[2:56] Resolution 5.1 is a resolution authorizing the Chief Financial

[3:01] Financial Officer to engage tax servicing to manage tax arrears

[3:06] recovery. Resolution 2026-142

[3:11] moved by Deputy Mayor Fitzpatrick, seconded by Councillor Scott.

[3:16] Whereas the Municipal Act requires the municipality to conduct tax recovery

[3:22] procedures every year, and whereas the City Council deems it to be

[3:27] in the municipality's best interest to hire tax servicing to manage to tax

[3:33] arrears recovery on its behalf. Now, therefore, be it resolved that the City

[3:38] of Thompson continue to hire tax servicing to manage

[3:42] the arrears recovery on the municipality's behalf for a further term

[3:46] from January 2026 to December 2028. This agreement is subject to automatic

[3:54] renewal for a further 3 years and unless terminated by either party or on

[4:01] 30 days written notice prior to the end of the term. And be it further resolved

[4:06] that the chief financial officer be and is hereby authorized to sign the

[4:11] tax service engagement letter on behalf of the municipality administration.

[4:17] » Yep, just that we've had a long relationship with this medical base

[4:20] company on our tax recovery and the CFO recently went through the

[4:24] details with council during the committee of the whole.

[5:36] Morning Dew Services effective September 1st, 2026 to August 31st, 2028

[7:08] uh complex including uh the inspection and fire departments uh

[7:15] in the lower level be awarded to the firm GDI effective from September 1st,

[7:20] 2026 to August 31st, 2028 for their tendered amount monthly rate

[7:26] of uh $2,484.39

[7:31] during 2026, $2,534.08 during 2027,

[7:38] and $2,584.75

[9:44] Whereas the Thompson City Council identified the purchase of a valve

[9:48] exerciser for water and sewer department in the 2026 financial plan at an

[9:55] estimated cost of 15,000 based on 2025 pricing. And whereas the current market

[10:02] pricing for the identified valve exerciser is 24,421

[10:09] dollars and 43 cents including all taxes.

[10:14] So, therefore therefore be it resolved

[10:17] that Thompson City Council authorize the

[10:20] purchase of the valve exerciser from Iconic Waterworks for the total cost of

[10:25] 24,421 dollars and 43 cents including all

[10:30] taxes. And be it further resolved that

[10:34] additional funds required for the purchase be allocated from the utility

[10:38] reserve. What does the administration

[10:42] » Yeah, normally since this was part of the budget the administration under the

[10:45] procurement policies allowed to go ahead and award it as long as it's within the

[10:49] cost because the updated cost have come out higher it has to come before Council

[10:57] » Yeah, thank you. Yeah, I'm in favor of this item. It's unfortunate the price

[11:01] did go up but I think it's a necessary piece of

[11:04] equipment that's going to save a lot of headaches down the road for public

[11:53] Thompson's 2027 emergency plan. Administration.

[11:57] » Yeah, yeah, this is our annual requirement to your job plan by

[12:00] resolution and provide it to the Manitoba Emergency Management

[12:04] Organization. Um we're doing it a little earlier this

[12:07] year for the 2027 plan, but as was noted in Committee of the Whole, a lot of work

[12:12] has been done on overall in this plan, modernizing it and bringing it up to

[12:15] provincial standard. Or template, I should say.

[12:28] for all the work that's done, just like what

[13:35] contribution agreement with the province of Manitoba

[13:38] for Thompson Cliff Park upgrades through the

[13:41] From the Ground Up program. Resolution

[13:46] 2026 148 moved by Councillor Sawh, seconded by

[13:51] Deputy Mayor FitzPatrick. Whereas the City of Thompson has been

[13:55] approved for 2026 provincial funding in the amount of $100,000

[14:00] From the Ground Up Safe Healthy Communities for All

[14:04] programs to support revitalization of Cliff Park. Now, therefore, be it

[14:09] resolved that City Council authorize administration to enter into project

[14:15] contribution agreement with the province of Manitoba in the amount of $100,000

[14:21] through the From the Ground Up Strategic Partnership Fund to support the

[14:25] revitalization of Cliff Park. Administration.

[14:33] » I know I always support this one and once again thanks to administration for

[14:37] putting in the work to apply for more of funding. It's always important for us to

[14:41] get as much money from the province and other you know, the feds and any other

[14:46] any place else we can get. And it's great that that work is put into

[14:50] bringing bringing this additional funding into the city.

[14:58] » Uh thanks Mayor fitz. Sorry, I'm trying to get some of this techy stuff to work

[15:01] for me, but uh no, I think that this is uh great and you know, I

[15:06] have commonly heard and myself I hear I see also that our parks and um they need

[15:12] some uh tender loving care. So, having some of these dollars go to Cliff Park

[15:18] is great and also the fact that we have a window of a couple years to be able to

[15:24] develop whatever we need to do if we need to get more funding or if this

[15:27] falls short, whatnot. So, thank you to administration for securing this and

[15:32] look forward to having Cliff Park maybe the start of a few more parks with some

[15:36] revitalization. Thank you. >> Okay.

[16:07] 5.8 resolution authorizing administration to

[16:12] enter into an amending agreement number one with Manitoba Water Services Board

[16:17] for project City of Thompson uh brackets 11. Anthony.

[16:36] the City of Thompson entered into agreement City of Thompson 11 dated June

[16:41] 21st, 2015 for the wastewater treatment plant project. And whereas Manitoba

[16:46] Water Services Board proposed amending the agreement to reflect additional

[16:51] post-project costs incurred. Now, therefore, be it resolved that the

[16:57] Thompson City Council authorize the administration to enter into the

[17:01] agreement amendment number one with the Water Services Board for the project

[17:05] City of Thompson 11. Anthony. >> Just noted in the resolution

[17:10] after the completion of the new wastewater treatment plant, there was an

[17:13] additional cost that were incurred by the city.

[17:17] Um once we reviewed these with the Manitoba Water Services Board, they've

[17:20] offered to enter an agreement to cost share those costs

[17:24] and potentially cover some future costs that may come.

[17:31] » Yeah, yeah, thank you, ma'am. I've been in favor of this as the city manager

[17:35] said. It allows the city to recover some of the money we've had to put into

[17:40] repairs of the building, so I'm absolutely in favor.

[18:05] 5.9 is a resolution adopting the updated City of Thompson Community Wildfire

[18:11] Protection Plan. Resolution 2026-250,

[18:16] moved by Deputy Mayor FitzPatrick, seconded by Councilor Sawh. Be it

[18:20] resolved that council adopt the City of Thompson's Community Wildfire Protection

[18:25] Plan 2026 revision. Ethnic. >> Yes, it was noted in the Committee of

[18:30] the Whole the original plan was made in 2019.

[18:33] After a 2025 wildfire season, it was agreed to update the plan

[18:40] and add additional information and planning

[18:43] to the project. The work was done between Thompson Fire and Emergency, the

[18:48] city's municipal emergency coordinator, the Wildfire Service and Manitoba's

[18:53] Forestry Service. Um, so recommendation is for council to

[18:56] adopt this upgraded plan.

[19:09] said. It was a lot of work went into uh this, the streamlining it, So, thank
