[0:02] Okay, we're live, good to go. JT, you're happy with the system here? Yeah, we are now recording. Excellent. And so I'd like to call
[0:12] our special city council meeting, our truth and taxation meeting for Wednesday, August 12th, and we will start with a roll call, please.
[0:32] We will go ahead and start with our Pledge and Reference being handled by Council Member
[0:37] Burgers.
[0:37] Bring us.
[0:39] All of a sudden.
[0:40] We pledge
[0:43] allegiance to the flag of the United States of America and to the Republic
[0:49] for which it stands, one nation under God, indivisible, with liberty and justice for all.
[1:13] We will offer prayer.
[1:14] I have a follow-up account before I want to thank you for this opportunity to come here for Mr. St. Texhison.
[1:21] You may want to play it by, but we would like to be able to make the right decisions and
[1:27] take advantage and change the citizens.
[1:30] We thank you all for all the blessings we have in the freedoms and the privileges and
[1:33] we have for our prayer and in Jesus Christ.
[1:35] Amen.
[1:36] Thank you very much.
[1:38] Excellent.
[1:39] We will now move into the entire topic for tonight, our
[1:44] Truth Intaxation and Final Budget Adoption.
[1:47] We will start off with item 2.1, a presentation regarding the proposed property tax increase.
[1:53] The impact schedule of said increase and entering compliance with the Utah Truth Intaxation Act by our city administrator,
[2:01] John Taylor, JT.
[2:04] Thank you very much, Mr. Chair, and also would like to know we have had one individual join online.
[2:08] Thank you.
[2:09] Do you see that?
[2:10] Yes, I do.
[2:11] Can I get you to switch to my computer, please?
[2:16] Thank you very much.
[2:17] This is notice that's provided by Salt Lake County of their proposed tax increase schedules
[2:24] for this valley and their dates and times and amounts, also noted in the back or copies
[2:31] of this schedule should anyone like to take them.
[2:34] However, I do believe this is the last night for this county.
[2:37] of these truth and taxation meetings.
[2:43] Tamer's real city is looking to increase tax rate of 5.02% that will yield $234,800
[2:53] in additional tax property, property tax revenue.
[2:58] The increase is the 5.02% in property tax budgeted revenue above last year, and it excludes
[3:07] eligible new growth. The published notice also shows the impact on a $498,000
[3:13] residence as an increase from last year's total tax of $224.32 that would be
[3:21] raised to $235.55 or $11.23 per year or 94 cents a month for a resident.
[3:36] For a
[3:37] to $20.42 a year or $1.70 a month for the business increase.
[3:43] That should be noted the increase, the $244,800 will be used
[3:48] to increase for public work maintenance.
[3:52] This is the revenue budget.
[3:55] This is the public budget that shows the property tax line items
[3:59] where the money was allocated and it shows specifically
[4:04] just the tax increase number. And this is the slide, this is the budget document that shows
[4:11] the expense in the public works contract for the additional road maintenance for the $234,800.
[4:19] In the last seven years, road maintenance, the blue columns are public works,
[4:26] budget numbers, the orange line that you see and the shade doesn't come through very well,
[4:32] but the difference in those two are the load maintenance.
[4:35] I want to load maintenance that's been left out just in,
[4:40] not overreacting or knee-jerk reacting to the price and oil and price and inflation.
[4:45] We can deal with load maintenance, not having to be done every year.
[4:49] It's a decent way to handle large changes in the economy,
[4:54] but we are to the point where we need to start fixing some of the old
[4:59] And I can projects that are left from, I don't know if that shows up either, fund previous
[5:07] years, fiscal years, 22, 23, 24, 25, and even this year.
[5:12] The amount in C would get $303.75 million that is our projects and maintenance that is
[5:19] undone.
[5:20] We're adding a half million dollars, half of which is the property tax increase.
[5:25] the other is coming from fund balance with a $3.2 million deficit that will still
[5:30] hoping all of the prices come down and things will level out a little bit.
[5:36] So with that, Mr. Chair, that leaves us the noticement requirement that's the explanation
[5:42] of where the property tax is going.
[5:45] Are there any questions?
[5:47] Yes, Council.
[5:48] Any questions?
[5:50] Thank you.
[5:51] Very good.
[5:51] Thank you for the presentation on that.
[5:53] And now we will go ahead and move into our next item, our public hearing to receive public comment regarding the proposed property tax increase.
[6:04] And so before I open the public hearing, I do see our one participant online that we have.
[6:12] If the participant online would like to make a comment, we would ask that you let JT9 in the chat about that.
[6:22] So we can give you the instructions, but we would be opening things up first to those who are in council chambers to give comment.
[6:30] So with that said, I will open our public hearing to receive comment.
[6:34] Any who are here, you can come up to the microphone and give us your name and your comment.
[6:41] And we'll make sure that our recording has your name so we can add that further record.
[6:45] So it's open. Please come forward.
[7:01] Thank you for taking my comment and listening to my interest in this. I would be remiss if
[7:16] take the opportunity to speak against, get another tax increase on our citizens. It seems like
[7:23] the Salt Lake County Council increased taxes 15%, and that almost became a green light to all the
[7:30] cities to follow in suit. As you see, there is meeting after meeting of all the cities
[7:36] planning to also increase their property taxes. Now, once and I understand it's for road maintenance
[7:42] and things like that, but not once have I heard any mention of any attempted cuts.
[7:47] Not only did I not really see attempted cuts in the Salt Lake County tax increase,
[7:53] but it was the same now with the city tax increase.
[7:57] As families who have to set budgets, which we very much do a line item budget for
[8:01] ourselves, checking receipts, checking things like that.
[8:05] If we have a housing renovation that we want to do, if we have a vacation, we want to go on.
[8:10] We make sacrifices to save for that and sometimes we say, well, I guess now is not the time we can't do that kind of thing now.
[8:19] Also, I notice that our library, our Taylor'sville library just got a $400,000 facelift, which I realize is not the city's budget that went to that.
[8:30] That was the county at the same time.
[8:33] That was a facelift that I find to be very unnecessary because it's nearly taller.
[8:38] And now there is a door that opens kind of backwards from what you would think it would.
[8:42] So when I went in for the first time and they asked me, what do you think of the entrance?
[8:47] I said, I'm not the biggest fan because it's had a $400,000 tax bill.
[8:51] And we as citizens, what that wasn't, there was a city that paid for it.
[8:55] We're still being taxed by both the county and by the city.
[8:59] So we're still filling the burden as the taxpayers on things like that, regardless of who's paying for it.
[9:04] But as the city, that's what I would encourage you to do, is look where you can make cuts, look for 5% where there is overlap.
[9:12] We need to allow the people who have and are being primary on the Salt Lake County Council, for example,
[9:20] for Laurie Sramon, who is very much being challenged
[9:23] by contestant Kathleen Anderson,
[9:28] and wanting to allow people like Shane Manwaring,
[9:31] who's running for shift,
[9:32] and both of them are running on the premise of,
[9:35] we want to see whether there is overlap
[9:37] between the cities and the counties,
[9:40] and find who does it well,
[9:41] and find where we can cut the fluff.
[9:44] We need to allow that process to happen
[9:46] before all the cities start proposing tax increases.
[9:49] I know it's only $11 a year. That's not a big deal.
[9:54] But all that adds up over time.
[9:57] Thank you.
[9:58] Thank you very much for taking my comment.
[10:00] Absolutely. Thank you.
[10:03] Is there additional comment that would like to be made?
[10:08] Okay.
[10:09] All right.
[10:10] Seeing no other comments here in Chambers.
[10:14] I will.
[10:14] JT does it look like our online participant would like to make any comment?
[10:18] If you'd like to make comment, if you would tie a cannon on and then meet your mic, we will move you over to the screen.
[10:31] Thank you very much, sir.
[10:33] Thank you.
[10:34] Seeing the others in Chambers or comments online, I will close our public hearing.
[10:40] And now we have two resolutions to be looking over.
[10:45] First is item 2.3.
[10:47] Resolution number 26-21.
[10:50] on this being the resolution of the City of Taylor so adopting the final property tax
[10:55] levy for the for the 2026 tax year. And I'll open it up for any council discussion to
[11:04] be taking place. Council.
[11:09] Seeing no con no questions or discussion, I will entertain a motion.
[11:18] Go ahead.
[11:19] I love the Notre Dame Dothabe Resolution and the 26-21, a resolution of the City of
[11:23] Tame is read in the final property tax levy for the 20-26-tack Sheirth O'Lr and Compliance
[11:29] with the Utah Truth and Taxation Act.
[11:31] They can legislate funds and authorizing implementation.
[11:36] Thank you.
[11:37] Thank you.alling.
[11:38] Should I
[11:39] keep going? No.
[11:41] Hello,
[11:41] please.
[11:46] Councillor Bury,
[11:47] or Barry? Yes. Councillor Mountain
[11:49] Cocherne.
[11:49] Councillor Mountain Cocherne.
[11:49] Yes, Councilmember Harker. Yes, Council Chair Connidson. Yes, Councilmember Burgess.
[11:57] Yes, thank you. And we'll move on to item number 2.4. Resolution number 26-22. Resolution
[12:07] regarding amending the end-adopting the final budget for this fiscal year to reflect completion
[12:15] of the Truth and Taxation process.
[12:17] Are there any items for discussion?
[12:20] If they're none, I will entertain an motion.
[12:23] Anna.
[12:23] I'll make a motion.
[12:25] We approve resolution number 26, test 22,
[12:27] where resolution of the C of Taylor,
[12:29] is still amending and adopting the final budget
[12:31] for the fiscal year, beginning July 1st, 2026,
[12:34] and ending June 30, 2027, following completion
[12:37] of the Utah Truth and Taxation process.
[12:40] Thank you, heard.
[12:42] Second.
[12:43] That's a roll call, please.
[12:44] Councilmember Cochran. Council Chair, can I have two? Yes.
[12:49] Councilmember Burgess. Yes.
[12:51] Councilmember Burberry. Yes.
[12:53] Councilmember Harker. Yes. Thank you.
[12:57] I appreciate all of the time that we have been able to put in and this is always good
[13:04] to be able to get these items addressed as we need. With that, there are no other items
[13:11] for the agenda. So it looks like we are to the point to where we can adjourn, correct?
[13:17] Motion to adjourn. Thank you. Do I have a second? Second.
[13:22] Thank you. And for this, I will ask for a roll call, please. Betsy.
