[3:13] courtesy of the Paw Fire Department. I'd like to say that we had approximately 15

[3:18] kids that came and um the questions that they had were absolutely priceless and

[3:25] we welcome them back again anytime. And then after that um it was on to a

[3:31] Pasak indigenous um days parade and the opening ceremonies. It was an honor to

[3:37] share the stage with the past and present chiefs. Paspa Agriculture

[3:42] Society also held their rodeo where greetings were brought from town of the

[3:47] paw. I'd also like to acknowledge um all the construction that's going on in town

[3:53] right now. Maple Leaf is here doing the paving. Susan Northern is here and

[3:59] they're working on the mobile MRI unit as well as McCullum roofing and they're

[4:04] working on Pasqua and Mary Duncan school roofs. And one other thing I'd like to

[4:11] also add is that um the recycling center curbside pickup has also resumed.

[18:49] the museum. It is um it's not very nice. And I've had uh people I had a couple

[18:57] people complaining to me and I just thought, well, hey, they're trying. We

[19:02] put the music back on so they're not. But when you come to town and you see

[19:07] it, it's I don't know. It would be nice to get that fence up sooner than later.

[19:13] » Chamber of Commerce. >> Uh there was no new meeting, but I did

[19:16] say at the last meeting I would provide a little bit of an update in the last

[19:19] one. I didn't have all the details with me after going through my notes. The

[19:22] only thing I was going to really bring up was the Chamber of Commerce wants to

[19:25] get involved a little bit more with the community safety as well. We know it's a

[19:29] downtown core that is affected a lot by uh some of the citizens and happenings

[19:36] downtown. So, they want to we want to compile a list of practical lowcost

[19:41] solutions. um things like signage and lighting. Um turning off your Wi-Fi so

[19:47] they don't have access to Wi-Fi in some of places that do have open Wi-Fi. Um

[19:51] limiting water or power access for some of the people downtown that uh maybe

[19:56] don't have a place of their own. And also they want to work a little bit with

[20:00] Alexis to maybe host a bit of a public forum from a business perspective, not

[20:04] just from a town perspective, but try to spearhead a little bit more just from a

[20:08] different angle. And that's the biggest one. Um Mr.

[20:11] Bersha who was in he spoke with the transportation part but it's kind of the

[20:15] ongoing conversation where there's really nothing further to add with that

[20:18] but it was a good a lot of good dialogue going on. We had a couple local

[20:22] businesses as well come to talk about the downtown safety and community safety

[20:27] in general. A lot of good dialogue but not a lot to report on. It's

[20:31] » it's kind of that broken record in a sense the ongoing conversation but it's

[20:34] nice to hear people are engaged and want to make a difference from that

[20:37] conversation. uh one of the business owners will more than likely join the

[20:40] chamber as well to to take part in this. He is a member as a as a business but

[20:46] wants to become part of the executive now possibly.

[20:50] » Just a side note from the chamber. We talked to a few businesses downtown and

[20:54] they commented they haven't seen the street sweeper out very much in the

[20:59] downtown area. I know it's the museum corner is always bad. So maybe something

[21:03] just check for Sam. I don't know if it's broken down or if it's just they're too

[21:08] busy just it really once a day they should be going by there that downtown

[21:14] area early in the morning before the cars are there

[21:18] » that was brought forward to myself as well the street sweeper as well as the

[21:28] that our fire department used to do was wash the sidewalks and clean the

[25:04] » So he's been working tirelessly for the department. So NASA is reporting is

[25:11] presenting the first quarter the second quarter for of airport report and if

[25:16] council have any question can ask NASA why is it now we'd like to

[25:22] welcome you to the team and um welcome you to the great community at town of

[25:27] the paw and we hope that you're going to be here um as long as you well why

[25:35] should I say long term we'll just say that hopefully you're going to stay here

[25:38] long term. But I do [clears throat] have a question. I'm really excited about

[25:41] your mural and I'm hoping that that is almost completed. Um I look forward to

[25:46] looking at it. But I do have a question about the access to um water at the

[25:51] airport. I had somebody mention over the weekend that um the water fountain is no

[25:58] longer in service and I'm just curious to know if the water fountain is being

[26:04] put back on and if it isn't if um we could possibly get like maybe a water

[26:10] cooler or something that we could provide water to the patrons with. I'm

[26:14] just curious. I don't think there is a water fountain

[26:19] currently, ma'am. But um as part of the overall revamping, we're um planning

[26:25] it's more like a wish list at this time, but we're planning to have water

[26:28] dispensing station there for the water bottles and or a fountain as well. Um

[26:34] » that's that's projected so far in my wish list.

[26:43] be able to provide some water to to the patrons 100%. Whether it be a fountain

[26:47] or just a bottle or a cooler that has disposable glasses or something.

[27:11] Um the murals are well in the progress. Uh so there's two murals that being

[27:16] created right now at the airport. Um one is going to reflect um more cultural

[27:22] side of the town and one's going to be related more towards the aviation

[27:28] industry and airport as well. So the second mural uh will be dedicated to a

[27:33] first aircraft landed in the po in the po area there. Each mural will have a

[27:39] placard explaining each event uh individually on each wall. Uh we're

[27:44] hoping um to have it finished um first one should be done by the end of or

[27:52] second week of September. Um and the second mural should be done uh beginning

[27:59] of October and that's due to artist availability unfortunately. Um but um

[28:05] projects are moving fairly well. Um and it's going to be um a major facelift for

[28:11] airport uh space there as well. Um on other site we are um moving along with

[28:17] both RFPs for the airport sighting and airport flooring. Um we received a few

[28:25] uh inquiries about both both but um we only received one bid for the flooring

[28:30] so far yet. Um RFPs are to close by the end of August. So we hopefully we'll get

[28:37] few more takers there as well. Um otherwise we're in the winter

[28:42] preparation uh pretty much right now um looking through the equipment and trying

[28:46] to prepare ourselves for the winter season as much as possible.

[29:23] Paul about this uh last week I believe and hoping we're hoping to have a

[29:28] resolution or much better detailed road map for the next council meeting. We're

[29:33] actively going to work with it with Ebola and um we both agree that that

[29:37] that sign needs major upgrades or if not replacement

[29:42] » and you understand that uh Trevor put a fairly high bar last year for fuel

[29:47] sales. How are you doing this year with the lack of fires?

[29:51] » Um I don't believe it's as quite high as last year. Um but fuel fuels are moving

[29:59] steadily. um you know on on the positive side no fires um and you know it's it's

[30:06] I'll take that sacrifice I believe in instead instead of fighting the fires

[30:10] but but the fuels are moving steadily I don't have I don't have stats on my of

[30:15] hand uh here but it's it's steady movement there's no interruption yet

[30:44] » I had a couple. Um, one thing that we haven't seen actually in quite some time

[30:48] is a building inspection report. We do basically have somebody doing B. We

[30:53] don't know what our growth is, what's happening, what's going on in town. But

[30:57] something that drew my attention to that was the secondary suite inspections on

[31:00] the fire department report. That should obviously be a collaboration. So it' be

[31:05] nice to see a building inspection report once in a while. I wouldn't expect them

[31:08] every month because a lot of times we don't have both a lot of things going

[31:12] on. But it still would be nice to know that it is happening what's going on. Um

[31:16] secondary suites of course need to happen with a building inspector as well

[31:19] as a fire inspector unless you have both qualifications, but we know we don't

[31:23] have that right now. It's two individuals.

[31:26] And something that I see almost every report

[31:31] is both full-time staff are working on

[31:35] multiple fire investigations from previous fires. This was for July. There

[31:40] was only one fire and a fire report should be done within at least a week

[31:45] meant maximum, right? So, I'm just curious if that's just a constant cut

[31:49] and paste or if they're that far behind with fire fire investigations because

[31:54] again, you have one fire listed, but both are working on multiple

[31:58] inspections. Just sounds of a lot. Not inspections, sorry, investigations.

[32:03] They're important to be timely.

[32:08] And one that isn't part of the report, it's more for uh knowledge.

[32:14] We don't have a mutual aid agreement with Moose Lake, but I've recently heard

[32:18] that there were a couple fires in Moose Lake in July at the beginning of August.

[32:22] Did we attend those and help out or was any done? Because I know Moose Lake is

[32:27] having some difficulties staffing and and operating. So, I'm just wondering if

[32:30] we have been able to help out running truck last year.

[32:34] » Usually things missing. >> You haven't heard anything? Okay. I was

[32:38] just curious because I've heard of two homes burned down in loose lake and I

[32:41] was just curious if we've been able to assist or if they're just

[32:46] » yeah I don't >> it's not a question if we should or not.

[32:49] It's just simply were we offering that assistance without having a mutual aid

[32:53] agreement in place and I know we will attend without one but

[33:15] No is not here. I want to commend them for the bike rodeo. It's a great idea.

[33:19] It's something that used to be held quite regularly in town. So to see the

[33:22] collaboration with the RCMP and uh the fire department is great to see get that

[33:27] engagement that I think has been missing with the kids a lot. So

[33:30] » I agree with you 100%. And and one thing that I did note on the poster for that

[33:35] is that the kids need to make sure that they bring their helmets

[33:41] » to get that helmet. >> But well, by law you have to wear

[33:44] helmets now. They change that. A lot of people you see kids all over the place

[33:47] without helmets. So hopefully that will bring the

[33:50] » the number one time at least kids helmets.

[37:21] informing the residents about our safety report. So we are just planning to be

[37:28] bringing this out the kind of a monthly report from the safety department. The

[37:34] council will still be receiving their reports based on whatever formats that

[37:38] the level of the details that the council wanted but this is for public to

[37:43] see. So that they'll be able to know how how

[37:47] are our CS how are they doing in term of reporting? What exactly are they doing?

[37:51] Are they just driving around the town? What are the things they are doing? What

[37:55] would what do they like them to do or ask any questions? So we want to be

[38:00] giving residents this information every month. So this will be our first one.

[38:06] But before we put it on our public place, we just want to share this with

[38:10] council as well as anyone that is watching us. I like what this looks like

[38:14] and I'm also looking forward to seeing the amount of foot patrols.

[38:20] » Council has asked um I want to say four meetings in a row now for foot patrols

[38:27] and if they have been going on and we're not seeing any reporting on it. So by us

[38:33] not seeing reporting I'm assuming that possibly they aren't happen or there

[38:39] could be a hundred of them but we're just not getting that that answer.

[43:11] and our schedule A, which was the PUB approval of our rates, uh it spoke to

[43:16] the document that you see attached that speaks to the process in order to uh

[43:21] implement a water shut off. Um so whether we use that as the stick uh to

[43:26] ensure that someone account doesn't get uh to that level of delinquency. Um

[43:32] there's a process to follow. it does become a little more complicated when it

[43:35] comes to multi-unit uh dwellings, especially when there's children

[43:39] involved. Um, and those are probably discussions that you just need to have

[43:42] with public utility board before you move ahead too quickly. Um, but uh

[43:48] luckily there's no need to amend our bylaw or make any changes. The way it's

[43:51] written, the way it's laid out, it all sort of flows into it. Um so that's been

[43:56] passed along to our CFO or sorry air controller uh to discuss with the

[44:00] utility clerk in terms of the ensuring that they implement this process moving

[44:07] forward. >> Yeah ultimately come back to council if

[44:11] we're going to terminate services to safety business for

[44:16] resident possibly. I'd have to the controller

[45:25] since um deputy mayor be acting as mayor and attending the meeting as so so many

[45:33] other mayor did this. I'm proposing that deputy mayor should be compensated as

[45:40] male and the and so that was why I brought

[45:44] out this issue sheet and the how much the difference in term of amount I think

[45:49] it should be everything has been stated is about $500

[45:56] so I'm bringing this to council for review and their comment decision

[46:05] If you like, I'll start. >> Um, I'm just going to be very blunt. I

[46:11] was shocked to see this on the agenda. I find I find it highly inappropriate

[46:18] for an employee to ask to give their boss a raise. That is completely

[46:24] unethical and unheard of to basically petition to have your boss

[46:30] get a raise. I would have addressed it differently

[46:34] had it come from a member of council to say hey this is how I feel and that is

[46:39] but to come from the employee is highly inappropriate and not at all

[46:46] reasonable um to speak to the points made in the

[46:50] issue sheet because it is here in front of us.

[46:55] The deputy mayor receives approximately $100 per month more than a regular

[46:59] counselor, right? Based on your information provided.

[47:03] Uh counselor, sorry, deputy mayor Atkinson has been in the position for

[47:08] two years. I can't remember if you were appointed right after um the two council

[47:13] left or if there was some leadway. Either way, approximately two years,

[47:17] which would have increased the pay of $2,400. Um, we were fortunate enough to

[47:21] have a very committed mayor in the seat who didn't miss a lot. Obviously, he had

[47:26] other obligations in life and he was away a little bit, but essentially the

[47:30] deputy mayor did receive $2,400 additional compensation from other

[47:34] counselors that you can almost call a prepayment is the way I look at it from

[47:39] a financial perspective. The dollars at the end of the day don't mean a lot. Um,

[47:45] something I want to address also in the role

[47:50] something we do as counselors to bring our points across to make change in our

[47:56] community to address the issues we have. Every

[48:01] community has many issues. This is not meant to draw negative

[48:07] attention, but in 8 years, Deputy Mayor Atinson has brought two issue sheets

[48:11] forward, both written by other individuals.

[48:15] One was written by me and the other one was simply

[48:19] hey the west would like to have their planter filled this year and they would

[48:23] like to do that. That to me does not show a vision or a leadership that would

[48:28] deserve additional compensation at this time. Eight years and two issue sheets

[48:32] which both happened one or both happened in 2021.

[48:36] uh just shows that I am completely fine with Deputy Mayor

[48:42] Atinson sitting in the role that she chose to stay in. Uh she was appointed

[48:48] by the mayor which I felt was right. She was

[48:54] confirmed by resolution to fill that role and she has and we've agreed to

[48:59] carry on that because when you read exactly what the deputy mayor's job is

[49:03] is to fill the role even in vacancy of the seat not just to fill in when he's

[49:08] not available but when they are even vacant therefore I don't see any need to

[49:13] change a structure finances and if there's opposition to that then anybody

[49:18] who is opposite is here for their own reasons because I

[49:22] don't think anyone sits at this table for the money.

[49:26] Um, I will proudly say I am the only one individual that has opposed every raise,

[49:32] but if she was to receive this raise, it would essentially give a 65% raise in

[49:38] two years.

[49:42] » Well, thank you, Councilman. And I just want to address I will not address if

[49:47] I'm not a counselor but I only address the administrative part that you

[49:51] mentioned the first one u if you notice when um want to like

[49:58] give her council like Louis said it's always come like we always bring this

[50:03] forward as an administration >> by resolution because it's part of our

[50:06] » same way is the same way I'm bringing this forward. I'm not giving race to my

[50:12] boss. That's what it is to clear that with you. So last year when we went to

[50:17] propose like race for council after the administration I brought the issue

[50:20] sheets forward. >> The issue she brought forward due to our

[50:23] bylaw stating that each year the council would review this. Nowhere do we have a

[50:27] bylaw that states hey as an employee like it would be inappropriate for Han

[50:32] Vir to come to you and say hey my boss is a really good guy you should give him

[50:36] a raise. because that looks towards favoritism. That looks towards

[50:41] Deputy Mayor Atinson potentially being our next mayor by election and you've

[50:46] kind of pulled a big favor and that's how it looks from the perception. I'm

[50:49] not saying that's what you have done, but that is the perception that is

[50:52] given. Any employee asking their boss or telling their boss deserves a raise, it

[50:58] does not look good at all. Anyway, I would just say it in my home when I'm

[51:03] away if Laura is acting for me or anyone they have to get certain percentage of

[51:09] my income >> when you do the job for a certain period

[51:11] of time. Yes. >> Yes. So that is what I'm trying to do

[51:13] here. So now thank you for the correction but this is what I'm trying

[51:17] to do as an administrator. Not I'm giving councelor manage 5%. I do not

[51:23] have that power. So I if I may all of this being said I have not requested

[51:36] did in the community. Um it councilor manage is making it sound like you know

[51:43] what let let's just stop where we are and we'll bring to resolution and we'll
