[1:19] 250 tribute to the Tooele Elks Lodge 1673 presented by Marisa Menzel, the

[1:27] we've been doing America 250 tributes all year long and um just different

[1:33] trying to think of different things that celebrate America 250 or reflect the

[1:37] American spirit. And tonight, um we wanted to recognize the Tooele Elks Club

[1:42] as our America 250 tribute due to their um generous contributions and their

[1:46] service in the community. So, that's why we're we're recognizing them

[1:50] tonight and I'm going to turn around and talk to them instead of you. So, sorry.

[1:57] So, um the Tooele Elks has been and continues to be highly active in our

[2:01] community um since 1945. Here in Tooele, there are 450-plus Elks members. The

[2:07] Tooele Veterans Memorial Park was created through a partnership involving

[2:10] the Tooele Elks, Tooele City, and local citizens. The Elks host a Memorial Day

[2:15] program here every year. They partner with the Tooele Downtown

[2:18] Alliance and hold a Flag Day ceremony in June. For decades, the Tooele Elks has

[2:23] had a booth in the Tooele City Park after the 4th of July parade. They

[2:27] partner every year with the Tooele County Justice Center to help provide

[2:29] Christmas to families in need, and they hold a cancer golf scramble annually

[2:33] supporting a local citizen to help pay for their medical expenses.

[2:37] They sponsor projects and activities at the Tooele Senior

[2:40] Citizen Center. They offer scholarships for high school seniors. They hold an

[2:44] annual free show throw contest known as the Elks Hoop Shoot for children ages 8

[2:47] to 13. And their most recent contributions to

[2:50] the community have helped sponsor the awards for the special needs rodeo, as

[2:54] well as their donation to the Oquirrh Hills Youth Golf program, and you can

[2:57] see a picture um up here. They recently made a contribution to the junior golf

[3:01] program that will provide scholarships for five or six youth in that program.

[3:06] And finally, um we wouldn't do justice if we didn't mention Camp Wapiti that's

[3:11] located in Settlement Canyon on Tooele City property.

[3:14] It's not entirely a Tooele Elks project. It's a Utah Elks major project, but it's

[3:19] owned by the Elks, and through their many charitable endeavors, they provide

[3:22] an opportunity for youth um the ability to attend summer camp. Youth who are

[3:27] facing a variety of medical challenges, um I know they just had recently had a

[3:31] burn unit there um for a camp, and the week before

[3:36] that, I was able to attend the Little Warriors Camp for just a few hours. It's

[3:40] for families who have lost a parent in action or have suffered a loss related

[3:43] to PTSD. It was a great camp. The families got together and did lots of

[3:47] fun activities and were able to share their experiences, and

[3:50] and I know I benefited from it, and I wasn't even one of them. So.

[3:55] The Elks are committed to building a better community through their

[3:58] charitable work, and we could not do all of these things without their charitable

[4:02] work. So, I would like to invite our Elks members up to the front.

[4:13] » And we just have this plaque as a little plaque of appreciation for you and all

[4:18] the efforts you've done in the city. Um I think we should get the council in the

[6:03] donation agreement with Oak OKOA Capital LLC,

[6:08] Tooele 90 LLC, and the Tooele City Water Special Service District for the

[6:12] acceptance of approximately 177.9 acres of real property and regulation of

[6:19] 161 acre feet of water rights credits presented by Matthew Johnson, the city

[6:33] resolution uh 2026-52 is uh for your consideration of a

[6:39] an agreement uh between the parties uh the red the Tooele City the special

[6:46] water special service district uh OKOA Capital and uh Tooele 90.

[6:52] Um this addresses a situation. I know the Council is aware of this of this and

[6:56] of of the agreement already, but for the public's benefit,

[7:00] um there is was a piece of property There is a piece of property on the

[7:04] south side of town uh near 1:00 Hill that um

[7:09] uh uh

[7:10] a couple of things. One is it was it was difficult um

[7:14] uh to find anything appropriate for that

[7:17] particular piece of property. And on on the other hand, there were some water

[7:22] right credits that were tied specifically to this property. Um

[7:27] and um uh uh kudos to the developer for

[7:31] reaching out to the city to to try to find a creative solution.

[7:35] Uh I think this is a good one. This is a agreement whereby

[7:39] um the title to the property will actually go to the city.

[7:44] Um the use of the property will be restricted to um

[7:48] uh purposes that are recreational, municipal, or other public purpose,

[7:52] which at least speaking for city staff, I

[7:55] think it's is appropriate anyway for this particular property. Um

[8:00] and then um

[8:03] the water rights that are currently tied to this particular piece of property

[8:07] uh will um

[8:10] uh that agreement will will be amended by novation. Um and those water right

[8:15] credits will be able to be used. They have to be used within the city, and

[8:19] then a certain portion has to be used in a priority area that is kind of an

[8:23] infill area for the city where I think it makes sense to encourage

[8:28] uh development because there's already development surrounding and it just

[8:32] makes sense to fill in those other spots rather than the more expensive places.

[8:35] So, um

[8:37] I I think it is a win-win for the parties and

[8:41] um I'm happy to answer any questions. My

[8:44] understanding is we have representation from the developer here as well if if

[9:59] representatives for OKOA. I think they came with a

[10:03] a difficult situation and we've made the best of it and I appreciate that. I

[10:06] mean, the city kind of shot high in the negotiations and I think we

[10:10] settled in a good place and in keeping that water in the infill, some of the

[10:14] water in the infill is really beneficial to the city as well as this open space.

[10:18] You know, we had this room packed with people before saying they didn't want

[10:22] the development there and this will will help. This is a a great thing for our

[10:27] city. >> Thank you.

[10:30] Item six is resolution 2026-53, a resolution of the Tooele City Council

[10:35] approving and ratifying an agreement with Judge Netting Mountain West for the

[10:39] installation of golf course netting on 17 newly installed wooden poles at

[10:44] Oquirrh Hills Golf Course. Presented by Darrel Cook, Cook, the Parks and

[10:48] Recreation Director. >> Thank you, Council. Um

[10:51] a little background on this, as many of you know, back in February,

[10:55] a storm went through Tooele with some heavy wind that uh

[11:00] took out the entire east side of the driving range.

[11:04] Uh between now and then, we have been working with our insurance company

[11:09] to get that covered under our policy. Uh they've agreed to cover a portion of

[11:15] that damage so that we could move forward with the improvement on that.

[11:20] The Tooele City, we actually on our own purchased the poles. We entered into a

[11:27] service agreement with Rocky Mountain Power who installed the poles and the

[11:31] poles are actually ready to uh now be uh uh netted. Uh we did send

[11:37] this out to bid. Uh we had several contractors

[11:41] uh request the bid documents. Uh unfortunately, or fortunately, I'm not

[11:45] sure which, uh we only received one bid back from Judge

[11:50] Netting. Uh we have done work with them before. They are a a very reputable

[11:54] vendor that we've actually uh used before for our netting uh products.

[11:59] Uh in the amount of $92,930.

[12:04] Um in this agreement, they will uh they have already come on to site. They have

[12:10] uh measured the installed newly installed poles. Uh the

[12:14] net, uh just so you're so just so you know, is made specifically to the

[12:19] location of where the poles are sitting. So, they come measure the entire thing.

[12:23] They actually do it with the drone and with some AI technology. And all the guy

[12:28] wires and everything are in >> [clears throat]

[12:30] » they're built into the net as when they manufacture the net. Um so, this

[12:34] resolution is actually to ratify a vote that you have previously taken to

[12:39] approve this contract so that the vendor could uh

[12:43] move forward with getting the net made. It takes about 4 weeks uh before they'll

[12:47] have it here. Their goal is to actually have this

[12:51] installed the first week of September. We're really shooting to have the

[12:55] driving range back open on uh Labor Day weekend. So.

[14:13] Uh it was a 5-year contract, I believe, and we have a year and a half left,

[14:18] about. Uh biggest complaint about this system

[14:22] is we were losing some recordings. They have since fixed that problem with the

[14:26] current cameras we have. They've come out with a new one.

[14:30] It's new and improved. It's more rugged. Uh the battery Our biggest complaint is

[14:35] from patrol not lasting 12 hours. When you go to charge one of these, that's

[14:39] when you need it. That's when you don't have it. That's when something happens.

[14:43] This one has a two batteries that come with it. It has a discharge station at

[14:48] the bottom. You can pop it out and put one in, and then it'll continue

[14:51] recording for that 10 seconds. So, you can charge while you're using it. We've

[14:55] been We've tried one for several weeks, and

[14:59] it it does last longer, the single battery. So, it it looks like a good

[15:03] improvement. The problem is we have to do another

[15:06] 5-year contract, but we're paying about 47,000

[15:13] a year. This one will be 55, 817, $55,817.

[15:19] So, there is an increase, but we are getting more

[15:22] more cameras, too. So, uh most of this

[15:29] I'm not paying anything currently out of my budget. This is all coming from

[15:33] alcohol funds we're getting from the state and uh grants.

[15:38] Uh we expect that to continue at least with uh body worn cameras, not car ones.

[16:36] HA5 high-density mineral bond pavement preservation treatment to select Tooele

[16:42] City streets, presented by Nathan Farris, the Public Works Director.

[16:46] » Thank you, Council. We have the opportunity with this one to amend a

[16:49] little bit. Um we had a little bit of money left over in our budget

[16:55] uh for this project. Um it's it originally in uh intended to cover 1.2

[17:01] million square feet of roadway in our city, which is a fantastic way to

[17:05] preserve that asphalt, making it sure it lasts

[17:08] much longer than if we had left it alone. Uh but we also had the

[17:11] opportunity the the contractor um is proving a new technology for Tooele

[17:18] County south of us and offered to give us a discount on um

[17:23] using a new new chip seal method that involves some uh rubberized coating

[17:30] instead of the oil-based. And so uh we took advantage of that opportunity

[17:34] and added uh another

[17:37] $200,000 to this project, which does put us over our budgeted amount, but we will

[17:40] make a budget adjustment from our road C funds to cover that because we feel like

[17:44] this is an opportunity for us to test this material at a discount and improve

[17:48] the roads that are next to Smith's Marketplace. Um the new ones on 2400

[17:54] South uh and across the street there. So, we're we're taking advantage of some

[17:59] good discounts and an opportunity to make some roads better.

[18:03] Um and so, we're adding to this project. It will uh have a total uh

[18:08] project cost of $685,977.32.

[18:14] So, when um if you decide to pass this resolution, we will need to amend the

[18:20] the the amount. Um but this is a like I said, it we've

[18:25] seen some evidence of this being used in some communities in Southern Utah and

[18:28] Arizona. It looks like it holds up really well and provides a really stable

[18:34] surface for for the road. Um our our uh salesman's very excited for the

[18:39] opportunity to prove it here and and hopefully we can use it for many years

[18:42] to come.

[20:16] time knew that we were going to purchase these three for

[20:19] Wigwam. So, at that same time, when we bought the ones for

[20:23] England Acres, we purchased the these three for Wigwam

[20:27] uh for the Wigwam Park area. Uh at the time when we purchased them, we weren't

[20:31] quite at the point to have them installed. We're now at that uh point to

[20:36] have these installed, so uh we asked both the vendor and the installer of the

[20:42] ones at England Acres to provide a bid for us. Uh they both have installed

[20:46] these particular uh awnings for or these pavilions for

[20:50] us. Uh Broken Arrow responded with a proposal

[20:55] bid proposal of $34,638.04. So, we selected them. The vendor's uh

[21:03] proposal was $50,000. Um so, just asking for approval of this

[21:09] contract so that we can get those installed. These are shade structures

[21:12] that are for individual use for picnic tables. So, each one will also have a

[21:16] picnic table underneath them. >> Nice. Is this your last project up there

[22:50] had some back and forth between with our engineering firm trying to make sure we

[22:53] were getting the best value for what we were asking for,

[22:56] um, which caused them to do quite a bit more work. And so, we're asking for this

[22:59] change order to compensate them for the work that they did to help us in the

[23:03] process of understanding what exactly we did need for site um

[23:08] uh stormwater retention and detention

[23:11] systems. It turns out because we are in our

[23:15] uh well uh protection zone, we did need to have

[23:18] a more extensive system and so it it is a required uh expense.

[24:16] » Uh Council uh Mayor referred to a couple of meetings

[24:19] we've had with UDOT recently and uh with the rapid growth of our county and city

[24:25] recently, we feel it's in time to update our transportation master plan and get a

[24:30] look at where our biggest needs are as far as roads and other facilities and so

[24:36] we've asked uh Hales Engineering to conduct a transportation master plan

[24:41] study and bring those results to us. Um this will come from our road C fund

[24:47] and uh help us to as we go back to UDOT, um

[24:51] help them to understand what our needs and our challenges are um and and do so

[24:56] from a more data driven uh standpoint. >> When they do this study that

[25:02] I'm sure they look at like the county transportation plan, right? And where

[25:05] they're going to >> plan connection.

[25:07] » Yeah, it's more it's it does take into account where the traffic is coming from

[25:11] and where it's going. And so there will be not just within the city limits.

[25:15] They'll be looking at where where the the the impetus for the for the travel

[25:19] comes from and how it's getting through the city and two different points in the

[25:23] city. So we're hopeful that as we do this study, it gives us more ability to

[25:28] to kind of fight for what we need as UDOT brings more um high high uh ar- uh

[25:34] arterial roads through and gives us access to those roadways so we can

[25:38] transport people within the city better. Okay. Great.

[25:50] » That's a good question. So um for this is my first one, so I don't know

[25:54] for sure, but a lot of it will be traffic counts.

[25:57] Um they'll count traffic at different

[26:00] intersections, I'm assuming. It possibly would be

[26:04] I I don't know if they would use any video surveillance or

[26:08] Paul, have you ever been a part of a traffic study before?

[26:11] » A couple of times. >> Okay.

[26:18] » This master plan study is it does involve some traffic counting, but it's

[26:22] primarily driven looking at land use currently

[26:25] based on what the demand is for traffic with homes and businesses and

[26:29] residential, but also looking into the future.

[26:33] Where is the direction going? We We now have a little more clear picture about

[26:37] the whole northwest quadrant of the city. Here to for it's just been open

[26:41] space zoned, nothing specific. So the study will look at current and

[26:46] planned and future plan zoning. They will do traffic counting. They will look

[26:50] at don't densities and zoning and and talk with the city about future

[26:55] growth plans. We'll involve economic development administration to help

[26:59] provide guidance for there so that it can become a document that

[27:03] looks beyond just today, but 10, 15, 20, 50 years into the future.

[28:39] the municipal bond, so it'll be a rolled into that package

[28:43] um and come out of that fund. So.

[30:20] to install them, but then figured with the with the uh the technical expertise

[30:24] required, we would have Misco actually install them for us and teach us how so

[30:29] that in the future if we needed to pull them in or or put them in or take them

[30:32] out, we could do so on our own. So, um this this one will will be a

[30:37] uh $81,000 and come out of the facilities

[32:17] was previously seized during a criminal investigation and has since been legally

[32:21] forfeited to Tooele City as surplus property. It has been determined that

[32:26] this vehicle is not needed for city or law enforcement operations

[32:30] and authorizes the sale of the vehicle through a reasonable public sale process

[32:35] with the proceeds distributed in accordance with the applicable court

[32:39] order and Utah law. So, in accordance with city policy, we're bringing this

[32:43] before you tonight to declare this vehicle as surplus property. I can

[34:15] a 2026 Ford F-150 for a utility technician in the finance department. Um

[34:27] The second vehicle tonight is a 20 also to Ken Garff West Valley Ford

[34:32] a 2026 Ford F250 with service bed. This is

[34:38] uh to replace uh water

[34:42] department vehicle.

[34:45] And um that total is $65,334.

[34:51] And then finally also to Ken Garff West Valley Ford a 2026 Ford Ranger. This is

[34:57] for community development I believe to replace uh building inspector's vehicle
