[4:07] in an arc in an accident can be
[4:10] here. However. I was the audit
[4:10] manager overseeing the
[4:14] financial statement audit. Um
[4:16] So are our responsibility as
[4:18] the auditor was to express an
[4:20] opinion as to whether or not
[4:22] the financial statements were
[4:24] presented fairly part of our
[4:25] audit included the
[4:27] consideration of the city
[4:27] s
[4:28] internal controls for the
[4:30] purpose of determining our
[4:31] audit procedures and not to
[4:34] provide Ah assurance concerning
[4:37] those internal controls. Um in
[4:40] the audit process. We gather
[4:42] evidence from inquiries with
[4:45] staff verification with third
[4:47] parties vouching transactions
[4:51] to supporting documentation and
[4:51] performing analytical
[4:53] procedures. So basedn The
[4:54] evidence that was gathered
[4:58] during the audit. We issued a
[4:59] unmodified opinion over the
[5:01] financial statements and this
[5:03] is a clean opinion and is the
[5:03] highest level of assurance that
[5:08] we can provide. So Ah. The
[5:08] auditor
[5:10] s report also contains
[5:12] a emphasis of matter Paragraph
[5:14] So, This paragraph draws the
[5:15] reader
[5:16] s attention to the
[5:16] implementation of a new
[5:19] accounting standard. Uh so this
[5:22] standard is related to leases.
[5:24] So the impact of the standard
[5:26] on the city
[5:26] s financial
[5:28] statements is included as a
[5:29] footnote disclosure, so that
[5:29] s
[5:32] footnote number 18. Uh um, our
[5:35] opinion Within the auditor
[5:36] s
[5:36] report is not affected with
[5:39] regards to this matter, so we
[5:40] still have a clean unmodified
[5:44] opinion. Um So moving on here.
[5:44] There
[5:47] s certain balances within
[5:49] the financial statements that
[5:51] are derived from estimates, so
[5:53] those balances are related to
[5:53] the city
[5:56] s pension and other
[5:57] post employment benefit
[6:01] liabilities and are both based
[6:03] upon valuations from actuaries,
[6:05] So. These balances are
[6:07] sensitive based upon the inputs
[6:07] that the actuaries are are
[6:11] using. Ah So, for example, the
[6:13] discount rate if it moves up or
[6:16] down 1%. It could have a huge
[6:19] difference on the net pension
[6:21] liability or liability. So.
[6:23] That relationship has been
[6:24] disclosed as a separate
[6:25] footnote, so that
[6:27] s footnote
[6:28] Number nine for the city
[6:29] s
[6:31] pension and footnote, number,
[6:33] 14 for other posts and claim
[6:34] other post employment benefit
[6:38] liabilities. Um So moving on
[6:41] here. There were no corrected
[6:42] or uncorrected misstatements
[6:44] identified during our audit,
[6:45] and there were no disagreements
[6:46] with management during the
[6:50] course of the audit. All city
[6:51] staff were extremely
[6:51] professional during the entire
[6:54] audit. They were super helpful
[6:56] and were a huge part in the
[7:00] success of the audit. Um To
[7:01] conclude I on behalf of my
[7:01] Bailey. I

[8:24] rec services and programming

[8:27] Our Last meeting was on Monday,
[8:30] FEBRUARY, the 13th We approved
[8:33] the action minutes for the
[8:35] JANUARY 9th meeting. We also
[8:38] had a presentation from Stacy
[8:39] Fox in public works on some
[8:41] playground equipment and safety
[8:43] servicing projects. We have
[8:44] some really fun upgrades and
[8:46] remodels come into some of our
[8:48] parks in 2023 1 of the items
[8:51] that all of our commissioners
[8:52] Very complimentary about and
[8:54] recognized was the
[8:54] accessibility and inclusion
[8:56] that is involved in these
[8:56] Parker models. It
[8:57] s really
[8:59] Going to be really be something
[9:03] else. We also had a very
[9:05] thorough discussion of our
[9:06] community of our commissions.
[9:09] Mission. Um. What We were were
[9:10] organized to do and our
[9:12] priorities. We talked a lot
[9:13] about what our priorities are
[9:15] going to be in our vision for
[9:17] the upcoming year and we are
[9:19] looking forward to sharing that
[9:20] with you at our annual meeting,

[10:41] Traffic Safety Commission
[10:42] consists of five commissioners
[10:43] Commissioner Ackerman myself as
[10:47] the chair David Maddox is the
[10:50] co chair j. J, James Richardson
[10:51] and Bradley Sullivan. We meet
[10:53] the fourth Thursday of each
[10:54] month where we review and make
[10:56] recommendations to the council
[10:58] on topics related to speed
[11:00] zones. Stop signs signals
[11:02] pavement market markings.
[11:03] Traffic design and engineering
[11:05] along with other items as
[11:07] directed. Our Last meeting was
[11:09] FEBRUARY 23rd last week last
[11:13] Thursday. Our first item on the
[11:14] agenda. Jennifer Hennessy, the
[11:16] director of finance, conducted
[11:17] an annual budget engagement
[11:19] session designed to engage
[11:20] commission members early in the
[11:25] development of the 23 24 annual
[11:26] operating capital Improvement
[11:28] Program budget process. We were
[11:30] given an opportunity to provide
[11:32] feedback to support programs,
[11:33] projects and events which the
[11:35] council will review during
[11:36] their upcoming budget workshop
[11:39] in MAY. This was just a
[11:42] receiver and file item which we
[11:45] received and filed. Uh, item
[11:48] number two on our agenda. City
[11:49] staff provided a thorough stop
[11:52] control analysis regarding the
[11:54] feasibility of implementing
[11:55] always stop controls in
[11:57] pedestrian crossings and peole
[11:59] Street and Main Street to
[12:00] address concerns of excessive
[12:02] speeding and lack of pedestrian
[12:05] crossings. The recommendation
[12:07] from staff was to recommend to
[12:09] the City Council to adopt a
[12:10] resolution establishing those
[12:13] multi way steps controls at
[12:15] that intersection and also have
[12:16] staff implements striped
[12:19] pedestrian crosswalks.
[12:22] Commission voted 50 to approve
[12:22] the staff
[12:23] s recommendation, and
[12:23] that
[12:24] s all we had any questions.

[13:02] Temecula. Total of 828 calls
[13:06] ran in the city. 66 of those
[13:10] were traffic collisions. 586
[13:12] for medical related calls, Um
[13:15] nine fires in the city and a
[13:16] bunch of ringing alarms while
[13:20] false alarms. Um So breaking
[13:21] that down. I know that we do
[13:22] have a ringing alarm ordinance
[13:24] in the city. But. You could see
[13:26] that still holding that too.
[13:27] That is good for us at the Fire
[13:30] department. And. We appreciate
[13:33] the city support. Um in that
[13:36] ordinance next page. Here. You
[13:38] can see what you
[13:39] re running, Uh,
[13:39] stations are running in each
[13:45] district. Station 90 to 95 84
[13:49] 12 and 73 then Corresponding
[13:50] under the station and yellow is
[13:53] a number of calls ran. Out of
[13:53] those stations in the city

[14:03] fire prevention. Uh, Plan
[14:05] checks and reviews or still
[14:09] really busy 529 for last month.
[14:12] New construction inspections

[14:21] 27 folks come in to our counter

[14:41] program. They had six volunteer

[14:52] We had one course. Ah
[14:53] healthcare provider bls program
[14:55] cpr in the city. We had one and
[14:57] that was a research for a city
[15:00] employee. And, then our heart
[15:03] our Heart Saver First Aid
[15:05] program. We had three courses
[15:06] in the city. The real highlight
[15:09] here. Is a Great Oaks high
[15:12] school. We did a hands on cpr
[15:13] and stop the bleed training
[15:17] there. With t c sd Aquatics
[15:20] Temecula Valley Hospital in the
[15:20] bio Inland Valley Medical
[15:24] Center. Ramona Valley Hospital
[15:27] and the school district. So. We
[15:32] were able to teach 1600. Kids
[15:34] and adults at the school on the
[15:36] importance of cpr and how to do
[15:38] it properly and also our stop
[15:40] The Bleed program, which has
[15:42] been on the forefront, I think
[15:43] You know locally with with some
[15:44] of the mass shootings we
[15:45] ve had
[15:46] people want to know this stuff,
[15:47] and I think it
[15:49] s good that our
[15:50] community knows that. So here
[15:53] some pictures from that event.
[15:55] Um, I think it was well
[15:56] attended. You can see the stop
[15:58] the bleeding the hands on cpr
[16:00] being done. And on the big
[16:02] screen there in the gym. That
[16:06] given instructions as well.

[16:15] management in JANUARY, the
[16:16] local has admitted mitigation
[16:17] plan is working its way through
[16:19] the Planning commission. It is
[16:20] currently at Cal os for
[16:25] approval. Um Mercy manager
[16:26] attended pdo class and media
[16:29] relations. Ah, the emergency
[16:31] operation plan is still pending
[16:33] Approval to be placed on the
[16:36] city Council to be adopted. And.
[16:37] You could see where we are on
[16:41] our grants and claims.
[16:41] Community presentations to and
[16:44] then we have a backpack program
[16:46] for having a go bag at home in
[16:48] the essentials that you would
[16:50] need in case of emergency. So
[16:51] yourself sufficient for 24
[16:53] hours. 320 of those have been
[16:56] distributed year to date. The
[16:58] last storms were in management
[17:01] watch and at normal level. Can

[17:12] a survivor of cpr. Where, um
[17:13] Our firefighters were directly
[17:16] involved in saving a life and i
[17:18] want to invite Stephanie natter
[17:19] here and her husband, Dylan to
[17:21] come up and share their story.

[17:25] important to see that chain of
[17:28] survival from our 911?
[17:29] Dispatcher given instructions
[17:33] to Dealing over the phone to
[17:34] our firefighters showing up and
[17:35] giving excellent care. To the
[17:38] hospital. Being able to save
[17:39] her life, so I
[17:40] ll let her share

[17:52] My name is Stephanie Natter.
[17:56] And on SEPTEMBER 20th 15th.
[18:00] 2022 at 10 34 am I died? I
[18:00] m 39
[18:02] years old. With. No prior
[18:05] health conditions. I played
[18:07] sports all my life growing up.
[18:10] And I stayed active. And. My
[18:15] heart just stopped. I went into
[18:16] cardiac arrest. I didn
[18:16] t have a
[18:19] heart attack. Many people know
[18:20] the difference. But. Some of
[18:21] you MAY not, And I
[18:22] d like to
[18:26] share the difference. The,
[18:26] American Heart Association
[18:27] States. Heart attack occurs
[18:29] when the blood flow to the
[18:32] heart is stopped. Heart attack
[18:34] is a circulation problem.
[18:37] Cardiac arrest occurs when the
[18:39] heart malfunctions and stop
[18:42] speeding unexpectedly. Cardiac
[18:43] arrest is an electrical problem.
[18:46] That morning was just like any
[18:48] other morning. I got my kids
[18:50] ready for school made my
[18:53] husband breakfast, and I went
[18:54] upstairs and laid back in bed.
[18:57] I was on the phone with my best
[18:59] friend who is an er nurse.
[18:59] We
[19:02] re catching up about. The
[19:03] previous days and sharing
[19:06] stories. I made an instagram
[19:07] post of my son
[19:07] s water polo
[19:09] game the night before. And. My
[19:13] heart just stopped. I stopped
[19:16] responding to Jill. And she
[19:16] immediately knew something was
[19:18] wrong. She heard me take my
[19:22] last breath. And immediately
[19:23] conferenced my husband in on
[19:26] the phone call. Coincidentally.
[19:29] He was downstairs with no
[19:30] meetings to attend for work,
[19:32] and it was able to come up to
[19:37] our bedroom. He came up and
[19:38] found me laying in our bed
[19:43] lifeless in blue. And at that
[19:44] point, he knew he had to do
[19:49] something. He put me down on
[19:54] the floor and call 911. He was
[19:56] led for nine minutes doing
[19:58] chest compressions by the
[20:01] dispatcher until help arrived.
[20:04] At that point engine 96 92
[20:08] arrived at our home. And they
[20:10] took over chest compressions. I
[20:13] was shocked six times by an a d
[20:14] and received an I o port in my
[20:19] shin After 30 minutes, I
[20:21] regained a pulse and was
[20:22] transporte Temecula Valley
[20:26] er. Once. I arrived there. I
[20:28] coat it again. And received
[20:30] four more shocks. And was
[20:35] intubated. A few hours later, I
[20:37] was moved to icu. Where I coded
[20:42] again. Against cpr was
[20:43] administered and I was brought
[20:47] back. At that point I was put
[20:51] on 100% life support. For five
[20:54] days. After five days I woke up
[21:00] with No broken ribs. No
[21:01] neurological disorders deficits.
[21:07] And, no motor skill issues. I
[21:11] was alive and able Because of
[21:13] cpr done by my husband and the
[21:17] first responders. After day 10
[21:20] at day 10 I was discharged and
[21:24] walked out of the hospital. A
[21:25] couple of weeks after being
[21:28] home. My family, close friends
[21:30] and I were able to reunite.
[21:35] With 96 92. As well as the
[21:38] dispatcher. And. We
[21:38] re able to
[21:43] think them And hug them. Ensure
[21:46] gratitude for The role that
[21:49] they played. Each member of
[21:50] that crew was vital in my
[21:53] survival. And necessary that
[21:59] day. Hmm, a few of the medics
[22:02] even told me that Their
[22:03] outcomes aren
[22:04] t always this way
[22:06] and that they have never had a
[22:07] survivor be able to hug or
[22:11] thank them. That Day will
[22:14] forever be special for me. I
[22:16] grateful to my best friend for
[22:18] the intuition and sense to hear
[22:20] something that was wrong. I
[22:22] grateful for my husband, who
[22:24] was home and started cpr
[22:29] immediately. I am grateful. For,
[22:30] the experienced and
[22:32] knowledgeable medics. That came
[22:35] to my home. I
[22:36] m grateful for a
[22:37] hospital that is close by and
[22:41] our town. That Also gave
[22:42] amazing care and we
[22:43] re
[22:46] compassionate to my family. I
[22:48] am grateful for the skilled
[22:50] nurses and doctors as well. I
[22:52] grateful to be here and to be
[22:54] able to share my story to share
[22:56] the awareness. And educate
[23:01] people. About saving people
[23:03] lives with the cpr How
[23:06] important it is. I
[23:06] m grateful
[23:08] to be able to be a mom to my
[23:09] two kids and to be able to
[23:11] share my story with you guys
[23:13] today. I
[23:15] d like to acknowledge.
[23:19] 96 They are now extended family.
[23:21] They
[23:23] re here today supporting
[23:27] me and as well as my husband.
[23:29] They saved my life and the
[23:33] chain of survival works. Heroes
[23:34] are just ordinary people who
[23:36] know what to do. You never know.
[23:39] When the first responder is
[24:14] going to be you. Thank you.

[25:48] Troop 1 48 chartered by the vfw
[25:51] post 40 89 I am a privileged to
[25:53] be attending this meeting
[25:54] tonight with scouts from
[25:56] Temecula Strip 1 48. They
[25:56] re
[25:58] all working on the citizenship
[26:00] in the community Merit badge.
[26:01] And over the past eight weeks,
[26:02] These scouts have learned what
[26:04] it takes to be a good citizen
[26:08] in their community. Including
[26:10] what their rights, their duties
[26:12] and their obligations are as
[26:13] citizens of our city. They
[26:14] ve
[26:15] discovered what our city is
[26:15] known for, and they
[26:16] ve learned
[26:17] a little bit about Temecula is
[26:20] history. We have also learned
[26:21] about some local issues, and
[26:21] we
[26:23] ve had a very engaging
[26:25] discussion about the future
[26:26] Temecula Skatepark and they
[26:28] shared with me some of their
[26:30] ideas about potential action
[26:31] supports opportunities in our
[26:33] city. As part of their mayor
[26:35] badge. They will be completing
[26:37] eight hours of community
[26:38] service, benefiting a local
[26:40] nonprofit in our city. Tonight.
[26:41] They had the opportunity to
[26:43] meet with Mayor Swink to
[26:44] Tourist City Hall and learned
[26:47] about local government. Serving
[26:49] all youth, Both boys and girls
[26:52] scouting with Boy Scouts of
[26:52] America is thriving in Temecula.
[26:59] In 2022 867. To make it a youth
[27:02] participated and b s a programs
[27:04] which includes, um are 15
[27:06] scouting units. We have packs
[27:08] troops and we have fire Police,
[27:09] Highway patrol and medical
[27:10] explorer posts here in the city.
[27:15] Last year, 44 Temecula Scouts
[27:15] achieve scouting
[27:16] s highest rank
[27:17] of Eagle scout. Just a sample
[27:19] of some of the scouting Eagle
[27:20] Scout projects We
[27:22] ve had
[27:23] benefiting Temecula
[27:24] organizations and we did a al
[27:27] Box and five birdhouses for
[27:29] migratory birds for the Rose
[27:30] Haven heritage Rose Garden. We
[27:34] also had an Eagle Scout. Create
[27:35] six composting containers for
[27:38] the Rose Garden. Temecula
[27:39] Valley Unified School District,
[27:40] st, Thomas and st Catherine
[27:43] Church are just some of the
[27:45] beneficiaries and Temecula of
[27:46] Eagle Scout projects last year.

[27:49] mayor shrank for meeting with
[27:51] our scouts tonight and helping
[27:52] each of these scouts be
[27:54] prepared to be better citizens
[27:54] in future leaders in their

[30:03] for about 15 years I attended
[30:04] the last City council meeting
[30:05] two weeks ago because I hadn
[30:06] been in a while and I was
[30:07] interested in getting to know
[30:09] the new kids on the block. I
[30:09] wasn
[30:10] t that long ago that Mayor
[30:12] Schwank was the new kid on the
[30:13] block, and so I was kind of
[30:16] checking him out to the most
[30:16] interesting part of the meeting
[30:17] for me was the last discussion,
[30:19] the one about putting a vote
[30:20] for term limits on the ballot
[30:21] Now on that issue. I don
[30:22] t feel
[30:23] strongly. Either way. I know
[30:25] there are compelling narratives
[30:26] for both sides. I listened to
[30:27] the discussion and there was
[30:28] little real pushback at first,
[30:30] a phrase uttered more than once
[30:30] was. Well, I don
[30:32] t have a
[30:33] problem with it shrank when we
[30:34] went last and brought up his
[30:35] arguments against her term
[30:36] limits, and I found those he
[30:38] had some pretty valid points
[30:40] after his comments. So. I
[30:41] thought Okay, now I know a
[30:41] little bit more about Mayor
[30:44] Swang. 20 also acknowledge his
[30:45] belief that if it were put on
[30:47] the ballot today, people would
[30:50] vote in favor of term it term
[30:51] limits Following his comments I
[30:53] heard council member office
[30:53] referred to that comment that
[30:55] people would vote in favor and
[30:56] that that was all he needed to
[30:58] hear. I think that was a direct
[31:00] quote. I have two problems with
[31:02] that one is it sounds like you
[31:02] weren
[31:04] t even considering the
[31:04] mayor
[31:05] s arguments. You cherry
[31:06] picked what you would agree
[31:07] with your point of view and
[31:10] dismissed the rest. Second, you
[31:11] believe that
[31:11] s what
[31:11] s popular
[31:13] is more important than what
[31:14] best as in. Well, if that
[31:16] what the people want. We should
[31:17] give it to them. I think most
[31:18] would agree that that
[31:18] s not
[31:20] always a good idea. It
[31:22] certainly no way to lead In a
[31:23] representative form of
[31:24] government. We elect people to
[31:27] do the work of studying the
[31:28] issues considering the validity
[31:30] and merit of the alternative
[31:31] alternatives and then to choose
[31:31] what
[31:33] s best. I know from
[31:34] personal experience that
[31:35] putting yourself in a
[31:36] leadership position for there
[31:39] to be any hope of being
[31:40] effective, requires self
[31:42] reflection and growth, which is
[31:44] often very uncomfortable, but
[31:44] it
[31:47] s also high leaders are
[31:47] forged. It
[31:48] s humbling and I
[31:50] find humility to be an
[31:52] admirable quality in a leader.

[38:56] the governor and the
[38:57] Legislature seizing local
[38:59] control and centralizing that
[39:00] power and Sacramento City
[39:01] councils have become little
[39:02] more than rubber stamps for
[39:03] Sacramento
[39:04] s edicts. The
[39:06] Council should also emulate
[39:07] cities like San Marcos del Mar
[39:09] Renter Center, Margarita and
[39:13] many others by supporting the
[39:14] brand wing Mendoza tripartisan
[39:15] Land use initiative. Please do
[39:17] not waver to Sacramento by
[39:20] Falling for their planned and
[39:21] promoted accessory dwelling
[39:22] units. Sacramento

[39:24] is a dystopian attempt at bad
[39:25] urban planning that utilizes a
[39:28] cookie cutter approach to all
[39:28] of California
[39:29] s geographically
[39:32] and culturally diverse cities

[39:53] to establish city Council term
[39:55] limits. This should indeed move
[39:56] forward to the voters. Yet
[39:58] there also seems to be the need
[39:59] to properly define what
[40:00] constitutes a city Council term
[40:02] of office if a vacancy occurs
[40:05] and is filled by a council
[40:06] appointee to fulfill the
[40:08] remaining 44 months in office,
[40:10] should this 44 months. Count as
[40:11] a full term or shouldn
[40:12] t even
[40:13] shorter term of office of say,
[40:15] two years minus one day be
[40:16] considered as a partial term
[40:18] that qualifies the number 23
[40:19] more full terms. These
[40:21] potential wrinkles need to be
[40:23] addressed. If. This has not
[40:25] already been considered in the
[40:26] council needs to further
[40:27] deliberate otherwise, the
[40:28] council member in theory could
[40:30] serve a less than four year
[40:31] partial term than be elected
[40:32] and re elected to end up
[40:35] serving 14 15 or close to 16
[40:37] years in office. Thank you for

[48:20] location right now, so that
[48:23] one of the areas that is
[48:26] included, and the second area
[48:29] is at the eastern and of
[48:31] Santiago Road, where where it
[48:32] ends, basically from from in
[48:32] Ezra, there
[48:34] s a storm drain
[48:35] that again crosses Santiago
[48:37] Road that collapsed with the
[48:38] rains that needs to be repaired
[48:40] and replaced. And so we

[48:45] asking the council to adopt a
[48:46] resolution declaring these
[48:48] emergency condition to exist
[48:49] and exempting us from the
[48:50] bidding requirements so that we
[48:52] can move forward with directly
[48:54] repairing and replacing the

[52:14] Council has periodically made
[52:16] amendments to various sections
[52:18] of the code to improve its
[52:19] clarity, correct discrepancies,
[52:19] improved processes and
[52:21] implement state law. This
[52:23] proposed ordinance would amend
[52:25] title five business license and
[52:27] regulations and title 17 Zoning
[52:29] Temecula Municipal Code. Little
[52:30] bit of the history of the
[52:31] ordinance. This ordinance was
[52:33] presented to the Planning
[52:35] Commission Municipal Code
[52:35] maintenance subcommittee on
[52:38] NOVEMBER 2nd of 2022. And. This
[52:40] item was presented to the full
[52:42] Planning Commission on NOVEMBER
[52:45] 16th 2022 resolution number
[52:47] 22-34 was adopted, Recommending
[52:47] City Council approved the
[52:50] ordinance. Staff presented the
[52:51] City Council General Plan
[52:54] update ad hoc subcommittee on
[52:55] JANUARY, 24th and staff briefed
[52:58] the mayor and remaining council
[52:59] members individually on
[53:00] FEBRUARY, 14th and FEBRUARY
[53:01] 16th. Everyone
[53:03] s seen this. So
[53:05] jump right into the changes.

[53:06] s a few of them, starting
[53:09] with Title five. Specifically
[53:10] dealing with massage
[53:10] establishments and the
[53:12] exemptions to them. This would
[53:13] clarify that massage
[53:15] establishment that chair
[53:16] massage businesses are only
[53:18] exempt from the maximum number
[53:22] of massage establishments and
[53:22] no conversion of chair. Massage
[53:23] businesses are permitted a new
[53:24] massage business license would
[53:27] be required. And for operations
[53:28] of this obviously massage
[53:29] establishments. It would
[53:31] require all massage businesses
[53:33] to establish and maintain a
[53:34] dedicated telephone physically
[53:36] located at the business and is
[53:37] capable of dialing out
[53:41] specifically to 911. Jumping
[53:44] into title 17 are open Space
[53:45] Conservation district would
[53:47] modify the open space
[53:48] conservations only designation
[53:49] definition to include passive
[53:51] recreational uses and limit
[53:53] profit profit generating
[53:54] activity to unlimited term for
[53:55] the schedule of permitted uses
[53:58] for open space and open space
[53:58] conservation zoning
[53:59] designations. We
[54:00] re going to
[54:02] include bicycle paths as a
[54:03] permitted use, and we
[54:04] re going
[54:05] to clarify that communication
[54:06] and microwave installations are
[54:08] not permitted in any open space
[54:13] zoning designation. Title 17
[54:13] continues for our definitions.
[54:14] We
[54:15] re going to consolidate
[54:16] guesthouse and secondary
[54:18] dwelling unit with that of the
[54:19] accessory dwelling unit, or 80
[54:21] you and expand that definition
[54:24] of a d you to include any
[54:24] efficiency unit and
[54:25] manufactured home in accordance
[54:26] with state law. We
[54:28] re going to
[54:29] add definitions for recreation
[54:31] uses active and recreation uses
[54:31] passive and we
[54:32] re going to
[54:34] modify the definition of
[54:35] alcoholic beverage manufacturer
[54:37] to include the accessory use of
[54:38] a single food truck at their
[54:40] location, subject to the
[54:41] requirements of Riverside
[54:42] County Ordinance number 580 and
[54:46] the Temecula Municipal Code.
[54:48] All right title, 17 continued
[54:49] for our approved specific plans.
[54:49] We
[54:50] re just going to update the
[54:52] numbers of the adopted specific
[54:54] plans to include uptown
[54:54] Temecula and the Altair
[54:56] specific plans. And then for
[54:58] our schedule of permitted uses
[55:00] for pdo is number four in pdo
[55:00] 10. We
[55:02] re going to implement
[55:06] the requirement of ordinance
[55:06] 2022-6 there Live Entertainment
[55:08] Ordinance. This was previously
[55:08] passwords implementing it for
[55:14] these two pos. Title 17
[55:15] continued for a residential
[55:15] districts. We
[55:16] re going to
[55:18] remove the guesthouse as an
[55:18] approved residential accessory
[55:21] Use 80 us will be used in this
[55:23] place and for residential
[55:24] accessory structures. We were
[55:24] removed Guesthouse and the
[55:26] associated note from the table
[55:28] 80 years will be used instead.
[55:30] And for the schedule permitted
[55:32] uses for pdo number two, We
[55:36] removed Guesthouse and
[55:37] secondary dwelling unit and add
[55:37] a d u is an approved by right
[55:41] accessory use. Right. And for a
[55:41] t u standards we
[55:43] re going to
[55:43] require all utility equipment
[55:45] such as window heating or
[55:46] cooling devices be screened
[55:48] from public view, and then it
[55:49] would incorporate the
[55:51] requirement of a b 3 45, which
[55:52] is the separate conveyance of
[55:55] the u. S. For. Our. Conditional
[55:57] use permits were going to
[55:58] require all establishments that
[55:59] have a c u p that includes the
[56:01] on site consumption of alcohol
[56:03] to physically post their c u p
[56:04] to include conditions of
[56:09] approval on site. Right for a
[56:10] supplemental development
[56:10] standards. We
[56:11] re going to
[56:12] clarify that the existing
[56:15] separation from a car wash and
[56:17] residential property is to the
[56:18] residential property line,
[56:20] inclusive, inclusive of all
[56:21] vacuum equipment. Air
[56:22] compressors. Any motors are
[56:22] pretty much anything that makes
[56:25] noise. And then we
[56:25] re going to
[56:27] implement parking garage
[56:28] standards. These are safety
[56:30] standards dealing with lighting,
[56:31] visibility, signage, fencing
[56:36] and not design guidelines. Okay
[56:38] flagpoles. We have two sections.
[56:38] We
[56:39] re going to be amending for
[56:41] our flagpole height limit.
[56:42] There was a discrepancy in the
[56:44] code. We had one The reference
[56:46] to 75 ft flagpole height limit,
[56:48] in one reference to 50. We
[56:48] re
[56:49] correcting that and we went
[56:54] with the 50 ft height limit. So
[56:56] for our planning and zoning
[56:57] approval authority. We
[56:58] re gonna
[56:59] require all modifications, all
[57:00] modification applications to a
[57:03] c. You go before a public
[57:04] hearing for consideration, then
[57:06] for our schedule of permitted
[57:07] uses for commercial office and
[57:08] industrial uses. We
[57:08] re gonna
[57:09] correct a reference for adult
[57:11] business. This doesn
[57:12] t change
[57:13] adult businesses at all. We
[57:13] re
[57:15] simply changing a reference of
[57:17] the citizenry can go to the
[57:17] right section. That

[57:22] our secret determination staff
[57:23] has determined that the
[57:24] proposed ordinance is
[57:26] categorically exemp. From, the
[57:27] California Environmental
[57:29] Quality Act Sequa to pursuant
[57:31] to title 14 Chapter three
[57:32] California Code of Regulations
[57:36] section 15061 b three Staff
[57:38] recommendation is that staff
[57:39] recommended the City council
[57:41] introduced and read by title
[57:43] only the proposed ordinance.

[1:01:12] parlor for a phone. Is there
[1:01:14] anybody else who has to have
[1:01:15] that same thing or like having
[1:01:17] a phone in there? Or what does
[1:01:17] that look like? It was
[1:01:19] primarily because of the
[1:01:20] enforcement actions going on
[1:01:21] throughout the city. There was
[1:01:23] times when the police code
[1:01:24] enforcement building and safety
[1:01:26] fire would show up during
[1:01:28] normal hours of operation and
[1:01:28] the business would appear
[1:01:30] closed and there was no way to
[1:01:32] physically reach them inside.
[1:01:33] Their contact number would
[1:01:34] bring to a cell phone or
[1:01:36] business line, not at the
[1:01:37] location and they could just
[1:01:38] they were not home. So. This
[1:01:40] way. We can have that the phone
[1:01:41] inside ringing and we know that
[1:01:41] they
[1:01:42] re going to physically be
[1:01:43] there. There
[1:01:44] s also a safety
[1:01:47] issue for any business involves
[1:01:47] physical contact between people
[1:01:49] do we ever do we have that with
[1:01:51] other other other, Um
[1:01:52] Organizations or businesses as
[1:01:55] well to be able to have that in
[1:01:57] there as well to proposing it
[1:01:59] for for these massage
[1:02:01] establishments. There was an
[1:02:02] actual, very specific incident,
[1:02:03] where a gentleman went to
[1:02:05] cardiac arrest and no one in
[1:02:07] the facility had a phone. So.
[1:02:10] We have a very specific reason
[1:02:12] for for requiring it in this
[1:02:13] circumstance so we hadn
[1:02:15] analyzed any other business
[1:02:17] type. Just massage
[1:02:18] establishments. Okay, alright
[1:02:19] and my last one, and I
[1:02:19] m done
[1:02:21] just it was brought up about
[1:02:22] the a. D. U. S, if you can do
[1:02:25] me a favor and just kind of
[1:02:26] discuss what that is in detail.

[1:02:55] a home can do an 80 You state
[1:02:56] dictated that and that
[1:02:56] s that
[1:02:58] the law of the land. So what
[1:03:00] re doing here tonight is is
[1:03:04] not in any way. Um, uh,
[1:03:05] changing or attempting to
[1:03:07] circumvent or anything to do
[1:03:10] with the primary laws that make
[1:03:13] a tus permitted uses. What
[1:03:15] re doing is clarifying in
[1:03:17] the code. Um, so over time that
[1:03:22] the code has Ah had definitions
[1:03:24] for guesthouse and accessory
[1:03:25] dwelling unit and efficiency
[1:03:28] unit and Granny flat and second
[1:03:31] home and all these different
[1:03:33] definitions for what is
[1:03:35] essentially the same thing. So
[1:03:35] what we
[1:03:37] re proposing is to take
[1:03:38] all those individual
[1:03:39] definitions and just call them
[1:03:41] 80 us. Part of that is required
[1:03:43] by the state. But we took it a
[1:03:45] little further to capture all
[1:03:46] of the other definitions that
[1:03:47] we want, You know all the other
[1:03:49] designations that we want to
[1:03:51] create a consistent definition
[1:03:53] for, um and and that does a
[1:03:55] couple of things it also it
[1:03:56] makes it the code easier to use
[1:03:58] for the public. They can
[1:03:58] t get
[1:03:59] what am I doing a granny flat,
[1:04:01] or am I doing a guest house or
[1:04:02] my doing an 80 you It
[1:04:03] s all the
[1:04:05] same thing effectively is all
[1:04:06] the same thing, so it makes it
[1:04:09] easier. It makes it easier for
[1:04:11] staff to administer, and it
[1:04:13] also allows staff and the city
[1:04:15] to get credit under our arena
[1:04:17] numbers at the state when an 80
[1:04:18] you is created because we have
[1:04:19] as you all know Rena numbers
[1:04:21] and we need to make progress
[1:04:25] towards the satisfaction of

[1:04:26] them to be actually defined as

[1:16:30] members. The item before you
[1:16:32] Tonight is an agenda item that
[1:16:33] we do each year at the
[1:16:35] beginning of our budget process.
[1:16:36] Um, I
[1:16:38] ll provide a brief
[1:16:40] background will do a budget
[1:16:40] process overview. I
[1:16:41] ll give you
[1:16:42] the key highlights of the
[1:16:43] current year
[1:16:44] s budget, and then
[1:16:46] ll review some budget
[1:16:48] priorities and budget policies.
[1:16:50] That have been previously set
[1:16:53] by prior councils. So each year
[1:16:55] at the beginning of our budget
[1:16:57] process, we bring this item to
[1:17:00] you. It is in accordance with
[1:17:04] our government Finance Officers
[1:17:05] Association best practices and
[1:17:08] what it includes is basically
[1:17:09] increasing the engagement of
[1:17:11] the council commissions in the
[1:17:11] public throughout the budget
[1:17:14] process. Do, a financial policy
[1:17:18] review. I use of other forms of
[1:17:21] communication, so they want an
[1:17:22] increase in videos and social
[1:17:24] media and the like throughout
[1:17:27] our budget documents and then
[1:17:28] do strategic planning process.
[1:17:30] Uh and we have that outlined in
[1:17:33] our budget document and as well
[1:17:34] as include performance measures.
[1:17:35] They are now mandatory. The
[1:17:36] City is always included them,
[1:17:41] but they are now mandatory as
[1:17:41] part of this program. Um and
[1:17:42] the city has incorporated to
[1:17:43] these requirements into our
[1:17:46] process. Each year. In JANUARY,
[1:17:49] We begin our budget process by
[1:17:51] reviewing the current year
[1:17:52] revenues and expenditures and
[1:17:54] then we also update our five
[1:17:55] year financial projections. And.
[1:17:58] Then in FEBRUARY. We. Bring to
[1:17:59] you the council, the mid Year
[1:18:01] Budget Update for the current
[1:18:03] year and then we kick off the
[1:18:03] next year
[1:18:05] s budget and Capital
[1:18:07] Improvement program process. Um,
[1:18:10] during the months of MARCH and
[1:18:12] APRIL staff develops the
[1:18:13] proposed annual operating
[1:18:16] budget and c I p And then
[1:18:16] that
[1:18:17] s presented to the council
[1:18:19] at the Budget Workshop in MAY,
[1:18:23] and that is your opportunity to
[1:18:23] review the proposed budget and
[1:18:25] c, I p and then provide any
[1:18:26] comments or changes that you
[1:18:28] like to see incorporated into
[1:18:29] the adopted budget, which was
[1:18:31] presented at the first meeting
[1:18:33] in JUNE of each year. And then
[1:18:35] throughout the remainder of the
[1:18:38] year, JULY through DECEMBER, um,
[1:18:39] finance works with departments
[1:18:41] to do ongoing analysis
[1:18:43] reviewing budget actuals for
[1:18:45] both revenues and expenditures
[1:18:46] and identifying any adjustments
[1:18:49] that would be needed to be made
[1:18:53] at the future Mid year process.
[1:18:55] Um budget adjustments for
[1:18:56] existing funding can be made
[1:18:57] administratively throughout the
[1:19:00] . But any additional
[1:19:01] appropriations or new funding
[1:19:04] must be approved by council.
[1:19:06] There are several key
[1:19:07] deliverables throughout the
[1:19:08] budget process, the first of
[1:19:09] which is the preliminary budget,
[1:19:11] and this is an internal
[1:19:13] document that contains all of
[1:19:15] the departmental requests
[1:19:15] that
[1:19:16] s developed in the MARCH
[1:19:17] APRIL time frame, and then
[1:19:18] that
[1:19:19] s presented to the city
[1:19:22] manager who reviews that and
[1:19:22] then makes his recommendations
[1:19:23] into what we call the proposed
[1:19:26] budget. And the proposed budget
[1:19:27] is what is presented at the MAY
[1:19:30] budget workshop. To, the
[1:19:32] council and then finally, the
[1:19:34] adopted budget is presented
[1:19:36] again in the first meeting in
[1:19:37] JUNE, as I mentioned and then
[1:19:40] also part of the budget process
[1:19:42] that happens currently, and
[1:19:43] FEBRUARY and MARCH are the
[1:19:44] budget engagement sessions that
[1:19:45] are held with each commission
[1:19:47] and board, which you heard
[1:19:48] earlier tonight. Last Week We
[1:19:50] met with the Public Traffic
[1:19:50] Safety Commission, and tomorrow
[1:19:52] we meet With another commission.
[1:19:57] So shifting gears to give you
[1:19:58] the budget highlights. This was
[1:20:01] as of the mid year budget that
[1:20:03] was provided in FEBRUARY. Um,
[1:20:04] re focusing right here on
[1:20:06] the General Fund, which is the
[1:20:06] city
[1:20:08] s primary operating fund.
[1:20:10] And on this slide. You can see
[1:20:11] that our revenues are expected
[1:20:13] to exceed $111 million this
[1:20:15] year. The book of which comes
[1:20:19] from sales tax. And then on the
[1:20:23] chart here, the black line
[1:20:24] reflects revenues and the blue
[1:20:26] bars reflect expenditures. And
[1:20:26] what
[1:20:29] s notable here is that the
[1:20:30] revenues exceed the
[1:20:31] expenditures each and every
[1:20:33] year, indicating that we are
[1:20:34] structurally balanced. Um not
[1:20:36] only in the current fiscal year,
[1:20:38] but for the next five years
[1:20:39] through our projections, and
[1:20:40] then you can also see in the
[1:20:42] black lion there that it levels
[1:20:45] out between fiscal year 22 23
[1:20:50] next fiscal year. And that is
[1:20:52] anticipation of a potential
[1:20:53] economic contraction or really,
[1:20:55] just leveling out of our of the
[1:20:57] majority of our revenue sources
[1:20:58] which are tied to the local
[1:21:03] economy. Expenditures of the
[1:21:04] General fund will total a
[1:21:06] little over 93 million for this
[1:21:08] fiscal year, the book of which
[1:21:10] is dedicated towards public
[1:21:12] safety with our police and fire
[1:21:13] contracts, noted there and then
[1:21:15] public works makes up 20%. And
[1:21:17] that includes not only the
[1:21:20] public works staffing, but also
[1:21:21] several contractual services,
[1:21:22] um, approved earlier tonight as
[1:21:25] an example. And, the
[1:21:25] administration
[1:21:26] s 14% community
[1:21:28] development, 9% and then non
[1:21:33] departmental is is 1%. And.
[1:21:34] Then this slide illustrates
[1:21:37] what the available fund
[1:21:37] balances within the General
[1:21:41] fund. So at the end of the
[1:21:41] current fiscal year, it
[1:21:43] projected to reach $37.1
[1:21:49] million. And of that 37 point
[1:21:50] 1,000,018 37.0.6 million is
[1:21:52] dedicated for the reserve for
[1:21:55] economic and certainty. And 4.6
[1:21:56] million for the secondary
[1:21:58] reserve, and both of those are
[1:22:00] reserved levels that are set by
[1:22:01] budget policy, and we
[1:22:02] discuss that in a little while,
[1:22:03] Um, But it
[1:22:05] s important to note
[1:22:07] that those reserves have never
[1:22:11] have never been tapped into, um
[1:22:11] throughout the city
[1:22:11] s history
[1:22:12] that I
[1:22:16] m aware o. Not That
[1:22:17] leaves about 13 million in
[1:22:20] available fund balance. And.
[1:22:21] One item to note on the chart,
[1:22:23] so the fund balance is
[1:22:24] reflected in the blue bars and
[1:22:26] then the black line reflects
[1:22:30] the Levels of reserve funding
[1:22:31] and then the yellow diamond
[1:22:33] reflects the desired level of
[1:22:35] reserve funding. So We are
[1:22:37] meeting our reserve are desired
[1:22:39] level of reserves each year
[1:22:39] throughout the five year
[1:22:42] forecast, as well as historical
[1:22:45] And the drop in fund balance
[1:22:47] between fiscal years 21 22 the
[1:22:51] current fiscal year. Relates to
[1:22:52] a recently adopted budget
[1:22:54] policy related to our debt
[1:22:55] strategy. Pay down, which I
[1:22:56] have a few slides coming up
[1:22:57] that illustrates where we are
[1:23:01] on that. And. Then we have our
[1:23:03] five year capital improvement
[1:23:06] program. Um, currently we have
[1:23:07] 106 separate projects totaling
[1:23:11] a little over $801 million. Of
[1:23:11] that there
[1:23:14] s 518 Million yet to
[1:23:16] complete with 283 million
[1:23:19] already completed. And we break
[1:23:21] out our capital improvement
[1:23:23] program into different
[1:23:24] categories. Circulation
[1:23:25] infrastructure parks and rec
[1:23:27] and then started which is also
[1:23:28] affordable housing. So our
[1:23:30] total c I. P again is little
[1:23:36] over $801 million So budget
[1:23:38] priorities are determined, Um
[1:23:40] Through or they linked to our
[1:23:41] strategic plan known as the
[1:23:42] Quality of Life Master Plan and
[1:23:45] the q. L m, p, As, you know,
[1:23:46] recently updated to include 1/7
[1:23:50] Corps value. So. We have all
[1:23:52] seven core values identified
[1:23:53] throughout the budget document.
[1:23:56] In, the form of performance
[1:23:57] measures and capital projects
[1:24:00] all linked back to a specific
[1:24:02] core value. And that is how we
[1:24:03] ensure that the application of
[1:24:05] our resources are in line with
[1:24:06] the city
[1:24:09] s core values. There
[1:24:11] several tools that we utilize
[1:24:13] when we start to build the
[1:24:15] operating budget in the capital
[1:24:16] Improvement program budget, the
[1:24:18] first of which are carry overs
[1:24:19] from the prior year. So what
[1:24:21] that includes the city programs
[1:24:22] or projects that were started
[1:24:25] in the previous fiscal year
[1:24:25] that maybe weren
[1:24:26] t completed.
[1:24:27] We ensure that the funding for
[1:24:29] those projects are carried over
[1:24:30] into the new fiscal year. So
[1:24:32] that we can bring those
[1:24:35] projects to completion. And,
[1:24:36] then we do. Um every every so
[1:24:38] often we do community
[1:24:39] satisfaction surveys and we
[1:24:41] received that feedback from the
[1:24:43] community and that helps
[1:24:45] influence what programs and
[1:24:46] projects are most important to
[1:24:47] the community and were
[1:24:49] scheduled to do another one
[1:24:50] next fiscal year to reach out
[1:24:52] to the community. And. Then we
[1:24:54] do the board and commissioned
[1:24:57] feedback as I mentioned before
[1:24:57] and then we
[1:24:58] ll incorporate that
[1:24:59] feedback into the proposed
[1:25:00] budget that will come forward
[1:25:03] to you in MAY. And then a
[1:25:05] variety of departments have
[1:25:06] program and services Master
[1:25:08] plans, so the programs and
[1:25:08] projects that are identified in
[1:25:10] those master plans are weaved
[1:25:12] into the either the operating
[1:25:13] budget or the capital
[1:25:15] Improvement Program budget,
[1:25:16] whichever is, um most relevant.
[1:25:18] And. Then. Finally the
[1:25:20] different City Council policies,
[1:25:23] which will review next So the
[1:25:25] budget and fiscal policies.
[1:25:27] Policies are part of the annual
[1:25:29] operating budget, and they are
[1:25:31] adopted each year in JUNE.
[1:25:33] There are several policies that
[1:25:35] impact the development process
[1:25:36] of the budget, which will
[1:25:38] highlight here. Um, one of
[1:25:40] which is the fund balance and
[1:25:45] reserve policy. The Measure s
[1:25:46] appropriation policy priorities,
[1:25:48] contingency planning, and then
[1:25:49] the debt or liability paid out
[1:25:54] strategy. So the fund balance
[1:25:55] and reserve policy. Uh, we have
[1:25:57] a few charts or a few slides
[1:25:59] here that illustrate the
[1:25:59] different components of fund
[1:26:03] balance. Um, the fund balance
[1:26:06] is the accumulation of savings
[1:26:08] year to year when revenues
[1:26:09] exceed expenditures. And they
[1:26:10] made it
[1:26:11] s made up of four
[1:26:12] primary components, the first
[1:26:15] of which is the reserve for
[1:26:16] economic uncertainty, and this
[1:26:19] reflects 20% of the general
[1:26:23] fund operating expenditures.
[1:26:24] The Secondary reserve
[1:26:27] represents 5% of the General
[1:26:28] fund operating expenditures.
[1:26:31] And, then the third category is
[1:26:33] a signed fund balance, so this
[1:26:34] is a portion of the fund
[1:26:35] balance that
[1:26:36] s committed to
[1:26:39] future obligations. So capital
[1:26:39] Improvement Program projects
[1:26:42] are the primary example. There.
[1:26:43] And, then finally available
[1:26:46] fund balance, So that is the
[1:26:47] uncommitted, remaining balance
[1:26:49] left within the general fund
[1:26:51] after accounting for those
[1:26:55] other three categories. So. The
[1:26:57] available General Fund balance
[1:26:57] or it
[1:26:58] s also sometimes called
[1:27:01] the unassigned fund balance.
[1:27:03] Councils previous councils have
[1:27:05] said the appropriation
[1:27:06] priorities for these funds, Um
[1:27:07] s important to consider that
[1:27:10] these are one time funds, so
[1:27:11] the appropriation priorities
[1:27:12] reflect that, so the first
[1:27:16] priority would be to spend any
[1:27:18] available fund balance on
[1:27:19] public safety equipment or non
[1:27:23] recurring programs. Second
[1:27:25] would be to, uh, deposit the
[1:27:27] funds into asset management
[1:27:28] reserves and asset management
[1:27:29] reserves are separate funds
[1:27:33] that are set up somewhat like
[1:27:33] savings accounts where it
[1:27:35] accumulates funds so that when
[1:27:37] an asset such as a vehicle or a
[1:27:38] large piece of equipment when
[1:27:40] that reaches the end of its
[1:27:41] useful life, the funds are
[1:27:43] there to replace that asset.
[1:27:46] The third priority is Capital
[1:27:47] improvement projects. The
[1:27:49] fourth is the reduction of
[1:27:51] unfunded liabilities related to
[1:27:53] the Calpers pension. Or open,
[1:27:54] which stands for other post
[1:27:57] employment benefits. And then
[1:27:58] the fifth is reduction or
[1:28:03] avoidance of city debt. Ah,
[1:28:07] measure s when it was passed in
[1:28:08] 2016 became effective in 2017
[1:28:11] and the council at that time
[1:28:13] adopted these appropriation
[1:28:15] guidelines for the spending of
[1:28:17] measure us, the first of which
[1:28:19] is public safety. The, Second
[1:28:20] is asset management and then
[1:28:22] capital improvement projects
[1:28:24] and then finally, community
[1:28:25] services or general services.
[1:28:26] And you can see from the page
[1:28:28] chart here. The majority of the
[1:28:31] funding for measures is going
[1:28:32] towards capital projects
[1:28:35] currently, um, but when we
[1:28:36] appropriate when we appropriate
[1:28:38] measures in the budget, we
[1:28:40] first ensure that public safety
[1:28:41] is fully funded. Uh and then
[1:28:44] our asset management. And then
[1:28:45] capital projects and then
[1:28:46] community services. So. We
[1:28:47] follow these appropriation
[1:28:48] guidelines when we
[1:28:48] re building
[1:28:50] the budget document. And then
[1:28:52] as time goes on, and the cost
[1:28:54] of public safety and community
[1:28:55] services increases that will
[1:28:57] leave less and less over time
[1:29:02] for capital projects. We also
[1:29:03] have a policy for contingency
[1:29:06] planning. And. Basically. This
[1:29:09] lays out the, um the use of our
[1:29:10] secondary reserve. So when
[1:29:10] there
[1:29:12] s a one time event, such
[1:29:15] as a state mandated payment or
[1:29:18] natural disaster, we would tap
[1:29:20] into the secondary reserve
[1:29:22] first and fully exhaust that
[1:29:23] reserve before utilizing the
[1:29:23] reserve for economic
[1:29:27] uncertainty. And for ongoing
[1:29:28] fiscal constraints. So an
[1:29:30] example of this would be if we
[1:29:33] lost a major business that was
[1:29:35] a major sales tax generator. Um,
[1:29:39] we would utilize the secondary
[1:29:41] Reserve first before using the
[1:29:41] reserve for economic
[1:29:42] uncertainty, But there
[1:29:43] s a
[1:29:44] limitation to only use those
[1:29:46] reserves for a two year budget
[1:29:49] cycle, so that would give the
[1:29:51] city enough time to reduce its
[1:29:53] itsxpenditures in rehab in
[1:29:54] reaction to the loss of that
[1:29:57] revenue item. And then, as I
[1:29:58] mentioned earlier, the city
[1:30:00] never tapped into its reserves,
[1:30:01] either through the great
[1:30:03] recession or through Covid.
[1:30:07] Recently. And the last policy
[1:30:08] that a highlight here is the
[1:30:10] one that was just adopted in
[1:30:11] DECEMBER, and it
[1:30:12] s our debt
[1:30:14] liability, pay down strategy
[1:30:15] and the goal that was adopted
[1:30:18] is to have the city become debt
[1:30:20] free in a seven year timeframe.
[1:30:24] Um. We will do this by
[1:30:25] utilizing available fund
[1:30:27] balance in combination with the
[1:30:28] pension trust balance and any
[1:30:31] future savings that the payoff
[1:30:33] of these debts create. And. It
[1:30:35] will become a snowball effect
[1:30:37] where all the savings will be
[1:30:38] incorporated into the next
[1:30:38] year
[1:30:40] s pay down strategy. And
[1:30:43] we have four main types of debt.
[1:30:45] We had a loan on this on this
[1:30:46] building here. The Civic Center
[1:30:50] loan. Alone on the Margarita
[1:30:51] Recreation center that
[1:30:52] currently under under
[1:30:54] construction. And. Then we have
[1:30:56] two unfunded liabilities, one
[1:30:59] for pension and one for open,
[1:31:00] which is basically retiree
[1:31:02] health that was offered, um
[1:31:02] many, many years ago to city
[1:31:06] employees. And you can see the
[1:31:06] annual outstanding amounts
[1:31:07] there as well as the annual
[1:31:12] payments. And this is what the
[1:31:15] plan includes, as far as the
[1:31:18] payoff schedule, Um to date, we
[1:31:19] have paid off the Civic Center
[1:31:21] loan at 12.9 Million. We
[1:31:23] paid off the mrc loan at five
[1:31:24] million. And we
[1:31:26] ve put 7.25
[1:31:30] million towards our Unfunded
[1:31:32] liability for pension. Uh. This
[1:31:35] is another way to illustrate
[1:31:36] that so annual savings. Um, you
[1:31:36] know, we
[1:31:39] ll start around 1.6
[1:31:41] Million. But by year eight. We
[1:31:42] will be saving on an annual
[1:31:43] basis a little over eight
[1:31:47] million. And, then, as the
[1:31:48] natural attrition of these
[1:31:49] debts occur, that number will
[1:31:52] come down. Um. But today
[1:31:53] through the measures that we
[1:31:55] done since DECEMBER. Is,
[1:31:56] illustrated by the Black line
[1:31:59] here, and it shows that we at
[1:32:01] this point in time, have paid
[1:32:04] off both loans. And a portion
[1:32:05] of our pension obligations so
[1:32:07] we have By next year because
[1:32:09] that will be four fiscal year
[1:32:13] we will have $3 million In
[1:32:15] savings on an annual basis and
[1:32:17] then next year, the plan is to
[1:32:19] pay off the open so that black
[1:32:22] line will continue to increase
[1:32:27] and increase as time goes on.
[1:32:28] There
[1:32:29] s also some fiscal policy
[1:32:30] metrics that are included in
[1:32:32] the budget policies that we
[1:32:33] would like, um, for for your
[1:32:35] input on tonight whether to
[1:32:37] keep these at this level or
[1:32:39] whether or not you would
[1:32:40] suggest any changes. Um, so I
[1:32:42] mentioned are reserved for
[1:32:43] economic uncertainty. It
[1:32:47] currently set at 20% of
[1:32:47] operating Expenditures.
[1:32:51] Secondary Reserve is set at 5%.
[1:32:52] Capital Improvement projects
[1:32:54] threshold is $30,000 or greater,
[1:32:56] Um, and it has to have a long
[1:32:57] term lifespan will be non
[1:33:02] recurring. And. Then. We have
[1:33:03] staffing metrics related to
[1:33:05] police and fire are fire
[1:33:07] staffing. Metric is four
[1:33:07] firefighters per engine or
[1:33:10] truck. Police staffing as
[1:33:12] stated in the general plan is
[1:33:17] one officer per 1000 people.
[1:33:20] And. Then we have thresholds
[1:33:23] related to what qualifies as
[1:33:26] being, um, an asset to Add to
[1:33:28] the asset replacement fund and
[1:33:29] for fleet and equipment. It
[1:33:32] any item that is over $10,000
[1:33:33] and has at least a three year
[1:33:36] lifespan. And for technology
[1:33:37] equipment. It
[1:33:38] s anything over
[1:33:39] 5000 with a three year lifespan.
[1:33:43] And. Then. We have a separate
[1:33:46] policy that relates to the
[1:33:47] pension trust contribution. So
[1:33:50] each year after we closed the
[1:33:52] books we are eligible to put in
[1:33:55] 30%. Of our general fund
[1:33:58] operating surplus. Um, limited
[1:33:59] to $2 million per year. That
[1:34:01] currently how the how the
[1:34:06] policy reads. And. Then. We
[1:34:07] have signature delegation
[1:34:08] authorities in the budget
[1:34:10] policies as well the city
[1:34:10] manager
[1:34:11] s contract and
[1:34:12] agreement signing authority
[1:34:15] currently stands at 100,000, as
[1:34:17] well as his settlement
[1:34:19] authority and then the
[1:34:20] emergency authority is
[1:34:22] unlimited. Um and that waves
[1:34:23] the public works bidding
[1:34:24] requirements, and we saw that
[1:34:25] as the added agenda item
[1:34:31] tonight. So its staff
[1:34:32] recommendation to have the
[1:34:34] council affirm the city
[1:34:35] s core
[1:34:37] values and budget priorities as
[1:34:39] well as the budget policies and
[1:34:40] fiscal policy metrics. Thank

[1:35:39] the city. Um. The county of
[1:35:41] Riverside has a structural fire
[1:35:43] tax credit that is collected
[1:35:44] through everybody
[1:35:45] s property
[1:35:47] tax bills. That money goes to
[1:35:49] the county and the county
[1:35:51] applies the tax credit first
[1:35:53] and builds us the remainder. So
[1:35:54] the tax credit in this fiscal
[1:35:55] year is between nine and $10
[1:35:58] million. So the true overall
[1:36:00] cost of the fire department is
[1:36:03] closer to 20 to $21 million. So.

[1:37:53] safety infrastructure. Um, you
[1:37:53] know, we own all our fire
[1:37:53] stations. In fact the one we
[1:37:53] don
[1:37:54] t own where we have a
[1:37:55] separate fund Right now we
[1:37:56] building up to buy that when
[1:37:59] the state makes it available,
[1:38:04] So. We have a very robust Fire
[1:38:07] infrastructure, but we have
[1:38:07] literally nothing for police
[1:38:09] other than the new station
[1:38:10] that
[1:38:12] s here in city Hall. Um,
[1:38:14] so I would like to see a fund.

[1:40:13] terms a member of the City
[1:40:15] Council MAY serve on the city
[1:40:17] Council. Um and any of these
[1:40:19] proposals to limit the number
[1:40:23] of terms. They are applicable
[1:40:26] prospectively only and they
[1:40:26] don
[1:40:27] t become operative unless
[1:40:29] the electors of the city at a
[1:40:30] regularly scheduled election,
[1:40:32] go ahead and pass that so next
[1:40:34] slide, please. So again. The
[1:40:37] four points that we need to be
[1:40:39] aware of. Is that the City
[1:40:42] Council in fact, can propose an
[1:40:43] initiative. The proposal is not
[1:40:45] effective until voted upon and
[1:40:47] passed by the residents by a
[1:40:49] majority. The proposal must be
[1:40:51] on a regularly scheduled
[1:40:53] election, and it is again
[1:40:54] prospectively not retroactively.

[1:41:02] City Council on FEBRUARY 14th
[1:41:04] 2023 went ahead and gave staff
[1:41:05] direction to the council did
[1:41:08] wish to have term limits for
[1:41:09] City council members. The
[1:41:12] proposal was to have a term
[1:41:14] limit of three terms four years
[1:41:17] per term for 12 year total. The
[1:41:20] council was fine with breaks in
[1:41:21] the service as long as the 12
[1:41:22] year total was a lifetime limit.
[1:41:26] And. The Council went ahead and
[1:41:27] proposed placement on the
[1:41:32] NOVEMBER 2024 ballot. Two items
[1:41:32] that weren
[1:41:33] t discussed on
[1:41:37] FEBRUARY 14 2023 was
[1:41:39] appointments versus election
[1:41:40] and partial terms. So, the city
[1:41:42] attorney, and I went ahead and
[1:41:43] included standard language
[1:41:45] addressing the two items
[1:41:46] included in the proposed
[1:41:48] ordinance for City Council
[1:41:49] consideration, Of course the
[1:41:50] City Council tonight can give
[1:41:52] us direction otherwise. Next
[1:41:55] slide, please. Now what you
[1:41:58] will see there is on the very
[1:42:00] last sentence, but we have
[1:42:02] incorporated is standard
[1:42:04] language from other cities that
[1:42:07] address partial terms and
[1:42:08] appointments versus election.
[1:42:09] So. What we have mentioned is
[1:42:12] if any person is appointed or
[1:42:15] elected to a partial term of
[1:42:16] office of two years or less
[1:42:18] that the term shall be shall
[1:42:19] not be counted towards the
[1:42:22] three Term limits. So in other
[1:42:24] words, if you have occupied the
[1:42:26] seat for two years or less,
[1:42:28] regardless of whether it is an
[1:42:28] appointment, or regardless of
[1:42:30] whether it is an election, it
[1:42:31] will not count towards the term
[1:42:35] limits. And again That is
[1:42:35] pretty standard language. Next
[1:42:38] slide, please. So for next
[1:42:40] steps. Um, what we will be
[1:42:41] asking is that the City Council
[1:42:44] go ahead and adopt the proposed
[1:42:45] resolution regarding term
[1:42:47] limits. We will go ahead and
[1:42:49] notify the Riverside, Riverside
[1:42:50] County registrar of voters that
[1:42:52] we will have a local ballot
[1:42:55] measure on the NOVEMBER 2024
[1:42:58] ballot we will in the summer of
[1:43:00] 2024 when we consolidate our
[1:43:01] General municipal election. We
[1:43:03] will also consolidate the local
[1:43:05] ballot measure election at that
[1:43:05] time, the term limit measure
[1:43:08] will be voted upon by the
[1:43:11] residents of Temecula in
[1:43:12] NOVEMBER 2024. If, a majority
[1:43:14] of the voters pass it. The
[1:43:16] measure will go into effect, 10
[1:43:17] days after the City Council
[1:43:18] declares the results of the
[1:43:21] NOVEMBER 5th 2024 election.
[1:43:22] Typically. That
[1:43:23] s after a 30
[1:43:24] Day canvas period, so it
[1:43:25] s at
[1:43:26] that first meeting in DECEMBER.
[1:43:28] Where we declare our results
[1:43:31] and then it would be effective
[1:43:33] 10 days after so that concludes
[1:43:33] Staffs presentation, and we
[1:43:35] happy to ask any answer any
[1:43:37] questions or take any further

[1:44:44] would like to give us direction

[1:44:48] heard of that. I

[1:50:06] town to make low affordable
[1:50:07] housing. I
[1:50:10] m, a single mother
[1:50:10] to a disabled child. I
[1:50:10] m a
[1:50:12] caregiver to my 88 year old
[1:50:15] grandmother. Um. I
[1:50:16] m in social
[1:50:16] work I
[1:50:18] ve actually served for
[1:50:19] child protective services here
[1:50:22] for seven years in Temecula if
[1:50:22] you
[1:50:24] ve had Children or
[1:50:25] grandchildren, and this goes
[1:50:27] out, and I
[1:50:27] ve probably service
[1:50:29] their classmates helped their
[1:50:31] parents to get over obstacles.
[1:50:33] Mental health issues. Substance
[1:50:36] abuse. Um Currently I work
[1:50:37] under grant for the Office of
[1:50:39] victims of crime, So. I
[1:50:40] helping our community members
[1:50:42] who are victims of various
[1:50:43] crimes, domestic violence,
[1:50:46] things like tha. Um. I want to
[1:50:47] empower members of our
[1:50:49] community and I need to start
[1:50:50] with myself. I
[1:50:51] m Very nervous
[1:50:52] right now, So I apologize, but
[1:50:55] I need to start with myself. Um
[1:50:57] no one gets into social work
[1:50:59] for the money. We all know that
[1:50:59] And. I
[1:51:01] m not rich in money, but
[1:51:02] I am rich and how I care for
[1:51:05] others and how I care for my
[1:51:06] community. My special needs son
[1:51:08] and I currently live in a
[1:51:10] roughly 500 square foot, one
[1:51:12] bedroom apartment. And. We soon
[1:51:13] MAY not be able to afford even
[1:51:17] living there. I represent a
[1:51:18] social class who It
[1:51:19] s taking
[1:51:20] care of our Children, but also
[1:51:23] taking care of our parents and
[1:51:26] our grandparents. Excuse me.
[1:51:27] And. We
[1:51:28] re doing the best we
[1:51:32] can. With an economy that is
[1:51:33] working against us. It is no
[1:51:37] longer Good for us to even go
[1:51:38] to college. What is the point.
[1:51:40] We come out with student debt.
[1:51:41] And then we can
[1:51:42] t even afford a
[1:51:43] home in the community we
[1:51:45] grown up in So I
[1:51:46] m asking that
[1:51:50] you add Rent control and
[1:51:52] affordable housing. Please.

[1:51:55] here with our hands out asking
[1:51:57] for anything. We are just
[1:51:59] asking to be able to live here

[1:52:05] class right now. We are too
[1:52:06] rich for assistance. But, we
[1:52:09] are 24 poor to afford a home
[1:52:14] here to rent here. Please help

[1:52:57] s talk around control. Got
[1:52:59] an m b a from a top school.
[1:53:02] ve spent my career in
[1:53:02] financial services. I
[1:53:03] understand investments as well
[1:53:05] as anybody in this room. I get
[1:53:07] why rent control feels like
[1:53:07] something that
[1:53:08] s challenging.
[1:53:09] Something to bury in a
[1:53:11] subcommittee. Something to do
[1:53:14] away with this quickly and
[1:53:15] quietly as possible, but
[1:53:16] investments sometimes takes
[1:53:18] formal ways We might not
[1:53:20] necessarily consider By
[1:53:21] imposing rent controls you
[1:53:27] invest in our communities. You.
[1:53:28] Invest our small businesses.
[1:53:29] Hell even in the mega
[1:53:30] corporations that make up a lot
[1:53:33] of this area. Simply by helping
[1:53:34] to provide all ready and
[1:53:35] willing workforce proximal to
[1:53:38] the people that they serve. We
[1:53:39] already see the downsides of a
[1:53:41] lack of run control. You
[1:53:43] literally just saw it. People
[1:53:45] are traveling from all over the
[1:53:46] place to work jobs that can
[1:53:48] cover their bills. While.
[1:53:48] There
[1:53:50] s some that MAY happily
[1:53:52] boast about driving from GOD
[1:53:53] knows where in California to
[1:53:57] for a job. Who does that now?
[1:53:58] The math just sometimes doesn
[1:54:02] work. So. What happens? Workers
[1:54:03] drop out of the labor force,
[1:54:05] and we all feel it. This means
[1:54:07] it takes longer for any of us
[1:54:09] to get anything done. How. Much
[1:54:11] productivity are each of us
[1:54:12] losing every single week
[1:54:14] waiting just a simple extra
[1:54:15] couple minutes a day at
[1:54:19] Starbucks or wherever As, the
[1:54:21] man who took the man with the
[1:54:23] yellow hat on his spirit Quest
[1:54:24] in curious George, Very monkey,
[1:54:27] Christmas, sai. It
[1:54:27] s about
[1:54:29] time. Time is an investment.
[1:54:31] None of us think too much about
[1:54:31] But it
[1:54:33] s super important. More
[1:54:34] time means more gets done,
[1:54:35] which is good for all of us.
[1:54:37] s good for Temecula. Let
[1:54:39] also talk briefly about
[1:54:40] Temecula, as young people were
[1:54:42] aware of the brain drain that
[1:54:43] happens after kids graduate
[1:54:44] from high school around here or
[1:54:45] maybe even a couple of years of
[1:54:47] tuition Free college. Wouldn
[1:54:49] be rad if we actually attracted
[1:54:52] them to stay. And build
[1:54:53] businesses or careers locally,
[1:54:54] something that we have failed
[1:54:56] miserably at forever. And all
[1:54:58] it takes is actually making the
[1:55:01] area remotely affordable. But
[1:55:02] again. I know investing. I know
[1:55:03] what people want to see? So
[1:55:05] here we go. Rent control can
[1:55:07] mean $5200 per year per person
[1:55:10] per commuter. Imagine what the
[1:55:11] people could do with that.
[1:55:13] Think of the benefits to say
[1:55:14] all down Temecula restaurants.
[1:55:16] The Economic benefit is
[1:55:17] undeniable if you wish to look
[1:55:18] beyond a handful of wealthy
[1:55:21] investors. So before we bury
[1:55:22] rent control in some nebulous
[1:55:23] committee. I think it
[1:55:24] important that we actually
[1:55:25] consider the trade off that
[1:55:26] will lack around control
[1:55:28] actually has on the growth of
[1:55:30] Temecula. I believe it
[1:55:30] s worth
[1:55:33] serious consideration. Thanks.

[1:55:54] Pro tem and city staff. Thank
[1:55:55] you for giving me this
[1:55:57] opportunity to speak with you
[1:55:58] this evening regarding the
[1:56:00] formation of the ad hoc
[1:56:00] committee to form a standalone
[1:56:03] fire department. My name is
[1:56:03] Daniel Kit and I
[1:56:05] m, one of the
[1:56:06] deputy district vice presidents
[1:56:07] representing Cal fire. I f f
[1:56:09] local to 881 in the Riverside
[1:56:11] district. In my day job as we
[1:56:12] call it. I
[1:56:13] m, an engineer
[1:56:15] paramedic assigned to our
[1:56:16] county hazardous materials team
[1:56:19] in Winchester. I wanted to take
[1:56:20] this opportunity to speak on
[1:56:23] the behalf of the 50 plus local
[1:56:24] +281 members we represent in
[1:56:27] the Temecula City contract. Cal
[1:56:29] Fire, Riverside County fire and
[1:56:31] local to anyone have enjoyed a
[1:56:31] positive, prosperous
[1:56:34] relationship with the city of
[1:56:35] Temecula for decades. Temecula
[1:56:37] contract is our flagship
[1:56:38] schedule a contract in this
[1:56:41] unit and in the state. In 2000
[1:56:42] at the direction of the City
[1:56:43] Council working with Cal fire
[1:56:45] local to it. 81 and Cal Fire
[1:56:48] management. Temecula is one of
[1:56:50] the first cities in Riverside
[1:56:51] County to add paramedics for
[1:56:52] the protection of his residence.
[1:56:56] In 2005, Riverside County, The
[1:56:58] City Council approved and was
[1:57:00] the first contract in Cal fire
[1:57:02] Riverside County Fire to have
[1:57:04] industry standard for o l s
[1:57:07] municipal staffing on all city
[1:57:07] fire engines. This brought the
[1:57:10] city in line with industry
[1:57:12] standard for als municipal
[1:57:13] staffing on all city fire
[1:57:16] engines. All. This was achieved
[1:57:17] through the local control that
[1:57:19] the City Council has
[1:57:21] Cooperative fire protection is
[1:57:22] the biggest benefit of
[1:57:23] contracting with Cal Fire,
[1:57:25] Riverside County Fire At any
[1:57:27] given time 24 hours a day
[1:57:29] Temecula is able to call on any
[1:57:31] of Cal fire. Riverside County
[1:57:33] fires 82 advanced life support
[1:57:35] paramedic engine companies. A
[1:57:37] trunk of a truck companies, six
[1:57:39] urban search and Rescue Task
[1:57:41] force is a full time staff os
[1:57:43] type one hazmat team over a
[1:57:45] dozen wild land fire engines
[1:57:46] and the largest aerial
[1:57:48] firefighting fleet in the world,
[1:57:48] including tankers and
[1:57:51] helicopters. Heavy equipment
[1:57:52] such as Dozers and potentially
[1:57:53] dozens of firefighting hand
[1:57:56] crews. All of this is thanks to
[1:57:57] your the City council
[1:57:59] dedication to the citizens of
[1:58:01] Temecula and the Professional.
[1:58:01] Firefighters sworn to protect
[1:58:04] them. In addition to all the
[1:58:06] services above the five fire
[1:58:07] stations serving the city of
[1:58:08] Temecula are integrated part of
[1:58:11] this community. Whether it be
[1:58:12] dinner with a firefighter fire
[1:58:15] station tours. High school
[1:58:16] career Expos or the Fire
[1:58:17] Explorer program for use
[1:58:19] interested in pursuing a career
[1:58:20] in the fire service. The
[1:58:21] members of the Cal Fire,
[1:58:23] Riverside County Fire and local
[1:58:25] 281 or 100% committed to the
[1:58:27] citizens of Temecula. Our local
[1:58:28] to 881 Professional
[1:58:29] firefighters are some of the
[1:58:31] best in the world and I would
[1:58:32] put them up against any fire
[1:58:35] department any day. In closing.

[1:59:46] with Sheriff Bianco on this
[1:59:48] issue, and a couple of things
[1:59:50] came out of it. He clarified
[1:59:54] that Um. Our officers do not
[1:59:58] have to leave. Macula if they
[2:00:00] promote, which is was a big
[2:00:03] sticky point for me. I I
[2:00:04] understand that was a policy of
[2:00:06] the previous sheriff. And so,
[2:00:07] um, I didn
[2:00:08] t realize that the
[2:00:10] current sheriff does not have
[2:00:11] that policy in place. So that
[2:00:15] was a huge thing for me. Um,
[2:00:17] also, he expressed. He totally
[2:00:19] supports the idea of us having
[2:00:20] our own police station in in
[2:00:24] Temecula. And. He
[2:00:25] s got. He
[2:00:27] just built a police station in
[2:00:29] a group of Valley, so that was
[2:00:31] very encouraging to hear that
[2:00:32] cost, and that
[2:00:33] s why I wanted
[2:00:37] to, um, put it in our budget
[2:00:38] thought of a police station
[2:00:41] within the city of Temecula. Um
[2:00:42] So. I
[2:00:42] m. I
[2:00:43] m literally
[2:00:44] withdrawing the idea of
[2:00:46] starting our own pd, but I want
[2:00:50] to push forward the idea of
[2:00:51] bringing our sheriff
[2:00:51] s officers
[2:00:55] inside our city limits. Ah. I
[2:00:55] feel That
[2:00:56] s something that we
[2:01:01] need to do as a city to show
[2:01:03] our, um dedication to public
[2:01:07] safety and, um and instead of
[2:01:08] having a commuter police force
[2:01:10] will have a police force that
[2:01:11] actually exists within the city
[2:01:15] of Temecula. So. That
[2:01:15] s. That
[2:01:16] where I
[2:01:18] m going with that, as
[2:01:18] far as I
[2:01:19] m concerned, I
[2:01:22] talked to San Diego p. D
[2:01:26] lieutenant, and he was talking
[2:01:27] about the Incredible Um uh,
[2:01:28] Time that they
[2:01:29] re having with
[2:01:32] attrition down in San Diego
[2:01:35] that they have, literally even
[2:01:37] if they filled their academy up
[2:01:39] and every single guy passed,
[2:01:41] they would still go negative
[2:01:44] every year as far as how many
[2:01:46] officers are terming out, you
[2:01:49] know injury, um So I don
[2:01:49] t want
[2:01:51] the city to be in that kind of
[2:01:53] a situation. So. That
[2:01:53] s that
[2:01:54] something i
[2:01:54] m. I
[2:01:55] m thinking I
[2:01:55] don
[2:01:55] t want to. I don
[2:01:57] t want to
[2:01:57] go down that route because
[2:02:00] recruitment Is going to be a
[2:02:03] lot harder than first
[2:02:04] anticipated, and that was
[2:02:05] something sheriff Bianca
[2:02:07] pointed out, and I was able to
[2:02:10] verify with several other
[2:02:10] agencies. So, Um there
[2:02:10] s is
[2:02:12] just a huge struggle right now
[2:02:13] to get anybody to want to do,
[2:02:17] Um Policing work. So, um so I
[2:02:21] in favor of keeping our shares
[2:02:23] but keeping them inside our
[2:02:26] city limits by building a
[2:02:28] police station, creating
[2:02:31] ownership, creating. Um, um
[2:02:32] Just a better sense of public.
[2:02:37] Um Appreciation and or
[2:02:39] ownership, so That
[2:02:40] s Where I so
[2:02:42] m literally going to remove
[2:02:45] the idea of creating our own pd,
[2:02:48] But I want to kind of shift
[2:02:49] into the police station model.
[2:02:54] Okay? So. Is that a wholesale
[2:02:55] removal of this? Yes. You want
[2:02:58] to modify it to anything? Are,
[2:02:59] you good with the current
[2:03:01] public safety subcommittee we
[2:03:04] have handling this. I mean, I.

[2:03:10] separate subcommittee city

[2:03:41] safety ad hoc and in reading

[2:03:48] subcommittee will work with
[2:03:50] staff to evaluate and discuss
[2:03:50] the city
[2:03:53] s public safety
[2:03:54] operations, opportunities for
[2:03:56] efficiencies and other related
[2:03:57] matters. This includes
[2:03:58] evaluating alternatives to the
[2:03:59] police base of operations
[2:04:00] located at the South West
[2:04:04] Station. Um And I Think Mayor
[2:04:05] Pro tem. That
[2:04:07] s what you
[2:04:07] you
[2:04:09] re asking for your correct
[2:04:09] You
[2:04:11] re not currently listed on
[2:04:13] that council members, Alexander
[2:04:16] and cafes are assigned to that
[2:04:17] subcommittee, So I think that
[2:04:20] would be something the council
[2:04:21] needs to discuss. I don
[2:04:21] t know
[2:04:24] that you need to solve that. At
[2:04:26] this moment. But. If this
[2:04:27] becomes an agenda item in two
[2:04:28] weeks. Ts something that
[2:04:29] you
[2:04:31] re going to need to Think
[2:04:34] about if we want to assign
[2:04:36] something completely different,
[2:04:38] or if stew you want to replace
[2:04:41] somebody on that ad hoc
[2:04:41] subcommittee that
[2:04:42] s also
[2:04:44] available to the subcommittee.

[2:04:47] for council direction if this

[2:06:31] that are connected.
[2:06:33] Interconnected. One is the ad
[2:06:35] hoc and the discussion on a
[2:06:37] police station. And. Then,
[2:06:37] There
[2:06:40] s a correlating financial
[2:06:41] policy. City Council policy
[2:06:43] related to that action. I would
[2:06:45] envision both of those being
[2:06:48] part of any future staff report
[2:06:48] for this council
[2:06:49] s discussion.

[2:06:53] t it would have to be.

[2:06:58] clarifying purposes, your
[2:06:59] motion that you would be voting

[2:07:03] consider the creation of an ad
[2:07:06] hoc subcommittee to discuss the
[2:07:07] Temecula sheriff
[2:07:08] s station and
[2:07:10] any related funding mechanisms.

[2:07:48] request of council member cafes.

[2:07:53] initially proposed this about a
[2:07:55] month or so ago, my initial
[2:07:57] thought was working alongside
[2:07:59] Cal fire on strike teams and
[2:08:00] different assignments. I always
[2:08:02] thought that Cal fire deserve
[2:08:03] more. And when I mean my
[2:08:04] dessert more. I mean, I believe
[2:08:06] that they deserve more pay, and
[2:08:08] they deserve more Time off Cal
[2:08:09] fire compared to a lot of
[2:08:10] municipal departments work more.
[2:08:12] And they aren
[2:08:13] t compensated for
[2:08:14] the work that they do. So when
[2:08:16] I proposed this, my initial
[2:08:16] thought was that
[2:08:17] s what I
[2:08:18] wanted for Cal fire and that
[2:08:19] what I wanted for our
[2:08:20] firefighters here in the city
[2:08:22] of Temecula, But after doing my
[2:08:24] own research of my own do
[2:08:26] diligence. I realized that that
[2:08:29] is something that Necessary
[2:08:29] Let
[2:08:31] s above Temecula City
[2:08:32] councils around of authority,
[2:08:32] and I
[2:08:33] ve come to the conclusion
[2:08:36] that Cal fire and more
[2:08:37] specifically, Riverside County
[2:08:38] fire provides the best fire and
[2:08:40] emergency services to the
[2:08:41] residents of Temecula and
[2:08:43] therefore I will not be moving
[2:08:45] forward with my request for
[2:08:47] subcommittee for Temecula Fire
[2:08:50] Department. Okay. Thank you

[2:08:54] number three. Consider Rent
[2:08:55] Control Ordinance for
[2:08:56] affordable housing at the
[2:08:57] request of council members,

[2:09:07] daylight. And I I
[2:09:08] m. I really
[2:09:11] want to ask our city manager?
[2:09:15] To come back and give a report
[2:09:18] on what rent controls and what
[2:09:21] does affordable housing. Look
[2:09:24] like inter macula from from our
[2:09:25] investment, you know, because
[2:09:27] we have invested a lot of money
[2:09:30] in the city of Temecula. Uh, in
[2:09:32] affordable housing, and so and
[2:09:35] what did the covenants look
[2:09:37] like on the actual managers of
[2:09:40] the buildings and the property
[2:09:43] owners, and so I? For me it was
[2:09:47] more just to clarify. What is
[2:09:49] in place right now, so because
[2:09:49] you can
[2:09:50] t talk about something,
[2:09:51] if you don
[2:09:51] t know the answer,
[2:09:51] and that
[2:09:52] s and that
[2:09:53] s what I
[2:09:55] feel like. You know the
[2:09:57] discussion was going on is, you
[2:10:00] know MISS Lamont wants
[2:10:05] something. And I need to know
[2:10:07] what and I need the public to
[2:10:09] know what we can and what we
[2:10:09] can
[2:10:12] t do. And. So, I. I
[2:10:12] m just
[2:10:14] asking us to have our city
[2:10:16] manager. Or whoever he assigns
[2:10:19] to come back and explain how
[2:10:23] the covenants Ah, on, um, the
[2:10:26] affordable housing. And. What
[2:10:28] in the pipeline. What do we
[2:10:30] have? What? How?Re we
[2:10:32] affecting this community who
[2:10:34] who basically feels faceless.
[2:10:35] How, are we addressing their
[2:10:38] needs? At a city level with
[2:10:39] because I know we
[2:10:39] re doing a
[2:10:40] lot, but I don
[2:10:41] t think the
[2:10:42] public knows we
[2:10:42] re doing a lot
[2:10:45] so I would like to have that
[2:10:48] report. Just the daylight, all
[2:10:50] the information just so when
[2:10:51] you know when we talk about
[2:10:53] rent control We
[2:10:54] re going to
[2:10:55] find out. We already have it,
[2:10:58] But I want that to come from
[2:11:01] the city manager talking about
[2:11:03] exactly what? What we have in
[2:11:05] place already and Um So. That
[2:11:07] what I
[2:11:08] m, asking the council to

[2:11:44] that we communicate that back
[2:11:45] to the community, so I would
[2:11:48] certainly support that, and Um.

[2:11:50] ll make the motion
[2:11:53] motion so emotions you consider
[2:11:53] So actually, Mr Mayor, You
[2:11:53] don
[2:11:55] t need to have a motion on
[2:11:58] that and what I heard from
[2:11:59] mayor pretension. Frank Stewart
[2:12:01] is that he is pulling that item
[2:12:03] and instead directing the city
[2:12:05] manager to go ahead and bring
[2:12:09] back a presentation. Okay? And.
[2:12:09] That
[2:12:12] s even cleaner process.

[2:12:31] you would have to communicate
[2:12:33] with your colleagues, right? I
[2:12:34] remember sitting, you know for
[2:12:36] the first First few meetings
[2:12:38] and sort of understanding that
[2:12:39] the dynamics of what it
[2:12:39] s like
[2:12:41] to work with the team and, um
[2:12:42] and if there were some things
[2:12:44] that I wanted to bring forward
[2:12:45] and and I would I would reach
[2:12:47] out to another council member
[2:12:49] and and and say, Hey, I
[2:12:50] ve got
[2:12:51] this idea, you know? Would you
[2:12:54] mind co sponsoring this with me
[2:12:55] in bringing that forward? Um
[2:12:56] and that worked, You know, I
[2:12:58] think that was six or
[2:12:59] historically, the unwritten
[2:13:02] rules and we we we had to come
[2:13:03] into an age is a city and
[2:13:04] create policy, and I think it
[2:13:04] important that we did create
[2:13:08] the Policy, but but I see some
[2:13:09] problems with it, and I think
[2:13:11] Um, if we could have this
[2:13:12] discussion at the council level,
[2:13:13] we could address some of them,
[2:13:15] Um, you know, and and just
[2:13:17] really not to go too deep into
[2:13:20] this, But, um, you know,
[2:13:20] oftentimes we can start with
[2:13:23] our city manager like that.
[2:13:23] That
[2:13:23] s important relationship
[2:13:25] that we have, so we should work
[2:13:28] with that, Um, we do have many
[2:13:29] subcommittees. And. Um. We
[2:13:30] heard the nefarious, you know,
[2:13:32] send it to a subcommittee thing,
[2:13:34] and I see the exact opposite of
[2:13:35] that we can spend valuable time.
[2:13:39] Looking at things through the
[2:13:40] subcommittee. There
[2:13:40] s various
[2:13:43] other avenues for bringing
[2:13:46] items to to To an agenda. The
[2:13:48] most important is trying to
[2:13:49] build consensus right and
[2:13:51] obviously not building
[2:13:51] consensus with everyone. But if
[2:13:52] I want to bring something
[2:13:54] forward, I want to have a
[2:13:56] conversation with at least one
[2:13:57] other colleague and say, Hey,
[2:14:00] um, you know, What. Do. You
[2:14:01] think about this, You know. Am
[2:14:02] I in the right lane. And you
[2:14:03] might say, yeah, that
[2:14:04] s what I
[2:14:05] could doodle stop, or you might
[2:14:06] be like, Okay. That
[2:14:06] s that
[2:14:08] normal. Um So. That
[2:14:09] s really
[2:14:10] the conversation I want to have
[2:14:11] about this? We
[2:14:12] re having folks
[2:14:13] come to the podium and say, I
[2:14:14] want you to do this? I want you
[2:14:15] to put an item on and we
[2:14:17] sort of reacting to that We
[2:14:19] spending a lot of time on these
[2:14:21] future agenda items and we have
[2:14:23] an infrastructure in place to
[2:14:26] handle a bulk of this. These
[2:14:27] asked, so I would just ask that
[2:14:29] we place this on the future
[2:14:30] engine item, we can have the
[2:14:33] discussion and tighten up. Our
[2:14:34] council policy at a future
