it was very

[2:00:26] upsetting because it was symptomatic of an inability of the

[2:00:32] system to respond in a proper way why wasn't there somebody with authority to

[2:00:38] make that quit upstairs before the two jailers came rushing up to not fix it

[2:00:46] what do we have to do so I'm asking that you do a national search

[2:00:52] for a chief Jailer and I'm asking that you go forward with your efforts to

[2:00:58] reduce the population I I have suggested before that it seemed to me that we just

[2:01:04] shouldn't be holding many Class B misdemeanor in the jail and that the

[2:01:09] Overflow occurs because it takes four days to get a personal to get a bond and

[2:01:15] you just keep packing it with people who don't need to be there until somehow the

[2:01:22] extortion racket works and they come up with the money and the lawyers I know

[2:01:27] that's a harsh way to put it but that is how it looks it looks like people are

[2:01:32] hell there until they finally get out sometimes even after they've already

[2:01:38] posted Bond they're held for another day or two because something doesn't work

[2:01:43] right in the release process at the jail we just have to do better than that we

[2:01:49] have to do better than that the level of grief hurt and anger is now almost

[2:01:56] intolerable so please help us and do a national

[2:02:00] search and somehow get some compassion over there and some urge to get people

[2:07:56] Broadway Baptist Church here in Fort Worth and I wish to speak this afternoon

[2:08:01] in regard to jail Chief Charles Eckert's recent

[2:08:05] retirement and to whatever plans the county must decide upon for finding his

[2:08:12] replacement Chief eert seems like a nice enough guy and I appreciate the way he

[2:08:21] will sometimes admit to An Inconvenient Truth at the same time I don't think the

[2:08:29] chief ever fully understood the depth and breadth of the problems within our

[2:08:35] County Jail in the end that cost taxpayers

[2:08:39] millions of dollars and more importantly people their lives including the life of

[2:08:45] inmate Anthony Johnson Jr the chief's departure offers the

[2:08:50] opportunity for the county to make a substantial

[2:08:54] change recently commissioner Ramirez released a statement saying that there

[2:08:59] are quote unquote deficiencies in how the Sheriff's Office

[2:09:04] releases information about in custody deaths I commend the commissioner for

[2:09:08] this statement and add that there that these are not the only deficiencies in

[2:09:13] policy and practice within the department it is time to bring a greater

[2:09:19] degree of administrative oversight best practice and professional

[2:09:25] accountability to the tarant county jail a nationwide search for a competent jail

[2:09:33] administrator with proven executive experience and a history of mitigating

[2:09:40] critical incidents SL deaths is essential in the book of Acts chapter 16

[2:09:50] at the jail in Philippi a wise and caring Jailer makes a wise and caring

[2:09:57] decision that saves a lot of lives we need greater wisdom and greater

[2:10:05] care within the tarant county jail and we need to look far and wide for a chief

[2:10:12] Jailer who will provide them the sheriff refused to show up

[2:10:18] today please commissioners demand of his office a professional

[2:10:25] search for a wise caring and professional Chief Jailer lives depend

[2:10:33] on it they depend on the wisdom and care of this next person and the Integrity of

[2:11:02] county address which included your desire to reduce the jail population

[2:11:17] important this position was for the county thank you I along with others

[2:11:22] would like to continue to remind this court of Kyrie Campbell and other

[2:11:26] detainees who have intellectual or developmental disabilities or ID that

[2:11:31] are being housed in the Taran County Jail I urge this court to set a

[2:11:37] policy that these individuals diagnosed with ID be transferred as soon as

[2:11:42] possible to a state residential Living Center which would be consistent with

[2:11:46] the draft hhsc long-term State Hospital plan the two forensic State Living

[2:11:53] Residential centers are located in Maha or St Angelo the jail dashboard on the

[2:11:59] County's website does not have the number of detainees deemed incompetent

[2:12:03] to stand trial or those enrolled in a jail-based competency program or those

[2:12:08] waiting for a state hospital bed or those or the number of the ID detainees

[2:12:13] in the past the public received this in information via open records

[2:12:18] requests I commented on the draft state Hospital long range plan and I would

[2:12:23] have included the number of detainees waiting for competency but I didn't have

[2:12:27] the data I hope the county commented on this

[2:12:31] plan would you like me to ask for these numbers via open records act request I

[2:12:36] doubt your staff would why not include this information in the jail

[2:12:40] dashboard I along with others request the entire video of Anthony Johnson's

[2:12:45] last minutes be released to the public the entire video the family agrees with

[2:13:59] Ursula K lwin titled the ones who walk away from AIS published in

[2:14:04] 1973 in her allegorical text Ursula describes a town by the Sea complete

[2:14:08] with festivals and dancing horse races and Pipers piping it was a merry town

[2:14:14] except that maybe it wasn't so merry after all maybe there was more going on

[2:14:18] than could immediately meet the eye she then introduces the reader that the

[2:14:23] entire wealth of the town in resemblance of Joy they felt was all dependent on a

[2:14:28] small child suffering in a closet in a dark room under one of the public

[2:14:32] buildings maybe it was city hall or perhaps a train station and to live in

[2:14:38] this town at some point you must go down and see this child many people forget

[2:14:43] the child is even there some remember but push it out of their minds and yet

[2:14:49] while some others walk away they walk through the streets until

[2:14:53] night falls they walk ahead into the darkness and they do not come back the

[2:14:59] place they go to is even less imaginable to most of us than the city of

[2:15:05] happiness I cannot describe it at all it is possible that it does not exist but

[2:15:12] they seem to know where they're going the ones who walk away from

[2:15:18] ales there is a boy named year Campbell sitting in a small closet inside of a

[2:15:25] dark room under one of the public buildings here in Fort Worth although he

[2:15:30] is 21 developmentally he is 8 years old diagnosed with both autism and

[2:15:38] schizophrenia I love my town too much to walk

[2:17:00] the election Integrity tax Force unit the election Integrity unit was designed

[2:17:05] to investigate any allegations of voter fraud in Taran county yet it appears to

[2:17:09] have not found any allegations of voter fraud thus far as an election judge

[2:17:13] myself I can assure you that V of fraud is very rare in our local elections but

[2:17:18] when there is credible case of fraud one would assume and hope that this task

[2:17:22] force would swiftly investigate the allegations and prosecute those who

[2:17:26] would have committed the wrongdoings on March 28th of this year I had I and

[2:17:32] several community members submitted complaints to this election Integrity

[2:17:35] task force unit regarding Mr Angel Hado Mr Hado was our former disgraced and

[2:17:41] eligible Mansville ISD School Board candidate for place two Mr Hero would go

[2:17:46] on to cast a provisional ballot in the March Republican primary even even

[2:17:51] though he was not a registered tan County voter he also stated on his

[2:17:55] provisional ballot that he did not have a valid driver's license social security

[2:17:59] number or personal ID proof of these allegations along with other troubling

[2:18:03] finders were all sent to the designated da handling voter fraud allegations yet

[2:18:08] the community has not heard any resolve to this matter voter fraud allegations

[2:18:13] should not be considered a partisan issue yet it appears to be perhaps Mr

[2:18:18] Hodo is not being investigated because he voted in the Republican primary or

[2:18:22] because he was handpicked by our local corrupt school board members to run for

[2:18:25] a seat he was ineligible to run for so he needed to prove his loyalty to them

[2:18:30] by fraudulently voting at the March Republican primary our community still

[2:18:34] needs answers and even you Mr oan would admit that voter fraud is wrong in fact

[2:18:40] you stated and I quote it's like bank robbery is it okay to have one bank

[2:18:45] robbery or two is it okay to have one kidnapping or two or three so there

[2:18:49] shouldn't be any fraud and that this task force will go a long way towards

[2:18:54] deterring it well it doesn't appear that way to us we in our community are

[2:19:00] wondering when fraudulent Republican voting individuals are exposed when will

[2:19:06] this taskforce act if it will not act then it needs to

[2:19:10] be disbanded and our taxpayer dollars that are being wasted on this

[2:19:14] ineffective units need to be redistributed to other programs that

[2:19:19] would be beneficial to all citizens of Taran County thank you thank

[2:19:36] his story but I should reiterate that he was never a threat to Public Safety he

[2:19:41] was in a group home he had some sort of incident and they had to subdue him

[2:19:47] which they did and one of the uh employees sustained some minor injuries

[2:19:52] and uh but refus to press charges and this group home is willing to have him

[2:19:58] back once he gets out of jail I know the only people that have the power to take

[2:20:03] him out of the to get him out of jail is either the Magistrate Judge or the

[2:20:08] district attorney but I do implore you Mr Tim oare the most powerful person in

[2:20:14] the county to use whatever clout you have to try to convince either of them

[2:20:43] daughter said a month no it's been almost two the family we still have not

[2:20:53] months the jailers and medical staff are still

[2:20:57] employed has the court seen the unredacted video

[2:21:01] no if not why because there's an additional nine

[2:21:06] minutes where you're going to see how my son was dragged around like a rag dog

[2:21:12] and he received no medical treatment I heard JPS was here I hope

[2:21:18] they're listening because they need to see that video as as well and I can

[2:21:22] almost guar I can almost assure you the people that worked or supposedly were

[2:21:28] saving or trying to save my son will not be

[2:21:32] employed I did some research after I left here the last time and I realized

[2:21:35] Mr Ramirez is um my commissioner I am his

[2:21:40] constituent um I'm sorry that he's not here today to hear my words but I expect

[2:21:45] Mr Ramirez to work with Miss Simmons to view the video as well as the

[2:21:50] administrators at JPS so they can see the lack of Care by their

[2:21:55] staff I also expect Mr marz to join Miss Simmons and asking for independent

[2:22:00] investigation of this jail facility since there has been yet another death

[2:22:06] just last week we the family will keep coming to this court until we see change

[2:22:12] I am fully aware that we are in election cycle the family has no trust in this

[2:22:17] system retirement of eort gives us no no comfort and I now have to fun his

[2:22:25] retirement as a

[2:22:28] taxpayer this jail is a

[2:22:32] slaughterhouse the sheriff must go and I will be watching what Mr Ramirez does

[2:22:38] going forward and for all of you that have

[2:22:42] been asking for that video be careful about what you asked for

[2:22:59] negligence um leading to the death this year 2024 we've had tragic tragic dies

[2:23:06] with a custody of the Taran County correctional facilities these deaths has

[2:23:10] seriously neglect and mismanagement under the supervision of Mr Sheriff wbor

[2:23:16] failure to ensure safety and frequent and unexplained fatalities indicate a

[2:23:21] systematic failure to maintain the safe environment and for individuals in

[2:23:26] custody raising significant concerns about the procedures and oversights

[2:23:31] within the correctional facilities lack of accountability there has been no

[2:23:36] insufficient transparency and or accountability regarding these incidents

[2:23:40] eroding public trust in the leadership of our Correctional institutions need

[2:23:46] for reform the community to demands immediately immediate reforms to ensure

[2:23:52] the safety the dignity and the well-being of all individuals in custody

[2:23:57] new leadership is essential to implementing these necessary changes

[2:24:02] changes that we're requesting and restoring public trust and confidence in

[2:24:26] not sure if the young man has any other criminal cor records or anything um but

[2:24:31] he actually needs a facility that will help him with his mental illness not a

[2:24:36] cage that treats him like an animal judge oara you have a beautiful

[2:24:43] and loving wife when my brother had a stroke I didn't know her and she showed

[2:24:48] up every morning for a week and brought me food and a Bible now I don't know how

[2:24:55] she relates to Your Capacity as it relates to emotional and sympathy but

[2:25:01] she thought enough to just do that and she didn't know me you don't know Mr

[2:25:04] Kyrie Campbell but it would be nice for you to release and or submit the release

[2:25:10] papers to have this young man released and put into a facility that could

[2:25:14] actually help his mental issues opposed to being treated like an inhuman animal

[2:25:19] inside of a case that he does not deserve to be in it was an accident he

[2:25:23] has mental issues and with that being said he couldn't control his actions and

[2:25:28] the things that he had done at that moment but we as a community his mother

[2:25:34] we have plad since December to please uh it was an accident an assault an

[2:25:41] accident because of his mental capabil and capabilities please take the heart

[2:25:46] the time and read into it and and do what is needed to bring this young back

[2:25:50] to his facility that would actually help him opposed to incriminate him and harm

[2:25:54] him even more thank

[2:26:03] you I didn't sign up to speak during this period but there's something that

[2:26:08] just does not rest Well with My Soul um some of you know that I'm uh

[2:26:15] very active with religious Society of Friends and most of our time in worship

[2:26:18] is in silent prayer Nan Terry was just denied her First

[2:26:23] Amendment right to spend a time in private prayer or public prayer

[2:26:31] here virtually every time I come to Commissioner's Court I'm subjected to

[2:26:37] non-inclusive prayers by narrow-minded Christian

[2:26:42] nationalist that does not set Well with My

[2:26:45] Soul in other Faith Traditions they may not

[2:26:50] sing but they chant and so this is my prayer for this
