[7:32] council. Uh I'm here today to present application D14042026

[7:39] for the property municipally known as 136 Shamash Road submitted by William

[7:44] Mitches on behalf of Kyle Edwards. The subject property is an irregular

[7:48] shaped parcel of land comprising an area of approximately 0.34 acres in size with

[7:55] 76 m of frontage on Shamash Road. The southern portion of the subject

[8:01] property, which is the proposed severed lands, are currently developed with a

[8:05] single detached dwelling with an existing deficient front yard of 2.5 m

[8:10] and rear yard of 6.5 m with the northern extent of the property containing a

[8:15] board fence that appears to be an encroachment from the northern adjacent

[8:19] property. The subject property is currently

[8:21] designated urban residential in part B of the Hastings County official plan

[8:26] urban community secondary plan and zoned residential type one in the

[8:30] town of Bancroft zoning bylaw. The purpose of the amendment application

[8:35] is to fulfill conditions nine and 10 of consent application B125

[8:41] given provisional approval on June 17th, 2025.

[8:45] Condition number nine requires that the southern portion being the proposed

[8:49] retained lands be rezoned from the residential type one zone to the

[8:54] residential type one exception 21 to recognize the existing front and rear

[8:59] yard deficiencies of the existing structure that is there on the property

[9:03] now. Further, condition 10 requires that the

[9:06] northern portion being the severed lands be rezoned from the residential type one

[9:11] zone to the residential type one holding zone.

[9:14] A condition of the removal of the holding is that a lot grading and

[9:18] drainage plan is to be prepared by a qualified professional to the

[9:22] satisfaction of the town. Notice of this application was

[9:26] circulated to neighboring landowners and commenting agencies in accordance with

[9:30] the statutory requirements of the planning act on May 14th, 2026 and sign

[9:36] a sign notice was posted on the property.

[9:40] As of the date of publishing the planning report, one comment was

[9:43] received with respect to concerns regarding sight lines for the proposed

[9:47] site entrance for the northern vacant proposed severed lot.

[9:51] The manager of infrastructure and capital projects provided a second

[9:55] review of the proposed location of the entrance

[9:59] and he noted that it was completed and there were no sight line issues. He

[10:03] further noted that the road is a km/h zone and there's 480 ft or 147 m of

[10:11] sight line from the location. He concluded that he had no concerns

[10:17] with respect to the placement of a entrance to the northern portion of the

[10:21] subject property. Further an objection from a neighboring

[10:26] property owner was also received on May 28th. The noted objection and respective

[10:31] correspondence was shared earlier today. The objection listed several items of

[10:36] concern inclusive of the size and scale of potential future development,

[10:41] increased traffic and future road widening, slope and erosion concerns,

[10:46] encroachment, a disputed property line, and environmental impacts.

[10:51] Clarification regarding the coexisting deficiencies was requested.

[10:56] It was noted to the objection that the existing deficiencies

[11:01] recognize the existing legal non-complying dwelling which has a front

[11:06] yard again 2.5 m and a rear yard of 6.5 m where 7.5 m is otherwise required in

[11:13] the bylaw. Through the consent approval process,

[11:16] the county and the town have required the existing conditions to be formally

[11:20] recognized through a site specific zoning bylaw amendment which is before

[11:24] you today. The objector stated that they believe

[11:27] the zoning bylaw amendment would grant future development rights to the subject

[11:31] property. Uh

[11:33] it was provided that section 3221 the town of Bancroft zoning bylaw does

[11:39] state, "Quote, where a building has been lawfully erected prior to the date of

[11:43] the passing of this bylaw on a lot having less than a minimum frontage and

[11:48] or area or having less than the minimum front yard, side yard, rear yard, or

[11:53] usable open space required by this bylaw, the said building may be

[11:56] enlarged, reconstructed, repaired, or renovated provided said enlargement,

[12:01] reconstruction, repair, or renovation does not serve to further reduce a

[12:06] required yard or required usable open space and provided all of the provisions

[12:11] of the bylaw are complied with." Further, section 3.23

[12:15] of the zoning bylaw recognizes existing non-conforming uses and allows

[12:20] restoration to a site safe condition. This zoning bylaw amendment does not

[12:25] grant new development rights to the property, rather it formally recognizes

[12:29] the existing deficient setbacks. The maximum building height in the R1 zone

[12:34] is 11 m. Should any proposed future development want to go beyond the

[12:39] existing 11 m, further planning approvals would be required.

[12:44] Um and again, it is important to note and reiterate that redevelopment of the

[12:48] property is not contemplated through the zoning bylaw amendment, rather it is

[12:52] recognizing the current condition of the property.

[12:56] The objection noted concerns about traffic and the potential impact of this

[13:00] development on future road widening. Uh it was again noted that the town's

[13:04] manager of infrastructure and capital projects projects was circulated on the

[13:08] application and they and he noted no concerns.

[13:13] The objection further noted concern with respect to impacts on the adjacent

[13:17] Hastings Heritage Trail. Uh it was reiterated that the zoning bylaw

[13:20] amendment again is recognizing the existing condition and that capturing

[13:25] and that the zoning bylaw amendment is capturing the existing deficient rear

[13:29] yard setback, which is a uh uh

[13:33] uh deficient uh by 1 m uh and not prefer permitting any further

[13:38] development closer to the trail. The objection noted concern regarding

[13:43] the accuracy of the survey uh in relation to the slope of the property.

[13:48] And as noted in section 4.4.2.2 of the Hastings County official plan,

[13:54] um an accepted angle of slope for stability is approximately 3:1

[13:59] or approximately 18°. Um with respect to the 3:1 slope based

[14:03] on the available data being the MRF contour mapping, the subject property

[14:09] has a approximately a 5:1 slope and is not considered a steep slope as

[14:14] prescribed by the Hastings County official plan.

[14:17] Uh regardless, again, a lot grading and drainage plan provided by a qualified

[14:21] professional has been required as a condition of the removal of hold for the

[14:25] northern portion of that property. Um again, in order to provide and to ensure

[14:32] proper grading grading and drainage of any future development in that area.

[14:38] Uh the objection also noted on an ongoing property line dispute. Uh it was

[14:43] clarified that as previously communicated uh

[14:46] as a condition of consent, a reference plan prepared by an Ontario land

[14:50] surveyor uh will be provided to the county and town which would identify the

[14:54] accurate location of the property lines. And further, with respect to addressing

[14:58] any disputed property lines, uh it is a civil matter and is not addressed

[15:02] through the land use planning process. The objection noted concerns with

[15:07] respect to potential environmental impacts associated with a future

[15:11] development of the subject property. And it was confirmed that the subject

[15:14] property has not been identified as containing any environmental protection

[15:18] features. Further, the Town of Bancroft does not currently have a tree

[15:22] preservation or site alteration bylaw that prohibits property owners from

[15:26] clearing existing vegetation from their properties.

[15:30] And lastly, uh the objection noted concerns with respect to the slope again

[15:34] of the property and the risk of erosion to adjacent properties that may result

[15:38] from the future development of the subject property.

[15:41] It was clarified that again, the northern severed lot is being rezoned to

[15:45] include a holding, which will prevent development of those lands until the

[15:49] removal of hold, which is contingent upon the completion of a lot grading and

[15:53] drainage plan prepared by a qualified professional to the satisfaction of the

[15:57] town is completed. Uh no other comments have been received

[16:02] from members of the public or agencies. And the staff report included in today's

[16:07] agenda includes the planning analysis for this application, which concludes

[16:11] that the application appears to be consistent with the planning act, the

[16:14] provincial planning statement, the County of Hastings official plan, and

[16:18] represents good planning with the recommendation of approval.

[19:45] uh I understand that the property that when the severance lot

[19:50] is available, if anybody's going to build on it, it can mostly be only a

[19:52] single family residence. It can't be multi-res. Is that correct?

[19:56] » Uh through the chair, that is correct. It's within the the R1 zoning. If it was

[20:01] multiple residential, it would require a rezoning application.

[20:04] » And there's a responsibility to the owner for drainage and the municipal

[20:07] thing and all that sort of stuff needs to be uh properly put together, so there

[20:13] is no impact on on the neighbors. >> Uh through the chair, so the the hold

[20:19] which is being applied to the northern undeveloped portion will require a lot

[20:23] grading and drainage plan to be submitted um in support of the removal

[20:27] of holding application, which will ensure erosion and and um you know, the

[20:33] different features of the of the site development. So, a lot grading and

[20:36] drainage plan will be required in order for development to occur on the northern

[20:40] portion of the the property. >> Thank you. And then one further question

[20:43] regarding the fence. If uh I'm assuming a new survey will need to be done for

[20:47] the proposed lot. >> Uh through the chair, yes. So, as a

[20:51] condition of consent, um the the survey is being completed and that will

[20:56] decipher the the the um the um actual property lines. Um

[21:02] so, where the fence lies, that again will be a civil matter that um the

[21:06] property owners will have to to amend between themselves.

[21:12] » If the survey shows that there's like 12 ft less on the lot size, would it impact

[21:16] the severance?

[21:19] » Uh through the chair, I I'm not sure I understand the the question.

[21:24] » Well, if we're doing the survey because we're or do we already have a survey

[21:27] that sort of is being If let's say I believe I have a lot that's 10 by 10 and

[21:32] now as a piece of consent I get a survey done and

[21:36] now the lot is 10 by 8, would the 10 by 8 lot still be in a position to be

[21:41] severed?

[21:44] » Uh if it's less than the required amount, uh through the chair, sorry. Uh

[21:48] if it's less than the required amount, then um

[21:53] and the the property would have to be reevaluated. However, the sketch that's

[21:57] provided with the severance application and with the rezoning is done by a

[22:02] surveying company. Um

[22:04] so, the accuracy of that is is um quite accurate, however, it is not the

[22:10] actual registered plan that will be required um for the actual severance.

[22:20] » Councilor McGarry. >> So, my my question is regarding the H um

[22:26] so, the holding symbol um the very end of page one, um a lot

[22:32] grading and drainage plan prepared by a qualified professional has been

[22:35] completed to the satisfaction of the town. So, that's when the holding can be

[22:39] removed from it, but is there a time frame with that or can that sit there

[22:43] until the person sells the property, which then they would

[22:48] go ahead and do all the work that's required to remove the holding symbol

[22:51] off of it? >> Through the chair, uh there is no time

[22:55] limit um with the the holding provision, so it can in essence sit there um and

[23:00] until such time as somebody wants to develop it that hold um, flags the chief

[23:06] building official to know, okay, there is something here that needs to be done

[23:09] in order for before development can occur on that property.

[24:17] » Thank you. Thank you very much, Mr. Chairman and

[24:20] councilors. Uh, the reason I'm here is to see about

[24:25] lowering the speed limit on the school zone within the community

[24:29] safety zone. I assume you've all received my

[24:35] information, but I will quickly go through it.

[24:39] Uh, one of the reasons that I have taken an interest in this is, uh, years ago

[24:45] when my grandchildren started to attend the high school starting in grade seven,

[24:51] uh, I observed, uh, at the crossing school

[24:55] crossing, things that kind bothered me and I

[25:00] said to myself, sooner or later somebody's going to get hit.

[25:05] And as some of you already know, somebody did get hit.

[25:09] Uh I want to recognize the work

[25:13] to create the safety community zone, which I know took a lot of work.

[25:19] And I am also recognizing that I received an email from the town

[25:25] with regards to my concerns and some of the answers

[25:29] that I received and I will address them shortly thereafter.

[25:34] Uh I have sent you in my information a photo of the speed limit sign and solar

[25:40] flashing speed sign in the community safety zone of Bancroft Senior

[25:44] Elementary. Uh Bancroft Public School has a student

[25:49] population of approximately 110 students. North Hastings High School and

[25:55] North Hastings Secondary School have a current combined student

[25:58] population of approximately 900 students.

[26:03] York River Public School has a student population of 190.

[26:08] There are no flashing amber or digital speed lights at either school location

[26:14] in Bancroft. Reduced speeds and flashing amber lights

[26:19] are common in Ontario school zones. I recognize that one diamond shaped sign

[26:26] small LED lights was recently installed as an experiment.

[26:32] I did hear about this weeks before it was installed because I

[26:36] was making inquiries that I made. And uh

[26:40] to be quite honest, I was looking for a flashing amber sign

[26:45] or a speed sign, which there was none. And when I first came into town, my wife

[26:50] said, "Oh, look at the flashing sign." I did not see it.

[26:56] So, in order to make sure that I did see it, I drove around the block.

[27:02] And I thought, "Yeah, that's an improvement, but not what I was

[27:07] expecting." But when I went down to get the mail,

[27:11] came back up the hill on Station Street, I saw a new flashing amber sign

[27:17] saying, "Don't slow down and make a right-hand turn to stop the hill." That

[27:22] caught my eye immediately. So, anyway, uh the general manager's

[27:28] email with regards to Highway 28, it is an

[27:33] interconnecting highway under the Highway Traffic Act,

[27:37] all connecting link highways have a minimum speed of 50 km or higher,

[27:43] which is quite true, and I have heard this argument years ago about reducing

[27:48] the speed. But since

[27:52] it uh got me taking a closer look, I found

[27:57] that there is an amendment to the Highway Traffic Act, which is the Safe

[28:02] for School Zone uh Act, which was passed originally in

[28:07] 2017, Bill 65, which allows for towns to lower

[28:13] the speed limits below 50 km an hour, sorry,

[28:17] to 30 to 40 km an hour per hour in school zones within 200 safety zones,

[28:25] which includes interconnecting or linking highways.

[28:29] The specific section is number 128.

[28:35] I have also learned, in contact with the town of Shelburne, Ontario, that they

[28:40] successfully reduced the speed limit on its connecting link to 40 km per hour.

[28:47] They also reduced their speed limit in their town to 40 km an hour in their

[28:53] town. This was accomplished with an

[28:56] endorsement of the MTO in 2024 uh by the council's approval and I don't

[29:04] remember if you got a copy of that or not.

[29:09] » I believe it was in there in the page.

[29:12] » Okay, and I'm also looking at the possibility of changing the status of

[29:17] the school pedestrian crossing on Monk Street and Bridge Streets.

[29:22] Uh I think it should become

[29:26] more than what it is as a courtesy crossing

[29:29] because in my opinion in my opinion only

[29:35] courtesy is there for some others

[29:40] there's not much courtesy. Uh this crossing is not only used by

[29:47] pedestrians and school children but it's also

[29:53] used for people going to the Family Health Clinic, the North Hastings Manor,

[29:58] the Bancroft Hospital, and Vance Motors. The traffic lights

[30:04] are basically a fair way to wait at Shell

[30:08] Station and the other direction there's a courtesy crosswalk at post office

[30:14] and the traffic lights at Vance Motors. The school crossing at Bridge Street is

[30:21] mid-block. Under the guideline for a PXO from the

[30:26] Ontario Traffic Manual, which I received also

[30:30] uh

[30:33] data from the Bancroft manager

[30:38] that uh it's couldn't be done as it didn't meet

[30:42] the specifications.

[30:45] But I have also found there's a minimum pedestrian volume of 65 pedestrians

[30:51] over a 4-hour period or 100 pedestrians over an 8-hour period.

[30:56] I do not know whether this applies to 1 day, 1 week, several days,

[31:02] or the course of a month. But children under the age of 12 and

[31:07] seniors and people with disabilities are counted as two.

[31:12] And I believe this threshold could be met at the school crossing on Monk

[31:17] Street and Bridge Street for North Hastings High School and OLV.

[31:23] This school crossing is used by both residents and students within that area.

[31:29] And for example, if OLV takes two classes down to go

[31:36] downtown, and we see them every fall or we see them in spring, or go down for

[31:40] whatever reason, and we'll say they are 30 students

[31:45] and two assistants, two teachers,

[31:49] take 30 crossing the road once, crossing the road back, they're 60. Add the four

[31:56] adults, they're 68. There's the crossing.

[32:01] Which meets the current whichever it is in the

[32:05] Ontario Traffic Manual. Uh

[32:09] Further to this, uh I started this

[32:13] way back, I think in September. And I have been in touch with Mr.

[32:19] Freeze's office. And Mr. Freeze has asked me to send the

[32:24] information that I received from the town in the

[32:28] uh email

[32:30] along with what I have wrote. And

[32:34] they have reviewed it. And they understood that I was going to

[32:39] a presentation in May to the safety council of uh

[32:44] our uh group,

[32:46] which unfortunately was canceled. And

[32:50] what I got back from him, and I point this out to you, and I'm going to read

[32:55] it, uh

[32:57] because he did review the information. The first step to speed reduction in the

[33:02] school zone would be for the municipality to apply to the ministry

[33:07] staff for the reduction. Once the application is made,

[33:12] town and Bancroft staff would then reach out to our office to support the speed

[33:18] reduction proposal. I would say from that that

[33:23] if the town proceeded to do something, that they have

[33:29] the back of Mr. Brezay supporting it. And with that, I'll leave it to you.

[33:47] » Not exactly a question, but uh I'm all in favor of reducing the speed limit

[33:52] within town limits from 50 to 40.

[33:56] Um extensive studies have shown that even a

[34:00] 10 km/h change in

[34:04] dramatically reduces fatalities.

[34:08] » And if you would like to add anything on that, I have

[34:13] Uh I did I wasn't going to use this, but I will uh

[34:17] just say in the town of Shelburne, uh

[34:21] fatalities, this is uh prior to the reduction,

[34:25] fatalities and personal injury collisions in 2021, there were five.

[34:31] 2022, there were three, which is an improvement. 2023,

[34:35] there were eight and one fatality. This is before they they reduced their

[34:41] speed to 40 km/h.

[34:46] » I have one further comment. My my father was actually hit by a car

[34:51] in 1947 and he stayed up for pretty much three or four months while

[34:57] he was recovering. And uh that was right at the same time

[35:00] that my father was recovering.

[35:02] » Yes. And in our own town, we have the doctor's kid in BC.

[35:09] And actually ended up

[35:12] causing her to retire. And

[35:15] I mean the other person stayed in town. But she was hit in Toronto and

[35:24] I see her in physical therapy.

[35:29] weekly >> They are okay.

[35:32] » And some of you are probably wondering what

[35:34] this is. And one of the reasons that I finally got off my butt

[35:38] and did something about this was it was my granddaughter was hit. Now,

[35:44] my granddaughter was 16 and basically what happened was

[35:49] that she was home doing uh

[35:55] an online course and heading back to school

[36:00] and of course it is a courtesy crossing. Nobody had to stop.

[36:05] The gentleman coming out of town in the truck did stop.

[36:09] He waved her that it was okay, which she shouldn't have done.

[36:13] And she stepped off the curb thinking the lady, excuse me, I don't shouldn't

[36:18] say lady, the person was coming and she thought that she would

[36:24] stop. And she realized the last second

[36:29] that she wasn't going to stop. So, she turned and she got hit on the hip.

[36:34] Fortunately, she wasn't injured. She was Well, I

[36:37] don't want to say she wasn't injured. She was sore for a couple of days.

[36:42] Uh if that had been

[36:45] a student from Old Ottawa East, we'll say under the age of 12,

[36:50] and I you I do observe I'm in town every day going up and down.

[36:55] I said I I see how they bolt. If he'd been signaled by that person,

[37:00] they might have a

[37:02] 10-year-old or an 8-year-old, for whatever reason they would have been

[37:06] down there. If they had bolted out in front, they would have probably

[37:10] been badly injured or killed. And there's one other gentleman that

[37:15] uses that crosswalk. He has a little I call it a scooter.

[37:20] Uh he comes down there and he crosses there. If he had

[37:24] by the same token like that and then put that scooter up,

[37:28] he would have been badly injured. I think it's time that

[37:34] we lower the speed limit. And

[37:37] personally, uh if we look at the speed limit and the and the

[37:42] speeds that are taking place, people are driving too fast and following too

[37:46] close. I personally was rear-ended at the post

[37:52] office because I stopped at the crosswalk to let somebody cross.

[37:57] And the guy that hit me was, "Oh, I thought I was going to stop."

[38:00] People don't realize that you're traveling

[38:03] 90 km/h and somebody's tailgating you and you

[38:08] have to put on the brakes, the

[38:12] probability of an accident is pretty great.

[38:16] And 10 km reduction down from 50 to 40 would be

[38:22] wonderful. And traveling through town

[38:26] on most days, you might be lucky that you do 20 km an

[38:30] hour, especially through a tourist city. Uh tourist season starts now,

[38:37] May, not

[38:41] July. And that is when students

[38:45] are in school. And it ends in

[38:49] Oh, say Thanksgiving. So, there's probably a month and a half there

[38:53] for students, and traffic is heavy, very heavy.

[38:58] And I have observed, you know,

[39:02] I'm doing 50 coming into that zone, and somebody's pulling away from me, they're

[39:07] doing 60 or 70, and I know that I also have statistics

[39:12] from Shelburne on the number of violations of people

[39:17] uh over 40 km an hour. 74 km, 96 km an hour.

[39:24] That's pretty severe. And I see it

[39:27] down there. I personally

[39:30] would not want to stand out in front of them with a ping pong paddle with a stop

[39:34] sign. I'm sorry, I could I That's the reference that I used.

[39:39] Uh there are occasions where you can

[39:42] actually use a red light, believe it or not. I don't know if that was red light

[39:46] is still used. And from personal experience, and I'm

[39:50] talking when I was young, in the 1950s,

[39:55] I was a school patroller.

[40:00] Some of you may have been old enough to remember what a school patroller was. We

[40:03] had a little white thing on a stick.

[40:07] The road that we had to cross to go to school

[40:12] was an interconnected highway, of course, the Trans-Canada Highway,

[40:17] which was in Thunder Bay, Ontario. And what we had as school patrollers, we

[40:23] had a red light on that side of the road and a red light on this side of the

[40:28] road. And we pushed a button and we stopped the traffic.

[40:33] Two years that I was patroller, only one person ever went through that

[40:39] light. And it happened to be the day that the

[40:43] police were stopped down the road and they had them with a

[40:46] hand cuff line. So,

[40:51] that was much safer way of doing things and stand I wouldn't want to stand out

[40:55] there. I I would bend down there and watch.

[40:59] That's all right. And sometimes you just wonder if they're going to

[41:04] stop. Anyway,

[41:06] thank you. I leave it in your capable hands and I hope that you will do

[41:09] something to ensure the safety of the children.

[41:20] all that together. Um I am I was in a school zone once not paying attention. I

[41:25] was worried about getting to my son's track and field meet and I was driving

[41:31] over the 10 10 km over the school safety zone um

[41:35] when it's designated. And um I got pulled over and I remember thinking

[41:38] afterwards, you know something, he asked me where I was headed and I said I'm

[41:42] headed to watch my son play um or track and field and I was like I'm

[41:46] afraid I'm going to miss it. He said, "Well, you know what? You're going to

[41:48] miss it now cuz he said he pulled over you were speeding." And I got thinking

[41:52] afterwards, you know what? If that had been a child, yes, it could have very

[41:55] well hit them. Um so anyways, thank you for that and I

[41:58] do I think of off-season. So, when you're bumper-to-bumper in Bancroft and

[42:03] it's it's a full-on tourist season, things move a little slower, but

[42:08] off-season when there isn't the volume of traffic, that's when people are

[42:11] moving a little quicker. That's when, you know, you run the risk of hitting

[42:15] somebody's child, for sure. >> Yes and no. I don't

[42:17] » Oh, yes and no, for sure. >> Yes. Okay, I'm going to give you an

[42:20] example. Uh

[42:24] I I timed it from the uh school crossing

[42:28] to the corner at Station Street.

[42:33] The gain time is 10 to 12 seconds. Now, when you get to turn left to go

[42:42] down Station Street, you start losing time.

[42:46] And when you head down the hill, you start to gain time.

[42:50] In conclusion, what I found was by the time you're getting in between

[42:56] Bangs Motors and No Frills,

[43:02] uh you've lost a whole minute. So, you haven't gained any time by traveling 50

[43:07] 60 km/h. And

[43:10] some of those staff coming out of the school at times,

[43:14] I've seen people go by and they take off from the corner coming up and they feel

[43:18] like they're on their way out of town.

[43:22] And they're they are over the speed limit. It's not hard to tell.

[43:27] » For sure. No, and I'm and I'm fully in support of of lowering it to 40 km/h,

[46:30] » I want to thank you all for letting the invite to come before you today to talk

[46:35] about the County Peace. I want to thank you,

[46:38] Mr. Chairman, and council members. And I would I do want to thank the staff for

[46:44] all the efforts made on this this uh What I want to What I'm bringing forward

[46:49] today is an event that we would like to propose

[46:54] in in cooperation with a separate entity from the Peace Museum. That being an

[47:01] event and activity which at the Millennium Park,

[47:06] uh a walk from the park to the Peace Museum.

[47:10] But first I'm going to I want to say that

[47:14] I I've lived a charmed life myself.

[47:19] I've been away from Brantford quite a few years and happen to be back.

[47:24] While I was away, I spent a lot of time at the UN.

[47:28] Respected throughout my life by this organization through school and my

[47:33] family. Spent a lot of time there. Spent time with the World Federalist Movement.

[47:39] Was able to go and and study the masters in Rwanda and also

[47:46] truth and reconciliation in Brazil. Plus there's South Carolina

[47:52] and too to

[47:54] talk with the Christian and the members of the community church

[48:00] of which Dylan roof carried it the mass within the church

[48:05] itself. I've seen a lot of ugly in my lifetime.

[48:09] I've been brought up to stand up to ugly in my lifetime. My

[48:14] my family my social justice and understanding of

[48:18] good and and bad within society goes back to Vimy Ridge my family there and

[48:25] different nations. Uh bringing up being brought up in

[48:30] in a good family five farm families all in a row southern Ontario, but I did

[48:36] witness a lot of ugly non-peaceful events within households.

[48:42] Uh I was in

[48:45] in Arkansas in 1965. My grandfather took myself my brother to

[48:50] witness the Martin Luther King march that was for

[48:55] voters' rights. So I've seen a lot of ugly

[49:00] within and and this is part of my rationale

[49:04] personally and all of us. This is why I give so much effort

[49:08] almost daily to the Peace Museum. I know what the absence of peace looks like

[49:14] what within households and within society. So

[49:18] this event is is to to bring together individuals

[49:24] uh groups of within the community those that are working hard every day to work

[49:31] to build better society and better community and which offers peace within

[49:37] households and within communities. The event itself

[49:42] the logistics of the event officially starts at 2:00

[49:47] in Millennium Park and that being prior to community groups and or

[49:55] individuals going to set up tables offering

[49:59] information. There's going to be activity for the

[50:03] children and families including arts and crafts and clowning and face painting

[50:09] and different games offered within the park. At 2:00 the activities start.

[50:16] John Foreman and friends are are going to be since I sit right.

[50:22] I consider that planning park is safe. I like stopping and watching John as he's

[50:29] building it. So anyway, John Foreman and friends are going to be offering

[50:35] activity till 4:00 and there are two key two presenters. The first presenter is

[50:42] going to be Greg Zola from

[50:45] Manute. Greg was on the 1986 walk across America. He's been a

[50:53] uh community member of Manute for about 11 years I guess now. He's also a member

[50:59] of Veterans US Veterans at Peace. So he was he's going to be opening the

[51:05] ceremonies there lots of music and then we're going to

[51:09] have Shawn Sellers who recent graduate thesis on building better communities.

[51:17] She's also going to be a presenter. Then at 4:00 we're going to have the

[51:23] walk along the sidewalk and

[51:28] not all the way downtown but on Station Street here and across and then on down

[51:34] to the Peace Museum. Our Lake Snowbird parade marshals and several people to

[51:39] ensure that there is security that you know the kids don't run into traffic.

[51:45] Primary concern is security for us. At the museum, there's going to be a

[51:51] uh uh additional presentations of community

[51:55] groups uh uh tables set up, etc. Uh lots of fun and activities there, plus

[52:03] uh open mic and music on into the evening. The presenters at the uh Peace

[52:10] Museum will be uh uh Chris Houston, who's the director of

[52:14] the museum, and then other individuals, Lindsay Callus, who's 80s, and who is

[52:20] now moving to the area at the end of the school year, and currently she does uh

[52:26] peace studies and seminars with the Catholic School School Board. So, she's

[52:31] going to relocate here and work closely with us, and she's the newest member of

[52:35] the board, also. Uh so, that's an overview of the active

[52:40] the day of of activities, and uh and then if anyone has any questions, uh

[56:31] with a a grading firm up north here, just north of Bancroft here. And that

[56:35] fell through. So, we had to do a double take and and uh restart it

[56:39] again with with uh getting a a grader to do that.

[56:43] Uh car discussion grader doesn't matter. I think graders is no good. So, they

[56:47] the smaller one. All right. Anyway,

[1:03:59] of surveying our community broad and wide um for the following next two weeks

[1:04:03] around kind of a plan. Um the project was initiated to understand how

[1:04:08] municipally owned parks, recreation, and cultural spaces are used and to support

[1:04:13] future planning and investment decisions with that. As part of the work, survey a

[1:04:17] community survey has been launched to capture input from residents, seasonal

[1:04:21] residents, visitors, and basically anyone that might happen to see my QR

[1:04:25] code somewhere in this town or at a park or rec facility or on Facebook.

[1:04:29] Um the survey focused focused on usage patterns, participation, barriers, and

[1:04:35] priorities across all of our municipal spaces and services to gather collection

[1:04:39] tool um and not to vote on specific projects. Questions um also that have

[1:04:45] been included and this was in consultation with the rest of the staff

[1:04:47] team is why are you living here? What brings

[1:04:50] you to Bancroft? Um what kind of things do you participate in? What So, why are

[1:04:54] you here? Um use of the trails and natural areas and its timing and

[1:04:58] seasonality um and the types of use especially in

[1:05:01] our non-motorized and motorized kind of leads back to the trail conversation. Um

[1:05:05] we do have a vast trail system here in our communities.

[1:05:09] So, this approach kind of followed up with the some stakeholder of surveys as

[1:05:13] well that we had done. Um and I think after both local and destination based

[1:05:18] use. We're also launched at kind of at the beginning of the you know, shoulder

[1:05:22] season, summer season. We're not sure when our seasons change around here. Um

[1:05:27] so it's a coordinated promotion approach. Um

[1:05:30] digital at our beach. Some of you may have already seen it on social media. I

[1:05:33] hope and shared. I hope everyone's done it, and shared it, and got all your

[1:05:36] friends to do it. Um it has also been put up at all of our locations and

[1:05:40] facilities. Our parks and facilities team have put it up at all of our

[1:05:43] locations. So Eagles Nest, so we're hoping, you know, when people are there

[1:05:46] on the weekend they'll tell us why they're there, where they come from,

[1:05:49] that we can have this really valuable data. Um it's also very

[1:05:53] specific on especially our neighboring communities who may

[1:05:57] be out in our community. Um you know, from our seven townships around. We're

[1:06:00] asking very specifically. Um so we're also going to be, you know,

[1:06:05] this weekend at RiverFest we'll be, you know, having the QR codes and you know,

[1:06:08] those types of things. Any kind of place in the next couple of weeks where we can

[1:06:11] pop up and get the information. So hopefully that will close up June

[1:06:15] 15th. Um and then we'll I'll be back to

[1:06:18] present findings and those types of things and then we'll keep moving

[1:06:21] forward on this project. Any questions from anyone?

[1:06:52] that's collected. What's going to be really exciting is we're going to be

[1:06:55] able to analyze, you know, what does a family

[1:06:58] um with children under the age of five look like in our town versus what does a

[1:07:01] senior. We are also asking are you caring for elderly, caring for someone

[1:07:05] else within your home. I would capture all those things within the demographics

[1:07:09] and hopefully this information is going to be, you know, very data-rich for us.

[1:07:13] Um so, that's why the more data we can get the better.

[1:07:16] Um and also in comparing it to how others within the

[1:07:19] other 404 municipalities have done their plans as well. So, we will have a vast

[1:07:23] amount of data to utilize. Um and hopefully we want all this

[1:07:27] information that can help us with the decisions that we must make.

[1:10:07] accurately reflect the rising operational costs, long-term

[1:10:11] environmental liability, site maintenance, and cell closing costs

[1:10:15] capital reserve requirements. And whereas it is the financial

[1:10:19] responsibility of this council to ensure that our taxpayers are not subsidizing

[1:10:25] the waste management and disposal costs of a neighboring municipality to utilize

[1:10:29] our landfill. And whereas on a per dwelling basis, our taxpayers are

[1:10:34] currently paying a substantial amount more to have access to our landfill

[1:10:39] than our neighboring municipality paying to access.

[1:10:43] Now, therefore, be it resolved that staff be directed to draft and bring

[1:10:48] forward a more financially sound cost recovery model, an agreement or MOU for

[1:10:53] our neighboring municipality to utilize our municipal landfill, which shall

[1:10:57] include updating tipping fees, bin usage fees, administrative fees,

[1:11:01] transportation costs, labor costs, closing cost contributions, and capital

[1:11:06] reserve contributions. This needs to be finalized in a timely fashion as

[1:11:10] municipalities are potentially approaching the laying that period and

[1:11:14] the renewal period follows closely after.
