[1:00] application in an email that does not

[1:03] end in tooelecity.gov

[1:39] Uh number three on our agenda tonight is

[1:40] a public hearing and a recommendation on

[1:42] a proposed text amendment to Tooele City

[1:44] code 7-16B-6.

[1:47] This is landscaping standards regarding

[1:50] minimum landscape requirements in the

[1:52] heavy industrial sections of the Tooele

[1:53] City Business Park. Ms. Anglin.

[1:57] Okay, so um if you see on your monitors

[2:00] the

[2:01] Tooele City Business Park, um there are

[2:03] three different shades of like pinkish

[2:05] purple. The darkest purple is the area

[2:08] that we're talking about. It's also

[2:10] going to be furthest away from any of

[2:12] the residential zoning districts or

[2:15] uses. Um

[2:17] So, the first thing we kind of we want

[2:19] to go over is the Tooele City Business

[2:22] Park zoning um purpose. Um

[2:25] The purpose is to um allow for

[2:28] additional uh commercial and industrial

[2:32] uses that transition smoothly from uh

[2:36] the neighboring residential uses. Um

[2:40] The uh so, the transition's

[2:42] appropriately for existing single-family

[2:45] and multi-family residential uses to

[2:47] future commercial and and industrial

[2:49] uses.

[2:50] Establishes regulations aimed at

[2:52] maximizing the quality and value of a

[2:55] business park through architectural,

[2:57] landscaping, lighting, and other

[2:58] development standards. And then to

[3:01] create a unique rail

[3:04] served mixed-use commercial industrial

[3:07] business park

[3:08] and for renewable energy. Um

[3:11] So, just looking at the map, um the

[3:14] purple part, the part that we're talking

[3:16] about changing the landscaping for, is

[3:19] what is um going to be next to the rail

[3:22] line um

[3:24] and have more of the heavier industrial

[3:26] types of uses. So, in 2024, um

[3:31] the city council amended the ordinance

[3:34] um to remove landscaping requirements

[3:38] for parking lots, eliminate the required

[3:40] 15-ft front yard landscaping

[3:41] requirement, and

[3:43] uh the park strip landscaping

[3:45] requirements as well in the industrial

[3:47] zone.

[3:49] And then um in lieu of landscaping, the

[3:52] ordinance amendment required the new

[3:54] development to provide a disturbed

[3:56] reclamation plan for all areas as

[3:59] disturbed during the construction

[4:01] process. So, basically, what they need

[4:04] what we would require from them is any

[4:06] dirt that's that gets moved.

[4:09] Um, they need to reseed with native

[4:11] species of plant that you would see

[4:13] local around here. And then they need

[4:14] just need to submit a plan on how that

[4:16] they're going to get that started. Um,

[4:20] so this ordinance is just going to

[4:23] reflect what we've already approved in

[4:25] our heavier industrial zones.

[4:28] Um,

[4:29] so the text amendment um,

[4:33] it will identify and keep separate um,

[4:36] all the sections of the Tooele City

[4:39] Business Business Park A, B, and C. Um,

[4:43] and then it shows that um,

[4:47] they will be

[4:49] um, we are proposing to remove section C from the 1% landscaping

[4:54] requirement as well as the reference to

[4:56] table two

[4:57] of the Tooele City Code 7-16 where

[5:00] industrial landscaping requirement

[5:02] requirements are defined. Um, it also

[5:05] creates a paragraph three which exempts

[5:08] sections C from any landscaping

[5:11] requirements and then requires all areas

[5:14] disturbed by the construction

[5:18] um, in section C to provide the reestablishment of vegetation.

[5:24] Um,

[5:26] and then renumbering them the the lines according to the amendment.

[5:32] And then um,

[5:34] eliminate C from the tree planning

[5:36] requirements. So, these [snorts] are the

[5:38] changes that are going to make. This is

[5:41] on the left is what the ordinance looks

[5:42] like right now. And then on uh,

[5:46] the right is where uh we're making all

[5:50] the changes. The changes

[5:52] are in blue what we want to keep. Um

[5:57] And so, that is basically just marrying

[6:01] what we've already approved um in 2024

[6:05] on the industrial landscaping

[6:07] requirements. So,

[7:11] the landscaping requirement on section

[7:16] five? It's just so that um it's just

[7:19] until that gets established, the

[7:22] revegetation gets established, and then

[7:25] after that there's not going to be an

[7:27] irrigation requirement.

[7:32] they need to keep that in there in

[7:33] perpetuity. It says shall utilize.
