[14:19] But I would like to provide some very special recognition to someone whom we have an audience with us this evening.
[14:26] And that happens today, Mr. Tommy Gafer.
[14:29] If you happen to have caught the article in the Texture County Gazette and the Saturday,
[14:35] November 5th edition, there was a very nice photo depicting our police chaplain Tommy
[14:41] Gayther, and a very nice article that accompanied that.
[14:44] And I just wanted to thank him for his service, his wife, Wanda's here with him this evening.
[14:51] I love it about Mr. Gayther.
[14:53] He just recently received the Diplomate level for police chaplain certification.
[15:00] And this is a very, very prestigious designation, and he has been a chaplain with the Texture County
[15:05] Texas Police Department for the past 18 years. He has also, has been a minister in the Church
[15:12] of Christ for 52 years, and currently serves as the outreach minister at the Walnut Church
[15:20] of Christ located here in Texture County, on Moore's line. He was one of 10 presented at the recent
[15:27] international conference of police chaplains, and this was the 43rd training seminar that
[15:32] was recently held in Albuquerque, New Mexico. And this is a very proud designation for
[15:39] him, a little bit about Tommy and his family. Of course, his wife, a Wanda is here within
[15:44] this evening. They have been married for 51 years. I think that deserves a round of applause.
[15:55] Mr. Mrs. Gaye, there have been married for 51 years. They have two sons, Anthony Gaye,
[15:59] he resides in Chattanooga, Tennessee, and Lance Gaether of Fayetteville, Arkansas, and they also
[16:06] have been blessed with six grandchildren. And Tommy has a assignment to get to. He's got to
[16:12] be somewhere in just a little bit. So I want to ask if he will please come forward and share
[16:16] some thoughts with us about the rewarding work that he does. It takes a very special type of person
[16:21] to do chaplain work for our police department. And he is doing an outstanding job when I'm out
[16:28] traveling throughout the city. I see him quite regularly. He's in a patrol car with an officer,
[16:34] and so he's interfacing with our police officers who work our streets each and every day,
[16:39] and also interacts with our citizens on a regular basis.
[16:43] So Tommy, I'm just going to turn it over to you. Once again, thank you for being here.

[16:51] and I'm going to turn the floor where you serve for a few remarks.

[17:03] education units to be able to meet the diplomat award. We have start with basic, which
[17:11] is 12 core courses, and then we move up to senior and then to master. When I got my master's
[17:19] certification in 2008 and Mobile Alabama thought, well, I had reached the top and then they added two more levels, so I guess they didn't want me to retire.
[17:32] So I appreciate what I do. I love doing what I do in supporting these officers because every day they go out and they don't know what they're going to face due that day.
[17:45] I, as the, Mr. Mayor said, I do get a chance to end the privilege to ride along with officers.
[17:54] And when I step in there, their office, their automobile, that they're driving for the day,
[18:02] then I'm at their disposal on their first backup.
[18:07] If they need backup and the police department here does a great job at backing each other up
[18:14] In the city, whatever the call is they have, just last week, we were called to an accident.
[18:25] Luckily no one was hurt and everything went well.
[18:31] And I do love what I do.
[18:33] I love doing the work of the church in the ministry for 52 years.
[18:38] And we're here in Pennsylvania at the Walnut Church for, as I reached Minister for, I'm going in my 19th year and 18 years with a police department.
[18:53] When I moved here to work with the church, I got the call from one of the Lieutenant's, at that time, now a retired captain.
[19:03] He said, the chief would like to meet with you for lunch and I thought, well, I just moved here.
[19:09] Why did I do wrong?
[19:11] So, it was, it was a shock to be invited and I received my commission December of 1998
[19:21] and been working ever since.
[19:23] But I appreciate the recognition and I'm working towards the next level of time I get there.

[20:52] It only takes two council members to do the campus thing, but in order to take action on the ordinances, we do need to have at least four here.

[21:07] Our next regularly scheduled council meeting will be held on Monday, November 28th, and
[21:13] then we will only be having one council meeting during the month of December, and that will be

[22:57] November the 19th that both car and Wallace Parks, and then on November the 24th we'll
[23:03] have a turkey trot, 5K run, they'll be held at Spring Lake Park, and then on December the
[23:09] first, we have our annual Bramlet Bings and Cornbread, they'll be held at the Southwest Center.
[23:15] This is a very special event that we have each year, it raises funds to provide food baskets
[23:21] for native families during the holiday season, and so come out and join us for beans and corn
[23:26] bread, decimber the first, and former Mayor James Bramlet was instrumental in starting this
[23:32] particular program several years ago, and so it continues today, so we want to encourage
[23:38] everyone to join us for lunch on December the first.

[24:31] They represent 99.7 percent of all businesses with employees in the United States and are responsible
[24:38] for 63 percent of net new jobs created over the past 20 years.
[24:44] And we're asked small businesses employ over 49 percent of all businesses with employees in the United States.
[24:53] And we're asked 89 percent of consumers in the United States agree that small businesses contribute positively to the local community by supplying jobs and generating tax revenue.
[25:05] If we're as 87% of consumers in the United States agree that small businesses are critical

[34:47] and we really received a little input at the public hearings.
[34:50] However, the CIP does have a number of items for this fiscal year,
[34:57] $13.4 million in value, items that are in blue, and what we're working on these projects to get a moving forward to get ready to issue the bonds about March, but we want to get the bids in hand so that you know exactly the cost before we issue the bonds, so we don't have to over-issue the bonds.
[35:21] And so, in working on the project, what we've come to realize is that first project is the
[35:31] ball field lights.
[35:32] We had identified ball fields at both Springlight Park and Wallace Park to be received new
[35:41] lights.
[35:42] So as we worked on getting quotes for those lights, we're going through the byboard, which
[35:47] you don't have to compete.
[35:48] You actually just go to the byboard.
[35:49] And we got a quote, and those two projects, originally,
[35:59] $41,000 in value, we got a quote for
[36:04] 7,000 or 79,000, which is 59,000 less, plus two additional fields, that spring-like
[36:09] parks.
[36:10] So we have additional fields being lighted for less money than what we had programmed.
[36:17] Howard the Bible word would like for us to water those before December 31st, and Parks and
[36:23] We'd like to get them installed before the next month season.
[36:26] So that would be a head of the bond issue.
[36:31] We have four projects that require quite a bit of design effort.
[36:35] And we've gotten quotes for the design effort for these projects.
[36:39] Within those projects, the design money that we had set aside in the planning,
[36:45] total $875,000 for the four projects you see listed.
[36:50] And we've gotten quotes to do the design work for 509,000, so 360,000 less than we had programmed.
[37:00] So here's a recap of the two, the purchase, the early purchase of the ballfuel lights, the design effort to me and two,
[37:08] we're planning a $64,000 contingency there, bringing it to me and $353.
[37:16] So that's 418,000 less than we had programmed in the CIP for this particular effort, moving forward.

[37:33] The design line you see here, we're right here at this point, we've received the quotes,
[37:39] and then of course the purchase we got the purchase price.
[37:41] Now, we're bringing to you the resolution or the ordinance to adopt, allow us to go ahead and
[37:47] make these purchases early, but the ordinance we're working with the bond attorney and
[37:53] selfless financial advisors, and so the ordinance includes provisions that would allow reimbursement
[38:00] to the city once we sell the bonds to get this money back, so this is a loan to get this moving
[38:06] forward and have it up front and we expect to have everything ready about March. It will be
[38:11] meeting with Southwest Financial and the Bond Attorney later to establish their milestone
[38:17] dates and then we'll make those dates mesh up with when we should have all the bids in so that
[38:23] we'll have the grand total of what the total bond issues should be going forward. Then we'll add to that
[38:29] design money for next year's projects, which there's three projects, one, two of which will have
[38:35] on efforts. The art park is the big one. The parole renovation and art park project. So we would
[38:42] want to get that design money in hand before next year starts. And so that would be in,
[38:49] we'll establish a fund for that to all the design money is held there all the time and we'll keep
[38:54] rotating that money in and out from year to year to year. So we want to have to do this early reimbursement
[39:00] effort. The bottom turn is provided the language necessary to protect the city and the
[39:07] lender, because the lender has to maintain their tax status in order to get their tax
[39:12] exemptions when they do loan the money to us and we start paying the debt service, so
[39:17] that is municipal debt and they get a big tax break for that and that's how we get lower
[39:21] interest rates. We would also say that the previously when you approve the refinancing of
[39:28] those beets have come in and we'll be closing on the new bonds later this month and
[39:36] this grant hold savings to the city is $1.2 million. We actually did get a very good
[39:41] interest rate less than 2% interest rate on those bonds and so we are moving in the
[39:48] direction of ensuring that we're doing the right things for the capital improvement

[40:01] standards and poor, with that particular issue and they did give us a nice
[40:06] report. We're still double A minus, but with a strong outlook, which we haven't

[40:17] try to get some extraction that report for you. The report itself is confidential.

[40:27] They review everything, the government, the city, and the city's government got high marks
[40:33] across the board on policies, procedures, things we're doing to build the capital

[40:44] are aware that we owe you two more policies you have to do, we need to adopt it, the
[40:49] One bounce policy will be bringing to you a debt service policy, will be bringing to you a revenue policy and their expect and see those.

[40:59] The city itself is quite kind of held as back a little bit.
[41:03] The economic strength of the city.
[41:05] There's one factor that they use as wealth of the city.
[41:09] That's the per capita wealth.
[41:11] And from what I can figure, they take the total tax value of the city and divide it by
[41:19] the population and we're below the national average in that number and that's kind of
[41:24] holding us back a little bit but if we keep continuing to improve our communities continue
[41:29] with the demolition program for example continue to look for industry to come here. Over time
[41:34] we think that's going to improve and I think they feel like it's going to improve as well based on
[41:39] what we're doing. The analysts that we spoke with, Chris and I spent probably hour and a half
[41:45] two hours on the phone with the analyst in New York at the time and reviewed everything with him and he'd been reading all the newspaper articles from here.
[41:55] Reading all of our reports, he was very thorough with our website, new everything about us.
[42:01] So he was very confident. So we think we have a good analyst working with us.
[42:05] So I think it's looking forward. I think we have a good outlook looking forward to helping prove our bond rating.

[52:25] Value view helps us on a regular basis.

[52:31] They assist with the soliciting evaluation and completion of bank depository services.
[52:37] They help with the, adding of the investment policy to remain compliant with the public funds
[52:42] investment act, they prepare and present quarterly investment reports, the investment committee,
[52:47] and that information is published on the city's website for Public Review.
[52:52] They assist with the investment of available funds and they help to develop cash flow models.
[52:58] I think the general consensus of the investment committee is that we feel that they are great to work with.
[53:05] They've been very helpful in helping us to remain compliant with the public, public funds investment act.
[53:12] The fee that they are requesting is in line with prior years and the amount of additional interest income that they help us generate more than covers their fee.

[54:22] to negotiate a contract extension with Ways Management.
[54:26] staff has negotiated with waste management and has recommended the approval of a five-year agreement.
[54:33] The proposed agreement would start March 1, 17.
[54:38] I'll try to go through and just give you some of the highlights of the contract.
[54:42] I think first and foremost all services that are provided in the current contract are provided in the proposed contract.
[54:51] One of the atoms that would be new in the proposed agreement that the city would receive 253
[54:57] Hall offs of 30 yard roll offs means annually, that is a big deal for us.
[55:07] We use those roll offs in demolition all the time.
[55:11] We use them for neighborhood cleanups and other city projects just to give you kind of idea how much that is.
[55:18] City could possibly have a cost of wood and some close to $78,000 at the current rate, if we use all 250
[55:28] hall-offs. Just for your information, demolition alone, from last November to this November, we've used
[55:35] 150 of those hall-offs just for demolition. That doesn't count anything else we would have used
[55:40] So, also, part of the proposed agreement, there is a special grid waste container that TWU uses at their
[55:50] south state land treatment plant. There's a current charge in the contract for $133.32
[55:57] a month, so rental for that container. In a proposed contract, that would be no cost for that
[56:07] agreement. The city could have cost savings of $150,000 annually on the Curbsat Bokew
[56:15] Ways Collection Service. That service has been in a current contract since 2010.
[56:23] Winnian has a dendom, a dendom to the second amendment. Winnian in 2010, it was after
[56:33] we'd gone from two pickups a week, to one pickup a week,
[56:38] they added back the bulky, bulky waste pickup to one time a week.
[56:42] The city actually was getting directly
[56:46] billed for that service for at a $12,500 monthly since 2010.
[56:55] The service is not changing, it'll still be provided.
[56:59] Same way it has been, one time a week pickup.
[57:02] want up to one cubic yard of material, but the cost for that service has now been included in
[57:11] the proposed rates going forward, so it would be a service that would be paid for on the
[57:15] customer hand.
[57:18] Both residential rates and commercial rates look to go a small amount.
[57:25] Currently, in the contract, residential rates per month are $17.35, the proposed rate, which
[57:36] would go into effect March 1, showed to be $17.85, so a 50-cent per month increase $60 a year
[57:46] roughly for that overall.
[57:49] I have included all the commercial rates, there's several options depending on how much
[57:56] you get picked up, how big your container is and that kind of thing. So there's a
[58:00] rate sheet in your packet for commercial rates. They're a little bit different depending
[58:06] on what you're looking at, but I'll just give you a quick for instance. Currently, if you
[58:13] are, let's say you're using an 8-yard front-end load container, you get picked up one time a week,
[58:21] you're paying $1.956 for that service currently in the proposed contract. It looks like
[58:30] it's $199.99 or $22.00. So, the less than $8.00 different. So, just for instance, both of
[58:38] included in your packet with all the rates, and with that I would open it up to any questions
