Okay,
good evening everyone. We had some
[0:24]
technical difficulties and we're back up
and running. I'd like to welcome
[0:28]
everyone to the August 24th, 2026
regular meeting of council. We
[0:34]
acknowledge that we are gathered on
treaty 5 territory the traditional lands
[0:38]
of our neighbors the pas nation as well
as the many free da and oj peoples and
[0:43]
it's a national homeland of the red
river matei people like to call the
[0:47]
meeting to order at 6:15
councelor Allen is um not in attendance
[0:55]
tonight and has sent his regrets and
everyone else is in attendance looking
[1:01]
for the adoption of the agenda.
[1:06]
Okay, just a side note here. In
accordance with the municipal act of the
[1:10]
town of Paul bylaw 4605,
item 14.5.3
[1:16]
is be removed from the agenda. It's a
vice of municipal service officer
[1:23]
moved by myself, second by councelor,
deputy mayor Atkins that the agenda be
[1:28]
adopted as amended.
[1:33]
Hold a question.
[1:37]
Hearing none in favor.
[1:43]
That's five. Zero against. And it is
carried.
[1:52]
» Confirmation of the minutes.
>> Move by myself. Second by Deputy Mayor
[1:56]
Atkins of the resolve that the minister
of the regular council meeting of August
[2:00]
10th, 2026 and the special council
meeting of August 13, 2026 be hereby
[2:05]
approved all statutory declaration
compliant.
[2:12]
» Question
hearing none in favor?
[2:18]
That's five zero against
and it's carried.
[2:25]
Just a note, not on this meeting, but
the previous meeting. It wasn't
[2:28]
mentioned that uh councelor Allen had
sent his regards. We might have to just
[2:32]
add that into the minutes of the first
meeting.
[2:35]
» Oh, you're right. For the public
hearing, correct? Yes. Thank you for
[2:39]
that.
Okay. So, then recognition period.
[2:49]
I can start. Um last week we had the P
immigrate immigrant services pardon me
[2:54]
youth camp. They joined us um for a
question and answer session. We shared
[3:00]
our roles and the operations of the
town. The superintendent, the CEO and
[3:06]
Ravi and councelor Allen assisted and we
handed out gift bags um that were
[3:13]
courtesy of the Paw Fire Department. I'd
like to say that we had approximately 15
[3:18]
kids that came and um the questions that
they had were absolutely priceless and
[3:25]
we welcome them back again anytime.
And then after that um it was on to a
[3:31]
Pasak indigenous um days parade and the
opening ceremonies. It was an honor to
[3:37]
share the stage with the past and
present chiefs. Paspa Agriculture
[3:42]
Society also held their rodeo where
greetings were brought from town of the
[3:47]
paw. I'd also like to acknowledge um all
the construction that's going on in town
[3:53]
right now. Maple Leaf is here doing the
paving. Susan Northern is here and
[3:59]
they're working on the mobile MRI unit
as well as McCullum roofing and they're
[4:04]
working on Pasqua and Mary Duncan school
roofs. And one other thing I'd like to
[4:11]
also add is that um the recycling center
curbside pickup has also resumed.
[4:18]
» So if anyone else has any recognition,
you're welcome to to share it.
[4:25]
Thank you to four citizens coming out
tonight for our previous meeting. Good
[4:28]
to show some engagement at least like to
see a little more but we'll take four
[4:33]
and two decided to stay even better.
[4:39]
» Anyone else?
>> I just want to comment about the prey. I
[4:43]
um
I think very highly of the RCMP.
[4:48]
So when we had a couple of the like
staff sergeant Colin Stark on the horse
[4:54]
and and one of his cohorts there, um the
people that saw that were absolutely
[5:01]
amazed and that really brings um
the pride that uh our locals have for
[5:09]
our police department. [clears throat]
[5:15]
Anyone else?
Thank you.
[5:18]
» We'll just touch on the our previous
public meeting just to compliment our
[5:22]
staff for the the vision and the hard
work that they put in in acquiring in
[5:27]
excess of a million dollars for the uh
recreation hub improvement and all the
[5:32]
staff and uh under way now. So hope it's
going to be a positive for the
[5:36]
community.
[5:40]
» Perfect.
Okay. Citizens period. We have two
[5:45]
citizens who are still here. Is there
anything that um you'd like to add? You
[5:51]
just want to hang out with us?
>> It's peaceful.
[5:55]
» It's just peaceful. It's quiet, right?
>> Okay. So, then we will move on to
[6:02]
bylaws. 8.1 Recreation Hub upgrades
bylaw 4668, the first reading.
[6:10]
» Resolution number 2026140
moved by councelor manage seconded by
[6:15]
councelor Commodor. Resolved in bylaw
number 4668
[6:19]
being a bylaw of town to provide for the
expenditure and borrowing of funds for
[6:24]
recreation hub upgrades including
various
[6:28]
areas. It actually says various arena
and green space upgrades be read a first
[6:34]
time.
>> Thank you.
[6:37]
pull a question
hearing none in favor
[6:45]
that's five
zero against and it is carried.
[6:55]
Okay.
Move on to department resolutions
[7:01]

safety and well-being initiative and
[7:20]
authorize administration to utilize
$4500 from budget to support its
[7:24]
implementation and promotion
[7:30]
old question.
>> Just tell Alexis on this. It's a small
[7:35]
project to start, but I think it's going
to be a positive one. So, hope
[7:40]
» and this just to tell residents that
this is already budgeted for, so there's
[7:45]
no additional
[7:51]
hearing. No other questions. In favor
[7:59]
five, zero against
and it is carried.
[8:06]
Okay. Um 9.3.2
approval of recommended reserve prices
[8:13]
for auction items.
[8:18]
Oh, sorry.
Resolution

recommended reserve prices for the
[8:31]
surplus assets identified in schedule A
attached to this report and further
[8:37]
authorize administration to proceed with
the public auction of such assets in
[8:43]
accordance with the approved reserve
crisis.
[8:50]
» Other question? Yes, a question.
>> Just just for the information of the
[8:54]
public, there's everything in that
auction from goose decoys, boats,
[8:58]
bicycles, and a few other odds and ends
that the town has acquired over the
[9:02]
years.
>> Motors to go with the boat. You can buy
[9:05]
the boat with the motor or without the
motor. Little bit of this, little bit of
[9:10]
that.
>> That'll be advertised when the auction
[9:13]
is. Yeah,
>> I had one question. Um, when we first
[9:17]
talked about this at the last meeting,
we said we're going to expand this list
[9:21]
and ensure that it grew. It doesn't look
like it grew very much. There's a lot of
[9:24]
missing items.
>> Yes, thank you. I actually wanted to
[9:27]
mention that. So, we had like our own
mini management meeting to discuss this.
[9:34]
So, we're going to be adding more and
bring it back to council. Those list are
[9:37]
not ready now. So, I talked to all the
managers. So, we're going to keep seeing
[9:41]
the list repeatedly on council meeting
instead of getting it all at once. Okay.
[9:46]
» Thank you for
[9:49]
» all question in favor.
>> That's five.
[9:55]
Zero against and it is carried.

9.3.3 community safety officer vehicle

Resolution

and that the require funding be drawn
[10:40]
from the machinery and operating reserve
fund. And further that council
[10:44]
authorized the community safety
department to apply for funding through
[10:47]
the community future Cedar Lake region
investing in our futures program in
[10:53]
amount of $2,500 to assist with the cost
of the vehicle of outfitting. And
[10:59]
further that council authorize the
deputy mayor to sign the required letter
[11:02]
of support and any related application
documents on behalf of the town.
[11:16]
» Public question.
[11:20]
Another grant that could be applied for
BOLA um is with TPCRC, the Paw Community
[11:27]
Renewal Corporation. There was some
money that was set aside from the
[11:32]
makeshift happen program that was um
approximately oh wow it's a while back
[11:39]
now. Five years ago, I think there was
$20,000 that was earmarked there. I'm
[11:45]
unsure if TPCRC still has any of those
funds or not, but possibly if this falls
[11:51]
into um their community safety plan,
then there may be some grant money to be
[11:57]
found there as well.
>> Okay.
[12:01]
» Thank you.
>> In favor,
[12:08]

Proclamation for Arthritis Awareness

[13:00]
arthritis awareness month of the
[13:12]
Um, Bola, thank you for bringing this
back to the table again. Um, we
[13:18]
proclaimed last September of last year
arthritis awareness month as well and
[13:23]
um, thank you for bringing this back.
Any questions?
[13:30]
Hearing none. Call a question or pardon
me in favor.
[13:34]
That's fine. And it's carried.
[13:52]
» Okay.
9.3.5
[13:54]
payroll and accounts
[13:59]
» resolution number 202645
by myself and second checked by
[14:06]
councelor commodor be resolved that
council authorize the following accounts
[14:10]
general checks number 33570
to 33592
[14:17]
in amount of
66 [clears throat]
[14:23]
64849
[14:27]
EFTs in amounts of $123,59948
[14:42]
questions.
I think superintendent's
[14:47]
able to valley water back
Yeah, Vector had a issue and I don't
[14:55]
remember what part went down. So, we had
to kind of tear it down to replace the
[14:58]
part two and a half week waiting for the
part. So, we tried sort of waiting for
[15:04]
the problems that could wait and
unfortunately they were starting to so
[15:06]
we had to bring them in for two or three
weeks depending on
[15:12]
the
correct still for them for the tiles.
[15:19]
Yeah, other question was there's
able to done tree service fairly
[15:29]
a lot of the trees down that street need
what area did you do?
[15:32]
» Uh so this is part of the fire break and
and snack. So he pulled a bunch of trees
[15:37]
out for us, chipped a whole bunch of
them. There's still some work that need
[15:41]
some heavy equipment to come fall, but
that was to get rid of some of that
[15:45]
deadfall that was back there as per
request from
[15:52]
the trees on the wall down the roads. A
lot of them are showing their age.
[15:57]
Some of them are ready to fall over and
I don't know what
[16:02]
» I was reading the ride back from the
residents of Rose Street upgrade project
[16:06]
that the same every one of those
turkeys. So, uh, we did our best to save
[16:10]
as many as we could. Uh, but I'll I'll
definitely have a look to see what, uh,
[16:14]
» and I know there is, uh, every year
around this time there is a company that
[16:19]
comes in, there's another company we
were going to tender out for, you know,
[16:23]
we could identify a number of areas or
particular trees uh, and put it out for
[16:28]
tender next year. Probably get a good
price.
[16:31]
» That's a good idea. We also have some
trees um on the main on the main street
[16:37]
as well that are encroaching on top of
businesses and that
[16:46]
» may of 10th Street mentioned the hedge
down there as well.
[16:52]
» I think I
the hedging question.
[16:58]
Thanks.
>> Anyone else?
[17:03]
In favor,
that's five. Zero against and carried.
[17:22]
» Reports of committees and boards.
[17:32]
Okay. So then um
[17:37]
museum board,
hey, we we didn't have a meeting. The
[17:41]
meeting should be coming up next month,
but um the the day camp uh for the kids
[17:48]
and that that went on extremely well and
the walking tours that went very well,
[17:54]
too. Um the museum have a little
addition in their kitchen where there's
[18:00]
a popcorn maker and popcorn which I
donated.
[18:05]
So they were quite happy with that. We
had the popcorn out of um July 1st. So
[18:12]
they liked it so much and I thought well
you know what you can keep.
[18:19]
» Thank you for that.
>> Yeah.
[18:22]
» Just on the museum. Any update on this
fence design yet or are they still
[18:26]
working?
>> No.
[18:29]
» Actually, I talked to him.
>> Did you have he has to he has to apply
[18:34]
for a grant and it's not open
[clears throat] as I remember when it
[18:39]
was mentioned this last
[18:44]
» there's still a big issue with um
transients
[18:49]
the museum. It is um it's not very nice.
And I've had uh people I had a couple
[18:57]
people complaining to me and I just
thought, well, hey, they're trying. We
[19:02]
put the music back on so they're not.
But when you come to town and you see
[19:07]
it, it's I don't know. It would be nice
to get that fence up sooner than later.
[19:13]
» Chamber of Commerce.
>> Uh there was no new meeting, but I did
[19:16]
say at the last meeting I would provide
a little bit of an update in the last
[19:19]
one. I didn't have all the details with
me after going through my notes. The
[19:22]
only thing I was going to really bring
up was the Chamber of Commerce wants to
[19:25]
get involved a little bit more with the
community safety as well. We know it's a
[19:29]
downtown core that is affected a lot by
uh some of the citizens and happenings
[19:36]
downtown. So, they want to we want to
compile a list of practical lowcost
[19:41]
solutions. um things like signage and
lighting. Um turning off your Wi-Fi so
[19:47]
they don't have access to Wi-Fi in some
of places that do have open Wi-Fi. Um
[19:51]
limiting water or power access for some
of the people downtown that uh maybe
[19:56]
don't have a place of their own. And
also they want to work a little bit with
[20:00]
Alexis to maybe host a bit of a public
forum from a business perspective, not
[20:04]
just from a town perspective, but try to
spearhead a little bit more just from a
[20:08]
different angle.
And that's the biggest one. Um Mr.
[20:11]
Bersha who was in he spoke with the
transportation part but it's kind of the
[20:15]
ongoing conversation where there's
really nothing further to add with that
[20:18]
but it was a good a lot of good dialogue
going on. We had a couple local
[20:22]
businesses as well come to talk about
the downtown safety and community safety
[20:27]
in general. A lot of good dialogue but
not a lot to report on. It's
[20:31]
» it's kind of that broken record in a
sense the ongoing conversation but it's
[20:34]
nice to hear people are engaged and want
to make a difference from that
[20:37]
conversation. uh one of the business
owners will more than likely join the
[20:40]
chamber as well to to take part in this.
He is a member as a as a business but
[20:46]
wants to become part of the executive
now possibly.
[20:50]
» Just a side note from the chamber. We
talked to a few businesses downtown and
[20:54]
they commented they haven't seen the
street sweeper out very much in the
[20:59]
downtown area. I know it's the museum
corner is always bad. So maybe something
[21:03]
just check for Sam. I don't know if it's
broken down or if it's just they're too
[21:08]
busy just it really once a day they
should be going by there that downtown
[21:14]
area early in the morning before the
cars are there
[21:18]
» that was brought forward to myself as
well the street sweeper as well as the
[21:21]
trees. So thank you for including that
as well
[21:24]
» and I might as well add to it as well. I
know that B and I have spoken something
[21:28]
that our fire department used to do was
wash the sidewalks and clean the
[21:32]
downtown. that hasn't happened now in
quite a number of years. So that would
[21:36]
be also beneficial because it's not just
our streets that have the dust. We can
[21:39]
make the whole downtown look a little
better.
[21:41]
» I really want to talk about that and I
really thank C manage for sharing from
[21:46]
your ideas and your experience. So I had
that discussion with fire chief and said
[21:52]
it's going to be good to see
on the same day
[21:58]
» CDC
we were meeting on Monday.
[22:02]
» Okay.
Um, and excuse me, destination marketing
[22:07]
up pretty soon.
>> Um, councelor Forester, do you know how
[22:12]
much money is sitting in destination
marketing for grant funding by chance?
[22:20]
» I don't.
>> Okay.
[22:24]
Uh, Cedar Lake, we haven't had a meeting
since our AGM that are reported at last
[22:30]
meeting.
Okay. Recycling board, we haven't had a
[22:35]
meeting, but one will be scheduled um
this week and then we will bring forward
[22:41]
to the next council meeting.
Library board counselor Allen is not
[22:46]
here. Kelsey school division, there's
nothing to report and our youth
[22:51]
counselor is not with us. So, we are
completed with that.
[22:57]
Um,
[23:01]
now we'll move on to our monthly
management report.
[23:13]
Is does anybody have any questions
[23:20]
in any of the areas? I have one towards
um the airport.
[23:28]
It's not so much a question that's on
this report. It's just a question in
[23:32]
general. Um,
>> just let me
[23:37]
» Oh, okay.
>> Oh, yes. And we should introduce our new
[23:41]
airport manager as well. Maybe he can
introduce himself.
[23:46]
» Yes.
>> Hello. Can you hear me?
[23:50]
Hello.
>> Can you hear me?
[23:54]
Hello?
There we go.
[23:59]
» Hi. Can you hear me?
[24:04]
» Hello.
>> Can you hear me?
[24:13]
» Okay.
>> Hi.
[24:17]
» Hello.
>> There we go.
[24:20]
» Okay. Hi.
>> Welcome.
[24:22]
» Thank you. Thank you uh honorable
council members for having me tonight.
[24:25]
Uh thank you very much. Thank you for
welcoming me uh in your beautiful
[24:29]
community the other day when I was
there. Um glad to be part of the team uh
[24:34]
to support Bola and her operation uh for
the town of Depo and um hopefully
[24:40]
contribute to a successful operation at
the airport there.
[24:46]
So NASA is the new airport manager and
he's the one
[24:53]
placing tremor
and he's been working with us with EK to
[24:59]
depart and is even coming in September
for the barbecue program.
[25:04]
» So he's been working tirelessly for the
department. So NASA is reporting is
[25:11]
presenting the first quarter the second
quarter for of airport report and if
[25:16]
council have any question
can ask NASA why is it now we'd like to
[25:22]
welcome you to the team and um welcome
you to the great community at town of
[25:27]
the paw and we hope that you're going to
be here um as long as you well why
[25:35]
should I say long term we'll just say
that hopefully you're going to stay here
[25:38]
long term. But I do [clears throat] have
a question. I'm really excited about
[25:41]
your mural and I'm hoping that that is
almost completed. Um I look forward to
[25:46]
looking at it. But I do have a question
about the access to um water at the
[25:51]
airport. I had somebody mention over the
weekend that um the water fountain is no
[25:58]
longer in service and I'm just curious
to know if the water fountain is being
[26:04]
put back on and if it isn't if um we
could possibly get like maybe a water
[26:10]
cooler or something that we could
provide water to the patrons with. I'm
[26:14]
just curious.
I don't think there is a water fountain
[26:19]
currently, ma'am. But um as part of the
overall revamping, we're um planning
[26:25]
it's more like a wish list at this time,
but we're planning to have water
[26:28]
dispensing station there for the water
bottles and or a fountain as well. Um
[26:34]
» that's that's projected so far in my
wish list.
[26:38]
» Okay. Because we do that is one thing
that we do need to provide. We need to
[26:43]
be able to provide some water to to the
patrons 100%. Whether it be a fountain
[26:47]
or just a bottle or a cooler that has
disposable glasses or something.
[26:53]
» Okay. Yeah. If there was one, we'll
we'll bring it back if if it goes
[26:57]
somewhere for whatever reasons, we'll
bring it back if there was one.
[27:00]
» Thank you. Um, is there anything that
you would like to present that it in
[27:05]
your report since you're joining us
tonight? Any highlights or anything new?
[27:11]
Um the murals are well in the progress.
Uh so there's two murals that being
[27:16]
created right now at the airport. Um one
is going to reflect um more cultural
[27:22]
side of the town and one's going to be
related more towards the aviation
[27:28]
industry and airport as well. So the
second mural uh will be dedicated to a
[27:33]
first aircraft landed in the po in the
po area there. Each mural will have a
[27:39]
placard explaining each event uh
individually on each wall. Uh we're
[27:44]
hoping um to have it finished um first
one should be done by the end of or
[27:52]
second week of September. Um and the
second mural should be done uh beginning
[27:59]
of October and that's due to artist
availability unfortunately. Um but um
[28:05]
projects are moving fairly well. Um and
it's going to be um a major facelift for
[28:11]
airport uh space there as well. Um on
other site we are um moving along with
[28:17]
both RFPs for the airport sighting and
airport flooring. Um we received a few
[28:25]
uh inquiries about both both but um we
only received one bid for the flooring
[28:30]
so far yet. Um RFPs are to close by the
end of August. So we hopefully we'll get
[28:37]
few more takers there as well.
Um otherwise we're in the winter
[28:42]
preparation uh pretty much right now um
looking through the equipment and trying
[28:46]
to prepare ourselves for the winter
season as much as possible.
[28:51]
» Thank you. Councelor Hopper has um a
comment.
[28:54]
» You mentioned in your report that the
seats are going to be coming in from
[28:57]
Winnipeg airport
be done
[29:01]
» after the flooring is done I assume.
>> Correct. Correct. We're planning to
[29:05]
install the uh newer seats after the
flooring is done and being a part of a
[29:10]
general facelift.
>> Great. Uh highway sign the entrance to
[29:15]
the airport.
>> That's also been part of the project
[29:18]
that I picked up just recently um as
well. We just had a conversation with
[29:23]
Paul about this uh last week I believe
and hoping we're hoping to have a
[29:28]
resolution or much better detailed road
map for the next council meeting. We're
[29:33]
actively going to work with it with
Ebola and um we both agree that that
[29:37]
that sign needs major upgrades or if not
replacement
[29:42]
» and you understand that uh Trevor put a
fairly high bar last year for fuel
[29:47]
sales. How are you doing this year with
the lack of fires?
[29:51]
» Um I don't believe it's as quite high as
last year. Um but fuel fuels are moving
[29:59]
steadily. um you know on on the positive
side no fires um and you know it's it's
[30:06]
I'll take that sacrifice I believe in
instead instead of fighting the fires
[30:10]
but but the fuels are moving steadily I
don't have I don't have stats on my of
[30:15]
hand uh here but it's it's steady
movement there's no interruption yet
[30:19]
» okay well good luck to the new position
>> thank you very much appreciate it
[30:26]
» any other council members have any
questions for now.
[30:31]
» Thank you.
>> Thank you.
[30:32]
» Thank you very much. Thanks for having
me.
[30:35]
» Thank you.
>> Yes. Yes.
[30:39]
» Okay.
>> Okay. So then, um, any other questions?
[30:44]
» I had a couple. Um, one thing that we
haven't seen actually in quite some time
[30:48]
is a building inspection report. We do
basically have somebody doing B. We
[30:53]
don't know what our growth is, what's
happening, what's going on in town. But
[30:57]
something that drew my attention to that
was the secondary suite inspections on
[31:00]
the fire department report. That should
obviously be a collaboration. So it' be
[31:05]
nice to see a building inspection report
once in a while. I wouldn't expect them
[31:08]
every month because a lot of times we
don't have both a lot of things going
[31:12]
on. But it still would be nice to know
that it is happening what's going on. Um
[31:16]
secondary suites of course need to
happen with a building inspector as well
[31:19]
as a fire inspector unless you have both
qualifications, but we know we don't
[31:23]
have that right now. It's two
individuals.
[31:26]
And something that I see almost every
report
[31:31]
is
both full-time staff are working on
[31:35]
multiple fire investigations from
previous fires. This was for July. There
[31:40]
was only one fire and a fire report
should be done within at least a week
[31:45]
meant maximum, right? So, I'm just
curious if that's just a constant cut
[31:49]
and paste or if they're that far behind
with fire fire investigations because
[31:54]
again, you have one fire listed, but
both are working on multiple
[31:58]
inspections. Just sounds of a lot. Not
inspections, sorry, investigations.
[32:03]
They're important to be timely.
[32:08]
And one that isn't part of the report,
it's more for uh knowledge.
[32:14]
We don't have a mutual aid agreement
with Moose Lake, but I've recently heard
[32:18]
that there were a couple fires in Moose
Lake in July at the beginning of August.
[32:22]
Did we attend those and help out or was
any done? Because I know Moose Lake is
[32:27]
having some difficulties staffing and
and operating. So, I'm just wondering if
[32:30]
we have been able to help out running
truck last year.
[32:34]
» Usually things missing.
>> You haven't heard anything? Okay. I was
[32:38]
just curious because I've heard of two
homes burned down in loose lake and I
[32:41]
was just curious if we've been able to
assist or if they're just
[32:46]
» yeah I don't
>> it's not a question if we should or not.
[32:49]
It's just simply were we offering that
assistance without having a mutual aid
[32:53]
agreement in place and I know we will
attend without one but
[33:15]
No is not here. I want to commend them
for the bike rodeo. It's a great idea.
[33:19]
It's something that used to be held
quite regularly in town. So to see the
[33:22]
collaboration with the RCMP and uh the
fire department is great to see get that
[33:27]
engagement that I think has been missing
with the kids a lot. So
[33:30]
» I agree with you 100%. And and one thing
that I did note on the poster for that
[33:35]
is that the kids need to
make sure that they bring their helmets
[33:41]
» to get that helmet.
>> But well, by law you have to wear
[33:44]
helmets now. They change that. A lot of
people you see kids all over the place
[33:47]
without helmets. So hopefully that will
bring the
[33:50]
» the number
one time at least kids helmets.
[33:55]
» I don't know. 30 years.
>> I don't even remember the last time.
[33:58]
There hasn't been a bike rodeo I think
since I've lived here.
[34:02]
» Not in 30 years I was bolt anyway.
>> Yeah. And um hopefully um with the
[34:08]
reminder with the bike helmets also um
the scooters
[34:13]
» scooters need helmets as well. Y
>> okay. [clears throat]
[34:18]
So then
are there any other questions around
[34:22]
that or are we moving on to the CEO
monthly report?
[34:28]
Do you have any highlights that you'd
like to share from your report?
[34:32]
» My highlight in July I travel for
holiday. [laughter]
[34:38]
So we actually got so many things done
but reports um and the one that I just
[34:43]
received is northern lights. We just
received the agreements from our lawyer.
[34:49]
So we have to go through some stuff
before we get back to them.
[34:53]
» Okay.
>> That was one of the big one. Good.
[34:55]
» Then we reach out to the Rocky Lake
regarding the fire protection agreement.
[35:01]
Um council has already finalized. So
we're just waiting for their for them to
[35:06]
sign. They've not gotten back to me. I
sent a
[35:10]
was not
then we implemented the immigration
[35:16]
process we started last in July. That
was one of our biggest projects that we
[35:23]
started in July.
That's huge.
[35:26]
» It's supposed to go huge.
>> Sorry, I don't want to change your flow.
[35:30]
What's going on, but just because we're
moving down your list here,
[35:33]
» what is the issues with the library? It
seems that we're getting quite often
[35:38]
closed. [clears throat]
Is that strictly a staffing issue or is
[35:41]
it operations, but you'll see quite
regular at least once a week we're
[35:44]
seeing
>> the body maintenance? It's their
[35:47]
maintenance. So, we
>> Well, it's not just maintenance. will
[35:49]
say, "Oh, we're closing at lunch today,
or we're closing at this hour, or we
[35:52]
can't open this afternoon, or sorry, we
have to close on this day." We seem to
[35:55]
get quite quite a bit notifications on
social media that the library is
[35:58]
closing. So, I'm wondering if that's
staffing or if it's something else going
[36:01]
on.
>> Random.
[36:07]
» I'm just curious because I said more and
more it seems that it's closing quite
[36:10]
often. And I know lunchtime, everybody
deserves a lunchtime, but it's also a
[36:13]
prime time for people that are working
to go and attend our library. So,
[36:18]
Anything
[36:23]
else?
You know what? I didn't I forgot the
[36:29]
order that um the SMS quarterly report
was also in here for the airport and um
[36:36]
[laughter]
>> and and I'm trying I don't know if um
[36:42]
Nasar is still online with us or not in
case anybody had any questions around
[36:47]
» around that. So if he is logged out my
apologies. Um
[36:53]
I
>> just the sequence of of the agenda threw
[36:57]
me for a loop and I forgot about it. So
if council does have any questions um
[37:03]
please present them to Bola and they can
be answered.
[37:08]
Okay, public safety um July 2026 safety
snapshot.
[37:14]
So the essence of this one is um
um we want to do more in term of
[37:21]
informing the residents about our safety
report. So we are just planning to be
[37:28]
bringing this out the kind of a monthly
report from the safety department. The
[37:34]
council will still be receiving their
reports based on whatever formats that
[37:38]
the level of the details that the
council wanted but this is for public to
[37:43]
see.
So that they'll be able to know how how
[37:47]
are our CS how are they doing in term of
reporting? What exactly are they doing?
[37:51]
Are they just driving around the town?
What are the things they are doing? What
[37:55]
would what do they like them to do or
ask any questions? So we want to be
[38:00]
giving residents this information every
month. So this will be our first one.
[38:06]
But before we put it on our public
place, we just want to share this with
[38:10]
council as well as anyone that is
watching us. I like what this looks like
[38:14]
and I'm also looking forward to seeing
the amount of foot patrols.
[38:20]
» Council has asked um I want to say four
meetings in a row now for foot patrols
[38:27]
and if they have been going on and we're
not seeing any reporting on it. So by us
[38:33]
not seeing reporting I'm assuming that
possibly they aren't happen or there
[38:39]
could be a hundred of them but we're
just not getting that that answer.
[38:44]
» Okay.
>> I I can add to that that I have seen
[38:46]
them else. I can't say how many times
but they have been doing book patrols.
[38:52]
So
>> okay
[38:53]
» and actually the RCMP have been doing
them too. So
[38:57]
» and I'll say yes I really like the
snapshot. good for the consumer to be
[39:02]
reading, not just for us. But yeah, we
are missing some details for our own
[39:06]
purposes. U again, repeatedly we're
asking about the boot boots for
[39:12]
vehicles, right, for ticketing to have a
better uh success rate with downtown
[39:17]
parking especially.
So, I really like I like the snapshot.
[39:22]
It gives a good overview and uh shows
the community the good in our our area,
[39:28]
but we still need those other less
favorable
[39:32]
» things,
>> but that's really good for that.
[39:36]
» Council,
is there anything?
[39:41]
» Do you have anything to say?
Looks good.
[39:51]
» Okay. So then
um 10.2.3 RCMP stats are there as well
[39:59]
as the mayor's report for June.
[clears throat]
[40:04]
Did anyone have any questions around it?
We don't really have um
[40:08]
anyone here who can answer to them or
speak to them. So, it's just basically
[40:13]
there for information. I
>> guess just on the one on the police
[40:17]
report, uh when the local RCMP
detachment took over duties for Swan
[40:22]
River North,
>> if there was any cost, I'm sure that the
[40:27]
staff sergeant would have uh sent those
down to Swan River, but just in case
[40:32]
they didn't, hopefully they didn't get
charged for it. Okay,
[40:39]
» good point.
I'm sure they use a different quotator
[40:44]
for that. Just never
[40:51]
unfinished business. Um, there's nothing
there. General business.
[40:58]
Uh, citizens period. All our friends
have left us. It's only us here. And we
[41:04]
now move into committee of the ball.
>> Just before you do that, just unfinished
[41:09]
business. Okay.
>> Can we get the uh Skipiel cradles taken
[41:14]
out before winter or by winter ground?
>> I have to close
[41:20]
» before the snow gets new that way.
Okay.
[41:30]
Committee of the whole.
[41:38]
» Councelor Hopper, would you like to move
us into committee of the whole?
[41:43]
» Council can now move in committees
for discussion.
[41:47]
» Next time it'll be your turn, then your
turn, then your turn. We'll just rotate
[41:52]
through. Okay. So then um 14.1.1
we're now going to move into public
[41:59]
works and maintenance. Do we need to
bring anybody into the room for any of
[42:05]
this? Um county paw water turnoff
procedure.
[42:20]
For future reference if you just tap on
um the number 14 where it says committee
[42:26]
of the whole then it'll pop up in case
somebody doesn't know what the spiel is
[42:31]
with it and and it'll be there
>> enough time [clears throat]
[42:35]
» 100%. So 14.1.1
um we now have our superintendent with
[42:41]
us for the town of the paw turnoff water
procedure. We have an issue sheet that's
[42:46]
been brought forward and um
you can go ahead and present it. Yeah.
[42:52]
So, the question had come up uh does the
town have a proper procedure or are
[42:57]
there ways that we can go about um not
allowing water accounts to reach a point
[43:01]
of uh no return, I guess.
>> Um so, the public utility board has it
[43:06]
baked right into their policies and
procedures. So after reviewing our bylaw
[43:11]
and our schedule A, which was the PUB
approval of our rates, uh it spoke to
[43:16]
the document that you see attached that
speaks to the process in order to uh
[43:21]
implement a water shut off. Um so
whether we use that as the stick uh to
[43:26]
ensure that someone account doesn't get
uh to that level of delinquency. Um
[43:32]
there's a process to follow. it does
become a little more complicated when it
[43:35]
comes to multi-unit uh dwellings,
especially when there's children
[43:39]
involved. Um, and those are probably
discussions that you just need to have
[43:42]
with public utility board before you
move ahead too quickly. Um, but uh
[43:48]
luckily there's no need to amend our
bylaw or make any changes. The way it's
[43:51]
written, the way it's laid out, it all
sort of flows into it. Um so that's been
[43:56]
passed along to our CFO or sorry air
controller uh to discuss with the
[44:00]
utility clerk in terms of the ensuring
that they implement this process moving
[44:07]
forward.
>> Yeah ultimately come back to council if
[44:11]
we're going to terminate services to
safety business for
[44:16]
resident
possibly. I'd have to the controller
[44:21]
would have to review that. I think
>> that just I'm thinking like a business
[44:25]
ultimately want to put a business out of
business because they're out of
[44:28]
business.
>> If it was up to me, I definitely
[44:31]
wouldn't be turning off any business
>> but discussion with council
[44:37]
as you mentioned stick. It's a tool we
can use to try to encourage them to pay
[44:42]
and not get as far behind.
>> Correct. as you can imagine getting once
[44:47]
you get a little bit behind it can kind
of snowball become sort of overwhelming.
[44:51]
So yeah, we definitely know it's time to
do it. So
[44:55]
» So it's good to see that this is being
worked on and I see that um the clerk as
[45:00]
well as the controller will be looking
into it further.
[45:03]
» Yeah.
>> Anybody else have any questions? No.
[45:10]
Okay. Um
14.3.1
[45:18]
deputy mayor compensation.
>> Yes. Um I prepared this official sheet
[45:25]
since um deputy mayor be acting as mayor
and attending the meeting as so so many
[45:33]
other mayor did this. I'm proposing that
deputy mayor should be compensated as
[45:40]
male
and the and so that was why I brought
[45:44]
out this issue sheet and the how much
the difference in term of amount I think
[45:49]
it should be everything has been stated
is about $500
[45:56]
so I'm bringing this to council for
review and their comment decision
[46:05]
If you like, I'll start.
>> Um, I'm just going to be very blunt. I
[46:11]
was shocked to see this on the agenda.
I find I find it highly inappropriate
[46:18]
for an employee to ask to give their
boss a raise. That is completely
[46:24]
unethical and unheard of
to basically petition to have your boss
[46:30]
get a raise.
I would have addressed it differently
[46:34]
had it come from a member of council to
say hey this is how I feel and that is
[46:39]
but to come from the employee is highly
inappropriate and not at all
[46:46]
reasonable
um to speak to the points made in the
[46:50]
issue sheet because it is here in front
of us.
[46:55]
The deputy mayor receives approximately
$100 per month more than a regular
[46:59]
counselor, right? Based on your
information provided.
[47:03]
Uh counselor, sorry, deputy mayor
Atkinson has been in the position for
[47:08]
two years. I can't remember if you were
appointed right after um the two council
[47:13]
left or if there was some leadway.
Either way, approximately two years,
[47:17]
which would have increased the pay of
$2,400. Um, we were fortunate enough to
[47:21]
have a very committed mayor in the seat
who didn't miss a lot. Obviously, he had
[47:26]
other obligations in life and he was
away a little bit, but essentially the
[47:30]
deputy mayor did receive $2,400
additional compensation from other
[47:34]
counselors that you can almost call a
prepayment is the way I look at it from
[47:39]
a financial perspective. The dollars at
the end of the day don't mean a lot. Um,
[47:45]
something I want to address also in the
role
[47:50]
something we do as counselors to bring
our points across to make change in our
[47:56]
community to
address the issues we have. Every
[48:01]
community has many issues.
This is not meant to draw negative
[48:07]
attention, but in 8 years, Deputy Mayor
Atinson has brought two issue sheets
[48:11]
forward, both written by other
individuals.
[48:15]
One was written by me and the other one
was simply
[48:19]
hey the west would like to have their
planter filled this year and they would
[48:23]
like to do that. That to me does not
show a vision or a leadership that would
[48:28]
deserve additional compensation at this
time. Eight years and two issue sheets
[48:32]
which both happened one or both happened
in 2021.
[48:36]
uh just shows that
I am completely fine with Deputy Mayor
[48:42]
Atinson sitting in the role that she
chose to stay in. Uh she was appointed
[48:48]
by the mayor which I felt was right.
She was
[48:54]
confirmed by resolution to fill that
role and she has and we've agreed to
[48:59]
carry on that because when you read
exactly what the deputy mayor's job is
[49:03]
is to fill the role even in vacancy of
the seat not just to fill in when he's
[49:08]
not available but when they are even
vacant therefore I don't see any need to
[49:13]
change a structure finances and if
there's opposition to that then anybody
[49:18]
who is opposite
is here for their own reasons because I
[49:22]
don't think anyone sits at this table
for the money.
[49:26]
Um, I will proudly say I am the only one
individual that has opposed every raise,
[49:32]
but if she was to receive this raise, it
would essentially give a 65% raise in
[49:38]
two years.
[49:42]
» Well, thank you, Councilman. And I just
want to address I will not address if
[49:47]
I'm not a counselor but I only address
the administrative part that you
[49:51]
mentioned the first one u if you notice
when um want to like
[49:58]
give her council like Louis said it's
always come like we always bring this
[50:03]
forward as an administration
>> by resolution because it's part of our
[50:06]
» same way is the same way I'm bringing
this forward. I'm not giving race to my
[50:12]
boss. That's what it is to clear that
with you. So last year when we went to
[50:17]
propose like race for council after the
administration I brought the issue
[50:20]
sheets forward.
>> The issue she brought forward due to our
[50:23]
bylaw stating that each year the council
would review this. Nowhere do we have a
[50:27]
bylaw that states hey as an employee
like it would be inappropriate for Han
[50:32]
Vir to come to you and say hey my boss
is a really good guy you should give him
[50:36]
a raise. because that looks towards
favoritism. That looks towards
[50:41]
Deputy Mayor Atinson potentially being
our next mayor by election and you've
[50:46]
kind of pulled a big favor and that's
how it looks from the perception. I'm
[50:49]
not saying that's what you have done,
but that is the perception that is
[50:52]
given. Any employee asking their boss or
telling their boss deserves a raise, it
[50:58]
does not look good at all. Anyway, I
would just say it in my home when I'm
[51:03]
away if Laura is acting for me or anyone
they have to get certain percentage of
[51:09]
my income
>> when you do the job for a certain period
[51:11]
of time. Yes.
>> Yes. So that is what I'm trying to do
[51:13]
here. So now thank you for the
correction but this is what I'm trying
[51:17]
to do as an administrator. Not I'm
giving councelor manage 5%. I do not
[51:23]
have that power. So I if I may all of
this being said I have not requested
[51:30]
this this increase. I have not submitted
for any of the other things that I have
[51:36]
did in the community. Um it councilor
manage is making it sound like you know
[51:43]
what let let's just stop where we are
and we'll bring to resolution and we'll
[51:49]
vote.
So we'll bring back to the next meeting
[51:53]
for resolution and we'll just vote on
it.
[51:58]
14.3.2
linkages skills for the north issue
[52:03]
sheet.
>> So the reason I'm bringing this issue
[52:06]
sheet um is this is the linkages program
that will happen every year and this
[52:12]
year it will happen by October 6 and 7.
I would highly recommend if council some
[52:20]
member of council can attend this.
I have already registered as an
[52:25]
administrator but as a council it will
be good if we can have some council
[52:29]
member.
>> So you have enough if every council
[52:33]
member wanted to attend.
>> Yes they can register.
[52:36]
» Okay. So then
>> I have to
[52:41]
be my
>> I have already stated my what I'm going
[52:47]
to beending.
>> So anybody who will be attending um
[52:51]
please reach out to Bola
and they can get registered.
[52:58]
14.3
Tricom community event and temporary
[53:02]
parking lot closure.
>> Yes. Um I received this request from
[53:07]
Sher and they will be doing a program
regarding
[53:12]
um cultural September and they'll be
having some program at the I think at
[53:18]
the park over here. I've already given
the approval but according to our I have
[53:23]
to let the council know about it. Our
municipal superintendent is aware of
[53:29]
this fire department is aware of this.
So I'm just giving this update cancel.
[53:34]
You might be driving here on that day
and just see people want it to be like
[53:38]
oh what's happening here.
>> Perfect.
[53:42]
» Thank you.
>> Like good times
[53:47]
are always market.
[53:52]
» That is it for today.
[53:59]
if somebody can move us into the
encamped portion of our meeting.
