[1:35] Rocky Mountain Power Foundation check to

[1:37] the community fruit community fruit

[1:40] drive with James Hunter. Um, it's kind

[1:43] of fun just watching this

[1:47] completely organic miracle come into the

[1:50] valley is pretty cool. I think it

[1:53] started out with him and a couple

[1:54] friends and now it's

[1:58] reaching a lot of people [laughter]

[2:00] >> trying to get it all done. Um

[2:04] the community food drive with James

[2:06] Hunter is a great example of of the

[2:08] amazing people of Tilla as a 100%

[2:11] volunteer organization with zero paid

[2:13] staff, zero paid board of directors and

[2:16] zero overhead.

[2:19] They are now in this actually this is

[2:20] year eight, right?

[2:21] >> Yeah, it'll be eighth year. They have

[2:24] built something the community can be

[2:25] proud to support and as Rocky Mountain

[2:26] Power, we are we are proud to be part of

[2:28] that supporting community.

[2:30] >> started in 2019 and they delivered 70

[2:32] bags of food. Each bag is meant to be a

[2:35] meal for eight people. Um they've grown

[2:38] steadily since. Um in 2024 they did 550

[2:44] food bags. 25. They added Easter, which

[2:47] was an extra 280 food bags, plus another

[2:51] 300 for Christmas and 300 for

[2:53] Thanksgiving,

[2:54] which you realize those numbers is well

[2:56] over 7,000 people being having

[2:58] benefited. Um, the overall goal, I

[3:02] thought this was awesome because they're

[3:03] not just sitting back and calling it

[3:04] good. Uh, the overall goal was to

[3:07] provide between one uh 900 to a,000 food

[3:10] bags a year. This provides between 7 and

[3:12] 8,000 individuals with a holiday meal.

[3:16] which is actually more than just the

[3:17] food. It's time with family and friends.

[3:20] It is hope for the future and gratitude

[3:22] to live in a community where people look

[3:24] out for each other. As a light in the

[3:26] community, Jame James and his team has

[3:28] shed their light through meals given

[3:31] opportunities to donate

[3:33] and also the opportunity to help. I'm

[3:36] proud to support them as they support

[3:37] the as they serve the Twilla Valley.

[6:16] economic development third quarter

[6:18] update. So this is the 1st of January to

[6:21] the 31st of March 2026.

[6:24] Go to the next slide. Uh so this is

[6:26] business attraction expansion. So

[6:28] Tropical Smoothie Cafe had their grand

[6:30] opening. That was at the peak at Compass

[6:31] Point. Hot Works, which is in the Macy's

[6:34] Center. They had their grand reopening.

[6:37] And then Pizza Pie Cafe, also in the

[6:39] Macy's Center, had their grand opening.

[6:42] Uh Jersey Mike Subs had their grand

[6:44] opening. And then Einstein Brothers

[6:46] Bagels had their grand opening. And I

[6:48] just want to say thank you in so many,

[6:50] you know, so many ways to the council

[6:52] and the mayor and the city staff.

[6:54] Everybody is so supportive of all these

[6:56] ribbon cutings. It's it's very

[6:58] remarkable.

[7:00] And then these are the vacancy rates. So

[7:02] this shows quarter 2 and quarter 3 and

[7:05] then the percent change. So you'll see

[7:08] in retail it actually went down a little

[7:09] bit which is great. Um there's, you

[7:12] know, some new businesses coming kind of

[7:14] in the retail landscape. So some things

[7:16] come online under the market like

[7:18] Loopnet and Co-Star and then when thing

[7:19] leases get signed and they get pulled

[7:21] off that's what changes that rate. So

[7:23] you'll see that office went up to 3.9%

[7:26] but it was at 0% before. Um there's some

[7:29] new office space that I don't know if

[7:31] you guys remember but over a year or

[7:33] probably about a year or so ago you guys

[7:35] had did water rights for some office

[7:36] space off 2400 North that's came online

[7:39] now. So now there's a little bit of

[7:40] vacancy over there but they have new

[7:42] people coming in. Even today, the mayor

[7:44] and myself and some city staff were at a

[7:47] chamber event and somebody's moving down

[7:48] over there as well. So, that number will

[7:50] probably go down. And then industrial

[7:52] went up just slightly. Um, the Peterson

[7:55] Industrial Depot, they've started

[7:56] marketing now, too, on LoopNet. So, some

[7:59] of those spots could probably be

[8:00] accounted for that, but those are very

[8:01] minor changes. That's very healthy. Uh,

[8:04] that's good. That means there's

[8:05] opportunity, but it's nothing alarming.

[8:07] the hospitality went up went their

[8:09] occupancy rate so it's not vacancy

[8:11] technically went down by 10.4% 4% which

[8:14] is a little bit um you know a little bit

[8:16] of a stretch but most likely the

[8:18] previous quarter was were the holidays

[8:20] so that kind of makes sense that it went

[8:22] down a little bit. Um but remember we're

[8:24] not the destination marketing

[8:25] organization the chamber is so the onus

[8:27] is not on us on that one but you know we

[8:30] like to you know help if we can but it's

[8:32] not on us. Do the next one. Thank you.

[8:35] Lead generating pipeline. Two restaurant

[8:38] contacts were made three retail

[8:39] hospitality. Three RFIs were submitted

[8:42] and then we had one RFI visit and it was

[8:44] a quick visit. And then EDC Utah, we

[8:47] submitted two RFIs. That one RFI win in

[8:50] quarter 1 of FY26. Uh that was the one

[8:54] electroflow. And if everything gets

[8:56] sorted out and everything goes

[8:57] accordingly, they're supposed to be

[8:58] having their grand opening in June. So I

[9:01] sent out an invite for that as well.

[9:04] And then for Gooeyo, the governor's

[9:06] office of economic opportunity, we just

[9:08] submitted one RFI. They didn't have that

[9:10] many this past quarter and the ones that

[9:12] did go out had heavy heavy heavy um

[9:15] water demands. I don't know anybody in

[9:17] the state that can meet some of the

[9:18] water demands they're asking for. So we

[9:20] couldn't submit all of them. Um and then

[9:22] the one RFI win that was the Q1 FY26

[9:25] that was the JB Hunt logistics for

[9:27] Central States Manufacturing and they've

[9:29] since commenced their logistical

[9:31] operations. I can tell personally

[9:33] testify to that. I see them driving on

[9:35] SR36 and SR73. So, it's exciting to see

[9:39] central states out there and you know um

[9:41] that partnership with JB Hunt is just

[9:43] great.

[9:45] And then the Founders Point a 1000 North

[9:48] and SR36. I think everybody's pretty

[9:50] familiar with the top ones that are

[9:52] open. And then those four that are the

[9:54] TBD, the seven bruise shop optical.

[9:58] That's that was that space that was open

[10:00] between Chili's and Wing Stop. Uh

[10:03] they're doing a tenant improvement now.

[10:05] So that should be pretty soon. Um, and

[10:07] then the other three, they're still um

[10:09] kind of I believe if I'm not mistaken,

[10:11] Andrew can correct me if I'm wrong. Um,

[10:14] I think they're just now starting to move some dirt. So, we'll

[10:18] see how long that takes.

[10:20] And then for the peak at Compass Point,

[10:23] most of those uh are open now with the

[10:26] exception of McDonald's and Chase Bank.

[10:28] Uh, but pretty much all the other ones

[10:30] are now open. So, that's very exciting.

[10:32] And some people might say, oh, you know,

[10:35] how come there's not, you know, another

[10:37] pizza place or how come there's not

[10:38] another dessert place added to the list?

[10:40] But there are a lot of non-compete

[10:42] clauses for these businesses. That means

[10:45] so, you know, if another ice cream place

[10:47] wanted to come in, they can't, right? So

[10:49] that that's why why you see kind of

[10:51] very, you know, you don't see any

[10:53] overlapping industries there.

[10:56] And then I'm telling you, I get more

[10:58] calls about this Hollywood Plaza in a

[11:01] week than I think I ever thought I

[11:02] would. Very surprising. I get more calls

[11:04] on this than any other retail center in

[11:06] the city. So, I think there's a lot of

[11:08] builtup excitement. I think you guys are

[11:10] all excited. All the Southside Twilla

[11:12] people are excited. Um the city's first

[11:15] Vener Schnitzel, Porto Subs, Xfinity,

[11:18] Oakley, and Fizz. So, that's all been

[11:20] confirmed. Um that's very exciting. Lot

[11:23] more options on the southside. I think

[11:24] everybody's excited.

[11:27] And then the RDA for the business park,

[11:29] we are currently working with, and it's

[11:33] not a public record yet, so we can't say

[11:35] exactly, but a light manufacturing

[11:37] company. Um hopefully, uh we can get

[11:40] everything ironed out with the purchase

[11:43] sell agreement and the site plan, and

[11:44] then once it becomes a public record, we

[11:46] can announce that. And I think what's so

[11:48] notable about that is that that was a

[11:50] completely organic lead. This was not a

[11:53] um a prospect or an inquiry from EDC

[11:57] Utah or GoIO. This was just, you know,

[11:59] the word on the streets, right, of how

[12:02] great Tilla is, how businessfriendly we

[12:04] are, how great the business park is, and

[12:06] the logistics of it. So, um once that,

[12:09] you know, becomes a public thing, we can

[12:10] announce that, but we're not quite there

[12:12] yet. Um but, you know, we're working

[12:14] actively with the surveyors and all that

[12:16] and, you know, attorneys on the purchase

[12:17] agreement. So, that'll be exciting once

[12:18] we can announce that as well.

[12:21] And then finally, we have the economic

[12:24] development strategic plan.

[12:26] [clears throat] That took a little bit

[12:26] of time on kind of the formatting and

[12:28] the look. Um, but this is, uh, you know,

[12:31] this is the first page. So, it's in your

[12:34] packet. That just is another couple

[12:36] pages. I didn't put it all up there. And

[12:38] then what you'll notice is the

[12:40] implementation strategies

[12:43] that are in each focus area. That's kind

[12:47] of just the I guess you could say like

[12:50] the header of each implementation

[12:52] strategy. And then you'll see that

[12:55] separate implementation strategy

[12:58] document is kind of a separate document

[13:00] that'll just be housed on the economic

[13:02] development website page on the city's

[13:04] website. But instead of listing it all

[13:06] out, I think it kind of takes away u

[13:09] from the conciseness that's really

[13:10] needed for a document like this. I think

[13:12] there's far too many strategic plans

[13:15] that are kind of a mess, right? And you

[13:17] know, they they have a community profile

[13:19] in it that doesn't need to be in there.

[13:21] We have a community profile in case you

[13:23] haven't seen it. It's on the city's web

[13:24] page in economic development. And that

[13:27] kind of goes over some of the strategic

[13:29] locationational advantages, educational

[13:31] attainment rate, all the different kind

[13:33] of key demographic pieces of Tilla City

[13:36] and then also Tilla County. And that's

[13:38] our community profile and that is a

[13:40] separate document. But I would encourage

[13:42] everybody to kind of look this over. You

[13:44] can look at the um implementation

[13:47] strategy document as well, but you can

[13:48] look this over the overall look and if

[13:50] anybody has any questions, any concerns

[13:53] on that, please feel free to reach out.

[13:54] Um we can, you know, if you're a fan of

[13:58] something on the look and you're want to

[13:59] or you want to change something that,

[14:01] you know, that's fine. We we can do

[14:20] maybe Chairman Brady's a piece of that

[14:22] too, right? He he's always a good um

[14:24] engager. And then impressions as well.

[14:28] seeing it.

[15:04] earlier in the work meeting, I talked

[15:05] about a much bigger project than this.

[15:07] is about as small project as you

[15:09] can get. Um [clears throat] this is one

[15:12] um back in I think it was late 2024

[15:15] going into early 2025

[15:18] um my office worked on um some more

[15:20] substantial revisions of the of the uh

[15:23] title 6 which is the animal control

[15:25] code. Um as we were doing that we um

[15:29] revised the definition for potentially

[15:32] dangerous animal. We realized that um a

[15:35] lot of that language reflected language

[15:38] that was in the criminal criminal

[15:39] portions, criminal violations having to

[15:41] do with dog bite of a human, things like

[15:44] that. And so we started changing things

[15:47] to make one reflect the other and then

[15:49] decided, wait a minute, we can just say,

[15:52] hey, any violation of these sections

[15:54] would qualify the person or

[15:56] [clears throat] the dog to be a

[15:58] potentially dangerous dog. Um

[16:02] so we reduced it down. We had several

[16:03] subsections and we reduced it down to

[16:06] just A which is the criminal violations

[16:08] or b some other known propensity to

[16:10] attack or cause injury or to threaten

[16:12] the safety. Unfortunately, when we

[16:14] presented the red line, the last or was

[16:19] redlined out and there was not another

[16:21] and or to replace it. Um, we just caught

[16:25] that and figured we'd better bring it to

[16:26] the council rather than assume that

[16:28] [clears throat] you meant or. Um, we

[16:30] meant were, but but it is substantial

[16:32] whether that would be an and or or an or

[16:35] there. We're asking to

[16:36] >> just add that for clarification with

[16:38] nothing. It it's left asking for

[20:56] on this, uh about four years ago, we

[20:59] started these this uh project of

[21:02] updating both city hall and the library.

[21:05] So we kind of use city hall as the test

[21:07] area. The boilers were failing at both

[21:09] locations. And so to soften the blow of

[21:13] the expense, we did this over two years

[21:16] at both sites. So the first thing we did

[21:18] here at city hall was replace replace

[21:19] the boilers and add the IU system. And

[21:22] then the following year we did the

[21:24] chiller. Uh last year we did the boilers

[21:27] at the um library. And so this is part

[21:31] of that project prior to actually

[21:34] installing the chiller. So uh Johnson

[21:38] Controls has been doing this work for

[21:40] us. They are also on the state

[21:41] contractors list. Uh they've given us a

[21:44] bid for 58,000. This is actually part of

[21:47] the capital improvement budget that was

[21:49] approved this last year. And then this

[21:52] will be the final step prep uh prior to

[21:56] actually installing the chiller in next

[21:58] year's budget as long as that's

[22:00] approved.

[22:07] basically a smart HVAC system. It allows

[22:11] our building maintenance people to

[22:21] identify what's causing the issue once a work ticket is submitted.
