[1:38] So, Tooele City is a JustServe

[1:41] city and we are are excited to recognize

[1:44] those people who serve in our community.

[1:47] Um during the school year, we often do

[1:48] youth awards, but during the summer

[1:50] especially, we like to recognize people

[1:52] who are just service oriented in our

[1:55] community. So, we have two of those

[1:56] awards tonight. The first is for Josie

[1:59] Prescott. So, if you'd like to come up.

[2:06] » I'm going to tell you a little bit about

[2:08] Josie. Josie was nominated by Kayla

[2:10] Cameron with the Tooele City Library.

[2:12] Josie has served as a teen volunteer for

[2:14] the Teen Advisory Council at the Tooele

[2:16] City Library since August 2021. During

[2:19] her time as a volunteer, she has

[2:20] dedicated more than 88 hours of service

[2:22] to library and its teen programs. That's

[2:24] a lot of hours.

[2:26] This year, Josie was the only teen to

[2:28] apply for and serve on the TAC. Even

[2:31] while working independently, she

[2:32] remained committed to supporting local

[2:34] teens by creating engaging and

[2:36] meaningful activities for them to enjoy.

[2:38] Over the years, Josie has organized

[2:40] several successful teen programs,

[2:42] including a St. Patrick's Day scavenger

[2:44] hunt, craft activities, and

[2:46] science-based programs. She has

[2:48] consistently worked to encourage teens

[2:50] to visit the library and participate in

[2:51] activities designed specifically for

[2:53] their interests.

[2:55] Josie has also participated in multiple

[2:57] service projects through the library.

[2:59] She has helped clean the library

[3:01] grounds, wipe down walls, and most

[3:02] recently assisted in creating blankets

[3:05] and baby kits for new mothers, which

[3:07] were donated to a local hospital.

[3:09] While completing her senior year at

[3:10] Stansbury High School, Josie still found

[3:13] time to serve at the library and

[3:14] accomplish the goals she set for herself

[3:16] as a TAC member. Her dedication,

[3:19] leadership, and willingness to serve

[3:21] have made her an invaluable part of the

[3:23] teen volunteer program, and she is

[3:25] deserving of recognition for her

[3:27] outstanding efforts. Congratulations,

[3:29] JOSIE.

[3:44] Steven and Wynn Marsh, and we're going

[3:58] City Parks and Recreation Director

[4:00] Darwin Cook for their outstanding

[4:01] volunteer efforts in the community.

[4:03] Steven and Wynn moved to Tooele 18

[4:05] months ago to be closer to family in

[4:07] Stansbury [clears throat] Park. Both

[4:08] enjoy spending time outdoors hiking

[4:10] trails and appreciating nature.

[4:12] Something I also enjoy.

[4:14] After being impressed by the community,

[4:16] they looked for ways to give back and

[4:17] help improve the city. The couple

[4:19] frequently walked at England Acres Park

[4:21] where they began picking weeds and

[4:22] cleaning up trash along the trails.

[4:24] They've also dedicated time to

[4:25] maintaining the Bevin Detention Basin on

[4:27] Brook Avenue by checking trees, ensuring

[4:29] the water system is functioning

[4:31] properly, pulling weeds and helping

[4:32] keeping the area keep the area looking

[4:34] clean and well cared for. Most recently,

[4:37] Steven and Wynn removed three dump

[4:39] trailer loads of tumbleweeds and garbage

[4:41] [clears throat]

[4:42] along 1000 North near the wall by the 55

[4:44] and older community.

[4:46] Their hard work and commitment have made

[4:47] a noticeable difference in the

[4:48] appearance and upkeep of the community.

[4:51] So, we congratulate them. But before you

[4:52] clap, um

[4:54] Wynn told me that she was a little bit

[4:55] embarrassed to be here receiving this

[4:57] award by herself because she felt like

[4:58] she had a team behind her. So, she would

[5:01] also like to me to list um Marty

[5:05] Randall, Carl Jensen, Lou Mishard

[5:09] Clint Spindler, Dee Greenland, Mark

[5:11] Horvath, Jerry Saltern, Madonna Saltern,

[10:52] Through her time with the city, she has

[10:57] public service. Her hard work behind the

[10:59] scenes has helped in ensure our meetings

[11:02] run smoothly and our agendas and packets

[11:04] are prepared and distributed accurately

[11:06] and the technology is always ready.

[11:10] dedication, attention to detail, and

[11:12] willingness to go above and beyond.

[15:33] design guidelines for fencing,

[15:36] um, when fencing is required next to an

[15:39] existing fence. So, um, we did get a

[15:43] little bit of um

[15:46] clarification

[15:47] uh uh during the work session and um we

[15:51] realized that there was a little bit of

[15:53] a error in how we um

[15:56] were interpreting what the request was

[15:59] from the applicant.

[16:01] And um

[16:02] uh we were thinking that it was going to

[16:04] be that he um that we were proposing to

[16:08] exempt the full fence requirement um if

[16:11] there's already an existing fence, but

[16:13] that's not what was

[16:15] the uh the applicant's request.

[16:17] [clears throat] What the applicant's

[16:18] request was uh to um remove the column

[16:22] portion of the the fencing requirement

[16:25] so that there wasn't as great of a gap

[16:28] in between the two fences, the existing

[16:31] fence and the proposed fence. And um

[16:35] so we did want to kind of modify modify

[16:38] what was proposed by Planning Commission

[16:40] due to this misinterpretation or

[16:43] miscommunication.

[16:44] Um we do uh still

[16:48] as we work through the work session, we

[16:51] did uh feel that the Community

[16:53] Development Director, as proposed by

[16:56] Planning Commission, um

[16:59] should go ahead or should remain as part

[17:02] of this text amendment. And then all of

[17:05] the other requirements basically

[17:09] um that the applicant had submitted with

[17:12] us with just maybe a little bit more

[17:14] clarity that it's just for the column

[17:16] only only and not for the entire fence.

[17:20] Um and so that

[17:22] being said, because it's not the

[17:25] required fence, the two um

[17:29] the two Senate or the two additional

[17:31] requirements that um

[17:34] uh the Planning Commission recommended

[17:37] uh for this should which is in the red

[17:40] on here um

[26:25] statistics from our last inventory. So

[26:27] every November we close the library for

[26:30] a couple of days the day the week of

[26:31] Thanksgiving and we inventory

[26:33] everything. We go through and scan every

[26:35] single

[26:37] item in the collection and we have and

[26:39] then all the staff we do a little

[26:40] potluck and we call it scans-giving. So

[26:42] that's our our annual tradition at the

[26:44] library. So this year as you can see

[26:46] here we had 44,751

[26:49] physical items. That includes books,

[26:51] movies and our special collections or

[26:52] Spark sets. And then as far as

[26:54] electronic items, so this would be

[26:56] ebooks, e-audiobooks, videos, etc.

[26:58] that's available online through the

[27:00] Libby app, we had 492,154

[27:04] items. And through Kanopy, which is

[27:06] where you can stream movies and TV

[27:07] shows, we had 37,279

[27:11] movies or TV shows that were available

[27:13] for patrons to use to view.

[27:15] And we had 87 items that grew legs and

[27:18] wandered off,

[27:19] um which is a little bit higher this last year, but that's well within

[27:23] kind of the normal range. Every year

[27:24] there's items that disappear.

[27:27] Um so next, here's our different usage

[27:29] statistics so for fiscal year 26. So

[27:33] this last year we had 163,053

[27:36] visits total to the library, and that

[27:39] averages about to 13,387

[27:41] [clears throat] a month.

[27:42] Um we have 10,347

[27:45] active card holders, um so that's a 10%

[27:48] increase over last year. So that means

[27:50] that those are cards that are actively

[27:52] being used and that have been actively

[27:54] renewed in the last year. So we have

[27:56] more card holders, but their cards have

[28:01] Um and we have our non-residents, we

[28:03] have 978 non-resident cards, that's

[28:06] about 9% of our total with the lion's

[28:08] share of that being Stansbury and Erda.

[28:12] And still plenty of Grantsville and in

[28:13] Stockton as well.

[28:15] So that means that about 24% of Tooele

[28:17] City residents have a Tooele City

[28:19] library card. And we in this last year

[28:22] we also had 178,770

[28:26] checkouts or renewals, which is about

[28:28] 61% of our total circulation, and

[28:31] 114,438

[28:33] digital checkouts. So that's Libby and

[28:35] Kanopy, the movie and TV show streaming.

[28:38] So you can see we're running about that

[28:39] 60/40 between physical items and

[28:42] digital, and I would expect that that'll

[28:44] probably stay the same, maybe increase a

[28:46] little bit more with the the digital

[28:48] circulation.

[28:49] Uh but we're holding steady there.

[28:51] Next slide. So, this last year uh we

[28:54] filled two positions in the last

[28:55] calendar year. We had one full-time

[28:57] library tech position that we filled

[28:58] with an internal applicant who went from

[29:00] part-time to full-time. And then we

[29:01] hired a new part-time library tech um

[29:04] and they've both been excellent

[29:05] additions to the team and they've been

[29:07] doing really, really well.

[29:08] This last year and so in fiscal year 25,

[29:10] the library brought in about $38,014.02

[29:14] um in total revenue, and that's a 15%

[29:17] increase from the previous year. And you

[29:18] can see I have it broken down there that

[29:20] the miscellaneous fees was $11,699.12.

[29:24] That covers basically for people who

[29:27] come in to get do get a fax or um

[29:30] or to print black and white or color.

[29:32] So, that basically just covers the cop

[29:34] covers the cost of the printers, the

[29:36] paper, and the ink.

[29:38] Um and then our circ fees was

[29:40] $26,314.90.

[29:42] That's our non-resident fees as well as

[29:45] people paying for damaged items, lost

[29:47] items, etc.

[29:49] And then you can see I compared that to

[29:51] the fiscal year 24 total, which was

[29:52] $33,021.32

[29:55] and the comparative numbers. So, we're

[29:56] increasing. We're noticing that this is

[29:58] this corresponds with obviously

[30:00] increased usage of the library, of more

[30:02] people paying for books that get

[30:03] damaged, more people getting

[30:04] non-resident cards, and more people

[30:06] using our printing services.

[30:10] As far as technology utilization, we had

[30:12] 22,159

[30:13] uses of our public computers or Wi-Fi um

[30:16] in fiscal year 25, which was a 10%

[30:18] increase from the previous year. Um 46%

[30:21] of that was from our public computers,

[30:23] 42% from the library Wi-Fi that we

[30:25] offer, and then 12% came from the Wi-Fi

[30:28] at the Aquatic Center and the Del Papa

[30:29] parks. I will note though that this will

[30:31] be the last year that that last line

[30:33] will appear on this report um because

[30:35] UEN is cutting the cutting the support

[30:38] for that system that we were using to do

[30:40] the Wi-Fi at the parks cuz we have a big

[30:42] antenna on top of the library that was

[30:44] broadcasting the Wi-Fi to those parks,

[30:46] and that service is being pulled. So,

[30:48] next year that won't be on there.

[30:50] Um just for your information.

[30:53] And then lastly, we have our library

[30:55] programs. So, in summer 2025, we had

[30:58] 3,185,738

[31:01] total minutes read, which was 300,000

[31:02] [clears throat]

[31:03] more than last year. So, a little bit

[31:05] over 10%. You notice that's kind of a

[31:07] theme throughout this whole

[31:08] presentation. We're up 10% and

[31:11] in that range on most of our statistics.

[31:13] Um and same thing, we had 1,671

[31:16] active participants in our summer

[31:17] reading program, which was 150 more than

[31:20] the previous year. So, if any of you

[31:22] haven't signed up, got to sign up and

[31:24] start reading and log your minutes on

[31:26] Beanstack.

[31:27] Um and then for our story time, tween,

[31:29] and teen activities, young adult, and

[31:31] adult programs, we had 282 programs in

[31:33] fiscal year 2025, and we had total

[31:36] attendance of 14,801

[31:38] at all those different programs. And you

[31:40] can see there's a photo from one of our

[31:42] programs that we had.

[31:44] So, as far as our projects, um in fiscal

[31:47] year 20 in this last fiscal year 2026

[31:49] since I last gave my presentation to

[31:51] you,

[31:52] um we got a new printing system for

[31:54] patrons. So, this mostly didn't it

[31:56] didn't change too much from the patron

[31:57] side, but this has um resulted in easier

[32:00] um it's easier now for people to print

[32:02] stuff at the library. We got an upgrade

[32:04] there cuz the old the system was getting

[32:06] phased out, so we upgraded. Another big

[32:09] change is I'm dragging the library

[32:11] kicking and screaming into the 21st

[32:13] century that you can now pay for stuff

[32:15] online at the library. So, if you need

[32:17] to pay a fee or a replacement card, or

[32:19] for our non-residents, rather than

[32:21] forcing them to come into the library to

[32:23] make that $40 a year payment, they can

[32:25] just go online and make that payment

[32:27] now.

[32:28] Um and then another big project that you

[32:30] can see here in this photo is we

[32:31] xeriscaped we made water-wise

[32:33] landscaping on the north side. And in

[32:35] that picture, you can see where there's

[32:37] going to be three trees that will be

[32:38] planted. So, we have a drip zone already

[32:40] set up. So, I'm just coordinating with

[32:42] the Parks and Rec Department to get some

[32:43] trees planted there.

[32:45] So, that was a big project that was done

[32:47] this last year. And a project that's

[32:48] actually ongoing currently is we're

[32:50] getting new thermostats and actuators

[32:52] for the HVAC system, [clears throat]

[32:53] which that should result in better

[32:55] control for the HVAC system as well as

[32:57] cost savings um well, especially once we

[33:00] get the new chiller.

[33:01] Um and then we also did a minor remodel

[33:04] of our children's area that we had a

[33:06] desk there that was just taking up

[33:07] space. Um we worked with a local

[33:10] contractor and he removed that and now

[33:11] we have more space in the library and

[33:13] taking better advantage of that space

[33:15] usage. And then the other big thing is

[33:17] we got new study pods for the patrons.

[33:20] Um so, that if you want a quiet room to

[33:21] study, to read, talk on the phone, or

[33:25] whatever it might be, we've got um three

[33:27] new study pods and I'll show you some

[33:28] pictures of those on the next slide. And

[33:30] then the other big thing is we got a new

[33:32] black and white printer for the patrons

[33:34] to use. And it is a significant upgrade.

[33:36] The old printer was just not very good.

[33:38] So, we're very happy to get that new

[33:39] one. You know, so here you can see on

[33:42] the on um

[33:44] on [clears throat] the left side, you

[33:45] can see we have two individual study

[33:46] pods that we just got. Um so, those are

[33:49] for patrons obviously. You can uh single

[33:51] person to be able to be in there. And

[33:52] then we got the one on the right. Um

[33:54] it's a four-person study pod and it we

[33:56] actually got that from the North Logan

[33:57] Library. They were getting rid of it.

[33:59] So, we got a really great deal on it.

[34:01] And I I shout out to our um city

[34:03] maintenance team that uh we all have we

[34:06] hopped in a truck with a trailer and we

[34:07] drove up and spent the better part of a

[34:09] day taking it apart and bringing it back

[34:11] down here. So, that was a good long day,

[34:13] but we got a we were able to get that

[34:14] down here for a really good price and

[34:16] it's um been really nice for the patrons

[34:18] to have. So, that way if our reading

[34:20] rooms are full, that they now our

[34:21] patrons now have other options for that

[34:23] kind of that quiet room for meetings,

[34:25] phone calls, etc. So, I'll be happy to

[37:04] he is a contract engineer, he does spend

[37:07] the bulk of his time here at the city.

[37:10] always accessible for our staff and for

[37:13] myself and the council as needed and has

[37:16] provided some great service for Tooele.

[37:18] Is very well knowledgeable about our

[37:20] water situation and the water shares and

[37:22] well recognized throughout the state for

[37:24] his knowledge in water. So um his

[37:27] contract is due on July 1st, of this year and so I'm

[37:32] presenting it to you for

[37:34] um authorization to sign that contract

[37:36] for another four-year term.

[39:43] city's budget, it's not going to be

[39:45] something like a year or 2 years, which

[39:48] would be awesome to be able to share

[39:50] information, but I have been to Paul's

[39:53] office. He has really good records.

[39:55] A mayor would also have good records and

[39:57] they're hard to find sometimes. So,

[39:59] there's that. A little bit of a

[40:00] challenge that way.

[40:02] Um but, you know, I I think there does

[40:04] have to be a transition plan at some

[40:05] point. Um

[40:08] it's something to consider, but just by

[40:10] sitting next to somebody also, you can't

[40:12] absorb all their knowledge. That's the hard part, you know, I came

[40:15] from the city council where

[40:17] in theory you step right in to be mayor

[40:19] and it's easy. It's It's not.

[45:10] negative feedback from the state from

[45:11] them as well. So we're very happy uh

[45:14] with their services.

[47:42] fleet, and have since been reassigned to

[47:47] Due to their age and condition, they

[47:49] require frequent repairs, ongoing

[47:54] increased costs and reduced liability of

[47:56] those vehicles. So, in accordance with

[47:58] city policy, we are requesting that the

[48:00] council declare these vehicles a surplus

[48:02] property, and upon approval, we propose

[48:05] to dispose of all of the vehicles

[49:46] striper, a drag behind laydown box, and

[49:50] a sign hammer drill breaker. Again, this

[49:53] equipment no longer meets our

[49:54] operational needs and has reached the

[49:56] end of their useful service lives. Due

[49:59] to the age, condition, and maintenance

[50:00] requirements, the items before you are

[50:02] no longer practical or cost-effective

[50:04] for the city to continue using these

[50:06] assets and have not been used in some

[50:08] time.

[50:09] In accordance with city policy, we're

[50:11] requesting that the council declare

[50:13] these pieces of equipment as surplus

[50:15] property and upon approval, we will we

[50:18] propose to dispose of all the equipment

[50:20] through auction.
