[0:16] Absolutely. Let's pray together. Father, Lord tells us that this is the day the Lord has made, which
[0:22] shall rejoice and be glad in it. But if we're honest with ourselves, there are days we just
[0:26] don't feel like we're joycing. And I know that there are people perhaps some in this room who
[0:29] I've just had a difficult day, we face challenges and circumstances that are less than ideal
[0:36] and I pray that will be sensitive to the needs of one another and as a town we would encourage one another
[0:42] and uplift one another.
[0:44] Father, I thank you for the people that service so well for the town employees.
[0:50] I pray that they'll continue to have a desire to do their jobs with excellence.
[0:53] I thank you for Chief Lane and Chief Selberg and for the men and women that serve under their leadership.
[1:00] protect and service so well in Lord I pray that you will watch out over them and care for
[1:06] them and protect them even as they protect us. I thank you for our mayor, Lord, and our
[1:13] board of Audemn, and we asked tonight Lord that you would give them divine wisdom to govern
[1:19] justly, pray Father, that you would give them strength to lead faithfully and discernment to
[1:25] and critically, and humility to serve selflessly.
[1:29] What I pray that their decisions would honor you and serve the well-being of our community.
[1:35] Lord may they be united as they consider the business before them this evening,
[1:38] and I pray God that the discussions that take place tonight would be marked with respect
[1:43] and a shared commitment to make our town a better, a safer, and a more friendly place
[1:48] to live, work, and play.
[1:50] Again, I thank you for our leaders, blessed in my praise, they serve us.
[1:54] We ask this in Jesus name. Amen.
[1:59] I pledge allegiance to the flag of the United States of America.
[2:04] And it's through the Republic, which is said, one nation under God,
[2:09] indivisible with liberty and justice for all.

[3:44] The next item on the agenda is sit us in comments and I did receive a comment card right before 6 o'clock by the skin of her team.
[3:55] We would love to hear from you.
[3:56] I'm going to go over a few just a few quick rules.
[4:00] If you would come to the front, ask your name and address for the record.
[4:04] Our meetings are live streamed in televised, so we will make sure you speak into the microphone.
[4:08] and you have three minutes to speak and you'll see a like a stop sign there when she starts
[4:14] seeing yellow kind of wrap up your comments and I would like to invite Melissa
[4:20] Heiss to come speak to the board and I don't know that I said that correctly that's fine
[4:24] It's heissie I live at 50-hint and co-carryville Tennessee welcome. Thank you
[4:30] Okay, I'm here to actually get some clarification from
[4:34] from Strike from the Horses Males
[4:35] where the French social media as well.
[4:39] I've never spoken before the board and the mayor.
[4:44] But I have a question, I know that probably everybody
[4:46] in this room has noticed there is some adults
[4:49] and some children that are regularly
[4:52] at the corner of Simmons Bank and Pef boys.
[4:55] I'd like to know how the towns.
[4:58] Thanks.
[5:00] The towns organization, political organization has addressed that, and what can we do, because I'm very concerned
[5:10] about the children that are under, I would consider, whether to rest and educational to rest.
[5:19] So if you could address what has actually taken place between the city and those particular
[5:26] people that I'm talking about. And what can we do as a community to reach out and help those children?
[5:34] Okay, thank you very much for your comments. Chief Lane is in the room. I know we've all
[5:39] have received many phone calls. We are all very concerned as well. I'd like Chief Lane if you
[5:44] would address as to what you know about the situation and what the citizens might be able to
[5:50] to assist. Okay, thank you Mayor Board.
[5:54] Ma'am, I want to say we share your concern as well and just to give you an idea of what's
[6:00] occurred since January. The Cardinal Police Department has checked or stopped make calls
[6:06] over 60 times since January. Each time our officers come we check to make sure there's no
[6:13] laws being violated. We check on the welfare of the kids and we offer transportation to
[6:20] shelters, anything that we can do.
[6:23] We've contacted Department of Children's Services four times.
[6:28] They come out, they check the children, tell us each time that everything is okay, that
[6:34] there's nothing wrong.
[6:35] We continue to check them even, especially in the hot weather.
[6:38] You mentioned extreme temperatures, very concerning to us.
[6:44] So each time they refuse to our help, that every time we check, there's the children
[6:49] I've been okay, you know, they're well behaved, I don't know if you've ever stopped.
[6:55] I'm very impressed.
[6:57] I mean, too, and I've got grandkids, so I get it.
[7:02] So trust me, it's not for lack of care.
[7:06] Myself, assistant chief, Townsend Boat, went and spoke with them.
[7:11] And I asked them, I asked the gentleman, I said, what can we do to help get you and your family off the street?
[7:17] I was willing to help him get a job, do whatever I could do, and he refused our help.
[7:22] We verify DCS verified that they are homeschooled, and they're properly registered, so
[7:27] they're not out of school.
[7:29] And so right now, I think I know we have such a wonderful community that wants to help,
[7:35] but given that those cash donations, I think, is what's driving this.
[7:40] And so they're not violating any laws.
[7:42] We check that every time our officers are well aware of them and have been by there.
[7:46] And we attempt to deal with it compassionately, but we are restricted by the wall.
[7:52] We can only do what the wall allows us to do it until they violate the wall.
[7:55] We can't make an arrest or anything like that.
[7:59] If we saw the children in danger, we absolutely would act, and that's just not the case.
[8:05] So I'm hoping for any questions you have, or maybe if you have any more for us, if you
[8:09] go out to answer.
[8:18] Well, I'll be glad to give you my number.
[8:20] If you want to talk with me, you probably want to talk with me.
[8:23] with the decision makers, but we want to help, we do, and if you have any ideas, we are
[8:30] definitely open.
[8:41] Well, I'll give you my word that the cargo police department will continue to check
[8:51] them, and if they're ever in danger, we'll make sure that they're not. Also, you mentioned
[8:56] social media, we put a post out about a month ago that it describes state law, some of the actions
[9:02] that we were doing that came directly from us, which then you got competing sides arguing
[9:08] for against, you know, so we don't want to do that, but I'll be glad to help you anyway
[9:13] we can.
[9:15] Okay.
[9:15] Thank you, Chief.
[9:16] Thank you very much.
[9:16] We appreciate it.
[9:18] And thank you for your care.
[9:19] We do appreciate that as well.
[9:23] All right.
[9:23] The next item on the agenda is the consent agenda.
[9:25] We have items A, A through A, M.
[9:28] Is there anyone on the board that would like any item
[9:30] hold for a presentation?
[9:32] If none, is there a motion, please?
[9:35] Motion to agree with the consent agenda.
[9:36] Second.
[9:37] Motion and a second to approve consent agenda.
[9:40] Ms. Daniel, you'll call the vote, please.
[9:42] Mr. Robbins?
[9:42] Yes.
[9:43] Mr. Hall?
[9:44] Yes.
[9:44] Ms. Marshall?
[9:45] Mayor Frazier?
[9:47] Yes.
[9:47] The next item has been approved.
[9:49] The next item under business item is resolution 2025-41.
[9:53] One, resolution to amend the FY26 general fund budget.
[9:57] JP's files are budget officer has our presentation.
[10:01] Good evening, Mayor Member of the Board. Resolution 2025-41 is a request to amend the fiscal year
[10:06] 2026 general fund budget. Police is requesting a budget amendment to appropriate 41,000, $231,
[10:12] a building privilege tax. It's held in general fund committed fund balance. It's to cover
[10:17] the cost of software upgrade for the in-car camera video evidence library.
[10:28] That's a short and
[10:29] motion please make a motion to the second we have a motion in a second this time
[10:34] in please Mr. Hall yes this marshal yes Mr. Robbins yes mayor
[10:39] facial yes thank you very much and the next business item is the purchase of
[10:44] Motorola Solutions Evidence Library 5 and we have Inspector Chris Rossi with us this
[10:49] evening Inspector Rossi
[10:54] good evening mayor and members of the board so the back a
[11:01] a bit of background on this is we utilize motor roller solutions, watch guard software, it's called
[11:05] evidence elaborate for us, the current software that we've been utilizing. The cameras allow
[11:11] police department to preserve footage, critical incidents, evidence, and mitigate risk exposure
[11:16] to the town by recording video from the cars. Ultimately, this video, excuse me, video is
[11:24] then uploaded via the cloud and stored on our own premises server.
[11:31] So, in 2023, we discovered that Motorola is this continued evidence library for and the support maintenance on that software.
[11:40] Since that time, we've had a few issues, but we were able to mitigate those by calling tech support.
[11:47] They were still assisting with fixing the software, fixing the upload issues.
[11:52] Currently, we're in the process of trying to switch our new fleet new vehicles that we
[11:57] purchased over to Axon, which is the in-car of software also.
[12:01] So we're slowly facing out the Motorola anyway, so we thought what we had would suffice.
[12:08] Because of the replacement, obviously, like I said, we didn't anticipate that it'd be necessary
[12:13] to upgrade.
[12:15] We recently started having more issues with it, and ultimately their technical support
[12:19] advised us that if you don't upgrade to the new software, which is evidence library five,
[12:24] that you could lose critical videos and evidence that are on the server and it could
[12:28] crash and be unrecoverable.
[12:30] So because of that,
[12:34] we're wishing to upgrade in the amount of $41,230 in three cents
[12:39] the motion that Mr. Spos just presented that was approved.
[12:43] Basically that will ensure preservation of the recordings, mitigate risk to the town, and it
[12:49] also provide five-year maintenance and support,
[12:52] which should we're just to upgrade.
[12:55] I'm sorry, phasing out Motorola
[12:57] and going to the new system of X on by the time
[13:00] that period is expired.
[13:04] The suggested action is to approve the Motorola Solutions
[13:07] Evidence Library 5 with extended maintenance support,
[13:10] warranties for five years using the source mobile video,
[13:13] 1-0-1-2-3-3-m-o-t contract number 3-6-8-7-4 of total of 41-230 dollars in 3 cents, and I'm
[13:23] available if anyone has any questions that we have to answer.
[13:27] Thank you, Inspector.
[13:28] Are there any questions for staff?
[13:31] Seeing none is there a motion?
[13:32] Motion to approve.
[13:34] Second.
[13:34] The motion in the second.
[13:35] Ms. Diamond, if you'll call the roll, please?
[13:37] Ms. Marshall?
[13:38] Mr. Robin?
[13:39] Yes.
[13:39] Mr. Hall? Yes.
[13:41] President. Yes. That's been approved. Thank you. Thank you very much. Appreciate you. This
[13:45] night. Is there any additional business to come before us to see? Thank you everyone for being here.
[13:50] We are adjourned.
