[22:28] and 25. So approximately 68000 pieces in

[22:36] investigation, we realized

[22:37] that there was an error

[22:38] in the conversion factor and

[22:41] we requested too much equipment

[22:43] from Villeneuve. So following this,

[22:45] we had discussions with Villeneu

[22:47] to see if they were open to reducing

[22:48] the amounts. There were no problems.

[23:37] looking for other other pots of other

[23:39] things. Why do we have a recommendation

[28:55] municipality that were announced as part of the

[28:58] fund for

[29:01] community sports and recreation infrastructure.

[29:03] On October 28, 2024, the council

[29:05] authorized municipal staff to

[29:07] submit a funding request to the

[29:10] Ministry of Sport for a project

[29:12] totaling $904,000, excuse me,

[29:17] $904,200, which includes a

[29:20] 30% municipal contribution, uh, which is estimated at $

[29:23] 271,260.

[29:25] On May 30, 2025, the city obtained

[29:28] approval for maximum funding

[29:30] of $452,100, which represents 50% of the

[29:35] total project cost.

[29:38] Subsequently, on November 10, 2025, the

[29:40] city council authorized the

[29:41] signing of a funding agreement

[29:43] with the province and confirmed the

[29:46] city's commitment to assume

[29:47] half of the costs for a project

[29:49] totaling $904,000.

[29:53] $904,200, excuse me.

[29:55] The exterior door replacement project

[29:58] involves replacing

[30:00] 17 doors at the Arena recreation center,

[30:03] which was scheduled for completion on July 14, 2026.

[30:06] Work has progressed

[30:09] up to door number 10, in accordance with

[30:11] the established execution schedule. The

[30:14] project is proceeding as planned. There is

[30:16] no problem. There have been no

[30:17] major unforeseen events so far. Uh, the

[30:21] elevator renovation project is progressing

[30:24] according to plan. The

[30:25] equipment necessary for the execution of the

[30:28] work was received on June 30, 2026,

[30:32] dated July 14, 2026, following

[30:35] a discussion with representatives

[30:36] of TK Elevator. Um, they've planned for

[30:41] the work to start in the

[30:43] next few weeks and it will

[30:46] take place over a period of 4 to 5

[30:48] weeks.

[30:50] Regarding the improvement of

[30:52] sanitary facilities, the project

[30:54] includes the renovation of 11

[30:56] bathrooms. The progress of the work as of

[30:59] July 14th is as

[31:02] follows. Okay, I'm just going to give you

[31:04] a quick recap.

[31:06] The bathroom on the boundary has been

[31:08] completed since the beginning of

[31:09] April. The bathroom in the room with

[31:12] the two mirrors has been completed since

[31:14] mid-mid. The bathroom in room 27

[31:17] has been completed since the end of

[31:18] March. The pool bathrooms have been

[31:21] completed since the beginning of May.

[31:24] The bathrooms in rooms 1 through

[31:26] 8 are almost finished.

[31:29] Only the installation of the ceramic tiles

[31:31] in the showers remains to be done.

[31:34] which should be done within the

[31:35] next few weeks. The

[31:37] referees' bathroom only requires the installation of

[31:40] ceramic tiles in the shower to be

[31:41] completed. Bathroom of room

[31:45] 26. Again, it's the same thing. The

[31:47] ceramic tile installation is what still needs

[31:49] to be completed. And the

[31:52] lumberjack bathroom requires

[31:54] floor finishing in order to complete the work.

[32:01] And then for

[32:06] my third topic, it won't be too long, it's

[32:08] the annual maintenance of

[32:09] the municipal swimming pools.

[32:18] For many years the

[32:20] Stéphane Lecour swimming pool has closed its doors for

[32:22] a period of two to three weeks at the end

[32:24] of the school year in order to carry out the

[32:26] annual maintenance work.

[32:29] This period is essential to

[32:31] carry out inspections, to make sure

[32:32] that everything is in good condition, the

[32:34] deep cleaning, the necessary repairs

[32:36] if there are any. It is also necessary to check that

[32:38] the installations are functioning correctly.

[32:40] This work helps to preserve the

[32:42] quality of the infrastructure, to

[32:44] extend the life of the pool, and to

[32:47] ensure that the pool meets

[32:48] current safety standards.

[32:52] The annual interview took place

[32:54] from June 22nd to July 12th. The pool

[32:57] was reopened on July 13, 2026.

[33:00] Uh, every 2 years, there is

[33:02] more in-depth maintenance

[33:03] required. This year, the pool was

[33:06] completely emptied to allow for a

[33:08] full inspection of the basin, to make

[33:09] sure everything was in good condition, a

[33:11] thorough cleaning and the repair

[33:13] of joints or repointing or

[33:16] replacement of grout or whatever

[33:18] small things need to be done

[33:20] where necessary. This

[33:23] work is essential to

[33:25] maintain the structural integrity of the

[33:28] basin, prevent

[33:31] water infiltration, and ensure the maintenance of standards,

[33:33] quality, and safety.

[35:20] policy which is presented

[35:24] in the following pages. The

[35:26] major changes are

[35:27] the increase in the amounts that

[35:29] must be approved by the council.

[35:31] Uh, conflicts of interest,

[35:33] clarification of employee roles and

[35:34] responsibilities and boardrooms

[35:36] , refinement of processes

[35:38] for purchasing RFQs, RFPs,

[35:40] things like that, updating of

[35:42] publication requirements again for

[35:44] RFPs, RFQs, credit card purchases

[35:47] , creation of a table for

[35:51] purchasing and then updating the annex

[35:53] which is a list of goods or

[35:56] circumstances why we do not need a

[35:58] call for tenders. So uh the

[36:01] authorizations and responsibilities of the

[36:03] council, the council approves the

[36:05] uh [clears throat]

[36:06] operational and capital budgets and then uh we

[36:09] approve the additional expenditures. There

[36:11] could be cases such as

[36:13] emergency situations where

[36:16] the administrator could

[36:18] make purchases and then provide

[36:20] details to the board, and then items

[36:23] that are necessary for

[36:25] daily operations that are done there on a

[36:28] recurring basis.

[36:30] So, there are some

[36:34] significant changes there.

[36:36] We need an agreement, or if we

[36:40] need to sign an agreement, if the

[36:42] council must approve the agreement before we

[36:44] start making purchases. Uh, the

[36:46] council must also

[36:48] approve purchases exceeding

[36:50] 999999.

[36:53] Uh, the council must approve any

[36:55] purchase that deviates from the

[36:57] purchasing policies if the purchases exceed the

[37:01] amounts approved in the budget by 10% or

[37:04] by an amount of $20,000. Well, if the

[37:07] choice of the bidder was made, we

[37:10] chose the person who was not

[37:12] the cheapest. Well, if there's

[37:17] no budget to approve the expenditure.

[37:18] Then, uh, these are all reasons

[37:20] why the council must approve

[37:23] purchases that are a little

[49:25] We're very glad to look at his report

[49:27] this year to see the increase in the

[49:30] traffic has almost double if not. Um for

[49:34] the period from January 1st to January

[49:36] 30th, 2026, air traffic total 1,021

[49:39] aircraft movements representing an

[49:42] average of 5.6 movements per day while

[49:45] accommodating

[49:47] 100 and some passengers throughout the

[49:49] air terminal building. Uh compared to

[49:52] the period in 2025 where 658 air traffic

[49:56] movements and 460 passengers were

[49:59] recorded. The increase is over 55% for

[50:02] half year. Uh plus 363 movement. Traffic

[50:07] rose by 282%.

[50:10] It's 1298 passengers. The results are

[50:13] primarily attributed to the significant

[50:15] increase in flight training activity,

[50:17] fueling destination, commercial charges, uh

[50:20] wildfire survey, flights, fire

[50:23] suppression, and medical air transfers.

[50:26] So we have some numbers there for 2026

[50:28] midyear breakdown. fuel stopper

[50:30] stopovers accounted for 22% there was 20

[50:33] 228 of them uh wildfire uh survey

[50:36] flights accounted for 20% 207 of them so

[50:39] that went up 184%

[50:42] medical air transfers accounted for 19%

[50:45] and that's also up uh 28% and it was 194

[50:49] commercial trer flight accounted for 14%

[50:51] of 138 of those. flight training

[50:54] operations accounted for 7% with 76 of

[50:57] those up 55% and we did have the hope

[51:00] air military and miscellaneous accounted

[51:02] for 64 uh 6% through 64 flights uh fire

[51:08] suppression flight accounted for 3%

[51:10] although we had a lot of wallfires here

[51:12] it was only 3% but it's still up 154%

[51:17] environmental survey flights accounted

[51:19] for 1% there were eight of them forestry

[51:21] survey flights accounted for less 1%

[51:24] there is two aircraft maintenance

[51:25] flights counted for two also corporate

[51:29] charter flights counted for 0% they were

[51:32] none this year uh so it represents the

[51:35] airport's busiest half year recorded in

[51:37] 16 years of continuous statistical

[51:39] towing with air traffic statistics

[51:42] becoming a key daily operational tax
