Welcome everyone to the regular meeting of the town council of the town of Bergel. To be out today, Wednesday,
[0:09]
make 14.1.5 at 7 p.m. in the Bergel town building, 105 hours full mage streets forward in the town of Bergel.
[0:16]
Members present all first item and agenda of the private allegiance.
[0:22]
I invite an agent to the flag of the United States of America and to the Republic for
[0:28]
which it says, one nation under God, an individual with liberty and justice for all.
[0:36]
And thank you most of you.
[0:39]
Number two, public comment.
[0:43]
Public comments, anybody?
[0:47]
If anybody for public comment, carry none, we'll bond to number three.
[0:58]
We'll need your full nature, need the address, please.
[1:05]
Can you see that again?
[1:08]
Could they make you open the mic?
[1:09]
but there are a lot of record.
[1:12]
Where's the law?
[1:13]
No big deal.
[1:16]
I'm retired at 300, would allow for length.
[1:20]
Well, thank you for this opportunity.
[1:22]
I said it's not my source to go around, so I'm going to be repeating myself.
[1:27]
Just before you get started, I'm missing a big part.
[1:30]
I started.
[1:30]
We have a lot of agenda tonight, including a discussion on a 6.2 million hour bond issue
[1:36]
that didn't go before I refer into for the town.
[1:39]
now they're probably a number of you here who want to talk on that item because of the interest
[1:42]
in items going before questions about what should go before the public or referendum. So I want to
[1:48]
give everyone an opportunity to speak on that issue tonight. So I'm limiting public comment to two
[1:53]
minutes per person this evening. And you go ahead and Mr. Vigiel start now. So first and foremost,
[2:00]
I'm concerned about the health risks associated with the term placement. It's not just about
[2:05]
you staff, as other toxins, also in other chemicals,
[2:09]
that are going to sink into the environment, as well.
[2:13]
But in addition to the toxins and the PFAS,
[2:15]
there's also other issues of health risks,
[2:17]
the Mercer and Burns respiratory issues,
[2:20]
anybody that's late to examine allergies?
[2:21]
You're going to post whether it is late next in the turf,
[2:24]
because they can't breathe at an incoming contact with it.
[2:27]
I mean, you may not be able to do this recently,
[2:30]
or not, but it doesn't mean it can't happen,
[2:33]
so it is a lot of ability.
[2:34]
we could pull around the student, we could put fences around holes to protect the citizens and the community,
[2:40]
why we're going to put a truck and not protect the citizens in the community.
[2:43]
It doesn't make sense.
[2:45]
Moving on to the other issue that the end is qualified immunity.
[2:50]
I don't think any of you are going to qualify for qualified immunity,
[2:54]
and the effect is in that the impact of this truck placement because we've been so vocal about the issue that the end.
[3:00]
So, not if you can say you didn't know, you didn't know there wasn't health risk, you didn't know that there was environmental issues.
[3:07]
You all been warned, I've said letters, I'm going to send new letters to many new comers as well as the planning board.
[3:14]
And I don't think that any tools and judge, in my opinion, of course, is going to find that you did your deal with it,
[3:22]
because I repeatedly requested you to seek out your own medical avenue and discuss their health
[3:28]
risk associated with the per-place bench. It isn't just about P-Bass. It's about community safety
[3:34]
and the safety of the residents and the children and the athletes that are playing on it,
[3:39]
as well as their family members. Because of this respiratory issues, when the debris comes up,
[3:44]
they're breathing it in. And you also people that you share your assets with
[3:50]
to have an area concerned, your spouse is partners, whatever because if any liability is to
[3:55]
come to you all, it's still no instead of them by default. So I strongly wouldn't target
[4:00]
any of you as well as anybody that you should assets with to reach out to your own council.
[4:05]
I wouldn't rely on the council for that. Thank you, Mr. Vicki. We're at two minutes.
[4:09]
Okay. Thank you.
[4:13]
Anyone else?
[4:27]
It's very straight.
[4:29]
I would just like to address a few things that you have put out on your timeline of your boy meetings.
[4:39]
Because that seems to be the thing that you want to have on.
[4:43]
Can there's a few questions I have here.
[4:45]
I know you only answered me, but I asked the town council president early on about a vote for this field.
[4:56]
If anyone voted on it, school in the United States, it was before the school committee for a while to pot it with that.
[5:03]
And I was told, no, it was never a question.
[5:06]
It was going to be an out of the sugar field of work, but it's going to be natural grass.
[5:11]
But yet over here, I'm going to have 40 meetings, it says right here.
[5:16]
In 2016, committee discusses their report in town council to include service,
[5:24]
pricing choices, pricing usage, and maintenance.
[5:27]
Again, in October 2019, committee discussion of drafting report opinions to include natural grass
[5:34]
for synthetic turf, which Mr. Clark's told me,
[5:38]
that there's never an option to be grass.
[5:41]
We've got to tell Council on November 13, again,
[5:47]
and it goes on and on.
[5:49]
Also, I'm not letting you know that early on,
[5:51]
I spoke at least three people who were on that,
[5:55]
they actually were committee, the people committee,
[5:58]
who told me they did not know who's out of the shelter.
[6:00]
That was the last man.
[6:02]
These were people who were on the committee.
[6:04]
And someone on the school committee, I also have spoke at length with the
[6:09]
ranked director who did not know that it was out of Schulturer, the person who
[6:14]
was going to take care of it. Also I mentioned this before that all three
[6:19]
locations were already out of the firm. And make no mistake about it. The reason
[6:25]
I think that circumvented is for that reason. That's why I didn't even appear on the
[6:31]
Take a mislead here at two minutes.
[6:38]
Anyone else?
[6:49]
Well, it's in three or three Jackson School House Road.
[6:52]
In regards to item 25, that's 162.
[6:55]
I just would like to have somebody tell me what the G border
[6:57]
with the consulting contract the PRC was.
[7:01]
And for items 25 and the 79,
[7:06]
I'd like to have an explanation with the resolution in our positions.
[7:09]
the second one, due legislation or the other actions is. And lastly, 25, 180, consider an act
[7:17]
and legislation, depending on whether around assembly or taking any other action.
[7:21]
There's a source for senators. Yeah, we did. We did a thought.
[7:23]
Yeah, Mr. Watson, what I would suggest then is if you're interested in
[7:28]
speaking on 25, 162, when we get to the consent agenda, I'll take that out of the consent agenda
[7:35]
and take it separately. And I'll give you an opportunity to talk on it.
[7:38]
I'll give the opportunity for the administration to respond at that point, but I'm not going to talk about it in public comment. And I would suggest that you stay for those other two agenda items and you'll be able to speak on those.
[7:58]
Anybody else for public comment.
[8:06]
He's a little bit, he's wall-make road. I'm sorry Michael, what was he last time again?
[8:09]
like the first afraid of any natives.
[8:15]
Like prisoner being a man,
[8:18]
the Mayor is at the serve of safety regarding
[8:20]
the parking lot, that's taking place
[8:22]
over on law and land.
[8:24]
It's a question though,
[8:28]
it's,
[8:28]
it has to be new residents on new owners
[8:32]
and current事.
[8:33]
But they just consistently park your three or four
[8:35]
vehicles on that road,
[8:37]
and there are a lot of reasons I followed
[8:38]
at the least before this they could be sent
[8:42]
I asked you, then, consider that in fact, in the air or so, when we get some sort of parking
[8:49]
restrictions to make that a safe, or in transit, and it is, it is probably not a risk to the
[8:56]
problem.
[8:56]
I'm not familiar with where that is, but we can't talk, and this is also public comment.
[9:02]
So what I want to say is we can't give you any feedback right now in public comment.
[9:06]
What I would suggest you do is, is reach out to the town manager and then he can take it up
[9:13]
directly with you and he'll, he'll assign the police to go take a look at it and see what the concerns are.
[9:19]
I've never heard of it. I've never heard of it.
[9:21]
Right, right. Right. Right. Right. Right.
[9:22]
The ideal thing I have to say is it's the would I would say I'll say it in place on the corner.
[9:29]
Um, Central and with that union.
[9:32]
The guys, you know, I was running the business here.
[9:33]
It's not again, there's no regulations against what he's doing.
[9:36]
But he's an perceived to concern, you see people cutting our lives.
[9:39]
I'm cutting all of my meat and all of people.
[9:41]
It's an endurance, it's a bit.
[9:44]
It's a bit.
[9:44]
It's a blessing. I'm not a seat. It's a fabulous way.
[9:46]
That would think it suggests, you know, please like we can't give any back and forth and I will comment but he'll be happy to take it up with you.
[9:55]
Thank you Mr. Fred.
[9:58]
Anybody else?
[9:59]
Yeah, I don't know if you say something.
[10:03]
Jean Alzard, 82 Kennedy Lane.
[10:06]
It was just brought to my attention
[10:08]
that you made a comment under my Facebook post.
[10:12]
Yeah, I'm going to, I'm going to start.
[10:13]
I'm going to start with this house.
[10:15]
Well, it's OK for you.
[10:17]
This house.
[10:17]
I'm going to start with this house.
[10:18]
Well, but it's this house.
[10:20]
There are other people.
[10:20]
This house, there are Facebook of the theater.
[10:22]
This house.
[10:23]
That's so bad.
[10:24]
This house is because I'm going to get you slander and puzzle.
[10:27]
I'm going to ask you to let me read your courtesy during public comment.
[10:32]
I'll speak it through in public comment, and this is a public comment session of the town council.
[10:37]
This isn't your Facebook page or a personal response that I've made.
[10:41]
All public comment in discussion comments, we're going to be on any matter or issue.
[10:47]
This is for everybody.
[10:48]
She'll be courteous in a language and department and she'll engage in a discussion or comment
[10:53]
personalities or indulge in derogatory remarks for insinuations, in respect to any member of the council or any member of the staff or the public, but she'll at all times
[11:04]
confine the remarks. So those facts that are germane and relevant as determined by the town council president to the question other matter under discussion. If if you would like the chat with me after the meeting as to those that's fine. This is not going to be the forum for it. Okay anybody else.
[11:22]
No, we're going to move on to put a lot of the downed verbal lady, gentlemen, Mr.
[11:30]
I'd like to give a shout out to the National Fire Department and all the key mutual
[11:36]
leave today to the brothers of the Sacred High Building.
[11:40]
These put out a serious fire there today and did a good job, they could have been a big
[11:45]
loss to the time at that building point for our line.
[11:51]
Here, here.
[11:54]
Anyone else?
[11:55]
Mr. Battle on. Thank you.
[11:57]
That's on the ball. Again.
[12:03]
We didn't think we'll still have to celebrate.
[12:05]
Thank you for that.
[12:06]
I was able to attend this past Monday.
[12:09]
It was a scholarship dinner for the Eboral Lions.
[12:13]
That serious.
[12:14]
It was very well attended.
[12:15]
Most of us there.
[12:16]
As I said, the scholarship that they offer.
[12:20]
These people do a lot.
[12:21]
You know, they don't do it for any money. They had a gentleman out there in the Hawaiian costume and it's quite warm and he was doing his techno dance and all these other things and
[12:31]
God bless all and probably I was delicious and I want to get to the specifics.
[12:38]
Also, there will be a lower-volt high-school soccer team for all the pizza and popcorn fundraiser at a two-finite hill road, the old laundry mat,
[12:49]
a plaza around the road, a non-trail popcorn would be that with six pizza and a certain portion of the foesies will be donated to the team
[13:00]
and there will be a
[13:01]
I'll say that the first and all of this universal is a church, a bar of go, the 17th from 8 to 2, but the proceeds going to the historic preservation.
[13:14]
Thank you anybody else.
[13:17]
I'll just have read comment then we are entering the graduation season and congratulations to all those that are going to hopefully have a memorable day.
[13:27]
And their families who have invested in getting to this point,
[13:31]
and I still remember my three graduations,
[13:34]
52 years ago, 48 years ago and 40 years ago.
[13:41]
Anyone else?
[13:43]
I read nothing.
[13:44]
We will bond a number four and sent a agenda to be considered an act and on.
[13:48]
I have noted that with the Council's permission,
[13:52]
we'll move 25-162 out to allow for public comment on that or public question.
[13:56]
And we've got an objection to that.
[14:00]
Okay, so with exception of 25162, please note that all items on the consent agenda, so
[14:06]
be acted on as one item and equivalent to taking a proposed action on each item individually.
[14:11]
The motion on the consent agenda has modified.
[14:15]
As a matter of five, by the second.
[14:17]
The motion made by Mr. Baton, second made it a by the vice president.
[14:20]
All those in favor, at this point, I'll grant 25162, which is received and filed the change
[15:00]
It's on it. Yes. Yes. As you know, we are involved in litigation and we're involved in administrative procedures and process that require some expertise to put out to the boards commissioners to the town council and to the public. This is the consulting company that provides those services for us. And this is the cost of doing this. Mr. Watson, do you want to come back up and ask any other questions?
[15:39]
It's just going to comment that it's curious that being a solving company that now is chosen to use, it's also doing a solving company that is related to the field turf, for the implementation of this proposed turf field.
[15:53]
I think that's a conflict of interest there.
[15:55]
I'm sorry you're saying that they're related.
[15:57]
Then the tier C is not connected with field turf in any way.
[16:00]
You don't really work for them.
[16:01]
They may, but they're not, they're not the same company.
[16:04]
They're independent companies.
[16:05]
So when you say connected or related, I find that odd.
[16:08]
Well, I think it's a conflict, I think that that's what the vans is not doing
[16:13]
work for you.
[16:14]
That's all.
[16:14]
Okay.
[16:15]
That's a great work for the ADA set of context.
[16:18]
That's incorrect.
[16:20]
There was a question as an answered way back when this first started about TRC's involvement
[16:24]
in this.
[16:25]
And the accusation was made from the public that they were involved with field turf,
[16:30]
specifically they were involved with a senior town that was involved with field
[16:35]
there. That's what it was. They weren't involved with field turf. They're not a client of
[16:39]
field turf to my knowledge. It's not a conflict of interest. Thank you, Mr Wood. Yes,
[16:43]
the lead at the end is one of the G. Well, the litigation is continuing. So the cost
[16:48]
amounting up because of litigation. The change order is basically to off-authorize additional
[16:54]
money should they be needed for their services. You're welcome. Okay. We're going to move on to
[17:03]
You don't need to, oh, yeah, so yeah, I'm sorry, good point, Mr. Anderson.
[17:08]
Except we moved the outside of the consent agenda. I wanted to take a motion to receive a
[17:11]
pilot change order dated April 25, 2025 to the consulting contract with TRC.
[17:18]
So move.
[17:19]
I'll second.
[17:20]
Motion made by Mr. Battle on second by Ms. Brown, all those in favor.
[17:23]
Aye.
[17:24]
Thank you all.
[17:27]
Number five, special business to be considered and acted on 25-165.
[17:31]
consider an application for special event entertainment license from Burville redevelopment agency
[17:37]
for their foundation, Squarespring, Splash event on May 31st, 2025 with the rain date of June
[17:44]
1st, 2025 along with a portion of Pasco Main Street Interquest to relieve the $5 licensing
[17:51]
fee for taking any other actions there on. Bush will approve as long as all stipulations have been met
[17:57]
and to weave the $5 or less to see that we've motion made by Mr. Battle on,
[18:03]
seconded by the, by Mr. Bull, all those in favor, I wish them well.
[18:07]
This is a great event. It's been wildly successful in spurs two years, and we're looking forward
[18:14]
to continued activity from the redevelopment agency with us event going forward.
[18:20]
We wish them well, and we hope they get a great weather day. 25-166,
[18:25]
application from John J. B. been doing business as spring lake and arcade for an annual arcade
[18:30]
license to apply at 52 old hillside drive, Burville, Assessage, Matt, 093, lot 041,
[18:39]
who has all
[18:40]
stipulation seven.
[18:42]
Second.
[18:43]
We have a motion made by Mr. Bannon and second. If I missed a whole all those in favor, but
[18:48]
I want to number six, petitions to be considered and acted on for you to number seven,
[18:54]
on business business, we consider that acted on, we have none, number eight, public hearings,
[19:03]
25-167 application for a transfer of retail class BV liquor license from Uncle Ronnie's
[19:10]
fine catering, doing business as Uncle Ronnie's red tavern to car operations, doing business as
[19:16]
Uncle Ronnie's tavern, a new bittling license and entertainment license and an application to sell
[19:22]
average is on the deck for patio to apply at 2692 Victory Highway Burdals, Burdals,
[19:28]
SESA's map, 114, Block 051.
[19:32]
No, notice the public hearing was advertised in the legal section, but the one soccer
[19:36]
call on May 4th, 7th and 14th, 20 25th.
[19:43]
And first item on the agenda is comments from the applicant.
[19:49]
What do we have?
[19:50]
Our operations here.
[20:01]
What evening?
[20:02]
You're right.
[20:05]
We just get a name and add just to for the record.
[20:08]
Please give me a high 330 Marine circle.
[20:10]
Maple vote.
[20:12]
Oh, it's week.
[20:12]
Thank you any. I also had a plot there for the outside signed off by the building as far to end the fire.
[20:20]
Marie.
[20:21]
Marshall, if you guys want that.
[20:26]
Okay, I'm sorry.
[20:28]
I thought I was going to.
[20:29]
Yeah, you know, we need to talk to the border.
[20:32]
Okay.
[20:34]
I'm just looking for something fun outside to do mostly for kids, adults, everything I'm not trying to.
[20:40]
and also I was interested if they could have a acoustic outside.
[20:46]
Excuse me, right, our toolman outside.
[20:48]
No, I'm just a team and outside.
[20:50]
I don't like the pool table. No, I'll speak because they're just a couple of things.
[20:54]
I think it's a hard. I just want to suggest a piece of the thing that's
[20:58]
hardly one to week for the outside where the area is.
[21:02]
There's no expanding that area outside.
[21:06]
Yeah, so at Rath area, we're going to fence in the Graff area.
[21:10]
Okay. And put some giant Django, some connect, like the huge connect for
[21:17]
Ringtoss, like stuff for kids in and out.
[21:19]
Is it anywhere near the parking area?
[21:22]
It's, it's the field right there, but there's going to,
[21:24]
You may be requested to put barriers to prevent the connection
[21:27]
running into it.
[21:28]
So I just hope to the building inspector, and he said,
[21:30]
as long as I have the barrier in the parking is,
[21:32]
and then the fence around the whole area.
[21:34]
That's the point.
[21:35]
The big rocks, as long as the safety is,
[21:37]
That's great.
[21:39]
Are you keeping the menu the same?
[21:42]
Yes.
[21:43]
Excellent.
[21:45]
Okay.
[21:46]
Any other questions for the applicant?
[21:49]
So is there any way I can get any kind of just guitar without speakers outside?
[21:54]
That's enough to be in entertainment.
[21:56]
Right.
[21:57]
Well, she's applying for anybody's license.
[21:59]
But there's not supposed to be an appointment outside.
[22:03]
So you'd have to take that up with clerk.
[22:05]
It's probably a little bit of a separate application or if there's anything that you need to take up.
[22:13]
I guess we'll get looked into it.
[22:17]
I don't know.
[22:19]
You're not going to look at it.
[22:20]
You're not going to look at it.
[22:21]
You're not going to look at it.
[22:22]
You're not going to look at it.
[22:25]
I would say, you know, with that contact, a clerk's office contact,
[22:30]
a town manager's office, and we can see.
[22:32]
I mean, I'm not sure exactly what the restrictions are and that zoning there for outside.
[22:37]
It's not part of what we're doing.
[22:41]
So we're not able to entertain that at this.
[22:43]
We're right now looking at transferring your liquor license and the
[22:47]
Victuring license and its payment license has it.
[22:49]
It's contained within the building.
[22:52]
So, and you're looking for outdoor beverages as well in deck and patio.
[22:55]
That's we can entertain tonight.
[22:56]
Okay.
[22:56]
And then outdoor deck like the outside was what was what I was like what I was applying for like that outfield.
[23:06]
Because they already have an outdoor deck in patio.
[23:08]
Correct.
[23:08]
But then that's part of the license, which has to be renewed with the license.
[23:11]
Yeah.
[23:12]
So I find another application for the field.
[23:15]
No, in my view, in my room, breakfast and lunch and I can't.
[23:18]
I've never been requested to look at the possibility of outdoor entertainment.
[23:22]
So there's something we'll have to decide.
[23:23]
We'll go. The business next door already has outdoor entertainment. What's the business which
[23:30]
still have all the profits?
[23:32]
Marvel time or old diner?
[23:34]
Right there. So they make a lot of competition with music outside.
[23:38]
That was just trying to do something so hard.
[23:39]
Not like crazy.
[23:41]
What's that?
[23:43]
Okay. See, that's what's like, like,
[23:45]
really unarmed their roles.
[23:48]
I would, you know, at this point in here, we're going to be able to take up
[23:52]
What for us as far as that part of it goes.
[23:55]
That's going to be a separate discussion.
[23:57]
I would caution you to
[23:59]
and use a count there until you get permission for it
[24:02]
or you go through the application process for it.
[24:05]
What we're here to consider is
[24:08]
you are picturing entertainment license
[24:10]
as it pertains to the building as well
[24:13]
as your ability to sell beverages on the deck and patio.
[24:16]
So that's what we're going to take up this evening.
[24:19]
live in a license for the field.
[24:21]
Yeah, we do.
[24:22]
That's what I have.
[24:24]
We have the next year.
[24:25]
We don't have the things.
[24:27]
So that's me.
[24:28]
That's it.
[24:29]
It was a separate thing that I paid for it.
[24:31]
And they said they wanted it in the paper as well.
[24:34]
You.
[24:35]
It was supposed to be separate two separate things.
[24:37]
This is the first time we've seen this.
[24:40]
So that's actually put off.
[24:43]
You know, but you'll, you'll probably be granted.
[24:46]
the U.S. is in exceptions here, we're playing, which they will, but so the basis of the
[24:52]
license would be transferred after the closing.
[24:56]
Okay.
[24:56]
Do you have a close and a property yet?
[24:58]
No.
[24:58]
We're closing in.
[24:59]
Okay.
[25:00]
Now, if you'll have time to.
[25:01]
If this is something you're interested in, you're going to have to take it up again with the
[25:05]
administration probably work with the building official as well.
[25:09]
Let's look at what the ordinances are for that particular area.
[25:12]
But you're going to be able to get permission here to transfer your licenses.
[25:15]
is to operate the restaurant sell your beverages on the deck and things like that.
[25:19]
Okay, because when I find the other application, they told me I had to get it signed off by the
[25:24]
Billion Inspector for the plot plan and I did in the fire Marshall because that was what I
[25:28]
filled out the other application for. So, and they put it in the paper and charged me for the
[25:33]
the paper as well for this.
[25:39]
I don't know if you're asking to tell me or two.
[25:43]
It's not like I filed a separate application for the field, like that was supposed to be heard today.
[25:52]
I don't see you.
[25:53]
I don't know.
[25:57]
Yeah.
[25:58]
We're going to be able to authorize you to operate once the transfer of the business takes place.
[26:03]
So I have to do this all over again.
[26:04]
We'll do this a little bit.
[26:05]
Well, let's let us invest a little bit more because apparently you're under the assumption
[26:10]
That there's something else is part of this application that we don't see here, so let us take care of your ability to operate your main business
[26:17]
Okay, and you know the the kids stuff and whatever you're going to do in that field just, you know
[26:23]
Okay, because I fill up two separate applications and pay two different fees
[26:26]
I understand that
[26:28]
That that decar patio still ties to the outside decar patio
[26:32]
Yeah, but it was also it still will include the field
[26:36]
Yeah, that's what you wrote in there.
[26:39]
Yeah, that's what you wrote in there.
[26:40]
Yeah, that's what you were asking.
[26:43]
Yeah, that wasn't sure of what you were asking something.
[26:45]
Yeah, that's what you were asking.
[26:46]
It's a separate patio privilege.
[26:50]
It's my assumption was, and then perhaps I'm long as this was to apply
[26:54]
to the death and patio that I'm familiar with,
[26:57]
add all the lines.
[26:59]
I don't see.
[27:00]
It's in the,
[27:02]
what pages this,
[27:04]
at the end mentioned, spent things,
[27:07]
spotlights, anything.
[27:09]
Well, dispensing, you've already
[27:10]
done the same thing about it.
[27:12]
Yeah, it'd be older guitarist,
[27:14]
it doesn't really have been fortunately.
[27:16]
I see the fencing, that's how it works.
[27:18]
Like, like, plantings, one bartender,
[27:20]
and a few waitresses, which, again,
[27:22]
I'm presuming that this was part of the outdoor deck application.
[27:26]
So our apologies if there's been any confusion caused.
[27:28]
I don't think it's insurmountable, but again,
[27:31]
we're not going to be able to authorize you
[27:33]
do anything on that brass area just yet.
[27:35]
Okay, so I have to continue.
[27:36]
Well, I wouldn't say contact a clerk on tomorrow morning.
[27:41]
And we can sort of deal with this in a little bit more detail
[27:43]
with you then.
[27:45]
But again, we're going to vote on tonight,
[27:47]
where I know through the public airing on is your regular business,
[27:50]
the entertainment that's contained within there.
[27:53]
Karaoke, whatever it is that you're going to do inside the place
[27:56]
and you're a door deaf and patio and you're
[27:59]
fixing license and so forth.
[28:00]
Okay, because that would have included with the liquor license and the living license is in here as well.
[28:06]
Yeah, now we've been in that for an application look for the deck and patio because that's included in my liquor license.
[28:11]
No, not automatically.
[28:12]
No, we have a deck and patio for the job location.
[28:15]
That is.
[28:16]
Oh, and I would miss Anderson.
[28:18]
Okay.
[28:19]
Again, if there's any confusion, we apologize.
[28:22]
Not, you know, meant because your confusion were happy that Ronnie stole the place.
[28:26]
So it would happen it's going to, but looks to be a good, a good, a good, a good, a
[28:29]
older so again we're going to give you permission to operate a business until you clarify
[28:35]
a lot on the grass area.
[28:38]
Go lay in each post there.
[28:40]
The handwritten annual taxes as a representative.
[28:43]
President, President, they're going to call you.
[28:44]
It does require a higher, higher act of liquor licensing for the Blacks and State.
[28:49]
Which step one is you're getting that tonight.
[28:52]
You can't really fill that out because you don't have an active license yet.
[28:57]
Okay, so when I had a two-part process, you hit the basic one and then you can apply
[29:03]
for this end-of-the-combatual privilege because you do have to put your active in it.
[29:07]
You can go back to your position.
[29:08]
Yeah, she can apply for it at the same time.
[29:10]
Okay, because when I had Paul and I had explained what I was trying to do,
[29:14]
so I guess I got confused.
[29:16]
But so when I felt the application, they had told me to fill out that application.
[29:19]
And so just so I can get it all done at the same time.
[29:22]
So I was trying to do a grand opening outside.
[29:26]
Well, we have nothing we can't to help you move along.
[29:28]
So you have two weeks to get it started off.
[29:31]
When did you put a grand opening plan?
[29:33]
So right when we signed, we were going to do like that weekend for the grand opening.
[29:37]
And was supposed to sign May 28th.
[29:40]
Well, we have that in May 28th.
[29:42]
Well, we have a meeting May 28th.
[29:45]
OK, any other confusion we can cross the applicant here?
[29:50]
Thank you, Amy very much.
[29:53]
Thank you.
[29:54]
Good evening.
[29:56]
Comments.
[29:57]
Recommendations by the administration.
[30:00]
We have any proponents here.
[30:10]
We're on part full, we're on nine days in the world, we're on six to four days in the world, around two, so I have bought them.
[30:17]
I just think everything should go through.
[30:21]
And secondly, I mean, I'll be honest with you, if I was starting to business,
[30:27]
like there should be, like, crowd population, right, and noise ordinance. Like, why would I have to get an upside?
[30:33]
If I have speakers that I have acoustic guitar, I don't care which one it is. It's the same noise. I live next door.
[30:40]
My recommendation to town council is making easier to business and just have, hey, you have, this is how many people you have here.
[30:46]
And here's the noise levels that are acceptable. You don't have to apply for outdoor acoustic guitar people.
[30:53]
It gives speakers if you have so many of the guitar, as long as below a certain level. My own two cents just as I think the town should make it easier to business.
[31:01]
It's not more confusing part of it, so, but I think fair enough, so please let it happen.
[31:08]
Thank you, Mr. Palmer. We're all. We've had any other proponents.
[31:13]
Maybe also in favour of.
[31:14]
I'm just in that.
[31:16]
Yes, you do. Yes.
[31:18]
One of your actual need, please.
[31:24]
Melissa, no, Vicki.
[31:25]
Thank you, Melissa.
[31:26]
We're pulling.
[31:27]
You're probably wondering if I'll come and ask you that, right?
[31:29]
Yes.
[31:29]
Probably.
[31:34]
I really wanted, I didn't even know this was going to go on tonight, but I'm afraid of this proposal for the acoustic plane, and I think it's great for the community, and I hope you're all prove it.
[31:46]
Whatever the ordinance is, hopefully we can override them and let it happen.
[31:51]
Thank you Mr. Vicky.
[31:52]
It's rich.
[31:54]
Any other proponents?
[31:58]
Here I now move into opponents.
[32:01]
The opponents here.
[32:05]
Every now and all move on to E in a Teton emotion to close the public hearing.
[32:09]
The motion they by the vice president, second, my Mr. Anderson, all those in favor.
[32:13]
I have not.
[32:14]
Have Tom council deliberation.
[32:15]
Anybody?
[32:17]
The floor?
[32:18]
Yeah.
[32:19]
The floor.
[32:20]
The floor.
[32:20]
It's happening.
[32:22]
On Koran.
[32:22]
and congratulations with your future retirement.
[32:26]
I think that's all and also good to thank you.
[32:30]
Well, there it is.
[32:34]
We're going to move on to G, and I'm going to consider a motion to grant a retail class
[32:40]
BB liquorolation stock, our operations, doing business as Polka Ronnie's TAPRAN, hand permission
[32:47]
to sell beverages on a decropatio to apply a 29692 victory.
[32:51]
high we verbal assessors map 114 lines 0.5. One. And act on a motion to grant a
[32:58]
ficturing license and new entertainment license to knock operations doing business
[33:01]
on Corrini's tavern to apply at 2692 victory highway. Burble assessors map 114
[33:08]
lot 0.5 billion. Motion to approve both as long as all stipulations have been met.
[33:14]
Second, motion by Mr. Battle on and second by Mr. Hull to approve both provided
[33:18]
that all stipulations have met, all those in favor.
[33:22]
We have a motion to adjourn this public hearing.
[33:26]
Second, second by the vice president, all those in favor.
[33:30]
Thank you.
[33:31]
All in 25 dashed, we've gradulations again to both of you.
[33:35]
Thank you.
[33:36]
25 dashed, 1-6A, proposed amendments to the revisional ordinances of the
[33:48]
26, dash 32, no parking schedule of streets, no, notice of the public hearing was advertising
[33:58]
the one socket call on May 7, 2025.
[34:02]
Hey, comments and recommendations from the coordinates of some committee.
[34:05]
Mr. Vice President.
[34:07]
Thank you.
[34:08]
Mr. President.
[34:10]
We met.
[34:11]
We met.
[34:12]
on this issue would be sheet police and we had input from the local fire
[34:19]
department. The fire department had a problem with turning radius due to
[34:23]
the parking which took view of side entrance to the upper area of the
[34:29]
nursing home. The also we had input indirectly from the neighborhood with
[34:36]
the parking restrictions, the viewpoints were poor and it seems many of the
[34:41]
employees, we're using Rock Avenue to property of vehicles, so lengthy times, so we looked
[34:48]
at options, whether we posted for hours, and we decided to post it, no parking on one
[34:55]
side. And we discussed the distance. So we all came up with the consensus, we reflected
[35:03]
in what we would recommend, and I'd like to say Dave, who will bring the situation our attention.
[35:08]
So number of up committees. Thank you. Thank you Mr. Vice President. Thank you Mr. Hool.
[35:14]
Be comments input recommendations by the administration solicitor of the manager.
[35:20]
As you recall, the police department, an issue there with this in the past, but both the police department and the fire department are now in the same page. We recommend.
[35:32]
I'm sorry. Was that last part? We recommend approval. Okay. Thank you.
[35:37]
Okay, you know, persons who wish to address the council, she'll state their names and addresses. Do we have any proponents here. We have any opponents.
[35:50]
Hearing none, I'll obtain a motion to close the public hearing.
[35:53]
Second, which may by Mr. Battle on, second by Vice President, all of the favor.
[35:58]
I talk out the deliberation for F anybody.
[36:01]
We'd beat this up pretty much like they got in the way together and everybody's on the same page.
[36:07]
You know, maybe it would very happen.
[36:10]
So is that kind of basically like from the side entrance up around lock-up to the back entrance?
[36:16]
No, it just hit 600 feet, so that's quite a, it's from the on the stop sign on lock-up to the past.
[36:24]
The third half on the same side.
[36:26]
Okay.
[36:27]
It's just the overall excitement, right?
[36:29]
Yes.
[36:29]
That's just the one side of the work.
[36:31]
Is that the employees or a visit is we're even blocking.
[36:36]
Red house arrived.
[36:37]
Yeah, there was no.
[36:38]
There was a lot.
[36:39]
Well, I mean, you could take that left easily.
[36:41]
But there was a lot of car there and a crosser from 21, 23 trucks.
[36:46]
And they would walk in there over there.
[36:48]
The guy chief has said, if he had to get his engine or
[36:51]
a lot of truck in there, it would be extremely difficult.
[36:58]
Anybody else?
[37:00]
I'm hearing none, I'll let's take a motion to adopt amendments that are revised
[37:04]
general holdances of the town of Burville, R.I., 2004, has amended to add a portion
[37:08]
of rock ad to section 26-32, no parking schedule streets.
[37:15]
I'll make a motion to add that section of no parking.
[37:19]
I'll make a motion to add a second by the vice president, all those in favor.
[37:22]
I tend motion to adjourn the public hearing.
[37:27]
So, motion by the vice president, second by this, the battle on all those in favor.
[37:32]
Number nine, new business to be considered enacted on 25-169.
[37:38]
Consider an act on a recommendation from Jeff McCormick, director of public works and engineering services to award a bit for demolition of 21-23 rock F.
[37:47]
uh... bid number twenty five dash
[37:50]
zero zero six but take any other action there on
[37:53]
i am going to refuse by self
[37:56]
on this discussion mister who was refusing to sell mister who all could you
[37:59]
want to just
[38:00]
that's the bill over there i'll text you i would down with this item
[38:08]
you
[38:08]
okay
[38:10]
mister what you've been on this
[38:12]
no this has been taken up by the town council in the past having to do with the
[38:16]
hazard to public safety. It's been long standing up there. There was a personal living
[38:23]
manner and it wasn't responding to any of our researchers to correct the problem.
[38:29]
I don't think that's a good action to basically raise the building. The cost will be put on the
[38:37]
on the title, the Elaine and the property of the cleaned up. Thank you, Mr Wood. Any questions for
[38:44]
administration from Council.
[38:47]
I'm going to make a right for motion.
[38:49]
I'll hear your motion, Mr. Anderson.
[38:51]
Good motion.
[38:52]
We award a bid 25,0006.
[38:55]
The demolition of 21-23 Rock Avenue to the lowest bidder.
[38:59]
A rating in the fastest statement company.
[39:03]
Chances in Rhode Island.
[39:05]
The bid price of 28,120 dollars.
[39:08]
The funds to be taken from the underserved fund designated fund balance and general fund.
[39:13]
number zero one zero zero no pursuing to section three point one toward Jay of the verbal
[39:20]
town charter you appropriation money from the underserved un-designated fund balance of the general
[39:26]
fund shall read where the affirmative vote of six members of the town felt.
[39:33]
Thank you Mr. Anderson do have a second to that motion. The second by the vice president
[39:37]
fall those in favor. I do I've any opposed that that show it's a six zero vote and I will let us get we'll come back in.
[39:47]
Thank you. Okay, we're going to move on to 25 dash 170.
[39:54]
Consider an act on funding options for the necessity of school construction projects or take any other action there on.
[40:02]
And what do you want to stop this all?
[40:06]
Yes.
[40:06]
This is a bond issue that the town council at the request of the school committee has basically
[40:13]
agreed to flow going forward.
[40:16]
If you recall, we were going to try to do this year, this calendar, fiscal year and because
[40:23]
of the budget area problems we are facing, we've decided to sort of bifurcate to projects and
[40:30]
do the most important ones sooner rather than later, float the barn later, and then repay the
[40:36]
town for putting the money up in order to do the projects that need prioritization.
[40:42]
This particular project is the Kelli Handroof, and this is the reason we weren't able to deal with
[40:47]
the last time you had a meeting, close with the beers weren't taken at the time. Now it ends and
[40:52]
we know the cost. So in order to do that project, we're recommending that you allow us to borrow money
[40:59]
on a short-term basis and currently cost and the interest in a later date, once the
[41:04]
project is done, we'll roll this into the bond issue later on, basically cover that note
[41:10]
with the bond issue.
[41:14]
There's many questions for the administration,
[41:18]
comments, anybody, we haven't gone over this
[41:20]
a few times.
[41:20]
What does the comment bring about isn't fully within the inside of the locker room here?
[41:26]
This basically allows us to not incur additional debt service for another year when we do the bonding, but basically doing this one year.
[41:39]
So I think it's the first thing to do here is all the issues that we're dealing with.
[41:46]
but it's
[41:50]
hearing none. I will entertain a motion that we approve a no payable for an amount
[42:00]
not to exceed $2,400,000 with principle payment to be taken from a future bond issuance and
[42:07]
project expenses bond issuance costs and interest payments from funds taken from the unreserved
[42:14]
un-designated fund balance of the general fund number zero one zero zero no pursuant to
[42:21]
section three point one four j of the rural town chart of the population of money from the
[42:26]
unreserved un-designated fund balance of the general fund shall require the affirmative vote
[42:31]
of six members of the town council. The motion made by Mr. Henderson seconded by Mr. Bull
[42:39]
All those in favor, I do I've any opposed.
[42:43]
That's seven.
[42:46]
Okay.
[42:47]
Thank you.
[42:49]
Hopefully get the holes patched.
[42:51]
Cali.
[42:54]
Okay.
[42:57]
We're going to move on to 25-171.
[43:00]
Consider an academic question.
[43:02]
It's at the portion of the property at zero.
[43:04]
to be come part of Gaza road, to be come part of Gaza road or to any other action they're on.
[43:15]
one, one, two, one, two, uh, except the portion of excessive, excessive nap 250, lots of
[43:23]
those are up to. I've become a part of gas erode, it's shown in the teeth, we narrowed
[43:27]
the answer to the improvement company to a high level recorded in rural land evidence for 1360,
[43:33]
H-157, noting that this is a grand poll of 1,880 tax court motion. Second, the second. But before
[43:43]
at the end of. Mike, did we have any idea how this happened that you guys, it wasn't included there?
[43:48]
I did not. Yeah. Okay. Something back in antiquity's time. Okay.
[43:52]
No, the road over the problem. Yeah.
[43:54]
I see the thing about that.
[43:57]
Okay.
[43:57]
The road even three days.
[44:00]
Yeah.
[44:00]
I went to motion in a second. All those in favor.
[44:04]
Okay.
[44:06]
We're on the 25-172.
[44:09]
to consider an act on adopting a resolution, approving an application and grant agreement for
[44:13]
these in the water system project or take any other action they're on.
[44:19]
Mr. Wood, you want to give the $30,000 for you on this one?
[44:23]
Yes, as the council recalls a couple of years ago, basically put a study out for water and
[44:32]
or a nation-dollar area.
[44:35]
And partly, if this year was evident to do a needs to go ahead
[44:37]
to do with businesses and other,
[44:40]
other, as a result of the work we've done,
[44:43]
and as resulted in finding some contamination in the area
[44:47]
that needs to be addressed.
[44:49]
And so, as you've seen some of my public postings on this,
[44:55]
which come up with a plan, a bigger plan for nation bill
[44:57]
that is, in essence, a 25,000.
[45:00]
A grant in order to start the process to find a water and to develop a water distribution system for the nascent
[45:07]
bill area. This is required in order to get the grant, which the infrastructure bank is clicking
[45:13]
up next Monday. I think it is. So if you don't pass this, they won't take it up and we won't get the money
[45:19]
on Monday. Any questions? We've all been talking about nascent bill. We're quite some
[45:26]
I'm going to have Kevin or anybody to go to questions on it.
[45:29]
I mean, this will be integral to anything we're going to do down there.
[45:32]
Then this is the show actual for those of you who are wondering what's
[45:34]
talking about.
[45:35]
There is a redevelopment district that we set up down there.
[45:38]
If we are going to do anything with Nathanville along the lines of what's been done in
[45:44]
Pasco and Harrisville, getting the infrastructure set up is critical.
[45:50]
And it's not something that the town can fund on its own, it's going to be incumbent upon
[45:55]
us to seek federal money, state money, a combination, they are of, this is the start of that process
[46:02]
to seek some of that money.
[46:04]
I think I'm also going to approve Resolution 2550 and that's for that.
[46:09]
The motion made by Mr. Anderson, second by Mr. Hull to adopt Resolution 2515 as presented
[46:14]
all those in favor of I, and you're opposed, okay, legislation, 25-173, consider an act
[46:25]
resolution declaring the town of Barrican and Sanctuary Town for transgender people and all members of the
[46:30]
LG BTQ IA25 plus community S S I'm sorry S in their allies or taking an action there
[46:45]
on
[46:46]
House Pacific and we should just be the motion to receive the five permission to hold away the second from the vice president
[46:52]
All is in favour?
[46:55]
I'm 25-174, consider an act on a resolution from the town of Hopkinson, closing Senate.
[47:02]
They'll 20-15-S, 0-851, act which would prohibit municipalities from regulating regulation,
[47:11]
regarding renting residential units for tourists or transient use or take any other action there on.
[47:20]
And you're going to have a pause on this.
[47:22]
Well, it's not a bigger issue for them down there than this, but it's back.
[47:28]
I mean, it is the statewide issue, so the the whole approach is we should either support or oppose it.
[47:38]
I don't think it's a big deal for Merrill, but I'm very from supporting applicants and is trying to do.
[47:45]
No, do I.
[47:47]
Big emotion support.
[47:48]
We have a motion to support, made by the Vice President to wave a second. Second, second from Mr.
[47:54]
Battle on all those in favor, aye, any opposed?
[48:00]
Move on to 25-175, consider an act on a resolution from the town of Barrington, supporting the 2025 Composting
[48:10]
and Organic Waste timersion Act, or take any other action there on.
[48:18]
motion or freedom file. I mean, I have a motion to receive and file made by Mr. Baton
[48:25]
seconded by Mr. McDaniel. I mean, I love composing. I do compose myself. I'm not sure what
[48:33]
this has to do with state law. So, motion and the second, all those in favor and by by can you pose?
[48:40]
Okay. 25-176. Consider an act on a resolution from
[48:48]
the town of Hockington, opposing House Bill 2025-H5887 relative to change in the name of
[48:56]
Figley Day to peace and remembrance day by taking another action there on.
[49:01]
I'm going to make a motion to support, not confines, opposition, okay, we have a discussion.
[49:08]
You're the same.
[49:09]
And I do.
[49:09]
I thought I was making, well, I was going to make a, okay, okay, we have a motion in a second
[49:15]
I know for the discussion, to support,
[49:19]
popping and imposing this bill,
[49:21]
all those in favor, I, and the opposed,
[49:26]
no, 25-177, consider an act on a resolution
[49:29]
from the town of New Shore AM.
[49:32]
Opposing a statewide non-Ona-occupied property tax
[49:36]
or take any of the action they're on,
[49:38]
most of the board.
[49:40]
Yeah, what's it?
[49:41]
Okay,
[49:46]
we have a motion to support, made by Mr. Badlem,
[49:49]
segment Mr. Rick Daniel, all those in favor.
[49:53]
Okay.
[49:58]
Okay.
[50:00]
Okay.
[50:00]
25-178.
[50:03]
Consider an act in a resolution from Northman,
[50:05]
if you'll school committee relative to pupil transportation legislation
[50:07]
legislation for taste, any other action they're on.
[50:11]
Which is, you know, this is like school committee resolution,
[50:14]
and tend to let our school committee deal with school and they did last night and they supported it.
[50:22]
And do you think we need to do anything?
[50:27]
Do they listen to us in provenance?
[50:31]
Your call.
[50:32]
I'll make a motion that would support it.
[50:35]
We have a motion to support made by Mr. Hull's second and by the vice president.
[50:39]
All those in favor, I 25-179, consider an act on adopting a resolution in opposition to specific land use regulations for taking action in their run, was this someone?
[50:56]
Mr. Watson, did you want to talk on this one?
[50:58]
Yes.
[50:58]
Come on up.
[51:01]
It was this one of the next one are both of them, both.
[51:04]
So you can.
[51:05]
You know,
[51:11]
I'm asking Chris Watson to hire three guys and pull out a lot of tasks, so all I'm asking is for an explanation of what the resolution for specifically in use legislation is and why would you oppose the background of this is.
[51:27]
I'm hoping to do this resolution and when it was shared with us to realize there was a lot
[51:35]
in here beyond anything that we had done before and it suggested that we take a look at that.
[51:42]
Basically mirroring it like other communities do with some of our resolutions because I thought
[51:48]
that they had some good points on a number of these bills. There's a total of seven bills
[51:54]
address in here. And I guess the answer to Mr. Watson's question would be if
[52:00]
you want to take the time to read the whole thing. Have you had a chance to look at the
[52:07]
the resolution Mr. Watson? I was the first time I saw her anything about it. I'm just curious
[52:12]
as to what I would please. I'll take a sip of my water and if you'd like I'll read this
[52:19]
to be a greater sit back and going. But there are seven different bills and I think they get a pretty
[52:25]
good job.
[52:26]
Briefly, though, I think we're out of saying the rural community view of some of these bills.
[52:32]
We're still watching the state. Well, it'll then be back to so. Since the inception of the
[52:38]
towns in the Rylean, the towns and cities are left up at their own desire to develop their
[52:44]
communities as they wished. We had the five zoning. These proposals by the state is going to
[52:50]
drop any of our things, and they're looking at statewide zoning for every community. What happens
[52:56]
from Robin says not working, if they give this through our residential area, this is going to become
[53:02]
very congested, very quickly, and you will recognize the town in 20 years at the way they're going.
[53:08]
So basically, that's a thumbnail of what these things are addressing, and it's a very serious matter
[53:12]
for the top. You may recall from you may recall from a few meetings
[53:15]
ago Mr. Watson, we took up an ordinance that changed our zoning up in the
[53:20]
the round lake here, up in stack at area. And this, you know, the
[53:24]
reason we did that was basically defend ourselves. We talking about this
[53:29]
for years, but the defend ourselves against this overreaching over arching
[53:33]
desire from the general assembly to, you know, as the vice president said,
[53:37]
created one-size-fits-all and basically to serve the zoning and planning that most communities
[53:45]
have long held as their own responsibility.
[53:50]
It's fought to a town in the town council to decide how to zone and plan their community,
[53:55]
how best to figure out growth, where to have density centers, where do you want to keep things
[54:00]
rural? So that's been under because of the housing crisis.
[54:04]
But the last so many years, there seems to be an impetus amongst the general assembly, particularly the urban general assembly members, to create these, like all the field good bills that they think are going to solve this crisis.
[54:18]
Well, they don't do anything but for communities like op-contin, like burrowville rural communities.
[54:24]
And so we've taken some action on our own, we're considering options that can further insulate us from those legislative attempts.
[54:33]
And for the legislation, that's been passed.
[54:36]
Hopkins, as Mr. Anderson said, has come up with, you know,
[54:39]
a much better articulated and well-thought out resolution
[54:44]
to oppose some of those attempts.
[54:47]
And again, I'd be happy to read the need of this,
[54:50]
so you can understand what it's all about.
[54:52]
Yes, completely, what you're proposing.
[54:54]
OK, I'm not in opposition to voting in opposition
[54:58]
for the state.
[54:59]
It's just my comments that would have been nice to have
[55:02]
the latest latest numbers here in this. So that we could have gotten this in advance. We saw
[55:07]
the meetings and we could have looked it up in advance and come into the meeting. Be more educated.
[55:11]
I'm just a. I'm just a. I'm just a. Would you like to read it for the record? Just give me the
[55:16]
numbers and I can. I was filled. It's the House Bill. Each five seven nine four,
[55:23]
sub-A. House Bill 5796. House Bill 5799 sub-A.
[55:36]
House Bill 5958. House Bill 5963. House Bill 5801.
[55:47]
And House Bill 5802 sub-A. Now some of these, you know, the house has passed,
[55:53]
as amended. Some of them are recommended for passage. Some have been recommended to help for
[56:00]
further study. So there's a mix. I can tell you which ones have been held, which ones have been
[56:07]
passed without helping. Okay. Although that really is a relevant because they hold them for further
[56:13]
times. Well, they may come up. We have a one. Okay. It's an exercise. The very last one,
[56:18]
just to give you a feel for what this sounds like.
[56:22]
The 508O27A would allow a state to develop housing projects
[56:26]
on state-owned land, even if such developments
[56:29]
do not conform to local zoning ordinances
[56:31]
or comprehensive plants.
[56:34]
You get a feel for what this is.
[56:37]
Thank you.
[56:38]
Yeah.
[56:39]
I'm about to say it all.
[56:40]
We got a lot of state-owned land, rather scared.
[56:42]
Yes, it is.
[56:43]
The party groups.
[56:44]
I just need to begin.
[56:46]
Again, Mr. Watson, I'll remind you
[56:47]
that at any point, anyone in the public can contact the town clerk's office, either Vicki or
[56:53]
Edinburgh staff, and any agenda item, and you can be furnished with any of the backed up information
[56:58]
that's attached to that agenda item. Thank you, Remus.
[57:02]
Take care of 25, 180. Yeah, we're going to keep a sit there. We're going to take an emotion.
[57:07]
Okay, there we go. We're going to move on now. This resolution has presented.
[57:12]
Second, we're going to move on from this to Anderson to Dr. Resolution at presented.
[57:16]
second by Mr. Battalan, all those in favor. Okay, 25-20, 0, consider an act on legislation
[57:23]
pending before the run. General Assembly can take any other action there on. So this is a place
[57:29]
over. There is nothing specific attached to this item. We quite often will have this on the
[57:35]
agenda. Should anything come up at the last minute that pertains to the town.
[57:39]
Well, President, there is no any legislation to be discussed. There's nothing in the agenda
[57:43]
I would like to take a comment on one that we had addressed in the past.
[57:47]
We did the resolution to support the Senate Bill 114 and the House Bill 5634, which is the report to be a description drug program, which in a nutshell is big far more than pharmaceutical managers.
[58:02]
because we really, really felt jean plunder in the community centers in Brown Island.
[58:08]
And we did a town resolution, I personally testified that they are meeting the Senate
[58:13]
passed the bill unanimously, yes, you've got both.
[58:16]
So now we are waiting and I already sent a text to Mr. Place, who is a co-sponsor and is supposedly
[58:23]
talking to every other representative, the lead sponsor is John Brandt from one side,
[58:29]
and trying to get because many representatives have some of these health centers in their area.
[58:34]
And the obstacle has been and continues to be the speaker.
[58:39]
Okay, so we need to get it through the house.
[58:41]
It was unanimously Senate.
[58:43]
Now it's up to the speaker.
[58:44]
It's a speaker puts it through a board.
[58:45]
I think it'll pass.
[58:46]
And then it's up to the government.
[58:49]
And so there's two pins left of the fault.
[58:53]
And so this one and five road Islanders go to health centers for primary care.
[59:01]
And this 340B is causing quality and they have to deal with ready.
[59:06]
And there's stuck in the news more and more frequently happens actually when you've done this video.
[59:11]
That's all I have.
[59:12]
So you want to contact any representatives and not yourself.
[59:16]
Because our residents are solving the onboard and sponsors.
[59:20]
Thank you Mr. Watson.
[59:21]
Are you just making comments?
[59:22]
Yes, Mr. Bella.
[59:23]
Just to follow up on why we have the police holding this.
[59:27]
Our agenda is published on Friday because I have 72 hours notice.
[59:31]
And the House and Senate will use this schedule on Sunday and Monday.
[59:36]
So we find out often a day or two before the meeting.
[59:40]
So that's the important thing that comes up to the last minute, like you said,
[59:43]
so we can discuss it and possibly take action.
[59:46]
Speaking to that.
[59:48]
on my short. What's in the League of Cities and towns
[59:52]
meeting earlier this week? And I'm advised that we
[59:56]
entire speakers housing package.
[1:00:00]
This is going, has been approved and is going to the Senate. Many of the bills that you talked about in the prior agenda item, in others, are going to the Senate.
[1:00:10]
That's not good for the town of Orville. And it would, it would, it would everybody who can get down to this to the Senate to object to these things to do so.
[1:00:23]
not for the town of Barbara. Our resolution, you know, everybody tomorrow, right?
[1:00:32]
Okay,
[1:00:34]
come along to number 10, town clerk, communications, visitor and an act of on 25-21,
[1:00:39]
consider an act when of course, Ron's from Dr. Robert Billington, president of the Black Zone
[1:00:44]
Valley Poers and Council. Another thing is retirement from the Blackstone Valley Tours and Council
[1:00:48]
or take any other action there on. Mr. Wood? Yeah, I'd like to talk. Did you get into this
[1:00:54]
Pat, we're concerned. Bill Clinton's been around a long time.
[1:01:00]
I've been dealing with Mr. Billinger for years. He's an undoligable person.
[1:01:05]
It's done a good job with that organization growing it from virtually nothing.
[1:01:10]
But I wanted to recognize Pat Burns because it's my recollection that we didn't start off in that.
[1:01:16]
And it was perhaps involvement in Blackstone Valley tourism group that brought the ton of
[1:01:24]
And in addition to Billington, which I think we should come up with a resolution, thanking
[1:01:29]
him for what he's done in the future, Pat Merves is a great advocate for the
[1:01:35]
Donna Borrowa and she did a lot of work to get us involved in that Blackstone Valley group.
[1:01:40]
And I think she sees there are some credit as well.
[1:01:44]
Yeah.
[1:01:46]
Second.
[1:01:46]
And then we have motion to do so on the data motion to authorize administration to draft a resolution, congratulating Mr. Billington on his accomplishments and his retirement and to also draft a resolution, so far as we can to recognize Miss Fatman and former town clerk here, the town of Burville for her involvement in bringing Burville into the Blackstone Valley.
[1:02:15]
doors of council. So I move motion made by Mr. Battle on second by Mr. Pool,
[1:02:21]
all those in favor. Thank you. Number 11 additional new business to be considered in
[1:02:27]
actin on. We have none. Number 12 on skin emotion to adjourn. So second motion made by the vice
[1:02:34]
president, second and then by Mr. Battle on all those in favor. Thank you all.
