[3:45] fire alarms one structure fire in the county hazards condition motor vehicle

[4:00] gas leak they were working at a gas line and we just stood by and waited for them

[4:07] to patch it up really haven't been doing a whole lot in the community because of

[4:17] the social distancing but we have done a large amount of drive-by birthday

[4:23] parties this is smoke it's kind of cool I guess that's the new thing right now

[4:27] for a while but that's what we're doing and we do I do have a presentation for

[4:34] you later on the storm siren have a question will you be doing a drive-by

[4:45] for our birthday boy tonight

[6:48] few things and let you know what these officers have been dealing with but the

[6:51] one thing I wanted to highlight on this slide so you see we have no arrests but

[6:56] we have eleven offenses so that's that's kind of unusual that's part of the

[7:01] Barrett County Jail not accepting prisoners right now and if they do it's

[7:05] on a very very limited base so we're actually having a call and

[7:09] asked before takin anybody down if they want to accept them or not so you know

[7:15] it is what it is and of course we haven't done any traffic stops well we

[7:18] have the one that's more of a reckless driving issue so we are going to start

[7:24] traffic on a limited basis this week it's basically going to be for safety

[7:30] major safety violations like ten miles over the speed limit things like that so

[7:35] we'll get busy on that because our compliance is just terrible right now

[7:42] nothing I nor denied a report on this slide so I'll run through these calls

[7:47] real quick and I've got a few photos to show you and we'll wrap it up notable

[7:51] calls for service so our officers was flagged down this this is the call that

[7:56] started the homeless camp situation there was a group of them at our Circle

[8:02] K that got in a fight and when officers showed up the guy that said he got

[8:08] assaulted became really odd and erratic and started filming the officers and

[8:13] filming their license plates and then just took off so this is kind of the

[8:17] call that started this whole process and then we had another fight in progress

[8:21] which is right across the street over here testers and the officers actually

[8:26] chased those individuals into the tunnel system so this this is the beginning of

[8:32] what we we saw on the news another call we had a suicidal person with a knife

[8:37] that was a mental health case four out of our officers they thought that

[8:41] subject down and transported that individual to the hospital and then we

[8:47] also had another issue where two individuals had caused an accident

[8:53] somewhere on the highway we still don't know where and they hid their car behind

[8:57] the daycare school over here by Taco Cabana and then walked into the Taco

[9:02] Cabana so I'll show you some of the outfall from that call and then this

[9:07] last one here it's something recent I normally wait to the next month but this

[9:11] one might be on the news so long let the council know about it it was a working

[9:14] dog complaint that ended up being a a house that was allegedly selling

[9:18] marijuana so here's that traffic stopped where

[9:23] those two individuals were whilst a traffic stop the the situation where

[9:27] they were at Taco Cabana so this is stuff you don't see every day that's

[9:32] actually a steroid injection and this is what about Praslin pills is that next

[9:43] bars basically which we see those all the time and then you see all this

[9:46] paraphernalia there was marijuana and all kinds of stuff so all this was

[9:51] illegal obviously in a felony that was the top of cabana thing correct so here

[9:59] here is the the house that we got a search warrant and searched this is some

[10:06] of the things that we found inside this home so one of the individuals bag here

[10:11] just was full of paraphernalia and of course we found cash anytime you see in

[10:15] a person's possession denominations in this quantity then and you find drugs

[10:22] and they're more likely selling here's here's the kicker this is a ledger of

[10:28] expenses and income which is very helpful in a case like this for us and

[10:33] then all these lighters and some other paraphernalia but here's the main thing

[10:37] so you're looking at about 14 ounces of marijuana which doesn't sound like a lot

[10:43] but it's actually a felony amount and that's a bit little over a pound of

[10:48] marijuana and he had just got back home when we were there so he had just went

[10:54] and purchased this so he can package it up and selling allegedly uh you know I

[11:02] don't the street value is right now marijuana is actually doing pretty well

[11:05] because the other drugs that are skyrocketing because the chemicals to

[11:09] make meth and phenyl are coming from China of course there's an issue right

[11:13] now with stuff coming from overseas because of kovetz so marijuana is

[11:17] selling pretty cheap and there's lots of it so we'll find out though it's a good

[11:21] question alright so I want to give you a quick update on the tunnels so obviously

[11:26] we we got the word out that we were having this issue so this very first

[11:31] block where it says text they Kelly can back me up on this one

[11:36] they were very responsible and responsive they came out within days of

[11:41] us airing this story they cleaned out this section of the tunnel really well

[11:45] they got a graffiti crew down there and cleaned up a lot of graffiti extremely

[11:50] happy with their effort the rest of this has been identified in the city of San

[11:54] Antonio and because of the Cova none of the folks that would coordinate

[11:59] this cleanup were currently actively working in the office this being on hold

[12:04] at the moment so that's where we're at with that now here is a before shot on

[12:12] the text outside of one of the drop-offs and here's an actor shot so if you were

[12:20] to go in the tunnels on the Hollywood Park side when you get to the end of the

[12:23] square tunnel entrance this is the first thing you come to is this drop-off it

[12:29] was completely full baskets and garbage and everything else it was it was rough

[12:36] that next tunnel system opens up into this large room which you can see

[12:40] there's still stuff in this room there's couches there's mattresses buggies all

[12:44] kinds of good stuff there's the other end of that it room

[12:49] chief is there is there ambient light from manholes and other

[12:53] things men do you have to provide all the illumination to show this how dark

[12:59] are those and this room is very dark you can see this this manhole cover of

[13:03] newest train was the only light for this room most of them I liked it really dark

[13:09] they were using secret lighters too or does not unfortunately and I'll show you

[13:17] what it looks like on the other end weird okay this is the other end this is

[13:21] the San Antonio side so this individual is one of those responsible for taking

[13:26] stuff now look at this collection of stuff and this is only about 20 feet

[13:30] into the tunnel but what they're doing is they were blocking off the drainage

[13:34] right here so that water could not come or go to keep themselves dry that was

[13:39] part of the issue now that we've cleared some of that out I think the smaller

[13:44] debris will come out the other end but those shopping parts are not going

[13:48] where until somebody pulls them out they're just they're just to having too

[13:51] much stuff in them okay I can't see that I don't I don't think so it's just just

[14:03] the amount of space that's available around it I think we're okay so like

[14:08] chief of treecko's said we will have these parades as well and a lot of these

[14:12] gift bags but this is the one I want to show you this this young girl here she

[14:18] drew a picture of her favorite officer officer Reyes sent that to us so we took

[14:22] her a teddy bear that was just awesome she sent that in the mail to us so it

[14:26] was pretty sweet and then we celebrated National Police

[14:30] week this week as well and then I have two project updates real quick with the

[14:38] first camera of the entrance camera project has gone up right here in front

[14:43] of Mecca and it's it's part of that license plate reader program and it's

[14:47] it's really looking great the big one is this e citation the ticket writers that

[14:54] we're putting in the cars for the officers to make us go paperless we

[14:58] started that project officially this week so we're looking at July to have

[15:04] these things up and running and completely on board without any help in

[15:08] probably August September but in July we should have that up and running awesome

[18:50] so we have 29 sole got nine pending cases and I got 20 close to finding four

[18:58] courts and I believe that's the fleetwood case and the rhythm

[19:01] depending on course so some of the things that's going on with with Public

[19:08] Works we managed to get the other shade structures installed in the pool so

[19:12] they're up and running I've got Czar's has promised me they

[19:17] will have a technician out first thing in the morning

[19:19] so we'll have hopefully have the splash pad up and running by the end of day

[19:22] tomorrow the high-water indicators are up and running

[19:28] I talked to Barrett County day before yesterday we're waiting on Barrett

[19:31] counties in to get the software going so we can integrate let's see what else

[19:39] road project it's going along pretty smoothly it's on kind of a hold right

[19:47] than I can that's pretty much it I mean everything else is just moving along

[22:43] financials on the summary on the first page that's where I'll go over most of

[22:47] the stuff tonight our property tax or at 94% usually will come up to about 98

[22:53] percent and I expect that to happen during the summer so some of the items

[22:58] were paid some of the taxes are paid quarterly my individuals sales tax we

[23:05] got our April sales tax and it was 18% below last year I haven't got an answer

[23:11] yet for the con floor about the 44% below one but I expect that because

[23:15] they're not getting back to work yet I have checked Mays and May was 120

[23:20] thousand last year and it is 90 thousand this year it's down 26 percent which

[23:27] isn't bad considering May is March or sales taxes and things started closing

[23:31] down the 1 will need to watch for is June because June will be April's and

[23:38] April was where the month was completely closed down and then July well we

[23:42] started opening up in May so it starts efficient you know be coming back the

[23:47] city is still in very good financial shape we have the benefit of the

[23:52] billboard that we've got the extra $150,000 for that's wasn't the

[23:55] miscellaneous revenue municipal court revenue is still above the percentage

[24:01] we're at in the year with a 58% part of the budget year and we're 60% right now

[24:06] that will probably wait it might not go down like we haven't had court in like

[24:12] three months or two months so we we have a court and we have three months we

[24:16] might be okay it's surprising but we'll see I want you to look at the Voight one

[24:24] Voight you know land up with almost 60,000 dollars of revenue last year and

[24:27] it has hurt here and as you see there's a negative three thousand five hundred

[24:31] seventy five dollars that's us giving back money on the cancellations of this

[24:36] happened we have had a lot of cancellations and we've met the money we

[24:40] expected that but the summer should pick up the expenses everything is in line

[24:45] the one that's over it so seven is sending one person's general

[24:49] government that's because the insurance repeated the insurance all up front

[24:53] because it gave us a five percent discount so that will even itself out as

[24:57] we go through the year Public Works is only forty percent of his budget and

[25:03] that's because the three hundred sixty six thousand dollars for the road

[25:07] project that our first invoice and for one hundred seventeen thousand that's

[25:11] going to come out of streets and if the general fund gets in the situation this

[25:16] year I don't think it is but if it does we'll pay all of the road project this

[25:21] part of the year because it's not going to be finished this total year out of

[25:24] the street fund which is part of it which is part of the minute and the term

[25:28] reform will so have money and we'll look at it next year's budget do what we can

[25:31] and can't do the guys have actually pulled out right now there are no no no

[25:36] workers in there so there won't be another invoice probably till later on

[25:40] this summer other than that everything is in line the cities and very good

[25:47] financial shape and don't worry about if you look down here current period where

[25:51] system- two hundred seventy thousand dollars that is not all because of any

[25:55] closings that's the way it is in cities you should get toward the end of the

[25:58] year because your property tax all comes in in the first part of the year and

[26:03] that twice is ninety four percent so we should go through the summer a lot of

[26:07] times you'll have a negative down there but that's because a lot of the revenue

[26:10] was paid upfront there any questions or anything

[26:13] hmm moved money over to Plains Bank we're about to do it this week okay

[26:24] because then they give us a discount period or whatever where we wouldn't be

[26:28] charged fees I'm gonna have to be I'm gonna probably have to come back to you

[26:57] the seminar this hey bankers it's a lot more complicated than most of

[27:01] them because we got positive pay and these items all over we're gonna go

[27:04] through it but it's not an item where you change in a week because we have

[27:08] money coming from the Department of Justice the IRS coming from the state

[27:12] and all these monies that are coming to the bank account a lot comes to tech

[27:15] pool which is not a problem a lot comes to bank account so you have to duel

[27:19] these bank accounts for about three months so you can make sure you catch

[27:22] any grants that would come in so you can change the bank account that they're

[27:27] going through is that they don't send checks anymore now they just send it and

[27:30] drop it into your account so what we'll do is move over and we'll do some checks

[27:35] and all on payables first then we'll do payroll deposit with them as a little

[27:40] different and we'll try out the payroll and we'll always have they're the ones

[27:43] to back up and then we will move all the money over I anticipate by the end of

[27:49] September or October okay and then you're gonna have one bank account for

[27:52] the general fund and one bank account for Economic Development Corporation the

[27:56] system itself will take care of moving the money between all the funds and

[28:02] it'll be a lot easier to take care of it's a lot easier to invest the money

[28:05] also because the money is all in one place fixed pool will still have the

[28:09] five or six accounts what it has which is fine because they will be listed

[28:12] separately within the funds balance sheets because Tech's pool will not be

[28:16] part of the actual bank account pool cash is it's called just for where

[28:22] you're putting entry Center stuff for example right now if I want to move

[28:26] money from one fund another I or one's gonna have to borrow because in and have

[28:29] the money yet I actually pay about a one I make it entry of a do to from the one

[28:36] that got the money do from on the other one that's like an account or super

[28:40] accounts payable but what the auditors we're comfortable for is those are

[28:45] supposed to be for one year only and they're supposed to be closed out so

[28:48] last year we went through when I reconciled

[28:51] all of them and gave it to them so now I just put their entries in and I've

[28:55] checked the balances so now we ought to be able to actually clean these out so

[28:58] there's no more duped we do from unless I put them in there that I feel residual

[32:14] and government access we don't have a governmental access channel here in

[32:17] Hollywood Park so those funds it's a percentage of it goes into this count

[32:21] it's a dedicated account and v can explain it to you but we had money in

[32:25] there and you know Lord knows we needed to have an upgrade in here the history

[32:29] about hearing the council chambers is we used to record and I'm sure Debbie

[32:33] remembers it's just on CDs and we just had the audio and that's all we had and

[32:37] so we wanted to upgrade maybe about nine years ago or so there was a gentleman

[32:42] that lived here in Hollywood Park and he owned an audio-visual company and he

[32:45] upgraded to the system that we currently had which we wanted to add streaming to

[32:50] it and that's why we had the YouTube account well God rest his soul he passed

[32:55] away several years ago that company has been sold and purchased many many many

[32:59] many times and apologized especially to david swann love you mr. Swann but he

[33:05] has had to put up with all this time of video didn't record oh it wasn't

[33:08] streaming I love this system we hired after Mitch researching we wanted

[33:13] somebody that was local the mayor certainly did approve so that

[33:17] went before the mayor also and we went ahead and had a company called TBS

[33:22] digital display systems which is locally owned come in and give us their proposal

[33:26] as a matter of fact I believe Kelly and mr. Sims from the EDC are currently

[33:31] working with them also to upgrade the Void Center

[33:34] so one of the first things they did was they took off the projector as you can

[33:38] see it's no longer there and the screen which we'll be able to

[33:41] resell I'm sure other cities or other entities would love to have it and I

[33:46] really wanted to get your advice and your suggestions we had the two panels

[33:49] up here for the audience to be able to see more clearly right behind you on the

[33:53] dais and especially for you as council members to be able to see that panel and

[33:59] I don't know if you can see it very clearly or not but they had a pretty

[34:02] large sized one one of the best things about this system is when we go through

[34:06] budget sessions this year you know many people say oh my gosh I can't see

[34:10] everybody down here when we are on the tables you will now be able to see

[34:14] because those cameras are investable so the system to be able to stream is

[34:19] pretty effortless there's about six steps as opposed to the 15 that we had

[34:24] before and it's it's just very nice after the meeting tonight it'll

[34:29] automatically shut off the streaming I just have to hit one button it takes

[34:32] about 45 minutes and then it automatically goes to YouTube so I don't

[34:35] have to do that it does it for us so

[34:39] like I said with paid upfront we eat eat with the EP funds and so far so good now

[34:44] I know DDS had some suggestions was when the mayor and the department heads and

[34:49] myself met whenever they were showing us two different panels of what they can

[34:53] and cannot do the mayor someone had suggested that perhaps we might want a

[34:59] camera right up here above our city hall logo so that way whoever is speaking we

[35:04] can see their face and the people in the audience region stream can see their

[35:07] face also I believe one of the department heads also was asking you

[35:12] know previously when we had our panel up here as you can see what's like a split

[35:16] screen so you could see the council chambers and then the report of you know

[35:22] that what's happening for me to department yet right now it'll just show

[35:25] the report or it'll just show the council chambers it doesn't show it

[35:28] split screen so those are just a few of the things that they are suggesting if

[35:31] we would like to add those things that they could certainly give us a proposal

[35:35] for those and up to you to decide and apart from the council chambers we are

[35:44] looking into the cybersecurity train that I talked about

[35:47] at the last council meeting so we did get leave free option from tml on

[35:54] cybersecurity and what we need to do so if you can just handle one and pass

[35:59] these around each one of you I'll be sending you an email on how to access

[36:04] the training it takes about maybe 10 15 minutes take the test and just send it

[36:09] to me and I'll be sending you that that logon later on this evening and this

[36:14] just has to be completed by June 14th we have to do it every year I went ahead

[36:48] what I mean by small is any business that we have in Hollywood Park that is

[36:51] has 25 employees or less the county is helping them transition into opening by

[36:58] offering one week's worth of masks gloves any type of protective equipment

[37:05] hand sanitizer even the plexiglass that you can put in your store restaurant yes

[37:10] yes sir all of that so on behalf of the EDC I'll be sending out something to all

[37:16] the small businesses letting them know that the EDC is involved we want to help

[37:20] them out we care about what's going on so we're sending them the link so that

[37:24] way they can apply for that program to get that free free one week's worth of

[38:33] new regulations and these new executive orders we have to adjust weekly and

[38:39] sometimes daily depending on what's going on I need to point out and just

[38:45] let the council keep in mind that Municipal Court doesn't actually follow

[38:50] those rules the Texas Supreme Court issues their own rules that the court

[38:55] has to follow now a lot of times they align fine and so there's really not

[39:00] much of a big difference and since you know court has been closed and canceled

[39:06] there really hasn't been anything as far as social distancing that both the judge

[39:11] and myself have been you know still handling defendants and matters and

[39:18] issuing words and stuff but it's been significantly reduced especially if the

[39:25] defendant has a lawyer there represents them that that actually makes the

[39:29] communication stuff easier but starting June 1st the Supreme Court has said that

[39:33] courts can open back up for non-essential hearings however to do

[39:37] that it's actually placing certain restrictions certain hoops that court

[39:42] has to go through and I've spoken with Judge Dolan regarding

[39:47] we have to come up with a plan a social distancing plan that is applied during

[39:51] court it has to be approved by the Health Authority it has to be approved

[39:55] by what's called your regional administrative judge which is one of the

[40:02] judges it's actually a City Hall judge Hall down in Burke County so we've

[40:09] prepared the proper plans and everything but court will look very different and

[40:14] operate very different when it does start back up we are debating you know

[40:21] the Chiefs as he pointed out you know they weren't writing tickets for a while

[40:27] you know the officers safe and only in you know instances way to you know what

[40:32] immediate riskless driving or dangerous situation but we still have you know a

[40:39] lot of tickets that have been written before that we handle and moving forward

[40:43] and so depending on exactly how large the docket is the judge said he may want

[40:49] to look at doing two courts in order to like in the same month in order to knock

[40:54] stuff out but we don't we don't really know how it's going to turn out we got

[40:57] to kind of generate the numbers and figure out how that works but we're

[41:01] coordinating with Janice and you know I'm just figuring out that the best way

[41:06] to have that proceed I just want the council to be aware that those changes

[41:11] do have to occur but we can't really do anything till after June 1st anyway but

[41:16] it'll be a little bit different because the court is supposed to follow the

[41:19] supreme court orders and not you know the governor's orders so it's just a

[41:25] little bit there have been you know several different things that have gone

[41:33] on and I know you guys are getting ready to start your budget cycle you know in

[41:38] the next couple of months and one of the things I wanted to just

[41:43] you know ask the council and you can provide me any feedback you want to you

[41:48] know over the next few weeks I was going to kind of give you a breakdown of from

[41:55] the City Attorney's Office you know where expenses are generated where they

[41:59] come from so you can streamline things and hopefully we can

[42:03] figure out a good way to you know keep the legal expenses streamlined and down

[42:09] and reduce them I don't know that number but you had several instance several

[42:18] things that came up this last year that are never gonna come up again and

[42:22] several things that came up that you have since six but it you know it raises

[42:27] the expenses during those times what those won't be reoccurring sure but

[42:33] there are certain things you should probably plan on that you're gonna have

[42:35] some unexpected you know whatever during the year and I was gonna present a bit

[42:41] of a proposal to you to adjust your the retention from the flat fee part of it

[42:48] to make it more efficient and hopefully cheaper for you guys during the budget

[42:53] process all right so but to do that the best way to do it is just to kind of

[42:59] know where you're having where the legal time is being spent what kind of

[43:04] projects what kind of things what kind of issues that come up and see if we can

[43:08] preempt some of those in streamline right I do want to I was waiting for

[43:18] after the Coe bid stuff kind of passes and we can have full meetings on the

[43:26] Dyess again but there's no telling when that will be to bring some ordinance and

[43:32] code adjustments to you and those tweaks here or there that I've noticed from the

[43:36] prosecution standpoint or from just kind of management standpoint also to help

[43:40] streamline so you don't need me as much you know streamline matters for you

[43:45] going forward and I am completely and totally bummed that Meghan is leading

[43:50] she does help significantly on the the civil abatement side in getting you know

[43:58] properties fixed and and helping us be able to handle the system that the

[44:03] council adopted last year and I think it's been very effective and efficient

[44:09] and we were able to handle disputed properties and things that we don't

[44:13] normally get to handle as easily just in the criminal system and a lot of that

[44:16] is due to Megan so whoever steps into those shoes is gonna have some big shoes

[44:20] to fill and that's all I happen unless you have any questions I have a question

[44:24] and March when our meeting was cancelled it was on the agenda for the ordinance

[44:29] to be talked about with the vehicles parked in yards and stuff like that is

[44:34] that gonna come back to the agenda yeah whenever you guys are ready to bring it

[44:42] ordinances that that's the first one because that was on the agenda that got

[45:02] far as your projected legal expenses it sounded like you were you've got an idea

[45:07] in mind as to give us an idea is that for later in the summer when we're close

[45:11] to the budgets of July okay are you yeah are you are you getting a feel Ryan for

[45:24] when the co big issues will lessen and other municipalities will be able to

[45:31] work him back to a more common time or say you getting a feel yeah yeah and

[45:37] I've been I get the tml updates but I also some other you know city attorneys

[45:46] we have a network that's kind of around the state that we talk as well I share

[45:51] the State Bar section on government lawyers and so I'm constantly in

[45:57] communication with different government lawyers and groups and that's the main

[46:02] topic that we all discuss is when is that when's it going to kind of lessen

[46:07] up and the governor is intent to open back up Texas and roll out really is

[46:15] geared more towards a fast-track but take into account that doing that we're

[46:21] gonna have a spike and he's my understanding building in what

[46:28] municipalities will be more prepared for that so we'll have as much of an impact

[46:33] on when it happens and so the governor issued a new order yesterday that

[46:42] actually added to the list of businesses that can open up as well as remove some

[46:50] restrictions that are on the city and it exempted the city from certain things

[46:54] that your businesses have to follow and we've kind of had to follow and did out

[46:58] of an abundance of caution when his previous orders were not quite as clear

[47:04] I guess and so I think you're you're going to see the ability to I'm not sure

[47:11] exactly when we'll return to quote normal or whatever the new normal ends

[47:15] up being that's a term I've heard way too much of in the past couple of weeks

[47:19] but it's really it's starting now so I think you're gonna see a fast but steady

[47:27] movement at least from the legal side about your abilities to do things and

[47:33] and businesses can open up and what you can do to help them and what city staff

[47:37] can do and things like that but I'll stress that all of that is you know your

[47:47] emergency management coordinators determination about the safety aspects

[47:53] that are going on specifically in City Hall and so I believe it's cheaper to go

[48:00] so you know he in that capacity he and the mayor and kind of a combined aspect

[48:08] legally are the ones that have the ability to to decide that but as long as

[48:14] there's nothing they see that requires us to do immediate lockdown again or

[48:19] some restrictions then we can follow kind of what the governor's

[48:22] recommendations are and bear counties we don't necessarily have to follow what

[48:27] San Antonio's are but we do have to we are subject to what bear county

[48:35] you know I'm sorry go ahead what is your feet okay so we're not

[48:40] doing health checks anymore when employees come in what's your what's

[48:45] your feeling on that I I and what is what's the are would the employees

[48:49] feelings on that because I felt like we should still be doing that so one of the

[48:54] big reasons why we felt it was important to do that at the beginning was because

[49:00] we're worried about people being sick and deciding that I need to come to work

[49:06] because I need to make the money and get paid and also as mentally ill in

[49:20] hindsight we offer sick leave and if somebody has a fever or they're feeling

[49:26] sick they're not going to say oh I'm going to work otherwise I won't get paid

[49:30] they're gonna take a sick day and get paid I think that with the amount of

[49:37] employees we have and after a month of doing this it's pretty obvious that I

[49:46] think everybody is mature enough to where if they have a fever or they're

[49:50] not feeling well that they're gonna stay home and they're not going to come to

[49:54] work and expose everybody else I do know that our guys over at the fire station

[50:01] we're not comfortable coming in contact with every employee every morning coming

[50:06] to work because you can't take a temperature on somebody standing more

[50:10] than six feet away from them just doesn't work that way so they were being

[50:15] put at more of a risk than they should have been I guess by having to come in

[50:22] contact with everybody every day that was coming to work so with that in mind

[50:28] I felt like it was time things were winding down we haven't had as many

[50:36] regional medical operation meetings they've been canceling a lot of those

[50:41] they canceled the one today been having one a week now and everything that we

[50:46] hear from his things are starting to taper off the

[50:50] numbers are starting to look a little bit higher with positive cases because

[50:55] they now have tests out there there's so many tests available now that you're

[51:00] getting more positive results that were there to begin with

[51:04] they just weren't tested so and in the grand scheme of things I think we have

[51:11] peaked and we're on the downfall judging from what I've heard so I know it was

[51:19] good I'm glad we were doing health screening on all the employees for that

[51:23] time but I think at this point I think it's safe to say that if anybody wakes

[51:30] up and they've got over a hundred point four fever that they're going to stay

[51:33] home along those lines the governor also had mandated that all yeah I was gonna

[51:45] bring them up that they have to be tested all the residents and the

[51:49] employees and the Texas Department of Emergency Management had put that on the

[51:56] shoulders of all the fire departments mm-hmm get that completed and done now

[52:02] it wasn't where we were mandated to actually go over there and do the

[52:05] testing for them it's we need to go over there and offer our assistance if they

[52:10] need any help getting it done so we went and spoke with Brookdale and they have a

[52:17] plan for June 22nd invest all their residents and employees however June 20

[52:24] seconds' a little further out there governor this to be done so I contacted

[52:30] the city of San Antonio and they're supposed to get with them and offer

[52:36] their assistance to get testing done a little bit sooner okay so we've been

[52:41] working with them at Brookdale and trying to get the testing completed in a

[52:45] timely manner then they imply a two-week window for wanting all that down date

[52:49] they did I heard

[52:54] Regional Medical operation center remark had stated this has become after after

[52:59] looking at it become such a big project and there's so many nursing homes and

[53:03] residents and employees that they feel the two weeks was kind of a stretch I

[53:08] think it's going to take a little bit longer Ani Johnny while ago when I kind

[53:20] of heard a double side here you said that you thought all the employees were

[53:24] mature enough to know not to come to work if they were sick then why are

[53:27] there firemen afraid to get in contact with them to take their temperature I

[53:31] mean I personally if I have to go to the doctor or something or some like this I

[53:35] feel good knowing because I'll ask the policy or your employees being there

[53:40] fever taking it I mean the temperature taking and stuff like this before they

[53:44] enter the building and when they say yes I think well at least I've got a little

[53:47] bit of a chance of not coming in too exposed to it so taking someone's

[53:52] temperature and then having 100.4 fever doesn't mean that they have

[53:56] kovin if they have a call if it doesn't mean they have coded you know not just

[54:02] because they have symptom doesn't mean they have it so I think the point is if

[54:08] somebody somebody comes to work here they might have it and they might not

[54:12] have a temperature at all they might be asymptomatic and and carry it and then

[54:17] my guys are being exposed to it either way

[54:19] so just because you wake up and you don't have a fever doesn't mean you're

[54:22] not a carrier so it's one of those deals were it's catch-22 and I would I feel

[54:30] like people can come to work if they don't have a fever we're gonna tell them

[54:35] to go to work anyway we're gonna take their temperature and say hey you're

[54:38] clear down in the building whether they

[57:23] work crews on the site for over a week the condition the work crews left the

[57:27] street easements and front yards is disgusting not to mention the heavy

[57:30] equipment and materials they left behind for everyone's viewing pleasure the dust

[57:35] is an added bonus as this is the first phase of the project I hope it's not an

[57:39] indication of what homeowners on Sequoia and vanilla have to look forward to

[57:44] hopefully a solution can be found and soon all right and I just wanted to let

[57:49] you know mer since mr. Swan was very kind to send it to me earlier in the day

[57:53] I did share his email with mr. Mooneyham from CEC and mr. Mooneyham did respond I

[57:59] didn't know if you wanted to hear the response or not sure please please share

[58:02] them um mr. Mooney honeymoony Ham responded let him know that over mr.

[58:08] swans concerns and he said regarding the works and conditions on Meadowbrook

[58:11] between boyd and vanilla the gas sub the gas subcontractor that a co has

[58:17] completed the new gas mains and services so there should not be any additional

[58:21] gas work within this block bad echo has temporarily sent their gas crew to

[58:27] assist on another project and should be returning within the next couple of

[58:30] weeks to continue the rest of the proposal gas work the next round of gas

[58:35] work will include some gas main work on metal Brooks between high-path and

[58:38] Sequoia and will also include gas main and gas service replacements along dawn

[58:44] Ella from Meadow Brook to Mustang circle the prime contractor Curran is working

[58:49] on a revised schedule and was looking and is looking to begin the proposed

[58:52] roadway work on Meadowbrook between Boyd and Dawn Anna so fortunately there's

[58:56] still some work to be done in this I'm Stevie unfortunately there's still some

[59:00] work to be done in this area the roadway work was

[59:03] originally scheduled to commence after completion of all the projects proposed

[59:07] gasworks however given the temporary departure of their gas sub consultant

[59:12] Curran is looking to adjust their schedule to keep the project progressing

[59:15] forward in regards to the current conditions construction projects are

[59:19] typically pretty messy until everything is finalized and completed the

[59:23] underground conditions in Hollywood Park are predominantly rocks subgrade which

[59:27] requires rock stars to cut in the utility trenches which conduct which can

[59:32] certainly generate a lot of dust one of our goals during in the design of last

[59:36] plans gas plans was to try and keep things as neat and clean as possible

[59:40] which is why the new gas mains are predominantly located beneath the street

[59:44] pavement this was done to minimize impacts to residents lawns trees

[59:48] irrigation systems landscaping mailbox mailboxes driveways etc in regards to

[59:56] the dust we will discuss the issue with the contractor and can likely implement

[59:59] some dust control measures using street sweeping and/or watering the proposed

[1:00:04] rows roadway work which will follow the gas work will also be a messy process

[1:00:08] consisting of milling the top pavement course and completing some base repairs

[1:00:13] the base repair work will be moisture conditions so there should not be as

[1:00:17] much of an issue during this process the street milling process is a dust

[1:00:21] generator so we will work with the contractor to have a plan in place for

[1:00:24] dealing with the best the equipment stay tuned within the street right-of-way is

[1:00:28] unsightly but allowable per the contractual agreement with the

[1:00:32] contractor we do realize this project is a major disruption of the property

[1:00:35] owners but these things are necessary to upgrade the existing infrastructure and

[1:00:40] streets utility and roadway construction projects are messy and burdensome to

[1:00:45] those in close proximity we do appreciate the feedback and it should

[1:00:49] only serve to improve the ongoing construction practices moving forward

[1:00:53] well we may not be able to fully resolve all complaints or concerns we will

[1:00:57] certainly work with the contractor to employ reasonable measures where we can

[1:03:41] it's extraordinary for us we're you know scratching for savings and we've created

[1:03:49] you know five tenants to to get us through this time those been cutting

[1:03:56] capital spending discretionary spending we've done furloughs and salary

[1:04:02] reductions the fifth one we're asking all of our less source for voluntary

[1:04:07] reductions this is just a voluntary request but our least expenses our

[1:04:13] largest expense on our portfolio and the reason for that so in that email I put

[1:04:18] together a list of the contracts we have with Hollywood Park and three of those

[1:04:25] have already been paid that through out for the year in advance one of those has

[1:04:29] and I built my request off of 10% of that this year's annual contract value

[1:04:35] which is a total of twenty five thousand six hundred which is a reduction that

[1:04:40] I'm requesting help with and to be able to deduct that from the next payment on

[1:04:45] this contract that hasn't been paid so far this year which is the 1604 void

[1:04:51] drive location that total twenty five thousand six hundred is at point three

[1:04:58] nine percent of the entire total license value of all contracts combined combined

[1:05:04] over the term [Music]

[1:05:08] so in short that's why I'm here today and with all of our messages as well and

[1:05:16] asking your help on that I appreciate your coming and sharing that with us I

[1:05:27] know you've been an honorable vendor and merchants and I know lots of residents

[1:05:37] and people out there in the country have been seeking forms of help from their

[1:05:42] the people that they owe money to and I know with car payments in particular a

[1:05:48] lot of them are doing extensions whereby they can move a payment

[1:05:53] let's do now to the end of their note and just pay the interest portion or

[1:05:57] things like that and so I thought I thought while well it might be less

[1:06:05] receptive to council to do a discounted issue I thought they might be more

[1:06:11] receptive to something where it deferred money now to a later part of the

[1:06:16] contract where after the I think it's three percent every five years that the

[1:06:21] contract escalates if it was moved to a later part of the contract we would

[1:06:27] recoup that same money plus the what's the increase at a later time when

[1:06:34] hopefully the economy will have recovered but down I'm opening this to

[1:06:39] the council for discussion and that was my thought on it and appreciate you

[1:06:44] coming yes please something that we would welcome as well the revenues that

[1:06:53] we're losing or not gonna come back until the economy returns but that

[1:06:58] revenue and that interim is gonna be lost forever

[1:07:01] obviously our first attempt is for a deduction but a deferral is welcomed as

[1:07:05] well super-good you know thank you

[1:07:15] give Clear Channel a discount then that will cause the other billboard companies

[1:12:53] based on 20 swimmers per age group he said he could he was sure he could

[1:12:58] easily generate more than that and he was just trying to

[1:13:05] he's a year-round swim coach with kids and I'm pleased that we've been able to

[1:13:10] to include those kids this past year I think the the net revenue was ended up

[1:13:16] around 17 or 18 thousand dollars say tell me here's what it is the

[1:13:21] contract was based on 556 I think and a half hours and it was 31,000 are you

[1:13:28] talking northeast that's different

[1:13:41] Northy city contract if they used all the hours 550 6.5 it would be thirty

[1:13:47] thousand $51 the extra amount of hours they used was 271 it was

[1:13:52] fourteen thousand six hundred and thirty-four dollars now what I looked at

[1:13:56] was the difference during the time period from October through March in

[1:14:01] seventeen eighteen and nineteen twenty and then 18 19 which is where they took

[1:14:06] place the difference and the electricity and heating was $7,600

[1:14:17] so a seven thousand six hundred dollars more now I also look to see if a Qantas

[1:14:22] contract had a difference because they had do any kind of extra maintenance or

[1:14:26] the pool the main is to the pool in the three years he's around eight thousand

[1:14:30] eighty three hundred dollars there was no extra maintenance done so in reality

[1:14:35] the money that we actually had over here to defer the cost is seven thousand

[1:14:42] dollars so we got $7,000 which deferred the cost of part of Aquatica because the

[1:14:49] Kiwanuka was eight thousand now that eight thousand we would pay with is

[1:14:53] anybody there or not so basically we got seven thousand dollars above based on

[1:14:57] the fourteen thousand six hundred and thirty-four dollars that North East Bay

[1:15:01] and balaam pretty close to breaking even it sounds like we're making seven

[1:15:09] thousand the Monica amount of eight thousand is going to happen with anybody

[1:15:14] there or not right I'm just saying yeah it is a quarter cut more if we have

[1:15:19] eighty swimmers in there it was no different

[1:15:39] and the electricity and heating cost an extra $7,600 correct October through

[1:16:21] pay that where the swimmers there or not take care of the pool so in reality what

[1:16:26] you did was because the electricity and the gas only went up $7,600 it paid your

[1:16:32] $14,600 you had seven thousand dollars and if you look at it you're getting

[1:16:38] here your maintenance for a thousand dollars so basically what it is is

[1:16:42] aquatic aquatic I didn't raise their price that's their winter maintenance

[1:16:48] cost yeah oh yeah that's what we're paying that in America right right but

[1:16:53] my question would be knowing that you're gonna have additional swimmers in the

[1:16:59] winter is do we need to have a quarter do we need to have a an increase in

[1:17:05] maintenance it costs didn't increase from Northwest northeast was there

[1:17:21] because they didn't use it that much Kevin's proposal is that that's eight

[1:17:29] additional months of usage so they're saying their chemical costs are gonna go

[1:17:33] up slightly I don't have the numbers in front of me I do their chemical costs

[1:17:40] are exactly the same as it was the previous year at sixty four seventy-five

[1:17:44] from May of 2020 through April of 2021 which covers the winter it's the one I

[1:17:51] have no swimmers that's the entire year where those stores are not ice this

[1:17:56] winter this title is winter maintenance is what this is called but it just shows

[1:18:01] May through eight he's basing his bid on knowing that our pool is closed for

[1:18:05] months but it was open I mean that this past year they they did this contract

[1:18:14] yeah yeah and Jason did not increase the cost yeah because it was only for three

[1:18:20] months okay yeah same thing okay good again this is a this is a 12

[1:18:32] month winter maintenance sixty four seventy-five for the past year the year

[1:18:37] before and the upcoming year so I'm just looking at when I'm and it says been

[1:18:43] four - okay 75 11 is the bid for winter maintenance so the lowest he's being

[1:18:50] very conservative on his program he's trying to present it and sell it to kids

[1:18:55] now to encourage year-round swimming but with the co bid situation there's no

[1:19:02] there's no way of knowing when people will be able to or be going back to the

[1:19:07] pools he's expecting the numbers to be thirty to fifty percent higher but he's

[1:19:13] again being conservative so so I question is back to what I really said

[1:19:18] we move this to the June meeting because I believe we need more information and I

[1:19:22] would like to see when we got paid from northeast Independent School District

[1:19:26] all right there's 15,000 yeah okay I want to know

[1:19:30] if we the money we made is it in our bank account okay

[1:19:33] the only thing to is let's wait to June maybe we'll get more information on when

[1:19:39] we can relax some of these regulations okay with the pool and things like that

[1:19:42] but I mean I'm in favor at this but I want more information it won't give him

[1:19:46] much time to sell it but that's his other challenge but that's fine

[1:19:50] whatever the council degrees on this fine no I'm I'm not against having it I

[1:19:57] mean I think it's a great program and all that but it has to be either

[1:20:01] profitable or you can't we can't lose money and not knowing I mean not knowing

[1:20:06] what the quarter code is gonna come back if it's gonna if it's going to increase

[1:20:09] I mean no he doesn't know how many swimmers we're in the black he doesn't

[1:20:15] know how many swimmers he's gonna have nobody knows that no in fact you just

[1:20:19] said that their plan was for five hundred hours and they only ended up

[1:20:23] doing 200 hours so yeah and that was in a good that was it a good year

[1:20:28] was 565 and it's four and a half months is what it lasts it's five hundred sixty

[1:20:33] five and a half hours is what they what he said is contract different come on

[1:20:39] all they used them it was 271 right so if you're going to do that you need to

[1:20:44] make sure that there is a minimum right or a contract that says what is paid for

[1:20:51] is any kind of thing the city expenses it bears and so somebody don't use it a

[1:20:56] hundred hours because in that kind place would be it'd be different because the

[1:21:00] heating of the pool was pretty fixed on you know no matter how many swimmers you

[1:21:29] amount of hours that means so how many months was the 7600 for the electric and

[1:21:37] heating people how many months did that cover of the day at the same time that

[1:21:41] covers from October through March so for now for now primarily December through

[1:21:46] February because the Solar Probe is that correct Kelly

[1:25:47] 50 percent that's 125 so we could have 125 people inside the deck area and 50

[1:25:55] people in the water so excluding like fourth of July and these other holidays

[1:26:01] they don't you don't get close to that I want to propose that we come we do a

[1:26:12] compromise with the swim team I know that they're not they're not set on what

[1:26:17] they're gonna do the show I think they want to do something but but I want the

[1:26:23] residents to be able to use the pool well swim team is practicing when we

[1:26:28] come to a citizen participation in this Irish let me know because we have quite

[1:26:33] a few people that weighed in on this topic rez okay

[1:26:36] so that would mean that we would be opening I would like to propose that we

[1:26:44] open the pool in June at either 9:00 in the morning or 10:00 in the morning and

[1:26:49] looking at the Aquatica page 35 there's like a hundred and eighty staff hours

[1:26:57] that we're not going to use this month because those days already passed and

[1:27:01] they weren't open and that is included in the price that we were given so if we

[1:27:07] so I'm proposing that we compromise with the swim team and give them four lines

[1:27:13] to practice in and we have the other two lanes of the pool open for either lap

[1:27:18] swimmers or other swimmers and then there have the beach access part of the

[1:27:25] pool and the baby pool and let residents use that while the swim team is

[1:27:31] practicing what time is the pool open now twelve during June right now it's

[1:27:36] set to open at twelve because the swim team had it in the morning

[1:27:40] so are you also what is your proposal for the the two weekends before June as

[1:27:49] they're on the as they are on they're on a schedule

[1:27:52] they were asking me last week you say ten o'clock did you say ten o'clock I

[1:27:59] told them that we're gonna do the pool from 10 o'clock yeah - so you know I

[1:28:04] actually hadn't even those last days in Maine that you allow the swim team and

[1:28:08] residents than you you are going to push that in the morning I'll have to decide

[1:28:14] my suggestion would be you give the swim team a specific number of people they or

[1:28:24] if they if they commit to it if there is going to be I mean we know one life a

[1:28:30] life girl I mean she's a official okay at the summer swim leagues and they're

[1:28:35] supposed to be four meets a year plus you have your you know finals in July we

[1:28:39] know everything's going to be messed up but there's been a lot of cancellations

[1:28:42] and all right other teams are not going to be swimming this year so we don't

[1:28:47] really know if they have confirmed swim events yet right and I've

[1:28:53] been told that they're not going to do the competitions too so I do believe in

[1:28:57] this but I would like to look at these hours that we have gone and passed

[1:29:01] already and use them not only for swim team but maybe use some of these hours

[1:29:06] to extend the nighttime use of the pool for residents adult who I mean instead

[1:29:13] of closing it like you know nine o'clock maybe we close at 10 o'clock and use

[1:29:17] those hours to extend it and I'm sorry these college kids might not be able to

[1:29:22] get out earlier than they might want to but let's use the hours and extend the

[1:29:26] hours of the pool for the adult residence okay if they want to do

[1:29:30] something without kids hopping around is there a limit on aquatic whose lifeguard

[1:29:36] as far as like what time they I mean is that in their contract to say you know

[1:29:40] we don't work past 8 o'clock or you know whatever we're working on the details of

[1:29:45] the contract as we speak but I think we have a lot of people at home then are

[1:29:49] not at their normal work and they're not doing their normal thing and if we can

[1:29:53] help residents to embrace that I think it's a good value for I mean I'm in

[1:29:59] favor of maybe even you know noon right now but maybe open it at 11:00 or 10:30

[1:30:06] or something and then and and let it be open longer and until the swim team a

[1:30:11] look you can have your practice but you got

[1:30:13] to be out of there by 10:30 or 11:00 instead of instead of mingling the the

[1:30:18] residents with his finding because you're gonna run into issues I guarantee

[1:30:21] it with with maximum and people that are

[1:30:24] buying their passes you even come up and be turned away because okay we've got

[1:30:28] committee people in the pool well we would have to we would have to have a

[1:30:31] designated member I mean they'd have to share it we haven't have a designated

[1:30:34] number for the swim team and I don't have to share it if you can do it just

[1:30:39] the time weren't worth it where the swim team is out in whether or not they have

[1:30:46] been get in there before noon oh don't you hear complaint okay they want to

[1:30:51] give them an hour you know we give them an hour and a half or something like

[1:30:55] that are complaining that they're coming with they've got two kids that are on

[1:31:02] the Lim team they got a toddler that's not

[1:31:04] and they want to be able to get the toddler inland and play in the baby pool

[1:31:08] while there were other kids are practicing right now it's swim team only

[1:31:15] and I understand that's because if we have anybody that's not swim team in the

[1:31:21] pool we have to pay for lifeguards saying I like I like Scott's idea where

[1:31:27] the swim team I'm just throwing these times out is from 7:00 in the morning

[1:31:32] till 9:00 in the morning and then that gives the lifeguards time to clean or do

[1:31:37] whatever this virus is causing everyone to do and then at 10 o'clock the pool

[1:31:42] opens already 11 o'clock the pool opens but I think the swim team should have it

[1:31:46] by themselves but not at the cost of the residents I think the resident should be

[1:31:51] able to come in earlier and enjoy the pool if they come in by 10:00 or 10:30

[1:31:56] that's a that's an extra two hours that they're getting and again when you run

[1:32:00] into the issue of maximum occupancy and that's probably going to change you know

[1:32:05] it's not going to go up again we don't know that like the problem is if you

[1:32:09] have residents that are buying their season pass and they get turned away who

[1:32:15] makes that decision I mean if I'm if I'm a paying resident and I get it get up

[1:32:20] there and there's a swim team and there's all these residents and there's

[1:32:22] and there's a waiting list to ten people to get in the pool and I've already paid

[1:32:26] for my pass I'm gonna be pretty ticked off I'd like I would I would like to get

[1:32:36] it open at least by ten for four for the general public yes you know I'd like to

[1:32:42] take these extra hours that we have here that were that's part of this contract

[1:32:46] and like I said maybe it's Friday and Saturday that they stay open an extra

[1:32:52] hour later to eat up some of these hours and we do I think we did that last

[1:32:56] summer there Friday and Saturday we stayed open till till 9:00 yeah I mean

[1:33:01] this I don't have a date but at 8:45 the whistles blowing okay and if you're

[1:33:05] sitting there having a great time I would like to you know you're out there

[1:33:10] at 10 o'clock all right and maybe it's adult time or something I

[1:33:14] don't know but let's the hours and I think we I think we just

[1:33:17] stretched the time the opening time from say 10:00 and 10:30 in the morning till

[1:33:21] 10 o'clock at night I mean 9:30 if we do okay so if you look

[1:33:26] at the gym calendar if this is what I added was was theoretically if we were

[1:33:33] opening at 9:00 okay and it would add 192 man-hours so if you push it to 10

[1:33:42] instead of 9:00 and just push it an hour out later we're not we're only paying a

[1:33:48] couple hundred dollars more because we're saving 180 man-hours in May

[1:33:52] already so you know for the price it's already built in to what we've been

[1:33:59] quote I'm not worried so much about the prices and it is about the conflict

[1:34:04] you're going to have with having swim team and residents now you know chances

[1:34:08] are you're not gonna have a million residents out there but you don't never

[1:34:19] enough to share I just feel like there's got to be some compromise and and right

[1:34:35] but then that means that swim team would have to be either 8 o'clock in the water

[1:35:09] right right so if you share it then you could have lifeguards there from 7:00 in

[1:35:14] the morning whatever time you want to open til you know

[1:36:31] days with the 28th or 26 follow that

[1:38:12] never seen that many I mean at any given time during when there's swim practices

[1:38:16] yeah or then maybe you know 360 kids total unless the coaches right but but

[1:38:25] even that that's still not even be Kelly I hypothetically well they come in when

[1:38:41] it when it opens to residents but who enforces the that's in the contract yeah

[1:38:52] they're not cleaning or anything else here yeah that's not

[1:38:57] well don't expect me they said they're not going to kick people out and I don't

[1:39:00] know him and that shouldn't be the kids job to do that the mayor that wouldn't

[1:39:33] happen they wouldn't let them in right a challenge comes from having a group

[1:40:54] share my son is in Dallas and they just joined a private pool and they can I

[1:41:03] stay on deck or whatever but they are they signed when you get there it's

[1:41:07] first-come first-serve and you swim for an hour and 45 minutes and they blow the

[1:41:13] whistle you get out and the lifeguards clean for 15 minutes I don't know

[1:41:17] exactly what they do but they clean for 15 minutes then now if no one's there in

[1:41:23] line to get in at the next to of to our increment you just go right back in if

[1:41:27] there are 40 people then you don't get to go back in but he said they've gone a

[1:41:33] few times this week and they've had no problem they cannot take in they've shut

[1:41:38] down the water fountains so you have to take in your own water bottles no glass

[1:41:42] they've they set up a lot of different things like this but so but that's how

[1:41:48] they're doing it is two hours in the thing but you know I always do the same

[1:41:51] thing just being cool I mean I've been on there you know on any given Saturday

[1:41:56] and there's been quite a few people but I really don't see it it might be an

[1:42:00] issue initially because people just want to get out but I don't think it's gonna

[1:42:05] be a long-term problem but I mean it I mean it might have to be one of those

[1:42:11] cross that bridge when you get to because you don't know what's gonna

[1:42:14] happen you may you may get a rush of 500 people down there you may get 20 well I

[1:42:21] don't think you know college age kids or high school kid lifeguards are there to

[1:42:29] enforce laws it's not their job there they're dudes obvious to protect the

[1:42:32] people in the water I'm not saying staff down there this weekend just because

[1:42:36] this is the first weekend we're gonna be open and I don't want the lifeguards

[1:42:38] getting slammed right so we're gonna have people there or available to deal

[1:42:43] with any problems but we still need some guidelines on how y'all want it handled

[1:42:48] well can they when they check them in can they write a time when they're in

[1:42:52] there and then after if there's people waiting after two hours they say okay

[1:42:56] you came here two hours ago there's a couple other things I mean I like the

[1:43:09] lanes idea and a lot of pools do that it gives a lifeguards a chance to see more

[1:43:14] pools any kind of maintenance you know okay guys time and what just sit the

[1:43:19] person sit after a couple days people who used to it okay we gotta leave the

[1:43:23] cool for a few minutes and I need y'all to work on and come up with a decision

[1:43:35] on we have numerous young children in the water who can't swim and I've got

[1:43:45] two lifeguards trying to watch these kids a lot of pools do a requirement

[1:43:54] where you have to prove that you can swim or you have to stay with this I

[1:43:57] don't know I think that's a question for Ryan I think that's a good idea most

[1:44:02] pools do they it the little kids they make them to swim the length of the pool

[1:44:05] and then they get a bracelet and mom and dad do not have to stand right next to

[1:44:09] them if they can only swim halfway I think that you should be watching your

[1:44:13] kid no matter what give you the floor thank you Mary I was gonna make just a

[1:44:22] suggestion that has come up with some of those discussions that I talked about

[1:44:27] before with other cities some are it sounds weird but by appointment but you

[1:44:33] basically set up blocks so an hour and a half block block a block B Block C Block

[1:44:39] D and you call and you sign up and you come in during your time prayer and when

[1:44:43] your time periods up you leave and you know ahead of time but you got a call

[1:44:47] and make the reservation at it who do they call they call City Hall during the

[1:44:51] week well how they would say I mean some cities have their own like recreation so

[1:44:56] and so the recreation center staff does

[1:45:06] I don't know if you have the ability if your tech people have the ability to set

[1:45:14] up an online you know registration by block then you don't actually have to do

[1:45:19] that they set it up themselves and they know it's the first come first serve

[1:45:23] basis is to have you know which which area you get it as far as you know I

[1:45:30] think the unless you have a separate regulation which you guys do not the

[1:45:36] lifeguards have automatic kind of Authority if they have a concern that

[1:45:41] there's someone who's getting a pool who cannot swim that they can make them

[1:45:44] prove to the lifeguards that they're going to swim that's kind of part of

[1:45:47] what the lifeguards do but they have that ability naturally now whether they

[1:45:50] know that or not is a different question when they go through their certification

[1:45:57] that's supposed to be part of what they're taught you know my experience is

[1:46:03] about that the percent of goats in one air not the other but you get 50 percent

[1:46:07] that remember and so hopefully one of the tools it's on duty remembers but if

[1:46:14] you want to do that and you by no means legally required to but you can assign

[1:46:20] staff you know to be down there just for logistic purposes in managing things

[1:46:25] that part's up for the council that's part of your policy decisions too are

[1:46:29] you going to open this what's it going to take from the city to open it and

[1:46:32] open it safely

[1:46:44] that is one of those situations where depending on exactly what happens will

[1:46:49] depend on liability there are situations where the city would have us a liability

[1:46:55] aspect but that's that's normal with the pool period the law already places a

[1:47:14] certain responsibility on them we can't actually supersede what has already been

[1:47:45] okay if a child accidentally you know as a governmental function in that capacity

[1:47:55] there are statutory limitations on damages and that makes it more

[1:48:04] affordable and more realistic for a city such as hello Park to have a pool and

[1:48:08] let the citizens use it but those kick in when you are performing it as a city

[1:48:13] and so as a city which that's all the discussion of it hearing tonight yes

[1:48:19] this is the city's hours for the pool that you're managing that way what we've

[1:48:24] previously discussed about what those protections are are in place so can we

[1:48:30] can we make a pool rule I think it's called the 25:10 rule where if they

[1:48:35] can't swim the 25 meters of the pool then they have to be within 10 feet of

[1:48:40] their parent okay so how do we do that just we do it tonight or do we just want

[1:48:46] to make a motion that you want that as part of the policies your the way your

[1:48:49] system is set up now you don't have like you didn't see testing and yeah it

[1:48:54] records the information it's just the city is really Kelly Public Works is

[1:48:58] the one that's ultimately responsible for logistics out there okay and so he

[1:49:32] have a rule that the kid has to be able to swim the length in pool in order for

[1:49:36] you to be away if you knew that that person was connected to that child yeah

[1:49:55] obvious that the kid is flailing around and didn't know how to swim and

[1:49:58] shouldn't be in there rule and then then actually since it's not more specific

[1:50:15] it and how the lifeguards would implement it at the same time that would

[1:50:19] take immediate effect it's clearly falls within the agenda posting so maybe you

[1:51:52] to be vacationing so I think maybe our attendance at the pool will be more I

[1:52:05] on on how many we can have in the pool that we should have them have no guests

[1:52:09] if I could interject I mean I would like if it's under the limit is under fifty

[1:52:18] percent then we have no guests and once the the governor raises the numbers and

[1:52:23] we can start law I guess we're sitting under seventy five percent once it gets

[1:52:27] to hundred percent capacity when you start doing get something of that nature

[1:58:11] plenty of space and I wish all residents could use it more during the month of

[1:58:20] have their practice time in the pool like before with no other swimmers

[1:58:23] present we take our grandchildren to the pool every day during the previous

[1:58:27] summers and there were they were never anywhere near close to 35 people there

[1:59:03] going to the pool with any suspicious symptoms refraining from inviting our

[1:59:12] self-government mindsets and are comfortable coming into the community

[1:59:16] with them at the pool the same mindset holds true for summer swim league we

[1:59:20] believe the majority of families and HB teams are those who are happy to

[1:59:23] exercise reasonable common-sense self-governance and consideration for

[1:59:27] others towards that end we are comfortable coming into the community

[1:59:29] with them at the pool self-governance is that there were other freedoms and

[1:59:33] liberties that we as Americans and Texans enjoy its effective exercise

[1:59:37] eliminates the need for any governmental regulate

[1:59:39] of liberty eg the so called nanny state conversely irresponsible actions on the

[1:59:46] part of the citizenry can justifiably invite Swift and even punitive

[1:59:50] regulation based upon our history as a state animal as a nation premature

[1:59:54] pre-emptive regulation on the basis of fear and theory versus on the basis of

[1:59:59] facts that erodes the public's trust in governing authorities towards that end I

[2:00:02] invite to you not to just maintain the trust of your HP residents but even

[2:00:06] radically increase it go against the flow of fear driven decision making a

[2:00:10] stick to the fact based decision making such as mitch daniels of purdue

[2:00:14] university who on april 21st at the night at the height of paranoia

[2:00:18] announced a fact-based plan to reopen his university in september i encourage

[2:00:22] you to read this April 21st announcement or watch the video both flamed with

[2:00:27] facts and devoid of fear governance that inspires hope in this spirited most

[2:00:32] active versus fear approach to reopening both the pool as well as moving forward

[2:00:35] with the swim team after the following draft guidelines for consideration

[2:00:39] reopening enhanced sanitation you click the lifeguards with the pump or spare or

[2:00:43] spray of deleted bleach water solution when when they rotate their position

[2:00:48] every 20 minutes having lifeguards off spray down all the students in the area

[2:00:52] bathrooms correctively when a pool visitor departs had to spray down the

[2:00:55] seats that were used by the visitor and/or their family enhance pacing guide

[2:00:59] and guidelines rather than removing sitting there trying to prescribe

[2:01:02] distancing when you don't know the likely size of the family visiting in

[2:01:05] any given day instead of put up a clear sign that asks visitors to exercise

[2:01:09] proper social distancing when choosing a place to sit 17 under 10 years

[2:01:16] attendants knock wannabes follow the example of

[2:01:19] Sweden who never closed schools in Switzerland swimmers over 10 years

[2:01:23] adhere to the governor's guidelines of attendance and quantities enhanced

[2:01:27] waiver have parents coaches and volunteers

[2:01:29] signed an advanced waiver that acknowledges the policies government

[2:01:34] governmental nanny state preemptive fear-based regulations erodes the public

[2:01:37] trust our family respects the fact that you have many considerations to balance

[2:01:40] to possibly include opposite viewpoints my fellow HB citizens we ultimately are

[2:01:45] asking God to direct your hearts to experience and size decision and set up

[2:01:49] guidelines on the pool and swim team for the citizens of

[2:02:18] uncertainty at this present time but please do not give up hope this is the

[2:02:21] time to increase awareness of the benefit of summer swim teams brought up

[2:02:25] in our neighborhood if the parent does not feel comfortable they do not need to

[2:02:28] have their children sign up I'm confident we can have a safe healthy and

[2:02:31] memorable swim team experience ok what I heard but most of the parents were they

[2:02:37] wanted their own swim time so I really like councilman Bailey suggestion I

[2:02:43] don't know if the time needs to be from 7 to 9 o'clock or whatever I do like the

[2:02:50] idea of the pool opening at 10:00 for the residents and I think that is the

[2:02:54] easiest solution because while the swim teams there earlier it does not cost the

[2:02:59] Hollywood Park any money for lifeguards and the swim team would be getting what

[2:03:04] they're wanting the residents will be getting what they're wanting went there

[2:03:07] waiting to go in the pool earlier and I like like house thing being open until

[2:03:13] 10 o'clock or something on Friday Saturday it seems like we could make

[2:03:17] everything get their wish I'm sorry I closed it 45 9:32 are they supposed to

[2:03:46] clean

[2:03:53] they go through everything so if they go until 9:30 practice sometimes two and a

[2:04:10] half hours might not even be two and a half hour practice okay well are maybe

[2:04:14] open eleven no no no no we need it open at 10:00 okay so 9:30 I mean and if

[2:04:21] people show up a little early they can wait or or if the same practice goes in

[2:04:25] a couple minutes long I mean if it's practice over early they can sue their

[2:04:29] cleaning early let's see I wanna say say I learned to show up at 10:00 right so

[2:04:37] we're open at 10:00 for the residents yes and I've heard it for a lot of

[2:04:41] residents complain that why is it the swim team gets the pool all this time

[2:04:47] and then now they're talking about going into July so it seems like we're given

[2:04:52] the swim team their opportunity by their self I don't know what you can get done

[2:04:56] in two or two-and-a-half hours I've never been a swimmer it gives the

[2:05:00] residents their time to get to go early gives the adults time to stay later on

[2:05:05] the weekend a competition but still I guess the rule is still the same because

[2:05:13] they have like a Saturday yeah but it depends how many kids are in the it's

[2:05:23] only in the month of June also so yeah this probably won't even happen if they

[2:05:27] don't

[2:05:33] while the pool is open competitive sporting events are not necessarily open

[2:05:38] it depends on kind of what which one it is and how it would it qualifies for and

[2:05:42] that sort of stuff so again I want to make sure that whatever Janus has for

[2:05:49] the minutes so that Kelly has his clear instructions what time do you want the

[2:05:56] pool to close other than Friday and Saturday night so

[2:06:04] from what I heard and you guys tell me if this is what your you want to do for

[2:06:09] a motion is that the pool would be open from 7:00 to 9:30 for the swim team it

[2:06:16] was open at 10:00 o'clock for residents and ends at 8:00 o'clock

[2:06:20] basically Sunday through Thursday and then on Friday and Saturday nights the

[2:06:25] eight o'clock end date is extended to 10 well it's already at nine o'clock okay I

[2:06:31] mean right I'd like to see because he might not turn out that but I also think

[2:06:45] Association might want to do something and they could use that pool when the

[2:06:49] lifeguards are there okay later on that and that evening that later part words

[2:06:54] people have gone home for dinner and stuff and evening swim sure you set the

[2:06:59] times of when it's open and whatever people want to schedule during that time

[2:07:02] they schedule during that time for June and July and weekends in August that

[2:07:16] we're open until 10:00 okay right well I think I mean this is

[2:07:23] technically a temporary measure at the moment so you make the motion and then

[2:07:26] you're going to come back to it as things change it is quite a code doesn't

[2:07:30] have a problem with us changing this again okay I didn't I got that Kelly

[2:07:34] about that their needs they put their schedule about two weeks in advance so

[2:07:43] there are no other employees they get their schedule straight now so

[2:08:51] difficult time getting Red Cross certified the Red Cross is not doing

[2:08:57] certifications right now so they're utilizing all the lifeguards that

[2:09:03] certifications for from last year but those are 12-month certifications so

[2:09:07] they're going to start coming up so there might be some times where they're

[2:09:10] going to run where they have to run with two lifeguards on the stand and one

[2:09:16] staff member manning the gate who's not a lifeguard if that happens then they're

[2:09:22] gonna happen it's in the letter that I've put in the packet for you all if

[2:09:27] that happens they're gonna have to shut the pull down every 45 minutes to give

[2:09:31] their lifeguards a chance to be off the stands for a break that means they'll

[2:09:35] have to blow the whistle everybody's out of the water for 15 minutes okay I just

[2:09:40] want all aware that that's there and it's in there is their plan B they're

[2:09:45] very concerned that that could happen if Red Cross doesn't start doing

[2:09:49] certifications again

[2:10:18] okay let me throw one more wrinkle in what if what if that's not enough time

[2:10:28] that's fine but they move over to the four lanes and people are coming in at

[2:12:49] week 8 o'clock 9 o'clock I think right now it's at 8 o'clock 8 o'clock during

[2:12:54] the week but that jumps that's currently right now but it's quickly for him but

[2:20:49] I've noticed in some city parks around the country that the park management is

[2:20:55] drawing like chalk circles and that the people can stay within to keep them

[2:23:57] tower on the saws property on the D'Amato and they do have one cities to

[2:24:01] comment on that also man please when you're ready

[2:24:14] one of us heard the siren but the other did not

[2:24:23] technology such as a weather app or text alert apps that would under any

[2:24:27] cellphone user of an impending emergency citizens have these X now for Amber

[2:24:32] Alerts and silver alerts and they function very well tornado sirens are

[2:24:36] somewhat a relic of the past they primarily alert individuals who are near

[2:24:41] the siren or outdoors at some distance from the siren but are not useful for

[2:24:44] persons who the further away and happen to be endorsed or persons who forget to

[2:24:49] wear their hearing aids like my wife didn't that name an electronic alert to

[2:24:52] mobile phones and we all have one now might be a more productive tool to warn

[2:24:56] citizens of danger and could even display a text message of the type of

[2:26:39] t-mobile they already do that but that day last week none of us got notified on

[2:27:00] you can get it through their weather apps to alerts my wife does it go off

[2:27:28] even if you have your stand off if you have the sound turned off on your phone

[2:27:33] like Amber Alert your phone will vibrate if you have vibrates and it's all

[2:27:40] depending on your settings I'm sorry probably the at least 50 to 60 years old

[2:27:59] they do have and they do have newer sirens and that's what I was going to

[2:28:03] show you here let's see yeah I think mr. Travis used it at the Alamo didn't

[2:28:11] didn't help it was still too late this is a picture of our actual siren out

[2:28:19] front to see where we go up here this is a federal signal model 5 yes and I

[2:28:28] cannot find a lot of information on this siren and implies that there were four

[2:28:33] before it this will be held there right now there

[2:28:37] were actually four made before it this is our current civil alert sharing I

[2:28:42] don't know what year was put in I cannot find any literature on it if I look up

[2:28:47] online there's not a whole lot of information

[2:28:49] what is tomato was about 3,000 foot radius for the owner based on decibel I

[2:28:58] did get in contact with gentleman named Nicholas stutter and he's a director of

[2:29:04] national museum of civil defense and shirts and he seems to think that it's

[2:29:11] more closer to 2,000 square feet than 3,000 I think we know and actually he's

[2:29:20] going to come visit our station because he wants to come look at it and we're

[2:29:23] gonna just field trip I'll be meeting with I'll be meeting with him again

[2:29:27] field so originally this island was put into alert volunteers firefighters to

[2:29:32] kind of the station if we had a call that was the original intent of the Sun

[2:29:37] and then we didn't have homes on the north were cellphones so it was it was

[2:29:44] good for what it was used for at that time it covered the area where there

[2:29:49] were homes after that it was repurposed as a tornado warning device the fire

[2:29:56] department got two-way radios and pagers and when the electronics came into play

[2:30:00] it became a tornado warning device so what you're looking at here the green

[2:30:08] area is obviously the town of Hollywood Park that's the area that we would like

[2:30:13] to see covered if we were to do this the blue one is our existing siren so this

[2:30:20] is based off of my 3,000 foot radius estimate so it could be a little bit

[2:30:26] smaller but I will say you heard it at your house correct mayor yes I did so

[2:30:31] you know right at the tip just pass them right there very mellow

[2:30:35] yep Oh thinking about that was probably a good guess to make because yeah he was

[2:30:40] able to hear it on Daniella most of the people who can hear it are

[2:30:44] outside that blue circle so for all practical purpose that's

[2:30:48] probably pretty accurate for the radius of our siren right now I was outside my

[2:30:56] house I don't think so even with my left ear or my right ear

[2:31:06] yeah it works well it works well the other side - the downhill side it works

[2:31:15] you know echoes through tunnels so right here

[2:31:23] clear they know straight line Monday to avoid center and it shows elevation so

[2:31:33] where the red arrow is you can see that there's a hundred four foot elevation

[2:31:38] increase between where our siren is now and the void center so not only are you

[2:31:45] dealing with your the ambient noise or wind direction you're also dealing with

[2:31:52] elevation when trying to get the sound to carry out through the park probably

[2:32:02] after the tornado calm day you're going to hear if you're trying to over a hill

[2:32:25] last week that was the path was from Burnie southeast this way and we were

[2:32:31] right on the southern edge of it but they did it did flash across the TV

[2:32:35] that's how I found out that we're actually under a warning I think when

[2:32:45] you called me yeah you know apprehension Comal Bulverde they said Hollywood Park

[2:32:51] and that's I decided to go ahead and set off this

[2:32:57] one here the same thing as last slide except this is between here and boy and

[2:33:01] we're they're still in elevation that you have to deal with so not only is

[2:33:06] this a turn not good enough to cover our city if you're dealing with elevation as

[2:33:12] well so this right here is a estimate that I got from storm sirens back in

[2:33:24] 2007 to February of seventeen was the last time I said officer and it was the

[2:33:32] same thing we had people on next door oh I heard it and other people I can't hear

[2:33:36] it why can't I hear it so it seemed like there were more people well earlier part

[2:33:44] couldn't hear it but everyone across the highway was like I heard it so I got

[2:33:50] some information presented it to the mayor at the time and asked him you know

[2:33:55] put on the agenda or get back with me for more information and I never heard

[2:34:00] back so it kind of died right there so now that we set it off again three years

[2:34:04] later the same issues have come up again so we were able to get it on the agenda

[2:34:10] so this are the newer sirens it's a higher decibel it's omnidirectional

[2:34:18] meaning you're going to hear in all directions it's it's just got a bigger

[2:34:23] motor more decibels the range is 5000 foot radius it does

[2:34:29] have battery backups has a magnetic starter it's just it's an up-to-date

[2:34:34] siren so these I mean it's not that they're completely outdated they are

[2:34:38] being sold and installed it's just not the most updated technology I like the

[2:34:45] place where these probably yeah very popular very popular yeah so this right

[2:34:57] here would be that siren now in your package

[2:35:01] you have a two different sirens this is the bigger one the five thousand I

[2:35:06] didn't even put the circle up for the small one because that's pointless this

[2:35:12] one right here would cover the entire town of Hollywood Park if we were to put

[2:35:16] it at the water tower site the only thing we would be lacking would be that

[2:35:22] southeast corner with Taco Cabana as gallery oaks but if we were to keep our

[2:35:28] current siren we would have the entire city covered with currents are in place

[2:35:36] they have decoders where they can actually sync them up when you set them

[2:35:42] off go both go up at the same time that would be an option to keep keep the

[2:35:48] current one from this light flow and it's just gonna get worse and worse on

[2:35:55] coverage you know I was impressed Johnny when I read that that these systems have

[2:35:59] a battery backup that would allow for like 10 three-minute siren bursts on

[2:36:05] battery power if weather conditions deteriorated to the point where they

[2:36:11] lost power I don't believe the sign we have has that capability it does not

[2:36:18] okay so it would have the same power as that good to know Memorial Park that

[2:36:29] would be the coverage for Memorial Park so okay we would lose a little bit up in

[2:36:33] the northeast corner we would lose the void center area and then rich Trail

[2:36:41] memory Trail yeah and it would get more Hill Country Village but you know

[2:36:49] Memorial Park would be we would definitely not lose that I mean it would

[2:36:54] it would stay there for sure we wouldn't have to move it off of the saws property

[2:36:59] if they decide to sell it the city didn't purchase it's not it's not a

[2:37:03] question of purchase that they were planning to seed the property to us

[2:37:06] because we had given it to them years ago and but it takes a City Council vote

[2:37:11] and the saws board vote and I do not know had not asked them

[2:37:21] this literally started on Thursday needs to be a quality of life issue of Ryan as

[2:37:27] far as the it was used this this actually unit that they put in it

[2:37:34] includes a 45-foot telephone pole that they mount right on the top of the yeah

[2:37:40] we wouldn't even have to use that metal tell I don't know if they we have an

[2:37:43] hour to be less if it I'm sure it could yeah

[2:37:56] do we have a 45-foot telephone pole anywhere they're not 45 foot but I'm not

[2:38:18] saying I wouldn't want to use it all I'm saying is I don't know if they'll be

[2:38:22] able to mount it on that metal tower you know sure the pole goes up in the bottom

[2:38:39] down here that's how they mount it so I don't know if that one's though if that

[2:38:44] would be mountable on that metal I would have to ask them and that certainly

[2:38:48] might save us some money so according to Ned global yeah we were the last known

[2:39:00] nowhere in San Antonio nobody has no one has one and no city of

[2:39:09] yeah yeah no one has when the hill country and see no park Bulverde nobody

[2:39:26] or a storm shelter that's a possibility and I think there are services out there

[2:39:31] where you could count it a nap but then you know yearly you're paying a

[2:39:35] subscription and Department not gonna be free for you we're safer there

[2:39:50] she's how many people could evacuate to the tunnels in your opinion okay okay

[2:41:45] helpful and if we can enhance its use without incurring expense I think that

[2:41:50] would that would make sense put it somewhere higher ok you were showing

[2:42:02] that you showed us a graph that showed the radius it would reach two-thirds of

[2:42:08] the city if it was in a high point the one we have the smaller one that 3001 I

[2:42:19] mean okay okay I can't we're not gonna make the one that we have go okay it's

[2:42:28] not interested in moving it okay two thirds of it instead of one okay

[2:42:37] since 2017 all right okay item number six on our agenda I was going to

[2:42:44] postpone because we don't have the information or the people or the

[2:42:47] structure to embrace the concept of determining the feasibility of an

[2:42:52] independent produce broker offering their products to Hollywood Park

[2:42:56] residents there's been a couple interested but we don't have the details

[2:43:02] and are those logistics from the perspective merchants so I was going to

[2:43:06] postpone that table that item yeah exactly

[2:43:12] there's a couple in it that have served some smaller towns and they'll come in

[2:43:16] they'll go out ahead of time and tell you what they'll offer you and you can

[2:43:20] go online and place an order they'll bring it out to you and you can pick it

[2:43:24] up you can also shop and purchase additional things a lot of empty nesters

[2:43:29] seem to like that and towns like Von Ormy and Elmendorf and some other places

[2:43:33] where they don't have as much access to supermarkets and I thought if we have

[2:43:38] the space and there's interest from the residents it would be a nice thing and

[2:43:42] help some of the local food wholesalers that are struggling right now and so it

[2:43:48] may may be worthwhile element for next month

[2:43:51] so I think it would be popular yeah so I'll pursue that coming up for next

[2:44:00] month okay when Cherie Tyner has does a farmers

[2:44:03] market - so we would need to talk to her and see if she'd be interested -
