infrastructure, the spaces for social gathering is the result of your honorary ring commitment

to this vision. Each of you with your expertise in collaborative spirit have played a crucial role

in making this project a reality. We know the embarking on a project of this scale is never

without its challenges. There were tough decisions to be made, tough conversations to be had

and compromises along the way. But for it all, you've remained focused on the bigger picture,

here we thank them for their leadership and their tireless efforts towards re-envisioning

re-imagining the downtown Rockwood area and the Gresham redevelopment Commission and what's going

on there. And so Commissioner Duce actually lives in the area and has just been a champion for

Many, many years, for many years, decades, and has absolutely helped shepherd in the reimagination of what's going on there.

I thank commissioners. Good afternoon. My name is Michael Gonzalez and I am serving as the
[7:09]
interim director of the GRDC and happy to bring this agenda item forward to you today.
[7:19]
So the purpose of this agenda item today is to move to approve the purchase of 1,833,0 East
[7:25]
Brent Side Street for $1,430,000 and authorize the interim renewal director to proceed with closing
[7:33]
consistent with the purchase and sale agreement and execute on behalf of the GRDC all documents
[7:38]
necessary to complete the purchase.
[7:45]
So, I wanted to provide some background that recognizes that the GRDC has a property acquisition
[7:50]
fund that is part of our capital improvement program that is allowed for the acquisition of
[7:54]
a focus number of sites to allow us to meet the urban or newal plan goals, specifically the
[8:00]
goal to improve the Rockwood Town Center and the goal of providing quality redevelopment.
[8:05]
This property acquisition fund is a recommended area focus for the 2029 community investment framework.
[8:14]
The acquisition of a few additional development sites will allow GRDC to develop new businesses and community uses that complement the Rockwood Town Center.
[8:23]
And GRDC does have financial capacity that would allow for pursuing a limited number of additional properties.
[8:28]
So
[8:36]
I want to present this slide at the 2029 Community Investment Framework that was developed over the course of 2023 and adopted at the beginning of 2024.
[8:45]
These are the five areas of priority that emerged during this community process in which community vibrancy denied and defy the need for one or two more development sites to improve the cultural wellness and economic investment within the urban or rural area as well as park and recreation investments.

Given those priorities, staff has been looking out where there are opportunities within the Rockwood Town Center.
[9:13]
Over the last several months, there has been a unique opportunity that has presented itself in the address you see in your packet today,
[9:20]
1-8-3-0 east-burned-sized street, or the property better known to many as the former Lydia's restaurant.
[9:27]
The purchase and salary agreement that you have in front of you today,
[9:29]
This to proceed with the purchase of this approximately one acre property and set the stage for potential future redevelopment opportunities
[9:37]
including a potential sizable redevelopment of approximately four acres
[9:42]
In partnership with TriMet who owns the 180 first Avenue parking right lawn to the west of this property
[9:53]
So here on this slide, I've pulled up a map and highlighted some areas of interest to focus on
[10:00]
I want to highlight the strategic location within the Rockwood Town Center and the St. Jason C to other properties under control of the Gresham Rate Development Commission, as well as other public and community investments.

This slide shows the map where the subject property is located and highlighted in purple, Lydia's, as well as current properties on by the GRDC, which are the B184 property, adjacent to that highlighted in yellow, and then now complete downtown Rockwood Rising Project,
[10:30]
which is about a thousand feet away,
[10:34]
and the future B188 development, which isn't pictured on this map and will be discussing soon in the next presentation.
[10:42]
So as you can see, this is a great opportunity to strategically acquire connected properties in the central court area, with time to allow a development plan by 2021.

this slide has previously mentioned aggression redevelopment, commission owns the three only adjacent three properties commonly referred to as B184
[11:06]
To the east which represents a great opportunity for land assemblage and larger redevelopment projects
[11:16]
And this image here is from the trim it parking ride facing east towards Lydia's property and downtown Rockwood
[11:30]
So I'd like to give an update on the current status of this property
[11:34]
A purchasing sale agreement was executed on November 21st of this year, subject to GRDC approval.
[11:42]
Staff coordinated the following due diligence activities as relates to the property.
[11:46]
A Title Report GRDC staff reviewed the Title Report and determined that there are no significant issues related to the title.
[11:52]
And a appraisal was done by Zal and Associates, they completed an appraisal on the market value of the property which concluded the value of 1.165 million will support the value of the land in this location.
[12:05]
Stoff is satisfied with the purchase price reflects a good investment to secure a property within this potential with this potential in the Rockwood Town Center.
[12:14]
And then environmental side assessment was done in no significant issues right, identified, as well as a building inspection, property inspection.
[12:22]
Only a home inspection is performed with physical inspection of the building structure, roof, foundation, building envelope, mechanical electrical and plumbing systems.
[12:31]
They found the roof is in poor condition with soft spots throughout the electrical systems need further evaluation.
[12:35]
situation, and they found possible asbestos and fungus throughout the building, according to
[12:40]
our broker, Camo, real estate, this building should be subject to demolition with the asbestos
[12:46]
properly disposed of. Overall on the course of this research, staff identified no significant
[12:51]
impediments to acquiring the site.
[12:57]
With the Commission action today to request an approval
[12:59]
of the PSA, versus the salaryment, staff will be able to proceed with closing on this
[13:05]
I also wanted to acknowledge that as part of the property review, staff did present this to the
[13:10]
Gresham Redevelopment Advisory Committee on November 20th and did receive a formal recommendation to pursue this purchase as presented.

The next steps.

Consisting with the Public Engagement Recommendations provided to the GRDCS Part of the 2029 Community Investment Framework.

There is significant interest to increase housing and transit where you can sit development in the Rockwood Town Center.
[13:38]
Given the proximity to downtown Rockwood, housing, retail and schools, there's an opportunity
[13:45]
to explore a redevelopment plan to support this desire.
[13:49]
A future redevelopment plan will identify potential development strategies, financing tools
[13:54]
and partnerships that could support a future use on this site.
[14:04]
So the recommendation is to move to approve the purchase of 1.8 330 East Burnside Street for
[14:09]
1,430,000, and authorized the interim urban renewal director to proceed with closing consistent
[14:15]
with the purchase and salary agreement and execute all documents on behalf of the GRDC necessary
[14:20]
to complete the purchase.

The purpose of this agenda item today is to move to approve the drop disposition and development
[24:10]
agreement of the Rockwood Sunrise Site, found in your packets, and direct the interim urban
[24:15]
renewable director to finalize negotiations and execute on behalf of the GRDC all documents
[24:21]
necessary to complete the disposition and development agreement.

this as the DDA for as a short version, but this DDA is the next step in the transition of this

Today's staff is happy to say that we, along with PIC and our development partner HMS, have worked diligently and in good faith to come to a mutually acceptable agreement that is outlined in the DDA found in your agenda packet.

to the Rockwood Neighborhood Association, Public Workshops, our online portal engagement tool

the kickoff December event, play ball, movies in the park, rock the block, and the YM
[25:56]
as well as presentations to the GRDC and the GRDC Advisory Committee.

the developer is refined this site design and is reflected in the attached presentation.

One of the components of this agreement that we are most excited about is the gymnasium space

and the opportunity for aggression community to be able to benefit from the use of the gym space.

As part of this agreement, we intend to have a collaborative partnership with PIC,

the GRDC and the city's recreation department to program of a wide variety of community uses
[26:30]
such as open gem, tournaments, community and cultural events, classes, music events and a variety of other uses that would maximize community benefit.

and this opportunity to help contribute to a vibrant rockwood and aggression community.

I just want to take before I get to the vision. I just want to take a second.
[28:38]
There might be some folks online that don't know much about what we do, but I'll just take a second to talk about our history real quick.
[28:49]
First of all, we've been around as an organization since 1967, so we have worked with community
[28:59]
and folks that have been vulnerable to help them to achieve success for a very long time.
[29:05]
In our evolution, we've developed a comprehensive education, workforce development, violence prevention and health and wellness organization.
[29:15]
and I have a few slides here which way do I point this way just just I do this side but
[29:23]
this on the right this okay in terms of education we opened up a campus down at
[29:30]
on a hundred and eighty second down to I rockwood 2011 since that time we've graduated over
[29:37]
250 students that otherwise might have just dropped out of high school we partner with Reynolds
[29:44]
Centennial and Gresham Barlow and those partnerships have been outstanding and continue to grow.
[29:53]
In terms of what we do in the community, there's just a couple of pictures of our students in action.

I think it's important. We've spent a lot of time in this project and I got to give a lot of credit
[30:06]
to the aggression folks. The citizens' aggression should be proud of their representation
[30:14]
in terms of this project because it's been vetted and we've gone through this thing, you know,
[30:24]
to get where we are today.
[30:28]
Can you advance since moving out to Gresham?
[30:31]
We've been happy to be a part of Rock the Block.
[30:34]
We've provided vaccination events for the flu,
[30:39]
and COVID, and other things like that.
[30:41]
We also have been a part of stopped violence events
[30:45]
right in the market hall.
[30:47]
And that's all been in partnership with the city of Gresham
[30:51]
and other community-based organizations.
[30:53]
There's just other photos in terms of the work that we do, and I just want to emphasize
[30:59]
that we're all about community.
[31:02]
Workforce, we're big on workforce, we have, as you probably know, we have a kitchen, a culinary
[31:08]
arts program in the market hall that's going strong, and we're putting people to work.
[31:14]
And, you know, it's a multi-generational kind of training that helps folks not only earn a scale for a livable wage, but also learn how to cook healthier meals.
[31:30]

In terms of the vision for the project, I would say that I'm super excited, for years,
[31:42]
I've been with this organization for 30 years and we provide services out of 15 different
[31:47]
locations.
[31:49]
And we all run and we bought it and it was dilapidated and we've put band-aids on it and
[31:56]
and just try to beautify the place.
[32:00]
But we've always thought about,
[32:03]
what could we do if we were able to build a school
[32:07]
and a center from a ground up?
[32:09]
And when this opportunity came to us,
[32:14]
we are so excited.
[32:15]
And I mean, everybody's excited.
[32:17]
The board is totally on board with making this happen.
[32:20]
This is gonna be a true community center.
[32:24]
Unlike I think the state has ever seen you're going to have education, you're going to have workforce training
[32:31]
You have lots of community folks even out of that building around workforce and the gym is going to be a community builder and we are excited about
[32:44]
What we're going to be able to do in partnership with question other nonprofit organizations
[32:49]
public institutions in the community at large and I believe that when this
[32:57]
center is complete you're going to see tangible data around
[33:05]
livability and safety in that area and I'll state my name and reputation on
[33:11]
that and again on behalf of all the people that we serve and all of our
[33:19]
supporters.
[33:22]
I'm hoping that you will support us in this effort and approve the DDA
[33:28]
moving forward. And again, you can be assured that the question staff has represented
[33:34]
this city very well in crafting this document. So I'm excited and I'm ready to go.

So just want to share, you know, since we had the approval to execute the term sheet, you know,

we've been busy, we've been doing a lot of work.
[34:16]
We've been having regular weekly meetings with the GRDC staff team.
[34:22]
We've also attended two GRDC advisory committee meetings on the project design side.
[34:30]
We really started earlier in the year with these really intensive programming workshops with P.O.I.C.
[34:36]
and the architecting staff to really further define, you know, what are the needs of the building through what are the needs of the staff
[34:44]
really kind of challenging those assumptions of you know how much space is needed for for the
[34:50]
different components. We also in with that we also had 19 separate meetings with
[34:55]
Bora Architects and project partners including subconsultance.
[35:00]
Such as our mechanical electrical plumbing team, who was also a part of hosting a sustainability trip,
[35:09]
sponsored by energy trusts. So again, looking at all the different layers of making sure
[35:16]
we're putting a lot of thought early into the building, so we can be efficient as we move forward in the design process.
[35:23]
Also, as mentioned, we're involved in four community engagement events, and that included
[35:30]
SIGO-DOMIO, Gresham School Out, Rockwood, Neighborhood, and Social Shade and Shoe Meeting,
[35:35]
and the YAM Health Block Party.
[35:39]
And so, from here, what we want to do is have a Brian with Bore Architects, Walkthrough,
[35:44]
the Project Design, and we're going to basically show some of the changes we've made.
[35:50]
Since we had the term sheet approval, and some notable ones, it's just a touch on that.
[35:58]
Joe, really in PIC, thought, need to have a larger gem that can accommodate two court tournament
[36:03]
situation. I think which is great for the community, but also could be a very substantial
[36:09]
economic driver. We need to talk about the activity and potentially hundreds of people attending
[36:14]
events, staying in the area, prequining the businesses and shops in the area.
[36:18]
And then also, you know, we brought the building down a floor, and that was really driven by the school floor plate, and having the school all be on one level, we were trying to, you know, see if it could work on two levels, but it's made a more efficient from the operational standpoint as also constructability and construction costs when you make more efficient floor plates, so I'm going to have Brian walk through all that in a little bit more detail.

So, as Kerry was saying, my screen here now is the plane. As we had last shared with you,

at the time of the approved toilet sheet. I had a lot of got two phases of development.
[38:08]
One of the right-hand side of the screen here is the PYC building. With the vast majority of their
[38:13]
candidate facing programs on the ground floor, truly invite the public into the building to maximize
[38:19]
is that public use, not for shared programs.
[38:23]
On the up-to-floor of that building
[38:24]
was the Rosemary Anderson Prep, their high school
[38:27]
government, their administration,
[38:29]
and quite a few of their social services programs.
[38:33]
As you can see, the radio area is being shared
[38:34]
with the school last time, it's separated into trees
[38:37]
for the students coming to the building
[38:38]
as well as those who are using the gymnasium,
[38:41]
and public.
[38:43]
The phase two building off to the left side of the screen here
[38:47]
is a commercial building separated by a plaza
[38:50]
that was intended to have shared use
[38:52]
between the two phases of construction.
[38:55]
Just for orientation, we've got both sides

to the self, on the bottom of the screen here.

There's a lot of significant stream

to advance along.

It's right avoid, good addition to a bike lane.

that's a little bit more than half of the site

is actually build a multiple variable variable.

Since that last point, the several districts of POSC staff,
[39:27]
and adding through those 19 meetings, the carry mentioned
[39:29]
that we had collectively with POSC and HMS,
[39:32]
we're going to allow all of our POSC's programs
[39:35]
and our best meet there needs.
[39:37]
One of the big ones is really expanding the gym,
[39:39]
increasing to two side-by-side,
[39:41]
to pass the records of the electronic tournaments to happen here.
[39:46]
Along with that keynote larger and multi-purpose spaces,
[39:48]
we emphasize the law being, we added a yellow or both of which can function as
[39:53]
key event spaces when desired.
[39:56]
We also centralize the entry and now we're facing on to birth.
[40:00]
I'm excited to have the pause at the bottom left corner of the Colored Builders Union, there's two red arrows. This both helps to make the introvert visible for the public candidate.

This book from Burnside as well, but also supports better supervision for PIC having that single point of entry for all users coming to the building so that they can support them and guide them as to where the building they might want to go from there.

So, PSC's ground floor has grown, PS2 has maintained the same, that's second to the front
[40:29]
of the shape.

It has changed a little bit.
[40:31]
The plaza has gotten a bit narrower because of it.
[40:35]
This actually has given you more active now with that larger lobby and the yoga space is opening
[40:39]
on to that plaza, really giving us more shared amenity for the community.

It's very much an expanding that building footprint a bit, but a lot of us give the entire
[40:52]
of the high school of those matters and prop onto a single story, so just as many students
[40:57]
with less work footage, being a single story will also support better supervision of those
[41:04]
students.

It's more efficient than it was before, and there is a build that is actually an increase in the amount of administrative space and program space in the building.

We're going to give you an idea of how that three-story building will fit

quite a bit as an anchor.

that we're going to take.

But why do you just see that first-story building facing onto

of the syringe and then mix in full slide for where you can see a couple of pressing for those
[42:49]
of solar plaza solar proportions that will finally be able to get to an engaging great spaces for
[42:55]
gathering, as well as plenty of space for planting and shade to kind of come into that space.

And so our funnels slide before we wrap it up and take questions.

It's just to talk about our project schedule if we receive approval here.
[43:18]
And so our first step would be going and meeting with the city planning department
[43:24]
and having a pre-application submission to hear from the different bureaus and understand any additional implications from our current design for the project.
[43:34]
From there we would advance to getting through 100% schematic design and approval by late spring of next year.
[43:41]
And in the DDA there are approval rights from the city to really kind of lock in our massing and cycling at that time.
[43:48]
The next step would be going through to 50% design developments.
[43:53]
Again, continuing to refine the details and getting the project closer to a point of having
[43:58]
permit and construction ready drawings that's targeted for late summer of next year.
[44:04]
From there, we again, we would proceed after approval of the city of those plans to construction
[44:09]
drawing review and approval in late fall of 2025 with the target closing date in spring of
[44:16]
in 2006 at the time we've gone through and received a guarantee maximum price contract from
[44:23]
the contractor, secured all of our financing and having committing to close, and then targeting
[44:28]
an outside date of early 2008 for our project's temporary certificate of occupancy.
[44:37]

which let me to be a community liaison, and it's the vision that my brother had with past 10
[46:21]
years ago, as far as having a place where kids and families can be connected to resources
[46:26]
and build community.

Most of you know that story already, but I just want to put that on the record as well.

on the honor because today's my last day, I think, on the commission on the part just made

But if you can just refresh my memory on outreach to the public, what are the comments

and what did you hear back from the outreach that you've done in regards to the project?

In fact, though, hard up our code development partner has been spear adding the community engagement.

We've been doing community engagement for probably about, I would say, a year and a half.

I think last year we did probably 25 events, neighborhood associations, farmers markets,

It's flea markets, anywhere,

aggression staff kind of told us we need to get a voice
[47:39]
to get out into that.
[47:41]
We let images of what we, the design look like at the time,
[47:45]
we talked a little bit about the program, the collaboration
[47:47]
with the city of Gresham.
[47:48]
Folks have been very, very positive.
[47:50]
The biggest thing has been families,
[47:52]
who wanted to have a place for kids to go,
[47:55]
seeing P.O.I.C. and also seeing history of P.O.I.C.
[47:58]
what they've done in terms of the aluminum safety
[48:01]
in gun violence and just trying to stabilize the community.
[48:05]
So having that as their track record,
[48:06]
they look at this as an opportunity to,
[48:08]
here's a partner that they know,
[48:11]
here's a partner that they can trust.
[48:14]
And they basically said, you know,
[48:16]
some of the preparation is great.
[48:18]
The idea of being able to have a classroom
[48:20]
to do innovation or to do some other things
[48:22]
or for the community to have some access
[48:24]
to a facility nearby within walking distance,
[48:27]
they're all over the top of it.
[48:29]
just positive positive positive positive you know might be some issues maybe they would
[48:36]
say maybe about parking your things and we said no we're not we're not running away from
[48:40]
issues of parking we're looking at all the challenges that we go through this but by
[48:43]
large folks are extremely positive yeah
[48:50]
Commissioner thank you so when we first started talking about this we talked about
[48:55]
housing there's no longer going to be any housing on this correct yes that's correct
[49:00]
And what do your thoughts on that second retail or that second section that's unplanned at this time?
[49:06]
Do you have any thoughts on what's going to happen with that?
[49:09]
Yeah, so far, we're still, we have, you know, exploring early concepts.
[49:14]
We have worked with Bora to program basically what could be a two, you know, one to two story commercial building would be effectively a full lot line.
[49:21]
that that lot as drawing right now is 4,500 square feet. So, see, it's, you know, retail space.
[49:27]
You could likely accommodate either like one large retailer or medium sized retailer
[49:32]
or potentially like two or small, like fast casual restaurants, for example there.
[49:37]
Give a timeline on that. If what you're looking at for that, it's something that I don't
[49:44]
think we have any prescriptive timelines assigned to that, but again, it's something that really
[49:51]
our focus has been with P.O.I.C. and approving getting their project moving
[49:55]
board as the anchor tenant, but again, it is something where we have.

I believe in the term sheet, I had some timelines, I think it was three years, but initially.
[50:05]
And then on the retail section that you have in there now, I know someone slide, it said retail and health.
[50:12]
So is that going from being retail to services instead? Is that why health was added in there?
[50:20]
So right now, the last schematic we had is this portion of its retail suite, and then we've also explored a small health clinic in addition to the retail.

I'm going to ask the city attorney on the basketball, there's information in this packet that we got about the, like the, I don't know if it's a contractor, about time for the city to be able to use this gym.

Can you give us some specifics about the guarantee of this and how that will all work in this shared space for the city?

Yes, I'm going to have to tune chair and commissioner Piazza.

We do have a restricted covenant, which is a part of this DDA, which does require that the
[51:07]
gymnasium be there, be constructed, and that it be in existence for I believe at least 15
[51:13]
years.

So we do have that guarantee for the gymnasium being there.

And then the other component of this transaction which will be coming, we have a schedule for it is a public use agreement which will be used to guarantee the city's time of use of that facility by scheduling with the POIC and the like and so the details of that have yet to be worked out by don't anticipate any problems in reaching a fair agreement for the use of that space by the city.

That is that part of this agreement that you have to come to agreement for that. Yes, the GDA does require that to the parties move forward with that public use agreement for the property

But it's I just want to state. This is not how I envisioned what we were going to do

I think, you know, four and five Michelin stars chefs are there five star Michelin chefs. They'll be so good that they'll be turning out five star Michelin chefs, you know, out of the POI's occasion. So we look forward to the great work that this team is going to continue to do in this community and beyond. So with that, if there are no other things that come before the council, I mean, the commission, I do want to say that Commissioner John Stixon was online when we gave him, you know,
