Through the chair, maybe you could give us a, for people that don't know what this has
[9:18]
just been a while, a real brief description of what the deferred loan is.
[9:26]
Thank you.
[9:27]
us through the chair. This is our housing rehabilitation program. It's a 0% interest of
[9:34]
third loan program. A lean is placed on the property for the amount of repairs. That's
[9:40]
payable when the homeowner occupant is no longer the homeowner and the occupant usually when
[9:46]
the home is sold. If they turn it into a rental property, any times an event occurs where there
[9:57]
and the high-kip and the long will become due.
[9:59]
Thank you.
[10:00]
Quick question. I had just noticed, sorry, Mr. Plato. That is the motion to receive a file. These are already done.
[10:13]
Correct. Through the chair, the emergency rehabs we do to expedite the projects. We do those projects and that we bring the project to the city council as a receive no file for emergency rehabs.
[10:29]
only for non-emergency rehabs, we bring those, we bring those to the council before because
[10:39]
the time is not nearly as of the essence to get the project done, and that's how we present
[10:45]
to the council, these for approval.
[10:47]
Thank you.
[10:48]
There's enough?
[10:49]
Thank you.
[10:50]
Can I get a motion on the approval bill and rides a appliance?

[11:13]

[12:13]
Most of them are supported by Mr. Wallace.
[12:16]
Any discussion?
[12:19]
Yes.
[12:19]
I'd like to have to come back up and explain this sort of public so that they're aware.
[12:26]
Yes, through the chair.
[12:28]
This is our recently re-enacted home down payment assistance program.
[12:34]
It's funded through the home grant, the consortia that we're with Wayne County.
[12:38]
And we started that back up and since first part of July, this would be on the agenda tonight we have the fourth assistance to home buyers on the agenda.
[12:56]
So this is our, we have four since the first part of July. So it started to take off, which we think is great.
[13:03]
And the amounts that you see here, they're all the same, the 16199, we've kept the assistance
[13:12]
level at 1499, and then the 1200, which adds up to the 16199, is the administrative fee
[13:24]
that national faith, home buyers charges the program to administer the program, take the applications
[13:31]
and do all of the administration, and it's per the approved contract agreement with National

[14:28]

[14:29]
top fabrication in the D, low quote, or the purchase of a custom-built word cage in the
[14:36]
Mount Nattix C758 dollars funded through TBA capital all-way.
[14:45]
Motion by Mr. Armstrong supported by Mr. Wallace, any discussion?
[14:51]
Through the chair, we don't, can you tell us what this is and see if you can properly
[14:57]
say the word cage.
[15:02]
It's an aviary, so it's a habitat. It's don't think of it as a bird cage, where they can naturally do things that they would do in their normal habitats, where people can see them, and have interaction. They won't be in the aviary with them, but they can see them fly, interact with the other birds, so it's pretty nice addition to the farm along with our other barnyard animals. This is just another addition that families can come in with the place gap in this and all the other animals.
[15:30]
really spend a good amount of quality time in there.
[15:32]
Through the chair, what kind of birds?
[15:35]
We have a different account of birds.
[15:37]
They're a different portfolio.
[15:39]
I could get you that list.
[15:40]
We already have some birds at the petting farm.
[15:42]
We're just outgrowing the space that they're in.
[15:44]
Do you apologize?
[15:45]
I don't have a bite.
[15:46]
That's right.
[15:47]
There are the exotics that have to be inside in the winter.
[15:50]
There will be a rotation.
[15:51]
That is correct.
[15:52]
And they already have the habitat for them for the indoors.
[15:55]
This will allow them to take them out.
[15:57]
Cool things like that.
[15:58]
Yes sir.
[15:59]
Through the chair, is this replacing the one, or are you going to have no sir?
[16:04]
Oh, it's not.
[16:05]
So this is outside.
[16:07]
Well, let me be very clear.
[16:08]
It's going to be the primary one, and I do believe we're going to attempt to have, because
[16:12]
we have a pretty large space inside.
[16:15]
So it could wind up becoming the permanent one where we would get rid of the smaller one.
[16:18]
That is correct.
[16:20]
Thank you.
[16:20]
Thanks.
[16:21]
Through the chair.
[16:23]
We do a hall of large as a Xavier area.
[16:25]
You know the dimensions?
[16:26]
I apologize, I didn't bring the cut sheet bigger than a cage.
[16:33]
Yeah, the one is, it's on the, if you have the fabricators in the D quote in front of you,
[16:38]
it has the dimensions on there.
[16:43]
Mr. Chair, I just want to point out that somebody reached out to me, a mayor of another city
[16:48]
came and brought his family to the heading of the farm over the weekend and had nothing but
[16:55]
a very compliments about it, reached wants to meet with me
[16:58]
to discuss about possibly open something similar in their city.
[17:03]
Excellent. And I will email you when I get back to my spot
[17:06]
over there in the corner, I'll bring it up on my phone
[17:07]
and push it to you guys. So you have the dimensions, too.
[17:10]
Thank you, Guido.
[17:11]
Thank you, sir.
[17:12]
Through the chair, it's also in Taylor.
[17:14]
The guys that are going to do it.
[17:14]
Yeah, they are. Yep, and that's all worked out well for us.
[17:17]
Very competitively priced.
[17:20]
The size, the blue prints aren't in here.
[17:22]
Just the, I'll get it.
[17:23]
I'll get it.
[17:23]
I'm sorry.
[17:24]
Yeah, no worries.
[17:25]
Yeah, I'll make sure you guys.
[17:25]
It looks like really good.
[17:27]
How tall?
[17:27]
How wide?
[17:28]
It's really good.
[17:29]
You can't get in it, okay?
[17:34]
I'll catch on and get my hair.
[17:37]
Any other discussion?
[17:40]
Here in non-all of favor say yes.
[17:42]
Yes.
[17:42]
All opposed.
[17:44]
Yes, this is having motion carried.
[17:46]
Thanks, Queen.
[17:46]
Thank you, Queen.
[17:48]
7.12.
[17:49]
Motion to prove authorizing the merit to sign and accept the municipal and community
[17:54]
great union contract, for smart, for the contract period of July 1st, 2026 through June
[18:02]
30th, 2027 in the amount of $1, 190,038.
[18:10]
Motion by Mr. Walsh supported by support.
[18:15]
Mr. Thomas, any discussion?
[18:20]
Through the chair, what is this smart service for mayor?
[18:24]
It's sure we don't can probably be a little better, but it's basically our senior center
[18:29]
transportation that takes residents to and from the senior center and then we also solve for a couple of days.
[18:37]
We share this. This is the mechanism that funds 90% of the senior center with transportation
[18:42]
services. Everything that we do from the grocery store visits to the dialysis to the doctors
[18:47]
appointments, the buses are provided by smart and this is the funding that we capture, how to
[18:52]
at Millage. And so this year, we're receiving $190,000 and some change, $190,038. And as you
[19:01]
guys, both in approved budgets, you'll see it's a smart portion and a general fund portion.
[19:06]
This is the smart portion.
[19:09]
Mr. Chairman, since we're talking about smart, but it's something
[19:12]
totally different, I just want everybody to know I have gotten something, but I have been
[19:17]
in touch with smart about our bus stops. In the fact that there's no bench is there and there's
[19:23]
garbage cans there, and I'm just as tired as seeing the mess, just like everybody else.
[19:27]
So I've been on that, and I'm being told that it will be taken care of, but I'm going
[19:33]
to continue to keep my foot on the gas on that, because I'm tired as seeing flipped over shopping
[19:38]
carts and stuff. So they've been really receptive, so I just want to say that I am addressing
[19:43]
that matter, and I have been for a while. Thank you. Thank you. Thank you. Any other discussion?
[19:49]
Here are non-all-favorite, yes, yes, yes, all-posed, yes, is have it motion carried.

Motion to approve, recognizing the month of November as veterans month
[22:56]
as attached support.
[23:00]
Mr. Clark supported by Mr. Armstrong, Mr. Wallace.
[23:05]
Should I read it?
[23:06]
Yes, please.
[23:07]
First of all, I'd like to say that after the wall that heals us here, we brought a lot
[23:13]
of attention, Taylor has always been very respectful, appreciative of our veterans and a gentleman
[23:21]
in name, Tom Wensel, who's with the Derbore or in Heights City Council, proposed and I believe
[23:28]
they passed a similar resolution to recognize the entire month of November as veterans
[23:34]
month. Whereas our country enjoys freedoms and opportunities that have been fought for and
[23:41]
defended by generations of courageous Americans who served in the United States Armed Forces
[23:47]
and whereas Veterans Day observed annually on November 11th originated with the commemorative
[23:56]
of armistice day by President Woodrow Wilson following World War I and today serves as a
[24:05]
national observance honoring all Veterans of the United States Armed Forces. And whereas
[24:11]
Because a single day of observance cannot fully reflect the profound gratitude owed to the brave men
[24:19]
and women who served in sacrifice in defense of the freedoms we enjoy.
[24:27]
And whereas, although no recognition can fully repair pay our veterans for their service
[24:33]
and sacrifice, dedicating the entire month of November to honoring veterans provides an
[24:40]
additional opportunity for our community to express its gratitude and depreciation.
[24:48]
And whereas the City of Taylor has a proud tradition of honoring those who've served,
[24:53]
for our beautiful Veterans Museum, our Enforces Day celebrations,
[25:00]
Ultimately hosting the wall that heals and our designation as a purple heart city.
[25:07]
Now, therefore, the result that the city of Taylor hereby declares the entire month of November
[25:16]
as veterans month to honor the United States Armed Services Veterans, which includes the U.S. Army,
[25:24]
the U.S. Navy, the U.S. Air Force, the U.S. Marine Corps, the U.S. Coast Guard, and the
[25:32]
U.S. Space Force. Presented this first day of September, 2026.
[25:40]
Thank you. Any other discussion?
[25:43]
Through the chair. I would just like to say how honored I am to be a part of the council
[25:48]
that gets to make this decision tonight. For a long time, I've said that veterans deserve
[25:54]
much more than a day of recognition for their service.
[25:59]
I have generations, the family was served.
[26:03]
I have a brother who's currently serving.
[26:07]
I'm very grateful and honored to cast my yes vote to this tonight.
[26:13]
Any other discussion?
[26:16]
I'd like to thank our mayor as a veteran.
[26:22]
Move anybody else in.
[26:26]
I'd just like to say thank you for that.
[26:28]
And I also want to thank you guys for doing this.
[26:31]
And I think it's a good thing.
[26:34]
All in favor?
[26:36]
Yes.
[26:37]
Yes.
[26:37]
All opposed?
[26:38]
Yes, this has a motion period.
[26:42]
17.
[26:46]
Motion to receive a file.
[26:48]
First reading of ordinance to amend the city.
[26:51]
Taylor code of ordinance.
[26:53]
Chapter 22 article 5.
[26:56]
Section 90.
[26:57]
7 fireworks.
[27:00]
I get a motion.
[27:01]
Motion.
[27:06]
Motion by Mr. All supported by Mr. Clark.
[27:09]
any discussion. Through the chair, some people approached me several months ago and had expressed
[27:18]
concern about the firework tense, especially since we had a brick and mortar firework store
[27:24]
that he has rented, therefore, taxes year around. And I found out that there was an ordinance
[27:30]
that had been started during one of the previous consoles that had never made it to a vote.
[27:36]
So the sole purpose of this is to other than occasional food, trucks, or t-shirt tents.
[27:46]
Any other business that comes in season like for Halloween and that, they rent buildings
[27:50]
here.
[27:51]
And so it just seems to me that it's a good idea to say if you want to self-fireworks in
[27:58]
the city that you can make a commitment for a couple of months to an empty building or better
[28:04]
We have to bring your business here full time, like one company's chose to do, and that's
[28:11]
why I'm proposing this, thank you.
[28:14]
Any other discussion?
[28:15]
Through the chair, when we started discussing this, way back, I reached out to the fan
[28:21]
of fireworks, General Manager, said he didn't mind the tents that were on telegraph, it didn't
[28:29]
interfere with his business.
[28:31]
He's fine with him.
[28:34]
And we receive this one.
[28:37]
And I think our attorney for a right
[28:39]
in this up, I really do.
[28:42]
I'm not ready to vote, yes, on this.
[28:45]
There's a couple of changes that I'd like to read through.
[28:49]
And before I make my decision,
[28:54]
I'd like
[28:54]
to have our assistant fire chief come up and explain how
[29:00]
These people have to go through to get approved to have these fireworks set up.
[29:15]
Good evening through the chair, Councilman Pants.
[29:18]
So for fireworks tend to be in the city of Taylor's first step they have to go through
[29:23]
as applying through the state of Michigan.
[29:25]
They have to meet all the criteria through the state of Michigan to get a permit from the
[29:27]
state of Michigan to do it.
[29:29]
From that, the next step would be to go in front of the city planning commission.
[29:32]
The city planning commission would then review, make sure that they meet all the criteria
[29:36]
area and then they would approve or deny the temporary tent. Then from that, if the tent
[29:45]
goes up or once the tent goes up, the building department will go in, the building department
[29:48]
will inspect it to make sure that it meets all the criteria as far as being able to withstand
[29:55]
weather or those kind of things. The fire department comes in last and that's where we'll
[29:59]
when it will.
[30:00]
Do the safety inspection. So we will inspect and make sure that vehicles are far enough away, as
[30:05]
both of the vehicle within 20 feet of a tent. Make sure you've got fire extinguishers posted in a certain
[30:10]
height, certain areas. Make sure you've got exit signs. Make sure that the aisles are so
[30:14]
many feet apart. So after that, then they're open for business. And then it's usually about a two
[30:20]
week period, 14 day period that I believe if I'm not incorrect. Yeah, maximum per year. So within that
[30:29]
14 days when they're open, we'll try to do an initial inspection.
[30:34]
We'll try to pinning on the scheduling that's going on with the other inspections throughout
[30:38]
the day.
[30:39]
Try to pop in sometime during that 14-week period after the initial inspection and try to
[30:44]
do another inspection.
[30:45]
Just to walk through to make sure that everything's the way that it should have been after
[30:48]
it was set up initially.
[30:50]
Sometimes we'll do that on our drives back home and the building department will just pop in
[30:54]
when they're out and about and just double check and make sure that things are in order
[30:57]
So that's how the inspection process goes.
[30:59]
But we don't have any say as far as not approving them to do that.
[31:05]
We just come in and make sure that if they want
[31:07]
they've been approved, that they're meeting all the criteria.
[31:09]
Yeah, the way that Chief explained to me was,
[31:12]
I had to be so far apart, and they could only be so high, right?
[31:18]
And he said to me, the first thing you do was look up and see if it's a fire proof.
[31:22]
See if that big sign is up there, and make sure.
[31:25]
It was one also a trailer, how did you inspect that one?
[31:32]
I don't do the inspections.
[31:33]
That's the chief that does the inspections but.
[31:36]
It would be the same thing.
[31:38]
There's with a trailer.
[31:39]
There would be what they call the NFPA, the National Fire Protection Agency.
[31:43]
There's an NFPA code for the trailers.
[31:45]
If there's a trailer that's actually on wheels and it's portable or mobile,
[31:50]
there would be a completely different set of rules because if it's an enclosed building,
[31:55]
It's got to be sprinkled.
[31:57]
You've got to have certain fire extinguishers in there.
[32:00]
You've got to have certain lighting in there.
[32:02]
So if you're talking about like the mobile containers,
[32:06]
where they may store stuff, they can store stuff in a container
[32:09]
as long as there's nothing flammable around it.
[32:12]
But I don't recall if we ever had a trailer.
[32:16]
There's a trailer.
[32:21]
The one at Norms?
[32:22]
Yeah, they use a container.
[32:23]
They use that one.
[32:25]
And I think there was one by Phonoms.
[32:27]
Phonoms?
[32:28]
If I can just add to this, I'd talk to Jesse about that, you know, our head building
[32:32]
inspector.
[32:33]
And he actually likes those, because they have the central sprinkler system that usually
[32:38]
runs along the top of them, if God forbid something ever happened, they could just close
[32:42]
the things in and it would be...
[32:43]
So they're constantly monitored, all the time, and last night we discussed it,
[32:55]
and the
[32:55]
But it was the least amount of fence that were up.
[32:58]
I think we expected five this year.
[33:01]
Yes, so I'm still undecided on this one.
[33:05]
But I'm pretty sure how I'm going to vote.
[33:08]
Thank you.
[33:10]
So Chief, you first come in was tent.
[33:16]
They're a tent.
[33:18]
It's a tent.
[33:19]
It's a storage container.
[33:21]
I agree with Mr. Wallace.
[33:23]
I like brick and mortar.
[33:24]
Yeah, I'm sure I'm sure our brick and mortar store has to go through all kinds of inspections and all that
[33:32]
Another thing to planning commission don't approve them
[33:36]
The planning department. I'm going to my correct Laura. Wait. I just I just feel that
[33:42]
It's a tent in its huge it's on telegraph and I just I think it's I
[33:48]
Don't think they should be there. I think we should have brick and mortar
[33:52]
Mr. Wall suggested like Halloween in the Halloween store where they go in and rent it for a month or whatever, but that's my opinion.
[34:03]
Well again, remember that anything that's brick and mortar that they're going to put any kind of fireworks or anything like that in there.
[34:09]
They're going to have to make sure that that building is sprinkled and that it's sprinkled correctly.
[34:12]
Not that it just has a sprinkler, but based on the amount of fire load that they're going to bring into that building,
[34:17]
They're going to need to have a certain number of sprinkled sprinklers.
[34:20]
It's going to need to flow so many gallons per minute, so on and so forth.
[34:24]
So there could be drawbacks to try to take an older building that's not spread to correctly
[34:30]
to put that in there.
[34:31]
So it might be on mine.
[34:33]
And then, you know, it's like you have to do the hard to take care of that or try to extend that.
[34:37]
You have to do the due diligence.
[34:40]
Correct.
[34:40]
Through the chair there also has to be like a fire wall, right?
[34:43]
Yes, correct.
[34:45]
Which would be masonry.
[34:47]
between businesses, through the chair, the only thing that I really hated was to see how close
[34:54]
they can be.
[34:55]
I thought, sorry for the guy at Phantom this year, because that ten was like.
[35:00]
It was right there, and then you got one at Walmart, and you know, man, through the chair, just to, you know, I was kind of shocked by that, too, but remember Walmart owns that entire site. So they're renting that spot.
[35:15]
I under some brick and mortar is there, and then 10 is they're both running from Walmart.
[35:21]
So, yeah, I understand. I was kind of shocked by that myself.
[35:23]
I think he was shot, too, and he said, go out, do the chair deputy chief, so the current Phantom
[35:31]
Fireworks store is obviously in a small script mall with lots of things next to it, right?
[35:37]
It's not like some separate building, so the requirements must be reasonable for them to have a firework
[35:44]
store with other shops right next to it.
[35:48]
Yeah, it's the same built-in systems and stuff like that sprinkled their systems.
[35:52]
And again, it depends on the fire load that they're putting inside of that
[35:56]
build.
[35:56]
So that's where when we go into inspections there, and now they're by annual,
[36:00]
I think, with Phantom, we do have, we'll hit every business within two years.
[36:06]
But the fire load is the first thing we check out to make sure that it hasn't been increased,
[36:10]
that there's stock.
[36:11]
If there's anything beyond the showroom isn't up to the ceilings, and there's, you know,
[36:15]
I mean, overflowing even if it's the fourth of July, we can kind of
[36:18]
So the point was that it's not, but it's not tremendously,
[36:22]
bizarre like a bank vault, I know.
[36:24]
They've done it in a strip mall with other businesses.
[36:27]
It would just depend on the size of the building and how much fire
[36:30]
or other are going to put in to make sure that they've got the
[36:33]
suppression system in place that will take care of it or something
[36:35]
where it happened.
[36:36]
If you look up, you'll see the sprinklers.
[36:39]
So it might have to have twice as many because these are
[36:43]
in a commercial building like this.
[36:45]
They need to be six feet,
[36:47]
away so there you got that one a six feet from the wall next one a six feet from the
[36:51]
next one so they overlap but there are fireworks and here's sometimes yeah there is
[36:56]
there I mean it might be more I put that a click
[37:01]
through the chair when I went in and I talked to this gentleman he took me back to
[37:06]
his office and he's got a big screen or like a blackboard and he has so many
[37:13]
lines on there, how many people serve him, how many people come in there, and he does really
[37:19]
well in that building. He does really well, and he keeps getting his people back. They don't
[37:25]
go to these tents. And that's why I think we're lower on tense this year. Any other discussion?
[37:33]
I've, through the chair, my long to ask our Mr. Plato question, oh, I guess so.
[37:41]
Fire away.
[37:43]
How do you, fire away?
[37:46]
It's my understanding in Michigan, and I may be wrong, that if there are changes required,
[37:54]
I believe you can approve the first reading, because doesn't it get reviewed then again for its
[38:00]
there ability to make minor changes between a first and second reading on something like this or not.
[38:07]
I was just going to make that statement before you voted.
[38:11]
I remind the council to keep in mind that this is the first reading of the ordinance.
[38:16]
Every ordinance in Taylor by charter has to have two readings.
[38:20]
It's not formally approved until there's a second reading.
[38:23]
It's been approved.
[38:25]
So it's presented as a receive in a file tonight.
[38:27]
And so it's just that you're going to be receiving it because it becomes part of the record.
[38:33]
But by approving the receiving file, you are not approving the fireworks ordinance.
[38:39]
You are simply receiving it.
[38:41]
The next time this comes up, which I assume will be in the meeting in two weeks,
[38:45]
it will be the second meeting.
[38:46]
That's the time you'll actually vote on approving or denying the amendment to the fireworks ordinance.
[38:51]
Thank you, and just to follow up does that mean there can be no changes between the first and second reading or can there be minor changes?
[39:02]
It could be minor changes. I thought so.
[39:03]
I can't be substantive.
[39:04]
And the last point I want to make as far as possible changes,
[39:09]
I want just so there's no misunderstanding.
[39:11]
This has been out for five months.
[39:14]
It's been out five months for review by everybody who all stakeholders have had five months to review this.
[39:23]
So I just didn't want anybody to think that this got sprung.
[39:26]
Okay, thank you.
[39:28]
Any other discussion?
[39:30]
Mr. Chairman, it's wanted to state that I respectfully oppose this proposed ordinance amendment.
[39:38]
While I understand the concerns that have been raised surrounding the proposed amendment,
[39:41]
And I have previously expressed concerns about the number of fireworks tense operated throughout
[39:47]
our city.
[39:49]
And I've stated it many times before this body that I do not believe it is the Rollo City
[39:53]
Council to pick winners and losers in the marketplace.
[39:56]
I am posing restrictions that may have a one type of business over another.
[40:00]
Based on the discussions held during our study sessions, this amendment appears to be driven at least in part by concerns regarding competition among businesses, and if we begin limiting firework sales on that basis, where it is at end.
[40:14]
Could similar arguments be made against seasonal Christmas tree lots, food trucks that compete
[40:19]
with brick and mortar restaurants or gas stations and convenient stores that periodically
[40:24]
set up tents to sell merchandise?
[40:27]
Each of these businesses competes with existing retailers in some fashion.
[40:32]
Our responsibility is elected official should be to ensure that businesses operate safely
[40:36]
and compliance with all applicable laws and ordinances, not to use the authority of government
[40:42]
to shield certain businesses from lawful competition.
[40:46]
Furthermore, this amendment will do nothing to address the actual concerns of many residents
[40:51]
that many residents have regarding fireworks.
[40:54]
It will not reduce the number of days fireworks may legally be used under state law.
[41:00]
Nor will it prevent the impacts fireworks can have on pets, wildlife, veterans, and service
[41:06]
members who may suffer from PTSD.
[41:09]
limiting who can sell fireworks does not address those underlying issues.
[41:15]
Well, those reasons I cannot support the proposed ordinance in that.
[41:21]
In the other discussion?
[41:23]
Just to the chair, if I may just to respond to a councilman Thomas,
[41:27]
as I'm sure you know, because state law does regulate this,
[41:31]
we cannot change the dates that fireworks can be used in Taylor,
[41:36]
other than what's mandated by the state.
[41:40]
So we cannot do any of that really come fix what the state statute we're bound by what's in the state statute.
[41:49]
Any other discussion?
[41:51]
Here are non-all's favors, yes, yes,
[41:58]
all opposed.
[42:00]
No, roll call.
[42:02]
Mr. Clark?
[42:02]
Yes.
[42:03]
Mr. Armstrong?
[42:04]
No.
[42:05]
Mr. Wallace?
[42:06]
Yes.
[42:07]
Mr. 3D?
[42:08]
No.
[42:09]
Mr. Thomas?
[42:10]
No.
[42:10]
Mr. Pat?
[42:11]
No.
[42:12]
Mr. Johnson?
[42:13]
Yes.
[42:15]
Those have it, motion fails, 43.
[42:23]
We're going to 719.
[42:25]
Motion to approve the amount of 16,199 to the national home.
[42:32]
National faith home buyers prove a down payment assistance for home buyers,
[42:38]
2026, dash 004, funded through the home grant.
[42:44]
Motion support.
[42:45]
Most of my Mr. Wallace supported by Mr. Armstrong in his discussion here in none all of
[42:53]
the favor C.S. Yes, all opposed. Yes, is have a motion carried.
[43:00]
We're going to go to open this this now.
[43:03]
Go ask the audience first.
[43:13]
You're laying past sixty to sixty Jackson. I just have a request maybe that when
[43:19]
Department head comes up that they say who they are.
[43:23]
I know you guys all know I know who they are but people at home don't know so when they come up
[43:27]
I know you call them Chris and I know who he is but if they can come up and say who they are first before they start give me a discussion or whatever
[43:35]
Thank
[43:43]
you
[43:43]
Mary says the Beverly Road Taylor
[43:46]
I didn't get up and say anything
[43:52]
7.11
[43:54]
Avery versus a cage
[43:56]
The motion was was stated and voted on as a bird cage
[44:02]
Do you want a bird cage, or do you want a bird aviary?
[44:06]
There's a huge difference in what you just voted on.
[44:10]
I think it needs to be corrected to say aviary and not cage.
[44:16]
What does aviary in here?
[44:18]
Isn't that right?
[44:19]
Yeah, that's right.
[44:20]
But that's not what you voted on.
[44:23]
What was on this paper?
[44:25]
We voted on.
[44:26]
You voted on what was stated verbally in the motion.
[44:33]
Let's do this.
[44:35]
Can I get a motion to approve a January for the heading far?
[44:40]
Please read it again, Chairperson.
[44:44]
All right.
[44:51]
Make a new motion.
[44:52]
You can make it.
[44:53]
I mean, it's basically.
[44:57]
All right.
[44:57]
Let's reconsider the motion.
[44:59]
Okay.
[45:00]
I'll make support.
[45:05]
Reconcer to Mr. Armstrong, support by Mr. Wallace, to approve top fabricators in a deed,
[45:11]
low quote for the purchase of a custom bill per savory amount not to exceed $7,500 and $8
[45:18]
fund through the capital outweigh fund.
[45:20]
Motion.
[45:22]
It's still a cage.
[45:25]
Any other discussion?
[45:26]
All in
[45:32]
favor? Yes. All opposed? Yes. Yes, just have a motion carried.
[45:41]
Good evening to the chair,
[45:42]
council and the mayor. My name is Cheryl Jordan, 11th, 176 morally. I was here a couple of weeks ago regarding
[45:52]
overgrowth in our yard that bumped up against city property and the mayor and the DPW
[45:58]
talked with me afterwards to get my address and tell me that someone was going to come out
[46:04]
and take care of it.
[46:06]
The next day we had a representative come out.
[46:09]
I believe this name was Liny Hall.
[46:12]
I wasn't home.
[46:12]
My husband was there.
[46:14]
He came out and he looked at the area and later another person came out and took care of it.
[46:21]
So I just want to let everyone know that we're very pleased with how the city took care of
[46:27]
problem and just hope that going forward is taking care of in the future.
[46:32]
So thank you very much.
[46:34]
Thank you.
[46:35]
Any other discussion from now on?
[46:39]
You're not anything from the council.
[46:42]
Mr. Chairman.
[46:46]
I'll go ahead.
[46:47]
Oh, go ahead, Mr. Mayor.
[46:48]
Mr. Chairman, I just wanted to congratulate.
[46:51]
I saw many of you guys today.
[46:52]
I know not everybody can make it, but it's nice to see.
[46:55]
She's had their grand opening today on telegraph.
[46:57]
It's a beautiful facility, we're there to celebrate the grand opening.
[47:02]
It's their second store here, and I think anybody out there that I think they're given free pop
[47:07]
away for the entire day, so if you want to stop by there and check it out, you need a free drink.
[47:13]
Also, just want to point out that I was lucky enough to meet my son and a couple of friends.
[47:18]
I went and saw Rush last week, and it was nice to see a couple of members.
[47:21]
We have out in the audience right here.
[47:24]
It's nice to know I'm not the only rocker around here, so that's all I have.
[47:30]
So Mr. Chairman, 10 days from now, our nation will mark the 25th anniversary of September
[47:36]
11, 2001, a tragedy that forever changed America.
[47:41]
Nearly 3,000 innocent lives were taken at day at the World Trade Center, the Pentagon, and
[47:45]
aboard Flight 93.
[47:47]
There were mothers and fathers, sons and daughters, husbands and wives, friends and co-workers.
[47:55]
Their families carried a loss that no passage of time can erase.
[47:59]
Remember the firefighters, lease officers, herometics, military personnel, and ordinary citizens who ran toward danger when every instinct told them to run away.
[48:10]
We remember the courage of the passengers and crew of Flight 93 whose actions prevented an
[48:16]
even greater tragedy.
[48:19]
We also remember the first responders and recovery workers who spent days, weeks and months
[48:24]
at Ground Zero.
[48:25]
Many of whom later became seriously ill or lost their lives because of their service.
[48:31]
In the days that followed, Americans came together.
[48:34]
We flew our flags, we checked on our neighbors, we stood with our first responders in
[48:40]
military, differences that seemed so important the day before, suddenly did not matter
[48:46]
as much. We were Americans first. 25 years later, perhaps one of the greatest ways we
[48:53]
can honor those we lost is to remember not only the tragedy of September 11, but also the
[48:59]
community, compassion, courage, and patriotism that followed.
[49:04]
To the families who lost loved ones, we remember you.
[49:08]
To the first responders who answered the call, we honor you.
[49:14]
To those who served our nation in the years that followed, we thank you.
[49:19]
And to the nearly 3,000 souls who never returned home that day.
[49:23]
We will never forget, September 11th, 2001, 25 years later, always remembered, never
[49:31]
for God.
[49:35]
Thank you.
[49:38]
Through the chair on a lighter note, this Thursday, September 3rd at 7
[49:42]
in the clock, we're going to dedicate, I think, to dedicate the new football field at Taylor
[49:50]
High School as the Jags from Allen Park Command and they take honor of 2627. Taylor High
[49:56]
schooled grithons, also coolers to the guys that are
[50:00]
We're working 24 hours a day to make this happen. So I want to thank everybody that was involved and come out and support the Griffin. Thank you.
[50:10]
Through the chair, two softball games to put on your calendar, September 11th at 630, a rotary park, and then September 20th, a Taylor PD and Romulus PD will be playing a softball game.
[50:24]
same location, September 20th, 630, start time, should be a great time, really looking forward
[50:31]
to it.
[50:33]
Another September 11th through the chair.
[50:36]
The Community Emergency Response Team, on Friday, September 11th and Saturday, September
[50:42]
12th, at the park, in the big Pavilion, will be having a battle of the bands as a fundraiser
[50:49]
for your community emergency response team.
[50:52]
A lot of bands are signed up.
[50:55]
We'll have a lot of volunteers helping out.
[50:58]
It should be a whole great fun and a way for us
[51:01]
to get money for first aid kids and walkie talkies
[51:05]
and things like that.
[51:07]
To the chair.
[51:08]
September 30th is the deadline for taxes.
[51:12]
I don't want to let everybody know that.
[51:19]
OK.
[51:19]
At least.
[51:20]
You have a list?
[51:21]
I have a list. We are closed City Hall, City offices are closed and Monday, September 7th,
[51:27]
and observance of Labor Day. Let's put that out there to the public. Also, we are hosting
[51:32]
Shred Day, which I will remind again at the next meeting on Saturday, September 19th. It will
[51:37]
be in this parking lot as usual. In front of City Hall, 10 a.m. until 1 p.m. last car in line around 1245.
[51:45]
If we have a line, we do have a cut off or until the truck is full. We were very busy in April.
[51:50]
I was really nervous, we were going to build the truck, but we did not think that, but it
[51:55]
did get a little scary there for a minute.
[51:59]
Absentity ballots for the November General Election will be mailed the week of September 21st.
[52:04]
Towards the end of September, just put that in your mind.
[52:08]
We are still mailing ballots, I know there's a lot of talk on the news about ballots.
[52:12]
We are still, we have envelopes printed, we have everything ready to go to change things right
[52:19]
would be a nightmare and costs a lot of money, so unless something changes between now and September 21st,
[52:26]
things are going on in future.
[52:29]
We've been getting a lot of calls and visitors who are receiving third-party mailers,
[52:37]
regarding registering to vote, also absentee ballots.
[52:41]
If you get something in the mail, we've been getting on where people are getting a notice of
[52:46]
registration and it's saying someone in your house is not registered to vote.
[52:51]
Okay, there might be somebody that's living there or that used to live there.
[52:56]
You can call us, you can will help you.
[52:58]
It doesn't affect your voter registration on people are thinking their voter
[53:01]
registrations are being canceled.
[53:02]
That's not the case.
[53:04]
Also, you'll get an application for an absentee ballot.
[53:08]
A lot of third party organizations, a lot of candidates will mail those out
[53:11]
because they want you to vote.
[53:12]
It's not a ballot, it's an application.
[53:14]
We have people who call and say, we have five ballots in the mail.
[53:18]
No, you did not.
[53:19]
My office has not even mail ballot yet.
[53:21]
And we're only going to mail you one ballot because the system is only going to allow
[53:24]
us to mail you one ballot.
[53:26]
So we get that a lot, a lot of friends who call me and tell me, you mail me three ballots.
[53:30]
First of all, no, I did not.
[53:32]
But anyways, we've been getting that call, so I've other communities, I've seen the talk
[53:37]
on Facebook amongst my friends who are clerks and other communities that they're getting
[53:42]
a lot of phone calls as well.
[53:43]
I've never had any question.
[53:45]
I'm C.S. will be willing to look at what you have and talk it over with you and explain it as well.
[53:52]
Thank you.
[53:54]
Okay.
[53:55]
As you may know, he heard that we read a resolution for the veterans month in November.
[54:01]
It's mandatory at the bottom that you all visit the museum.
[54:06]
We have new cabinets.
[54:08]
We have a new purple heart wall.
[54:10]
So please, please visit when you get a chance.
[54:12]
Through the chair of what are the normal hours of the museum during the We Monday Wednesday and Fridays
[54:18]
is what we try to do from 10 to 4.
[54:21]
Time to 4 unfortunately because there are volunteers sometimes that don't happen, but
[54:25]
Okay.
[54:25]
Thank you.
[54:26]
Mondays and Wednesdays, I know they're there.
[54:29]
Fridays are hidden, miss.
[54:34]
Anything else?
[54:36]
May I get a motion?
[54:37]
Motion to adjourn.
[54:38]
Well, it's a pleasure.
[54:40]

[54:42]

[54:45]

[54:48]
